M8 motorway closed after serious accident

Traffic Scotland has reported that the M8, Scotland’s busiest motorway, currently remains closed in both directions at Harthill (J4A westbound, J5 eastbound) after a serious accident in the early hours of this morning.

There are long delays – motorists are advised to use an alternate route at this time and should allow extra time for their journey.

Congested city bypass must be priority, says Briggs

Lothian MSP, Miles Briggs, has said that the development of Edinburgh City Bypass must be a priority in the Scottish Government new national infrastructure investment plan, due to be published this month.

This week at the Scottish Parliament the First Minister Nicola Sturgeon said that the Scottish Government would “set out the framework for £32 billion of infrastructure investment over the next five years.”

In May 2018, Miles Briggs MSP held a Members debate in the Scottish Parliament where the then Transport secretary Humza Yousaf that the Edinburgh City Bypass was a priority for the Scottish Government (link).

In June 2018 the now Transport Secretary Michael Matheson declined to give a timetable for when Edinburgh City Bypass would be developed to address overcapacity issues.

Two years since the promise of a review into the strategic importance of the A720 Edinburgh City Bypass and there has still been no progress made.

Edinburgh City’s bypass over congestion is an issue that Miles has campaigned on since his election in 2016.

Lothian MSP, Miles Briggs, said: “Lothian residents and businesses are increasingly concerned that SNP Ministers are not demonstrating the urgency required to avoid the bypass becoming gridlocked in future as usage will continue to grow and grow.

“Overcapacity issues on the bypass must be a national transport priority for this government and they must bring forward detailed new plans to improve this key trunk road.

“SNP Ministers have been delaying the development of this much needed infrastructure for residents and commuters in Edinburgh and the Lothians.

“The development of Edinburgh City Bypass must be part of the new national infrastructure investment plan.”

£1.2 million to support bus priority measures

More than £1.2m in funding has been awarded to local authorities in the south east of Scotland for emergency measures to prioritise public transport.

Transport Scotland has allocated the funding from its £10m Bus Priority Rapid Deployment Fund, which will support temporary changes to improve bus journey times and reliability on some of the region’s most congested routes.

A package of interventions has been developed by the South East Scotland Transport Transition Group, which involves Edinburgh, East Lothian, Midlothian, West Lothian, Fife, Scottish Borders, Falkirk and Clackmannanshire councils.

These aim to encourage and incentivise bus travel as an attractive, sustainable mode of transport as lockdown restrictions are lifted and traffic begins to return to previous levels.

Amongst proposals are the introduction or extension of bus lanes including on the A90 citybound between Cramond Brig and Barnton and on the A89 eastbound approach to Newbridge, various signalling improvements for smoother flow of traffic and enhanced bus stops at key locations.

Led by the City of Edinburgh Council, the South East Scotland Transport Transition Group has worked with bus operators and SEStran to develop the measures, which it is estimated could reduce journey times by up to 12 minutes in some areas.

The City of Edinburgh Council’s Transport and Environment Vice Convener Councillor Karen Doran said: “This funding award is extremely welcome and demonstrates the value of months of close partnership working between neighbouring local authorities, bus operators and SEStran.

“The way we travel has significantly changed over recent months and it’s clear commuting patterns won’t be returning to ‘normal’ anytime soon. This funding allows us to quickly prioritise public transport into and around the region, improving bus journey times and making bus travel a reliable, attractive mode of transport as restrictions are eased.”

Cabinet Secretary for Transport, Infrastructure and Connectivity, Michael Matheson said: “I’m pleased that passengers across the south east of Scotland will soon experience the benefits of these temporary bus priority infrastructure measures. These measures will remove pinch points and keep buses moving, resulting in faster end to end journeys.

“We know that in some cases, bus passengers have fewer alternative travel options, and so it’s right that buses are prioritised to help improve journey times and reliability across congested routes.

“While these measures will help make bus journey times faster on pinch points and undoubtedly makes bus travel more attractive, let’s continue to leave public transport for those that need it most.

“Walk, wheel or cycle where possible and use temporary active travel infrastructure which helps with physical distancing. Plan ahead if using public transport to help manage demand.

“By thinking about how and when we travel – collectively, we can keep Scotland moving during the COVID-19 crisis.”

Changes will be implemented using Temporary Traffic Regulation Orders and engagement with local stakeholders will be carried out before any proposals are put in place.

Detailed designs and additional traffic modelling work are ongoing, with further information on the next steps for each of the schemes to be made available in the coming weeks.

The Bus Priority Rapid Deployment Fund was announced by Transport Scotland in July and aims to provide immediate relief to some of the most congested bus routes in line with the Scottish Government’s route map through the COVID-19 pandemic.

Highway Code consultation: Make pedestrians the priority, says Living Streets

The Prime Minister has announced a consultation into the Highway Code. The consultation applies across England, Scotland and Wales and comes as the UK Government unveiled its ‘most ambitious plans yet to boost cycling and walking’.

Living Streets, the UK charity for everyday walking, says the changes are needed to encourage people to walk and cycle more.

A key feature of the proposals is the idea of a ‘hierarchy of responsibility’, with road users who cause the greatest harm having a greater responsibility to reduce the threat they pose to others.

There are also proposed changes at zebra crossings and junctions to give pedestrians priority and additional narrative on the dangers of speeding. At the heart of the proposed changes is the belief that “the purpose of the Highway Code is to promote safety on the road, whilst also supporting a healthy, sustainable and efficient transport system.

Jenni Wiggle, Interim CEO, Living Streets, said: “The Highway Code currently treats all road users – from children walking to lorry drivers – as if they are equally responsible for their own or other people’s safety. However, people walking cause the least road danger but are often left paying the price.

“Pedestrians account for a quarter of road deaths, with the latest figures showing increases amongst vulnerable groups: children and older people. Road users who have potential to cause the greatest harm, such as the drivers of large motor vehicles, should also take the greatest share of responsibility to reduce the danger they pose.  

“The renewed focus on unsafe speeding is welcome and incredibly timely. Lockdown saw a minority of people viewing quieter roads as an invitation to drive recklessly. Not only does speed kill but it creates an environment where only the brave dare use our streets to walk or cycle.

“Whether we choose to drive or cycle, we are all pedestrians. These proposed revisions will benefit all of us.”

Living Streets is part of the Walking and Cycling Alliance which has been calling for improved infrastructure for walking and cycling, along with changes to the Highway code.

Council cracks on with Spaces for People programme

Work to deliver a package of measures supporting walking, cycling and wheeling in Edinburgh is continuing apace, as more than 1,700 residents share their own suggestions for improvements.

The council has begun implementing two temporary segregated cycle lanes on Old Dalkeith Road and Crewe Road South, providing safer routes as traffic increases for essential workers travelling to the city’s main hospitals, the Edinburgh Royal Infirmary and Western General.

The next set of interventions will focus on supporting economic recovery, as and when businesses begin to reopen, in line with the Scottish Government’s phased approach to lifting lockdown.

Temporary changes will target the city centre and local high streets, helping people to visit these areas while maintaining physical distancing, without having to resort to private car use. We are aiming to introduce the first changes by the end of next week, which include:

  • The partial closure of Waverley Bridge at the junction with East Market Street, helping pedestrians and cyclists travel safely while meeting physical distancing requirements
  • Footway widening at junctions and a bus, cycle and taxi gate on North Bridge to improve pedestrian routes and aid cycling and public transport provision
  • Footway widening and a bus, cycle and taxi gate on East Princes Street and South St David Street

Each of these measures is currently undergoing an agreed five-day notification period with ward councillors, transport spokespeople, community councils and stakeholders including Living Streets, Spokes, the Edinburgh Access Panel and RNIB.

Feedback will help the development of final, detailed designs and will inform refinements as appropriate once measures are implemented. This was the case on Crewe Road South, where the council says they have worked to change cycle lanes from advisory to segregated in response to feedback received.

A dedicated team is now working through their remaining programme of measures, along with suggestions received, using an assessment framework of 16 scoring criteria. By applying weighted criteria, the council says it is making sure it prioritises improvements that will deliver the greatest overall benefits within the short timeframe available.

Transport and Environment Convener Lesley Macinnes said: “We’re working quickly to deliver an ambitious package of measures to help people continue to walk, cycle, wheel and use public transport as we navigate our way out of this unprecedented situation.

Of course, we want to get these interventions on the ground as quickly as possible and there’s a lot of work going on to deliver temporary changes within tight timescales. But we’re also involving stakeholders in that process, including active travel and equality groups, to get designs for local schemes right, which takes a little bit of time.

“It’s clear that there’s a lot of interest in and support for our plans, demonstrated by the many suggestions we’ve received via email and the Commonplace tool. I’d like to thank everyone who has had their say so far – our dedicated team will continue to work through these ideas, building on them where we can.

Transport and Environment Vice Convener Karen Doran said: “We’ve had a fantastic response to the measures we’ve already implemented across the city, which have made residents and their families feel safer strolling or cycling from their homes.

“Today we begin installing two segregated cycle lanes to help essential workers cycle safely to our main hospitals. Next up, we’ll be implementing significant changes in our key shopping streets to encourage people to spend time there on foot, bike or wheelchair as businesses begin to reopen.

“These interventions, paired with our Paths for Everyone campaign encouraging physical distancing on off-road paths, are essential to help encourage active travel as we return to a sense of normality.”

Dave Keane, Infrastructure Manager, Sustrans Scotland, added: “The City of Edinburgh Council has shown great ambition to make it easier for people to get around safely on foot, by bike or wheelchair as we transition out of lockdown.

“We hope people living in Edinburgh will engage with the Commonplace mapping tool – it’s really simple, clear and easy to give feedback. Most importantly, it will help the council get a clear picture of what people think of the temporary measures already put in place and where other interventions are needed most.”

The Commonplace tool, launched recently with Sustrans, lets people highlight barriers to safe physical distancing and suggest improvements on an interactive map. Since then we’ve received over 1,500 suggestions, which are in addition to around 200 suggestions already received via email. Feedback will be taken on board as much as possible – for example, measures proposed at East Princes Street and North Bridge directly respond to a number of concerns raised around narrow pavements and traffic volumes.

While we welcome every response, we won’t be able to deliver all the improvements suggested, with any work dependent on available funding, procurement of materials and the availability of contractors.

This week, the notification process begins on the next phase of city centre measures, which will be implemented during week commencing 15 June and include:

  • Widened footways and segregated cycleways on George IV Bridge to allow people to access shops, bars and restaurants safely
  • Widened footways and a segregated uphill cycleway on the Mound and Bank Street for access to local businesses
  • Reduced through traffic and widened pavements on South Bridge for better pedestrian access
  • Introduction of a short section of segregated cycleway on Forrest Road, leading towards George IV Bridge

From 15 June we will also be notifying stakeholders of plans for footway widening and servicing arrangements in local town centres. These include: Morningside, Bruntsfield, Tollcross, Gorgie/Dalry, Newington/Southside, Portobello, Corstorphine High Street and Queensferry High Street.

Aligning with future phases of the Scottish Government’s lifting of lockdown restrictions, later stages of the Spaces for People programme will support sustainable travel on key arterial routes and subsequently will focus on measures to make journeys to places of education as safe and sustainable as possible.

Several improvements are already in place across the city, with the first set of schemes aiming to facilitate safe and accessible routes to green spaces and local amenities. These have included partial road closures in Portobello, Warriston, Silverknowes and Leith and have been welcomed by communities, creating safe spaces for pedestrians and cyclists of all ages and abilities.

Action Plan for Safer Walking and Cycling in Edinburgh

Council to close more streets to car traffic

An action plan has been drawn up for creating safe and accessible spaces for walking and cycling in Edinburgh during the coronavirus outbreak, and when the city emerges from the crisis.

On Thursday (14 May), members of the Policy and Sustainability Committee will consider a report setting out criteria for temporary walking and cycling infrastructure, as well as a package of short and long-term measures to establish safer routes for cyclists and pedestrians.

We have already begun implementing changes to help those making essential journeys and taking daily exercise by foot or bike to stay 2m apart, with road closures in Greenbank, Leith and Silverknowes.

Additional improvements are proposed for other ‘pinch points’ across the city, such as road closures, the introduction of bus gates and temporary cycle lanes. As restrictions are eased and traffic increases, further changes to facilitate safe movement are likely to include pedestrian priority at signalised road crossings, extended bus lane hours, widened pavements and a review of speed limits.

To provide extra space in the city centre, and as residents return to a ‘new normal’, it is also intended that key proposals from the Edinburgh City Centre Transformation plan are brought forward to prioritise pedestrians and cyclists.

In particular, Bank Street, East Market Street and East Princes Street would be closed to car traffic while on Victoria Street and Cockburn Street through traffic would be eliminated and parking provision reduced.

Council Leader Adam McVey said: “We’re leading the way with our approach to safer, more accessible streets and we’ve received a huge amount of support for our plans to create more room for pedestrians and cyclists. It’s clear that people want and need to make essential journeys and take daily exercise by foot or bike safely and we need to give them the space to do so.

“It’s no secret that we face many months of upheaval as we work to emerge from this crisis, and this will no doubt impact on the way we move around the city. As we return to a ‘new normal’, our citywide strategy will support people to make journeys by foot, bike or public transport while continuing to observe physical distancing.

“We’ve been working closely with the Scottish Government and Sustrans to make improvements such as these easier in the long term. By bringing forward more permanent plans to prioritise these modes of transport, we’re also looking to a cleaner, greener and more sustainable future for Edinburgh.”

Depute Leader Cammy Day said: “We’re already seeing the benefits in areas where we’ve implemented changes and we’re working to introduce improvements to other pinch points across the city, helping people to reach nearby open spaces, essential services and to get to and from work safely. We’ve already identified several streets but we’d also welcome any suggestions from the public.

“It’s crucial that these measures work for everyone living on or near the streets concerned. We’ve been engaging closely with local communities to make sure access is maintained for deliveries, those with mobility issues and emergency services, and these conversations will help us as we continue to roll out changes.”

David Hunter, from the Living Streets Edinburgh Group, said: “With the need for physical distancing continuing, and more people walking and cycling, it’s vital there are safe ways for people to get around. Walking should be the top option for people to get around their local community.

“Living Streets Scotland and the Living Streets Edinburgh Group welcome the council’s intent to help people walk and cycle safely. We’re especially keen to see practical measures which give adequate space to pedestrians in congested streets.”

Since the implementation of restrictions in March, it is estimated that cycling and walking has increased by 15 to 20%, while travel by car and public transport has dropped. During this time, we have seen a rise in reports of congestion on pedestrian and cycling routes, with people finding it difficult to maintain physical distancing.

As we plan for Edinburgh’s recovery, we are expecting to see a change in the way people move around the city. By facilitating a growth in walking, cycling and public transport use, we want to sustain improvements to air quality seen during recent months as well as contributing to meeting the Capital’s target to be carbon neutral by 2030.

On Thursday (14 May), councillors on the Policy and Sustainability Committee will be asked to approve the submission of an application for funding from the Scottish Government’s £10m ‘Spaces for People’ scheme supporting local authorities to deliver temporary improvements for walking and cycling.

Our own criteria for making improvements would be in line with the Spaces for People objectives and measures would seek to:

  • Make space for people to exercise.
  • Make space for people to travel safely around the city.
  • Reduce risk to people who use the carriageway for travel or exercise.
  • Make space for people in shopping streets and in the city centre.

We are currently reviewing our existing active travel programme to identify routes which could be brought forward to support these objectives. We have been working with key stakeholders and Police Scotland to highlight other streets which are not part of the programme but where changes would improve the safety of pedestrians and cyclists.

These include:

  • The closure of Waverley Bridge to traffic.
  • Temporary footway widening on Morrison Street, Morningside Road and Easter Road.
  • Temporary footway widening and cycle segregation on George IV Bridge.
  • A 24-hour bus gate with loading and parking restrictions on Liberton Road, Craigmillar Park and Minto Street.
  • The closure of road on East Fettes Avenue.
  • Installation of bus gates on Dundee St at Fountainbridge and closure of Viewforth, as well as some temporary cycle segregation on Dundee Street.
  • The introduction of a bus lane on Queensferry Road.

Measures would be subject to a detailed design and risk assessment process, which may result in an alternative approach. Officers will consult with local ward members and other public services to prioritise routes and changes for implementation.

EXPECT LONG DELAYS: D’Mains roadworks to last into March

More local traffic disruption is inevitable next week when Cityfibre undertakes cable connection work in Davidsons Mains, Silverknowes and Cramond.

Commuters have been warned to expect long delays when work starts on 3rd February – and the work is not scheduled to complete until 1st March.

Among the anticipated delights are a temporary one-way traffic system on Quality Street at some times during the works.

Sheriffhall objections reach 2400 with one week to go

Around 2,500 objections have been lodged to a proposed £120m development of Sheriffhall roundabout on the Edinburgh City bypass, with a week still to go on the Transport Scotland consultation.

Lothians Scottish Green MSP Alison Johnstone, who launched the campaign last week, said the objections must be considered by the Scottish Government when planning all future road expansion projects.

This follows a report by the Scottish Government’s Infrastructure Commission this week which advised ministers there should be “a presumption in favour of future-proofing and maintaining our existing road network, rather than building new capacity”, because of the climate emergency.

Responding, Alison Johnstone said: “I’m delighted but not surprised by the interest in my campaign. We’ve known since the 1960s that building more roads increases traffic, yet it’s a model the Scottish Government seems determined to repeat again and again. They told us the Queensferry Crossing would make more people use public transport, yet we’ve seen a million more car journeys over the Forth.

“Even the written proposal for Sheriffhall admits the development will increase congestion in and out of Edinburgh. It’s time we started building the sustainable neighbourhoods of the future instead of repeating the mistakes of the past, especially considering the urgency of the climate emergency.

“Instead of roundabouts and ringroads, the Scottish Government must listen to their own advisers and reduce the cost of public transport, increase its capacity and reach, and make our journeys by cycling and walking as pleasant and safe as possible.”

Greens launch campaign to stop Sheriffhall ‘spaghetti junction’

A proposed £120m spaghetti junction at Sheriffhall roundabout will increase congestion and should be scrapped, according to the Scottish Greens.

Scottish Green MSPs and councillors have launched a campaign to halt the proposal and instead use the money to improve clean transport across the city region, reflecting Edinburgh’s proposed new ten-year City Mobility Plan.

The campaign highlights how £120m could be better invested in segregated cycle paths, bus lanes and park and rides, transforming the city’s transport infrastructure.

Speaking ahead of the launch, Lothians MSP and Scottish Greens parliamentary co-leader Alison Johnstone said: “The council estimates that congestion costs Edinburgh £225m a year, yet they and the Scottish Government insist on repeating the same failed mistakes of the past.

“Since the 1960s we’ve known that if you build more roads, they fill up with cars. That’s why the proposal to turn Sheriffhall roundabout into a spaghetti junction isn’t an upgrade, it’s a step backwards, especially when we now know 60,000 cars are coming into the city every morning.

“This is the 21st century, and we are in a climate emergency. £120m could go a long way in transforming our capital for the future. It could pay for 120 miles of segregated cycle paths, for example. It could boost our bus lanes and park and ride offerings to get our city moving again, instead of sitting in gridlock every day.

“The SNP in Edinburgh council and Holyrood need to match their rhetoric with real transformative change if we are to build a sustainable future. That means ditching the failed old ways like spaghetti junctions.”

Edinburgh Green councillor Claire Miller said: “There is only one credible direction for Edinburgh, which is at least reflected in the council’s draft plan, but Edinburgh has struggled to get even basic bike schemes off the ground, while developing a single tram line was fraught. That can’t continue.

“The city region deal needs to catch up too, that’s why £120m going towards a spaghetti junction at Sheriffhall just does not add up. The prize is a much better Edinburgh for everyone.”
