Double payment for unpaid carers

Thousands of unpaid carers will receive a double payment this winter under legislation recognising the additional pressure they face as a result of the pandemic. 

If approved by Parliament, the Bill, published today, will mean more than 91,000 carers in receipt of Carer’s Allowance Supplement will receive an extra £231.40, doubling their December payment to £462.80.

This extra investment, forecast to be £21 million, will be the second time the Scottish Government has doubled the Carer’s Allowance Supplement.

The Carer’s Allowance Supplement (Scotland) Bill, a priority for action within the first 100 days of this government, will also give Ministers powers to provide eligible carers with additional financial support in future if the need arises.

Social Security Minister Ben Macpherson said: “Unpaid carers provide essential support to family, friends and neighbours. Their roles have been even more important during the pandemic, with many taking on additional tasks and facing higher costs of looking after people staying at home to prevent the spread of Coronavirus (COVID-19).

“The Scottish Government is grateful to all carers for their dedication during this most difficult of times.

“We introduced the Carer’s Allowance Supplement in 2018 in recognition of the vital role unpaid carers play in our society, and because the UK Government’s Carer’s Allowance is the lowest of all working age benefits. The supplement, paid twice a year, is only available in Scotland and has already helped thousands of carers in recent years.

“Like we did last year, this December we want to provide a double supplement of £462.80 to support unpaid carers with the additional pressures they’ve experienced because of the pandemic. This will benefit carers on low incomes who already have some of the most intense caring roles. This financial assistance adds to the other ways we are helping unpaid carers, who can also access support through their local carer centres, such as information, advice, counselling and advocacy services.”

Paul Traynor, Head of External Affairs at Carers Trust Scotland, said: “There is significant evidence that unpaid caring impacts upon physical and mental health and this has been exacerbated by COVID-19, resulting in many unpaid carers having to significantly increase the hours of care they provide.

“This additional payment of Carer’s Allowance Supplement, which will provide additional financial support, has the potential to reduce some financial pressure and goes some way in continuing to recognise the immense contribution of unpaid carers in Scotland.”

Sebastian Fischer, VOCAL Chief Executive, said: “Unpaid carers have faced enormous challenges during the pandemic. They continue to prop up the health and social care sector and shoulder the impact of additional caring responsibilities through this difficult period.

“Creating measures of support which deliver real impact to carers’ daily lives is much needed. We believe the Carer’s Allowance Supplement is a positive step towards valuing the role of carers as equal partners in care and recognising their crucial contribution to Scotland’s economy.”

Aim to lift all major restrictions on 9 August

The whole of Scotland will move to Level 0 on 19 July if all necessary vaccination and harm reduction measures are met.

Current levels will remain in place for the next three weeks with a review taking place on 13 July although some changes, such as minor relaxations to rules on events such as weddings and funerals will come into place on 28 June.

During a statement to Parliament, First Minister Nicola Sturgeon also confirmed that from 19 July physical distancing outdoors will be removed and physical distancing for indoor public areas will reduce to one metre if the data allows. Limits on outdoor gatherings will also be removed on this date given the reduced risk of outdoor transmission at this stage in the vaccination programme.

If the necessary conditions on vaccination and harm reduction continue to be met, all major remaining COVID restrictions will be lifted on 9 August.

First Minister Nicola Sturgeon said: “From 19 July, and then, more substantially, from 9 August – assuming we are meeting our revised strategic aim of alleviating the harm of the virus – life should feel much less restricted for all of us.

“A very significant degree of normality will be restored – for individuals and for businesses. As I said earlier, these are indicative dates, but they allow us to plan ahead with more clarity. As always, we all have a part to play in keeping us on track.

“Up until now, the Scottish Government’s strategic intention has been to ‘suppress the virus to the lowest possible level and keep it there’. From now, our aim will be to ‘suppress the virus to a level consistent with alleviating its harms while we recover and rebuild for a better future’.

“This change reflects the fact that vaccination is reducing – we hope significantly – the harm that the virus causes.

“Physical distancing has been an important mitigation against the virus but it is also burdensome for individuals and costly for businesses. So as vaccinations bear more of the load of controlling the virus, we need to consider when and to what extent we can reduce the legal requirement for it.

“Ultimately we hope to remove the legal requirement for physical distancing – even though we may continue to advise people to think about safe distancing when interacting with people outside their close contact groups.”

Timeline:

From 28 June  

  • suppliers and others employed at a wedding will no longer count towards the cap on attendance
  • A bride, groom and other designated persons accompanying them no longer require to wear face-coverings when walking down the aisle
  • live entertainment will be permitted at weddings
  • more than one household will be permitted to carry the coffin and/or take a cord at a funeral crematoriums and churches can relay funeral services to outside areas

From 19 July:

  • celebrations of life events such as christenings, bar mitzvahs and anniversaries will be permitted to take place under similar guidelines as weddings and funerals
  • different households will be able to share a bedroom in tourist accommodation

Some measures are expected to continue beyond Level 0 including:

  • good hand hygiene and surface cleaning
  • continued promotion of good ventilation
  • a requirement for face coverings in certain settings (e.g. public transport and retail)
  • continued compliance with Test and Protect, including self-isolation when necessary
  • an ongoing need for outbreak management capability, including active surveillance
  • a greater degree of working from home than pre COVID-19 where this is possible and appropriate based on business and employee choice

The next review of restrictions will be on 13 July ahead of proposed changes commencing on 19 July.

New learning resource to support young people’s mental health

The Scottish Government has unveiled a new online learning resource to help school staff support young people’s mental health.

Staff can learn more about factors influencing mental health and wellbeing; prevention-based approaches in schools and tips on how to end mental health stigma and discrimination.

The Mental Health Foundation, Children in Scotland and training provider Digital Bricks developed the resource that is open to all school staff in primary, secondary and special schools.

Education Secretary Shirley-Anne Somerville said: “Children and young people’s mental health and wellbeing is of vital importance and this resource is a significant addition to the suite of resources that school staff can access. It will provide essential learning and knowledge on mental health and wellbeing that schools can adopt and embed across all aspects of the school environment.

“Although aimed primarily at school staff, it can also be accessed and used by anyone who wants to learn more about mental health and how to support children and young people.”

Councillor Stephen McCabe, COSLA spokesperson for Children and Young People, said: “The mental health and wellbeing of our children and young people must be a priority as we recover from the Covid-19 pandemic and beyond.

“Ensuring those working with young people, in all capacities, have access to resources that develop their understanding of, and equip them to appropriately support mental health would be crucial; I welcome this comprehensive resource providing training and information for all school staff.”

‘Substantial reform’ for Education Scotland

The Organisation for Economic Co-operation and Development Organisation (OECD) has backed Scotland’s school curriculum in its independent review.

The Scottish Government last year commissioned the OECD to carry out a review of Curriculum for Excellence (CfE). The remit of the review was to help the government better understand how the curriculum is being designed and implemented in schools and to identify areas for improvement across the country.

Education Secretary Shirley-Anne Somerville today announced that all 12 of the review’s recommendations will be accepted in full, including recommendations on curriculum, assessment and qualifications which will see the Scottish Qualifications Authority (SQA) replaced and Education Scotland substantially reformed.

The Scottish Government will actively consider what changes are required to our qualifications and assessment system. This work will be heavily informed by the next OECD report, expected in the autumn, and by consultation with young people, parents, teachers and the wider education system.

Education Scotland will no longer undertake inspections, with this work becoming a separate, independent role. The Scottish Government will engage widely on the options for the future of inspection.  

The OECD also suggests that the curriculum work currently undertaken by Education Scotland might best sit with any new curriculum and assessment body which will replace the SQA.

Publication of the OECD report into Scotland’s curriculum system, known as Curriculum for Excellence (CfE), meets another of the Scottish Government’s commitments for the first 100 days since the First Minister was elected.

Ms Somerville said: “The last few years have accelerated a debate about the future of Curriculum for Excellence and senior phase education in particular. The OECD report is crystal clear – Curriculum for Excellence is the right approach for Scotland.

“In fact, despite all the criticism here at home, the OECD tells us it is viewed internationally as an inspiring example of curriculum practice.

“However, 10 years on from CfE being introduced, it is right and proper that we review how it is being implemented. 

 “We accept in full all 12 recommendations from the OECD. We will replace the SQA. We will talk to young people, parents and teachers to build a system that works in line with CfE – exactly as the OECD recommends.

“Responsibility for inspection will no longer sit with Education Scotland and we will look at what further reform of the agency’s functions is required.

“Everyone across the education system, including at the SQA and Education Scotland, has worked tirelessly this year under very challenging circumstances. They are owed a debt of gratitude.

“What comes next is a period of change. But it is change in order to improve, to achieve more and to deliver for Scotland’s pupils.

“Our commitment is to do exactly that and we will work with everyone and anyone willing to help to make that a reality.”

EIS welcomes decision to axe SQA

The EIS has welcomed today’s announcement by the Cabinet Secretary for Education that the Scottish Qualifications Authority (SQA) is to be scrapped.

The announcement came following the publication of the OECD Review of Curriculum for Excellence (CfE), which identified a ‘disconnect’ between the core aims of CfE and Scotland’s qualifications system.

Commenting, EIS General Secretary Larry Flanagan said, “The EIS welcomes the publication of the OECD report, and the announcement by the Cabinet Secretary that the SQA is to be scrapped and replaced by a new body.

“It is essential that any new body is properly configured and is accountable to the profession through a model of governance based on educational, rather than political, considerations and with a teacher voice at its heart.”

On the OECD report, Mr Flanagan said, “The OECD report highlights some of the strengths of the Scottish Education system, not least being Scotland’s place in the top 5 nations in the world regarding global competency, but it also confirms what the EIS has been saying for a number of years, which is that there is a disconnect between the BGE (Broad General Education 3-15) and the Senior Phase (15-18). 

“There is massive assessment overload in the senior phase, which squeezes out the time needed for both depth and breadth of learning – two of CfE’s big ambitions. This overload is also the driver of excessive workload, and that has been exposed clearly during the pandemic.

“The comparatively high level of teacher class contact time was another area highlighted, with the OECD highlighting the need for reduction in class contact time – a key priority for the EIS – if teachers are to be able to collaborate around curriculum and assessment. We welcome that EIS lobbying in this area has already had some impact, with the Scottish Government pledging to deliver an early reduction of 1.5 hours per week in teachers’ class contact time to bring Scotland closer to OECD norms.”

Mr Flanagan continued: “The report also seems to confirm that the Government’s focus on Standardised National Assessments has been a monumental distraction with little impact other than adding to the bureaucracy that bedevils teachers’ working lives.

“The absence of any comment on the pre-5 sector is both disappointing and worrying. CfE runs from 3-18 but we are seeing a continuing reduction in the number of nursery teachers deployed in early years, which is a betrayal of the Scottish Government’s previous commitment to protecting the role of the teacher in pre 5 provision.”

Fireworks and Pyrotechnics Bill: Consultation launched on legislation to improve safety

A consultation on new legislation on the sale and use of fireworks and tackling the misuse of pyrotechnics has been published.

The proposed Fireworks and Pyrotechnics Bill follows the report of an independent Fireworks Review Group which recommended tightening legislation to reduce the harm fireworks can cause.

The eight week consultation will seek views on the creation of a new offence of carrying a pyrotechnic device in a public place without reasonable excuse or lawful authority.

It is also seeking views from the public on the extension of police powers to allow a stop and search provision in relation to carrying pyrotechnics without a justifiable cause.

In addition a number of proposals will change how fireworks can be sold and used in Scotland.

These include the introduction of an offence to criminalise the supply of adult fireworks to people under the age of 18 – and the introduction of ‘no firework’ areas.

The proposed Bill is in addition to new regulations laid in the Scottish Parliament in February, which come into force at the end of June, restricting the times of day and the volume of fireworks that can be supplied to the public – as well as the times fireworks can be set off.

Community Safety Minister Ash Denham said: “Following the overwhelming results of the public consultation on fireworks that took place in 2019 it was clear fireworks are an important issue to the people of Scotland and that there is a strong appetite for change to improve safety.

“To help us consider the issue I appointed an independent Review Group of experts who concluded that a fundamental shift is needed in how fireworks are accessed and used.

“A number of the group’s recommendations required legislation and we have moved quickly to lay regulations which will see progress for communities across Scotland in time for this year’s fireworks period. The remaining Review Group recommendations require primary legislation which is why we are publishing this consultation today.

“I am also seeking views on how we might reduce the misuse of pyrotechnic devices such as hand held flares and smoke devices which represent a significant safety risk to anyone who comes into contact with them.

“I am committed to making our communities safer and to taking strong action now to avoid harm, distress and injury and I would encourage everyone with an interest to have their say.”

Police Scotland Chief Superintendent Linda Jones of Partnership, Prevention and Community Wellbeing said: “The unauthorised use of pyrotechnics at events is a criminal offence, inherently dangerous, and a matter of significant concern to Police Scotland.

“Pyrotechnics can burn at up to 1200 Celsius and have the potential to cause fatal or life-changing injuries to users and by-standers.

“They can emit chemicals which can trigger respiratory problems and cause irritation to eyes. The discharge of pyrotechnics can also cause panic within crowded spaces.

“There is no safe way to operate pyrotechnics unless you are properly trained – leave it to the experts at organised events.”

Chair of the Scottish Police Federation David Hamilton said: “In Scotland alone, scores of police officers and members of the public have been injured by pyrotechnic devices.

“This legislation would empower police officers to deal with this danger and would lead to safer streets and safer events for all.”

Scottish Fire and Rescue Service Assistant Chief Officer Stuart Stevens said: “It is clear that the inappropriate use of fireworks can cause harm and serious injury and can distress people, pets and the wider community.

“In a minority of cases, fireworks are linked to anti-social behaviour which can put our crews and our partners at risk whilst drawing unnecessarily on our emergency service resources.

“We therefore welcome any measures to keep our communities safe, including this Bill, and we join with the Minister in encouraging everyone with an interest to have their say.”

NHS Greater Glasgow and Clyde Plastic Surgery Registrar Eleanor Robertson said: “We are delighted that recommendations from the Firework Review Group have been swiftly translated into impactful draft legislation.

“The proposed firework legislation in Scotland will introduce controls and safeguards at purchase and limit the time and location of their use.

“This will reduce the incidence of psychological distress and physical harm, whilst still permitting their use at celebratory events.”

Scottish SPCA head of education, policy and research Gilly Mendes Ferreira said: “We were proud to be part of the Fireworks Review Group and delighted that these recommendations are being taken forward.

“The introduction of ‘no fireworks zones’ will help stop animals suffering from stress caused by fireworks.”

New campaign urges UK drivers to plan ahead for their Scottish staycation journeys

VisitScotland typically sees around 14 million trips to Scotland by UK residents every year and 134 million tourism day trips1, with 64% bringing their own car2, so it’s anticipated Scottish roads will be busier than ever. 

With fatigue being a contributory factor in collisions that kill or seriously injure around 50 people every year in Scotland3, drivers should also ensure they are well rested before setting out on their staycation trips and plan regular breaks.

Minister for Transport, Graeme Dey, said: “We know that drivers are keen to get to their destination but it’s really important they plan ahead before setting off on their staycation.

“Take plenty of rest stops to combat fatigue and be prepared for roads you may not be familiar with. Through this campaign, we’re providing drivers with practical tips and good advice to help them plan ahead and stay safe on our roads this summer.”

The new campaign encourages drivers who are planning a trip in Scotland to be patient as the roads get busier with holiday traffic, and prepare for the unexpected on rural roads. It also highlights that Scotland’s many country and single track roads may require new and different driving skills, particularly for those with less experience of driving in rural areas.

Chief Superintendent, Louise Blakelock, Police Scotland said: “Understandably this year, as a result of the continued uncertainty surrounding COVID restrictions, many people will look to holiday throughout Scotland and elsewhere within the UK in lieu of a foreign holiday.

“This will inevitably result in our roads being far busier than previous summers with greater numbers of cars, motorcycles, caravans and motorhomes travelling across the country and many motorists will be on roads they are unfamiliar with. 

“It is therefore essential that road users are considerate and courteous to each other, drive or ride responsibly to the road conditions and road class they are travelling on.   Road users must also be mindful of their impact on local communities and park in a safe and considerate manner, when enjoying Scotland’s countryside.

“As always, Road Policing Officers will be patrolling throughout Scotland over the coming months to influence road user behaviour, educate motorists on appropriate driving practices and enforcement action will be taken when necessary.”

Everyone has a vital role to play in keeping people safe on Scotland’s roads this summer. Four in five UK residents (84%) are planning a 2021 staycation, with two of the top ten destinations on the travel bucket list located in Scotland – the Scottish Highlands (43%) and Edinburgh (34%).4

£215 million to target poverty-related attainment gap

Pupils living in Scotland’s most deprived communities will be among those to benefit from £215 million of targeted funding in 2021-22 to help close the poverty-related attainment gap.

The announcement meets the Government’s commitment to pay the first instalment of the expanded £1 billion Attainment Scotland Fund in the first 100 days of Parliament, and is the largest amount awarded for a single year.

The funding will be distributed through five different programmes, nine local councils with the highest concentrations of deprivation in Scotland, known as “Challenge Authorities”, will share £43 million of investment. A further £7 million from the Schools’ Programme will be shared between 73 additional schools with the highest concentration of pupils from areas of deprivation.

Headteachers will receive £147 million of Pupil Equity Funding (PEF) which they will decide how best to invest to support disadvantaged pupils. This includes a top up payment of £20 million, recognising the new and additional challenges schools face as a result of the pandemic.

Local authority work to help improve the attainment of care experienced young people, including through mentoring programmes, will receive up to £12 million. A further £7 million is being invested in a number of a national programmes, including third-sector organisations, to support their targeted work to raise the attainment of young people.  

Education Secretary Shirley-Anne Somerville said: “Closing the poverty-related attainment gap and ensuring every young person has the chance to fulfil their potential remains central to this Government’s work.

“Our ambition is a long-term one and we know that the challenges presented by the pandemic mean our efforts to deliver equity in education are more vital than ever.  

“This first instalment of the expanded Attainment Scotland Fund, with record funding of more than £215 million, will allow headteachers, schools, councils and other partners to provide targeted help for some of our most disadvantaged pupils.

“We are providing investment across a number of diverse programmes which will benefit looked after children, support pupils in our most deprived areas and empower headteachers to invest their funding on initiatives that are right for the children in their schools.”

‘Transformational’ early learning and childcare expansion

More children receiving 1,140 funded hours

More than seven out of ten children in Early Learning and Childcare (ELC) are now receiving the full 1,140 funded hours.

The number of children has risen by 10,510 since February – an increase from 65% to 72%.

The latest data from the Improvement Service shows that at the end of April 2021, 118,068 children were accessing funded ELC. Of these, 102,410 children (87%) were accessing more than the statutory entitlement of 600 hours, and 84,606 children (72%) were accessing 1,140 hours.

Children’s Minister Clare Haughey said: “These figures show we are well on the way to offering all eligible children 1,140 hours of funded ELC from August 2021 –  a transformational policy that will benefit families across Scotland.

“Despite the pandemic having an impact on the construction of ELC facilities and recruitment plans across the country, local authorities have continued to make good progress in expansion plans. 

“At the centre of these plans is the drive to improve children’s outcomes and help close the poverty-related attainment gap, to improve the health and wellbeing of children and parents, and to support parents into work, study or training. I’d like to thank local authorities and all those who are continuing to work at pace to meet our target.”

Councillor Stephen McCabe, COSLA Children and Young People spokesperson, said:  “I welcome the progress that has been made towards the implementation of the 1,140 hours ELC expansion by August. This report shows that significant progress has been made by councils despite the continued challenges of the pandemic, including the national lockdown.

“We know that the additional hours will be transformational with children provided with more time to play and learn, while parents and carers will have more opportunities to work, study or volunteer. We are pleased we are on track for delivery later this year”.

Funded early learning and childcare (ELC) is available to all three and four year olds and eligible two year olds. From August 2021, the entitlement will increase to 1,140 hours a year (30 hours a week if taken term time).

The expansion of funded ELC, originally intended for August 2020, was paused in April 2020 to give local authorities the flexibility to focus on responding to the COVID-19 pandemic.

Vaccination programme: First doses now booked in for all adults

All adults in Scotland will have been booked in for their first coronavirus (COVID-19) vaccine appointment by the end of next week (27 June), five weeks ahead of the target of 31 July.

Letters are currently going out to those 18-29 year olds who didn’t sign up to the self-registration portal and anyone who hasn’t yet received their blue envelope can see the time of their vaccination online through a new appointment checker.   

The new system allows people to see their appointment details in the system, and enables them to reschedule if the timing or location is unsuitable.

In addition, from Monday 21 June all NHS boards will be routinely scheduling second doses eight weeks after the first to help combat the emergence of the Delta variant.

Health Secretary Humza Yousaf said: “I am delighted that we are on the brink of reaching the major milestone of having scheduled first doses for all adults, five weeks ahead of schedule.

“I want to say a huge thank you to everyone involved in the vaccination programme and all those wo have taken up their offer of a vaccine for their part in this remarkable achievement which has been accomplished in just over six months since the roll-out began.

“Anyone who hasn’t received a letter by next week can visit the appointment checker at NHS Inform. The system lets you rebook if the timing or location is not suitable which will be a useful tool for students and anyone who has recently moved house.

“Additional capacity has been secured by NHS Boards to bring forward of all second doses from 12 to 8 weeks which is important given the emergence of the Delta strain as we know greater protection is provided after the second dose.

“Again, I want to stress how important it is that everyone takes up their offer of a vaccine when they get it. The emergence of the Delta variant shows we cannot be complacent, and the vaccination programme – along with restrictions and testing – offers protection to you, your loved ones and your community.”

Fury as McVitie’s issues redundancy notices

Company refuses to engage with Action Group

Trade unions GMB Scotland and Unite Scotland, who jointly represent the vast majority of McVitie’s workers based at Tollcross, have reacted furiously to the company formally issuing redundancy notices yesterday. 

The McVitie’s biscuit factory, which manufactures a range of notable products including Hobnobs and Rich Tea Biscuits, has through its parent owners Pladis also ‘disgracefully’ refused to engage with the newly established Action Group set up to prevent the factory’s closure.

The group is chaired by the Cabinet Secretary for Finance and Economy, Kate Forbes MSP, and involves the trade unions, Glasgow City Council, Scottish Enterprise, Clyde Gateway and Skills Development Scotland.

Following two meetings of the Action Group, Kate Forbes, wrote to McVitie’s requesting direct engagement with the parent company, Pladis, ahead of the next scheduled meeting on 23 June. The meeting is set to discuss a series of proposals which could maintain a presence of McVitie’s in the local area. 

However, Unite Scotland and GMB Scotland can confirm that the company has formally issued redundancy notices to its workforce and refused to engage with the Action Group.

In 2014, the Turkish owned Pladis acquired the McVitie’s business after its takeover of United Biscuits, which made it the third largest biscuit manufacturer in the world. In that same year, United Biscuits also cut its then 680-strong workforce at Tollcross by almost a quarter.

The Tollcross factory, which first opened in 1925 as part of the Macfarlane and Lang’s Victoria Biscuit Works, is a major employer in an area with higher levels of social deprivation and unemployment. The McVitie’s presence in Scotland goes back to the original Scottish biscuit maker, McVitie & Price Ltd, which was established in 1830 in Edinburgh. 

GMB Scotland Organiser David Hume said: “It’s an act of extreme bad faith on the part of the Pladis Managing Director David Murray, and a gross insult to hundreds of workers and their families who are fighting for their livelihoods and community. 

“The rules of the game have now been changed by Pladis – the clock is now officially ticking on nearly 470 jobs and generations of food manufacturing that has endured austerity and prosperity, war and pandemic.”

“David Murray needs to be hauled by the Cabinet Secretary before the members of the Action Group because this is a profitable business with an innovative workforce that can and should have a future in the East End of Glasgow.”

Pat McIlvogue, Unite industrial officer, said: “It’s an absolute disgrace and slap in the face to the workforce that not only has McVitie’s formally issued redundancy notices but they are also refusing to engage with the Action Group established by the Scottish Government.

“Everyone except the company is working together in order to bring forward options, which could save hundreds of jobs in the local area. Unite is again calling on Pladis to directly engage with the trade unions, the workforce and the Scottish Government to look at credible alternatives to closure.

“Pladis have a duty of care to hundreds of workers to jointly discuss with us what could be done to save jobs instead of this belligerent and arrogant approach which they have adopted.”
