Path upgrades create gateway for active travel in Musselburgh

A PATH connecting Queen Margaret University (QMU) to the centre of Musselburgh has been refurbished and upgraded to meet the needs of local users after receiving a grant through  Scotland’s national walking charity Paths for All on behalf of Transport Scotland and the Scottish Government and funding from East Lothian Council.

Minister for Zero Carbon Buildings, Active Travel and Tenants’ Rights, Patrick Harvie MSP, joined representatives from Paths for All, East Lothian Council and QMU to see the benefits this project has delivered.

The path, which runs under the railway line between residential areas at Craighall Drive and Monktonhall Place also links the University with NCR1, has been revitalised following a £58,800 grant from Paths for All’s Ian Findlay Path Fund.

This grant funding for “A short path with a big impact’, has allowed the university, with support from East Lothian Council, to invest in making the route more accessible to all.

Work on the path involved removing physical barriers, resurfacing, new lighting and drainage. The result is path that is accessible to all and resilient to poor weather and flooding.

Minister for Zero Carbon Buildings, Active Travel and Tenants’ Rights, Patrick Harvie MSP, said: “I’m really pleasedto be able to visit this project which has been made possible through grant funding provided by the Ian Findlay Path Fund (IFPF).

“Ian would have been enthused by the projects coming forward through the fund and that it continues to support communities across the country to put their ideas for local walking and cycling infrastructure into practice, and encourage more people to choose active forms of travel for their everyday journeys.

“This new path will not only help staff and students to travel in a more sustainable way, but also provides a safe and accessible connection to the wider National Cyle Network for surrounding communities.”

Queen Margaret University applied to the Ian Findlay Path Fund last year and was one of 22 successful projects to be offered funding and support to improve active travel networks in their area.  Most of those projects are now reaching their conclusion, delivering improvements for communities all around the country. 

Professor Richard Butt, Deputy Principal of Queen Margaret University, said: “As a university with sustainability central to our values, this new accessible path that helps our students and staff travel to and from the university safely, without the need for a car, is a huge benefit. Importantly, we know that it will also help people living around the campus.

“It’s been great seeing this project develop first-hand, knowing the positive impact it will have for our community and the surrounding area.”

East Lothian Depute Provost, Andy Forrest, said: “In recent years more people have expressed an interest in active travel both within and to our towns and villages.

“This new route offers a safe path segregated from traffic for people to walk or cycle to parts of Musselburgh connecting with the QMU campus.”

Senior Development Officer for the fund, Yvonne McLeod, said: “The Ian Findlay Path Fund team has been delighted to be able to support this project and it is fantastic to see the finished path being put to such great use. 

“The purpose of the fund is to support community projects just like this one and it has been great to witness this fantastic example of team work between the University and the Local Authority which has allowed this path to be upgraded to such a high standard.

“Seldom has a project been so well named  and we hope the newly refurbished path will continue to have a ‘big impact’ for this community, well into the future.”

CEO of Paths for All, Kevin Lafferty, said: “The QMU path has meant that people of all abilities can get outside, be safe and get exercise while commuting on routes that are used on a daily basis.

“Delivering safe environments for active travel is at the forefront of our Paths for All objectives, supporting people to live active healthy lives. The success from QMU’s use of the funding shows the differences that path development can make for communities.”

The fund concluded its second round of awards to community-based groups on the 8th March and a further £1.5 million will be allocated to similar path improvement projects located all around Scotland.

The Ian Findlay Path Fund, established in memory of Ian Findlay CBE, the late Chief Officer of Paths for All, continues to support local initiatives aimed at enhancing path networks and removing barriers to active travel.

The team works directly with communities to improve local path networks that will make it easier and more attractive for people to walk, wheel and cycle or choose public transport for local everyday journeys.

Community invited to help redesign Pride Bridge

The Leith community is being called upon to help design a replacement for the Lindsay Road Bridge, also known as Pride Bridge.

The local landmark was a popular walking, wheeling, and cycling route over Hawthornvale Path and in 2021 was painted in rainbow colours, leading to it being named locally as the ‘Rainbow’ or ‘Pride’ Bridge.

the bridge, which is at the end of its lifespan, was closed due to concerns around health and safety, sparking a local ‘Save the Pride Bridge’ campaign. Council officers have since made a successful application for Transport Scotland funding through Sustrans for the design of a replacement bridge deck, with £232,700 awarded.

Now a designer, Mott McDonald, has been appointed and, along with the Council, they’re looking to work with the local community to develop proposed designs. Two information sessions and an online consultation will help the team to better understand everyone’s needs and gather feedback on proposed designs.

Councillor Scott Arthur, Transport and Environment Convener, said: “The Pride Bridge has been such a well-loved landmark and thoroughfare for the local community, it’s only right that we involve them to develop a replacement.

“I was delighted last year when we secured funding to design a new bridge deck, which would once again provide a safe and convenient walking and cycling route between North Fort Street and Newhaven area.

“The strength of feeling amongst local people for this bridge, and its celebration of lesbian, gay, bisexual and transgender pride, has been inspiring. I’d like to thank those who campaigned to protect it.”

Kasper Schwartz, Grant Advisor for Sustrans, said: “We’re excited to see how designs for the new Pride Bridge come together over the next year, and are immensely grateful to the local community for their enthusiasm in seeing this vital active travel connection reinstated for North Edinburgh.

“The Pride Bridge is not only a key walking, wheeling and cycling link for communities surrounding the Hawthornvale Path, it is also as an iconic symbol of enduring support for LGBTQ+ people everywhere.”

Róisín Thérèse, who leads the Save the Pride Bridge campaign, said: “The Save The Pride Bridge campaign has worked closely with the Council and design team to communicate the wishes of the local residents in terms of preserving an accessible route, a community space, and an important LGBTQ+ landmark.

“We are excited to participate in the public consultations to reimagine this space and secure it as a valuable community asset for years to come.”

This process is expected to last a year and once it’s complete officers intend to apply to Transport Scotland for between 70 and 100% of the construction funding required to build the bridge.

The work will be delivered alongside the Leith Connections project which is making improvements to community spaces and providing better connections for anyone walking, wheeling or cycling through the streets of Leith.

Waterfront housing developments among Scottish projects to benefit from new cycle storage

More than 1,300 residents of new housing development on Granton’s waterfront expected to benefit from access to residential cycle storage

A major new mixed tenure housing development at Granton waterfront is set to benefit from dedicated, secure cycle storage, supporting more than 1,300 future residents to travel by bike more easily.

Secure cycle storage is to be provided at locations across the development, at Western Villages, Granton Gas Holder, Waterfront Avenue and Silverlea.

The City of Edinburgh Council project aims to help more people choose cycling as an affordable and sustainable way of travel for everyday journeys, and has been developed in partnership with the nation’s cycling charity, Cycling Scotland and supported by Transport Scotland grant funding.

Having nowhere safe or convenient to store a bike is a big barrier to cycling, with Cycling Scotland research showing that a third of Scottish households are likely to be living in accommodation without access to suitable cycle storage.

In total, supported projects are estimated to benefit 160,000 people by providing better access to secure cycle storage and parking where they live across Scotland: from new on-street cycle storage in Dundee, to storage for residents of high-rise properties in Aberdeen, through to bike parking at rural bus stops in Perth and Kinross.

Katharine Brough, Head of Grant Funding & Partnerships, at Cycling Scotland, said: “It’s been so positive to work in partnership with local authorities to increase access to essential, secure residential cycle storage across Scotland.

“Each of these projects will have a real impact in making cycling more accessible, helping more people to choose an affordable and sustainable way to travel for everyday journeys.

“As well as having storage at home, bike storage at key destinations where people work, shop and connect to public transport is vital in supporting more people to cycle, and helping tackle the climate emergency, health crisis and transport poverty.”

City of Edinburgh Council’s Transport and Environment Convener, Councillor Scott Arthur, said: “The regeneration of Granton Waterfront will be transformative for that part of the city, opening up new sustainable homes, commercial opportunities and leisure and cultural offerings.

“It’s essential that we fully integrate sustainable, accessible travel into this. First class public transport links will be at the heart of this community, and this will be complemented with high quality active travel infrastructure.

“Providing secure cycle storage is essential for supporting people to consider cycling, and thanks to Cycling Scotland we’re going to be able to deliver hundreds of spaces throughout the area. This will connect residents and visitors to newly-upgraded cycle infrastructure connecting with the city centre and beyond.”

Case study: The impact of new on-street cycle storage in Dundee

Newly installed on-street cycle storage units in Dundee are helping make it easier for more people to travel by bike for everyday journeys across the city.

Blackness resident Nick Toner, making use of one of the 40 new on-street cycle storage units which have been installed across Dundee.

Nick Toner, a community development worker and resident of Blackness, Dundee, has found his new on-street bike storage space has made a big difference to how he travels around the city:

“Having the bike storage space has removed a mental and physical barrier for me. Just facing the idea of looking for somewhere safe to store my bike and lock it up, it was such a hassle. But now I come to work, and I have a parking spot nearby. It’s so much more convenient and it’s given me the freedom to use my bike to get around the city more often.”

Martim Mas, a resident of Stobswell, Dundee, cites his storage space as enabling him to combine cycling with public transport to travel to work: “I actually got my bike after I got my storage, because I had no space in my flat. I would’ve had to keep it inside and there was just no space.

“I use my bike now to cycle to the bus station, then to work at St Andrews. My bike is my main mode of transport across the city. Having this storage space is super convenient for me, and it’s good to know I can leave my bike there and it will be safe.

The Scottish Environment Protection Agency (SEPA) have begun issuing localised Flood Warnings as Storm Babet approaches.

Rain is already moving across the country, with flooding impacts expected to start this afternoon and into the early evening. The heaviest and most prolonged rainfall is expected over Aberdeen City, Dundee & Angus, Tayside, Aberdeenshire and Caithness & Sutherland, where some exceptional levels are forecast over the next 24 hours. 

Extensive river and surface water flooding is expected, with widespread impacts to transport and infrastructure. There is a risk of more significant community scale property flooding – and there will be danger to life. 

Other parts of Scotland are also at risk of flooding as rivers respond and drainage systems become overwhelmed. The risk of river flooding is exacerbated by the fact that many catchments are already saturated following recent heavy rainfall events. There is also concern that surface water flooding may be made worse by debris blocking drainage and culverts as a result of the high winds.

An additional band of rain is forecast to impact the east of the country on Saturday, which will prolong the event and keep rivers high. It is important people keep up to date by following weather information from the Met Office and flooding advice from SEPA.

Expert staff in SEPA’s flooding team are working round the clock to check forecasts and models, update Flood Alerts, issue Food Warnings and ensure that partners and responder agencies have the latest information. 

Pascal Lardet, SEPA Flood Duty Manager, said: “There is exceptional rainfall forecast for parts of Scotland over the next 24 hours, and this will lead to significant flooding from both surface water and rivers.

“Regional Flood Alerts were issued over the last two days to provide early awareness, and localised Flood Warnings started to be issued this morning. More will be issued across the day, so I do encourage people to check our Flood Updates for all the latest information. You can also follow @SEPAFlood on X. However, it is important to stress that not all areas that could be affected have Flood Warning schemes, so please do take a Flood Alert in your area as advance notice that you could be affected. 

“Follow the advice of the emergency services and take action now to protect yourself and your property. Hazards can be hidden, so please don’t walk or drive into flood water. Remember that not only is flood water likely to be dirty, 30 cm of fast flowing water can move an average family sized car, and just 15 cm of fast flowing water could be enough to knock you off your feet.” 

SEPA continue to work with the Met Office to monitor the situation 24/7. As well as live information at Flood Updates, people can check the three-day Scottish Flood Forecast to see what conditions are expected further ahead. 

Deputy First Minister Shona Robison chaired a meeting of the Scottish Government’s Resilience Room (SGoRR) last night after the highest level Red Weather Warning was issued for the North East of Scotland.

Attended by resilience partners, Transport Scotland, the Scottish Environment Protection Agency (SEPA) and emergency services, the meeting set out the significant action being taken to protect the public and mitigate the severe disruption expected over the next few days.

This includes multi-agency resilience arrangements being stood up across the country to co-ordinate the on-the-ground response and support anyone affected by flooding and severe weather.

The Red Warning has been issued by the Met Office for parts of Angus and South Aberdeenshire, valid between Thursday evening (6pm) and Friday afternoon (12pm).

People are urged to not to travel and to stay at home in the affected areas with ‘exceptional’ levels of rain likely to result in significant disruption and danger to life. 

There is a further Amber Warning for rain covering parts of Stirling, Perthshire, Aviemore, Moray, Angus, Aberdeenshire and Aberdeen City from Thursday morning (0600) until Friday evening (1800). In these Amber areas it is being advised people should avoid travel unless absolutely necessary.

In addition, an Amber Warning for wind was issued this morning for eastern Angus and eastern Aberdeenshire, valid between 1000 and 1800 on Thursday.

Ms Robison said: “Red Warnings are rarely issued by the Met Office and this reflects how serious the impacts will be from the exceptional weather we can expect – particularly in the North East of Scotland in the next two days. 

“The strong message is that if you are in the parts of Angus and South Aberdeenshire affected – please stay at home and do not travel.

“Other parts of Scotland are also at risk of flooding as rivers respond and drainage systems become overwhelmed. The risk is exacerbated by the fact that many catchments are already saturated following last week’s heavy rainfall and flooding.

“No one should take the risks for granted and I would urge everyone in the country to prepare where necessary, heed the travel warnings issued by Police Scotland and take extreme care around fast-flowing water.

“Regional resilience partnerships have been activated and the Scottish Government is working very closely with them and with all partner agencies to ensure that all possible preparations are made and that everyone has full and immediate access to the most up-to-date information.

“I am grateful for the efforts of partners and volunteers in making preparations to help the public stay safe.

“Anyone seeking live updates should follow these partner organisations on social media, and can also consult the Ready Scotland website for general advice on how to prepare for, respond to, and recover from severe weather emergencies.”

Assistant Chief Constable Stuart Houston said: “Our advice is to avoid any form of travel in those areas covered by the red weather warning.

“Driving conditions are expected to be extremely dangerous with disruption and significant delays during this period.

“In those areas covered by amber warnings for rain and wind, we would urge drivers, particularly those of high-sided vehicles, to consider if their journeys are essential or if they could be delayed until conditions improve.

“Don’t ignore road closure signs – they are for your safety.”

Dave Thompson, Director of Claims at Tesco Bank, comments: “Parts of the UK and Ireland will be bracing for flooding with Storm Babet expected to bring heavy rain.

“For those who live in areas with an immediate risk of flooding, it is essential households prepare as much as possible for downpours. For example, ensure electrics and electrical appliances are disconnected and gas and water supplies are switched off.

“If your property is flooded, do not switch any of your electrical supplies back on until the flooding is over and they have been checked by a professional.

“Floodwater can also ruin more important and valuable items in your home, so make sure documents such as passports or more cherished items are sealed in plastic wallets and moved upstairs or to a safe place in your property. Then you can think about moving furniture and soft furnishings to a safer place.

“Water can also carry your furniture about your home and cause even more damage, so for heavier items it’s worth thinking about weighing down or securing all the pieces that are too heavy for you to move.

“Having an emergency flood survival kit could also help keep you and your family safe and warm should a flood occur. In your kit, you may want to include first aid equipment, bottled water, food, a torch (in case you lose power), an emergency contacts sheet, prescribed medication, blankets, clothing, insurance documents and money. If you have infants or elderly people in your household, you should also pack any special items they may need.”

Scottish Transport Minister officially launches the UK’s first autonomous bus service

  • Public service to launch on Monday 15 May

Scotland’s Transport Minister Kevin Stewart has joined partners Stagecoach, Fusion, Alexander Dennis Ltd and Transport Scotland today (Thursday 11 May) to officially launch the UK’s first autonomous bus service, AB1, ahead of it beginning passenger service on Monday (15 May).

The Transport Minister was joined at the official media launch event at the Traffic Scotland National Control Centre today by Ray O’Toole, Executive Chairman for Stagecoach, as well as representatives from each of the CAVForth partners.

CAVForth, is a collaborative project, comprising of Fusion Processing Ltd, Stagecoach, Alexander Dennis, Transport Scotland, Edinburgh Napier University, Bristol Robotics Lab, and the University of the West of England. It is part-funded by the UK Government’s Centre for Connected and Autonomous Vehicles (CCAV).

AB1 is believed to be the first registered bus service in the world to use full sized autonomous buses.

The trial, which will now run until 2025, aims to demonstrate autonomous technology in a real-world environment transporting up to 10,000 passengers per week. During this time, the partners will make improvements and monitor the benefits for passengers, operations and society.

This key milestone in autonomous technology is the result of almost ten years of research and development from Fusion Processing Ltd, with their CAVStar system having covered over 1.8million kilometres in tests.

A fleet of five Alexander Dennis Enviro200AV vehicles will cover the new 14-mile route, in mixed traffic, at up to 50mph across the iconic Forth Road Bridge from Ferrytoll Park & Ride, in Fife to Edinburgh Park Transport Interchange.

The service will have two members of staff on board: a Safety Driver in the driver’s seat to monitor the technology, and a ‘Captain’ in the saloon to take tickets and answer customers questions. The Captain is there to demonstrate what a full-size autonomous bus might feel like in the future, when one member of staff can leave the cab while the computer does the driving, and engage with passengers, much like a conductor would have done.

The recently announced CCAV funding for CAVForth II, sees the project extended to 2025, challenging the partners to extend the route north to Dunfermline City bus station in 2024.

Scottish Transport Minister, Kevin Stewart, said: “It is really exciting to see the innovative and ambitious CAVForth Project take to the roads in earnest after all the hard work of the partner organisations involved in bringing this world first to Scotland.

“We want Scotland to continue to be at the forefront in the development of Connected and Autonomous Vehicles and the start of this live trial will really help the country establish its credentials on the world stage.

“I am excited to see how this technology can help to support our vision for a sustainable, inclusive, safe and accessible transport system.”

The people of Scotland and island communities have been badly let down, says Holyrood’s Public Audit Committee in a report published today which exposes a ferry fiasco riddled with failures in governance, transparency, accountability, communication and record-keeping.

The report highlights key failings exposed throughout the Committee’s scrutiny of the Auditor General for Scotland’s Report New Vessels for the Clyde and Hebrides: Arrangements to deliver vessels 801 and 802 (1) and recommends change to ensure that future vessels are delivered on time and on budget.

It highlights, for example, the Committee’s serious concerns around the initial stages of the procurement process and, having now established that FMPG holds FMEL’s financial records, calls on the Auditor General for Scotland to complete a forensic analysis of how £128.25m of public money was spent by FMEL.

The report shines light on the serious failings of Transport Scotland, including the ‘weak and toothless’ Programme Steering Group it led and its’ consistent failure to accurately and timeously reflect CMALs concerns to Scottish Ministers.

It also calls into question the role of various Scottish Ministers. The majority of the Committee considered that both the First Minister’s decision to publicly announce the preferred bidder when considerable negotiations were still required – and the decision to proceed in the absence of a full guarantee, weakened CMAL’s position when the standard of FMEL’s work became an issue (2).

The report acknowledges that the Scottish Government’s ‘Project Neptune’ provides an opportunity for governance reform but says that a formal review of the entire project on completion of the vessels is essential for learning lessons for future projects.

Launching the report, Convener of the Public Audit Committee Richard Leonard MSP, said: “The people of Scotland have been badly let down by this project. There have been collective failures at government and agency level from the start. It has been dogged by a lack of transparency; by ineffective governance arrangements; by poor record keeping within the Government; and by baffling communication failures.

“Throughout our scrutiny, we took a wide range of evidence, navigating our way through many conflicting perspectives to reach the conclusions set out today. We had to battle to get some of the information we needed. Sadly, despite our best efforts, some questions remain unanswered.

“We recognise the efforts by the Scottish Government to protect jobs at Ferguson Marine and commend the workforce for their resilience during what has been and continues to be an extremely challenging time. Their experienced voices should have been listened to from the outset.

“It is vital that lessons are learned. That means much needed reform of governance arrangements for future vessel projects. But it also means a change in the way the Government and its agencies conduct themselves and are accountable to Parliament and the people. That is a challenge for the Permanent Secretary and the new First Minister.”

Further recommendations for improvement put forward by the Committee include:

  • Greater transparency where Scottish Ministers use written authority and shareholder authorisations and recording these occasions as a matter of public record.
  • Scottish Government to now further review and refine its record-keeping and reporting procedures.
  • Scottish Government to ensure its Business Investment Framework is sufficiently robust so there is transparency around the expected public benefit of future interventions in private companies, and greater public reporting.
  • Upon completion of vessels 801 and 802, Transport Scotland and CMAL to undertake a formal project review to learn vital lessons.
  • Parliament to be updated on the investigation into allegations raised about the procurement process.

As the UK gig economy shows no signs of slowing, The Royal Society for the Prevention of Accidents (RoSPA) has issued a warning to Scottish businesses and workers about driving when tired.

In the gig economy, instead of a regular wage, workers get paid for the ‘gigs’ they do, such as food delivery or a car journey. In the UK, it’s estimated that over five million people are employed in this type of capacity.

Drivers and couriers who get their work from apps face a ‘heightened risk’ of collisions, with almost half (42 per cent) of drivers reporting vehicle damage because of a collision, according to research from University College London.

Tiredness from overwork was flagged as a key risk for those delivering food and parcels, while 63 per cent reported to have not been given the appropriate safety training on managing risks on the road.

One in 10 reported someone had been injured in a crash while they had been working, with scores more reporting time pressure as a key factor in their driving.[1] 

Karen McDonnell, Head of RoSPA Scotland, said: “With the cost of living crisis continuing to bite, it’s easy to see how those in the gig economy could be overworked and tired. We know that being tired is a huge risk factor when driving, and so it’s easy to see how the roads could get more dangerous.

“While it can be easy to say someone should cut down their hours, it’s not always as simple as that. Responsibility lies largely with the companies employing gig workers, who often have unrealistic targets and are expected to go above and beyond to deliver.”

What to do if you feel tired when driving or riding

  • When you first start to feel tired, stop and take a break
  • Stop in a safe place – make sure you’re not on a motorway hard shoulder
  • If you can, drink some coffee or another caffeinated drink
  • Take a short nap, ensuring your car is in a secure location.

What to do if you’re driving for a long distance

Even experienced HGV drivers are stopped from driving more than nine hours a day. Many drivers are not used to driving anywhere near this long, so always bear in mind:

  • Don’t drive for more than eight hours in a day
  • Take regular breaks, aiming to stop every two hours or so
  • On very long journeys, try and plan overnight breaks if you can
  • Don’t begin a long journey if you are feeling tired.

£5M fund to boost sustainable travel in Scotland now open

A multi-million pound grant fund has opened to support people across Scotland to travel in more active and sustainable ways.

Community, public and third sector organisations can now apply to the Smarter Choices, Smarter Places Open Fund which has £5 million worth of grants available this year alone – double the amount available previously.

Now in its fifth year, the fund has already awarded over £9.3million to hundreds of projects across Scotland that aim to get people out their cars and walk, wheel or cycle for short journeys or use public or sustainable travel for longer trips.

The launch of this year’s grant fund has been welcomed by Scotland’s Active Travel Minister Patrick Harvie MSP. He said: “I’m delighted we have been able to double this year’s Open Fund to £5 million – reflecting both the popularity of the fund and the effectiveness of giving community groups the flexibility to draw down funding and spend as they see fit to deliver initiatives that provide the best value for money in the communities they serve. 

“This increase is part of our record funding for active travel this year and another step in our commitment to make walking, wheeling and cycling the natural choice for our daily short journeys in Scotland, and I commend Paths for All for their excellent stewardship of the Open Fund.”

Managed by national walking charity Paths for All and supported by Transport Scotland, the Smarter Choices, Smarter Places (SCSP) Open Fund aims to encourage people to change their behaviour and to walk, wheel or cycle for short, everyday journeys.

It also encourages people to use sustainable travel choices, including buses, trams, trains for longer journeys to help cut Scotland’s carbon emissions and improve air quality.

Since 2018, the SCSP Open Fund has supported charities, colleges and universities, social enterprises, third sector organisations, community groups and health and social care partnerships to realise their active travel ambitions.

It’s funded dozens of new active travel jobs and has boosted hundreds of initiatives to get people moving as part of their daily journeys, funding everything from information apps to active travel hubs.

Low Emission Zones introduced across Scotland’s biggest cities

Low Emission Zones (LEZs) to protect public health and improve air quality have now been formally introduced across Edinburgh, Glasgow, Dundee and Aberdeen.

Plans have been agreed at the local authority level and have now also been approved by Scottish Ministers, as required in legislation through the Transport (Scotland) Act 2019.

With the shape and scope of LEZs now agreed across the four cities through this introduction, local grace periods until enforcement commences have now begun.

  • In Glasgow, the LEZ already applies to buses. For other vehicle types, enforcement commences on 1 June 2023 (1 June 2024 for residents within the zone)
  • Edinburgh will commence enforcement TODAY 1 June 2024
  • Dundee will commence enforcement on 30 May 2024
  • Aberdeen will commence enforcement on 1 June 2024

LEZs set an emissions limit for certain road spaces, restricting access for the most polluting vehicles to improve air quality. This helps protect public health within our towns and cities, making them more attractive places in which to live, work and to visit. LEZs also encourage people to think about leaving the car at home and to consider public transport or active travel – supporting climate action by helping to meet Scotland’s world leading commitment to reduce car kilometres travelled by 20% by 2030.

Vehicles that do not meet the emission standards set for a Low Emission Zone will not be able to drive within the zone. A penalty charge will be payable by the registered keeper of a vehicle when a non-compliant vehicle enters the LEZ.

The minimum emission standards for vehicles permitted within the four LEZs are:

  • Euro 4 for petrol cars and vans (generally vehicles registered from January 2006)
  • Euro 6 for diesel cars and vans (generally vehicles registered from September 2015)

A number of vehicles are exempt from LEZ requirements, including any vehicle driven by a blue badge holder. Funding remains available to help people and businesses that need it most to comply with Low Emission Zones. Full information is available at www.lowemissionzones.scot

The introduction of Scotland’s LEZs marks the completion of the Scottish Government’s landmark Programme for Government commitment.

Welcoming the introduction, Minister for Transport Jenny Gilruth said: “The introduction of Low Emission Zones is a truly significant public health moment for Scotland. Our air quality is generally good – but for too long air pollution has exceeded legal limits for health in our city centres as a consequence of unrestricted vehicle emissions.

“We have a moral responsibility to act. Air pollution often disproportionally impacts those with the least in our society. It causes the most damage to the youngest, the oldest and those with pre-existing medical conditions.

“LEZs are the biggest change we’ve ever seen in how vehicles will access our cities – and they need to be, in order to best protect public health and improve air quality.

“With a year to go until the earliest point of enforcement in Glasgow and two years to go until enforcement in Edinburgh, Dundee and Aberdeen, I encourage everyone to visit www.lowemissionzones.scot to find out more about the schemes, including the Scottish Government funding on offer.”

Councillor Scott Arthur, Transport and Environment Convener, the City of Edinburgh Council said: “By introducing an LEZ, Edinburgh is joining cities right across the UK in working towards a healthier environment and a better quality of life for everyone. We all have the right to breathe clean air and it’s our responsibility to tackle air pollution to protect the health and wellbeing of the most vulnerable members of society. 

“The LEZ will restrict the most polluting vehicles from entering the boundary, reducing harmful traffic-related nitrogen oxide emissions by a predicted 55% in the zone.

“The LEZ is one of a number of tools to reduce harmful emissions and is being delivered alongside a range of projects to support sustainable travel, including Edinburgh City Centre Transformation, Trams to Newhaven and City Centre West to East Link. Together, these will help achieve our vision of a clean, green and net zero European Capital.”

Joseph Carter, Head of Devolved Nations at Asthma+Lung UK said: “Air pollution is the biggest environmental threat to public health. It is causing new lung conditions like lung cancer and worsening existing ones. With 1 in 5 Scots developing a lung conditions like asthma and COPD in their lifetime, for them, it can trigger life-threatening asthma attacks and exacerbations.

“Children’s lungs are also more susceptible to air pollution as they are still growing, and they also breathe faster than adults. As they grow, toxic air can stunt the growth of their lungs, making them less resilient into adulthood and placing them at greater risk of lung disease in the future.

“More than 70,000 children have asthma in Scotland and for them, peaks in toxic air can put them at risk of a potentially life-threatening attack. 

“The gradual roll out of Low Emission Zones is going to be a huge step forward to start tackling this major health problem. Starting in Glasgow in 2018 and then extended to our core cities with the Transport Act 2019, LEZs are one of the most effective way of reducing pollution.”

John Bynorth, who leads Scotland’s Clean Air Day for Environmental Protection Scotland said: “We welcome the milestone introduction of LEZs to Scotland’s four main cities as it will lead to vast improvements in air quality in the city centres where the zones operate.

“Outwith the LEZs, we would also expect to see potential benefits to the surrounding areas as people consider their travel options and consider cycling or walking instead of taking the car.

“This will lead to improvements in the health of people who live, work and go to school in these cities and make them cleaner and more sustainable as they strive to achieve net-zero climate change targets in the coming years.”

Neil Leckie, Senior Programme Manager at the Energy Saving Trust said: “The expansion of Low Emission Zones in Scotland’s major cities will play a key role in improving air quality and in the transition to a net zero carbon society.

“The zones will encourage the use of low carbon transport and active travel, and available funding to prepare for the changes will support the individuals and businesses who need it most – including additional support for taxi drivers.

“We look forward to continuing to work closely with Transport Scotland to shape the future of low carbon cities and sustainable travel in Scotland as part of our commitment to address climate change.”

Using the powers under the Transport (Scotland) Act 2019 (and accompanying regulations), local authorities will introduce, operate and enforce their LEZ schemes using Automatic Number Plate Recognition cameras. All four cities propose schemes operating 24 hours a day, seven days a week.

Penalty charges are also consistent across the four cities. For non-compliant vehicles found to have been driven within the zone the initial penalty is set at £60, with a subsequent doubling for each contravention, capped at £480 for cars and light good vehicles, and £960 for bus and HGV.  The penalty charge is reduced by 50% if paid within 14 days.  Where there are no further contraventions detected within the 90 days following a previous contravention, the penalty is reset to £60.

There are a limited number of specific vehicles that are exempt from LEZ regulations as follows: 

·  Police
·  Ambulance
·  Scottish Fire and Rescue
·  Her Majesty’s Coastguard
·  Military vehicles
·  Vehicles for disabled persons (including blue badge holders)
·  Historic vehicles
·  Showman’s vehicles

Motorbikes and mopeds are also not within the scope of Scotland’s LEZs.

The Scottish Government is committed to helping those who will have most difficulty preparing for the introduction of LEZs across the four cities.

Our LEZ support fund offers three main packages of funding for households, micro-businesses, and a separate retrofit fund including support for taxi drivers.

Having been fully subscribed in 2021/22, funding is again available in 2022. Information is available on the Energy Saving Trust website.

For bus operators, a fourth round of BEAR funding has awarded £6.2 million to 20 operators to retrofit a further 379 buses and coaches in 2022. Between 2018-2021 the BEAR Phases 1, 2 and 3 awarded funding grants of £12.4 million to Scottish bus and coach operators to upgrade 762 vehicles to the latest Euro VI emission standard to help reduce pollution levels. This is in addition to funding for new zero emission buses.

UK’s first autonomous bus takes to the roads of Scotland for the first time

  • Live road testing taking place from this week for next two weeks
  • Passenger service planned to go live in late summer
  • Europe’s most complex and ambitious public autonomous bus pilot
  • Over 20 Stagecoach ‘Autonomous Bus Professionals’ being recruited to support the service 

The UK’s first full-sized autonomous bus will take to the roads of Scotland for the first time this week as live testing begins for project CAVForth.

Stagecoach, in partnership with Fusion Processing, Alexander Dennis and Transport Scotland, will be carrying out on-road testing* of the autonomous bus over the next two weeks in preparation for the launch of the CAVForth pilot service in late summer.

The Project CAVForth pilot, which is jointly funded by the UK Government’s Centre for Connected and Autonomous Vehicles (CCAV) will see five single-deck autonomous buses operating at SAE Level 4 over the Forth Road Bridge between Ferrytoll Park and Ride in Fife and the Edinburgh Park Train and Tram interchange.

The buses are fitted with Fusion Processing’s ground-breaking sensor and control technology, CAVstar, that enables them to run on pre-selected roads without the safety driver having to intervene or take control. The buses will provide a service capable of carrying up to 36 passengers over the 14 miles across the bridge, with capacity for over 10,000 passengers a week.

The on-road testing in Scotland follows successful depot-based trials, track testing and virtual simulation where the buses have been put through their paces to fine tune the autonomous drive systems.

To help support the delivery of Project CAVForth, Transport Scotland recently opened a section of Actively Managed Hard Shoulder for all buses on the M8 eastbound. It will help to reduce journey times and improve journey time reliability for all buses of 24 seats or more on approach to Edinburgh.

As part of project CAVForth, around 500 members of the public have helped with the implementation of the new autonomous bus service on it, providing feedback on what would make them feel comfortable and confident in travelling. Built on the feedback received, the partners have developed a vision for the new autonomous vehicles, which includes making sure future autonomous bus services still have a member of staff on board.

In a further positive step forward in the project, over 20 specially trained ‘Autonomous Bus Professionals’ are soon to be recruited by Stagecoach from across its East Scotland business.

When the service goes live, these experienced bus drivers will monitor the autonomous system alongside a bus ‘Captain’ who will move around the saloon, talking to passengers about the service and answering any questions they may have, demonstrating what a future service might feel like when the staff member is able to leave the cab while the computer does the driving.

Sam Greer, Regional Director for Stagecoach in Scotland, said: “Stagecoach is continuing to look for ways to improve the service it offers to customers, including through major investment in new technology, such as the CAVForth pilot.

“This is a hugely exciting project for Scotland and we are pleased to be starting live testing on roads today. This is a major step forward in our journey to fully launch the UK’s first full-sized autonomous bus service and will provide easy access to a brand-new bus route in the heart of East Scotland.”

Chris Gall, ADL Group Engineering Director, said: “The start of on-route testing is a milestone for our autonomous bus project.

“In partnership with Stagecoach, Fusion Processing and Transport Scotland, Project CAVForth helps us to explore new technologies that will make buses even safer and even more efficient. As we move towards passenger services later in the year, the project will be a landmark demonstration of future technologies in transport.”

Jim Hutchinson, Fusion Processing Ltd CEO, said “We are delighted to be leading the world’s most complex and ambitious autonomous vehicle programme.

“CAVForth will provide a useful service to local people as well as being a great demonstration of Fusion’s automated vehicle technology. The buses are fitted with CAVstar, our automated driving system which combines our own hardware and software to create, safe, full-size buses, operating at SAE Level 4.

“On road testing is an exciting milestone in the development of autonomous commercial vehicles and we look forward to welcoming passengers onboard in a few months’ time.”
