Invest in libraries, invest in communities: the cost of cuts is too high

Did you know that over the past decade, 53 public libraries across Scotland have closed their doors for good – without replacement ? 

The same public libraries which provide essential access to trusted information and education for all, which ignite a lifelong love of reading from early years, and which serve as warm, welcoming spaces where everyone is welcome without any expectation to spend. The same public libraries which, time and again, deliver enormous value to communities across the country, only to find themselves at risk when budgets are debated. 

I’ve written to councillors across Edinburgh, before crucial budget decisions are made for the next financial year, to remind them what investment in public libraries truly means.

At the Scottish Library and Information Council (SLIC), the advocacy body for Scotland’s network of over 500 public and mobile libraries, we understand the delicate financial situation that councils must navigate but we would urge those considering cuts to their library services to think again.

It’s no secret that the cultural sector is under unprecedented pressure but the narrative that austerity measures justify these cuts is shortsighted. This isn’t just a story of diminishing buildings and bookshelves; it’s a story of lives disrupted. 

These closures are deeply felt because libraries represent so much more than the sum of their parts. Public libraries remain the most popular service local government delivers. Closing these doors means cutting off opportunities — a cost far greater than any savings achieved.

Libraries are proven to deliver significant economic and social returns, with research from Suffolk Libraires revealing a £6.95 return of economic benefit for every £1 invested through improved literacy, better mental health and stronger communities. And of course, when this investment figure is flipped, we see that the closure of public libraries will result in the community losing out on £6.95 of economic and social benefit for every £1 that is invested elsewhere. 

The troubling trend of closures and cuts to library services across the country all too often disproportionately affects rural communities, exacerbating existing inequalities by stripping away vital access to education, digital resources and safe spaces for social interaction.

For these communities, libraries are not a luxury but a necessity. They provide essential services to support job applications, digital literacy training and social connection. To lose them is to deepen the isolation already felt by many.

Ask yourself: where else can citizens turn for support with their health, finances and employment? Libraries do it all under a single roof. They make real change to people in communities right across Edinburgh and play a central part in how the council brings about change. 

Libraries drive forward crucial national agendas including preventative health – with the Health on the Shelf research report showing they save NHS Scotland £3.2m every year, bridging the digital divide by offering free access to PCs, Wi-Fi and digital support for a range of essential services, and fostering social cohesion by hosting a diverse range of community events. And this is all in addition to their core function: to encourage reading and provide a range of trusted reference materials. 

As cuts and closures loom across the country, we’re urging local decision-makers to prioritise sustainable investment in libraries. Cutting library budgets is a false economy. The cost of losing libraries extends far beyond financial savings, impacting education, mental health and community cohesion. But it’s not just closures that we’re concerned about. 

The slow, salami-slicing effect that has been seen over recent years, with opening hours cut – decreasing by 13%, on average – budgets slashed and staffing numbers reduced is felt across communities, with 1 in 3 voicing fears that their whole service is at risk. 

Where councils have embraced the importance of libraries, the benefits are clear. 22 out of the 32 local authorities have not made any cuts to their library services in the last decade; instead, they are choosing to invest in their future, from creating learning hubs which have seen unprecedented loan figures, to developing dedicated ‘Maker Spaces’, reinforcing the role that libraries play as the originators of the sharing economy by offering access to emerging technology, such as 3D printers and laser cutters, as well as sewing and embroidery equipment. 

In a recent survey from the Association of Public Libraries in Scotland, over 93% agreed that using the public library improves their quality of life, reminding us of the immense value that a public library holds, evolving to meet the needs of modern Scotland with the emergence of whole-community assets that can be used by educators, small businesses, community groups, and individuals to help people right across Edinburgh achieve their potential, while retaining their fundamental purpose: to connect, inspire and empower. 

These services are a source of inspiration, but they remain the exception rather than the rule. To fulfil this potential, they need more than goodwill — they need sustainable funding. 

No other community asset can deliver the vast economic and social benefits that a thriving public library service can, and so we would urge decision-makers to prioritise investment in their communities.

Anything less would be a failure we cannot afford.

Letter: ‘Deep concern’ over cuts to city council’s inclusion services

As a coalition of organisations that support vulnerable children and young people, we are deeply concerned in relation to proposed budget cuts to City of Edinburgh Council’s inclusion services.

There has been a massive increase in the number of pupils in Scotland’s schools identified with additional support needs (ASN), such as autism, dyslexia and mental health problems. In Edinburgh, this has seen the number of pupils with ASN almost treble in number between 2013 and 2023.

It has been estimated that over 40 per cent of primary school and over half of secondary school pupils in the capital now have an ASN.

Unfortunately, the necessary resourcing required for this group has not increased. For example, the number of ASN teachers in Edinburgh’s schools has declined by four over the period 2013 to 2023, from 170 to 166, despite the massive increase in the number of pupils with ASN.

Any further axing in staff, who are already overstretched and under-resourced, in supporting these pupils will prove absolutely devastating.

This will impact not only them, but also fellow pupils who will face reduced teaching time given the need to support those with ASN, as well as putting even more pressure on teachers and support staff.

We would urge City of Edinburgh Council to reconsider its approach, as this sticking plaster solution of budget cuts will simply lead to reduced life chances for these individuals, with the resultant impact on society and the economy.

£144 million will not fully fund a Council Tax freeze, says COSLA

£144 million does not fully fund a council tax freeze, COSLA Resources Spokesperson Councillor Katie Hagmann has explained.

Ms Hagmann said: “Disappointingly the Scottish Budget has not provided our local authorities with a fully funded council tax freeze as expected.

“The Scottish Government has set aside £144m stating this will ‘fully fund’ a council tax freeze – this would only provide the income equivalent to a 5% rise.

“However, Local Government’s core revenue budget was cut by £63m from the outset,  essentially leaving just £81m compensation for a council tax freeze. As a result, Local Government is faced with the reality that the funding offered for a council tax freeze only equates to a 2.8% rise.

“This significantly adds to the pressures faced by councils – a recent LGIU survey found that 83% of Scottish councils were looking at a minimum increase of 5%.”

UNISON City of Edinburgh denounces Council’s determination to enforce education cuts

UNISON City of Edinburgh is deeply concerned by the decision made by City of Edinburgh Council to delete the Education Welfare Officer (EWO) Service from its books.

This being despite our warnings that the removal of these posts will be detrimental to the children of Edinburgh who need additional support. EWO’s play a crucial role, working with our schools and the children’s families to address the issue of repeated absenteeism. They offer direct support to struggling households providing answers and solutions to the problems that vex many of our children.

At its November meeting yesterday, City of Edinburgh Council voted against reversing the removal of these posts. This happened despite a joint proposal put forward by the SNP and Greens which aimed to reverse the £600k cut to the EWO Service.

The decision to remove these posts was supported by the Labour Group with the complete support of all Lib Dem and Conservative Councillors.

Graham Neal, from the UNISON City of Edinburgh branch, spoke on behalf of the EWO’s and asked why the Council was prepared to lose such an important and vital service, questioning the understanding behind such a decision.

Emphasis was also made in regard to the adverse effect this cut would have on the city’s most vulnerable children and families as well as the significant impact on the Council’s ability to fulfil its statutory commitments.

Graham went on to add that the fateful decision taken by the Labour Administration and their partners not to support the SNP/Green proposal to protect Education Welfare Officer posts sends a concerning message about their commitment to safeguarding the future of our city’s children.

It is deeply disappointing that regardless of the genuine concerns raised by school staff, parents and UNISON the Labour Administration appear more interested in balancing the books than protecting the well-being and future of our city’s children and families, the union said.

‘Hard choices’ to prioritise spending

Scottish Government identifies half a billion savings to tackle cost crisis

Around £500 million in savings have been found as resources are focused on tackling the “harsh reality” of the cost of living crisis, Deputy First Minister John Swinney said yesterday.

He updated the Scottish Parliament on steps being taken to meet the increased costs of public sector pay and to provide support to those who need it most, while balancing public finances.

Soaring inflation means the Scottish Government’s budget is now worth £1.7 billion less in real terms than it was last December. Since then inflation has risen from around 4% to more than 10% – with possible further increases when figures come out next week.

Mr Swinney set out to Parliament where savings have so far been made to help pay for initiatives such as fair public sector pay settlements and doubling the Fuel Insecurity Fund. He has also written to the Finance and Public Administration Committee outlining the details of reductions in planned spending made in recent weeks.

The Deputy First Minister has committed to setting out the Emergency Budget Review within two weeks of the UK Government budget update expected later this month. He warned further intervention will represent a significant challenge given the largely fixed Scottish Government budget and limited fiscal powers.

Mr Swinney said: “Our budget was based on a UK Spending Review that simply did not foresee the levels of inflation that are now a reality.

“That alone would require the budget to be revisited.  But in times of crisis the job of the finance secretary is not simply to balance the books. It is to find the money to help families, to back business and to fund the priority projects that improve lives for the long term. And so, the Emergency Budget Review must both identify funding to cope with inflation-driven cost increases and aim to support those who most need our help during this crisis.

“This is the harsh reality of a fixed budget and limited powers. The Scottish Government simply does not have access to many of the levers which would provide the greatest support in this crisis. We will do everything we can. We will make the hard choices. But only the UK Government can act to end this crisis. They should do so – and I encourage them to do so now.”

COSLA launches Live Well Locally budget lobbying campaign

COSLA is today calling for adequate funding from the Scottish Government and a reversal of historical cuts as it launches its Budget Lobbying Campaign, ‘Live Well Locally’.

COSLA says urgent action is needed to address the consequences of real term cuts to the core budgets of Scotland’s 32 Councils in recent years.

The call comes as Finance Secretary Kate Forbes prepares to lay out the government’s spending plans in the Scottish Budget on December 9.

COSLA says Local Government can no longer continue to be the ‘poor relation’ it has been in recent Budgets and that December 9 presents a perfect opportunity to reset Scottish public spending in a way that empowers councils to achieve their ambition for our communities.

Speaking at a virtual news conference in Edinburgh, the COSLA President, Councillor Alison Evison, said: “Enabling people to ‘Live Well Locally’ is a shared ambition across Scottish Government and Local Government, but the resources must be provided to deliver this at a local level in line with local democratic choice.

“Sadly cuts to Councils’ core budgets over recent years have not allowed us to fully realise this shared ambition.”

COSLA’s Vice President, Councillor Graham Houston, said:  “The fact is that Scotland’s Councils are key to creating the conditions for people within our communities to ‘Live Well Locally’, whether that’s on a remote farm or in a city centre.

“People’s local environment has become even more important during the pandemic and Local Government must be empowered and funded properly to allow us to create the environment for people to ‘Live Well Locally.’  Recovery needs to start locally to tackle the key issues facing our communities and local leadership is needed for that.”

COSLA’s Resources Spokesperson, Councillor Gail Macgregor, added: “Tackling the economic and health challenges created by the pandemic needs a local dimension – all the evidence and research backs this up.

“We fully support Scottish Government’s ambitions around economic transformation but that starts in every community.

“Local Government has been the poor relation of recent Budgets and our local knowledge and links need to be used fully before we are past the point of no return.  Our communities are starting to show the neglect of an under-funded Local Government.

“Quite simply, what we need from this Budget is proper funding to provide the everyday services our communities need and deserve.”

Campaign against ‘alarming’ cuts to health and social care

Edinburgh residents are being asked to write to their councillors and MSPs to stop devastating reductions in vital services.

Sexual health, support and rehabilitation for substance abuse, support for independent living and an improved quality of life for people with disabilities will all be affected by a £8.95m budget cut.

“These cuts to services go against the expressed desire of citizens and the Council to tackle poverty in our city”, says Lorna Frost of Edinburgh East Save Our Services. “It’s time to make sure our elected representatives really listen to us.

The expressed desire of citizens and the Council is to tackle poverty in Edinburgh. This is wanted for humanitarian reasons.

We are also certain that these cuts and any short term savings are false economies. Councils struggle to cope with funding restraints

Councils are showing increasing signs of financial stress and face even tougher challenges ahead, says the Accounts Commission. In its annual financial overview published today the local authority watchdog says funding has reduced while costs and demands have increased, and more councils are using reserves to fund services.

The Scottish Government provides around two thirds of council budgets. This fell by 5.2 per cent in 2016/17 to £9.7 billion.

2016/17 was also the last year of the council tax freeze.  Council tax provides just 14 per cent of councils’ income. The report notes that if all councils chose to raise council tax by three per cent, it would yield an estimated £68 million – broadly comparable to a one per cent pay rise for staff.

Overall council debt rose by £800 million in 2016/17 as councils took advantage of low interest rates to fund projects. While not posing an immediate problem some councils are concerned about longer term affordability.

The report highlights a number of financial pressures. A rising proportion of council funding directed towards national priorities such as educational initiatives means councils have to look at deeper cuts in other services. For example, resources for culture, planning and development, and roads have seen the sharpest falls in funding over the last three years.

The report also looks at the current financial year (2017/18) where councils have approved £317 million of savings and use of £105 million in reserves. Some councils could risk running out of general fund reserves within two or three years if they continue to draw on them at current levels.

The report aims to help councils plan ahead for setting their 2018/19 budgets.

Ronnie Hinds, deputy chair of the Accounts Commission, said: “Our evidence tells us that councils are finding the financial pressures increasingly difficult to manage. The elections in May this year brought in major changes in council administrations across Scotland. Councils that have demonstrated effective leadership and robust planning will be in a better position to deal with the challenges that lie ahead.”
