International Long COVID Awareness Day: 15th March

A recent ONS survey showed that an estimated 2.3 million people in the UK suffer from long COVID.  Of these, nearly 10 thousand NHS workers are currently absent because of long COVID, according to a recent BBC panorama documentary (writes FOYSOL CHOUDHURY MSP). 

Sadly, many of these key workers have contracted Covid-19 through their essential work to save lives during the worst of the pandemic, having been put more at risk by working on the frontline, often without adequate PPE.  

Now, a far cry from the weekly applauses and hero’s welcome given during the COVID-19 lockdowns, key workers with long COVID have sadly been seemingly abandoned and forced to face severe financial impact due to contracting COVID-19 in their line of work. 

It is simply unacceptable that these same key workers who risked their lives are now in a position where they are being forced to declare themselves bankrupt or to sell their house, as they face the prospect of halved and altogether stopped standard sick pay. 

This is the situation my constituent Cass Macdonald is in. On Tuesday, I spoke in my colleague, Jackie Baillie’s, debate on long COVID to highlight the impact of long COVID on my constituents like Cass. 

Cass was a full-time NHS nurse who contracted COVID-19 when they were advised it was safe to work in an office nursing role, despite multiple underlying health conditions and advice by the same Government to shield. 

Shockingly, the Keyworker Petition UK team’s recent survey showed that Cass is part of the 20% of key workers with long COVID surveyed who said they were at risk of losing their home due to financial circumstances. The survey also showed that 68.7% of those surveyed said they were struggling financially. This is simply unacceptable. But not only are key workers with long COVID facing unacceptable financial burden-they also have to battle with a health service which does not properly understand the complex nature and consequences of long COVID. 

Another of my constituents, Marie-Claire, who is an NHS doctor with long COVID, told me that there was growing stigma towards long COVID in the medical community and that her colleagues often had little understanding about the severity or specifics of the illness. When key workers are having to battle long COVID and the severe financial impact of contracting this condition, they should not also have to face the frustrating situation of having to educate the public, politicians and medical professionals on this debilitating condition. 

On Wednesday, Cass and other key workers will deliver a petition with over 118, 000 backers to Westminster, urging the UK Government to create a pension and compensation scheme for all keyworkers who have developed long COVID as a result of their frontline, and often not adequately protected, work during the pandemic.  

As noted in my speech on Tuesday, the Scottish Government has a role to play too. Not only must it do more to ensure adequate support and compensation for key workers who are struggling with long COVID, but it has an important role to play in reducing the stigma around long COVID and ensuring that health authorities in Scotland have the tools to adequately identify and treat long COVID in patients. Recent figures suggest that up to 175, 000 people in Scotland have reported suffering from long COVID, which is approximately 3.3% of the population.

The Scottish Government must ensure employers are supported in recognising the importance of flexibility and phased returns to work for employees with long COVID. It must do more to increase public awareness of the dangers of long COVID and highlight how you could be affected by this despite being vaccinated.  

TODAY 15th of March is International Long COVID Awareness Day. I’ve lodged questions to the Scottish Government on support for key workers with long COVID before and now I am imploring the Scottish Government again, in recognition of this day, to act now to help people like Cass, Marie-Claire and the thousands of others suffering from long COVID across Scotland.

First Minister confirms Baby Loss Memorial Book to launch in summer

A Memorial Book for those who have experienced a pregnancy or baby loss prior to 24 weeks will be available this summer, First Minister Nicola Sturgeon has confirmed.

Along with an entry in the book, those who have experienced a loss will be able to apply for a commemorative certificate which is intended to give recognition and comfort to those who want to record their loss. The service will be free of charge and completely voluntary.

Applications to have an entry included in the book, produced jointly by the Scottish Government and National Records of Scotland, will go live this summer. 

Making the announcement, First Minister Nicola Sturgeon said: “The loss of a pregnancy or a baby is always painful. I have spoken in the past about my personal experience of miscarriage, and I know the sense of grief will stay with me and my husband forever.

“I also know that we would have drawn comfort at the time if there had been a way for us to mark the loss and formally recognise the child we were grieving.

“Launching this Memorial Book with the National Records of Scotland will give parents an opportunity – if they wish it – to commemorate their loss with a physical record, and to have their child recognised.

“I am very proud to support the Memorial Book and hope that it will bring comfort to those experiencing the pain of baby loss. I also hope that might also help break the silence and stigma around the loss of a pregnancy or a baby that sadly still exists in our society”.

“We warmly welcome the development of Scotland’s new Memorial Book and optional certificate for those who have experienced a loss before 24 weeks of pregnancy. 

Ruth Bender Atik from the Baby Loss Awareness Alliance said: “Even the earliest of pregnancy losses can be deeply upsetting and the lack of any formal acknowledgement can add to that distress. 

“We believe that for many people, the Memorial Book and certificate will provide great comfort and a validation that these tiny lives mattered.”

  • Applications to record a pre 24 week loss in the Memorial Book will go live following the launch in Summer 2023.
  • There is no statutory requirement to register the loss, and all information given is voluntarily.
  • The loss must have taken place in Scotland, or applicants must reside in Scotland at the time of application.
  • There is no requirement for applicants to submit medical evidence of the loss with the application and historical applications will be welcomed.
  • More than one loss can be recorded by an applicant, with each one requiring a separate application.

Next First Minister must halt exodus from NHS dentistry

The British Dental Association has warned the future of NHS dentistry in Scotland is in doubt, and action here must be high on the agenda for the next First Minister. 

A devastating new survey of dentists across Scotland reveals:

  • An exodus is in motion. 59% of dentists say they have reduced the amount of NHS work they undertake since lockdown – by an average of over a fifth.This movement is going unseen in official data, which counts heads, not commitment, and gives the same weight to a dentist doing a single NHS check-up a year as an NHS full timer
  • Over 4 in 5 (83%) now say they will reduce – or further reduce – their NHS commitment in the year ahead. Over a third (34%) say they will change career or seek early retirement.
  • Just 1 in 5 (21%) say their practices have returned to pre-COVID capacity. 61% cite recruitment problems as an issue, over two thirds (67%) cite treating patients with higher needs requiring more clinical time.
  • A sustainable model must be in place come October. 90% cite financial uncertainty as having a high impact on their morale.

Health Secretary Humza Yousaf recently stressed NHS staffing was “at a historically high level”, with ‘record’ numbers of dental staff in hospitals alongside medics and allied health professionals. However, NHS Education for Scotland data indicates an 8% drop in high street NHS dentists delivering care since lockdown, a fall from 3,038 in March 2020 to 2,791 in September 2022.

The BDA stress even this fall understates the full scale of losses in light of this new survey evidence. The Scottish Government has never attempted to make a ‘Whole Time Equivalent’ estimate of the NHS dental workforce. Most dentists combine NHS and private work, and the BDA warn that without these estimates movement to the private sector is going undetected, and workforce planning is effectively impossible.

NHS dental care free at the point of use remains a central Scottish Government policy. BDA Scotland has long warned that any return to the service’s ‘business as usual’ model – low margin and high volume – will put practices under huge financial pressure and will likely lead to closures or movement to the private sector, with many practices left delivering some NHS care at a loss.

The SNP leadership election has seen key deadlines to reform this broken system move. The profession had anticipated the Scottish Government would reveal changes to the payment model on 1 April, that would be rolled out from October. 

The BDA stress a sustainable model must be in place come October, when the current bridging payments that uplifted NHS fees finally lapse, exposing many NHS practices to unsustainable costs.

David McColl, Chair of the British Dental Association’s Scottish Dental Practice Committee, said: “Behind hollow boasts on record workforce numbers is a service that is hollowing out.

“The majority of dentists have pared down their NHS work, and many more are set to follow. It’s an exodus that’s going untracked by government but is the inevitable result of working to a broken system.

“NHS dentistry’s survival requires rapid action, with meaningful reform and sustainable funding. 

“The steps taken in the next First Minister’s First Hundred Days will determine whether this service will have a future.”

Lord Provost joins sight loss charity to plant commemorative tree to Queen

National sight loss charity RNIB Scotland commemorated its late patron The Queen this morning by joining with Edinburgh Lord Provost Robert Aldridge to unveil a plaque beside a tree they have planted in the city’s Hillside Crescent Gardens.

The site is opposite the charity’s headquarters in the crescent, a long-established service hub and social haven for the city’s 15,000 blind and partially sighted people.

Lord Provost Aldridge noted that The Queen’s Green Canopy initiative, created to mark her Platinum Jubilee, has now seen over a million new trees planted in her name across the UK.

“Over the last year in Edinburgh, we have planted a large number of new trees as part of the National Canopy,” he said: “1,270 new trees planted at Stenhouse, and most recently on Calton Hill to highlight our fantastic Ukrainian community. Growing the Canopy through planting more trees is a lasting tribute to Her Majesty’s extraordinary seven-decade service to our country and to all of our peoples.”

The Lord Provost recalled that The Queen was an annual visitor to Edinburgh throughout her reign. “After celebrating her Platinum Jubilee only a few months earlier, this city, our nation, and those around the world were stunned and shocked by the sudden death of Her Majesty at Balmoral Castle.

“The atmosphere in our city quickly changed and became the focal point of mourning in Scotland, and our military, police, ceremonial, public, charitable and other services – alongside old and young alike – came together to offer their great respect. I could not have been prouder of our city, of our people and of our community.”

Matt Stringer, chief executive of RNIB said: “Her Majesty became RNIB’s patron in 1952 and made a tremendous contribution to our work. She was a passionate advocate for the rights of blind and partially sighted people and generously hosted many receptions on our behalf. RNIB was honoured to have had The Queen’s company at gala events over the years. Her presence elevated any event for our donors, guests and service users.

“Her Majesty’s support over the decades helped us work towards our hopes for a world where blind and partially sighted people can participate equally.”

The plaque placed alongside the newly planted deciduous tree reads in both text and braille:

This tree is planted in lasting memory of Her Majesty Queen Elizabeth II, Patron of the Royal National Institute of Blind People for 70 years. On behalf of the blind and partially sighted community of Edinburgh and Scotland, Robert Aldridge, The Right Honourable Lord Provost of the City of Edinburgh, unveiled this plaque on 15 March 2023’.

Sylvia Paton OBE, a member of RNIB Scotland from Corstorphine who has the sight loss condition aniridia, said: “The Queen lent us her support and encouragement to reach out to and help all blind and partially sighted people. I’m so glad this tree will mark and celebrate the backing she gave us.

“The tree is called a ‘davidia involucrate’ or ‘dove tree’, and will reach heights of between 20 and 25 meters, with lovely white and purple flowers. I hope it will stand as a proud Edinburgh token and tribute to our late Monarch and her wish to encompass all of her people, whatever their abilities or disabilities.”

Queen Victoria was the charity’s first royal patron after the Royal National Institute of Blind People (RNIB) was founded in 1868 by Thomas Rhodes Armitage, a physician who had lost his own sight.

Since then, RNIB has established itself as the UK’s leading sight loss charity, advocating and campaigning for the rights of blind and partially sighted people and helping them to live as fully and independently as possible.

Around 183,000 people are currently living with sight loss in Scotland and two million across the UK.

Charities and Scottish Parliament host online event to improve how we prevent child sexual abuse in Scotland

  • Stop It Now! Scotland and NSPCC Scotland are today (Wednesday, March 15, 2023) hosting ‘Public Health Approaches to Preventing Child Sexual Abuse’
  • The online event will look at the evidence on preventing sexual abuse and what could be done in Scotland to better protect children before abuse begins and to help with their recovery

Stop It Now! Scotland and the NSPCC are calling on the Scottish Government to develop a national strategy to tackle child sexual abuse that focuses on prevention to make the country a safer place to grow up.

The two charities, which are today hosting an event in partnership with the Scottish Parliament, say working together to stop the abuse from happening in the first place will prevent the devastating impact it has on the mental health of children and adult survivors.

They are urging the Scottish Government to develop a comprehensive and coordinated national approachto prevent child sexual abuse, which involves health, police, education, community safety, children’s services, social services, housing and the wider community. The child protection charities say it is vital that everyone understands what child sexual abuse is and knows how they can be part of preventing it.

A review of UK data revealed that 15 per cent of females and 5 per cent of males will experience some form of sexual abuse before the age of 16. This means at least 80,000 children in Scotland will have been affected by this issue before they leave high school. Although this is thought to be an under-representation of the scale of the problem and the actual number of children who have experienced sexual abuse in Scotland is not known.

The charities say that to understand the numbers of children in Scotland affected and the scale of the suffering it is crucial that a prevalence survey is conducted.  At the event, leading experts will discuss current evidence on preventing child sexual abuse and explore the next steps needed to make Scotland the safest country for children to grow up.

Joanne Smith, NSPCC Scotland’s Policy and Public Affairs Manager, said: “Child sexual abuse has a devastating impact on people’s lives.

“The response, to date, has focused largely on bringing perpetrators to justice and providing some children with therapy and support. But we believe that as a society our focus should be on preventing child sexual abuse before it occurs, before people at risk of abusing become offenders, and before potential victims become actual victims. Understanding child sexual abuse, and what causes it, is a vital step towards developing effective prevention strategies.”

Stuart Allardyce, Director, Lucy Faithfull Foundation / Stop It Now! Scotland, said: “We are calling on the Scottish Government to carry out a dedicated prevalence survey to identify the levels of sexual offending against children in Scotland, alongside a national strategy for tackling child sexual abuse.

“We know that sexual abuse has an enormous impact on the mental health outcomes for children and adult survivors and the economic costs for the criminal justice system.

“We believe sexual harm towards children and young people could be reduced if we focused more on prevention, including therapy being offered to adults who are worried about their sexual thoughts and feelings towards children.”

Childlight, based at the University of Edinburgh, also launches the first comprehensive global data repository today, which will look at all forms of child sexual exploitation and abuse (CSEA), with the aim of being able to show the scale and nature of this abuse. 

The international team, made up of experienced individuals from academia, the private sector, law enforcement and non-governmental organisations, will produce an annual report, global dashboard and index with the data that can be used by tech companies, law enforcement agencies and those who work in child protection so they can take action to prevent CSEA.

Edinburgh library service selected for pioneering ‘Lend and Mend Hub’ pilot project

Wester Hailes Library has been selected as one of the first in Scotland to host a ‘Lend and Mend Hub’, as part of a trailblazing pilot project helping to tackle the cost-of-living crisis.

Managed by the Scottish Library and Information Council (SLIC), Wester Hailes Library will build on its current offering to introduce a ‘Lend and Mend Hub’, giving the community free access to repair, reuse, rent and upcycle everyday items, to help keep items in use for longer, rather than them being thrown away.

Funded by The John Lewis Partnership’s £1m Circular Future Fund, the Edinburgh library will join eight other services across Scotland in developing the country’s first circular community hubs, forming a ‘network’ of sustainable ‘Lend and Mend Hubs’ across Scotland:

  • Aberdeen Central Library, Aberdeen
  • Wester Hailes Library, Edinburgh
  • Forfar Library, Forfar
  • South West Library, Inverclyde
  • Kilbirnie Library, Kilbirnie
  • Gorebridge Library, Midlothian
  • Orkney Library & Archive, Orkney
  • A K Bell Library, Perth
  • Girvan Library, South Ayrshire

Five of the services selected to take part in the pilot scheme were announced late last year, and work to source equipment, upgrade the space and train staff to deliver this promising project in these areas is well underway.

It is expected these public libraries – in Aberdeen, Inverclyde, Midlothian, Perth and South Ayrshire – will open their ‘Lend and Mend Hubs’ for public use early this year, with the other four services expected to open later in 2023.

Pamela Tulloch, chief executive of SLIC, said: “The ‘Lend and Mend Hub’ library project has the potential to create a real impact – especially at a time when all of Scotland’s communities are experiencing economic and environmental challenges.

“The introduction of this network will build on the important role our public libraries play, giving people access to resources they might not otherwise have to support responsible consumption and learning – with the added benefit of it being local and free. 

“With all nine public library partners now selected, we can’t wait to see these local library services transform and thrive for the long-term benefit of the communities around them. And with such wide geographical spread and diverse community reach, we believe this pilot project will provide valuable learnings in promoting the urgent need to adopt a more circular way of living and help develop a long-term model for libraries to be a hub of circular economy activities.”

The projects, led by SLIC, follow a co-design approach with all service teams bringing local knowledge and expertise to the delivery to ensure each hub is tailored to community needs.

Upon completion, each hub will also introduce an education programme to support new skills development, helping to reduce inequality through equitable access to resources.

Culture and Communities Convener, Councillor Val Walker said: “I am delighted that Wester Hailes Library will be leading the way on the ‘Lend and Mend Hub’ pilot scheme. I am confident that this scheme will bring great benefits to the local community as we continue to grapple with an unprecedented cost-of-living crisis.

One of our strategic approaches and principles within our 2030 Climate Strategy is supporting a circular economy across the city.

Safety withdrawal of pholcodine-containing cough and cold medicines

Following a comprehensive scientific safety review of the latest available data on the safety of pholcodine, together with advice from the independent Commission on Human Medicines, it has been concluded that the potential risks outweigh the benefits for these products.

The Medicines and Healthcare products Regulatory Agency (MHRA) keeps the safety of medicines under review and acts where necessary to protect patients and the public.

Following a comprehensive scientific safety review of the latest available data on the safety of pholcodine, together with advice from the independent Commission on Human Medicines, it has been concluded that the potential risks outweigh the benefits for these products.

There is already a known link between pholcodine and an increased risk of the very rare event of a severe allergic reaction (anaphylaxis) to muscle relaxants (neuromuscular blocking agents) that are used during general anaesthesia in surgery. In September 2022 the findings of a new study further strengthened the evidence of this link, but the overall risk is very small.

The MHRA advises that pholcodine-containing cough and cold medicines are being removed from the UK market as a precautionary measure.

Dr Alison Cave, MHRA Chief Safety Officer said: “Safety is our top priority, and we keep the safety of medicines under continual review.

“Following a thorough scientific safety review of all the available evidence on pholcodine, together with advice from the independent Commission on Human Medicines, it has been recommended, as a precautionary measure, that these products should no longer be used.

“If you are taking a cough or cold medicine, check the packaging, label or patient information leaflet to see if pholcodine is a listed ingredient. If it is, and you have any questions, you can talk to your pharmacist who will suggest an alternative medicine.

“If you have an operation scheduled using general anaesthesia, tell your anaesthetist if you think you have used pholcodine, particularly in the past 12 months. The anaesthetist will be well placed to take this into account. Anaesthetists are highly trained in managing anaphylaxis.

“If you want more information or advice, please speak to your pharmacist.”

First trams on route to Newhaven

A little piece of local history was made on Monday night (13 March), when the first tram in over 65 years ran down Leith Walk, as the Trams to Newhaven project nears completion.

Ahead of the route opening for service in spring 2023, a period of testing and commissioning is required to ensure the newly constructed line, software and signals work effectively and safely.

On Monday, the first stage of testing began, which involves trams travelling at walking pace along small sections of the route, starting at Picardy Place. This will continue through the week, taking place during the night to minimise traffic disruption.

Once the first stage is completed, the frequency and speed of tram testing will increase, and trams will start running to a timetable. Drivers on the route have carried out significant training in the lead-up to testing, including on a state-of-the-art simulator.

People are still being encouraged to take care and be aware of the presence of trams on the route for the first time over the coming weeks.

Councillor Scott Arthur, Transport and Environment Convener, said: “This is a huge milestone for Trams to Newhaven as we see the first trams on Leith Walk in my lifetime.

“We’re fast approaching the start of passenger services this spring, and that the project is set to be delivered on time and within budget, despite the challenges of recent years, is testament to the hard work of all those involved.

“Bringing the tram to Newhaven will be transformative for the area, and the wider city. As well as boosting the economy and providing sustainable, high-capacity public transport to this densely populated part of Edinburgh, the project has significantly improved the entire route, with new cycle links, spaces to relax and spend time and newly planted trees and shrubs.

“As we enter the final phase of the project, testing and commissioning will make sure the line and infrastructure works safely and efficiently, while also confirming service capacity. Of course, this is the first time there will be trams on Leith Walk and in Leith in recent years so I would urge people to take extra care when in the area.”

Lea Harrison, Managing Director of Edinburgh Trams, said:To see one of our trams running along Leith Walk was a proud moment for us, and this latest milestone in the project will enable us to step up our own preparations for the launch of passenger services to Newhaven.

“This includes real-world driver training on the new section of line following an intense period of familiarisation involving our state-of-the-art tram simulator.”

You could argue that this ‘historic’ event is actually running years late. The line to Newhaven and the Granton Spur were part of the original TIE network plans. The trams fiasco is the subject to a long-running inquiry led by Lord Hardie which is investigating the reasons why ‘the Edinburgh Tram project incurred delays, cost more than originally budgeted and through reductions in scope delivered significantly less than projected.’

The council maintains that the Trams to Newhaven project ‘remains on schedule for completion by spring 2023 and within the £207.3m budget, with all major construction now complete’. A specific date for when the route will be open for passengers will be announced in due course.

As part of the commissioning process every aspect of the new infrastructure will be thoroughly tested to ensure it meets the required safety standards.

There will be some bus diversions around Leith Walk in place overnight during the week commencing 13 March to allow for the testing.

The council warns: ‘Due to industry wide challenges with the availability of materials and skilled labour, impacted by Brexit and the war in Ukraine along with significant demand for labour in the UK and overseas, there are small pockets of public realm works that will now be completed over the coming months.’

“The testing and commissioning phase will allow the new systems and infrastructure to be integrated into the existing tram network.

“As we reach the final stages of delivering this key piece of infrastructure to the people of the city, we appreciate the public’s continued support during this final technical phase of the project.”

Spring Budget: Chancellor to set out ‘Budget for Growth’

  • Chancellor sets out next stage of the Government’s plan to halve inflation, grow the economy and reduce debt.
  • Building on the stability he gained from Autumn Statement, Jeremy Hunt will set out next steps to drive economic growth across the UK.
  • Plan will help ease the cost of living, remove barriers into work to boost incomes, drive business investment, and support new, high-growth industries of the future.

Chancellor of the Exchequer Jeremy Hunt will unveil the next phase of the Government’s plan to halve inflation, grow the economy and reduce debt in his Spring Budget today.

In his first Budget speech as Chancellor, Jeremy Hunt is expected to build on the stability gained at the Autumn Statement, with new measures to support families and businesses with the cost of living, before setting out an agenda to grow the UK economy.

The Chancellor of the Exchequer, Jeremy Hunt is expected to say: In the Autumn we took difficult decisions to deliver stability and sound money. Today, we deliver the next part of our plan: a Budget for growth.

Not just growth from emerging out of a downturn. But long term, sustainable, healthy growth that pays for our NHS and schools, finds good jobs for young people, provides a safety net for older people … all whilst making our country one of the most prosperous in the world.

“Today I deliver that by removing the obstacles that stop businesses investing; tackling the labour shortages that stop them recruiting; breaking down the barriers that stop people working and harnessing British ingenuity to make us a science and tech superpower.”

The Government is already protecting struggling families with one-off payments worth £94 billion. After a decade of reforms, people on low incomes can now earn £1,000 a month without paying tax or national insurance thanks to rises in tax thresholds. This has helped to lift two million people out of absolute poverty, after housing costs, including 400,000 pensioners and 500,000 children.  

The Chancellor is expected to announce fairness reforms to energy bills, bringing the bills of families on prepayment meters in line with average direct debit energy bill under the Energy Price Guarantee. This will enable four million families to save £45 a year on their energy bills from July. 

He will also announce his plan to go even further with and ambition to get hundreds of thousands more people into work. Support will focus on disabled people and those with long-term health conditions, parents, the over 50s, and people on Universal Credit. The changes are also expected to encourage benefit claimants to move into work or increase their hours with increased sanctions enforcement and Work Coach support, and childcare costs on Universal Credit to be paid up front.

The Chancellor is also expected to reject the narrative of decline, champion the successes the UK has achieved over the past decade, with a promise to build on the country’s competitive advantages to spread wealth and opportunity everywhere.

UK BUDGET MUST REVERSE TORY COST OF LIVING CRISIS

TOMMY SHEPPARD MP AND DEIDRE BROCK MP: SLASH ENERGY BILLS AND PUT MONEY BACK IN PEOPLE’S POCKETS

The SNP has said “the number one priority for the UK budget must be to put money back into people’s pockets” – warning the Tories can’t continue to hammer household incomes.

Ahead of today’s budget, Tommy Sheppard MP and Deidre Brock MP have urged Jeremy Hunt to deliver a comprehensive package to boost household incomes and economic growth. The MPs for Edinburgh East and Edinburgh North & Leith have challenged the Chancellor to deliver the SNP’s five-point plan:

  1. Saving families £1400 on energy bills – by cutting the Energy Price Guarantee to £2000 and maintaining the £400 Energy Bill Support Scheme to the summer.
  2. Raising public sector pay and benefits by CPI – putting money into the pockets of millions of workers and delivering Barnett consequentials for Scottish spending.
  3. Scrapping Tory plans to raise the pension age to 68 and reinstating the Triple Lock – so no one must struggle in old age.
  4. Re-joining the European Single Market – to boost economic growth and halt the multi-billion pound long-term damage being caused by Brexit.
  5. Investing in green growth – by competing with EU and US subsidies to attract green investment.

In addition to the headroom identified by the IFS, and the billions of pounds saved as a result of the falling wholesale price of gas, the SNP is calling for the Chancellor to scrap non-dom tax status, tax share buy backs, and expand the windfall tax, which would raise billions more to fund cost of living support for ordinary households.

Commenting, Edinburgh East MP, Tommy Sheppard said: “The number one priority for the UK budget must be to put money back into people’s pockets – and reverse this Tory-made cost of living crisis.

“Scotland is a wealthy, energy-rich country but families are being fleeced by Westminster. By refusing to act, the Tories are showing why Scotland needs independence, so we can escape Westminster control, re-join the EU, and build a fair and prosperous economy.

“Families are sick to the back teeth of being ripped off by the Tory government. Instead of hammering household incomes, the Chancellor must save families £1,400 by slashing energy bills and deliver a comprehensive package of support.

“The SNP’s five-point plan would reduce bills, raise incomes and boost economic growth, at a time when many families are struggling to get by. With energy companies making record profits and the wholesale price of gas falling, there is no excuse for failing to act.”

Edinburgh North & Leith MP, Deidre Brock, added: “The SNP Scottish Government is doing everything it can with limited fiscal powers, including delivering the Scottish Child Payment, higher energy bill support, and higher public sector pay.

“The UK government must finally step up to the plate and use its reserved powers to introduce a Real Living Wage and raise public sector pay and benefits by CPI. In doing so, it would raise the incomes of millions of workers and deliver Barnett consequentials which would benefit Edinburgh and Scotland.

“This UK Budget is all about choices. Instead of making families in Edinburgh pay for Westminster failure, the Tories must fund support by scrapping non-dom tax status, expanding the windfall tax and taxing share buy backs, which would raise billions.

“And if we are serious about delivering economic growth and reversing decline, the UK government must re-join the European single market and properly invest in green energy.

“Scotland is suffering the consequences of Westminster control. The Tories trashed the economy with Brexit, austerity cuts and thirteen years of mismanagement. And with the pro-Brexit Labour Party becoming a pound-shop Tory tribute act, it’s clear independence is the only way for Scotland to secure the real change we need.”

Budget predictions – Bank of Scotland

Chris Lawrie, area director for Scotland at Bank of Scotland, said: “Business confidence in Scotland rose in recent months and, after business rates were frozen in a bid to help smaller businesses in the Scottish Budget, firms will be looking to the Chancellor to continue supporting long-term, sustainable growth and encourage higher levels of productivity.  

“Growing the economy is key and the Budget is an opportunity to bring further stability and encourage investment in future growth. The Chancellor could show that he can help meet these ambitions by increasing capital allowances and providing the greater certainty and support businesses need to invest in a more high-tech, low-carbon economy.”
