Ensuring people receive help before reaching crisis
Further measures to prevent people experiencing the trauma of homelessness will be introduced as part of amendments to the Housing (Scotland) Bill.
The Bill currently places a stronger importance on preventing homelessness through ‘ask and act’ duties on social landlords and relevant bodies, such as Health Boards, Police Scotland and the Scottish Prison Service, to ask about a person’s housing situation as early as they can and act to avoid them becoming homeless wherever possible.
Scottish Government amendments to the Bill, developed with help from homelessness charities including Crisis, will ensure people get the help they need. They will also require a range of services to do more to prevent homelessness and to co-operate, share information and will be specific on what is required of them to help people remain in their homes, supported by £4 million pilot programmes in 2025-26.
Housing Minister Paul McLennan said: “We want Scotland to be a world leader in homelessness prevention. We already have the strongest homeless rights in the world, but we want to go even further. These changes to the Housing Bill will increase the likelihood that people will receive help before reaching the point of crisis.
“Making sure everyone has the right to a safe and stable home is essential to the Scottish Government’s priority of ending child poverty and the Bill will play a role in reaching that goal.
“Working closely with our partners including Crisis, we have developed a set of amendments that further strengthens rights and gives people the help they need by ensuring that preventing homelessness becomes a collective responsibility across society.
“These amendments will have a lasting, positive impact for many households, and I urge Parliament to back them when they come to a vote.”
‘Scotland’s education system being allowed to crumble’ – NUS Scotland President
NUS Scotland is deeply concerned about the growing crisis in education across Scotland, highlighted by the recent announcement that the University of Edinburgh is planning to make £140m of cuts due to financial difficulty.
The University Vice Chancellor’s announced plans to explore ‘radical action’ to reduce costs including potential staff cuts, restructuring, and possible course closures, are part of a wider trend threatening the future of education in Scotland.
Commenting, President of NUS Scotland Sai Shraddha S. Viswanathan said: “This isn’t unique to the University of Edinburgh.Our education system in Scotland is crumbling, and it’s being allowed to happen. It’s becoming all too common to hear from university or college management that course closures are necessary and staff redundancy schemes unavoidable.
“Year after year of higher and further education cuts in public funding is taking its toll, including the real terms cuts just passed in the recent Scottish budget. We need to see recognition that education is a public good that enriches our society, and public investment to match.
“The long term damage that these kind of cuts will have cannot be understated – students, staff, and Scotland will all suffer as a result. NUS Scotland stands in solidarity with all students and staff across Scotland facing an uncertain future, and calls on the Scottish Government to intervene to halt damaging cuts in Edinburgh and elsewhere.
“Edinburgh University is one of Scotland’s richest institutions, and we join the UCU in calling for the University to use its significant wealth to protect jobs and courses, and echo the Edinburgh University Students Association’s call for management to prioritise students.
“However, not even our richest universities can fix this crisis alone. The Scottish Government must act to reverse the trend of falling education funding and fix our broken education system so that students and Scotland can thrive.”
Best performance since national target was set – but charities say targets are still being missed
Almost 90% of children and young people accessing mental health services started treatment within 18 weeks of referral from July to September – the best performance since a national target was introduced a decade ago.
Latest Public Health statistics show 89.1% of those who were assessed as suitable for Child and Adolescent Mental Health Services (CAMHS) were seen within 18 weeks – the Scottish Government target is 90%.
The figure is up five percentage points on the previous quarter and 13.5 percentage points on the same quarter the previous year.
Mental Wellbeing Minister Maree Todd said: “We are working hard to ensure that everyone gets the support they need, when they need it, so the continued improvement in CAMHS waiting times is very welcome.
“These positive figures are testament to the dedication of the staff who work so hard to help the children and young people they care for. While the national standard applies only to each quarter, it is also encouraging that the highest ever monthly performance – 91.3% was recorded in September.
“However we know there is still more to do, which is why we have provided local authorities with more than £65 million, since 2020, to develop and deliver community-based mental health support for children, young people and their families. We have also invested £16 million a year to work towards ensuring every secondary school in Scotland has access to school counselling services.”

Responding to the latest CAMHS quarterly waiting list figures, Children First chief executive Mary Glasgow said: “Today’s figures show thousands of children are still in desperate need of support.
“It’s a decade since the Scottish Government committed to 90 percent of CAMHS referrals being seen within 18 weeks. This target has still not been met.
“Our teams across Scotland are supporting young people who are frightened, worried, anxious and need help now. The fact remains that children are often not getting support until they are in severe distress. This must stop.
“Ahead of tomorrow’s budget, the Scottish Government must invest more in early help and support to prevent children reaching crisis point.
“We want to see more funding so that families can quickly get support for their children when they need it.”
The Scottish Children’s Services Coalition (SCSC), an alliance of leading providers of specialist care and education to vulnerable children and young people, is calling on the Scottish Government to deliver a budget for mental health tomorrow (4th December).
The call comes as the latest waiting time figures from Public Health Scotland published today (3rd December), indicate that 115 children and young people had been waiting over a year for treatment from child and adolescent mental health services (CAMHS) in the quarter ending September 2024.1
The figures also show that a total of 4,231 children and young people were still stuck on waiting lists to start treatment at the end of that quarter.
This comes against the background of an increasing level of violent incidents in the classroom, a result in part due to the current mental health emergency, exacerbated by the long shadow of the Covid lockdown and cost-of-living crisis.
Even before the Covid-19 pandemic, cases of poor mental health in children and young people were at unprecedented levels, with under-resourced services struggling to keep pace with growing demand, leaving an increasing number of vulnerable individuals unable to access support
However, it should be noted that despite this challenging situation, only 0.75 per cent of the total NHS budget was spent on CAMHS in the 2023/23 financial year.2
Indeed, spend on mental health services generally has declined by 4.5 per cent in real terms over the past three years.
The SCSC is calling the Scottish Government to up its game in the budget and make the treatment of mental health issues a key national priority, prioritising spending and avoiding a potential lost generation of children and young people with mental health problems.
A spokesperson for the SCSC commented: “The latest figures highlighting that more than 4,200 children and young people are still waiting for treatment from mental health services, with 115 waiting over a year, is extremely alarming.
“We are facing a mental health emergency and many of our children and young people are at breaking point, with stress and anxiety reaching alarming levels as they battle with the long shadow of lockdown and the rising cost of living. This is also having a major effect on classroom behaviour, impacting the young people concerned, their fellow pupils and staff.
“Each one of these statistics is an individual, and we would urge the Scottish Government to up its game and make the adequate resourcing of mental health services for our children and young people an absolute priority in the forthcoming budget.”
COMMUNITY PROJECTS TO LEARN THEIR FATE AT EIJB MEETING
SIXTY-THREE voluntary sector organisations will learn their fate today when Edinburgh Integration Joint Board makes crucial decisions on cost-saving measures.
EIJB is looking to make ‘savings’ (i.e. cuts) of £60 million and the proposal to disinvest in third sector projects would see the EIJB ‘save’ £4.5 million, but the voluntary sector argues that the scale of the cuts in some of the capital’s poorest communities – cuts imposed without any prior consultation – will actually cost the city far more in real terms – and they are urging the EIJB to think again.
If the EIJ Board accepts Chief Officer Pat Togher’s recommendations to disinvest, projects across Edinburgh will be forced to slash services, make staff redundant and, in some cases, close completely.
One of the projects affected is Libertus Services, a charity dedicated to supporting people to live independently. Libertus provides two registered Day Care services to local older people, located in Gracemount and Canalside, alongside a plethora of recreational, educational, cultural and social activities.
Libertus Services is dedicated to empowering its’ Members to make informed choices and to engage with activities which offer a selection of physical activity, reminiscence, games and art as therapy.
Their Positive Futures project supports local people (50+) across Edinburgh to develop and run activity groups in community based settings. The groups take place on a weekly basis, facilitated by a dedicated team of volunteers.
Andrew Farr, General Manager at Libertus, said:“Libertus Services has been established for 43 years and employs 23 staff members to provide services for people at risk of many vulnerabilities, including social isolation, and has provided support to thousands of people.
“The impact of EIJB cuts to Libertus Services will affect at least 300 people aged over 50, and older vulnerable people and their support base who rely on the input and outcomes achieved within our groups.
“The loss of peer support, interaction and professionally led early intervention will inevitably lead to an increase in our vulnerable population of older people becoming more reliant on statutory services now and in the future.
“The potential closure of our Positive Futures over 50’s service and our volunteer service additionally losing 42 volunteers not only increases risks to our Day Services for older people, which will no longer receive the additional social and practical input from our volunteers, but also reduces our financial stability.
“This is due to our premises increasing their reliability on the already reducing contract with the EHSCP, following a 10% in year contract reduction, followed by additional year on year 10% reductions in funding from 2025 onwards.
“A significant number of people would be without our support, leading to social isolation for a significantly higher number of people with social and psychological needs. Service provision would need to be absorbed by adding further pressure within statutory services, including hospital admissions and readmissions, due to the increase in demand resulting from the loss of this preventative service.”

It’s looking increasingly likely that common sense will prevail today and that recommended funding cuts will NOT be imposed before the end of this current financial year – always an unrealistic ambition given the timescales involved and the lack of prior consultation.

So a small victory for the voluntary sector IS possible today, maybe, but would this be just a stay of execution, a short reprieve?
The EIJB must balance it’s books, and with the city council, NHS Lothian and the Scottish Government all facing financial challenges of their own, just how does Edinburgh Integration Joint Board fill that black hole?
And what is the future for our community projects – and the hundreds, perhaps thousands. of vulnerable people they support across what is supposed to be an affluent capital city – come the new financial year? Can it be a Happy New Year for them?
Hopefully all will become clearer this afternoon.
Good luck to all of the deputations this morning and here’s hoping Edinburgh Integration Joint Board belatedly sees the real human cost of the cuts being proposed – and rejects them.
Following discussions with the Scottish Government throughout the Multi-Year process, we have now received confirmation that Creative Scotland’s budget to enable Multi-Year decisions will not be clarified until the overall Scottish Government draft budget announcement, scheduled for 04 December 2024.
As a result, the outcome from the Multi-Year Funding programme is being postponed until the end of January 2025. This is a revision to the published guidance.
281 applications to the programme, with an annual ask of £87.5m, are currently being assessed as part of Stage 2 of the published process. Final decisions on the level of support we will be able to provide to successful organisations will be made once we have budget clarity.
The National Lottery reserves that we hold, currently £11m, remain allocated to support Transition Funding from April 2025 for organisations currently in receipt of ongoing funding from Creative Scotland but are unsuccessful in their application for Multi-Year Funding.
Robert Wilson, Chair of Creative Scotland, said: “While we would have preferred to announce the outcome from this application process in October as planned and have been working collaboratively with Scottish Government to endeavour to do so, we also understand the extreme budget pressures that exist.
“These pressures mean we are required to postpone the outcome until such time as we have budget clarity. This will enable us to make final decisions in a context of budget confidence and to support as many organisations on a multi-year basis as we possibly can.”
Angus Robertson, Cabinet Secretary for Culture, said: “The cultural sector is an integral part of our identity as a country. This is why we’re working hard to help the sector to fulfil its potential in Scotland by assuring at least £100 million more annually in funding by 2028-29.
“We await the Chancellor of the Exchequer’s budget announcement on 30 October which has a hugely significant bearing on the Scottish budget. Following that we will be able to set detailed budgets for the coming financial year including for the culture sector.
“I will continue to work in collaboration with Creative Scotland and the sector over the coming months to ensure stability until Creative Scotland have sufficient clarity to be able to announce the recipients of their multi-year funding awards.”
THE recent Cross-Party Group on Housing report on student homelessness proved that we have a long way to go with student housing (writes RUTH ELLIOTT, Vice-President Community of Edinburgh University Students’ Association).
In Edinburgh alone, there is currently a shortfall of over 13,000 bedspaces.
Students have been known to be both resourceful and resilient, hopping between hostels and crashing on friends’ sofas, but it’s hard to believe this lack of stability won’t have an impact on their studies, as well as their mental health.
In fact, NUS Scotland’s Cost of Survival Report (2023) survey showed that 66% of students feel this has impacted their mental health, with this skyrocketing to 83% of estranged students and 78 per cent and 79 per cent of low income and students with caring responsibilities.
The Advice Place at Edinburgh University Students’ Association has seen an increasing trend of affordability as a barrier to finding housing for students.
As Vice President Community, I am calling on the University of Edinburgh and the Scottish Government to provide more accommodation that is genuinely affordable for students, and to support alternatives such as student housing co-operatives to alleviate the pressures on the housing market.
Nowhere to live
But there’s another, unexpected problem on top of the lack of accommodation and affordability.
One of the biggest issues with student homelessness is hidden homelessness. ‘Hidden homelessness’ refers to people who would meet the legal definition of homelessness but are not represented in the local authority homeless statistics (see here).

Many students don’t realise they could be considered homeless (possible as the problem has become increasingly normalised). As a result, the majority of students are not empowered to reach out for help when they really need it, which also means we don’t have a good idea of how widespread this problem is.
This affects how the issue of student housing is recorded by the university, and therefore how it is prioritised and addressed. Equally, the fact that students do not consider the University as a place to reach out for help is troubling.
The University of Edinburgh has a lot of work to do to rebuild the relationship with its students to be viewed as more trustworthy and supportive.
Those who experience hidden homelessness are hidden from statistics and services as they are dealing with their situation informally.” (Crisis)
It is essential to raise awareness about hidden homelessness – as well as awareness about being at risk of homelessness, whether through overcrowding, unaffordable rent or those at risk of abuse in their homes – so we can better support our students and lobby for change that is backed by data.
Because of the limited housing options available, students are more likely to take on riskier situations – whether that be higher rent than they can’t afford, living further away from campus living with strangers, or subletting illegally.
This leaves students very vulnerable. Students are not a homogenous group and can be some of the most vulnerable people in our society as young people, international students, queer people, carers and parents, and people from low-income backgrounds.
It’s positive to see Edinburgh Council putting more focus on reducing homelessness, and I would like the University to take more responsibility here.
This year, I am working on a project with the University to include more comprehensive data collection on students’ housing situations in the matriculation process. It’s really important that this addresses the issues I have outlined regarding hidden homelessness, and encourages students to reach out.
The student housing crisis is a complex issue which needs addressing. But without the right data, we’ve failed before we’ve begun.
A NEW free eye care clinic for people experiencing homelessness opened this week at Crisis Skylight Centre in Edinburgh, the first such clinic outside of England.
The clinic, run by eye health charity Vision Care for Homeless People (VCHP), will operate from the new Wellness Floor at the Skylight in Canongate. The Wellness Floor has been funded by Specsavers and, alongside the bespoke eye clinic, includes additional rooms, which will enable Crisis to broaden the health services it provides to members.
A special event to mark the occasion was attended by more than 60 attendees from Crisis, VCHP and Specsavers, as well as third sector professionals, with all guests receiving a tour of the new facilities whilst being able to speak to experts on the invaluable support being offered at the Centre.
The Edinburgh Crisis Skylight opened its doors last year but was unable to fund these additional facilities until Specsavers stepped in to finance the new health and wellness suites.
Specsavers Scottish Divisional Chair, Jenny Stephenson, says: ‘We are delighted to help VCHP open its very first clinic in Scotland. Our founding purpose is to improve eye care for all, but for those experiencing homelessness it can sometimes be difficult to get access to the eye health care they need.
“The opening of the Wellness Floor celebrates an impactful collaboration with Crisis and VCHP with the ultimate ambition of making care equitable and accessible for all, regardless of their circumstances.’
VCHP Founder and Chair of Trustees Elaine Styles, spoke on behalf of her team when she said how thrilled they were with the new clinical rooms, which includes a separate dispense area: ‘This new clinic will be our tenth in total and all are staffed and run by volunteers, who provide professional ophthalmic services to people experiencing homelessness.
“It’s a true testament to what our long-term partnership with Crisis and Specsavers is achieving.’
Mark Kennedy, Director of the Crisis Skylight in Edinburgh, says: ‘’Crisis has been running frontline services for people experiencing homelessness in Scotland for more than a decade but this new clinic will allow us to do even more for the people we work with.
’We’re incredibly grateful to Specsavers and VCHP for their support. Having the clinic available for our members is invaluable in helping people to improve their eye health and, ultimately, to help them on their journey out of homelessness.’
VCHP, Crisis and Specsavers are working with wider optical industry stakeholders and charities to call for changes in government policies that will enable people experiencing homelessness to access the eye care they need.
A new levy on arena and stadium tickets and a cut in VAT are urgently needed to support grassroots music venues across the country as they struggle to cope with a crisis of closures and soaring costs, says a Westminster committee.
The recommendations are in a report from the cross-party Culture, Media and Sport Committee, which highlights how small local venues integral to the pipeline of professional creative and technical music talent are stopping performances or closing entirely at a rate of two per week.
The Committee also heard about how artists are facing a “cost of touring crisis”, while promoters are struggling to get shows off their spreadsheets and into venues.
On top of immediate financial help through a levy-funded support fund and a targeted temporary VAT cut to help stem the tide of closures, the report says a comprehensive fan-led review of live and electronic music should be set up this summer to examine the long-term challenges to the wider live music ecosystem.
The Committee inquiry, launched at the Music Venue Trust’s Venues Day in October 2023, heard from across the sector1 of the scale of the crisis facing venues and the impact this is having on artists and all those that rely on them for business.
The MVT described 2023 as the most challenging year for the sector since the trust was founded in 2014, while Creative UK said the grassroots music sector took a ‘battering’.
In total the number of GMVs declined from 960 to 835 last year, a net decrease of 13%, representing a loss of as many as 30,000 shows and 4,000 jobs.
The report says that given the urgency of the crisis, a voluntary levy on arena and stadium concert tickets would be the most feasible way to have an immediate impact, creating a support fund for venues, artists and promoters administered by a trust led by a sector umbrella body.
The Committee also calls for the industry to ensure the levy cost is not passed on to music fans. If there is no agreement by September or if it fails to collect enough income to support the sector, the Government should step in an introduce a statutory levy, the report adds.
On VAT relief, the Committee calls for a temporary cut based on venue capacity, with the Government undertaking analysis to assess the impact to inform future decisions.
Dame Caroline Dinenage MP, Chair of the Culture, Media and Sport Committee, said: “We are grateful to the many dedicated local venues who gave up their time to take part in our inquiry. They delivered the message loud and clear that grassroots music venues are in crisis.
“The ongoing wave of closures is not just a disaster for music, performers and supporters in local communities up and down the country, but also puts at risk the entire live music ecosystem. If the grassroots, where musicians, technicians, tour managers and promoters hone their craft, are allowed to wither and die, the UK’s position as a music powerhouse faces a bleak future.
“To stem the overwhelming ongoing tide of closures, we urgently need a levy on arena and stadium concert tickets to fund financial support for the sector, alongside a VAT cut to help get more shows into venues.
“While the current focus is on the many grassroots music venues falling silent, those working in the live music sector across the board are also under extraordinary strain. It is time that the Government brought together everyone with a stake in the industry’s success, including music fans, to address the long-term challenges and ensure live music can thrive into the future.”
Among the report’s other recommendations are for the Government and Arts Council to make it easier for the live music sector to apply for public funding and for stakeholders across the industry to continue to support the Featured Artists’ Coalition’s campaign to end punitive fees on artists’ merchandise.
International school feeding charity Mary’s Meals is asking for urgent support in response to the spiralling hunger crisis in Ethiopia’s Tigray region
Mary’s Meals has launched an emergency appeal to deliver urgent food aid to children in Ethiopia who are on the brink of starvation.
The current situation in Ethiopia is dire. A combination of drought, displacement, and brutal conflict has left huge areas of the country in crisis. Having lived through the atrocities of the Tigray War, millions of Ethiopians are facing emergency levels of food insecurity and hunger.
The most recent assessment of food security needs from the Government of Ethiopia projected that 15.8 million people in the East African country will face hunger and need food assistance in 2024. This includes more than four million internally displaced people and 7.2 million experiencing high levels of food insecurity and needing emergency help1.
International school feeding charity Mary’s Meals has been working in Ethiopia since 2017 and feeds 24,320 children every school day. With its local partner, it provides daily school meals to marginalised and disadvantaged children in the impoverished Tigray region in the north-east of the country, close to the Eritrean border.
The Tigray region is one of the worst affected by the hunger crisis. According to the BBC, 200,000 children in Tigray have left school in the last three months alone2, with many of them working, begging or scavenging for food to survive.
During the civil war, Mary’s Meals provided community feeding programmes to 30,000 people while schools were closed and families were displaced.
Following the ceasefire agreement in November 2022 and the re-opening of schools, Mary’s Meals has now fully reinstated its school feeding programme across Tigray. This is bringing hungry children back into education and providing a lifeline to them and their families living in extreme poverty in these challenging days.
But with an estimated 7.6 million children in Ethiopia out of school because of the conflict and climate shocks3, it is critical that the programme is extended to attract more children into the classroom where they will be given energy to learn and the hope of a brighter future.
Now, there is an urgent dual priority – ensuring that children in Tigray have food and boosting their chances of engaging with education again.
Matt Barlow, Executive Director of Mary’s Meals, says: “The stories we are hearing from our partner in Ethiopia are simply devastating.
“The two-year civil war has caused widespread destruction and left physical and mental scars on people all over Tigray, including children – many of whom have missed years of schooling and who are now starving. The war has undone years of progress in Tigray’s education system and we know the impact of children missing years of learning is huge.
“With your support, we can bring these hungry children back to the classroom and give them a nutritious meal which will allow them to focus on their lessons and give them an education. Ultimately this will help to lift them, their families and communities out of the extreme poverty they are living in”.
As funds allow, Mary’s Meals’ partner is ready and waiting to extend its feeding programme to more schools, in areas of great need across the region. They will work together to reach as many more children as possible with daily meals in school over the coming weeks and months.
