UNISON City of Edinburgh denounces Council’s determination to enforce education cuts

UNISON City of Edinburgh is deeply concerned by the decision made by City of Edinburgh Council to delete the Education Welfare Officer (EWO) Service from its books.

This being despite our warnings that the removal of these posts will be detrimental to the children of Edinburgh who need additional support. EWO’s play a crucial role, working with our schools and the children’s families to address the issue of repeated absenteeism. They offer direct support to struggling households providing answers and solutions to the problems that vex many of our children.

At its November meeting yesterday, City of Edinburgh Council voted against reversing the removal of these posts. This happened despite a joint proposal put forward by the SNP and Greens which aimed to reverse the £600k cut to the EWO Service.

The decision to remove these posts was supported by the Labour Group with the complete support of all Lib Dem and Conservative Councillors.

Graham Neal, from the UNISON City of Edinburgh branch, spoke on behalf of the EWO’s and asked why the Council was prepared to lose such an important and vital service, questioning the understanding behind such a decision.

Emphasis was also made in regard to the adverse effect this cut would have on the city’s most vulnerable children and families as well as the significant impact on the Council’s ability to fulfil its statutory commitments.

Graham went on to add that the fateful decision taken by the Labour Administration and their partners not to support the SNP/Green proposal to protect Education Welfare Officer posts sends a concerning message about their commitment to safeguarding the future of our city’s children.

It is deeply disappointing that regardless of the genuine concerns raised by school staff, parents and UNISON the Labour Administration appear more interested in balancing the books than protecting the well-being and future of our city’s children and families, the union said.

UNISON: School Staff in Edinburgh vote to strike in pay dispute

UNISON school and early years staff have made their voices heard, casting their votes to strike as part of the local government pay dispute. The results, revealed today, means nearly 2000 union members will walk out in a bid to secure a better pay deal for all local government workers.

In this ballot, a resounding majority of school and early years workers from City of Edinburgh Council voted in favor of strike action, demonstrating their strong resolve to secure fair compensation. This outcome contributes to UNISON’s strongest ever strike mandate in local government across Scotland.

While the call for strike action has been resoundingly answered by school staff, trade union regulations stipulate that a 50% turnout is required for strikes to take place. Notably, City of Edinburgh Council’s school and early years staff have exceeded this threshold, reflecting their unwavering commitment to bringing about change.

City of Edinburgh Council stands alongside 23 other councils across Scotland where the union achieved the 50% ballot threshold. UNISON’s local government committee is set to convene shortly, with an announcement of the forthcoming industrial action, expected in the autumn, to follow.

UNISON City of Edinburgh branch secretary, Tom Connolly said: “Strike action is a last resort. However, in the midst of a cost-of-living crisis, our members deserve to be rewarded fairly for their dedication and essential contributions.”

UNISON is the only union within Edinburgh Council that achieved a mandate to strike in schools, our members have shown their unwavering commitment. As the largest union in the council, our members are determined to deliver for all local government workers.

COSLA must address our members’ calls for improved fair pay that recognises and reward them for the vital work they do in our city.

UNISON’s Scottish Secretary Lilian Macer said: “This is UNISON’s strongest strike mandate ever and shows you the anger of staff in local government in Scotland.

“Of course, UNISON will do all it can to get back around the table with COSLA as we are well aware that school staff want to be in school working with children – not out on picket lines closing schools.

“But Scottish government and COSLA must be no doubt of the resolve of UNISON members to take strike action for an improved pay deal for all local government workers.”

UNISON is the largest representative body of local government workers by far, and if we have to take industrial action schools will close in 24 councils across Scotland.

UNISON welcomes Care Inspectorate report on Edinburgh adult social work and social care services

UNISON City of Edinburgh Branch has welcomed the findings of the Care Inspectorate’s Inspection of adult social work and social care services: City of Edinburgh.

The report recognises that staff are exhausted, over-worked, and carrying high caseloads in order to manage risk. UNISON own research confirmed this as far back as 2017 when our survey of the social care staff showed that 73% of respondents felt pressured to take on more work than they could manage, and that 52% had experienced work-related ill-health in the past two years.

The report also confirms that staff are committed to their roles and motivated to delivering and improving care and support for people and carers, despite the challenges of underfunding, excessive workloads and high vacancy levels.

The report also says that starting salaries in Edinburgh are lower than in neighbouring local authorities and this is hindering recruitment, again something UNISON has been trying to change.

A UNISON spokesperson said: ‘It’s essential that we integrate health and social care services successfully.

‘We need to move care from acute health settings in hospitals into the community. And that can only be done if Scottish Government fund staff social work and social care services properly.’

UNISON: ‘Local government is at the point of collapse’

UNISON City of Edinburgh branch, has raised fears about the further budget cuts being presented to the city’s full council meeting today and condemns both the Scottish and UK governments for the continuing underfunding of Local Government. 

Over the past 10 years the council has seen hundreds of millions of pounds slashed from its budget resulting in hundreds of job losses, cuts to services, and the closing of third sector organisations. 

“Local government is at the point of collapse and the Scottish and UK Governments have done very little to prevent its demise while at the same time due to COVID-19 has asked it to do more,” said the union’s branch secretary Tom Connolly. 

“Providing services from the cradle to the grave, local government and the services it provides impact on all citizens. The continuing underfunding can have a serious impact on the effectiveness of the services being provided.” 

UNISON, the biggest union representing workers in Edinburgh council,  says that those employed in local government are fire fighting to keep services running, they feel undervalued and the increasing high levels of stress amongst staff is an example of the negative impact on the health and wellbeing of those staff. 

UNISON’s Plug the Gap campaign https://www.unison-scotland.org/protect-our-council-services/ has called on the government to bridge the £1 billion funding gap in local Government. COSLA has also called for the action to be taken to bridge the Funding Gap. 

“Everyone suffers if Local Government is not provided the funding that it needs to provide meaningful services across our communities,” added Tom Connolly. 

“Staff in local government need to be rewarded and paid well for the jobs that they do, there are many low paid workers in local government providing face to face support to or most vulnerable children and adults, in school, care homes etc.  

“Other council staff keep our public buildings clean, keep our roads clear, clean our streets and empty our bins, administrative and clerical workers dealing with benefits and other essential administrative tasks, all examples of low paid and undervalued workers who have continued to keep the city running.   

“These workers now need to be given the value that they have always deserved and rewarded with decent pay and conditions. Clapping does not pay the bills.”
