Near record pass rates for National 5s, Highers and Advanced Highers in an exam year

TODAY thousands of young people across Scotland have received the results for their Nationals, Highers, Advanced Highers, National Progression Awards, Skills for Work Awards, National Certificates and Awards.

These results will allow young people to take the next step on their learning journey; either continuing at school, moving on to college or university, or entering employment or a workplace-based training programme.

All learners will have their results certificate delivered to their home address by first class post on Tuesday 9 August. Those who have signed-up for and activated their MySQA account will also receive their results by text and/or email this morning.

If learners do not receive their certificate with their post, they can contact their school, college or training provider, who can provide results and work with SQA to find out what has happened to the certificate.

On Results Day, SQA’s helpline opened at 8 am to answer learners’ questions about their certificates. Young people can also call Skills Development Scotland to speak to dedicated careers advisors about the options that are available to them.

Pass rates for National 5s, Highers and Advanced Highers have increased to near record levels for any exam year since current qualifications were introduced.

The overall percentage of A grades is also higher than 2019, when exams were last held, and the number of skills-based qualifications, awards and certificates has increased to a near record 64,240.

Almost 138,000 learners are receiving Scottish Qualifications Authority (SQA) results today – the highest number since 2017.

These show:

  • the National 5 pass rate was 80.8% (250,730 passes) – up from 78.2% in 2019
  • the Higher pass rate was 78.9% (148,540 passes) – up from 74.8% in 2019
  • the Advanced Higher pass rate was 81.3% (22,940 passes) – up from 79.4% in 2019

Today’s results also show the gap between attainment levels in the least and most deprived areas has narrowed from the 2019 level:

  • for National 5, the gap was 14.6 percentage points – down from 17.1 percentage points in 2019 
  • for Higher, the gap was 15.0 percentage points – down from 16.9 percentage points in 2019
  • for Advanced Higher, the gap was 13.2 percentage points – down from 13.6 percentage points in 2019 

Education Secretary Shirley-Anne Somerville said: “This is one of the strongest ever sets of results for any exam year, which is particularly impressive given the significant challenges learners have faced as a result of the pandemic.

“Pass rates for National 5s, Highers and Advanced Highers have increased compared with 2019, with A passes also up, and skills-based qualifications are close to the highest ever figure.

“It is important to note, though, that although 2022 saw a return to exams, it was not a return to normality. The approach to exams reflected the disruption to teaching and learning that young people faced and a wide-ranging package of support and modifications was put in place.

“I am confident that the approach, which was informed by views from across the education system, as well as learners, has delivered a credible, consistent and fair set of results for our young people. Indeed, universities have assured learners that they support the 2022 approach to assessment, and industry leaders have spoken publicly about how much they value this year’s qualifications.

“Today’s results illustrate the wide range of qualifications that learners are choosing, and I welcome the increase in skills-based awards. These qualifications equip young people with the skills they need to enter apprenticeships or go into the workplace, where they will support Scotland’s economic recovery after COVID-19.

“There are many different pathways to success and I want to celebrate the full breadth of learners’ achievements and to pay tribute to our young people for working so hard and showing such resilience.

“I’d also like to thank our incredible teachers and education staff, and, of course parents and carers, who have supported learners during another very challenging year.

“While the results show the gap between attainment levels in the least and most deprived areas has narrowed from the 2019 level, we know that the pandemic has disproportionately impacted learners from more disadvantaged backgrounds. We are determined to accelerate the progress that has been made and we are investing a record £1 billion in the Scottish Attainment Challenge during this parliamentary term.

“Some learners may not be receiving the results they were hoping for today. This year there is a free, direct appeals service for those whose National 5, Higher and Advanced Higher awarded grade is less than the estimate submitted by their school or college. There is also plenty of help available on next steps, including from the Skills Development Scotland Results Helpline.”

This year, Scotland has returned to formal national exams, supported by a package of measures (course modifications and revision support, as well as wider support from across the education system).

These measures were designed to address the ongoing disruption to learning and teaching that young people experienced, while maintaining standards.

In addition, SQA has adopted a more generous approach to grading to help ensure fairness for learners. This is in recognition of the fact that those preparing for and sitting exams have done so in very different circumstances from those who sat exams in 2019, having experienced disruption to their learning over two academic years.

Learners can be confident that the qualifications they receive are credible and fair, and that they reflect the knowledge, understanding and skills they have acquired through their hard work in very challenging circumstances. Colleges, universities and employers, can also be confident that standards and integrity have been maintained in 2022.

Young people can also appeal their grade for National 5, Higher and Advanced Higher courses directly through SQA for free. Learners can appeal if their final result is lower than the grade their school, college or training provider expected. While the final decision is the candidate’s, SQA would encourage anyone considering submitting an appeal to discuss their decision with their teacher, lecturer or other member of staff first.

Priority appeals are available for learners who have a conditional offer for a college or university place or for a training or employment offer and must be submitted to SQA by Friday 19 August.

All other appeals must be submitted by Friday 2 September.

Full details on eligibility and how to register an appeal and a copy of SQA’s Appeals 2022 – what you need to know (495 KB) booklet has been delivered to the homes of all learners taking National 5, Higher and Advanced Higher courses.

SQA’s Candidate Advice Line will be available on Results Day from 8 am to 6 pm, then Wednesday 10 August to Tuesday 16 August (excluding weekends) from 8:30 am to 5 pm. The line can be reached on 0345 279 1000.

Skills Development Scotland can be contacted on 0808 100 8000 and will be open from 8 am to 8 pm on Tuesday 9 August and Wednesday 10 August. It will be open 9 am to 5 pm from Thursday 11 August to Wednesday 17 August, excluding weekends.

Children’s Commissioner Bruce Adamson has congratulated young people on their achievements during the pandemic. 

IN a video message, he’s said ‘well done’ to those who are pleased with their results. But he’s also reminded young people who might be feeling disappointed, that setbacks happen to us all.  

Commissioner Bruce says: “I want to say a big congratulations to all of you. It’s been a difficult few years and you’ve worked really, really hard. It’s important that we recognise all of your achievements. 

“If you’ve got the results you hope for, that is brilliant. For those who don’t get the results you hoped for, don’t panic. There really is no wrong path, and we’ve all had setbacks in our academic careers. 

“Take the opportunity to think about what you want to do next to develop that amazing potential that you have.”

Paul Johnson, NSPCC Childline Team Manager, Scotland, said: “At Childline we know that results day and the period running up to it can be a really stressful time for young people.

“This year we saw the return of exams for the first time in three years after the pandemic and young people have told our Childline counsellors that they have been feeling anxious and stressed about revision and sitting them.

“Some young people have also told us they felt underprepared for exams after studying from home for long periods of time in the last few years.

“Now, as they find out their results from the exams, it is vital that they feel supported and listened to.

“Young people often tell us they are worried they will get lower grades than they need to get into their preferred course or University, and they feel anxious and unsettled because it’s out of their control.

“Often they have high expectations for themselves, or their family can put them under pressure to perform well.

“Some young people think their whole future depends on these results and this is their last chance to get into the further education course of their choice, or an apprenticeship that they have applied for.

“In such circumstances, it’s possible the young person could appeal their results or resit their exams the following year. They could also look at alternative courses or universities through clearing, and there’s the option of taking a gap year. Speaking to a teacher could be very helpful in assisting a young person to decide on which is the best option to take.

“If any young person is feeling apprehensive and worried about their results, I’d urge them to talk to someone about it.

“It can be very upsetting for a young person not to get the grades they had hoped for or expected, and it can affect their confidence. But it’s important for them to know that many others are going through the same thing and there are a range of options to explore. 

“There are also lots of trusted adults they can turn to for help and support whether that’s a teacher, careers advisor, parent, carer or Childline.

“Every year our specially trained counsellors carry out counselling sessions with hundreds of children across the UK who are worried about their exams and results. They listen to the young person’s concerns, offer advice about dealing with anxiety and help explore the different options available for those who don’t get their desired results.

“The conversation is confidential, and no worry is ever too small.”

A girl aged 16 from Scotland, said: “We have final assessments starting next week and we’ve only been given a couple of weeks to learn the content and I’m struggling with it all to be honest.

“I was predicted straight As but at this rate my grades will be nowhere near that. I’m so anxious I feel sick constantly. I’ve never really struggled with exams before – I found national 5’s really easy but when I went up to higher and there was lockdowns and stuff I started really struggling.” (Girl, aged 16, Scotland)

A girl aged 17 from Scotland, said: “I feel really stressed and worried and don’t know what to do. I had my first ever exam today and I feel like it went horrible.

“In my prelims, I got all As but today’s exam felt way harder and don’t know if I will be able to appeal. I feel I’m going to be stressing over this the whole summer until my exam results come back and still I have 3 other exams to go.” (Girl, aged 17, Scotland)

Advice

For young people who may not achieved the results they wanted:

  • Ask a teacher, careers advisor or any adult you trust what they think and discuss your options and how you are feeling.
  • Remind yourself of what you did well in whether that be specific pieces of coursework, or other parts of your life.
  • Don’t compare yourself to your friends.
  • If you do not feel your grade reflects your ability speak to your school about making an appeal.
  • Look at other courses or training programmes and apprenticeships that you can do.
  • If you haven’t got a place at your chosen university, try not to worry as there is a chance you could get a place at another university through the clearing process.
  • Take a gap year and do something different like volunteering.
  • Look at different courses that you can do with the grades you have achieved.

For parents and carers:

  • Your child may find it hard to talk to you about their results so be patient and supportive until they feel ready to talk about how they feel.
  • Encourage your child to take their time to think about what they want to do next. There’s no need to rush into a decision straightaway.
  • Help them think about their choices by writing down a list of pros and cons for each of their options

Scottish Government: Exams on track

Contingency measures and support in place

It remains the Scottish Government’s ‘firm intention’ to hold National 5, Higher and Advanced Higher exams this Spring, Education Secretary Shirley-Anne Somerville restated yesterday.

Taking into consideration ongoing disruption within schools, the Scottish Qualifications Authority (SQA) has decided to invoke its Scenario 2 contingency and will provide revision support in early March to aid learners in preparing for their exams. 

It complements the significant modifications SQA has already made to reduce the volume of assessment and ease the workload of learners, teachers and lecturers.

SQA also announced a series of measures that will support delivery of the qualifications this year and that acknowledge the disruption caused by the pandemic:

  • exceptional circumstances back-up for learners who are unable to attend their exam or exams due to illness or bereavement
  • grading exams this year will look to factor in the impact of the pandemic on learners
  • once the results have been published, learners will have free direct access to appeal

Ms Somerville also confirmed that £4 million will be used to support schools and colleges provide targeted exam preparation sessions for learners who need it most over the Easter break.

In a statement delivered in the Scottish Parliament, the Education Secretary said: “It remains my firm intention that exams will take place as planned – they will only be cancelled if public health advice says it isn’t safe.

“While the number of full and partial school closures has been small, it is clear that many secondary schools have experienced extreme disruption as a result of the Omicron variant – particularly in the first half of January – in relation to both student and teacher absences. 

“This package of measures is designed to ensure our learners are fully supported in their learning and preparations for the exams this year.”

The Scottish Qualifications Authority (SQA) has confirmed that a package of support services – including some further help with exam revision – will be available for learners who are taking National 5, Higher, and Advanced Higher courses in 2022.

It is still the clear intention for SQA exams to take place during April to June.

The additional support being announced today follows the significant modifications already made to course assessments at the start of the school year to help reduce the volume of assessment and ease the workload of learners, teachers and lecturers, whilst maintaining the credibility and integrity of the qualifications.

SQA has been closely monitoring the levels of disruption to learning and teaching across the country, including learner and staff absences.

Following discussion with partners across the education system, and agreement by the SQA Board of Management, SQA is now moving to ‘Scenario 2’. This means that some revision support will be published for learners during week beginning 7 March to help them with their revision in the final run up to their exams.

SQA will provide revision support for all courses that have an exam. This will be tailored to reflect different types of question papers, any modifications to the question papers that are already in place, and the type and volume of content that is assessed in each question paper.

Fiona Robertson, SQA Chief Executive and Scotland’s Chief Examiner, said: “I fully understand that there remains significant disruption to learning and teaching caused by the pandemic.

“Teachers and lecturers across the country are working exceptionally hard to ensure learners receive all the support they need. I am also aware that learners may be feeling apprehensive or anxious about sitting formal exams for the first time this year.

“The substantial package of additional support SQA is announcing today is the fairest and best way we can help support all learners to demonstrate their level of knowledge, understanding and skills for each course, while also maintaining the integrity, credibility and standard of the qualifications.

“With the support of the education system, we will continue to do all we can to deliver for Scotland’s learners this year.”

Jim Thewliss, General Secretary of School Leaders Scotland, said: “Given the significant disruption to learning and teaching as a consequence of staff and pupil absence, and the resultant level of anxiety which young people are experiencing in the lead up to National examinations, it is important that as comprehensive support as is possible to provide is made available to them.

“This wide-ranging support package will go a long way to enabling exam candidates to better demonstrate the true level of their knowledge and skills.”

Stewart Nicolson, from the Association of Directors of Education in Scotland said: “Given the level of disruption, it’s important that additional support has been identified for learners taking National 5, Higher and Advanced Higher exams this year.”

The other support services now available to learners are:

Exam exceptional circumstances service (available while exams are taking place)

This service is available for learners who are unable to attend an exam due to a reason beyond their control, such as a medical condition (including Covid-19 related absence) or bereavement, or who are affected by disruption on the day of the exam as reported by the Chief Invigilator.

The exam exceptional circumstances service will involve SQA appointees – practising teachers and lecturers – reviewing alternative assessment evidence that learners have completed through the year. Schools, colleges and training providers will need to send the evidence to SQA. This evidence will be judged against the national standard.

Grading (takes place once exams have been sat and marked)

In recognition of the disruption that learners have faced over the last two years, and the different approaches to assessment, this year we are prepared to be more generous in our approach to grading than in a normal year to factor in the impact of the pandemic on learners. In line with the approach being taken across the rest of the UK, SQA therefore expects that the overall outcomes in 2022 will represent an intermediary position between 2021 and pre-pandemic years.

SQA’s approach to grading the exams in 2022 will be based on its established awarding processes. Using ‘grade boundaries’ – the marks needed to achieve an A, B or C grade in each course – SQA will check that each assessment was set at the right standard or level of difficulty, making sure learners are treated fairly and that their grades accurately reflect what they know and can do.

During the grade boundary setting process, SQA appointees – practising teachers and lecturers who are subject experts in each course – will determine the 2022 grade boundaries by looking at all the available assessment evidence and course information, including the impact disruption has had on how learners have performed in the assessments.

This process also maintains the integrity and credibility of the qualifications and ensures learners are awarded the results they deserve. This is of vital interest to all those who hold qualifications now, for those who will achieve them in the future and for further and higher education establishments and employers.

Appeals service 2022 (after results have been published)

All parts of the Scottish education system agree that, as in any year, it is important that there is an appeals process available for learners who want to question their SQA results. In 2022, all learners will continue to have free direct access to the appeals service and a priority service will also be available for those applying to university, college, training or employment.

This year’s appeals service will involve SQA appointees – practising teachers and lecturers – who will review alternative assessment evidence that learners have completed through the year. This will be the same evidence as that used for an exam exceptional circumstances request, which will be judged against the same national standard for that course. SQA will also conduct a clerical check on the exam script. Schools, colleges and training providers will need to send the alternative assessment evidence to SQA.

Learners’ grades through the appeals process will be based upon the higher grade of the two types of evidence.

More information, including criteria for using the exam exceptional circumstances and appeals services, will be published over the coming weeks.

These measures have been developed in close consultation with members of the National Qualifications Group, including the Association of Directors of Education in Scotland (ADES); Colleges Scotland; Education Scotland; Educational Institute of Scotland (EIS); National Parent Forum of Scotland (NPFS); School Leaders Scotland (SLS); Scottish Council of Independent Schools (SCIS); Scottish Government; Scottish Qualifications Authority (SQA); Scottish Youth Parliament (SYP).

Exams back on the timetable for Scotland’s schoolchildren

National 5, Higher and Advanced Higher exams will be held in spring 2022 if public health advice allows, the Scottish Government has announced.

The decision has been informed by public health advice and by the views of partners, including those on the National Qualifications Group, which includes representatives of young people, parents, teachers and other education professionals.

Course content has been reduced compared to a normal year to take account of the disruption to learning that young people have experienced. These modifications have already been confirmed by the Scottish Qualifications Authority (SQA).

Due to uncertainty over the pandemic, two contingency plans will be in place.

If there is further significant disruption to learning as a result of COVID-19, but it is still safe for exams to go ahead, there will be further modifications to courses and assessment.

If public health conditions do not allow for an exam diet to take place, awards will be made on teachers’ judgements based on normal in–year assessment. 

Education Secretary Shirley-Anne Somerville said: “Exams will take place next year if safe to do so.

“Fairness for learners sitting exams in 2022 is at the heart of our plans. Assessment modifications across national courses for the next academic session have already been confirmed by the SQA in recognition of the disruption to learning that young people have experienced. We will set out details on further support available for learners in September.

“Careful contingency planning has taken place in case there is further significant disruption to learning or if public health conditions do not allow for the holding of an examination diet.

“These contingencies offer stability for teachers and learners in the coming academic session and will allow their focus to be on normal practices in teaching, learning and assessment.  More detailed guidance will be issued by the SQA at the earliest opportunity.”

Commenting on the announcement, EIS General Secretary Larry Flanagan said: “It is no surprise that the Scottish Government has stated its intention to reinstate an exam diet in 2022, should public health advice allow.

“The EIS would have preferred to see exams by-passed for S4 students in the interests of supporting education recovery and wellbeing among this cohort.  It remains to be seen whether the reductions in course content for this year as recognition that young people have been adversely affected by the pandemic through no fault of their own, will suffice.

“It is essential that appropriate and robust contingencies are in place should it be necessary to cancel the exam diet on public health grounds. We saw earlier this year the damage caused by decisions being made too late without adequate contingences in place and the huge workload and stress that was placed on students and staff as a result.

“In the longer term, the process of reviewing the qualifications system and replacing the SQA must learn lessons from recent experience. The EIS has long been concerned regarding the lack of accountability of the Scottish Qualifications Authority to the teaching profession and the over-emphasis placed on annual high-stakes exams at the expense of continuous assessment.

“The EIS believes that now is an appropriate time to consider the future shape of learning and assessment in the senior phase, alternative models of timetabling and the timing of qualifications to better serve the needs of Scotland’s learners, as part of the process around replacing the SQA.”

Modern apprentice success as city’s students receive their grades

Modern apprentice Rebecca Ritchie is celebrating after successfully completing her Foundation Apprenticeship and entering the City of Edinburgh Council’s early years academy programme.

Rebecca, 18, was one of 16 young people to graduate this summer with an award in Foundation Apprenticeship Social Services Children and Young People and next month she will join our Early Learning and Childcare Academy to train an as early years practitioner.

Rebecca, who left Firrhill High School this summer having achieved five National 5s and two Highers, said: “I’m in quite a few youth clubs which I enjoy so thought a future in childcare would suit me. My school told me about the Foundation Apprenticeships which I’ve now completed and I’m going to be a modern apprentice.

“I think the Foundation Apprenticeships are a really good thing as it gives you a good idea of what job you might want to do and take on as a career. I’m really excited about working in nurseries so I can get to know the children and put into practice what I’ve been learning over the past two years.”

Her success was mirrored today as thousands of young people in Edinburgh received confirmation of their grades from the Scottish Qualifications Agency (SQA).

Once again this year there were no formal SQA examinations due to the pandemic; instead, grades were based on assessments which were set and marked by teachers, following the SQA’s new Alternative Certification Model. The model included robust quality assurance at all levels.

Early indications are positive with pupils from City of Edinburgh Council schools once again making improvements in several areas compared to previous years.

A total of 43,875 resulted awards were certificated for 8,189 candidates (includes special schools, adults and mainstream secondary pupils) in over 88 subjects ranging from Accounting to Urdu.

Particular successes across Edinburgh secondary schools include the percentage of A grades in both National 5s and Highers which improved compared to 2020 and 2019. This year 46.9% presentations were at an A grade compared to 43% for 2020 (3.9 percentage point increase) and 36.9% for 2019 (10 percentage point increase).

At Highers there were 48.3% presentations were at an A grade compared to 41.4% for 2020 (6.9 percentage point increase) and 31.6% for 2019 (16.7 % increase).

National 5s saw passes (A-C grades) of 81.7% (up 3.2 percentage points from 2019) and Highers of 85% (up 8 percentage points from 2019). Both categories saw falls compared to last year with pass rates of 88.8% and 89.7% respectively but there has also been a drop nationally.

Percentage increases across all schools were found at the following levels:

  • By the end of S5, 65% of the S4 roll achieved 1 or more Higher passes (A-C) – a 1 percentage point improvement on last year, and 6 percentage point improvement from 2019. 
  • By the end of S6, 70% of the S4 roll achieved 1 or more Higher passes (A-C) – a 1 percentage point improvement on last year and a 4 percentage point improvement since 2019
  • By the end of S6, 46% achieved 3 or more Higher passes (A-C) – a 1 percentage point improvement on last year and an 8 percentage point improvement since 2019

Jake Douglas, 18 years, left Forrester High School with 3 As in his Advanced Highers of Maths, Mechanics of Maths and Physics and starts at Heriot Watt University studying Maths and Physics next month.

His achievement is all the more notable as his courses were completed remotely as he was studying them at different schools. Due to Covid restrictions he was often unable to attend the schools so had to do his studies with teachers through Microsoft Teams and on e-mail.

He said: “It was really difficult having to study on my own at home but it did work in my favour as it meant I could go at my own pace. I’m delighted I’ve been able to reap the rewards and it’s nice to know that all my hard work has paid off.

Councillor Ian Perry, Education Convener for the City of Edinburgh Council, said: “This year was once again an extremely difficult one for both pupils preparing for their assessments and our dedicated teaching staff who put in a tremendous amount of effort in co-ordinating them.

“The impact of the pandemic on learning and teaching has been a huge challenge for everyone so it’s really encouraging to see improvements in several measures compared to previous years.

“Praise must go to all our teachers and staff who worked extremely hard in pulling together all the assessments for the SQA. Our young people should be very proud of themselves in what has been an unprecedented year of change.”

Councillor Alison Dickie, Education Vice Convener for the City of Edinburgh Council, said: “Once again our young people have shown great resilience in the most trying of circumstances and they’re to be congratulated for all their hard work as they take their next steps to achieving their personal goals.

“I’m particularly pleased to see the successes of our young people completing their Foundation Apprenticeships. These qualifications are a great way for us to develop our workforce in the early years area by having people who are well qualified with the right knowledge, skills and expertise to support our children and families in Edinburgh. It’s a progression route for young people coming out of school, and an opportunity for them to consider a professional career in early years.

“It’s important to remember that our amazing young people have a diversity of strengths and interests and that every learner’s journey is different. School is about ensuring they are able to fulfil their potential by attaining the highest level of achievements possible and by receiving the best possible experience.”

Record number of Higher and Advanced Higher passes

Scottish school pupils will receive their official grades today. There were more than 200,000 entries for Higher and Advanced Higher courses this year – and this year’s students have achieved new records.

The number of Higher passes is at a record level since the advent of Devolution, and the number of Advanced Higher passes is the highest since their introduction in 2001.

Almost 137,000 learners are receiving Scottish Qualifications Authority (SQA) results today – the most since 2017.

Pass rates overall remain high, despite the exceptional challenges caused by the COVID-19 crisis, and are significantly higher than the historic picture – up 12.6 percentage points for Highers compared with 2019, but down slightly on last year.

With an exam diet not possible because of the pandemic, this year’s grades for National 5s, Highers and Advanced Highers were based on teachers’ judgement of evidence of attainment.

The results show:

  • the highest number of Higher passes since at least 1999
  • the highest number of Advanced Higher passes since the qualifications were introduced in 2001
  • an increase in the number of entries for National Qualifications compared with 2020
  • the percentage of grade As awarded at National 5, Higher and Advanced Higher level is at a record high
  • pass rates at National 5, Higher and Advanced Higher are higher than in 2019, although slightly down on 2020
  • the poverty-related attainment gap is narrower than in 2019, although slightly wider than in 2020

Education Secretary Shirley-Anne Somerville said: “This is a strong set of results, achieved under extraordinary circumstances.

“It’s been one of the toughest academic years we’ve ever known, with the pandemic throwing significant challenges at our young people. So to have this many learners receiving certificates and for the number of passes at Higher and Advanced Higher to be so high is incredible.

“These results are testament to the hard work, resilience and determination of learners – and to the dedication of their endlessly supportive teachers and lecturers, who have been with them every step of the way, going above and beyond to make sure pupils got the grades they deserve.

“Learners can be confident that their awards are fair, consistent and credible. Indeed, industry representatives have made it clear how much they value this year’s qualifications.

“As in any year, the results highlight some areas for us to focus attention on. Closing the poverty-related attainment gap and ensuring every young person has the chance to fulfil their potential remains central to our work. We know that the challenges presented by the pandemic mean our efforts to deliver equity in education are more vital than ever, so we are investing a further £1 billion over the course of this Parliament to help close the gap.

“While congratulating those receiving SQA results today, we should also recognise, and celebrate in equal measure, the successes of young people whose achievements are not measured in national qualifications but in other ways. They should be proud of their hard work and resilience during such a difficult year.

“For some young people, today’s results may not be what they would have liked. There is always a next step – and there is a range of support and practical advice available for learners, and their parents and carers, to help in that onward journey, whether it’s staying in education, training, or moving into the workplace.”

Fiona Robertson, SQA Chief Executive and Scotland’s Chief Examining Officer, said yesterday: “Results Day, when learners receive their certificates and find out their grades, is always a significant and important annual date in the calendar.

“This year is very different for lots of reasons, not least because teacher judgement has replaced exams and because learners already know their grades after receiving provisional results before the end of term.

“The 2021 approach to assessment – the alternative certification model (ACM) as it is formally known – has not been without its critics.

“Perhaps that was inevitable given the need to agree and build a new model at pace, but it was the best possible solution in the exceptional circumstances we faced and I have yet to hear a credible alternative put forward. 

“As we approach Results Day 2021 tomorrow, it is time to put those criticisms aside and to focus on paying tribute to the tremendous efforts made by Scotland’s young people in what has been a very difficult and challenging time for many.

“It’s also important to recognise the tireless professionalism and commitment of Scotland’s teachers, lecturers and support staff who have gone the extra mile to do their utmost for their learners, whom they know best.

“Following the cancellation of exams by the Deputy First Minister, the education sector came together last autumn to form the National Qualifications 2021 Group, which was tasked with developing and implementing an alternative.

“There was no ‘off the shelf’ solution but we quickly agreed that the ACM had to have evidence of learners’ learning and skills at its heart.

“And so provisional results, decided by teachers and lecturers using assessments completed by learners that followed the national standard set by SQA, were used to award this year’s National 5, Higher, and Advanced Higher courses. Those provisional results are the same as the final results learners will receive tomorrow unless the SQA, in very exceptional circumstances, discovered an administrative error.

“As we all know, through this year there have been further restrictions and lockdowns and together with teachers, lecturers, learners, parents and carers, the ACM had to quickly adapt.

“Ways in which the model adapted include the in-built flexibility around when and how schools and colleges assessed learners so that they had the best chance to demonstrate their knowledge and skills. 

A big congratulations to each and every learner getting their certificate. You have achieved so much.”

Open Letter to Young People

We all know that this year has been a year like no other and understand that the impact on young people has been significant.

Research undertaken with young people by Young Scot reveals anxiety that this year’s qualifications and achievements will not be valued as highly by employers in comparison to previous years.

My many discussions with industry and employers resoundingly confirms the opposite. Instead my experience is widespread employer admiration for the fortitude and resilience young people have shown throughout all the challenges faced in the past year, and a solid commitment to create opportunities to help shape futures.

Official SQA results are due to be issued on 10 August. This is an opportune moment to communicate through an ‘open letter to young people’ that Scotland’s industry and employers stand in support of them, recognise their qualifications, and congratulate them on their achievements. The content of the open letter is attached and includes a number of signatories who represent a broad range of Scotland’s employers. We couldn’t include everyone, however I know there will be many more who stand ready to endorse it.

I therefore kindly ask for your support now, to get behind our campaign and help re-build youth confidence at this critical time.

An open letter to Scotland’s Young People

While you enjoy the summer and a well-deserved break from your studies we wanted to write to you in our role as Scotland’s business leaders and on behalf of our networks of thousands of Scottish employers.

As you receive your official SQA results, we want to reassure you that we recognise and value your qualifications as much as any other year. We congratulate you on everything you’ve overcome and achieved this year, and you have our support, whatever your needs and wherever your ambitions lie.

Over the past 18 months you’ve had to deal with a situation like no other and the flexibility, ingenuity and resilience you’ve shown gives us confidence in you as future employees.

We are committed to helping to create job opportunities for you so that you can have a positive future. We are also committed to ensuring that there are opportunities available for every young person and that you have help and support to develop further.

Many people in interesting job roles across Scotland may not have taken an obvious or traditional path. Look out for #NoWrongPath which will show you that, whatever your results, there are different routes into jobs.

There are lots of industries continuing to grow and new ones emerging which offer exciting opportunities. Employers need young people with fresh ideas and experience to get involved and work together with us to tackle big challenges, such as climate change. Wendy Robinson, Service Head of Childline, said“At Childline we know that results day and the period running up to it can be a really challenging time.

“The impact of the pandemic has made this even more difficult – and young people have told our Childline counsellors they are understandably feeling anxious and stressed.

“The last year has been incredibly tough for young people with school closures, exam cancellations and changes to the assessment process – so it is vital that they are supported and listened to.

“Young people have told us they’re concerned that they may get lower grades than if they’d been able to sit their exams, or that their results are out of their control – whereas others are concerned that they won’t get the results they need for their future.

“Some also said they struggled to prepare and do the work they were being graded on due to having so much time out of school because of restrictions.

If any young person is feeling apprehensive and worried about their results, I’d urge them to talk to someone about it.

“And if they don’t get the results they need, there are options they can take and there are trusted adults that they can turn to for help and support. This could be a teacher, careers advisor, parent, carer or Childline.

“Our counsellors are always here to talk to young people whether that be on the phone or online.

“The conversation will be completely confidential and no worry is ever too small. If it matters to a young person, it’s important to Childline.”

One 16 year old girl said: “It is exam season and I am missing three very important papers because I have COVID. I feel so trapped and alone in my room. I’m expected to study for exams as if the pandemic hasn’t happened.

“The exam board said they’d cancel exams yet they proceed to give the papers to schools to give to us to sit which I find so unfair.  I have missed months of school, had to learn online, and now I have COVID right before exams. None of this is my fault and I don’t understand why my grades should suffer for something that is out of my control. (Girl, 16, Scotland)

Advice

For young people who may not achieved the results they wanted:

  • Ask a teacher, careers advisor or any adult you trust what they think and discuss your options and how you are feeling.
  • Remind yourself of what you did well in whether that be specific pieces of coursework, or other parts of your life.
  • Don’t compare yourself to your friends.
  • If you do not feel your grade reflects your ability speak to your school about making an appeal. This doesn’t always mean you’ll get a better grade but it can help if you think things would have been different had you sat the exam.
  • Look at other courses or training programmes and apprenticeships that you can do.
  • If you haven’t got a place at your chosen university, try not to worry as there is a chance you could get a place at another university through the clearing process.
  • Take a gap year and do something different like volunteering.
  • Look at different courses that you can do with the grades you have achieved.

For parents and carers:

  • Your child may find it hard to talk to you about their results so be patient and supportive until they feel ready to talk about how they feel.
  • Encourage your child to take their time to think about what they want to do next. There’s no need to rush into a decision straightaway.
  • Help them think about their choices by writing down a list of pros and cons for each of their options
  • If they are finding it hard to talk to you, let them know they can contact Childline for free, confidential support and advice on 0800 1111 or www.childline.org.uk

Childline data for the UK 

  • Between April and June this year Childline has delivered 1812 counselling sessions to young people who spoke about concerns relating to exams and exams being cancelled.
  • This has more than doubled when compared to the same period last year where 861 counselling sessions were delivered.
  •  In 43% of these counselling sessions, a young person also spoke about their mental and emotional health.
  • 985 sessions were delivered to girls (54%), 220 were delivered to boys and 607 of the sessions the gender of the child was either other or unknown (34%).

The EIS has congratulated Scotland’s senior students after a strong set of qualifications results were confirmed.

Commenting, EIS General Secretary Larry Flanagan said, “Scotland’s young people have endured a particularly difficult period over the past year, with the ongoing Coronavirus pandemic creating many challenges in all aspects of their lives including their education.

“The late decision to cancel the exam diet and to move to the Alternative Certification Model (ACM) inevitably created additional pressures on students, but it is clear that Scotland’s young people have performed exceptionally well in the most trying of circumstances and they can be extremely proud of all that they have achieved.”

Mr Flanagan continued, “The additional pressure and workload created by the late move to adopt the ACM, compounded by a three-month lock-down, placed a particularly heavy burden on teachers and lecturers, and they deserve sincere thanks for their absolute commitment to ensuring that young people could receive the grades that they deserved.”

Mr Flanagan added, “As we look ahead to the welcome replacement of the Scottish Qualifications Authority and a refresh of a qualifications system that still places too much emphasis on high-stakes end of year exams, there will be lessons to learn from this year’s experience.

“Today, however, is about recognising and celebrating the successes of Scotland’s young people.”

‘Substantial reform’ for Education Scotland

The Organisation for Economic Co-operation and Development Organisation (OECD) has backed Scotland’s school curriculum in its independent review.

The Scottish Government last year commissioned the OECD to carry out a review of Curriculum for Excellence (CfE). The remit of the review was to help the government better understand how the curriculum is being designed and implemented in schools and to identify areas for improvement across the country.

Education Secretary Shirley-Anne Somerville today announced that all 12 of the review’s recommendations will be accepted in full, including recommendations on curriculum, assessment and qualifications which will see the Scottish Qualifications Authority (SQA) replaced and Education Scotland substantially reformed.

The Scottish Government will actively consider what changes are required to our qualifications and assessment system. This work will be heavily informed by the next OECD report, expected in the autumn, and by consultation with young people, parents, teachers and the wider education system.

Education Scotland will no longer undertake inspections, with this work becoming a separate, independent role. The Scottish Government will engage widely on the options for the future of inspection.  

The OECD also suggests that the curriculum work currently undertaken by Education Scotland might best sit with any new curriculum and assessment body which will replace the SQA.

Publication of the OECD report into Scotland’s curriculum system, known as Curriculum for Excellence (CfE), meets another of the Scottish Government’s commitments for the first 100 days since the First Minister was elected.

Ms Somerville said: “The last few years have accelerated a debate about the future of Curriculum for Excellence and senior phase education in particular. The OECD report is crystal clear – Curriculum for Excellence is the right approach for Scotland.

“In fact, despite all the criticism here at home, the OECD tells us it is viewed internationally as an inspiring example of curriculum practice.

“However, 10 years on from CfE being introduced, it is right and proper that we review how it is being implemented. 

 “We accept in full all 12 recommendations from the OECD. We will replace the SQA. We will talk to young people, parents and teachers to build a system that works in line with CfE – exactly as the OECD recommends.

“Responsibility for inspection will no longer sit with Education Scotland and we will look at what further reform of the agency’s functions is required.

“Everyone across the education system, including at the SQA and Education Scotland, has worked tirelessly this year under very challenging circumstances. They are owed a debt of gratitude.

“What comes next is a period of change. But it is change in order to improve, to achieve more and to deliver for Scotland’s pupils.

“Our commitment is to do exactly that and we will work with everyone and anyone willing to help to make that a reality.”

EIS welcomes decision to axe SQA

The EIS has welcomed today’s announcement by the Cabinet Secretary for Education that the Scottish Qualifications Authority (SQA) is to be scrapped.

The announcement came following the publication of the OECD Review of Curriculum for Excellence (CfE), which identified a ‘disconnect’ between the core aims of CfE and Scotland’s qualifications system.

Commenting, EIS General Secretary Larry Flanagan said, “The EIS welcomes the publication of the OECD report, and the announcement by the Cabinet Secretary that the SQA is to be scrapped and replaced by a new body.

“It is essential that any new body is properly configured and is accountable to the profession through a model of governance based on educational, rather than political, considerations and with a teacher voice at its heart.”

On the OECD report, Mr Flanagan said, “The OECD report highlights some of the strengths of the Scottish Education system, not least being Scotland’s place in the top 5 nations in the world regarding global competency, but it also confirms what the EIS has been saying for a number of years, which is that there is a disconnect between the BGE (Broad General Education 3-15) and the Senior Phase (15-18). 

“There is massive assessment overload in the senior phase, which squeezes out the time needed for both depth and breadth of learning – two of CfE’s big ambitions. This overload is also the driver of excessive workload, and that has been exposed clearly during the pandemic.

“The comparatively high level of teacher class contact time was another area highlighted, with the OECD highlighting the need for reduction in class contact time – a key priority for the EIS – if teachers are to be able to collaborate around curriculum and assessment. We welcome that EIS lobbying in this area has already had some impact, with the Scottish Government pledging to deliver an early reduction of 1.5 hours per week in teachers’ class contact time to bring Scotland closer to OECD norms.”

Mr Flanagan continued: “The report also seems to confirm that the Government’s focus on Standardised National Assessments has been a monumental distraction with little impact other than adding to the bureaucracy that bedevils teachers’ working lives.

“The absence of any comment on the pre-5 sector is both disappointing and worrying. CfE runs from 3-18 but we are seeing a continuing reduction in the number of nursery teachers deployed in early years, which is a betrayal of the Scottish Government’s previous commitment to protecting the role of the teacher in pre 5 provision.”

Education agencies to be reformed

Key national agencies Education Scotland (ES) and the SQA will be reformed as part of ambitious plans for Scotland’s education recovery, Education Secretary Shirley-Anne Somerville has announced.

The Education Secretary said the role, remit and purpose of both organisations will be considered, as well as their functions and governance arrangements. 

Ms Somerville announced the reforms as she outlined wide-ranging plans for education recovery in the first 100 days of government and beyond.

These include:

  • investing over £1 billion to close the poverty related attainment gap
  • recruiting 3,500 additional teachers and classroom assistants
  • ensuring every schoolchild has access to the technology they need to support their education
  • making free school lunches available to all P4 children before extending to all primary school children, all year round
  • expanding free early learning and childcare and developing the provision of wraparound care and after-school clubs
  • increasing the school clothing grant and the Best Start Food grant
  • providing interim support – including a £100 payment near the start of the summer holidays – for eligible children before the formal expansion of the Scottish Child Payment next year
  • offering a £20 million Summer Programme to help restore the wellbeing of children and young people, particularly those worst hit by COVID-19
  • removing charges for core curriculum activities and music and arts education
  • working with colleges and universities to ensure they remain sustainable and at the forefront of global education and research.

Laying out the Scottish Government’s visions and ambitions for education, the Education Secretary said the priority was to continue to deliver excellence and equity, despite the pandemic, with the health and wellbeing of pupils at the forefront of the plans.

This next phase of recovery activity builds on almost £400 million of investment committed in this area to date.

Ms Somerville said: “I hope this programme outlines our determination to deliver improvements with pace and urgency. I am open to considering what further reform is necessary, with the clear purpose of doing all we can to improve outcomes for children.  This includes reducing variability in the outcomes children and young people achieve across the country.

“I want to look at options for reform which ensure that schools get the best possible support and challenge to enable them to improve further and to do the very best for the children in their care; to enable them to focus relentlessly on providing the highest quality of learning and teaching for our children, and to ensure that those working in education outwith schools are fully focused on doing everything they can to provide the highest quality of support.

“I want to signal my intention to start this process by considering how to reform the SQA and Education Scotland. This will be a key priority for me.”

Ms Somerville said the reform plans would be informed by the findings of the OECD review into Curriculum for Excellence, which is due to be published on 21 June.

The EIS has welcomed the review. EIS General Secretary Larry Flanagan said, “We have for some time been arguing for reform of the SQA and, in particular, the need for a stronger governance model which would see the qualifications authority more accountable to the Education system and the profession, rather than to the Scottish Government or an opaque, Government appointed, Board.

“Our members have often found the SQA to be too remote from classroom practice and a significant generator of additional workload for teachers. Reform of the qualifications body should be matched by changes to the senior phase, which focus on creating time for deeper learning, breadth of study and parity between ‘academic’ and vocational’ qualifications.”

Mr Flanagan added, “With regard to Education Scotland the key issue is to create more independence for this body and move it closer to its role of supporting schools and teachers rather than being under the direction of the Scottish Government.

“Education Scotland should be free to challenge Government rather than being an extension of the civil service. There also needs to be a significant review of the usefulness of the current inspection process in what is meant to be an empowered education system.”

Higher exams cancelled

Plans for the 2021 exam diet have been updated in light of continuing disruption to young people’s education caused by coronavirus (COVID-19).

Higher and Advanced Higher exams will not go ahead and will be replaced with awards based on teacher judgement of evidence of pupils’ attainment. The assessment model will be based on the approach already agreed for National 5 awards, details of which are being set out today.

Data shows that since the return to school in August, there have been varied instances of COVID-related disruption to learning, with a higher proportion of pupils from more deprived areas having to spend time out of school.

Deputy First Minister John Swinney said: “In October, I said Highers and Advanced Highers would go ahead if it was safe and fair to do so. Since then, many pupils have suffered disruption because of COVID, as they were obliged to self-isolate or even saw their school closed. The level of disruption has, however, not been the same across the board – pupils in deprived areas have been hit hardest.

“While we hope that public health will improve in the coming months with the roll-out of the vaccine, we cannot guarantee that there will be no further disruption to pupils’ learning.

“Holding exams would run the risk of translating the unequal impact of COVID into unfair results for our poorest pupils, leading to their futures being blighted through no fault of their own. That is simply not fair.

“There will be no Higher or Advanced Higher exams in 2021. Instead we will adopt a new model that is based on the one developed for National 5 qualifications and make awards on teacher judgement of evidence of learner attainment. This approach is more flexible and takes account of the reality of the disruption so many pupils have already had to their learning.”

Mr Swinney also announced there will be an exceptional one-off payment to teachers and lecturers who are critical to assessing and marking National 5, Higher and Advanced Higher courses this year.

This is to recognise their additional workload of assessing national qualifications in this unique academic year in the absence of exams. The Scottish Government will work with partners and employers on the specifics of this payment. 

The National Qualifications 2021 group, led by the SQA and involving local authority directors of educations, the EIS, and others, have been working to develop the model for assessing National 5 qualifications. 

It involves teachers and lecturers working with the SQA to understand the standards required for national qualifications and how to apply this when grading pieces of evidence such as course work. No algorithm will be used, nor will learners’ awards be based on school past performance.

Results for learners will be awarded on 10 August.

John Swinney: ‘I am sorry’

Pupils whose results were downgraded by the SQA are to receive new grades based solely on teacher estimates.

The SQA’s alternative certification model was put in place after exams were cancelled due to coronavirus (COVID-19). After listening to the concerns of affected young people, parents and teachers over the last week, Ministers are directing the Scottish Qualifications Authority (SQA) to re-issue downgraded awards solely on the basis of teacher judgement, without reference to historical patterns.

Deputy First Minister John Swinney today apologised to the 75,000 young people whose estimated mark was reduced by the SQA and said that the downgraded awards risked ‘young people, particularly from working class backgrounds may lose faith in education and form the view that no matter how hard you work, the system is against you.’

As a result:

  • Where a teacher estimate was adjusted down by the SQA, candidates will receive the grade the teacher awarded
  • Candidates whose entries were adjusted up by the SQA will retain the higher grade
  • The SQA will inform schools of the revised results by Friday 21 August for schools to tell pupils. New certificates will be issued in due course.
  • The SQA will provide new grades to UCAS and other college and university admissions bodies, and the Scottish Government will ensure enough places at colleges and universities so that all places awarded to young people can be taken up

In order to learn lessons and plan for next year:

  • Ministers have asked Professor Mark Priestley of Stirling University to conduct an independent review of the events following the cancellation of the examination diet and make recommendations for the coming year. This will initially report within five weeks.
  • The OECD’s ongoing independent review of Curriculum for Excellence will be asked to include recommendations on how to transform Scotland’s approach to assessment and qualifications, based on global best practice.

Mr Swinney said: “These are exceptional times, and in exceptional times truly difficult decisions are made. In speaking directly to the young people affected by the downgrading of awards – the seventy-five thousand pupils whose teacher estimates were higher than their final award – I want to say this: I am sorry. 

“I have listened and the message is clear. They don’t just want an apology, they want to see this fixed and that is exactly what I will now do. To resolve this issue all downgraded awards will be withdrawn. I am directing the SQA to re-issue those awards based solely on teacher or lecturer judgement.

“We now accept that the risk of undermining the value of qualifications is outweighed by a concern that young people, particularly from working class backgrounds, may lose faith in education and form the view that no matter how hard you work, the system is against you. Education is the route out of poverty for young people in deprived communities and we cannot risk allowing that view to take hold.

“The SQA will issue fresh certificates to affected candidates  as soon as possible and, importantly, will inform UCAS and other admission bodies of the new grades as soon as practical in the coming days to allow for applications to college and university to be progressed.

“I would like to thank all of Scotland’s children, young people and adult learners for the incredible resilience they have shown throughout the COVID-19 epidemic. We are immensely proud of all that they have achieved. I hope that our pupils now move forward confidently to their next step in education, employment or training with the qualifications that teachers or lecturers have judged were deserved.

“We will look to learn lessons from the process to awarding qualifications this year that will help to inform any future actions. An Independent Review, led by Professor Mark Priestly of Stirling University, will look at events following the cancellation of the examination diet and given the urgency, I have asked for an initial report with recommendations on how we should go forward this coming year within five weeks.”

Mr Swinney faces a vote of No Confidence in parliament on Thursday.

SQA exams stooshie: Tories call for ‘triple lock’

 The Scottish Conservatives have called on the SNP government to support a “triple lock” of measures to protect young people at the centre of an exams ‘debacle’. 

Pupils opened their National, Higher and Advanced Higher results this week – but an estimated 125,000 grades were lowered following moderation by the Scottish Qualifications Authority (SQA). 

As a result, thousands of students received lower grades than had been estimated by their teachers. 

And critics say the methods used by under-fire education chiefs have disproportionately impacted on young people from Scotland’s poorest areas.  

On the day pupil protests were held in Edinburgh and Glasgow, Lothian MSP Miles Briggs backed a three-point plan to restore public confidence in the system. 

The plan sets out: 

– a guaranteed turnaround of 14 days for appeals 

– appeals to be based on the individual ruling out awards based on a school’s historic performance, demographic, location or SIMD ranking  

– the option for every pupil to take an examination in the autumn if they are still unhappy with grades awarded. 

Lothian MSP, Miles Briggs, said: “Thousands of pupils across Edinburgh and the Lothians have been badly let down by SNP Ministers during this debacle.

“It is clear to everyone that the policy to disproportionately downgrade the results of students from schools in less affluent areas is simply not fair.

“The current situation can not be allowed to stand and steps must be taken to allow pupils to get the results that they deserve.

“These steps, set out by the Scottish Conservatives, would allow students to have every chance to get their proper grades and move forward with their futures.”

Scottish Labour says John Swinney has failed Scotland’s school pupils and they are calling for his resignation.

On Friday, Scottish Labour laid down a motion of no confidence in John Swinney, the Education Secretary and Deputy First Minister.

Scottish Labour leader Richard Leonard said: “This is not a decision we took lightly. Motions of no confidence have been sparingly laid in the history of the Scottish Parliament.

“But in the days since it emerged that thousands of school students had been marked down because of their schools’ past performance, Swinney has failed to acknowledge the scale of the crisis, and he has failed to announce a credible plan for re-dressing it.”

When the results were announced this week, Fiona Robertson, SQA’s Chief Executive and Scotland’s Chief Examining Officer, said: “Everyone receiving their results today can have confidence that their achievements and hard work have been rewarded.

“In a short space of time and amidst uniquely challenging circumstances for everyone, the Scottish education system has come together to ensure that candidates in 2020 can be certificated. This is a strong set of results and they should feel very proud of their achievements. They can now progress with confidence, to continued education, training or employment.

We have:

  • Delivered fairness to learners, through a consistent, evidence-based approach to awarding, supported by an Equalities Impact Assessment and a Child Rights and Wellbeing Impact Assessment.
  • Ensured safe and secure certification of our qualifications, taking difficult decisions when needed, following public health advice; and
  • Maintained the integrity and credibility of our qualifications system, ensuring that standards are maintained over time, in the interests of learners, through judicious moderation of grades.

I would like to thank the thousands of teachers and lecturers, SQA co-ordinators, school and college staff, local authorities, professional associations and national organisations, who have worked together to provide us with their candidates’ estimated grades, without which we would not be able to issue certificates today.

English

There were 46,626 entries at National 5 in 2020, (45,593 in 2019) with an A-C attainment rate of 87.6% (86.3% in 2019). At Higher level there were 36,205 entries (35,461 in 2019), with an A-C attainment rate of 76.6% (73.2% in 2019).

Mathematics

There were 41,141 entries at National 5 (41,586 in 2019), with an A-C attainment rate of 66.7%, (65.5% in 2019). At Higher level there were 19,160 entries (18,626 in 2019), with an A-C attainment rate of 72.3% (72.4% in 2019).

Applications of Mathematics

There were 10,430 entries at National 5, (4,458 in 2019) with an A-C attainment rate of 67.3% (58.5% in 2019).

Comparison of 2020 estimates versus prior attainment levels

The charts below provide A to C attainment rates for National 5, Higher and Advanced Higher from 2016-2019, attainment rate estimates for 2020 and attainment results for 2020.

The A to C attainment rates in 2020 are:

  • At National 5, 243,572 or 81.1% (225,594 or 78.2% in 2019)
  • At Higher is 146,643 or 78.9% (138,972 or 74.8% in 2019), and
  • Advanced Higher is 20,010 or 84.9% (18,627 or 79.4% in 2019).

National Progression Awards (NPAs), National Certificates (NCs) and SQA Awards

National Progression Awards (NPAs) and National Certificates (NCs)

Attainment figures for National Progression Awards (NPAs) and National Certificates (NCs) are also included. In total, 16,230 NPAs and 4,284 NCs have been achieved (13,136 NPAs and 4,873 NCs in 2019). NPAs are designed to assess a defined set of skills and knowledge in specialist vocational areas, such as Construction and Childcare.

National Certificates are designed to prepare people for employment, career development or progression to more advanced study in areas such as Sound Production and Fabrication and Welding Engineering.

SQA Awards

Attainment figures for SQA Awards are included in the statistics. In total, 31,428 have been achieved in 2020 (26,735 in 2019).

SQA Awards are designed to develop and provide evidence of specific skills that will help learners in the world of work and everyday life. Awards include Modern Languages for Life and Work, Employability, Scottish Studies and Enterprise.

Skills for Work

Skills for Work courses – available across SCQF levels 3-6, are also included in the attainment statistics. In total, 12,279 Skills for Work courses have been achieved, (9,662 in 2019).

Skills for Work courses focus on the world of work and the generic employability skills needed for success in the workplace. The courses offer opportunities for learners to acquire these critical generic employability skills through a variety of practical experiences that are linked to a particular vocational area such as construction, hairdressing, and hospitality.

Young people taking one of these Skills for Work courses will normally spend some of their time at a local college, other training provider or employer.

The SQA’s full awarding methodology, Equality Impact Assessment and Child Rights and Wellbeing Impact Assessment reports have also been published in full as planned.

Moderation Summary Reports

With exams cancelled because of coronavirus, the Scottish Qualifications Authority (SQA) downgraded many of the assessments made by teachers, bringing accusations of disproportionately affecting the results of pupils from schools in areas of deprivation which traditionally present fewer successful pupils for exams.

Education Secretary John Swinney,who now faces a vote of no confidence at Holyrood, has said he understands the concerns of pupils and he will address these concerns when he makes a statement to parliament on Tuesday.
