Your Voluntary Sector Forum: let’s talk

What with ongoing funding uncertainty and major council reorganisation, there’s lots to talk about. The local Voluntary Sector Forum offers third sectors groups a chance to join together to discuss the challenges and opportunities ahead (writes EVOC’s June Dickson):EVOClogo

EVOC works directly with Voluntary Sector Forums. These groups link to the Neighbourhood Partnerships, & facilitate communication and planning among the voluntary sector organisations that operate within each local area. They fit within and feed back into the Neighbourhood Partnership structure.

However, the Forums are invaluable to third Sector representatives as they also:

  • Provide a Forum for Peer Support
  • Share issues of concern, information and knowledge
  • Take a collective approach to challenges and opportunities
  • Promote Third Sector Engagement with Neighbourhood Partnerships

and Community Planning

An example of how the Forums are a vehicle to work co-productively with partners, especially in terms of Community Planning, has been the schedule of meetings through the various Forums in Edinburgh where the CEC Transformation Team have attended and presented the Plans for Transformation and Localities to Third Sector organisations within each Locality.  These meetings have proved invaluable in terms of informing the Third Sector and other partners, as to the changes being planned whilst also providing a consultation opportunity with Third Sector and a line of communication providing feedback on concerns and challenges as well as opportunities.

The Agendas of each Forum are driven and decided by Forum members to ensure topics pertinent to a particular area are being addressed and discussed.

Listening to young people in North Edinburgh

youth talk noth logoNorth Neighbourhood Partnership is taking forward the Youth Talk initative as part of ‘Engaging Young People’ priority identified in both Inverleith and Forth Neighourhood Partnerships’ community plans. Youth Talk, originally developed in Liberton/Gilmerton where it was well-received, gives young people an opportunity to talk about facilities, activities and services in their local area.

It has now been launched in the Craigroyston Community High School, Royal High School and Broughton High School, where pupils were asked to vote/rate their local services. The results will be collated after the Easter break and the young people will then be gathered to map out their suggestions and discuss these in more detail.

It is intended that the outcome of the Youth Talk initiative will inform future service development and third sector commissioning. For more information contact info@totalcraigroyston.co.uk or scott.donkin@edinburgh.gov.uk

More power to the people

Government beefs up Community Empowerment Bill to encourage community participation in decision-making

future-planning

More community involvement in the decisions of public bodies will strengthen democracy, according to  Community Empowerment Minister Marco Biagi .

A change to the Community Empowerment Bill, agreed by the Local Government and Regeneration Committee last week, encourages public bodies to promote and facilitate participation with people and communities in decision making and budget setting.

The move follows huge participation in last year’s independence referendum.
Ministers will also have powers to require public bodies to engage if they fail to do so.

Speaking at the Community Development Alliance Scotland conference in Glasgow earlier this week, Mr Biagi said: “Involving people and communities in decision-making unquestionably makes for better decisions.

“As the referendum demonstrated, people will get involved when they understand the issues at stake and know that they can make a difference. It’s my job to ensure that enthusiasm continues and make it clear that people know their voice matters.

“Participation is about more than consulting, it is about empowering communities to shape decisions and have a say on how ideas are delivered.

“18 Scottish councils have taken up the Government’s offer of training and support for participatory budgeting projects, giving communities the chance to have their say on local budgets. That helps build community capacity while ensuring the public sector understands local needs and priorities and can target budgets more effectively to improve services.

“More participation brings fresh perspectives, strengthens democracy and will help build a fairer Scotland.”

Fiona Garven, Chair of Community Development Alliance Scotland said: “CDAS welcomes the changes to the Community Empowerment (Scotland) Bill which will pave the way for communities to be involved in meaningful decisions about how public money is spent.

“We are encouraged that the legislation will also require processes to be put in place to support communities and community organisations to engage with public bodies to raise awareness of local issues and to contribute to more effective shaping and delivery of local services.

“Such support will be important to encourage the involvement of a diverse range of communities in local democratic processes and achieve a rebalance of power across all sections of Scottish society.”
