94% of clients praise Social Security Scotland staff for ‘kindness’

More than £160 million in support paid out across 11 benefits in 2021-2022

Social Security Scotland has published its Annual Report and Accounts, which shows that it made £163.6 million in direct payments across 11 Scottish benefits from 1 April 2021 to 31 March 2022.

The combination of direct payments and those delivered through Agency Agreements with the Department of Work and Pensions saw the Scottish Government invest a total of £3.48 billion in benefits across Scotland.

The results of an annual survey of clients by Social Security Scotland have also been published, showing that people felt they were treated well, with staff commended for treating people with ‘kindness’, ‘listening’ and showing ‘empathy’.

Among those who responded to the survey, 94% of people who had been in contact with staff ‘agreed’ or ‘strongly agreed’ that they were treated with kindness while 93% said their experience with staff was ‘very good’ or ‘good’ with a further 92% saying they felt they had been listened to.

The positive feedback matches the high standards reported last year, where 93% also said their experience with staff was ‘very good’ or ‘good’ and 92% saying they felt they had been listened to.

Minister for Social Security, Ben Macpherson, said: “Social Security Scotland’s Annual Report and Accounts demonstrate the impact of delivering benefits that help tackle poverty and promote equality. We ensure money goes directly to people who need it most, including carers, disabled people and families on low incomes. 

“Next week our transformative Scottish Child Payment will be extended to all eligible young people under the age of 16 and increased to £25 per week per child – a 150% rise within 8 months of introducing this important benefit, which is only available in Scotland. 

“I am pleased Social Security Scotland have maintained high satisfaction levels in their service delivery, as evidenced in the latest Client Survey. We encourage all those who are eligible for support to apply, and are committed to treating everyone with dignity, fairness and respect.”

Chief Executive of Social Security Scotland, David Wallace, said: “Four years ago, we began delivering our new social security service for Scotland after listening to people who had experience of the benefits system. They helped us create a service based on our values of dignity, fairness and respect and we continue to listen to them as we grow and deliver more benefits.

“Our annual Client Survey reflects the work we have put in to deliver on our commitment and the fact that we managed to maintain such an exceptionally high level of client satisfaction through a period of significant growth is a source of immense pride for me.

“In fact, 96% of people surveyed told us they had received their benefit payments when we said they would. These results are testament to the care and pride our people take in their work. We have worked hard to build a diverse workforce of people who share our values that reflects modern Scotland.

“The year ahead will remain difficult for many of us but our commitment to our clients remains strong and we will continue to listen to their feedback as we develop our service and prepare to deliver new benefits.”

Scottish Child Payment extends to under 16s this month

On November 14, Scottish Child Payment will be uprated from £20 to £25 and eligibility will be extended to all under 16 year olds.
 
The change to this payment will make over 400,000 children eligible for the payment. Scottish Government analysis projects that the increased payment will take 50,000 children out of relative poverty by 2023/24

. Around 104,000 children already receiving Scottish Child Payment for their children under 6 will automatically see their awards increase to £25.
 
Speaking ahead of her statement to Parliament on the Programme for Government, the First Minister, Nicola Sturgeon said: “The Scottish Child Payment is unique to Scotland, the most ambitious child poverty reduction measure in the UK and an important action to mitigate the growing cost emergency.

“We doubled the payment to £20 per week per child in April and the further increase to £25 from November means a rise of 150% in less than eight months.”

A transparent approach to benefit take-up progress in Scotland

New annual publication provides estimates of benefit take-up rates

A new annual publication with estimated take-up rates of Scottish social security benefits has been published for the first time.

The report will help track progress against the Scottish Government’s Benefit Take-up Strategy which is a requirement of the 2018 Social Security (Scotland) Act.

The Scottish Government is committed to delivering a transparent social security system and reporting annually on progress will support that aim. This first publication covers estimates from introduction of the benefits up to the end of March in the 2021-2022 financial year and will sit alongside existing performance reporting on Social Security Scotland.

Minister for Social Security Ben Macpherson said: “We are committed to making sure everyone gets the financial support they are entitled to and our benefit take-up strategy outlines how we are doing this.

“We actively work to encourage take-up of Scottish social security benefits by promoting our 12 benefits, collaborating with various organisations and removing barriers to access.

“This new publication of estimated take-up rates provides us with valuable insights, and will help us to identify where we can do more. Our commitment to continuous improvement ensures we are making progress in breaking down the barriers to access, and in reducing stigma that may have previously led to people not accessing the benefits they are entitled to.

“For example, we have been working with supermarket retailers to promote Best Start Foods, we have shared over 42,000 leaflets about our five family payments and Child Disability Payment in NHS Scotland’s baby boxes, and we have included information on Scottish social security benefits in welcome packs supporting refugees.

“Our efforts to maximise incomes and support benefit take-up are even more important during the current cost of living crisis. Our new cost of living website is a trusted ‘one stop shop’ for advice and information about financial support available in Scotland, including all our Scottish benefits.

“I would encourage everyone to use and share this website, to make sure people are accessing the financial support they are entitled to.” 

Families urged to talk about social security payments

Support highlighted during Challenge Poverty Week

Families and friends have a crucial role to play in ensuring Scotland’s social security payments reach those who need them most.

On a visit to a Citizens Advice Bureau, as part of Challenge Poverty Week, Social Security Minister Ben Macpherson said talking about benefits would help drive take-up and reduce stigma about accessing benefits. The Scottish Government urges people to make sure they get the benefits they are entitled to.

These payments provide support to people on low incomes, people with disabilities, carers, and young people entering the workplace.

During the visit to the Citizens Advice Bureau in Muirhouse, Mr Macpherson met staff and volunteers who provide information and advice about available financial assistance and wider support.

Minister for Social Security Ben Macpherson said: “We are urging as many people as possible to talk to family, friends and other people they know to encourage them to apply for benefits they may be entitled to. We want people to get any support that they are eligible for.

“We know that word of mouth helps to raise awareness of Social Security Scotland’s payments, and those provided by the UK Government which may be needed to access Scottish benefits. We also want anyone who thinks they might be eligible for payments to check what’s available to them.

“While several of our payments are designed for people on low incomes there are also others which provide support to disabled people, young people starting their careers after a period of unemployment, and carers including young carers.

“Social security is a shared investment in people and supports building a fairer, more equal society. The current cost of living crisis shows that any of us could need this support at some point in our lives. That is why it is right that we invest in social security together.

“The Scottish Government is grateful for the impactful role that Citizens Advice advisers play in promoting and supporting access to social security.”

Citizens Advice Edinburgh Chief Executive Benjamin Napier said: “The Citizens Advice network in Scotland encourages everyone to check that they are receiving the income they are entitled to.

“Every year, millions of pounds of welfare entitlement go unclaimed. At a time of increasing costs and pressures on household budgets, we strongly encourage people to get in touch with their local Citizens Advice Bureau or use our online tools like www.moneymap.scot to see if they could be receiving more money.

“Last year the CAB network across Scotland helped over 174,000 people and 2.4 million people checked our online advice pages. 

“Advice from CABs is free, impartial and confidential. We never charge people for advice and are for everyone regardless of background or circumstance. Social Security Scotland have 12 new benefits and we want to make sure everyone knows their rights of access them.”

Cost of Living Crisis: website support

The Scottish Government has launched a new website to help with the cost of living crisis.

The website has a range of information on support available for households facing rising energy, housing and other costs.

Developed by the Scottish Government as a ‘one stop shop’ to help those struggling with the cost of living crisis, the website includes information on help available for households to meet rising energy, housing and other costs.

It also provides details on accessing Scottish and UK social security payments, including online benefit calculators, as well as wider health and wellbeing information.

A Programme for Government 2022-23 commitment, it will be supported by a nationwide media campaign to raise awareness of the website and signpost people impacted by rising costs to the help available.

The website was launched by Social Justice Secretary Shona Robison during a visit to debt help service in Tollcross, run by charity Christians Against Poverty.

Shona Robison said: “I know that people are struggling with the cost of living crisis right now and may not know where to turn for help. Our cost of living website is a trustworthy online resource with information on the wide range of vital support available.

“No one should feel alone in this crisis and this website, along with our campaign, aims to encourage people to find out if they are eligible for the extensive support available to access the advice they need. We want everyone to get all the financial support and help that is available so I would encourage people to apply for the payments they are entitled to – it might be just the lifeline that is needed right now.

“We have allocated almost £3 billion in this financial year to contribute towards mitigating the increased cost of living crisis and the new website highlights the wide range of support at hand. Our package spans a range of support, for energy bills, childcare, health and travel, as well as social security payments that are not available anywhere else in the UK. The website is an important signpost towards them all.

“The cost of living crisis is impacting every household in the UK and the Scottish Government will continue to do everything within its powers and finite budget to ensure people are supported as far as possible.”

Scotland National Director for Christians Against Poverty, Emma Jackson, said: “We are deeply concerned about the impact of rising costs on low income households. Even before rising costs, over a third (36%) of CAP clients had to borrow to meet essential living costs and we know the consequences of problem debt can be devastating for people.

“The new cost of living website from the Scottish Government is a welcome step in helping people to find and access all the vital support that is available to them, including steps to maximise income. People need to know help is available. Now, more than ever, we need to take every action possible to support households who are being hit the hardest by the cost of living crisis.”

Claire (not her real name) is a single parent from Edinburgh who experienced problem debt after her son was born prematurely. She spent a lot of time at the hospital and his health and wellbeing was her primary focus. Due to the stress of this situation she wasn’t able to manage bills or work to earn money and debts began to mount.

Claire’s debt had a significant impact on her mental health. She lived in fear of debt collectors coming to the door and hid the letters in a drawer as she didn’t know how she would be able to pay them. She felt ashamed and embarrassed and for a long time she didn’t know where to turn.

Problem debt had such an impact on Claire’s mental health that she tried to take her own life twice. Claire heard about Christians Against Poverty through her local foodbank and once she met her debt coach she felt like a weight had been lifted and she was able to laugh again. She felt like CAP was her safe place and her befriender became like a mother to her.

Claire was able to go debt free in December 2021, however, she is still struggling on a low income. She already has to travel quite far to shop around and find the cheapest items. She is worried about how she will be able to keep going with rising costs.

She explained: “It’s unbelievable what things cost at the moment, it’s all gone up so much – food, electric, clothes for my son. It all costs so much and right now, I just don’t know how I am going to afford it all. I’ve worked hard to get back on track with my finances, but there isn’t enough to pay for all of these essential things that I need for my son. I don’t want to be in debt again.”

Scottish Child Payment pays out £84 million

Child poverty benefit helping 104,000 children

A total of £84 million has been paid to families since it was introduced less than 18 months ago.

The payment of £20 per week, unique to Scotland in the UK, began in February 2021 as a direct measure to tackle child poverty. It provides regular, additional financial support to parents and carers to help with the costs of caring for a child.

As of 30 June 2022, it is estimated that 104,000 children were actively in receipt of Scottish Child Payment and 1.4 million payments have now been made.

By the end of this year the payment will increase to £25 per week and extend to include all eligible children under the age of 16 when it is expected that over 400,000 children will potentially be eligible.

Responding to the latest official statistics on Scottish Child Payment published today Deputy First Minister John Swinney said: “We are taking a number of urgent actions to address the current cost crisis.

“This includes efforts to maximise financial support to those most in need so that they get all the money they are entitled to. The ongoing work to extend eligibility for and increase the value of the Scottish Child Payment is a vital part of these efforts.

“We created our game changing Scottish Child Payment to provide direct financial support to tackle child poverty. Every penny of support is absolutely vital at the moment, which is why we are using our devolved powers and resources to make a difference for as many households as we can.

“We doubled the payment to £20 in April and will increase it to £25 when we extend it to under 16s by the end of the year – a 150% rise in this important benefit which is one of five family benefits we are now delivering.

“The Scottish Government want to support families during these difficult times.”

Adult Disability Payment now open for new applications across Scotland

Adult Disability Payment is now open for new applications across Scotland. The national rollout follows successful pilots in 13 local authority areas, which began in March.

It is the twelfth and most complex benefit to be delivered by the Scottish Government. It replaces the UK Government’s Personal Independence Payment.

The benefit provides financial support to people aged between 16 and state pension age who are disabled, have a long-term health condition or have a terminal illness.

People already receiving the UK Government’s Personal Independence Payment and Disability Living Allowance do not need to apply for Adult Disability Payment.

These existing awards will transfer automatically from the DWP to Social Security Scotland. Cases will transfer in stages starting from this summer and this process is expected to be completed by the end of 2025.

Minister for Social Security Ben Macpherson said: “The national launch of Adult Disability Payment is a significant milestone in the development of our new social security system, that will treat everyone with dignity, fairness and respect.

“This is the twelfth and most complex devolved benefit to be introduced and, once all the awards have transferred from the DWP, this new payment will be supporting more than 300,000 people.

“We are offering a range of ways to make an application, including online, by post, over the phone or face-to-face. Social Security Scotland local delivery teams are also available to provide assistance in communities across the country.

“In creating our new system, we have worked extensively and collaboratively with people who will use this service. Their input, and their direct experience of the DWP system, has significantly informed our policy development and resulted in the number of improvements that we are making to the way in which we are delivering our new service.

“The Scottish Government is focused on providing a positive and compassionate experience for people applying for and receiving our Adult Disability Payment. 

 “In our Scottish system no one will be subject to DWP style assessments or degrading functional examinations, and we will never use the private sector to carry out health examinations.

“People will only be invited to a consultation on occasions when we require more information so we can make a decision. This will be a conversation with a health and social care professional to understand how a person’s disability or health condition impacts them.

“Social security is a shared investment in building a fairer Scotland. It is a human right and we encourage those who may be eligible for support to apply.”

Moira Tasker, Chief Executive of Inclusion Scotland said: “Inclusion Scotland warmly welcomes today’s launch of the Adult Disability Payment. Many disabled people are being disproportionately hard hit by the UK economic crisis and are deeply worried about just surviving this winter.

“The Adult Disability Payment will offer much needed support to eligible disabled people. It ushers in further progress towards upholding the values of dignity and respect in Scottish society, which were entirely lacking in the Department of Work and Pensions approach to disability benefits.  

“We are proud of the part that disabled people, our members and Inclusion Scotland played in engaging with the Scottish Government to make a new system for Scottish disability benefits fair and accessible.  

“The Adult Disability Payment is a leap forward. It has the potential to enable disabled people and Scots with long-term health conditions to participate in their communities and wider Scottish society – whether that is through work, education, family life, or simply a life lived without fear of phone calls or letters demanding repeated assessments and sanctions.”

Social Security Scotland: Early Bank Holiday payment dates

Due to the Bank Holiday on 29th August, some payments for Scottish Child Payment, Child Disability Payment and Adult Disability Payment will be paid into accounts early.

All payments will return to normal from 3rd September

Child Disability Payment pays out more that £17 million since launch

More than £17.1 million has been paid to support children and young people since Child Disability Payment launched.

These payments are designed to mitigate some of the additional costs of caring for a disabled or terminally ill child or young person.

It is estimated that as of 30 June 2022, 13,200 children and young people are in receipt of Child Disability Payment.

£11.3 million was issued to new applicants and a further £5.8 million was issued to children and young people who have had their payment transferred to Child Disability Payment.

The total number of people receiving payments includes 7,230 who had their Disability Living Allowance for children transferred from the Department for Work and Pensions (DWP) to Social Security Scotland.

Figures for 26 July 2021 to 30 June 2022 include an initial pilot period where Child Disability Payment was only available in Dundee City, Perth and Kinross and the Western Isles local authority areas.

Child Disability Payment became available to people making new applications across Scotland in November 2021. Payments for children and young people whose awards transferred from DWP began in February this year.

Almost three quarters (74%) of applications were made online, with 16% by phone.

Child Disability Payment replaces the UK Government’s Disability Living Allowance for children.

Those already receiving Disability Living Allowance for children from the DWP do not need to make a new application for Child Disability Payment as Social Security Scotland will contact them ahead of their award being automatically transferred.
