Three quarters of Scottish paramedics have feared for their safety or felt threatened at work

Three quarters (75%) of Scotland-based paramedics who took part in a major UK-wide survey by their professional body, the College of Paramedics, said they had feared for their safety or felt threatened while carrying out their duties.

This is higher than the UK-wide figure of 70% which has been revealed by the College of Paramedics today. The survey, which was completed by 2,345 UK paramedics including 148 based in the Scotland, also revealed that almost half (49%) of all respondents had suffered physical abuse while 80% said they had been verbally abused during the course of their work.

These findings come one month after new NHS England figures revealed that paramedics have suffered a 32 per cent rise in assaults over the past five years, with 3,569 incidents taking place in 2020-21 alone.

Tracy Nicholls, Chief Executive of the College of Paramedics, said: “We have long been aware of the physical and verbal abuse that paramedics suffer and the toll it takes on their health and wellbeing – but this is the first time that a large-scale survey of this kind has revealed the extent of the problem.

“It’s absolutely outrageous to think that so many paramedics have been abused whilst carrying out their duties, going above and beyond to help people when they are at their most vulnerable, and often in the most challenging of circumstances. Worryingly, the abuse appears to have increased during the pandemic when paramedics are already exposing themselves to greater personal risk.

“Enough is enough! It is time for us all to take a stand and find new ways of working together to prevent abuse from happening, as well as  demanding zero-tolerance  when it does occur.

“We welcome the steps that the Government has taken to mitigate some of the risks by announcing that funding will be made available for body worn cameras and by introducing harsher custodial sentences for perpetrators of violence against paramedics – but more needs to be done.

“After years of lobbying, the legislation is now in place to ensure that the worst offenders are severely and appropriately dealt with. The problem is that the law is not being used to full effect and sentences are still far too lenient. We are calling today on the courts to step up and impose the harshest penalties available to them.”

The College of Paramedics has warned that the abuse paramedics are experiencing is having a direct impact on their health and wellbeing. Most paramedics surveyed (89%) said their jobs were taking a toll on their mental health and 69% said this had intensified since the start of the covid pandemic.

Tracy Nicholls continued: “One of the most worrying aspects is that paramedics are continuing to soldier on, despite in some cases being pushed to breaking point.

“It’s a disgrace that paramedics are having to work under these conditions – whether they are part of our NHS ambulance service, in a military or prison environment, working in private practice or wherever they are. These issues deserve much greater attention and we will be working hard to bring about change.”

The College of Paramedics will form part of the NHS Health & Wellbeing team and will focus dedicated resources on the prevention of abuse and the provision of support to paramedics who have been affected.

As part of its five-year strategy, the College of Paramedics will engage with national initiatives which promote the health and wellbeing of its members and will include it within its Continuous Professional Development programmes so that members can access up-to-date information and guidance on how to keep themselves safe.

Tracy Nicholls added: “With the results of this survey, we are well placed to push forward collaboratively to make a difference in this area which is vital for the safeguarding of paramedics and the patients they are trying to assist.”

Oliver Dowden: Protecting journalism in a healthy democracy

What makes a healthy democracy? The strongest and most progressive countries share lots of qualities, but they have two vital things in common: a free and diverse media and the right to dissent. This week, a vocal Twitter minority went after both (writes Department of Culture Media and Sport Secretary of State OLIVER DOWDEN) .

GB News had barely begun broadcasting when pressure group “Stop Funding Hate” tried to stifle it, piling the pressure on advertisers to boycott Britain’s newest current affairs channel for spreading “hate and division”. It came in a week when we had already witnessed free journalism under assault with the despicable harassment of BBC journalist Nick Watt.

It seems GB News’ biggest crime – or rather “pre-crime”, as it’s called in the dystopian Minority Report when people are proactively punished for wrongs they haven’t committed yet – was to signal that it might not always agree with the media consensus. When he launched the channel, veteran broadcaster Andrew Neil vowed that GB News would not be “an echo chamber for the metropolitan mindset”, and that it would “empower those who feel their concerns have been unheard”.

Rightly so. A free media is one that has a diverse range of opinions and voices – and as I said earlier this week, GB News is a welcome addition to that diversity. We need outlets and commentators who cover the range of the political spectrum; who can speak truth to power; and who are willing to challenge dogma or orthodoxy.

I’ve no doubt plenty of people will disagree with some of the things GB News commentators have to say – just as plenty of people disagree with the things they see and hear on the BBC, Sky News or any other media outlet. But if you don’t like those ideas, switch over – don’t silence. We shouldn’t be blocking people from the conversation simply because we disagree with them.

That is exactly why, when we were developing legislation to boost online safety and tackle social media abuse, I was determined to make sure it couldn’t be used to stifle debate. Every country is grappling with this – but I believe the UK has struck the right balance and carved a path for the rest of the world to follow with our Online Safety bill, which we published in draft form last month.

That bill will protect children online and help stamp out the vile social media abuse, including racism and misogyny. Crucially, though, it also includes strong safeguards for free speech and the freedom of the media.

There will be a new requirement for social media companies to protect freedom of expression. The largest social media platforms will need to be clear to users about what they allow on their sites, and enforce it consistently.

That means they won’t be able to arbitrarily remove content – and if a user feels they have, they’ll have a new right to appeal. Right now if content is removed there is no recourse to review or in many cases even get an explanation as to why material has been taken down. Our bill will enhance the protections in place.

We’ve also got special safeguards for journalistic and “democratically important” content. News publishers’ content won’t be in scope – whether it’s on their own sites or on other online services. Journalists will also benefit from increased protections when they post on social media. The largest platforms will also have to protect political opinions on their sites, even if certain activists or campaign groups don’t agree with them.

Those are the grounds of a functioning democracy. Sadly we can no longer take them for granted. Across the West, our values of tolerance and freedom of expression, for which previous generations have fought and died, increasingly risk being undermined by a small but vocal minority. For them, these are not absolute, but relative, concepts, ready to be bent to silence dissent from their world view.

We will not stand by and allow that to happen.

Letters: Children need our support, says NSPCC Scotland

Since April last year, our trained Childline counsellors have delivered more than 73,000 counselling sessions with young people who were struggling with their mental and emotional health. And more than 5,000 of these counselling sessions were with children aged 11 or under, an increase of nearly a third when compared to the year before.

However, as a charity that receives 90% of our income from the public, we know this is something we have not achieved alone, and we are hugely grateful for the dedication and commitment of our supporters, which allow us to continue this work.

One way that the public can support us is through the People’s Postcode Lottery, and since 2018, players have provided crucial funding to the sum of almost £6 million to the NSPCC to help the charity keep children safe and well.

The funds have been used to support our vital services across Scotland. This includes our schools service programme, helping primary school children speak out and stay safe from abuse, and our service centre in Govan, Glasgow, providing therapeutic services to families. And, of course, Childline, which provides free and confidential counselling to children and young people in need of support.

Childline is a lifeline for many children and over the past year thousands of young people have needed it more than ever due to the challenges they have faced during the pandemic. Local lockdowns, school closures, isolation and the impact of being separated from family and friends led many children to get in touch with the service over the phone or online.

The money raised by players of People’s Postcode Lottery has been invaluable in helping our frontline staff be here for children during their darkest hours.

Moving forward, as lockdown restrictions continue to ease, it remains vital that children and young people know where they can access help and support.

We can only make a difference for children together, and we simply couldn’t continue to run services like Childline without the public’s support.

Protection of shopworkers law to come into force on 24 August

Usdaw welcomes Scottish legislation and urges UK Government to follow suit

Retail trade union Usdaw has welcomed yesterday’s announcement by the Scottish Government, confirming that a new law to protect shopworkers from violence, threats and abuse will come into force on 24 August 2021.

The ground-breaking legislation was supported by MSPs after Usdaw’s long-running campaign led to the Protection of Workers (Retail and Age-restricted Goods and Services) (Scotland) Bill, which was successfully steered through the Scottish Parliament by Daniel Johnson MSP (Labour, Edinburgh Southern).

Tracy Gilbert, Usdaw’s Scottish Regional Secretary, said: “We welcome today’s confirmation that ground-breaking legislation to protect shopworkers from violence, threats and abuse will come in to force on 24 August. We again thank Daniel Johnson MSP and all MSPs for listening to the pleas of our members and giving them the legislative support they so desperately need.

“Retail staff have been on the frontline throughout the coronavirus crisis, helping to keep our communities fed, despite the risks of contracting the virus. Our 2020 survey showed that 9 in 10 shopworkers had been abused last year. This new law firmly backs up Usdaw’s clear message that abuse is not part of the job.

“We are now looking to work with the Scottish Government, police and retailers to promote the new law. We want criminals to understand that assaulting and abusing shopworkers is unacceptable and will land them with a stiffer sentence. Our hope is that this new legislation will result in retail staff getting the respect they deserve.”

“We urge MPs to support the aims of our petition and persuade the Government to back legislation to protect shopworkers. They have the perfect opportunity by accepting an amendment from Sarah Jones MP to the Police, Crime, Sentencing and Courts Bill, which we hope will be supported in the bill committee.

“Retail employers, leading retail bodies and the shopworkers’ trade union are jointly calling for legislation, so it is time for the Government and MPs to listen.

We are now looking for MPs to support key workers across the retail sector and help turn around the UK Government’s opposition and follow Scotland’s lead.”

A survey of over 12,000 retail workers has found that only 1 in 5 shopworkers who reported incidents of abuse or violence were satisfied with the official response from the police or their employer.

Westminster’s Home Affairs Committee has published the findings of its survey, which asked retail and other shopworkers to share their experiences of incidents of violence and abuse. Two thirds of those who reported incidents suggested no help was given to them after receiving an initial response from their employer or the police.

The Committee asked retail workers about the frequency of incidents, how these were reported, what action was taken by the police or employers and what should be done to prevent abuse in future. The majority of respondents had both witnessed and experienced verbal or physical abuse at work.

The survey found that 87% of respondents had reported incidents to their employer but, in 45% of these cases, no further action was taken. Half of respondents reported incidents to the police, of which only 12% led to an arrest.

A third of respondents did not report incidents to their employer because they believed nothing would be done or it was ‘just part of the job’. Over a quarter did not report incidents because they believed the police would not do anything about it. 

Respondents felt that better security at retail premises and more severe punishments for offenders would help prevent incidents in the future.

The public survey was held as part of the committee’s inquiry into ‘Violence and abuse towards retail workers’. The findings are published ahead of today’s Westminster Hall debate on an e-petition calling for more protection for retail workers.

The Committee’s Chair, Yvette Cooper MP, said: “During the Covid crisis, we’ve seen an appalling and unacceptable increase in reported attacks and abuse against shop workers.

“No one should feel unsafe at their place of work and there are no circumstances where such behaviour should be tolerated. Thank you to everyone who took the time to share their experiences with the Committee.

“The sheer number of responses we have received shows just how widespread this problem is. In far too many cases retail workers don’t report incidents as they feel nothing will be done or that they’re expected to deal with such appalling incidents as part of their job. That’s simply not the case and it’s clear that action is needed to change this.

“The Committee is currently assessing the wider evidence we’ve received – I hope the Government responds constructively to the serious issues we have identified.”

Teachers At Risk

‘In too many schools verbal and physical abuse against teachers is going unchallenged’

Violence and verbal abuse of teachers is at risk of becoming normalised in some Scottish schools, teachers are warning, exacerbated by the rise of so-called ‘restorative’ approaches to pupil behaviour management which are eroding teachers’ authority and making them equally culpable for pupils’ behaviour.

Members of NASUWT Scotland-The Teachers’ Union are warning that the poor implementation of restorative behaviour schemes is putting both the learning of pupils and the welfare and safety of teachers at risk.

Restorative behaviour programmes typically centre on the use of restorative conversations between teachers and pupils to address incidents of poor behaviour, in lieu of other sanctions.

While the NASUWT does not necessarily disagree with the principle of such schemes, the Union is concerned that in too many schools the way such schemes are being implemented is effectively making teachers responsible for pupils’ behaviour and allowing school managements to abdicate their responsibilities for addressing pupil behaviour.

NASUWT Scotland members will call for clear guidelines to be introduced for all schools to support teachers in maintaining discipline and protect them from violence and abuse at the Union’s Scotland Annual Conference, which will be held virtually tomorrow (Saturday).

Dr Patrick Roach, NASUWT General Secretary, said: “In too many schools verbal and physical abuse against teachers is going unchallenged.

“There is a growing culture in schools of ‘blame the teacher’ rather than holding pupils accountable for their behaviour and this is being aided and abetted in some cases by the misuse and abuse of restorative behaviour policies, which are becoming synonymous in too many cases with no punishment or sanctions for unacceptable behaviour.

“While good behaviour management policies encourage pupils to reflect on their own behaviour, they also have in place clear and consistently enforced sanctions for verbal abuse or physical violence and make clear to all pupils that such behaviour will not be tolerated. Evidence shows that positive pupil behaviour stems from a whole school approach where managements lead and support staff in maintaining good discipline.

“No teacher should go to work with the expectation that they will be either verbally or physically abused. All teachers are entitled to dignity at work and a safe working environment.

“Teachers are being disempowered by the failure of government to ensure that across the country, behaviour policies are supporting teachers in maintaining high standards of discipline.

“It’s about time the Scottish Government made strong and unequivocal statements about the rights of teachers to a safe working environment, and took action to ensure that these rights are being delivered.”

Usdaw urges shoppers to follow the rules as more shops reopen

Customers urged by Usdaw to respect shopworkers as shops start to reopen

Retail trade union Usdaw is calling on customers to follow the rules and respect shopworkers, as stores in Scotland start to gradually reopen with ‘click and collect’ services next Monday 5 April.

Stewart Forrest – Usdaw Divisional Officer for Scotland says: “The gradual reopening of stores on Monday, with ‘click and collect’ services, offers a lifeline for many retailers. That is good news in terms of helping to safeguard jobs, but the virus is still out there.

“We expect employers to ensure that robust safety measures are in place and that customers are fully aware of the restrictions. Shoppers need to play their part in helping to limit the spread of the virus and avoid further lockdowns by following the rules and respecting staff.

“Regrettably, throughout this appalling pandemic, incidents of abuse towards shopworkers doubled. It should never be just a part of the job and shopworkers must be respected. Retail staff are working with the public every day and are not only facing increased abuse, but also a higher chance of catching Covid-19.”

Scottish shopworkers are speaking out about their own experiences ahead of a new protection of shopworkers law coming into force in August.

The final results of Usdaw’s 2020 survey of 2,729 shopworkers across the UK found that:

  • 88% experienced verbal abuse,
  • 60% were threatened by a customer,
  • 9% were assaulted.

Paddy Lillis, Usdaw General Secretary, says: “It is heart-breaking to hear these testimonies from Scottish shopworkers who deserve far more respect than they receive.

“Our latest survey results clearly show the scale of the appalling violence, threats and abuse faced by shopworkers. It has been a terrible year for our members, with almost 90% of shopworkers suffering abuse, two-thirds threatened and one in ten assaulted.

“We are saying loud and clear that enough is enough, abuse should never be part of the job. At a time when we should all be working together to get through this crisis, it is a disgrace that staff working to keep food on the shelves and the shop safe for customers are being abused.

“So we very much welcomed the ground-breaking legislation to protect shopworkers from violence, threats and abuse, passed by the Scottish Parliament in January. Usdaw has campaigned for many years to secure these legal protections.

Shopworkers’ trade union Usdaw has today released new figures showing the extent of abuse retail staff suffered last year, ahead of tomorrow’s final vote in the Scottish Parliament on ground-breaking legislation to protect retail staff.

Usdaw’s 2020 survey of 2,729 shopworkers across the UK found that:

  • 88% experienced verbal abuse,
  • 61% were threatened by a customer,
  • 9% were assaulted.

The Protection of Workers (Retail and Age-restricted Goods and Services) (Scotland) Bill will make it a specific offence to abuse, threaten or assault a shopworker. It is promoted by Daniel Johnson MSP and timetabled for its third and final stage in the Scottish Parliament on Tuesday 19 January 2021.

Abuse of older people has reached ‘unprecedented levels’

New analysis reveals ‘shocking’ scale of the abuse crisis facing over-65s

●      1 in 5 UK residents (22 percent) have personal experience of abuse as an older person or know someone who has been abused – with almost 2.7 million victims thought to be affected across the country

●      Attitudes regarding what ‘counts’ as abuse are thought to be fuelling the crisis, with 1 in 5 Scots believing that inappropriate sexual acts directed at older people don’t constitute abuse

●      Half (50 percent) of those surveyed in Scotland believe that the abuse and neglect of older people increased as a result of the lockdown

●      Charity announces raft of new measures designed to protect older people from abuse and to promote safer ageing

UK safer ageing charity, Hourglass, has today warned that abuse of older people is at ‘unprecedented levels’ as new data emerges revealing that nearly 2.7m UK citizens over the age of 65 are thought to have been abused.

The Growing old in the UK 2020 survey – commissioned by the charity – of over 2,500 adults found that 1 in 5 (22 percent) people either had personal experience of abuse as an older person (aged 65+) or knew an older person who had been abused, and 53% of people in the UK felt that the abuse and neglect of older people had increased as a result of lockdown. 

Previous estimates have put the figure significantly lower, with the World Health Organisation estimating that – globally – 1 in 6 people aged 60 and older experienced some form of abuse in the last year.

In March, Hourglass warned that isolation and lockdown would act like a “pressure cooker” for the abuse of older people, with attitudes toward what “counts” as abuse fuelling this crisis, and situations where older people are locked down with their abusers or isolated without care only making things worse. Under lockdown conditions, older people lack the safeguards that would have previously existed through day-to-day contact with the outside world.

Among Scottish respondents, the survey revealed that at least 1 in 5 (23 percent) don’t believe that ‘inappropriate sexual acts directed at older people’ count as abuse; likewise a more than a fifth (26 percent) don’t view ‘pushing, hitting, or beating an older person’ as abuse, while a third (31 percent) don’t see ‘taking precious items from an older relative’s home without asking’ as abuse.

The overall UK figures were even higher than these, at 35 percent, 30 percent, and 32 percent respectively.

Commenting on the findings, Lesley Carcary, Director of Programmes and Director of Hourglass Scotland, said: “These results are genuinely shocking.

“Although we’ve known for a long time that we live in a world prejudiced against older people, the results show how widespread the issue is. These figures really shine a light on the true scale of the crisis, especially here in Scotland.”

She added that the data confirmed what the charity has long suspected – that the abuse of older people has long been drastically under-reported to authorities.

“Our polling shows that while people know that abuse of older people is a problem in Scotland today, there’s a complete disconnect between awareness of the issue and a true understanding of the role we all play in preventing abuse.”

Ms Carcary said the data reveals a disturbing level of tolerance towards abusive behaviours in our society.

“While I’ve no doubt that the vast majority of people don’t consider themselves to be abusers, the truth is that a troubling proportion of those we surveyed don’t actually see some very harmful behaviours as abuse. Without countering these perceptions, people are far more likely to perpetuate the cycle of abuse and are part of the problem.”

Hourglass, the only UK-wide charity focussed on addressing the abuse and neglect of older people, has announced hat it is expanding its points of service entry, both in response to this new evidence as well as the COVID-19 pandemic. 

With Scotland leading the way in Hourglass’s modern new approach to supporting older people, the charity will launch the UK’s first Community Hub dedicated to safer ageing in Scotland.

This one-stop-shop approach will allow the charity to begin to refer cases to a localised Community Response Team who will be able to take on casework for older people and their families.

This will first be rolled out across Scotland, before expanding into England, Wales, and Northern Ireland. Building on its Helpline, the charity is also creating the UK’s first Knowledge Bank for people seeking support or advice from the charity and its partners. This will include an instant messaging service to signpost users to appropriate resources.

Ms Carcary added: “The additional points of entry into the charity will be crucial in expanding support and resources for those suffering from abuse in Scotland as well as their loved ones.

“We want people to know what to do if they suspect an older people is being abused, and we want to ensure we are there to offer that lifeline.”

Willie Rennie, Leader of the Scottish Liberal Democrats, said of the survey results: “If these figures do not shock you to the core, I am not sure what will. This abuse is often silent, behind closed doors but more frightening for it. Victims will feel helpless which is why this research is incredibly important.”

With referrals from the NSPCC helpline remaining more than 30% higher than pre-lockdown levels since schools returned in Scotland, the charity has teamed up with Ant & Dec to make sure children know what to do and who to speak to if something is worrying or upsetting them.

The celebrity duo is hosting a new virtual version of the NSPCC’s Speak Out. Stay Safe assembly, which – before lockdown – the charity had delivered to millions of pupils across the UK.

NSPCC experts reported that the risk of abuse and neglect increased during lockdown, and in the period April to July, the NSPCC helpline saw a 50% increase in its average number of monthly referrals to agencies in Scotland.

Today, the charity can reveal that in August and September, as children have returned to school in Scotland, the number of referrals were 38% and 61%, respectively, above the average monthly figure before lockdown this year. There were 157 referrals in August and 184 in September.

Last month NSPCC Scotland launched a social media campaign with CPC Scotland, Barnardo’s Scotland and Police Scotland asking people to keep an eye out for unusual behaviours or signs that something was not right for a child, and to speak up so that children who might have had adverse experiences during lockdown could be supported.

The national lockdown left many children trapped indoors with their abusers for months on end, and the main issues the helpline heard about were physical and emotional abuse and neglect.

It is vital that children know what to do and who to speak to if something is happening in their life which is making them feel scared or anxious.

Before the pandemic NSPCC Scotland delivered its assembly face-to-face, in more than 96% of all primary schools across the country, and in 2019/20 the charity visited 833 schools, speaking to more than 145,000 children, before lockdown was imposed.

At this current time, NSPCC school volunteers can no longer deliver the assembly in person, so instead the organisation has made a 30-minute online Speak Out. Stay Safe assembly available to all primary schools in the UK.

In an accessible and age appropriate way, the assembly helps children understand how to recognise different forms of abuse, and how to speak out if they need to.

The NSPCC is also offering supporting teaching materials with plenty of engaging activities. The assembly and resources are also available in British Sign Language (BSL).

As well as this, it also focuses on some of the additional worries that children are experiencing due to the COVID-19 pandemic.

“We know that the lockdown will have been a difficult time for some children and others may be struggling with being back at school.”

Dec added: “This is why the NSPCC’s Speak Out. Stay Safe assembly is so important as it reminds children that no matter what may be worrying them, there is always someone who can help.

“It is a real privilege to be supporting the NSPCC with this online assembly and we want all children to remember that difficult times never have to be dealt with alone.”

In all Speak Out. Stay Safe assemblies children are taught to speak out if they are worried, either to a trusted adult or Childline.

The assemblies help to reinforce key lessons about abuse and neglect that are compulsory for all primary schools.  

Alan Stewart, NSPCC Scotland schools service manager, said: “Because of measures put in place to control the spread of Covid-19, children have had months of staying at home; away from school and cut off from their usual support networks.

“At the NSPCC, we know for some children home isn’t always a safe place and that many will have faced increased risk of harm.

“As the pandemic continues we all need to be there to support children, and equipping them with the knowledge and understanding they need to speak out is one vital way we can help ensure their safety.

“I encourage all primary schools to sign up, so that we can work alongside teachers to help as many children as possible to recognise and report any worries they have.”
