Labour Lothians MSP, Sarah Boyack has written to Cabinet Secretary for Health, Neil Gray, seeking clarity over the next steps for the recently announced replacement eye hospital.
Last week’s budget brought the news campaigners have long been waiting for, that a new eye hospital is going ahead in Edinburgh.
This is after multiple U-turns from the Scottish Government and the current facility being not fit for purpose for 10 years.
Ms Boyack has been a long-time campaigner for the hospital and is now seeking more concrete next steps following the announcement.
In her letter, Ms Boyack highlights that patients and campaigners ‘need clarity’ and urges Neil Gray to lay out the timeline for delivering the hospital and when the construction work will commence.
She also seeks reassurances about whether Mr Gray will meet with stakeholders and campaigners to update them on the progress with the eye pavilion.
The fate of the current Princess Alexandra Eye Pavilion was thrown into the spotlight recently when it was revealed that it would have to shut for a minimum of 6 months due to urgent repairs.
These repairs were further complicated by the discovery of asbestos.
The disrepair and age of the current building is one of the main reasons cited by campaigners as to why a new hospital is so desperately needed.
Commenting on her open letter, Sarah Boyack MSP said: “I am incredibly relieved that this project is finally going ahead.
“However, we have seen multiple U-turns in the past on the eye hospital.
“We need urgent clarity on the next steps.
“This project must be completed as soon as possible so that patients finally get the facility they deserve and require.
“I want to work constructively with Neil Gray on this.
“Patients and campaigners deserve clarity and I hope The Health Secretary takes up my suggestion to meet with stakeholders.”
Domestic abuse crimes have increased 11% in Scotland according to the latest figures from Police Scotland.
Between April and September 2024 there were 20,271 reported crimes of domestic abuse, compared to 18,243 during the same period last year, an increase of 2,028 crimes according to Police Scotland’s 2024/25 Quarter 2 Performance Report.
The figures have been published as the organisation launches its latest campaign to help tackle domestic abuse.
Assistant Chief Constable Steve Johnson, executive lead for major crime, public protection and local crime explains: “As our latest data shows domestic abuse continues to be a problem within our society.
“Domestic abuse is a crime that remains hidden behind closed doors, but we are committed to tackling it. The psychological harm that domestic abuse inflicts can be long lasting and wide ranging on not just victims, but also children and other family members.
“Our focus remains on sensitively and thoroughly investigating incidents reported but we also want to see a reduction in offending, which is why we are launching our latest domestic abuse campaign.”
Scottish Government figures released last month report that in 2023/24 Police Scotland recorded 63,867 incidents of domestic abuse.
Of those incidents recorded, 81% involve a male perpetrator and female victim, 15% featured a female perpetrator and male victim and 3% featured same sex couples. And where age is known, approximately 35% of all incidents reported featured a male perpetrator under the age of 35.
Assistant Chief Constable Johnson continued: “Our aim is to encourage young men who are starting out in relationships to reflect on their behaviour and recognise that if they have started to use abusive, controlling or coercive behaviour to realise that it’s wrong and to change. There is advice available from our partner, Respect, to help them change their behaviour.
“We are fully aware that women can be abusers too, however our figures year on year consistently highlight that over 80% of incidents reported to us involve a male perpetrator and so our focus remains on reducing offending by men.
“With this campaign we are looking to influence those in the younger age brackets to realise what isn’t acceptable in a healthy relationship and encourage them to change their behaviour at an early stage and therefore prevent abusive behaviours developing.”
Dr Emma Forbes, Procurator Fiscal for Domestic Abuse, said: “COPFS takes a rigorous approach to crimes of domestic abuse and we are committed to prosecuting those responsible effectively and fairly, using all of the tools at our disposal.
“Young people should feel safe, valued and excited in their relationships. Sadly, we recognise that everyone, including young people, can be victims of abusive behaviour by a partner. Domestic abuse is not just about physical violence; it includes verbal, psychological, sexual, and financial abuse, as well as coercive control and stalking.
“Controlling what clothing or makeup the victim can wear, restricting their movements, monitoring their communications and preventing them from seeing loved ones are just some of the recognised forms of domestic abuse.
“No one should have to live in fear of a partner or former partner, regardless of their age or gender. I would urge every victim of domestic abuse not to suffer in silence but to report it. You will be listened to and supported as we seek to secure justice.”
Victims and Community Safety Minister Siobhian Brown said: “Domestic violence is abhorrent and this campaign is important as it focuses on men recognising and then changing their behaviour. This is the only way that we can see a change in society and a reduction in domestic abuse and violence.
“By showing that domestic violence is taken seriously, we can also encourage women to report crime and seek help and support. We know that it is this type of crime than can go unreported and we encourage anyone experiencing any kind of abuse, whether physical or emotional, to contact Police Scotland.
“Addressing and tackling the root causes of violence against women and girls remains fundamental to prevention which is a focus of our Equally Safe Strategy.”
Jo Todd CBE, CEO, Respect, said: “As the UK charity stopping perpetrators of domestic abuse, we’re delighted to be part of Police Scotland’s new campaign that raises awareness of abusive and controlling behaviour.
“To tackle domestic abuse, we need to address the root cause and ensure that perpetrators are stopped, held to account and given the chance to change where appropriate.
A number of cases sentenced during 2024 have seen young men given custodial sentences as a consequence of committing domestic abuse offences towards partners or ex partners:
Christian Schonenberger (aged 22) from Dundee was sentenced in November 2024 in relation to offending against a female and two charges of animal cruelty over a 12-month period. He was given an extended seven-years and six months sentence (four years six months custodial term), a 99 year non harassment order, a ten-year ban on owning or keeping animals and has been added to the sex offender register for an indefinite period.
John Allen (aged 28) from Denny was sentenced in November 2024 in relation to numerous offences against two females over the course of their relationships. He was given an extended 13-year sentence (nine-years custodial term), and indefinite non harassment order and has been added to the sex offender register for an indefinite period.
Charles Fyfe Morrison (aged 27) from Paisley was sentenced in July 2024 in relation to numerous offences against two females over the course of a four-year period. He was given a nine-year extended sentence, (seven years custodial term), a non harassment order for 15 years and has been added to the sex offender register for an indefinite period.
Robert McGovern (aged 20) from Edinburgh was sentenced in March 2024 in relation to numerous offences against six females over the course of a six-year period. He was given a 15-year extended sentence (nine years six months custodial term), a 999 year non harassment order applying to all the women and has been added to the sex offender register for an indefinite period.
Supporting children to have the best start in life
First Minister John Swinney has launched his official Christmas card in partnership with charity Children First.
Children and young people supported by the charity were invited to Bute House to meet the First Minister and share their hopes and dreams for 2025.
This year’s Christmas card design features a photograph of Loch Faskally taken by Jane Barlow, an award-winning photographer at the Press Association. In the new year, a framed copy of the photograph signed by the First Minister will be auctioned to raise proceeds for Children First.
The First Minister said the card, and launch event, was an opportunity to highlight his commitment to eradicating child poverty and ensuring every child in Scotland has a safe, happy childhood and opportunities to succeed in life.
He said: “The Scottish Government is committed to making Scotland the best place in the world to grow up. So, it was important to me that this year’s Christmas card reflected that pledge.
“This year saw the United Nations Convention on the Rights of the Child incorporated into Scots law through ground breaking legislation, helping to make sure public authorities across Scotland respect, protect and fulfil all children’s human rights and that children live free from discrimination – an ambition championed by Children First.
“Children First does tremendous work protecting children from harm and delivering emotional, practical and financial support for families. Meeting the children and young people today at Bute House was an excellent opportunity to hear first-hand about the issues affecting them, and their aspirations for the future.
“I’d like to thank the very talented Jane for contributing her photograph for this year’s Christmas card. Loch Faskally is a place of great natural beauty that showcases the very best Scotland’s environment has to offer.”

Actions to protect some of Scotland’s most vulnerable marine species are being consulted on by the Scottish Government.
Climate change, invasive non-native species such as brown rat, food shortages and other pressures are contributing to the dramatic declines seen in seabird numbers. Almost two thirds of Scotland’s seabird species have declined over the last 20 years, with eight including the Arctic tern, kittiwake and black-headed gull declining by more than 50%.
The draft Scottish Seabird Conservation Action Plan has been developed to protect Scotland’s seabird species for future generations.
Developed in partnership with NatureScot, Joint Nature Conservation Committee, Royal Society for the Protection of Birds and British Trust for Ornithology, the plan sets out over 50 actions including:
Enhancing food availability by improving conditions for prey
Providing safe nesting areas by eradicating non-native invasive predators
Increasing survival prospects by minimising bycatch
Key research and monitoring of Scottish Seabirds
Promoting awareness and international engagement by working in partnership with local and international communities, marine and coastal sectors, and environmental organisations.
Acting Net Zero and Energy Secretary Gillian Martin said: “Launching the consultation on the Scottish Seabird Conservation Action Plan marks a vital step forward in protecting some of our most iconic and vulnerable marine species.
“It’s important that we all play our part in protecting seabirds which is why this action plan is for everyone with an interest in our marine and coastal environment. I’m confident that with concerted effort and shared responsibility, we can stop the declines we are seeing in our seabird populations and increase their resilience to a changing climate thereby securing their future.
“As top predators, seabirds are indicators of the health of marine ecosystems, playing a crucial role in maintaining balance within marine food webs. Seabirds also have a significant role in the economy supporting a thriving tourism industry that is vital to local economies, particularly in rural and island communities.
“I encourage everyone with a stake in Scotland’s natural environment to respond to the consultation. Your views are important. Together, we can ensure that Scotland remains an international stronghold for seabirds, now and in the future.”
NatureScot Chair, Colin Galbraith, said: “Scotland provides vital breeding and foraging grounds for internationally important and much-loved populations of seabirds.
“As the latest research has shown, our seabirds are in trouble. This new Action Plan is essential to both protect seabirds and safeguard the wider marine environment. The work we do now and in the near future must stop the declines we’ve seen over the last 20 years – and help tackle broader nature and climate emergencies.
“There is nothing quite like watching a gannet dive, a cormorant spread its wings or a puffin with a beak full of sandeels. We all need to help protect nature, playing our part where we can, including having a say about how we protect the wildlife we cherish.”
Susan Davies, CEO of the Scottish Seabird Centre said: “Scotland’s seabird colonies are a world-renowned natural treasure, offering a spectacular wildlife experience for communities and visitors alike. However, many of these iconic species are in steep decline.
“We welcome the Scottish Government’s consultation on the Seabird Conservation Action Plan and look forward to collaborating on priority actions. Central to this effort is raising awareness and inspiring everyone to protect and care for our seabirds to secure their future”.
The team at Amazon’s Corporate Office and the Customer Service team in Edinburgh has joined forces with five other Amazon teams across Scotland to pack and donate household essential packs worth £30,000 to Edinburgh-based charity, Fresh Start.
Fresh Start is dedicated to helping individuals who have experienced homelessness transition smoothly into their new homes. Each year, the charity supports thousands of new tenants, ranging from families to single individuals, by providing Starter Packs filled with essential household items to help them establish a comfortable living environment.
To support this cause, the Amazon team in Edinburgh, along with colleagues from five additional sites across Scotland, packed over 450 Starter Packs at the fulfilment centre in Dunfermline. The donation of Starter Packs will support 475 households across Scotland. Members of each team met to visit the charity to deliver the packs, learn more about the charity’s work and express their appreciation to its staff and volunteers.
Speaking on the combined donation effort, Jamie Strain, General Manager at Amazon in Dunfermline, said: “It has been our pleasure to support Fresh Start in its mission to assist people moving into new homes.
“The enthusiasm shown by our colleagues in Dunfermline and across Scotland as they packed the Starter Packs was truly inspiring, and I am glad to work alongside teams who care so much about the communities around our Amazon buildings. Knowing that these essential items will help people start afresh and settle into their new homes is incredibly rewarding for all of us.”
The Starter Packs included a variety of household necessities such as winter clothing, kettles, toasters and cutlery, all aimed at helping people settle into their new homes with ease and comfort.

Self Assessment customers unable to pay their tax bill in full by 31 January 2025 can spread the cost using HMRC’s online Time to Pay system
Time to Pay plans support those who cannot pay their tax bills on time by arranging regular monthly payments in return for avoiding any further late payment penalties
Online payment plans can be set up for tax bills up to £30,000, without the need to contact HMRC directly
With Christmas preparations well underway in many households, considering financial commitments may be on the agenda. So HMRC is reminding people who pay tax by Self Assessment of the opportunity to spread the cost of their bill.
More than 15,000 Self Assessment customers have already set up a Time to Pay payment plan for the 2023 to 2024 tax year to help spread the cost, and there is still an opportunity to sign up for such an arrangement.
HM Revenue and Customs (HMRC) offers these payment plans to support customers unable to pay their tax bill in full and looking to manage their tax payments over regular monthly instalments.
The online deadline to file a tax return for the 2023 to 2024 tax year and pay any tax owed is 31 January 2025. Anyone who is unable to pay their tax bill in full, owes less than £30,000 and is eligible, can quickly and easily apply online without the need to contact HMRC directly. Those that owe more than £30,000 are still able to apply but would need to contact HMRC.
Myrtle Lloyd, HMRC’s Director General for Customer Services, said: “We’re here to help customers get their tax right and if you are worried about how to pay your Self Assessment bill, help and support is available.
“Customers can set up their online payment plan to suit their own financial circumstances and can spread those payments across a maximum of 12 months. It is a valuable option for someone needing extra flexibility in meeting their tax obligations.”
Taxpayers must file their Self Assessment tax return before setting up a Time to Pay arrangement.
There are many ways in which people can pay their Self Assessment tax bill, including paying through the free and secure HMRC app or online at GOV.UK. A full list of payment options can be found on GOV.UK. There is also a video on YouTube that explains a customer’s Self Assessment tax bill and the different ways to pay.
HMRC is encouraging people to be prepared and have all the information they need ready to file their Self Assessment tax returns early, so they can avoid any last-minute stress and know what they owe sooner. HMRC has a range of online help and support and YouTube videos to assist anyone completing their return, including first-time filers.
Customers setting up a time to pay arrangement need to budget accordingly to ensure that regular monthly payments can be made. Any missed payment will incur interest as well as a penalty.
HMRC recommends that anyone who regularly sell goods or provides a service through an online platform to find out more about selling online and paying taxes. The information on GOV.UK will help them decide if their activity should be treated as a trade and if they need to complete a Self Assessment tax return.
Criminals use emails, phone calls and texts to try to steal information and money from taxpayers. Before sharing their personal or financial details, people should search ‘HMRC tax scams’ on GOV.UK to access a checklist to help them decide if the contact they have received is a scam
People should never share their HMRC login information with anyone. Someone could use them to steal from them or claim benefits or a refund in their name.
Simple Assessment
HMRC is also reminding anyone who received a Simple Assessment letter that the deadline to pay any tax owed is 31 January 2025. Simple Assessment customers do not need to register and complete a tax return.
Simple Assessment letters were issued to those who have unpaid Income Tax from the 2023 to 2024 tax year that cannot be collected via Pay as You Earn (PAYE) – by an employer or pension provider.
Customers who receive a Simple Assessment on or after 31 October 2024 for tax owed during 2023 to 2024 tax year will have 3 months from the date of their assessment to pay their tax bill.
Both Self Assessment and Simple Assessment payments can be made in full, or in smaller amounts if the balance is cleared before the deadline. Payments can be made on GOV.UK or through the HMRC app.

Founder of Scottish business, itison, Oli Norman, has spoken out about the ‘devastating’ level of poverty in Scotland this festive season. To tackle this, the company has once again launched its £5 Christmas appeal in a bid to raise thousands for people who are vulnerable and homeless this winter, in partnership with Social Bite.
The annual initiative, which allows generous Scots to buy a person, family, or child who is homeless or vulnerable a hot Christmas meal or gift for just £5, comes amidst news that more children in Scotland will be homeless and hungry this Christmas than ever before.
Over the last decade, the itison £5 Christmas Appeal campaign has raised more than £3 million, with 700,000 donations made, meaning hundreds of people each year are able to enjoy a hot meal or a gift on Christmas Day at one of Social Bite’s coffee shops. Every year, the number of people accepting these meals increases, with more and more people visiting Social Bite on Christmas Day to enjoy good company, warmth, and a hearty meal.
Social Bite and itison have surveyed the drastically declining rate of security for vulnerable people across Scotland since last year and work closely with people who receive support from Social Bite’s services to hear their stories.
Two regular attendees of the festive meals are father and son Jim and Billy. The pair have attended the Social Bite Christmas meals, in partnership with itison, for over five years. The meals mean so much to them that in past years, Jim and Billy have walked from as far as Rutherglen in to Glasgow to have their festive celebrations with the charity.
Billy said:“Every year that we’ve been has been brilliant. There’s no public transport on Christmas Day, so for a few years we walked in until my dad got a bit older.
“They welcome you in, you get a nice meal. It’s turkey, potatoes, you get your dessert. It’s good portions. Not too big, but it’s not too wee. And the gifts you get are unbelievable.”
Jim added: “Last year we got a charger for our phone, a pair of slippers, sweeties. Hats, scarves, gloves, a thermal to keep you warm when you’re outside. For a lot of people who are otherwise by themselves, who don’t get anything, they’re over the moon.”
Over the years they’ve got to know some familiar faces. But it’s the ones who don’t return – reflecting the instability and dangers of homelessness – that stick most with Jim and Billy.
Jim commented:“The thing that’s quite sad is you see a lot of people and then you don’t see them, because of their situations. You get to know people, and then you’re told ‘they’re no longer here.’
“It’s the young ones. One minute you see them, and the next year they’re not here.”
It was revealed earlier this year that the increase in homelessness in Scotland poses a ‘serious risk’ to life as a lack of accommodation is leaving people without somewhere safe to call home, forcing them to endure freezing temperatures and extreme weather conditions.
Oli Norman, owner of itison, said:“It’s 2024, and people are still going hungry, still without a decent home, still living on the streets, and still at serious risk because there is not enough accommodation for people who need it. The cost of living is still increasing, pushing more people into devastating poverty.
“There is simply not enough support for people who are, or are at risk of becoming, vulnerable and homeless. Families and children across the country will be spending Christmas Day without a hot meal, gift or safe place to call home – more must be done.

The Roseburn to Union Canal active travel route was officially opened on Monday (9 December) with an inaugural group cycle ride and walk from Sauchiebank to Dalry Community Park.
Transport and Environment Convener, Councillor Stephen Jenkinson was joined by Cabinet Secretary for Transport Fiona Hyslop and Scotland Director for Sustrans, Karen McGregor alongside groups of local schoolchildren and representatives of the Dalry community, to cut the red ribbon marking the opening.
There were also stalls from partners at Police Scotland, Spokes, Soul Cycles and the Council’s Active Travel team.
The £17m project has transformed public spaces along the route, creating a green corridor with enhanced walking, wheeling and cycling connections alongside bringing disused areas back into community use.
Dalry Community Park itself is one of the greenspaces that has been upgraded with new play equipment after consultation with pupils at Dalry Primary School. We’ve also installed two new bridges along the route over the Mid Calder railway line and Dalry Road.
Along the route we’ve planted 200 semi-mature trees with further planting and seeding planned for spring 2025. This will create a healthier and more diverse woodland which will enhance the area’s ecological value.
Community gardens are planned for the Sauchiebank area, and a new toucan crossing has been installed across the West Approach Road to connect to Dundee Street.
The route also links to one of our other flagship active travel projects, the City Centre West to East Link along with the other established paths networks in the local area.
Sustrans Scotland’s Places for Everyone programme, which is funded by the Scottish Government, financed 100% of the design costs and up to 70% of construction costs totalling £11.6m. The Council financed the remaining £5.4m and led on the project’s delivery.

This project will breathe new life into Dalry, revitalising previously less used community spaces and the community play park, whilst making it easier and safer for residents and visitors to get around and keep Edinburgh moving.
“Expanding active travel routes in the Capital is a key priority for us and remains central to our goal of becoming a net zero city by 2030, by providing people with more options for safe, sustainable travel. I have no doubt that this route will be a great success as we carry on with delivering a greener, healthier, and more sustainable city for all.
“I’d also like to thank all our excellent colleagues for their hard work and to Transport Scotland and Sustrans who have been instrumental in seeing this project completed.”
Cabinet Secretary for Transport, Fiona Hyslop said: “I was delighted to take part in the official opening of the Roseburn to Union Canal active travel route and to celebrate with local schoolchildren and residents who will benefit – not only from the path, but through the improved public spaces also.
“£11.6 million of Scottish Government funding was awarded to the Roseburn to Union Canal active travel project through the Sustrans Places for Everyone programme.
“Ambitious projects such as this are making it easier for people to walk, wheel and cycle – tackling poverty and protecting the environment – but there is so much more we wish to achieve.
“Over £155 million has been invested this year and through the Draft Budget for 2025-26, we intend to invest over £188 million to help people leave their cars at home and to choose healthier and greener transport options.
Scotland Director for Sustrans, Karen McGregor added:“We’re very pleased that the Roseburn to Union Canal Path is now open to the public.
“Safer routes for walking, wheeling and cycling save lives. The current lack of off-road cycling connections in our cities is the biggest challenge facing people who want to travel actively.
“The evidence shows that in providing convenient and accessible links away from traffic, we are giving more people the confidence to make healthier and more sustainable journeys. Protected routes like the Roseburn to Union Canal Path do just that, enabling those living and working in Edinburgh to get around with ease.”

In light of the recent cold snap, Barratt Homes and David Wilson Homes Scotland is putting nature first to inspire homeowners to create their own haven for wildlife during the colder months.
Combined, UK gardens and balconies are six times the size of Glasgow and Edinburgh, covering 4,000km2 – space that with a little care and attention could make a big difference for nature. This could be as simple as introducing nest boxes and bird feeders to planting wildlife-friendly flowers.
The housebuilder has partnered with the RSPB to create a list of wildlife-friendly features to incorporate into your garden for when temperatures plunge.
Provide shelter for a rainy day
When the weather takes a turn, birds need shelter to keep warm and dry. Nest boxes are the perfect option for small birds and are a popular spot for them during colder nights, with space to cosy up together for communal warmth.
For woodland creatures, creating a deadwood or leaf pile in your garden can be used for shelter and to keep warm.
Across Scotland, Barratt Homes and David Wilson Homes properties has planted over 5,000 new trees in development gardens and installed over 4,000 hedgehog highways in show home gardens.
Open an outdoor kitchen
Just like us, birds need extra energy during the colder seasons to keep warm. The smaller the bird, the more likely it is to be affected by long periods of cold weather.
With longer nights and poorer weather conditions, the options for finding food is limited for wildlife meaning they often venture outside of their usual sources in the quest to find food. Without food sources, birds are at risk of starvation, which often kills many birds during winter.
You can help your garden birds by providing some food when natural resources such as berries and seeds are running low, or hard to access because of the cold weather. Find safe places for hanging bird feeders offering calorie-rich seed mixes, good quality peanuts and suet balls. Move these feeders around, to prevent predators from getting used to their location and ensure all feeders are cleaned at least weekly.
Bird landscaping
Consider the plants you grow in the garden, as they can provide a year-round sanctuary for birds. Planting trees and shrubs for garden birds will not only provide a larger nesting space for birds to take cover and keep warm during winter, but also acts a cooling space to retreat to in summer.
Shrubs – such as native holly – provide birds with berries over the winter period, which are particularly popular among blackbirds, bullfinches, sparrows and winter thrushes.
Creating flower beds of varying heights can also provide cover for birds of different sizes. For instance, allowing perennials to remain standing through the winter can offer additional shelter.
Compost leftovers and greenery
To help minimise food waste over the festive period, consider building a compost heap to recycle organic household waste, including peelings and any uneaten vegetables. Our gardens also have a wealth of greenery that are perfect for compost piles, including dead trees, shrubs and grass cuttings.
Not only will it give you compost to fertilise your garden, but it also diversifies the wildlife in your garden, and you may see some robins and blackbirds nesting there come spring.

“Big Garden Birdwatch is a great example of this, showing how taking note of what birds are around us – even just for an hour – can be really valuable, helping us to relax, reflect and feel more connected.”

The UK is home to spectacular wildlife and internationally important habitats, and yet it is in the bottom 10 per cent of countries globally for protecting nature.
