Retail trade union Usdaw has launched shocking statistics from its annual survey during this year’s Respect for Shop Workers Week, which runs from 11-17 November.

Usdaw members are raising awareness of the union’s year-round Freedom From Fear Campaign and talking to the public to promote a message of ‘respect for shop workers’.

Interim results from over 4,000 retail staff responses show that in the last twelve months:

  • 69% have experienced verbal abuse.
  • 45% were threatened by a customer.
  • 17% were assaulted.
  • 70% of these incidents were triggered by shoplifting and two-thirds of those were linked to addiction.

Tony Doonan, Usdaw regional secretary for Scotland, says: “Shop workers deserve far more respect than they receive and these experiences from Scottish retail workers make very difficult reading.

“It is shocking that over two-thirds of our members working in retail are suffering abuse from customers, with far too many experiencing threats and violence.

“Seven in ten of these incidents were triggered by theft from shops, which is clearly the result of a near doubling in police recorded shoplifting across Scotland since the pandemic. It has become increasingly common for retail stores to be targeted by organised crime gangs stealing to order in the midst of a retail crime epidemic.

“Our survey demonstrates that theft from shops is not a victimless crime, with incidents regularly being a major flashpoint for violence and abuse against shop workers. Having to deal with repeated and persistent theft and even looting can cause issues beyond the incident itself like anxiety, fear and in some cases physical harm to retail workers.

“Our members are reporting that they are often faced with hardened career criminals in their stores and much of the abuse they suffer is from those who are stealing to sell goods on, often to fund an addiction.

“Violence and abuse is not an acceptable part of the job and much more needs to be done to protect shop workers. We were delighted to have won the campaign for a protection of workers law in the Scottish Parliament, but that is the beginning not the end.

“We have to ensure that the legislation is central to tackle a growing wave of retail crime and Usdaw looks forward to working with Police Scotland to make that happen.

“This week, Usdaw activists will be campaigning in their workplaces and communities calling on the shopping public to ‘respect shop workers’ and ‘keep your cool’, particularly in the run-up to Christmas when the number of incidents increases as shops get busy and customers become frustrated.

“This is a hugely important issue for our members, and they are saying loud and clear that enough is enough.”

Scottish shopworkers speak out after an Usdaw survey finds that violence has more than doubled in the last year

Retail trade union Usdaw has today (13 March) launched shocking statistics from their annual survey of over 5,500 retail staff showing that 18% of shopworkers suffered a violent attack last year, compared to 8% in 2022.

The increase in assaults comes during an epidemic of retail crime with official stats and reports from retailers showing significant increases in theft from shops. Usdaw’s survey shows that levels of violence, threats and abuse all increased compared to pre-pandemic figures. In the last twelve months (pre-pandemic levels in brackets, from the 2019 survey):

·       70% (68%) have experienced verbal abuse.

·       46% (43%) were threatened by a customer.

·       18% (5%) were assaulted.

These findings follow similar trends to recent reports from British Retail Consortium and the Association of Convenience Stores.

Both retail trade associations found significant increases in violence and abuse against shopworkers alongside much higher levels of shoplifting, which is costing the industry £3 billion in lost stock and security measures.

Paddy Lillis – Usdaw General Secretary says: “It is heart-breaking to hear these testimonies from Scottish shopworkers who deserve far more respect than they receive. Our latest survey results clearly show the scale of the appalling violence, threats and abuse faced by retail staff.

“No-one should feel afraid to go to work, but our evidence shows that too many retail workers are. It is shocking that nearly a fifth of our members working in retail are being assaulted for simply doing their job and serving the community. They provide an essential service and deserve our respect and the protection of the law.

“Our members have reported that they are often faced with hardened career criminals and we know that retail workers are much more likely to be abused by those who are stealing to sell goods on. Our latest survey results show that 7 in 10 retail workers suffered abuse from customers, with far too many experiencing threats and violence. Theft from shops and armed robbery were triggers for 61% of these incidents.

“Violence and abuse is not an acceptable part of the job and much more needs to be done to protect shopworkers. We were delighted to have won the campaign for a protection of workers law in the Scottish Parliament, but that is the beginning not the end. Retail crime a “crisis that demands action’

  • BRC survey shows a 50% increase in levels of retail violence and abuse, to 1,300 incidents a day
  • Cost of theft doubled to £1.8 billion in 2022/23 with over 45,000 incidents a day
  • 60% of respondents say police response is “poor” or “very poor”

Violence and abuse against retail workers soared last year, with the latest figures from the British Retail Consortium’s (BRC) crime survey revealing that the number of incidents rose to 1,300 per day in 2022/23 from almost 870 per day the year before.

This rise comes despite retailers investing heavily in crime prevention, spending £1.2bn on measures such as CCTV, increased security personnel, and body worn cameras, up from £722m the previous year. The cost of theft to retailers went up to £1.8bn from £953m the previous year, meaning the total cost of crime to retailers stood at £3.3bn – double the previous year.

The BRC’s annual crime survey highlights the scale of violence and abuse faced by people working in retail. Incidents, which include racial abuse, sexual harassment, physical assault, and threats with weapons, are now on a par with the levels seen during the pandemic, when staff bore the brunt of some people’s frustration with Covid safety measures.

While the total number of incidents climbed, dissatisfaction with the police increased, with 60% of respondents describing the police response to incidents as ‘poor’ or ‘very poor’.

Retailers are calling on the Government to introduce a standalone offence of assaulting, threatening, or abusing a retail worker. This would send a clear message that this behaviour will not be tolerated, making retail workers feel safer in the workplace.

It would also mean the police have data that allows them to understand the scale of the issue, and to allocate sufficient resources to deal with it.

This would ensure that retail workers have the same protection under the law as they do in Scotland, where a similar offence was introduced in 2021.

“Despite retailers investing huge sums in crime prevention, violence and abuse against retail workers is climbing.

“With over 1,300 incidents every day, government can no longer ignore the plight of ordinary, hardworking retail colleagues. Teenagers taking on their first job, carers looking for part-time work, parents working around childcare.

“And while the violence can be over in a moment, the victims carry these experiences with them for a lifetime. And we all know the impact does not stop there – it affects their colleagues, friends, and the family our colleagues go home to. This is a crisis that demands action now.

“Criminals are being given a free pass to steal goods and to abuse and assault retail colleagues. No one should have to go to work fearing for their safety.

The Protection of Workers Act in Scotland already provides additional protection to retail workers, so why should our hardworking colleagues south of the border be offered less protection?

“It is vital that government takes action – introducing a new standalone offence for assaulting or abusing a retail worker.”



Katy Bourne OBE, Sussex Police & Crime Commissioner and APCC Lead for Business Crime, said: “The levels of retail crime described in this report reveal an unprecedented level of selfish lawlessness.

“Every day, retail staff are facing the consequences of shoplifters’ brazen behaviour and that’s why I have supported the call for a specific offence of assault on a shopworker.

“Our courts need to work more efficiently, and shoplifters need to be deterred from re-offending. That’s why I’m calling for my fellow Police & Crime Commissioners to focus their police forces on tackling shoplifting by making it a priority in their local Police & Crime Plans.”

Retail trade union Usdaw is asking customers to ‘keep your cool’ as the busy pre- Christmas shopping gets underway, which will culminate in what the retail industry has already dubbed ‘Super Saturday’, with 23 December being the last full shopping day before Christmas.

Shocking statistics from Usdaw’s annual survey of shopworkers shows there are still far too many incidents of violence, threats and abuse against shopworkers. Interim results from over 3,000 retail staff responses show that in the last twelve months:

·         65% have experienced verbal abuse.

·         42% were threatened by a customer.

·         5% were assaulted.

·         71% of verbal abuse was caused by customer frustration.

Seven in ten of these incidents were triggered by customers being frustrated with stock shortages, lack of staff or problems with self-service checkouts.

“All of these problems are largely outside the control of retail staff, but they are the people who bear the brunt of shoppers’ anger. Our members tell us that incidents of verbal abuse are much worse in the run up to Christmas, when shops are busy, customers are stressed and things can boil over.

“That is why we are asking customers to ‘keep your cool’ and respect shopworkers, to make the Christmas shopping experience better for everyone.”

STUC Disabled Workers’ Conference: Usdaw seeks to tackle gender-based violence and poverty

Retail trade union Usdaw has a delegation of reps and officials attending the annual Scottish Trades Union Congress (STUC) Disabled Workers’ Conference in Glasgow, Saturday 2 and Sunday 3 December.

The union has submitted motions on tackling gender-based violence against disabled workers, along with building a movement of protest against poverty.

Tracy Gilbert – Usdaw Regional Secretary for Scotland says: “The number of disabled people living in poverty in Scotland has increased in recent years with more than half of all people in poverty living in a household with at least one disabled worker.

“We reject any suggestion that this is inevitable, poverty and the failure to tackle inequality are political decisions. The disability employment gap in Scotland remains high with disabled women facing even greater discrimination, larger pay gaps and higher unemployment.

“As well as taking action to offset the immediate impacts of the cost-of-living crisis on disabled people and their families; the Scottish and Westminster governments must also act to address the underlying historical inequalities experienced by disabled people including the disproportionate impact of austerity policies.”

Usdaw welcomes the important role the Disabled Workers Committee play setting the record straight and is asking the STUC to:

  • Support the efforts of unions and disabled people’s organisations to tackle disability discrimination and change the way disabled people are viewed, valued and included in Scottish and wider UK society.
  • Campaign for improvements to social security so that as well as protecting disabled workers from poverty, it also prevents poverty; takes into account the significant and additional costs of being disabled; and fully supports independent living.
  • Continue to build a movement of protest against the current cost of living crisis that highlights the specific impact of the current crisis on disabled people and puts their voices centre stage.

Tracy Gilbert continues: “Studies show that disabled women are disproportionately likely to experience gender-based violence but are far less likely to report it.

“Workplace trade union reps have a vital role in supporting women workers to recognise and recover from abuse and this is particularly the case for disabled women who are often less able to access appropriate support and to have their voices heard.

“Changes to domestic violence legislation to include coercive control are important in understanding how specific abuse against disabled women may manifest itself in a variety of ways, for example where the abuser controls someone through their impairment or support needs.

“We commend the work union reps are doing to support disabled survivors of domestic abuse.”

Usdaw is seeking greater recognition by employers of the challenges disabled women face in escaping abuse and is calling on the STUC to:

  • Support affiliated unions to negotiate domestic abuse policies with employers that recognise the specific needs of disabled women workers.   
  • Involve disabled women in developing the trade union and labour movement’s work on gender-based violence.

Backing for staff facing abuse

Abuse directed at retail and bar staff who ask customers to comply with the law and wear face coverings will not be tolerated, Justice Secretary Keith Brown said yesterday.

It continues to be a legal requirement to wear face coverings in places such as shops and pubs and on public transport unless exempt – and Mr Brown said any form of abuse, threats or violence faced by workers as a result of simply doing their job is “completely unacceptable”.

It comes as new powers came into force in Scotland last month, making assaulting, threating or abusing certain staff a new standalone offence. Previously such conduct would be dealt with under more general offences.

Face coverings are a hugely important mitigation in the fight against COVID-19 as they create a physical barrier that helps stop the virus spreading from an infected person, while providing a degree of protection to the wearer against exposure to the virus. 

Mr Brown urged people to follow the rules and treat staff with respect as Scotland continued to face high infection levels.

He said: “I would like to thank the vast majority of people who continue to wear face coverings and urge people to please follow the rules and guidelines still in place. It is still a requirement to wear face coverings in indoor public places, such as shops, public transport and when entering and moving about in hospitality settings.

“Everyone who can should wear a face covering because it is a simple and vital measure we can take to protect others and stem the spread of this deadly virus.

“Retail workers and those working in hospitality play a vital role serving our communities which has been clearly demonstrated throughout the pandemic and it’s extremely important they know they have the protection of the law when carrying out their duties.

“Any form of abuse, threats or violence faced by such workers as a result of simply doing their job is completely unacceptable and will not be tolerated.

“Parliament recently introduced a standalone law with penalties of up to 12 months in prison and fines up to £10,000 for this type of behaviour and staff serving communities across Scotland can be assured the police and prosecution services stand ready to respond to any instances as necessary.”

DCC Malcolm Graham of Police Scotland said: “Everyone has the right to go to their work without being threatened or assaulted.

“Retail workers now have added protection in law and the police will act on reports we receive about this kind of unacceptable behaviour.

“I would also continue to encourage people to follow the regulations and guidance that remain in place to help stop the spread of coronavirus.”

Solicitor General for Scotland Ruth Charteris QC said: “People in any walk of life should expect to go about their business without the fear of threats or abuse.

“This is true of shop workers who are protected in law and deserve our thanks and appreciation for the work they have done throughout the pandemic.”

By law, you must wear a face covering in certain indoor public places, including public transport, in Scotland unless an exemption applies.

New Year’s Day working petition launched – after 14 year delay!

A consultation seeking the views of business, retailers and shop workers on New Year’s Day trading has been published by the Scottish Government. Union leaders have welcomed the announcement – but say it’s 14 years late!

The move follows an Usdaw petition to the Scottish Parliament, which was supported by the Public Petitions Committee who pressed Ministers to commit to a consultation.

Running for 10 weeks until 24 August, the consultation aims to determine whether the current law should change and restrict large retailers from trading on New Year’s Day as is the case on Christmas Day.

Affected stakeholders, including large retailers and their staff, are strongly encouraged to participate in the consultation which follows a parliamentary petition calling for trading on 1 January to be prohibited.

Public Finance Minister Tom Arthur said: “The last year has shown how much we all rely on retailers and their staff who have supported the country during the pandemic. As we look at recovery and building a sustainable economy we need to consider what will support businesses and their staff in the future.

“Following a petition to the Scottish Parliament’s Public Petitions Committee calling for trading to be banned on New Year’s Day, the Scottish Government has been engaging with business groups, trades unions and others to understand what impact this would have on business and staff.

“This consultation will help us to determine whether the current law should change and restrict large retailers from trading on New Year’s Day, as they currently do on Christmas Day. 

“The Scottish Government encourages everybody with an interest to complete this consultation to ensure their views are considered.

“As we recover from the COVID pandemic we are committed to building on the £3.6 billion in support we have delivered to businesses since March 2020 and ensure we seize Scotland’s economic potential, creating secure, sustainable and satisfying jobs.”

Tracy Gilbert, Usdaw Regional Secretary for Scotland, said: “Today’s launch of a consultation on large stores closing on New Year’s Day, after an unnecessary 14 year delay, is a step forward in our campaign to get a proper break for shopworkers over the festive period.

“As key workers delivering the essential service of keeping the nation fed, shopworkers deserve a decent break over the festive period. They have worked long hours in difficult circumstances throughout the pandemic, faced unprecedented levels of abuse and worried every working day about catching the virus and taking it home to their families.

“However this is not just a campaign for the pandemic, our members have for many years demanded a proper break after the extremely busy and stressful shopping period in the run-up to Christmas. 98% say that large stores should be closed and only 4% are happy to work on New Year’s Day or 2 January.

“Hogmanay and New Year is a special holiday, but this is not reflected in the experience of many retail workers, with three-quarters saying they spend too little time with friends and family.

“We will be encouraging our members to engage with the consultation, to ensure the voices of shopworkers are heard. If we can secure a positive outcome, Usdaw will be calling for the necessary legislative processes to be completed in time for 1 January 2022.”

Retail trade union Usdaw has welcomed yesterday’s announcement by the Scottish Government, confirming that a new law to protect shopworkers from violence, threats and abuse will come into force on 24 August 2021.

The ground-breaking legislation was supported by MSPs after Usdaw’s long-running campaign led to the Protection of Workers (Retail and Age-restricted Goods and Services) (Scotland) Bill, which was successfully steered through the Scottish Parliament by Daniel Johnson MSP (Labour, Edinburgh Southern).

Tracy Gilbert, Usdaw’s Scottish Regional Secretary, said: “We welcome today’s confirmation that ground-breaking legislation to protect shopworkers from violence, threats and abuse will come in to force on 24 August. We again thank Daniel Johnson MSP and all MSPs for listening to the pleas of our members and giving them the legislative support they so desperately need.

“Retail staff have been on the frontline throughout the coronavirus crisis, helping to keep our communities fed, despite the risks of contracting the virus. Our 2020 survey showed that 9 in 10 shopworkers had been abused last year. This new law firmly backs up Usdaw’s clear message that abuse is not part of the job.

“We are now looking to work with the Scottish Government, police and retailers to promote the new law. We want criminals to understand that assaulting and abusing shopworkers is unacceptable and will land them with a stiffer sentence. Our hope is that this new legislation will result in retail staff getting the respect they deserve.”

“We urge MPs to support the aims of our petition and persuade the Government to back legislation to protect shopworkers. They have the perfect opportunity by accepting an amendment from Sarah Jones MP to the Police, Crime, Sentencing and Courts Bill, which we hope will be supported in the bill committee.

“Retail employers, leading retail bodies and the shopworkers’ trade union are jointly calling for legislation, so it is time for the Government and MPs to listen.

We are now looking for MPs to support key workers across the retail sector and help turn around the UK Government’s opposition and follow Scotland’s lead.”

A survey of over 12,000 retail workers has found that only 1 in 5 shopworkers who reported incidents of abuse or violence were satisfied with the official response from the police or their employer.

Westminster’s Home Affairs Committee has published the findings of its survey, which asked retail and other shopworkers to share their experiences of incidents of violence and abuse. Two thirds of those who reported incidents suggested no help was given to them after receiving an initial response from their employer or the police.

The Committee asked retail workers about the frequency of incidents, how these were reported, what action was taken by the police or employers and what should be done to prevent abuse in future. The majority of respondents had both witnessed and experienced verbal or physical abuse at work.

The survey found that 87% of respondents had reported incidents to their employer but, in 45% of these cases, no further action was taken. Half of respondents reported incidents to the police, of which only 12% led to an arrest.

A third of respondents did not report incidents to their employer because they believed nothing would be done or it was ‘just part of the job’. Over a quarter did not report incidents because they believed the police would not do anything about it. 

Respondents felt that better security at retail premises and more severe punishments for offenders would help prevent incidents in the future.

The public survey was held as part of the committee’s inquiry into ‘Violence and abuse towards retail workers’. The findings are published ahead of today’s Westminster Hall debate on an e-petition calling for more protection for retail workers.

The Committee’s Chair, Yvette Cooper MP, said: “During the Covid crisis, we’ve seen an appalling and unacceptable increase in reported attacks and abuse against shop workers.

“No one should feel unsafe at their place of work and there are no circumstances where such behaviour should be tolerated. Thank you to everyone who took the time to share their experiences with the Committee.

“The sheer number of responses we have received shows just how widespread this problem is. In far too many cases retail workers don’t report incidents as they feel nothing will be done or that they’re expected to deal with such appalling incidents as part of their job. That’s simply not the case and it’s clear that action is needed to change this.

“The Committee is currently assessing the wider evidence we’ve received – I hope the Government responds constructively to the serious issues we have identified.”

Customers urged by Usdaw to respect shopworkers as shops start to reopen

Retail trade union Usdaw is calling on customers to follow the rules and respect shopworkers, as stores in Scotland start to gradually reopen with ‘click and collect’ services next Monday 5 April.

Stewart Forrest – Usdaw Divisional Officer for Scotland says: “The gradual reopening of stores on Monday, with ‘click and collect’ services, offers a lifeline for many retailers. That is good news in terms of helping to safeguard jobs, but the virus is still out there.

“We expect employers to ensure that robust safety measures are in place and that customers are fully aware of the restrictions. Shoppers need to play their part in helping to limit the spread of the virus and avoid further lockdowns by following the rules and respecting staff.

“Regrettably, throughout this appalling pandemic, incidents of abuse towards shopworkers doubled. It should never be just a part of the job and shopworkers must be respected. Retail staff are working with the public every day and are not only facing increased abuse, but also a higher chance of catching Covid-19.”

Survey Results 2020: Campaign to end violence and abuse against retail workers

Retail trade union Usdaw is urging customers to respect shopworkers as they today release new statistics showing that 79% of shopworkers say abuse was worse last year.

Scottish shopworkers are speaking out about their own experiences ahead of a new protection of shopworkers law coming into force in August.

The final results of Usdaw’s 2020 survey of 2,729 shopworkers across the UK found that:

  • 88% experienced verbal abuse,
  • 60% were threatened by a customer,
  • 9% were assaulted.

Central Scotland: “I challenged the customer under ‘Think 25’ – he threw his shopping at me and tried to grab me.” – “Punched in back when filling shelf by a customer, just to ask me if I am busy!” – “Told that I’m a f***ing cow.”

Glasgow: “Customer swore at me and hit with sandwich.” – “Varies from comments such as stupid bitch, jobsworth, being told to f*** off or shut up.” – “Finger pointing in face and being poked with finger.” – “Customer trying to punch me on the body.”

Highlands and Islands: “Asking politely to keep a 2 metre distance. Was told to f*** off & get on with my work.” – “Throwing money at me.” – “Verbal abuse, mainly from people influenced by drugs and alcohol.”

Lothian: “People get stroppy about wearing face coverings.” – “Customers have called me an ‘idiot’ for asking for ID.” – “Had a customer grab my bottom when leaning over me to get at products.”

Mid-Scotland and Fife: “Customers take their frustrations out on the staff, being verbally abusive for no reason and treating us like dirt.” – “Threats, coughing in my face, rants at having to wait in a queue.”

North East Scotland: “Shoplifters angry at being challenged.” – “An attempted armed robbery, verbal abuse from shoplifters, verbal abuse from intoxicated customers and verbal abuse from people who’ve been asked for ID.”

South Scotland: “Covid related abuse about social distancing and queues at checkouts.” – “Get verbal abuse asking for ID.” – “customers being nasty, shouting in front of the rest of the queue, and shouting abuse when carrying out Challenge 25.”

West Scotland: “Drunk people unable to accept service refusal, usually verbal also been spat at and threats.” – “When politely explaining our refund policy some people get very abusive when they find out they cannot exchange without a receipt.”

Paddy Lillis, Usdaw General Secretary, says: “It is heart-breaking to hear these testimonies from Scottish shopworkers who deserve far more respect than they receive.

“Our latest survey results clearly show the scale of the appalling violence, threats and abuse faced by shopworkers. It has been a terrible year for our members, with almost 90% of shopworkers suffering abuse, two-thirds threatened and one in ten assaulted.

“We are saying loud and clear that enough is enough, abuse should never be part of the job. At a time when we should all be working together to get through this crisis, it is a disgrace that staff working to keep food on the shelves and the shop safe for customers are being abused.

“So we very much welcomed the ground-breaking legislation to protect shopworkers from violence, threats and abuse, passed by the Scottish Parliament in January. Usdaw has campaigned for many years to secure these legal protections.

“Crucial to the new law having the desired impact is that the public understands that assaulting and abusing shopworkers is totally unacceptable. So we are working with Crimestoppers Scotland, the Scottish Government, police and retailers to promote that message. Our hope is that this new legislation will result in retail staff getting the protection and respect they deserve.”
