Capital counts down to Scottish Parliament elections

Highest ever numbers of registered voters and postal votes

With less than a week to go until the Scottish Parliament Election 2021, Edinburgh is gearing up to play its own part in the vote on 6 May.

Preparations are already well under way across the city’s 140 polling places and at the Royal Highland Centre, where the count will be held over two days (7 and 8 May).

Training is in progress for staff working on the day and the first postal votes are being processed.

More people than ever before are registered to vote in this election Edinburgh (401,321 people) and more than a quarter of these (102,138) have opted to vote by post – the largest number of postal votes of any Scottish local authority and the highest ever for the Capital.

And though registration for the electoral roll is now closed, citizens are still being urged to think carefully about their vote, to ensure they know when, where and how to vote on Thursday, 6 May and to return their postal vote in plenty of time.

Andrew Kerr, Chief Executive of the City of Edinburgh Council and Returning Officer for the Edinburgh constituencies and the Lothian Region, said: “We are entering the final days of preparation for the Scottish Parliament Election and anticipation is clearly beginning to build across the city.

“Running an election in the Capital is no mean feat, and it’s thanks to a great deal of organisation and the hard work of our Elections Team and hundreds of count and polling staff to adapt to the additional restrictions due to the pandemic that things go to plan.

“As we draw nearer to the day, I hope the public are making their own plans for voting, and ensuring they know when, where and how to have their say, remembering to put one cross on each paper on the day.

“On polling day there will be additional hygiene and distancing measures at polling places to keep voters and staff safe. These include a fresh pencil for each voter, protective screens for polling staff, one-way systems in some venues, additional ventilation and limits on the number of voters in polling places at any time.

“This year we’ve got the largest electorate we’ve ever had for an election in Edinburgh (401,321 registered to vote) and more than a quarter of these (102,138 people) have opted for a postal vote – the highest number of postal votes we’ve ever had and more than any other Scottish local authority. If you’re voting this way please make sure you post it in plenty of time – they must be received by 10pm on Thursday 6 May.

As we count down the final few days until voting day on 6 May, we’re counting up some of the key facts about Edinburgh’s vote:

  • 401,321: the number of people registered to vote in the Scottish Parliament Election 2021 in Edinburgh.  Of these 102,138 of these are postal voters. This is the highest electorate and number of postal votes ever for an election in Edinburgh and there are more people registered to vote by post in Edinburgh than in any other Scottish Council area.  
  • There are six constituencies in Edinburgh – Edinburgh Central, Edinburgh Eastern, Edinburgh Northern & Leith, Edinburgh Pentlands, Edinburgh Southern and Edinburgh Western. The Lothian Region also includes the three constituencies Almond Valley, Linlithgow and Midlothian North & Musselburgh.
  • There are 33 individual candidates standing across Edinburgh’s constituencies. 18 parties and one independent are contesting the seven seats available for the Lothian Region, with a total of 94 candidates involved.
  • 140 buildings will be used as polling places on Thursday, 5 May, housing 352 polling stations.  Each station will have two ballot boxes – one for the lilac Constituency paper and one for the peach-coloured Region paper.   
  • This year, the Council will employ over 900 polling staff to assist the public to cast their vote – with one presiding officer and at least one polling assistant in each polling station.
  • The count will take place over two days (Friday 7 and Saturday 8 May), counting three constituencies on each day. Friday: Edinburgh Central, Edinburgh Southern and Edinburgh Western. Saturday: Edinburgh Eastern, Edinburgh Northern and Leith and Edinburgh Pentlands. The results of the regional list vote will be declared on Saturday 8 May.
  • Over the two-day count, there will be another 300 staff per day tallying votes.

  • Turnout for last Scottish Parliament election in 2016 was approx. 60%

Candidates back regulation of construction industry and development of skills at special CICV Forum hustings

Regulation of the construction industry is essential for a safer and more productive future, election hopefuls from Scotland’s main political parties told a special digital hustings hosted by the Construction Industry Coronavirus (CICV) Forum.

The importance of skills and training in the industry also won unanimous cross-party agreement from panellists during the exclusive event held online this week.

Support for reform of procurement practices and a review of VAT on domestic repairs were other positive talking points – supporting the Forum’s own manifesto suggestions for ways to improve the industry.

The hustings, held via webinar on Tuesday 27 April, featured five candidates currently facing election to the Scottish Parliament:

  • Carole Ford, Scottish Liberal Democrats
  • Monica Lennon, Scottish Labour
  • Laura Moodie, Scottish Greens
  • Alexander Stewart, Scottish Conservative and Unionist
  • Kevin Stewart, SNP.

Answering questions from senior Forum representatives and members of a selected audience, all panellists agreed that regulation was essential for the future of the construction industry.

Kevin Stewart said: “It should be the aim of all of us to drive up standards and safety and build trust in people doing day to day work. Why is a security guard a regulated professional when a plumber is not?

“We need to have real debate about the regulatory issues, and a consensus about moving forward on regulation. The Grenfell Inquiry highlights the need to have occupations regulated to keep people safe and give public confidence in construction work.”

Ms Ford agreed, saying: “Professional regulation’s primary purpose is to protect the public, maintain high standards and protect qualifications and standards in the sector.

“The cowboys are doing no favours to those who are properly qualified, so we are totally committed to all measures which would support consumers and protect standards and professional qualifications, and totally in support of having a well-regulated, well respected construction industry which has the confidence of the public.”

Also in favour of regulation was Ms Lennon, who said: “It is important that qualified tradespeople are recognised for their experience and their competence, meaning the public will have confidence in who is coming into their homes or workplace.

“It makes sense to give people confidence in their work and that they will work safely and have pride in what they do, so we fully support measures to improve regulation and improve public safety.”

Training and apprenticeships ‘vitally important’

The importance of skills, training and apprenticeships in the sector was another topic on which all panellists were in full agreement.

Alexander Stewart said: “Economic growth is the cornerstone for this recovery, and construction plays a vital role in that. Skills and training apprenticeships are vitally important and we fundamentally believe that there should be more funding put into it.

“We want to bring people back and get more new people into the industry and ensure that women have more opportunity to become more involved. We also want economic growth, which will only come about through investment in training and support mechanisms.”

Ms Lennon concurred: “Jobs are at the top and at the heart of our manifesto and our vision for the next five years is a roadmap to recovery that focuses on skills – up-skilling, re-skilling and how we can support local government to take on apprentices and use a talented workforce in Scotland to retro-fit homes to tackle fuel poverty and create new jobs in construction and manufacturing.”

Procurement ‘a bugbear that needs resolved’

Questions on procurement reform had been raised by several Forum members ahead of the husting – and again, all five panellists were firm in their convictions that change is needed.

Ms Moodie said: “We believe public procurement could be a real growth boost for small, local businesses that are socially and environmentally responsible and we are committed to reforming procurement requirements that could fulfil that.

“We want to make sure Scottish businesses capture more of the supply chain opportunities, especially from the rise in the growing renewable industry and I believe there is a lot of room for improvement in terms of accessibility and use of online procurement tools.

“We would also like to see more support for small businesses so they can compete on a level playing field with bigger companies in terms of bidding for the work.”

Both Mr Stewarts agreed that public sector procurement should focus on “best value and not cost” – a key part of the manifesto released last month by leading Forum member SELECT.

Ms Lennon added: “Procurement is quite simply a bugbear that needs resolved and there are huge opportunities around local engagement and low carbon innovation. SMEs are the lifeblood of our economy and we will reorientate procurement to make sure it works for businesses in Scotland.”

VAT rules ‘a burden on business’

The Forum’s manifesto proposals to mitigate the imposition of VAT on domestic repairs, innovations, and green energy projects, gained the support of all the candidates.

Ms Moodie said it was a “burden on businesses” when they were trying to expand and develop, while Ms Lennon said any changes would unlock plenty of opportunities.

Ms Ford agreed, adding: “The current VAT system is regressive and holding back demand for vital energy efficiency improvements and retrofits.”

Kevin Stewart was also in agreement, adding that VAT was not a devolved matter but that he wanted it reduced or abolished for refurbishment repairs and regeneration projects.

Homes ‘need to be fit for purpose’

Panellists also responded to one audience member’s point that a recent survey revealed that 52 per cent of homes are not wind and watertight, with £3.8bn spent annually on their repair and maintenance.

Ms Ford replied that in the west of Scotland the factoring issue in tenements needs looked at as well as that of owners’ responsibilities, saying: “The Edinburgh solution has its own problems, but owners and the responsibilities of multi-occupancy properties needs reviewed.”

Kevin Stewart spoke of “educating people” about the importance of properties being wind and watertight and the need to be ambitious in helping more, while namesake Alexander added: “Homes need to be fit for purpose and there is a need to invest in the sector.”

Praise for ‘collective expertise’

Finally, there was one more thing all the panellists agreed upon – the excellent work of the CICV Forum.

The unique collective was formed in early March 2020 in response to the urgent COVID-19 threat and now comprises 29 leading construction trade and professional associations.

Alexander Stewart said: “It’s so important that the Forum is at the table as you have boots on the ground and work closely together to get the plans put into place. All the ideas in the CICV Forum manifesto are very good and we would support you in achieving them.”

Ms Ford agreed, saying: “The level of detail in CICV Forum documents is only possible because of your collective expertise. Working together has generated documentation that is a lot better than if carried out by one organisation.”

Kevin Stewart added: “The Forum has been at forefront of promoting working safely and long may it stay at the table with government. In particular I would like to pay tribute to the construction character Campbell who has been used to promote messaging through your clever use of social media.”

Forum actions include lobbying the Scottish Government to influence policy and push for positive action, as well as providing expert advice on important sector issues including commercial, employment, planning, skills, and health and safety.

Hustings ‘a resounding success’

The hustings format was the brainchild of Gordon Nelson, Scotland Director of the Federation of Master Builders, a key member of the Forum.

He said: “From the feedback we have received from the sector, it was clear that the hustings event was a resounding success and generated a wealth of constructive and thought-provoking answers from our panellists.

“It proved also that construction is very much at the heart of Scotland’s recovery, and that all parties are committed to rebuilding together and investing in a safer and fully skilled industry that will benefit the whole nation.”

Disabled people make their voices heard as election approaches

With the Holyrood Elections next week, 80 disabled people, families and carers came together to grill representatives of the major political parties at an online hustings event on Thursday, April 22nd. 

As many as one in five people in Scotland are disabled or have a long-term health condition meaning they are a sizeable portion of the electorate. Despite this, very little time has been given to debating the issues that directly affect disabled people and families as campaigning has gone on. 

Last week’s event was organised by a consortium of nine major charities who are trying to rebalance the debate so the voices of disabled people and families are heard and their views considered. 

At the hustings disabled people questioned candidates from the five main Scottish political parties on a wide range of issues including social care, the impact of the pandemic, social security, employment as well as rights and access.

The panel was chaired by award-winning freelance journalist and broadcaster Pennie Taylor, who specialises in health and social care issues and covered by STV on Wednesday. 

Rob Holland, External Affairs Manager for the National Autistic Society Scotland and one of the organisers of the hustings said: “Around one million people in Scotland have a disability or long-term health condition yet their views are often excluded from the national debate. 

“Given the uncertainty about the post-COVID landscape it is more important than ever for political parties to hear from disabled people and families, understand the challenges they face and do something about it.” 

The hustings event was organised by ENABLE Scotland, Health and Social Care Scotland (the ALLIANCE), Leonard Cheshire Disability, MS Society Scotland, National Autistic Society Scotland, RNIB Scotland, Scottish Autism, Sense Scotland and Sight Scotland.

QUOTES from disabled people that attended the Hustings:

David Weir, is 30, autistic and from Glasgow. He said: I always vote and encourage other autistic people to vote.

“I feel that many politicians don’t listen – so the more disabled people speaking up the more they will understand the challenges we face and hopefully do something about it.” 

Cat Johnson, 34 from Edinburgh, was diagnosed with MS at the age of 21 in 2007. She said: “As someone with MS who has acquired disability rather than being born with one, you see both sides and remember how things were before.

“The way that we view and treat disabled people in society is so far off what is OK and that’s frustrating. 

“It’s good to see politicians and their parties engaging at this stage but we need a longer term push for real change to provide better support for disabled people. 

“Things like the new Scottish social security system holding on to the 20-metre-rule, which sets a baseless measure for the highest level of mobility support, need to change if we want to build a better, fairer society.” 

Kirin Saeed, 52, from Edinburgh is blind. She said: “I as a visually impaired Asian woman believe events like these offer me and others to question the main decision makers, politicians, as well as to create greater awareness in the hope greater change may happen, although we have come a long way there is so much still yet to do.

“COVID19 has shown the importance in investing in the vulnerable   of society to benefit all.  

“I am a pragmatic optimist and feel the only way we will have greater say is to be at the heart of the legislative process.  And having the chance to question and getting a small response is a positive start. It is what happens afterwards that I really look forward towards.” 

Representing the main political parties at the event were Jeremy Balfour (Scottish Conservatives), Pam Duncan-Glancy  (Scottish Labour), Neil Gray (SNP), Gillian Mackay (Scottish Green Party) and John Waddell (Scottish Liberal Democrats). 

Northern Ireland’s FM Arlene Foster announces resignation

Statement delivered on Wednesday afternoon (28 April) by DUP Leader and First Minister of Northern Ireland Rt. Hon. Arlene Foster MLA:

A short time ago I called the Party Chairman to inform him that I intend to step down as leader of the Democratic Unionist Party on the twenty-eighth of May and as First Minister of Northern Ireland at the end of June.

It is important to give space over the next few weeks for the Party Officers to make arrangements for the election of a new leader. When elected I will work with the new leader on transition arrangements.

As First Minister it is important that I complete work on a number of important issues for Northern Ireland alongside other Executive colleagues. Northern Ireland and its people have been heavily impacted by the Covid-19 pandemic and there remains more work to be done to steer us thorough the pandemic and to lessen its impact on the lives of everyone.

It has been the privilege of my life to serve the people of Northern Ireland as their First Minister and to represent my home constituency of Fermanagh/South Tyrone. I first entered the Assembly in 2003 and undoubtedly the journey of the last eighteen years has been memorable. There are many people who have helped and supported me throughout that period and I will always been grateful for the kindness and support shown to me by them.

Whilst there have been many difficult and testing times for the Executive it remains my firm view that Northern Ireland has been better served having local Ministers at this time. It is unthinkable that we could have faced into the Coronavirus pandemic without our own devolved Ministers in place and no Ministerial direction for Departments.

As I prepare to depart the political stage it is my view that if Northern Ireland is to prosper then it will only do so built on the foundations of successful and durable devolution. That will require continued hard work and real determination and courage on all sides.

Whilst the focus is on me today I recognise that will pass. For me my decision to enter politics was never about party or person, it was about speaking up for the voiceless and building a Northern Ireland which could prosper and be at peace within the United Kingdom.

I am the first to recognise there have been ups and downs over the last five and a half years.

The 2016 Assembly election result and our Party’s best ever Westminster result in 2017 stand out amongst the high points when the electorate sent a clear message that they wanted to keep Northern Ireland moving forward.

The Confidence and Supply Agreement was able to bring one billion pounds of extra spending for everyone in Northern Ireland. Our priorities were not narrow but based on more investment in mental health and hospitals, bringing broadband to rural communities, improving our roads and ensuring funding to encourage more shared housing and education.

For our innocent victims, I am proud we battled together and whilst too late for some, we finally secured a truly deserved pension for you.

For our armed forces, the Veterans’ Commissioner is in place. You have an advocate to stand up for you and ensure your voice is heard at the heart of government.

Of course as with highs there were lows along the way.

The three years without devolution caused untold harm to our public services and the RHI Inquiry was a difficult period. The Protocol being foisted upon Northern Ireland against the will of unionists has served to destabilise Northern Ireland in more recent times.

Whilst there is still a job of work to do, I am proud that there is a young generation of Democratic Unionists getting involved in politics and trying to shape Northern Ireland for the better.

Over the last twelve months, I have been holding online meetings every week with young people mainly from working class communities and encouraging them especially the young women to get involved.

I echo that encouragement today. Politics and debate is the only path to effect change in society. You will and can be the MPs, MLAs and Councillors of tomorrow.

My election as leader of the Democratic Unionist Party broke a glass ceiling and I am glad inspired other women to enter politics and spurred them on to take up elected office.

I understand the misogynistic criticisms that female public figures have to take and sadly it’s the same for all women in public life. I want to encourage you to keep going and don’t let the online lynch mobs get you down.

To the hundreds of Party supporters who have been in touch over the last few days, I say a sincere thank you for the opportunities to serve you and the support you have given me. For almost five and a half years I have been incredibly humbled to have the opportunity to lead the Democratic Unionist Party.

I have sought to lead the Party and Northern Ireland away from division and towards a better path.

There are people in Northern Ireland with a British identity, others are Irish, others are Northern Irish, others are a mixture of all three and some are new and emerging. We must all learn to be generous to each other, live together and share this wonderful country.

The future of unionism and Northern Ireland will not be found in division, it will only be found in sharing this place we all are privileged to call home.

Lords report: Over half of UK citizens ‘financially vulnerable’

The House of Lords Liaison Committee has published its third follow-up report; Tackling Financial Exclusion: A country that works for everyone?

This report examines the progress made by the Government in the implementation of the recommendations made by the Select Committee on Financial Exclusion in its 2017 report Tackling Financial Exclusion: A country that works for everyone?

In the Liaison Committee’s report Review of House of Lords Investigative and Scrutiny Committees: towards a new thematic committee structure published in July 2019, the Committee recommended that the Liaison Committee (on a case by case basis) could hold follow-up evidence sessions on a former special inquiry committee’s recommendations, followed by the publication of a report.

This is the third occasion on which this new procedure has been utilised.

The inquiry found that over half of the population are classed by the Financial Conduct Authority (FCA) as having characteristics of financial vulnerability.

This issue has been exacerbated by the COVID-19 pandemic with 14.2m people in the UK now estimated to have low financial resilience – characterised by over-indebtedness or with low levels of savings or low or erratic earnings.

Types of financial exclusion can include: not being able to open a bank account, not being able to access financial services due to bank branch and ATM closures, not being able to access affordable credit.

The report recommended that a clear Government strategy and increased FCA powers are brought forward in order to stop people experiencing financial exclusion.

The report calls on the Government to introduce a requirement for the FCA to establish a statutory Duty of Care that banks and other financial services providers must operate toward their customers. This should replace the current insufficient requirement to ‘treat customers fairly’.

Other recommendations in the Committee’s report, Tackling Financial Exclusion: A country that works for everyone? follow-up report are:

  • The proposed legislation to protect access to cash should be brought forward without delay.
  • The Government should publish the timescale and details on the no-interest loan pilot.
  • The powers of the FCA to mitigate the trends in bank branch and free ATM closures should be reviewed and enhanced.
  • The Government should continue to work with the Post Office and UK Finance to roll out a public information campaign about the banking services that the Post Office offers.

Baroness Tyler of Enfield, who was Chair of the Select Committee on Financial Exclusion, said: “It’s time for the financial services industry to recognise they have a fundamental duty to ensure that banks act in their customers’ best interests and that products and services are fair by design.

“That duty of care should now be established in law and overseen by the Financial Conduct Authority to ensure greater consumer protection and prevent banks and others from profiting from their customer’s vulnerability.

“The COVID crisis has laid bare the extent of financial exclusion across the UK. We continue have more than a million adults in the UK without access to a bank account and more than half the country now have characteristics of financial vulnerability.

“It is now more important than ever that Government come forward with a comprehensive financial inclusion strategy that will ensure access to cash, protect the public and end the scandal of the poorest being overcharged for financial and other services. The Government should publish that strategy within 12 months and allow Parliament to assess it and hold them to account for its delivery.”

Gareth Shaw, Which? Head of Money, said: “Millions of people rely on cash as they are not ready or able to take advantage of digital payments. However, rapid closures to the cash machine and bank branch networks in recent years mean that many of these consumers risk being abandoned by their banks.

“Our research has shown that people in some deprived areas have seen significant cuts to free ATMs in recent years, while a domino effect of bank branch closures has taken place without enough regard to whether suitable alternatives are in place.

“The government must urgently set out its vision for the future of cash, including its promised legislation to protect access to it. This should include putting the FCA in charge of the cash system so that it can take the steps that are needed to ensure cash remains a viable payment option for as long as it is needed.”

Activists call for green jobs

Politicians urged to support investment to create over 13,000 green jobs

Local campaigners have urged all Edinburgh and Lothians candidates in the upcoming Scottish Parliament election to support much needed investment in key sectors to create green jobs as part of our economic recovery all while cutting our climate emissions.

New research shows that over 13,000 jobs could be created in Edinburgh across green infrastructure and care work in just two years.

The call comes after new research from Green New Deal UK revealed at least 130,000 green jobs can be created across Scotland. Campaigners highlight how this will help us deal with the current job insecurity many citizens face, but only if the government invests in key areas including care work and renewable energy.

The analysis maps out the huge jobs potential in sectors like solar energy, offshore wind, social care and energy efficiency – all of which are essential to Scotland meeting its national and international climate targets.

The data, compiled by Green New Deal UK, shows:

·         130,000 jobs could be created across Scotland in the next two years.

·         60,000 jobs could be created in care work, looking after people in our communities.

·         62,000 jobs could be created in building the green infrastructure needed to reduce climate emissions, including in renewable energy, construction and transport.

Laurie Dewar, a Green New Deal organiser in Edinburgh, said: “Our research shows that you can reduce unemployment and create jobs whilst tackling climate change at the same time. Politicians have the power capitalise on this opportunity and help their constituents.

“As a young person I know that now is the time in which my future is decided, and I want a world in which my decisions will not be dictated by ecological chaos.

“Considering the irrevocable damage climate change will do to the places we live and love, the global health and humanitarian crises it will spark, and the working solutions that we know can be adopted, we must come to a consensus to act.

“I see real power in our collective desire to live in a safer world and a key example is the public’s display of solidarity and connection throughout the pandemic. Walking down the streets now it is still easy to find rainbows lining the windows one year on: a symbol of our desire to create brightness in the dark. We can do that here as well. Out of the ashes of these twin issues can we form a better society.”

Ryan Morrison, Just Transition Campaigner at Friends of the Earth Scotland, commented: “The next Scottish Parliament must put people and climate action at the heart of decisions they make about the economy.

“Thousands of green jobs can be created by making bus travel free for everyone, scaling up renewable energy whilst ensuring that people in Scotland are reaping the benefits, and planning for a fair transition away from fossil fuels.

“We also need to broaden our understanding of what makes a job green. A truly green economy will see a myriad of retrofitters, carers, bike couriers and teachers, up and down the country, all working towards transforming our economy.

“There are opportunities in every part of Scotland that can support our recovery from the pandemic while tackling our emissions in tandem. It is imperative that new MSPs are focused on turning the potential opportunity shown in this research into quality jobs on the ground.”

Campaigners highlight how almost one in five children in Edinburgh live in poverty – most to adults in paid employment – showing the clear need more good jobs. In a world facing a climate crisis any good job must be green and sustainable, but they can also help revitalise our capital and create a society to be proud of.

GMB members overwhelmingly reject ‘derisory’ local government pay offer

GMB members across Scottish Local Government have overwhelmingly rejected the Scottish Government’s £800 increase for staff earning under £25,000 a year, sending a clear message to politicians and employers: “We’re worth more.”

Following the close of the union’s consultative ballot, 93 per cent of members voted to reject the offer tabled by the Finance Secretary Kate Forbes in the recent Scottish Budget, increasing the prospect of significant industrial action across local services this summer.

GMB, which represents 20,000 local government workers, pre-dominantly in services like home care, refuse, school support, and roads and maintenance, will now write to the First Minister and COSLA leaders to call for fresh negotiations and a significantly improved offer.

GMB Scotland Senior Organiser for Public Services Drew Duffy said: “This is a clear demonstration from key workers across Scottish local government that Kate Forbes’ valuation of their efforts isn’t anywhere near good enough.

“It’s been a wretched year and a desperate decade for council workers, especially the lowest paid and the services they deliver. Home carers, refuse workers, and school support staff have got on with the job for all of us despite being failed on PPE, testing and safe working guidelines. Furthermore, they did this after years of political austerity, which cut their pay in real-terms and gutted their services.

“After the applause and all the political platitudes, to recognise their dedication and sacrifice with an increase that won’t amount to much more than £10 a week for many staff is derisory, and the message to Ministers, politicians on the election trail, and councils is clear: “We’re worth more.””

Local government has to be an election priority, says COSLA

With Scotland going to the polls in just two weeks, and the election campaign back underway, COSLA says that Local Government must be an election priority and called on the political parties to make it one.

COSLA President Councillor Alison Evison said:   “Scottish Local Government plays a vital role in the lives of people within our Communities and this has never been more needed than in this past year.

“We have not heard much about Local Government in this year’s campaign so far and that is disappointing.

“COSLA has already called on all political parties to acknowledge the rightful role of Local Government in their manifestos ahead of this year’s election.

“Local Government is the anchor in our communities with a committed workforce who are invested in their communities and take pride in supporting people through good times and bad.

“We run the nurseries and schools that educate our young people and help build them into confident young people.

“Care of the elderly and vulnerable within our communities has never been more important and again it is Councils who rise to meet this challenge.  Our waste collection/disposal service keeps our communities clean and removes potential hazards. If it hadn’t continued during the pandemic we would have all suffered.

“We help individuals and businesses in times of crisis, often when there is no one else to turn to and again this is something that was highlighted during the pandemic.

“It is also important to look at how we help with the health of the nation.  It should not be forgotten how much we support the Health Service– be that with gritting roads and pavements or running sport and leisure facilities.   We are also responsible for services that help address isolation and mental health.

“In terms of our economic impact, Councils are often the biggest single employer in most parts of Scotland, mostly employing people from within their own council area who have local knowledge.  

“This means we have employees on the ground, ready, skilled and able to deal with emergency or crisis issues on, if necessary, a street by street basis. Councils have been instrumental in supporting business throughout this crisis and will be crucial as we look to rebuild an economy fit for the future.

“The new Parliament provides the opportunity for parties to put people and communities at the heart of their manifestos through Local Government and the vital services we deliver.”
