£5M fund to boost sustainable travel in Scotland now open

A multi-million pound grant fund has opened to support people across Scotland to travel in more active and sustainable ways.

Community, public and third sector organisations can now apply to the Smarter Choices, Smarter Places Open Fund which has £5 million worth of grants available this year alone – double the amount available previously.

Now in its fifth year, the fund has already awarded over £9.3million to hundreds of projects across Scotland that aim to get people out their cars and walk, wheel or cycle for short journeys or use public or sustainable travel for longer trips.

The launch of this year’s grant fund has been welcomed by Scotland’s Active Travel Minister Patrick Harvie MSP. He said: “I’m delighted we have been able to double this year’s Open Fund to £5 million – reflecting both the popularity of the fund and the effectiveness of giving community groups the flexibility to draw down funding and spend as they see fit to deliver initiatives that provide the best value for money in the communities they serve. 

“This increase is part of our record funding for active travel this year and another step in our commitment to make walking, wheeling and cycling the natural choice for our daily short journeys in Scotland, and I commend Paths for All for their excellent stewardship of the Open Fund.”

Managed by national walking charity Paths for All and supported by Transport Scotland, the Smarter Choices, Smarter Places (SCSP) Open Fund aims to encourage people to change their behaviour and to walk, wheel or cycle for short, everyday journeys.

It also encourages people to use sustainable travel choices, including buses, trams, trains for longer journeys to help cut Scotland’s carbon emissions and improve air quality.

Since 2018, the SCSP Open Fund has supported charities, colleges and universities, social enterprises, third sector organisations, community groups and health and social care partnerships to realise their active travel ambitions.

It’s funded dozens of new active travel jobs and has boosted hundreds of initiatives to get people moving as part of their daily journeys, funding everything from information apps to active travel hubs.

On your feet! New WHO report shows health and environmental benefits of active travel

Scottish Government welcomes study, co-authored by Edinburgh Napier University academic, that highlights the societal advantages of walking and cycling

A new report from the World Health Organisation (WHO) shows that swapping driving for cycling just one day a week saves the equivalent emissions of a flight from London to New York – about half a tonne of carbon dioxide.

The report, co-authored by Dr Adrian Davis, Professor of Transport and Health at Edinburgh Napier University, provides the latest evidence on the benefits and risks of active travel. It clearly shows that for individuals and societies, promoting active travel is good for population health and the environment.

For example, if just one in five urban residents can be convinced to permanently swap the driving seat for the saddle one day a week, it would cut emissions from all car travel in Europe by about 8%.

The health benefits of active travel are also laid bare with the report showing that active travellers have as much as a 40% lower risk of dying from cancer and a 52% lower risk of dying from heart disease compared to those commuting by car or public transport. They also have a 46% lower risk of developing heart disease and a 45% lower risk of developing cancer at all. This means a poorer quality of life.

The report also contains the latest evidence on the benefits of e-bikes which are bringing more people to cycling, including older adults for whom there is a positive impact on their health and wellbeing.

The report has been warmly welcomed by the Scottish Government. Minister for Active Travel Patrick Harvie said: “I’m pleased to welcome this new report from the World Health Organisation on the many benefits of active travel.

“This peer-reviewed publication – co-authored by Dr Davis from Edinburgh Napier University – provides the latest evidence base for policy makers across the globe on why investment in walking, wheeling and cycling is so important for our health, our cities and our environment.

“The vital role active travel can play in building healthier and happier lives is well recognised in Scotland. That’s why I’m proud the Scottish Government has committed to spend at least 10% of the transport budget on active travel by 2024/25, enabling a transformational investment in communities across the country. This report sets out all the benefits that we will see as we make that shift.”

Co-author Dr Adrian Davis said: “This report clearly shows that for individuals and societies active travel is good for health and that we can all play our part in tackling climate change. As Individuals, we can take actions which benefits our own health and that of others.

“People who walk or cycle as well as use cars have lower carbon footprints from all daily travel. More people switching some of their journeys to active travel would lower carbon emissions from transport on a daily basis.

“The report provides timely evidence to support policy makers and practitioners, coming as it does shortly after the Scottish local government elections.”

Scottish Schools celebrate Walk to School Week

Pupils in Scotland celebrated national Walk to School Week (16-20 May) with a series of events and a special guest.  

Walk to School Week is organised by Living Streets, the UK charity for everyday walking.  Families are encouraged to walk, wheel, cycle, scoot or ‘Park and Stride’ for the week to see the big differences that come from small steps, from healthier and happier children to fewer cars outside the school gates.

Pupils at schools in Aberdeen, Edinburgh, Shetland, Stirling, Moray, Orkney, Renfrewshire, Thurso and Wick were joined by Strider, the Living Streets mascot for a series of events to celebrate Walk to School Week.

Living Streets is working with Scotland schools to deliver WOW – the walk to school challenge in over 120 schools.

WOW is a pupil-led initiative where children self-report how they get to school every day using the interactive WOW Travel Tracker. Pupils who travel actively at least once a week for a month are rewarded with a WOW badge.

Chris Thompson, Schools Manager, Living Streets Scotland said: “Walk to School Week is a fantastic excuse to celebrate the many social, health and environmental benefits that come from walking to school.

“Schools across Scotland are working really hard to get more active on the school run and reduce congestion outside the school gates. We were thrilled to take Strider along to meet some of the pupils swapping the school run for a school walk on what was Strider’s furthest visit north!”

Suzanne Carson Headteacher at Gilcomstoun School, Aberdeen City said: “It is wonderful to be part of a national campaign inspiring children to think about how they get to school while promoting their health, fitness, and mental welling which is a key focus area for our Eco Warriors and our Health and Wellbeing Ambassadors.

“As a city centre school we promote active travel – walk, scoot and if you need to come by bus or car, getting off the bus early or parking further away and striding the last part of your journey to school.

“We hope the enthusiasm for choosing greener ways to travel lasts beyond Walk to School week and that our pupils are encouraged to consider the importance of sustainable travel.”

Mrs Caroline Leask, Road Safety Lead, Sound Primary School, Shetland said: “Sound Primary School are delighted to be selected as Living Streets feature school and are thrilled to welcome Strider to launch the WOW challenge.

“Our pupils are enjoying taking part in the Walk To School challenge each day and earning their badges. The campaign has encouraged pupils to take more active journeys to and from school whilst also being ECO friendly in their travel options.”

Walking, wheeling, and cycling boost to Capital’s environment and economy

New research from Sustrans and the city council

Every year walking, wheeling and cycling in Edinburgh helps generate more than £186.2 million in economic benefits while saving 38,000 tonnes in greenhouse gas emissions – the equivalent of 49,000 flights from Edinburgh to New York – according to a major new report.

The Walking and Cycling Index, formerly known as Bike Life, is the biggest assessment of walking, wheeling and cycling in cities across the UK and Ireland, carried out by Sustrans. Results from Edinburgh show 66% of residents walk at least five days a week – more than any other mode of transport and above the national average of 50%. Twenty-six per cent of residents cycle at least once a week.

Annually, people choosing to travel by foot, wheel or bike help take up to 150,000 cars off the road and save the NHS more than £8.2 million through the associated health benefits. However, the Walking and Cycling Index also found that 70.7 million journeys up to three miles are still driven in Edinburgh each year.

Most respondents – 78% – said more shops and everyday services close to home would encourage them to walk and wheel more, while the same number supported the creation of more 20-minute neighbourhoods.

The Council is in the process of developing a model for a network of 20-minute neighbourhoods across the city, where public transport and active travel are the best options for getting around and streets are designed for people, allowing them to easily access and support their local businesses and services.

Twenty-three per cent of residents currently don’t cycle but would like to and 64% say more physically separated cycle lanes along roads would help them to cycle more, with access to secure cycle storage at or near home (57%) amongst other incentives to cycling.

Several major cycling infrastructure projects are already underway or in the pipeline in Edinburgh, including the City Centre West to East Link (CCWEL) and the transformation of George Street. We’ve also rolled out 106 secure cycle parking hangars over the last two years, with a total of 180 hangars to be installed as part of the programme’s initial phase.

Walking and Cycling Index Edinburgh – key statistics

  • Health: Every year walking and cycling prevents 1,252 serious long-term health conditions. The physical activity benefits of walking and cycling prevent 316 and 28 early deaths respectively, valued at £1 billion (walking) and £92.4 million (cycling).
  • Environment: If 80% of the 70.7 million car journeys of up to three miles were walked and cycled it would save approximately 23,000 tonnes of greenhouse gas emissions.
  • Trips: Every day, 130,000 return walking trips and 16,000 return cycling trips are made by people that could have used a car. If these cars were all in a traffic jam it would tail back 435 miles – equivalent to the distance between Edinburgh and Southampton.
  • Quieter streets: Only 31% of residents think their streets aren’t dominated by vehicles. Sixty-one per cent support low traffic neighbourhoods and 59% said fewer motor vehicles on streets would be better for both walking and cycling.
  • Inequalities: Eighty-one per cent of non-disabled residents think the level of walking safety is good in their local area compared to 69% of disabled residents. Thirty-five per cent of men cycle at least once a week while only 17% of women do.
  • Funding: Half of residents (52%) want to see more government spending on both walking and cycling, and 57% would like more investment in public transport.

Daisy Narayanan, Head of Placemaking and Mobility at the City of Edinburgh Council, said:As ever, this report provides a fascinating snapshot of people’s walking, wheeling, and cycling habits – and the immense benefits active travel can bring, not only to our own health but the environment, the economy and the quality of life here.

Transport currently accounts for just under a third of Edinburgh’s emissions and it’s clear that there’s an urgent need to aid and encourage more sustainable ways of travelling if we’re to meet our 2030 net zero target. Responses to the Walking and Cycling Index provide an excellent guide for the kind of changes we need to make – people are telling us what we need to do to help them to travel by foot, wheel or bike, particularly for shorter journeys.

There’s already a great deal of work underway to support this. Our strategy for 20-minute neighbourhoods will mean people across Edinburgh can live well locally, meeting most of their daily needs from within their own community. The approach is designed to improve access to services where it is most convenient and helps to support local businesses, creating thriving, vibrant town and local centres.

This is alongside investment of £108 million over the next few years to transform walking, wheeling and cycling infrastructure across the Capital, as outlined in our ambitious City Mobility Plan, including the transformation of George Street, the delivery of CCWEL linking Roseburn to Leith Walk and the Meadows to George Street route.

Dr Sam Gardner, Chair of Edinburgh’s Climate Commission, said:Improving 2our streets to encourage more people to choose active ways of travelling is not only an essential part of tackling climate change but will also create a healthier, fairer city.

“A planned investment programme is already in place to support a step-change in the city’s cycling network and improve the safety of our streets for those walking and wheeling. It’s crucial that we not only deliver this programme but that we continue to build on its ambition at every opportunity.

“Edinburgh is a beautiful, compact and walkable city. We want to make sure all members of society can gain from this, and the Walking and Cycling Index is a key resource to help us to achieve that.”

Walking and wheeling should be the most accessible and desirable form of transport. It is of huge importance to people, especially during the current cost of living crisis and the climate emergency.

“The evidence is clear – Edinburgh residents want the option to walk and wheel to where they need to get to, and don’t want outdated and unmaintained pavements, crossing points that make walking and wheeling unsafe or inaccessible, and vehicles parked on pavements getting in their way.

“The City of Edinburgh Council can rest assured that they have the backing of the public to build on the work they have already started to make it easier for people to walk, wheel and cycle to get around.”

The Walking and Cycling Index Edinburgh is the fourth report of its kind produced by Sustrans in partnership with the City of Edinburgh Council and draws on local walking and cycling data, modelling and an independent survey of 1,346 residents carried out from June to August 2021, following the lifting of Covid travel restrictions. In total, 9,681 people were surveyed in Scotland.

As well as outlining residents’ walking, wheeling and cycling habits and the associated benefits, the report looks to future developments in the city. These include City Centre Transformation, the extension of 20mph streets and the dropped kerbs programme, following the vision set out in the City Mobility Plan.

Young cyclists take to their bikes to demand safer streets

Almost 500 young cyclists in Edinburgh and Inverness took to the streets at the weekend to demand action is taken to make the streets safer for cycling.

The events, run by campaign group Kidical Mass, were just two of the hundreds that took place around Europe to raise awareness of the need to make space for the next generation with measures like cycle lanes that are separated from roads.

There are currently 12 Kidical Mass groups in the UK, with Inverness and Edinburgh leading the way in Scotland. The groups organise regular cycle rides, to give young people visibility and help them make their voice heard.

Ewen Maclean was one of the organisers of the Edinburgh Kidical Mass ride. He said: “The Kidical Mass movement is about demonstrating the need and demand to allow kids the freedom and safety to move around our cities in a healthy and sustainable way. Very shortly these kids will be independent young adults and the benefits of encouraging active travel are clear and societal.

“Not only is incorporating active travel into your lives good for your mental and physical well-being, helping to address the inactivity crisis, and the climate crisis, but it reduces traffic volume, pollution and accidents and damage to our roads – which benefits those who need to drive as well as those that don’t.

“The children on the ride were able to chat and laugh and be outside interacting with their community, feeling safe enough to get around.

These kids were the lucky ones: many, many more would have loved to have joined from Leith, Portobello and other areas further afield but there is no safe route for them to access the ride.

“This is why we need to fight for safe routes across the city for all residents, but this ride was about giving a voice to kids, who can’t vote or participate in consultations – we need to listen to what is important for them for the future.”

Elspeth, aged 6, joined in the ride in Edinburgh. She said: “I loved riding with my friends and waving at people – it was really fun and I felt safe. I loved the music too.”

Bridie Barnett, hospital doctor and mum of 2 from Inverness, said: “It was amazing to see so many kids out on their bikes this weekend – we really see a difference in their confidence when we do these cycles because they aren’t worried about the cars coming close to them – it gives us a real insight into how good things could be if we had proper segregated cycle lanes.”

The first one from 1 to 2pm and the second one from 3 to 4pm.

These meetings will be held in the Old Kirk and Muirhouse Parish Church, 42 Pennywell Gardens, Edinburgh EH4 4PE.

Letters: Councils have vital role

Dear Editor

With the elections for Scotland’s local authorities happening on May 5th, it is important to emphasise the vital role councils play in helping blind and partally sighted people to live as independently and inclusively as possible.

People with a visual impairment are more likely to depend on services  from their local council, for information that’s readily available in alternative formats, public transport that’s accessible, streets and thoroughfares that allow people to walk safely and without obstacles, education that allows every child to reach their full potential, and employment that’s informed by a better understanding of what those with sight loss can do.

Around 178,000 people are currently living with a significant degree of sight loss in Scotland, of whom over 4,000 are children and young  people. Our ageing population and the increase in sight-theatening conditions such as diabetes means this number will, inevitably, grow.

Let’s make one positive legacy of the upheaval we’ve all been through a resolve to make sure we re-emerge as a society in which no one is left at the margins.

Our local authorities are absolutely key to this.

Final proposals for Meadows to George Street project unveiled

A milestone for Edinburgh’s City Centre ‘Transformation’ has been reached as final designs for the Meadows to George Street (MGS) scheme are published.

The Meadows to George Street (MGS) project will overhaul conditions for walking, wheeling and cycling on some of Edinburgh’s busiest and most iconic streets, as well as enhancing public spaces.

Changes made along the route via Teviot Place, Forrest Road, George IV Bridge, the Mound and Hanover Street will be made in a way which respects and enriches the World Heritage Site.

Plans include segregated cycleways, wider pavements and pedestrian priority areas and have drawn on feedback received through various stages of public and stakeholder engagement since 2018.

The council aims to begin construction in early 2024 and once complete, MGS will integrate with the forthcoming George Street and First New Town (GNT) scheme at Hanover Street, which is scheduled for a construction start later in 2024.

Following the last public consultation carried out in 2019, some amendments have been made to designs.

Amongst these, the two-way cycle track at Hanover Street is changing to one-way cycle lanes on either side of the road to better tie in with the proposed George Street junction under GNT.

A bus gate is also being introduced on Market Street to reduce through-traffic in the area, while footways along the route have been widened further and a new safe cycle crossing over Princes Street tram tracks has been added.

Councillor Lesley Macinnes, Transport and Environment Convener, said: “The transformation of Edinburgh’s city centre will lead to a truly connected, people-friendly place to live, work and spend time in.

“The Meadows to George Street project is one of the first steps to achieving this, as well as supporting our net zero goals by promoting sustainable travel, so it’s really exciting to see the final designs.

“We’ve worked hard over recent years to develop proposals which balance the needs of all those who use the street while prioritising safe and accessible travel by foot, wheel or bike. These plans provide a snapshot of how the route will look and operate in the near future, as part of our broader ambitions for the city.”

Councillor Karen Doran, Transport and Environment Vice Convener, said: “Our plans for Meadows to George Street are key to creating a Capital fit for the future, where healthy, active and sustainable travel is supported, and public spaces are opened up for socialising and relaxation.

“This is one of many projects to transform the way we use our city centre and I look forward to seeing it progress in the coming years.”

The MGS project is principally funded through Sustrans’ Places for Everyone programme, via Transport Scotland. This links in with other major Places for Everyone projects in Edinburgh, including the GNT project and City Centre West to East Link (CCWEL) which is already under construction.

Simon Strain, Head of Programme, Places for Everyone, at Sustrans said: “Sustrans have been working closely with The City of Edinburgh Council over the last few years to ensure designs for the MGS project meet the wants and needs of the people of Edinburgh. It’s great to see the final designs for the MGS project now shared.

“Once complete, the MGS project will make walking, wheeling, and cycling across Edinburgh city centre a safe and enjoyable experience for everyone, connecting the Old Town to the New like never before.”

By transforming walking, wheeling and cycling through the busy heart of Edinburgh, MGS will make it easier and more attractive for people to choose travel by foot or bike as part of their everyday journeys. Improvements to the streetscape will create a safe, vibrant place for people to live in and for all to enjoy.

MGS will be central to the broader transformation of the city centre, which will reshape Edinburgh by significantly improving public spaces and prioritising movement on foot, by bike and by public transport.

It will connect to several other major schemes already underway or in development, such as CCWEL, Meadows to Union Canal and, with cleaner air and a more a more pleasant and attractive city centre to spend time in, the Low Emission Zone.

The council plans to begin the statutory processes required to carry out the proposed changes to the road layout in May.

The final designs for George Street are due later this year.

Record investment for active travel in Scotland

The Scottish Government announced record investment in active travel for 2022-23 yesterday. This includes new funding for footpaths, significantly increased funding for local authorities and more than doubling the funding to the National Cycle Network.  

Living Streets Scotland, part of the UK charity for everyday walking will receive £555k in 2022/23. The Transport Scotland funding will see the charity work with over 450 schools to run its walk to school programme, which successfully increases walking rates and decreases congestion levels.

It will also allow work to continue on ‘20-minute neighbourhoods’, to ensure local facilities are within a safe and pleasant walking distance.  

Commenting on Thursday’s announcement from Patrick Harvie MSP in the Scottish Parliament, Stuart Hay, Director Living Streets Scotland said:  “Today is an important milestone in helping to turn Scotland into a more active, healthy and sustainable nation. We are pleased steps are being made to give walking, wheeling and cycling a reasonable share of transport budgets.  

“We are thrilled to receive additional support to grow our work in Scotland, including plans to reach over 450 primary schools, high schools and nurseries. These projects will aim to boost walking to school and reduce car journeys by 10%. 

“With extra resources we hope to work in every Scottish local authority area on programmes such WOW – our walk to school challenge and Walk to School Week. These projects will contribute towards Scotland’s ambitious national targets to reduce road traffic by 20%. Nowhere is this needed more than outside schools. 

“We look forward to working with other partners including Cycling Scotland, Sustrans Scotland and Paths for all to address the very real challenges of creating good walking environments at a local level.” 

National seminar to explore radical changes needed for Scotland’s streets

The Living Streets Scotland Big Walking Seminar ‘Radical changes for everyday streets: making it happen‘ will explore the gap between the rhetoric around walking and active travel, and the lived reality of walking in Scotland. It will hear from members of the public about their real-life walking experience. 

Living Streets’ Vice President, Susan Claris, will come together with keynote speakers from the health and equalities sectors, transport experts and local government leaders to ask hard questions about the big shifts needed to deliver change and make walking a pleasant and viable everyday activity for everyone. 

Joining Susan Claris will be Sheila Duffy (Chief Executive, ASH Scotland), Colin Pooley (Emeritus Professor of Social and Historical Geography, Lancaster University) and a representative from Mobility and Access Committee Scotland (MACs), among others. 


Stuart Hay, Director, Living Streets Scotland said: “We are looking at a real societal change in terms of getting people out of cars, with pedestrians seeking much more prominence in policy and funding decisions. This level of change is very challenging. 

“The Big Walking Seminar aims to provide a reality check by considering, not only how streets can be improved, but the fundamental changes needed to make walking projects successful. It will draw on the power of lived experience and lessons from other deep societal shifts, such as the smoking ban.” 

The Big Walking Seminar comprises a virtual morning session hosted on Zoom. Walk and Talks will take place in the afternoon, led by Living Streets Scotland staff and setting off from Edinburgh Waverley, Stirling Railway Station and Inverness Railway Station.
