Warnings of severe disruption as COP26 gets underway

Commuters urged to consider pressure on motorways and railways

As Scotland prepares to host the COP26 climate change conference in Glasgow, the demand on the transport network is expected to be unprecedented.  

While many people across the country have already heeded warnings in the run up to the event, the impact on the motorway network and railways should not be underestimated. 

With major road closures in place, further factors that will impact getting in and around the central belt include various protest activities – planned and unplanned – as well as non-COP26 related events such as bad weather, Halloween and major sporting fixtures.  

Members of the public are therefore being urged to avoid any unnecessary travel especially during the first few days of the conference. 

Nicola Blaney, head of events resilience for Transport Scotland, said: “There will be severe disruption on transport networks and we therefore urge people to consider their travel plans very carefully.  

“Across the network, we know certain dates are due to be much busier than others especially November 1, 2, 5 and 6. This weekend is also likely to be very heavily congested, and we need people to help us to avoid gridlock and crucially, leave space for key workers and emergency services to make essential journeys. 

“We’ve been encouraging people to work from home as a way of reducing the risk of Covid – which would also help ease pressure on the transport network during the conference’s peak.” 

Road closures are already in place for public safety with Glasgow’s Clydeside Expressway now fully closed till November 14.  

The M8 will be subject to lane restrictions and road closures from 8pm on October 30 until 6am on November 15. The Tradeston M8 On-slip at West Street will be closed with no access to North Street/Charing Cross.  

A signed diversion route will be in place from West Street to North Street, via Kingston Street, George V Bridge and the Broomielaw. Access to Bothwell Street from the M8 Eastbound at Junction 18 will remain open.

which provides all the travel details and will be regularly updated with all the latest information for commuters and businesses as well as details on alternative routes, local road closure dates and where local access will be maintained.  

Further road restrictions which will come into effect next week include road closures from Monday November 1 around Argyle Street – one of the main diversion routes – because of a COP26 event. This will increase congestion and put additional strain on the road network.   

Friday November 5 and Saturday November 6 are also expected to be extremely busy, due to planned climate change related marches going from Kelvingrove Park into the city centre and Glasgow Green.  

Police Scotland’s assistant chief constable Bernard Higgins, said: “Our aim is to deliver a safe and secure event, whilst keeping the city, and indeed the country, operational and moving.”

Councillors to discuss finalised proposals for city centre Low Emission Zone next week

A final proposed Low Emission Zone (LEZ) for Edinburgh has been published for approval ahead of its planned introduction next Spring.

Proposals for a city centre LEZ applying to all motor vehicles, except motorcycles and mopeds, and with a two-year grace period, were first reported to Transport and Environment Committee in June. These have been reviewed following a major, 12-week consultation involving both statutory and non-statutory consultees.

Participants were asked for their views on key elements of the LEZ, such as the boundary, grace period and whether local exemptions should be allowed. More than 5000 responses were received, with around 100 on behalf of organisations. After careful analysis of feedback, it has been recommended to proceed with the city centre zone approved for consultation in June.

While there was support for the LEZ in principle, some issues were raised by respondents, amongst which are the potential for the restrictions to displace traffic around the zone’s boundary and the two-year grace period being too short.

The report published yesterday, to be considered by Transport and Environment Committee on Tuesday 26 October, responds to the main areas of concern, providing reassurance around the effectiveness of the scheme, support for people to adjust and mitigating measures, in particular a Network Management Strategy. This is being developed to reduce any traffic and air quality impacts.

Councillor Lesley Macinnes, Transport and Environment Convener, said: “The publication of the final LEZ for approval is the culmination of a power of work analysing monitoring data, assessing consultation feedback and scenario-modelling, so it’s fantastic to have reached this point at last.

“Being able to breathe clean air is a basic right that everyone in the city deserves and this scheme, along with the many other projects to encourage sustainable transport, is key to achieving this. We urgently need to address air pollution and the damage it’s doing to our health.

“I’m confident that the LEZ being put forward for approval will have a really positive effect, while taking into account any impact on local businesses, residents and traffic patterns.”

Councillor Karen Doran, Transport and Environment Vice Convener, said: “This report outlines the many measures that will be taken as we continue to develop the LEZ ahead of its introduction next spring to ensure it works for everyone, while doing the essential job of limiting air pollution in the city.

“This is central to our plans to deliver a more sustainable, environmentally friendly transport future in Edinburgh.”

Dr Mark Miller, Senior Research Fellow at The University of Edinburgh’s Centre for Cardiovascular Science, added: “The research we have carried out with the support of the British Heart Foundation has unequivocally shown that the particles in vehicle exhaust have harmful effects in the heart and circulation.

“These effects would make a person more likely to develop heart disease over time and could even increase the chances of a heart attack or stroke. It is vital that we adopt measures to reduce the levels of these harmful pollutants from our environment.”

An evidence-led approach was taken when developing the LEZ, adhering to the National Low Emission Framework and based on detailed traffic and air quality modelling and data.

The city centre boundary was selected based on various factors, including the expected limited impact of a larger zone and predictions that an alternative city centre zone would have longer lasting negative impacts on air quality at its boundary.

While it is not expected that air pollution will get worse across the city due to diversions around the boundary, and with cleaner vehicles expected to use the surrounding area, the Network Management Strategy aims to mitigate any short-term impacts near the boundary. This is likely to include junction reconfigurations, improvements to signage and optimised signalling.

Other measures to mitigate the impact of the LEZ are the two-year grace period, which is considered sufficient to allow people to prepare, and several support funds currently available for lower income households and small businesses.

Once the LEZ is in place, vehicles must meet a minimum emissions standard to enter the zone freely, and those that don’t will be considered non-compliant and subject to penalties.

Penalty charges are set nationally at £60 for non-compliant vehicles (though halved if paid within 30 days), with the penalty rate roughly doubling for subsequent contraventions to a maximum level depending on the vehicle.

Following the two-year grace period for Edinburgh’s LEZ, enforcement will begin in spring 2024.

Transport leaders welcome support for retaining Spaces for People/Travelling Safely measures

Edinburgh’s Transport leaders have welcomed calls by more than 140 medical professionals to retain and expand upon measures introduced to support walking, wheeling and cycling during lockdown.

Doctors and health workers from across the city have published an open letter to the City of Edinburgh Council in support of the Travelling Safely programme, formerly Spaces for People.

The group cites the positive impacts of more active travel on health, inequality, air quality and in tackling the climate crisis, amongst other benefits.

In June, Transport and Environment Committee approved proposals to retain some of the schemes on an experimental basis, to remove others post-pandemic and to engage further with communities on options for a handful of measures.

Councillor Lesley Macinnes, Transport and Environment Convener said: “The collective voice of this wide range of medical and health professionals is incredibly welcome.

“We’ve been vocal about our commitment to encourage travel by foot, wheel or bike, and the benefits this brings, but to have the support of the medical profession demonstrates just how crucial investment in safe, protected routes is.

“Over the last year and a half we’ve introduced changes which have helped many people to feel newly confident about walking, cycling and wheeling safely. There are, of course, tens of thousands of people in Edinburgh who don’t have access to a car. We now have the opportunity to extend the lifespan of many of these measures and to improve upon them so that they work for as many people as possible.

“The evidence is clear and well expressed in this letter – there’s so much to gain from active travel, in terms of health, quality of life and in limiting our impact on the climate. We simply cannot return to the status quo, where private car journeys dominate the streets.

“By retaining the majority of schemes introduced through Spaces for People, we’re laying the foundations for a happier, healthier future for everyone here.

Open letter to the City of Edinburgh Council 

Dear Councillors,  

We are a group of doctors and other health professionals, living or working in Edinburgh, and write to support the retention and extension of changes to travel infrastructure in Edinburgh and the Lothians, to improve public health and mitigate climate emergency. We hope that the points and evidence below will support the council to make decisions that will help to benefit, protect, and reduce inequalities in the health of the population of Edinburgh.  

Climate crisis and health 

One of the duties of a doctor as stated by the General Medical Council is “to protect and promote the health of patients and the public”1. As health professionals we have been reminded by our professional bodies of our responsibilities to raise the profile of the climate emergency, which is a public health emergency likely to have a much greater impact than COVID-192,3.

We have a responsibility to speak up for disadvantaged groups who are disproportionately vulnerable to the health and economic impacts of the climate crisis.  

Health Inequality

Those living in areas of deprivation are less likely to drive but much more likely to be injured in a road traffic collision6. Rates of pedestrian casualties are twice as high in children as in adults, and pedestrians over 70 years of age have the highest fatality rate7.  

Many of our patients do not have the financial means, health status, or abilities to access private car transport. Children, the frail elderly, and people with chronic illnesses or disabilities are disadvantaged in opportunities to access services and community by systems which prioritise private car transport.  

Moves to promote safe active travel, including widening of pavements and provision of segregated paths, make the urban environment more accessible for people with disabilities and release road space for reliable and efficient public transport.  

Measures to improve the urban environment and promote active travel in Edinburgh will differentially benefit the most disadvantaged members of our community and so help to reduce health inequalities in Edinburgh. We ask that councillors carefully consider the differential impact of decisions to prioritise private car transport on those for whom private car transport is not an option.  

Air pollution and health 

Air pollution is strongly associated with poor health outcomes. A joint Royal College of Physicians and Royal College of Paediatrics and Child Health report estimated that outdoor air pollution causes 40,000 deaths a year in the UK. Data from Scotland shows a particularly strong association between air pollution and respiratory disease and deaths. Transport – predominantly car transport – is the main source of air pollution in Scotland.  

Edinburgh City Council has six Air Quality Management Areas, with concerning levels of air pollution related to vehicular traffic.  

Decisive action from the council to promote active travel and reduce private car traffic in Edinburgh will help to reduce air pollution and associated harm to health.  

Physical activity and health 

Regular physical activity is associated with improved health outcomes at all ages13.  

UK Chief Medical Officers recommend that children and young people should engage in moderate physical activity for at least one hour every day. For adults, 150 minutes of moderate activity per week is associated with a 40% reduction in risk of type 2 diabetes, 35% reduction in heart disease, 25% reduction in joint and back pain, and 20% reduction in bowel and breast cancer13.  

National data indicates that in Scotland during 2019 only 66% of adults met this target, whilst in the same year fewer than 50% of journeys under two miles were made on foot14.  

Segregated active travel infrastructure allows everyone to increase their physical activity levels through active travel; not only those who already enjoy regular physical activity.  

We ask that the council considers the beneficial and protective health effects of physical activity when considering its decisions about travel infrastructure in Edinburgh.   

Behaviour change for public health 

Changing established patterns of behaviour is difficult. We understand that a move away from the current position of private car dependency can feel difficult.  

Bold Scottish strategies have led to strikingly effective population shifts in behaviour for better health; tobacco smoking restrictions have saved many lives, and early data suggests that minimum alcohol unit pricing has reduced the amount of alcohol purchased by the heaviest alcohol consumers15,16. Both of these strategies met with initial resistance, but are now broadly supported. 

Now, local government in Edinburgh has the potential to lead a bold and exemplary modal shift away from car-dependence which will benefit and protect the health of the people of Edinburgh.

  • This includes quiet routes in the vicinity of schools to allow safe active travel for families, an integrated network of segregated safe paths for cycling, city-wide subsidised cycle hire programmes, and low-emission zones.  
  • We are concerned that suggested steps to reverse active travel measures introduced during the COVID-19 pandemic would be a retrograde and harmful step for the health of the population of Edinburgh.

Briggs: SNP Ministers must get a move on with Hillend Junction

Lothian MSP, Miles Briggs, has said that SNP Ministers need to get a move on in delivering improvement works at Hillend junction, to make the junction safer.

A road survey in 2019 recorded over 5,500 “conflicts” at the junction over a four day period and made a number of recommendations to improve safety at the junction, including an option to reconstruct the junction for £5 million.

Written Answers from Michael Matheson, Graeme Dey’s predecessor, at the end of last year stated that :

We are continuing to engage with Midlothian Council on further analysis of options aimed at reducing conflict at the A702/A703/Old Pentland Road junction. These potentially involve prohibition of certain movements and / or traffic signalisation, and we are currently discussing the output of traffic modelling with the council prior to finalising a preferred option.

We are continuing to analyse a number of options around signalisation and prohibition of movements in order to understand the wider impacts of this on the surrounding local and trunk road network. This is a complex task, which aims to balance the need to reduce conflict at this location along with minimising any reduction in operational performance of the A702 corridor. It is expected that this work will be concluded in summer 2021.

Lothian MSP, Miles Briggs, said: “SNP Ministers really need to get a move on making Hillend Junction safe, because it is only a matter of time before there is a serious accident.

“It is now well over two years since I met the previous Transport Secretary at the junction to highlight how hazardous the junction is and approaching two years since the survey, with recommendations, was carried out.

“It is important we get a decision soon on which option to proceed with, so that works can begin to make Hillend Junction safer.”

Police issue keep children safe plea following road accidents

Road policing officers would like to remind road users, parents and members of the public the importance of ensuring children are supervised and kept safe near our roads.

There have been several collisions across Scotland in recent weeks, resulting in a number of children being taken to hospital having sustained serious injuries.

Around 6.45pm on Wednesday, 7 July, 2021, a two-year-old child ran onto the road between parked cars on Woodland Crescent in Cambuslang and was struck by a car. She was taken to Queen Elizabeth University Hospital with serious injuries.

On Tuesday, 29 June, a five-year-old boy was taken to the Royal Hospital for Sick Children in Edinburgh with serious leg injuries after being struck by a car on the A198 towards Tranent High Street.

A four-year-old child sustained serious leg injuries and was taken to Victoria Hospital for treatment after being struck by a car on Broad Street in Cowdenbeath on Monday, 14 June.

On Wednesday, 9 June, a nine-year-old girl was taken to University Hospital Wishaw for treatment after being struck by a car on Hareleeshill Road in Larkhall.

Chief Inspector Mark Patterson, of Police Scotland’s Road Policing Department, said: “Unfortunately there has been a number of collisions involving children recently, which has resulted in serious injuries.

“Children are some of our most vulnerable road users and their safety is paramount, I would ask all parents and guardians to ensure all children are supervised at all times when near the road, and urge motorists to remain vigilant for child pedestrians, especially in built up areas.

“Police Scotland is committed to improving safety on our roads across the country and we continue to work closely with partners on all aspects of road safety.”

Updates to The Highway Code will make roads even safer

Highways England has drafted updated guidance for The Highway Code with the Driver and Vehicle Standards Agency (DVSA) to help road users better understand how motorways and high-speed roads operate.

More than 3,200 people and organisations responded to a consultation on the guidance, with their comments directly leading to it being amended and improved. The amendments are expected to become part of The Highway Code later this year.

The update will include:

  • clearer advice on where to stop in an emergency
  • the importance of not driving in a lane closed by a Red X
  • the use of variable speed limits to manage congestion
  • updated guidance on key factors that contribute to safety-related incidents, including driving while tired, unroadworthy vehicles, safe towing, tailgating and driving in roadworks

Jeremy Phillips, Highways England’s Head of Road Safety, said: “The updates to The Highway Code will help everyone who uses our busiest roads.

“Thanks to the input from road users, we have been able to produce clearer guidance on how to use our motorways and major A-roads which will make journeys even safer.

“The new edition of The Highway Code can give everyone on our roads the confidence that they have the knowledge and skills to safely get from A to B.”

Among the updates to The Highway Code are clearer advice on how and where to stop in an emergency, including the importance of not driving in a lane that has been closed with a Red X sign displayed and, for the first time, emergency area signage. It includes the “Go left” messaging used in Highways England’s recent £5m advertising campaign to help people know what to do in the event of a breakdown.

There is new guidance on the use of variable speed limits to manage congestion and information on how safety cameras are used to ensure compliance with speed limits and lanes closed with a Red X, including the hard shoulder.

The improved guidance also addresses key factors that contribute to safety-related incidents, including driving while tired, unroadworthy vehicles, safe towing, tailgating and driving through roadworks.

In total, 33 existing rules will be amended and two new rules will be introduced. There will also be a number of amendments made to the additional information within The Highway Code and its annexes.

Highways England has provided the amendments to The Highway Code as part of its commitment to provide clearer information for road users to further improve safety across England’s major routes.

It is vital that all road users are aware of The Highway Code, are considerate to other road users and understand their responsibility for their own safety and that of others.

City Centre Low Emission Zone proposed for Edinburgh

A preferred Low Emission Zone (LEZ) scheme for Edinburgh will be put to Transport and Environment Committee members for decision on Thursday (17 June), ahead of a public consultation.

A City Centre LEZ, broadly following the boundary first proposed for consultation in 2019 and applying to all motor vehicles except motorcycles and mopeds, has been recommended for approval.

This has been appraised against two other options – a City Centre LEZ with a revised boundary and a scheme incorporating both City Centre and Extended Urban Area (formerly known as Citywide) LEZs.

An evidence-led approach was taken when appraising the schemes, adhering to the National Low Emission Framework and based on detailed traffic and air quality modelling and data. Each option was assessed against a series of principles and objectives including the reduction of harmful NO2 and greenhouse gas emissions and minimising the displacement of traffic as a result of the LEZ.

If approved, a 12-week public consultation would be carried out seeking views on the preferred scheme. This would inform a report back to committee in autumn before the statutory process to introduce the LEZ begins, with the aim of implementing the scheme in spring 2022.

Once the LEZ is in place, vehicles must meet a minimum emissions standard to enter a zone freely, and those that don’t will be considered non-compliant and subject to penalties. Penalty charges are set nationally at £60 for non-compliant vehicles (though halved if paid within 30 days), with the penalty rate roughly doubling for subsequent contraventions within a 90-day period.

However, there will be a proposed two-year grace period for Edinburgh’s LEZ, meaning enforcement will begin in spring 2024.

Councillor Lesley Macinnes, Transport and Environment Convener, said: “As we approach Clean Air Day, which aims to tackle air pollution and its harmful effects on our health and wellbeing, it’s fitting that we’re progressing our own plans to significantly improve air quality in the city.

“A great deal of analysis and monitoring has gone into the latest proposals for a Low Emission Zone in Edinburgh. This takes into account the urgent need to lower emissions for the good of our health, while remaining aware of the impact on local businesses, residents and on traffic patterns.

“We know from our consultation in 2019 that lowering air pollution matters to everyone, so I look forward to hearing from the public on the preferred option, if approved by committee.”

Councillor Karen Doran, Transport and Environment Vice Convener, said: “We have committed to introducing a Low Emission Zone, both under the national drive to implement LEZs across the country but also through the City Mobility Plan, as part of our plans to deliver a more sustainable, environmentally friendly transport future in Edinburgh.

“We will continue to work closely with residents, businesses and stakeholders as we move a step closer to its introduction, ensuring everyone is well prepared for the changes.”

Work to introduce an LEZ in Edinburgh began in 2018 in line with the Scottish Government’s commitment to implement LEZs in Scotland’s four largest cities – Edinburgh, Glasgow, Aberdeen and Dundee – to tackle air pollution and protect public health.

It was originally intended that LEZs would be in place by 2020 but, due to the COVID pandemic, this date has been pushed back to 2022.

In 2019 the council carried out a public consultation on initial LEZ proposals for a City Centre LEZ applying to all vehicle types, introduced with a one-year grace period, addressing the worst concentrations of air pollution in the densely populated area.

In addition, the Extended Urban Area boundary was put forward to apply to all commercial vehicles – buses, coaches, Heavy Goods Vehicles (HGVs), Light Goods Vehicles (LGVs), vans, taxis, and private hire cars – with a longer time to prepare (three years).

Responses to the consultation showed that cleaner air is important to everyone but demonstrated mixed views on the suitability of the proposed LEZ. Since then the council has worked with stakeholders including SEStran, Transport Scotland and the Scottish Environment Protection Agency (SEPA) to develop the current proposal.

Officers appraised the options using the National Modelling Framework (NMF) developed by SEPA, along with other modelling and data analysis and feedback from the 2019 consultation. As a result, the City Centre LEZ alone has been recommended over the alternative City Centre LEZ and the Extended Urban Area LEZ.

This is due to various factors including the expected limited impact of the Extended Urban Area zone, with commercial fleet already improving in emissions standards, and predictions that the alternative City Centre zone would have a more negative impact on air quality at its boundary than that of the proposed City Centre LEZ.

While it is not expected that air pollution will get worse elsewhere in the city due to diversions around the boundary, and with cleaner vehicles expected to use the surrounding area, a Network Management Strategy is being developed to mitigate any impacts. This is likely to include junction reconfigurations, improvements to signage and optimised signalling, amongst other measures.

“A total dog’s breakfast”: City council publishes Spaces for People feedback

60% of residents AGAINST Spaces for People

Responses to a major consultation and market research exercise on perceptions of Spaces for People measures, and whether they should be retained, have been published by the city council. Lothians MSP Miles Briggs says the results show the SNP-Labour ‘Capital Coalition’  has made a ‘total dog’s breakfast’ of the Spaces for People scheme

More than 17,600 people responded to our public consultation in March, which asked respondents about their familiarity with schemes introduced to help people walk, cycle and wheel safely during the COVID pandemic, and whether they would like to see them kept longer-term.

Alongside this, market research was carried out by independent market research consultants on our behalf, providing a statistically representative sample of opinion from a cross section of residents.

Officers are assessing each scheme for retention using a set of criteria agreed at January’s Transport and Environment Committee, including whether they encourage walking and cycling, how they impact businesses and whether they affect public transport. The longer-term contribution to the Council’s strategic transport objectives will also be considered.

Feedback gathered through consultation and market research will be taken into account as part of the assessments and will help guide recommendations on which schemes to keep beyond the pandemic, which will be considered by Transport and Environment Committee on 17 June.

Transport and Environment Convener Councillor Lesley Macinnes said: “Firstly, I want to thank all those who took the time to complete the consultation. The changes we have introduced reach across Edinburgh, so we wanted to hear from as many different people in communities around the city as possible.

“Officers have been assessing each of the schemes for retention using a set of criteria agreed by committee and responses to the consultation and market research will be part of this process, helping to form recommendations for the best way forward.

“I look forward to constructive debate with fellow councillors on the future of these schemes, and how they can benefit residents and visitors to Edinburgh longer term.”

Transport and Environment Vice Convener Councillor Karen Doran said: “Over the last year we’ve introduced many measures to help people physically distance and travel safely during the pandemic, and there have been a range of opinions shared on their effectiveness and impacts on the people who live here.

“Thanks to the feedback gathered in March, we’ll now be able to take people’s comments and ideas into account as we assess each scheme, meaning a rounded approach as we move beyond the pandemic.”

Far from a ’rounded approach’, Tory Lothians MSP Miles Briggs has branded the council’s handling of the scheme ‘a total dog’s breakfast’.

Miles Briggs said that 60% of Edinburgh residents are opposed to the scheme, and added: “The people of Edinburgh have spoken and it is clear that residents across the Capital have lost confidence in Spaces for People.

“From the outset many local representatives have expressed concern at the total lack on consultation and the introduction of schemes which have had a negative impact on all road users – yet the Council knowns best approach has prevailed.  

“It is inconceivable for Edinburgh Council to continue with Spaces for People with a significant majority of people against the scheme.

“There have been countless issues and risks with Spaces for People and Edinburgh Council must now start to listen and reverse these changes immediately.  

“There has been an overwhelming amount of opposition and the plan to make Spaces for People permanent must be taken off the table.

“It is clear that the SNP / Labour coalition running Edinburgh City Council have made a total dog’s breakfast of the Spaces for People scheme and if they will not act this is set to become a major campaign issue at the Council elections next year.”

Questions in both the consultation and market research focused on how much people supported or opposed retaining changes in place, what they considered to be the main benefits or disadvantages of retaining measures and which schemes people would especially like to see retained or removed.

While there were differences in the level of support or opposition for schemes between consultation and market research results, in general, for both, participants shared the strongest support for measures at schools, followed by schemes in the city centre.

Both reported lower rates of support for town centre interventions and protected cycle lanes, with the lowest levels of support for leisure connections and Quiet Connections, with many market research respondents saying they weren’t aware of these changes.

The council began introducing Spaces for People measures in May 2020 in order to ‘help people physically distance, travel safely and exercise during the COVID pandemic’.

In January 2021 it was agreed to explore the potential for retaining some of the schemes longer-term, in recognition of their impact on Council objectives to encourage walking and cycling, improve air quality, reduce congestion and achieve net zero carbon emissions, amongst other commitments.

Three separate surveys aimed at residents, businesses and stakeholders were conducted for the consultation. This was made available in a range of formats including regular print, large print, braille and translation into other languages. A British Sign Language video was also displayed on the project website to further widen access to people with hearing loss.

We’re working to get the balance right

It’s now more than a year since we began introducing Spaces for People measures to help people to make journeys by foot, bike and wheelchair safely while physically distancing. 

It was inevitable that introducing changes in so many parts of the city would give rise to differing reactions, with people expressing both concerns and positive comments.

We’re now considering the results of a major consultation and market research on the changes we’ve made, and whether people would like any of them to be kept more permanently. Before we move to the next stage, I want to take this opportunity to comment on some of the key issues that have arisen since the start of the pandemic.

Some people have asked us why we’ve been making these changes. Last year, in the depths of lockdown, we had very little choice. As the nation came to terms with a ‘new normal’ where 2m physical distancing is needed, the way we moved around the city changed drastically. People were stepping on roads to give one another space, cycling along busy routes to avoid public transport or squeezing onto narrow pavements to take daily exercise.

Throughout the course of the last year our approach has evolved with the changing situation, and strands of the programme reflect that. From the beginning, when we created Spaces for Exercise, so people could get to places like Silverknowes prom safely (and they did, in great number), to our city and town centres schemes to add space on busy high streets. Restrictions outside schools helped limit crowding as pupils returned to full-time learning and Travelling Safely measures provided much-needed cycle space on busy roads as alternatives to congested off-road networks, along with a scheme to remove obstructive street clutter from our streets.

Both the Scottish and UK Governments have encouraged and funded local authorities across the country to make temporary changes to facilitate active travel. Through the Scottish Government, via Sustrans, we’ve been awarded £5.25m in total specifically to provide additional space for physical distancing in the pandemic – and I want to be clear that we can’t spend this money on filling potholes or elsewhere. 

To those who question Sustrans’ influence over our decisions – Sustrans is a respected, national charity and we value their input highly. But these decisions are very much our own. It’s our responsibility to protect citizens’ safety, to support businesses to thrive and to give children and families space to enjoy safe, pollution-free routes.

This is an entirely new situation, and I know that some of the road layouts have taken time to adjust to. But we’re also in the midst of a crisis. We’ve followed guidance set by the Scottish Government to help us get these emergency changes to protect public health on the ground quickly – in fact, we’ve gone further than expected to engage with key stakeholders on every single scheme. As a result, we’ve tweaked and improved many of the measures along the way.

It’s thanks to the efforts of our dedicated Spaces for People team that we’ve been able to respond to community concerns. Each intervention is carefully risk assessed, taking blue badge parking and loading into account, and is closely monitored once in place. People’s safety is our priority, and we notify emergency services about every intervention, addressing any access issues if necessary. 

As restrictions are eased alongside the rapid rollout of vaccinations across the population, some may ask why we still need interventions like these in place. While there is much to be grateful for, we’re not out of the woods yet. The fast-spreading Indian variant of the COVID virus still threatens to set back best laid plans to fully exit lockdown. Large sections of society, many of whom don’t own a car, still feel nervous to set foot on public transport. And as businesses reopen with restrictions in place, queues will become commonplace on our streets.

That these changes are helping to people to walk, cycle and wheel more easily aligns with our strategic policy goals too. Our ambitious ten-year City Mobility Plan focuses on sustainable travel, while projects like City Centre Transformation will facilitate travel by foot, wheelchair or bike. Our commitments to become carbon neutral by 2030, to significantly improve air quality and to encourage healthy, active travel will benefit from people choosing to walk or cycle over private car journeys. 

Of course, we recognise some schemes have caused disruption and we want to minimise that for residents and businesses. This is a difficult balance but we’re trying again to get it right.

We have no intention of pushing through any permanent schemes under the cover of Spaces for People. We want to bring the people of Edinburgh along with us. That’s why we would be using Experimental Traffic Regulation Orders to implement any longer-term changes, meaning we can continue to involve local people in their operation and evolution once in place. 

Many of the changes we’ve made, it’s worth noting, are as a result of our Commonplace consultation last year and have been informed by residents’ suggestions for improvements. The 17,600 responses we received to the latest consultation, along with the findings of in-depth marketing research conducted with a representative cross-section of residents, will be invaluable as we progress to the next stage of the programme. 

This insight, along with the expertise of our officers, who are working to a defined set of criteria approved by elected councillors in committee, will help us to understand where we can make schemes better, how they can be changed to suit more people and where, in some areas, they can be scaled back.

Car insurance prices tumble – but it pays to shop around

  • Scottish drivers are experiencing some of the biggest price drops since 2014, when the cost of insurance fell by 17% in the Scottish Borders
  • Drivers in Central Scotland are seeing biggest monetary savings year-on-year, as prices drop by £80 (15%), taking the average premium to £456.
  • The overall cost of insurance in Scotland has fallen by £72 (15%) year-on-year – with the average premium standing at £416.
  • Motorists in the UK can now expect to pay £538 for their car insurance, on average, after an £87 (14%) fall in prices year-on-year.
  • Shopping around proven to save drivers money, as further research of UK drivers finds almost half (45%) of those who received their renewal in the past quarter (Q1 2021) saw their price increase by £45, on average (1).

Drivers in Scotland are seeing some of the biggest drops in car insurance costs in almost seven years, new data reveals.

The average cost of car insurance in the Scottish Highlands and Islands dropped by £72 (16%), the highest percentage decrease in 12 months, meaning drivers in the region can now expect to pay £374, on average.

The last time car insurance prices in Scotland fell by this much was in 2014, when drivers in the Scottish Borders saw car insurance premiums drop by 17%, on average.

That’s according to the latest car insurance price index by Confused.com (Q1 2021), powered by Willis Towers Watson. Based on more than six million quotes per quarter, it’s the most comprehensive new business price index in the UK.

According to the data, motorists in all Scottish regions have seen a drop in their car insurance costs when shopping around.

In particular, Central Scotland saw big year-on-year price drops, as the average premium fell by £80 (15%), to £456.

Meanwhile, those in the East and North-East of Scotland have seen a saving of £60 (13%), making the average premium stand at £387. And drivers in the Scottish Borders can save up to £62 (15%), as the average cost for car insurance has dropped to £352.

Overall, the average cost of car insurance in Scotland dropped by £72 (15%) in 12 months, following a turbulent year which has sparked significant changes in driving habits. This means the average cost of car insurance in Scotland as a whole is now £416 on average.

Throughout this past year, prices have been steadily declining, as drivers spend less time on the road. As a result, prices in Scotland have decreased by £23 (6%) in the last three months alone (Q4 2020- Q1 2021), as insurers adapt their pricing to reflect the current level of risk on the roads.

Looking at the rest of the UK, similar savings are being seen, as motorists can now expect to pay £538 for their car insurance, after a price drop of £87 (14%) in the last 12 months, on average.

However, Louise O’Shea, CEO at Confused.com, explains that not all drivers will see these savings. While those shopping around and buying a new car insurance policy will have saved as much as £87, further research of UK drivers found that almost half (45%) of drivers who received their renewal in the past three months saw their price increase by £45, on average. This suggests they could be paying more by opting to renew with their current insurer.

In fact, of the drivers who saw their renewal price increase this past quarter, almost half chose to stay with their current insurer, despite their price being more expensive.

Of those who did stay with their insurer, one in 10 (11%) claim their insurer automatically renewed the policy on their behalf. And it’s this practice which makes it difficult for motorists to opt out of their policy and find a better deal.

This is something that is being investigated by the Financial Conduct Authority (FCA), which is looking into changes that will make it easier for customers to cancel their policy and benefit from the price savings being reported for new policies.

The FCA’s proposal won’t just make it easier to cancel auto-renewals, it is also set to prohibit insurers from calculating a price based on whether someone is a new customer or a renewing their policy.

However, this does not mean that renewal prices will stay the same or decrease, as they could still increase year-on-year. The FCA has been clear that shopping around will still give customers opportunities to save.

While all drivers in Scotland have been able to benefit from savings on their car insurance policy, some regions have seen greater savings than others.

In Central Scotland, it’s drivers in Glasgow that have experienced the greatest price cuts, with the average premium standing at £502 after an annual drop of £93 (16%). However, motorists in Kilmarnock are making the greatest quarterly savings, as prices drop by £29 (7%). Drivers in this region are also paying out the least for their insurance, as the average premium costs £396.

Motorists in Dumfries in the Scottish Borders are also seeing great savings, as the average premium has fallen to £351 after a price drop of £67 (16%) compared to 12 months ago. Prices have also gone down by £26 (7%) in the last three months, as drivers in the area benefit from the cheapest insurance prices in the region.

Meanwhile, drivers in Kirkcaldy in the East and North East can expect to save £65 (15%) year-on-year. They are also seeing the biggest quarterly savings, after prices have fallen by £28 (7%), taking the average premium to £377 – the lowest premium in the region.

In the Highlands and Islands, drivers in Paisley have seen the biggest annual savings, as prices fall by £86 (17%). Yet, it’s motorists in Shetland that have experienced the greatest quarterly savings, as the cost of insurance drops by £44 (11%), taking the average premium to £358. However, Kirkwall motorists are paying out the least for their insurance, with the average premium standing at £317.

The price drops are good news for both genders also. Females in the Scottish Borders are paying the least for their insurance, following a £59 (15%) drop in prices year-on year and a reduction of £19 (5%) in the last quarter – taking the average premium to £334.

Males in the Scottish Borders are also paying the least for their insurance, as prices dropped by £63 (15%) in the last 12 months and by £25 (6%) in the last three months, with the average premium ringing in at £363.

Meanwhile, both male and female motorists are making the greatest savings in the Scottish Highlands and Islands. Year-on-year, females have saved £67 (16%), and males have seen savings of £74 (16%), on average. The biggest quarterly savings can be found in this region also, as females can see price drops of £27 (7%), while males can see price cuts of £29 (7%), with average premiums standing at £348 and £390, respectively.

And, in a similar trend to the last quarter, all age groups across all Scottish regions are making savings on their car insurance both year-on-year and quarterly.

However, while it was younger drivers that were able to see big savings three months ago, now it’s older drivers who are faring the best.

Those aged over 71 can expect to make big savings, as males in the Highlands and Islands are seeing cuts of £77 (19%) year-on year, taking the average premium to £322, while females in the region can save £67 (18%), with average insurance premiums standing at £293.

In Central Scotland, females over the age of 71 are set to save £68 (17%) since 12 months ago, while males in the area can make savings of £74 (17%). Prices for this age group have also fallen in the East and North East, with males saving £65 (16%) and females saving £44 (13%), on average. Drivers aged over 71 who live in the Scottish Borders are seeing reductions of 17%, with females saving £60 and males £66 year-on-year.

But the youngest category of drivers is also benefitting from price cuts, as those aged 17-20 saved 11% in the Highlands and Islands, with prices dropping by £142 for males and £109 for females in the last 12 months.

In Central Scotland, females aged 17-20 can look to save £108 (9%), with males set to save £99 (7%). Equally, in the East and North East of Scotland, females in this age range can save up to £95 (10%), while male drivers are making savings of £142 (10%) in the last 12 months.

However, while the price of car insurance is decreasing, some motoring costs are in fact starting to creep up as the UK eases out of lockdown. In fact, Confused.com’s fuel price index suggests that petrol and diesel prices have been on the up since the end of last year.

According to the data, drivers can now expect to pay 124p for petrol, on average. This is 11p more than December 2020. Meanwhile, diesel prices have increased from 118p to 127p in the same period. With these costs increasing, drivers will no doubt be looking to make savings where they can, starting with their car insurance.
