From 31 December all XL Bully type dogs must be kept on a lead and muzzled in public.
It will also be illegal from this date to breed, sell, advertise, gift, exchange, and abandon these dogs or let them stray.

XL Bully owners are today being urged to make sure they are ready to comply with new restrictions that come into force on 31 December in England and Wales.
The message from the UK Chief Vet Christine Middlemiss comes with less than two weeks for the deadline for keeping XL Bully dogs on a lead and muzzled when in public. It will also become illegal to breed, sell, advertise, gift, exchange, abandon, or let XL Bully dogs stray from this date.
There is also just over 6 weeks left to apply for an exemption certificate before the ban of the breed comes into force on the 1st February. Over 4000 applications have been now received with the majority of certificates issued in less than a week.
Owners will need to provide proof that their dog has been microchipped and it will need to be neutered by 30th June for older dogs, and the end of 2024 if the dog is under one year old.
Chief Veterinary Officer Christine Middlemiss said: “New legal restrictions for XL Bullies are now less than a fortnight away. Owners should read the guidance and ensure they are ready to comply with the new rules, which includes keeping your XL Bully dog muzzled and on a lead in public from 31 December.
“From 1 February 2024, it will also be a criminal offence to be in possession of an XL Bully in England and Wales unless you have applied for an exemption. Please do not risk leaving it to the last minute if you want to keep your dog, you should apply now for a Certificate of Exemption.
“We recommend a precautionary approach – if you are unsure if your dog is an XL Bully or whether any puppies may grow up to be of this dog type, you should comply with the relevant requirements and restrictions.”
After the transition period ends, owners without a Certificate of Exemption could receive a criminal record and an unlimited fine if they are found to be in possession of an XL Bully type. These measures are being introduced to safeguard the public following an increase in dog attacks in recent years. Up until 2021 there were around 3 fatalities per year. There have been 23 since the start of 2021 – with the XL Bully being disproportionately involved in this rise.
To receive an exemption, owners must hold active public liability insurance for their dog, have had their dog microchipped, and pay the application fee. Owners will also be required to provide proof that their dog has been neutered. For most dogs, this will be by 30th June, and for dogs under one year old, this should be by the end of 2024.
During the transition period, owners who no longer wish to keep their dogs and who arrange for a vet to euthanise them may apply for compensation towards this. Owners and their vets will need to complete a form to make a claim.
Leading animal welfare organisations including Blue Cross, Dogs Trust, PDSA and Battersea Dogs and Cats Home have developed a range of helpful resources and free online learning opportunities to support owners to muzzle train their dogs.
Owners whose dogs are dangerously out of control are already breaking the law, and the enforcement authorities have a full range of powers to apply penalties to them. Under the Dangerous Dogs Act, people can be put in prison for up to 14 years, be disqualified from ownership and their dangerous dogs can be euthanised.

DOES THE LEGISLATION APPLY IN SCOTLAND?
Then Secretary of State for Environment, Food, and Rural Affairs, Therese Coffey (remember her – Ed.?) confirmed the UK Government intention to add XL bullies to the 1991 Act and plans to speak to devolved nations to implement this across the UK. If Scottish Ministers agree, then the ban will be applied in Scotland.
If a ban is implemented in Scotland then this does not mean XL bullies will be euthanised, they can be added to the index of exempted dogs.
The UK Government plans to convene an expert group to specify a legal definition of the XL bully. The group will consist of animal welfare experts, veterinary professionals, the police, experts in breeds and representatives from the four nations.
The findings of the group will inform Scotland’s actions on the ban going forward.

Last month (November) a Scottish Government spokesperson said: “We are carefully considering the evidence as to whether changes to ban the XL Bully dogs and breed will be applied in Scotland.”
Government’s call for evidence has unveiled a link between loot boxes and gambling harms, as well as wider mental health, financial and problem-gaming harms
Government calls on games companies to step up and improve protections for children as well as players of all ages from the risk of harm
Video games companies and platforms must do more to make sure children can not make in-game purchases – known as ‘loot boxes’ – without their parents’ consent, Culture Secretary Nadine Dorries said today.
Loot boxes are a type of in-game purchase in some video games. Players can purchase a loot box with real money to receive random items, including “power-ups” to help a player compete better in the game and cosmetic items, such as virtual clothing.
The call for evidence on loot boxes, launched by the Department for Digital, Culture, Media and Sport in 2020, found that players who have purchased loot boxes may be more likely to experience gambling, mental health, financial and problem gaming-related harms. The risk may also be higher for children and young people.
To protect players, the Government is calling for the purchase of loot boxes to be made unavailable to children and young people unless they are approved by a parent or guardian.
Some games platforms, such as Xbox, have already taken steps to improve protections, such as including options that require parental permission for under-18s to spend money within games.
The Government wants to build on this with strong protections for children across the entire games industry and will not hesitate to consider legislation if companies do not bring in sufficient measures to keep players safe.
Culture Secretary Nadine Dorries said: “We want to stop children going on spending sprees online without parental consent, spurred on by in-game purchases like loot-boxes.
“Games companies and platforms need to do more to ensure that controls and age-restrictions are applied so that players are protected from the risk of gambling harms. Children should be free to enjoy gaming safely, whilst giving parents and guardians the peace of mind they need.”
Games companies and platforms should provide spending controls and transparent information to all players. Protections should support the minority of players who spend a disproportionate amount of money on loot boxes, and who may be at a greater risk of harm.
A new working group, convened by DCMS, will bring together games companies, platforms and regulatory bodies to develop industry-led measures to protect players and reduce the risk of harm. This will include measures such as parental controls, and making sure transparent, accessible information is available to all players.
The call for evidence also found a need for better evidence to improve understanding of the positive and negative impacts of video games. The Government will launch a Video Games Research Framework to support this.
The UK has a world class video games industry which contributed £2.9 billion to the economy in 2019, growing hugely from £400 million in 2010. As the sector continues to innovate the Government is committed to supporting its growth, whilst also ensuring games can be enjoyed safely.

In 2020, TIGA formally adopted its 5 Principles for Safeguarding Players, designed to embody the spirit of the approach that games companies should adopt in operating their businesses within the UK.
“Children and young people should not be able to buy ‘loot boxes’ in video games without parental consent. TIGA also believes that vulnerable adults need to be protected against potential harms arising from loot boxes.
“TIGA looks forward to contributing to the DCMS’s planned working group to advance measures to protect players from potential harms.”
Prime Minister confirms next steps for living with Covid-19
Vaccines will remain first line of defence against the virus with further boosters this spring for the most vulnerable
All remaining domestic covid regulations restricting public freedoms to end this week as part of the Living with Covid Plan
Vaccines will remain the first line of defence against Covid-19 as the Prime Minister sets out the Government’s plans to live with and manage the virus.
The UK was the first country in the world to authorise the use of the Pfizer and Oxford-AstraZeneca vaccines, the first European country to vaccinate 50% of its population and has delivered the fastest booster programme in Europe.
Over 31 million boosters have been administered across England and almost 38 million UK wide helping break the link between infections and hospitalisations. In England, the number of cases, hospitalisations and deaths continue to decline and are far below the levels of previous waves, with boosters offering strong protection against severe illness and hospitalisation.
Thanks to our hugely successful vaccination programme, the immunity built up in the population and our new antiviral and therapeutics tools, the UK is in the strongest possible position to learn how to live with Covid and end government regulation.
To save lives and protect the NHS, unprecedented measures were taken on a global scale that interfered with people’s lives and livelihoods. Billions of pounds were spent on supporting a locked down economy as the public stayed at home.
The Prime Minister has been clear that restrictions would not stay in place a day longer than necessary. The British public have made extraordinary sacrifices during the 2020 lockdowns, the Roadmap, and recent Plan B measures in response to the Omicron variant.
The Plan, published yesterday, sets out how vaccines and other pharmaceutical interventions will continue to form our first line of defence. The UK Government has accepted the JCVI recommendation to offer an additional booster to all adults aged over 75, all residents in care homes for older adults, and all over 12s who are immunosuppressed.
An autumn annual booster programme is under consideration, subject to further advice. Further detail on deployment on the spring booster programme will be set out in due course. The Government will continue to be guided by the JCVI on future vaccine programmes.
The plan covers four main pillars:
Removing domestic restrictions while encouraging safer behaviours through public health advice, in common with longstanding ways of managing other infectious illnesses
Protecting the vulnerable through pharmaceutical interventions and testing, in line with other viruses
Maintaining resilience against future variants, including through ongoing surveillance, contingency planning and the ability to reintroduce key capabilities such as mass vaccination and testing in an emergency
Securing innovations and opportunities from the COVID-19 response, including investment in life sciences
The public are encouraged to continue to follow public health advice, as with all infectious diseases such as the flu, to minimise the chance of catching Covid and help protect family and friends. This includes by letting fresh air in when meeting indoors, wearing a face covering in crowded and enclosed spaces where you come into contact with people you don’t normally meet, and washing your hands.
The Prime Minister yesterday confirmed domestic legal restrictions (in England – Ed.) will end on 24 February as we begin to treat Covid as other infectious diseases such as flu. This means:
The remaining domestic restrictions in England will be removed. The legal requirement to self-isolate ends. Until 1 April, we still advise people who test positive to stay at home. Adults and children who test positive are advised to stay at home and avoid contact with other people for at least five full days and then continue to follow the guidance until they have received two negative test results on consecutive days.
From April, the Government will update guidance setting out the ongoing steps that people with COVID-19 should take to be careful and considerate of others, similar to advice on other infectious diseases. This will align with testing changes.
Self-isolation support payments, national funding for practical support and the medicine delivery service will no longer be available.
Routine contact tracing ends, including venue check-ins on the NHS COVID-19 app.
Fully vaccinated adults and those aged under 18 who are close contacts are no longer advised to test daily for seven days and the legal requirement for close contacts who are not fully vaccinated to self-isolate will be removed.
Our testing programme has been a crucial part of our response to the virus. Over 2 billion lateral flow tests have been provided across the UK since 2020 ensuring people could stay safe and meet family and friends knowing they were free of the virus.
As set out in the Autumn and Winter Plan, universal free provision of tests will end as our response to the virus changes.
From the start of April, the government will end free symptomatic and asymptomatic testing for the general public.
Limited symptomatic testing will be available for a small number of at-risk groups and we will set out further details on which groups will be eligible shortly. Free symptomatic testing will also remain available to social care staff. We are working with retailers to ensure that everyone who wants to can buy a test.
The Test & Trace programme cost £15.7 billion in 2021/22. With Omicron now the dominant variant and less severe, levels of high immunity across the country and a range of strategies in place including vaccines, treatments, and public health knowledge, the value for taxpayers’ money is now less clear. Free testing should rightly be focused on at-risk groups.
The Government remains ready to respond if a new variant emerges and places unsustainable pressure on the NHS, through surveillance systems and contingency measures such as increased testing capacity or vaccine programmes. Our world-leading ONS survey will allow us to continue to track the virus in granular detail to help us spot any surges in the virus.
Further changes being made include: * Today the guidance has been removed for staff and students in most education and childcare settings to undertake twice weekly asymptomatic testing. * On 24 February, removing additional local authority powers to tackle local COVID-19 outbreaks (No.3 regulations). Local Authorities will manage local outbreaks in high-risk settings as they do with other infectious diseases. * On 24 March, the Government will also remove the COVID-19 provisions within the Statutory Sick Pay and Employment and Support Allowance regulations.
From 1 April, the UK Government will:
Remove the current guidance on voluntary COVID-status certification in domestic settings and no longer recommend that certain venues use the NHS COVID Pass.
No longer provide free universal symptomatic and asymptomatic testing for the general public in England.
Remove the health and safety requirement for every employer to explicitly consider COVID-19 in their risk assessments.
PM statement on living with COVID
Prime Minister Boris Johnson made a statement in the House of Commons on the government’s strategy for living with COVID.
And before I begin, I know the whole House will join me in sending our best wishes to Her Majesty the Queen for a full and swift recovery.
It is a reminder that this virus has not gone away, but because of the efforts we have made as a country over the past two years we can now deal with it in a very different way, moving from government restrictions to personal responsibility.
So we protect ourselves without losing our liberties – and maintaining our contingency capabilities so we can respond rapidly to any new variant.
Mr Speaker, the UK was the first country in the world to administer an approved vaccine, and the first European nation to protect half our population with at least one dose.
And having made that decision to refocus our NHS this Winter on the campaign to Get Boosted Now, we were the first major European nation to boost half our population too.
And it is because of the extraordinary success of this vaccination programme, that we have been able to lift our restrictions earlier than other comparable countries, opening up last summer, while others remained closed, and keeping things open this winter, when others shut down again, making us one of the most open economies and societies in Europe, with the fastest growth anywhere in the G7 last year.
And while the pandemic is not over, we have now passed the peak of the Omicron wave, with cases falling, hospitalisations in England now fewer than 10,000 and still falling, and the link between infection and severe disease substantially weakened.
Over 71 per cent of all adults are now boosted in England, including 93 per cent of those 70 and over, and together with the treatments and scientific understanding of the virus we have built up, we now have sufficient levels of immunity to complete the transition from protecting people with government interventions to relying on vaccines and treatments as our first line of defence.
As we have throughout the past two years, we will continue to work closely with the Devolved Administrations as they decide how to take forward their own plans, and today’s strategy shows how we will structure our approach in England around four principles.
First, we will remove all remaining domestic restrictions in law.
From this Thursday, 24 February, we will end the legal requirement to self-isolate following a positive test, and so we will also end self-isolation support payments, although Covid provisions for Statutory Sick Pay can still be claimed for a further month.
We will end routine contact tracing, and no longer ask fully vaccinated close contacts and those under 18 to test daily for seven days.
And we will remove the legal requirement for close contacts who are not fully vaccinated to self-isolate.
Until 1 April, we will still advise people who test positive to stay at home. But after that, we will encourage people with Covid-19 symptoms to exercise personal responsibility, just as we encourage people who may have flu to be considerate to others.
Mr Speaker, it is only because levels of immunity are so high and deaths are now, if anything, below where you would normally expect for this time of year, that we can lift these restrictions.
And it is only because we know Omicron is less severe, that testing for Omicron on the colossal scale we have been doing is much less important, and much less valuable in preventing serious illness.
We should be proud that the UK established the biggest testing programme per person of any large country in the world.
But this came at a vast cost.
The Testing, Tracing and Isolation budget in 2020-21 exceeded the entire budget of the Home Office.
It cost a further £15.7 billion in this financial year, and £2 billion in January alone at the height of the Omicron wave.
We must now scale this back.
From today, we are removing the guidance for staff and students in most education and childcare settings to undertake twice weekly asymptomatic testing.
And from 1st April, when Winter is over and the virus will spread less easily, we will end free symptomatic and asymptomatic testing for the general public.
We will continue to provide free symptomatic tests to the oldest age groups and those most vulnerable to Covid.
And in line with the practice in many other countries, we are working with retailers to ensure that everyone who wants to can buy a test.
From April 1st, we will also no longer recommend the use of voluntary Covid-status certification, although the NHS app will continue to allow people to indicate their vaccination status for international travel.
And Mr Speaker, the government will also expire all temporary provisions of the Coronavirus Act.
Of the original 40, 20 have already expired, 16 will expire on 24 March, and the last 4 relating to innovations in public service will expire six months later, after we have made those improvements permanent via other means.
Second, we will continue to protect the most vulnerable with targeted vaccines and treatments.
The UK government has procured enough doses of vaccine to anticipate a wide range of possible JCVI recommendations. And today we are taking further action to guard against a possible resurgence of the virus, accepting JCVI advice for a new Spring booster offered to those aged 75 and over, older care home residents, and those over 12 who are immunosuppressed.
The UK is also leading the way on antivirals and therapeutics, with our AntiVirals Task Force securing a supply of almost 5 million – more per head than any other country in Europe.
Third, SAGE advise there is considerable uncertainty about the future path of the pandemic, and there may of course be significant resurgences.
They are certain there will be new variants and it’s very possible those will be worse than Omicron.
So we will maintain our resilience to manage and respond to these risks, including our world-leading ONS survey, which will allow us to continue tracking the virus in granular detail, with regional and age breakdowns helping us spot surges as and where they happen, and our laboratory networks will help us understand the evolution of the virus and identify any changes in characteristics.
We will prepare and maintain our capabilities to ramp up testing.
We will continue to support other countries in developing their own surveillance capabilities, because a new variant can emerge anywhere.
And we will meet our commitment to donate 100 million vaccine doses by June, as our part of the agreement at the UK’s G7 summit to provide a billion doses to vaccinate the world over the next year.
In all circumstances, our aim will be to manage and respond to future risks through more routine public health interventions, with pharmaceutical interventions as the first line of defence.
Fourth, we will build on the innovation that has defined the best of our response to the pandemic.
The Vaccines Task Force will continue to ensure the UK has access to effective vaccines as they become available, already securing contracts with manufacturers trialling bi-valent vaccines, which would provide protection against Covid variants.
The Therapeutics Task Force will continue to support seven national priority clinical trial platforms focused on prevention, novel treatments and treatment for long-Covid.
We are refreshing our biosecurity strategy to protect the UK against natural zoonosis and accidental laboratory leaks, as well as the potential for biological threats emanating from state and non-state actors.
And building on the Five Point Plan I set out at the United Nations and the agreements reached at the UK’s G7 last year, we are working with our international partners on future pandemic preparedness, including through a new pandemic treaty, an effective early warning system or Global Pandemic Radar, and a mission to make safe and effective diagnostics, therapeutics and vaccines available within the first 100 days of a future pandemic threat being identified.
And we will be hosting a global pandemic preparedness summit next month.
And Mr Speaker, Covid will not suddenly disappear.
So those who would wait for a total end to this war before lifting the remaining regulations, would be restricting the liberties of the British people for a long time to come.
This government does not believe that is right or necessary.
Restrictions pose a heavy toll on our economy, our society, our mental wellbeing, and the life chances of our children.
And we do not need to pay that cost any longer.
We have a population that is protected by the biggest vaccination programme in our history.
We have the antivirals, the treatments, and the scientific understanding of this virus, and we have the capabilities to respond rapidly to any resurgence or new variant.
And Mr Speaker it is time to get our confidence back.
We don’t need laws to compel people to be considerate of others.
We can rely on that sense of responsibility towards one another, providing practical advice in the knowledge that people will follow it to avoid infecting loved ones and others.
So let us learn to live with this virus and continue protecting ourselves without restricting our freedoms.
And in that spirit, I commend this Statement to the House.

The Prime Minister gave a press conference on the plan to live with COVID-19
Good evening, when the pandemic began, we had little knowledge of this virus and none about the vaccines and treatments we have today.
So there was no option but to use government regulations to protect our NHS and save lives.
But those restrictions on our liberties have brought grave costs to our economy, our society, and the chances of our children.
So from the outset, we were clear that we must chart a course back towards normality as rapidly as possible, by developing the vaccines and treatments that could gradually replace those restrictions.
And as a result of possibly the greatest national effort in our peacetime history, that is exactly what we have done.
Thanks to our brilliant scientists.
Thanks to the extraordinary men and women of our NHS and to every one of you who has come forwards to get jabbed and get boosted – the United Kingdom has become the first country in the world to administer an approved vaccine, and the fastest major European nation to roll out both the vaccines and the booster to half our population.
We have emerged from the teeth of the pandemic before many others, retaining one of the most open economies and societies in Europe and the fastest growth in the G7 last year.
And while the pandemic is not over, we have passed the peak of the Omicron wave, with cases falling, and hospitalisations in England now fewer than 10,000 and still falling, and so now we have the chance to complete that transition back towards normality, while maintaining the contingencies to respond to a resurgence or a new variant.
As we have done throughout the past two years, we will continue to work with the Devolved Administrations as they decide how to take forwards their own plans.

And it is only because we know Omicron is less severe, that testing for Omicron on the colossal scale we have been doing is now much less valuable in preventing serious illness.
We should be proud that the UK established the biggest testing programme per person of any large country in the world.
But its budget in the last financial year was bigger than the Home Office – and it cost – the testing programme cost – £2 billion just last month alone.
So we must scale back and prioritise our resources for the most vulnerable.
From today, staff and students in most education and childcare settings will no longer be asked to undertake twice weekly asymptomatic testing.
And from 1st April, we will end free symptomatic and asymptomatic testing for the general public.
But we will continue providing free symptomatic tests to those at the highest risk from Covid.
And in line with the practice of many other countries, we are working with retailers to ensure you will always be able to buy a test.
We should be clear the pandemic is not over and there may be significant resurgences.
Our scientists are certain there will be new variants and it’s very possible that those will be worse than Omicron.
So we will continue to protect the most vulnerable with targeted vaccinations and treatments and we have bought enough doses of vaccine to anticipate a wide range of possible JCVI recommendations.
Today this includes a new Spring booster, which will be offered to those aged 75 and over, older care home residents, and those over 12 who are immunosuppressed.

Today is not the day we can declare victory over Covid, because this virus is not going away.
But it is the day when all the efforts of the last two years finally enabled us to protect ourselves while restoring our liberties in full.
And after two of the darkest grimmest years in our peacetime history, I do believe this is a moment of pride for our nation and a source of hope for all that we can achieve in the years to come.

Responding to the statement from the Prime Minster on the Government’s ‘Living with Covid’ strategy, which includes the removal of free Covid-19 tests for the public from 1 April in England, Dr Chaand Nagpaul, BMA council chair, said: “Today’s announcement fails to protect those at highest risk of harm from Covid-19, and neglects some of the most vulnerable people in society.
“We recognise the need, after two years of the pandemic, to begin thinking about how we adjust our lives to manage living alongside Covid-19, but as the BMA has persistently said the decision to bring forward the removal of all protective measures while cases, deaths and the number of people seriously ill remain so high is premature.
“Living with Covid-19 must not mean ignoring the virus all together – which in many respects the Government’s plan in England seems to do.
“On the one hand the Government says it will keep monitoring the spread of the virus, and asks individuals to take greater responsibility for their own decisions, but by removing free testing for the vast majority of the population on the other, ministers are taking away the central tool to allow both of these to happen.
“Far from giving people more freedom, today’s announcement is likely to cause more uncertainty and anxiety.
“Crucially, it will create a two-tier system, where those who can afford to pay for testing – and indeed to self-isolate – will do so, while others will be forced to gamble on the health of themselves and others.
“Covid-19 has already disproportionately impacted those on lower incomes, in insecure employment and from ethnic minorities. This move threatens to exacerbate these health inequalities.
“People will want to do the right thing, and not knowingly put others at risk if they are infected, but how can they make such a judgement if they have no way of knowing if they’re carrying the virus or not? This is especially important for those who come into contact with people who are at much greater risk of becoming ill with Covid-19, such as elderly relatives or those who are clinically vulnerable.
“Providing free tests to clinically vulnerable people – and only once they develop symptoms and are potentially very unwell – but not providing any free tests to friends or family who come into contact with them is completely illogical, as the priority should be protecting them from infection in the first place. The same goes for care home staff, who will only be tested if they have symptoms, by which time they could have passed on the virus to vulnerable residents.
“There must also be urgent clarity around testing provision for NHS workers. People visit hospitals and surgeries to get better, and not to be exposed to deadly viruses, and the continuation of testing for healthcare workers is invaluable in protecting both staff and patients.
“That plans are underway for a new booster programme is sensible but we must not – as we have continued to state – rely solely on vaccination to protect the nation. The necessity for further boosters underlines that Covid-19 will continue to present a challenge for healthcare services and wider society for potentially many years to come. And while the Prime Minister talks about Omicron resulting in a mild illness for most, others will still become very unwell with Covid-19, and an estimated more than one million people continue to live with long-Covid – themselves needing ongoing care.
“As part of ‘learning to live with Covid’, protections must be maintained for the most vulnerable, including the provision of enhanced face masks, and clear guidance for both patients and clinicians.
“Meanwhile, all people must be financially supported to do the right thing, and the removal of self-isolation payments, and then access to statutory sick pay in a months’ time, is incredibly concerning, as it will mean people cannot afford to stay at home if they are unwell. In healthcare settings, enhanced infection prevention measures – including mask-wearing for patients and enhanced PPE for staff – must remain, while in the longer-term premises are in desperate need of improvements, such as higher standards of ventilation, to limit the spread of infections.
“And with such a planned scale back of free testing, it is imperative that the Government keeps its commitment to continue other surveillance methods, including the ONS infection survey1, and to not hesitate to act on worrying surges of infections or new dangerous variants.”
Responding to today’s ending of Covid restrictions, Morgan Vine, Head of Policy and Influencing at older people’s charity Independent Age, said: “We know that many people aged 65 and over are worried about the upcoming relaxation of Covid restrictions, particularly the ending of self-isolation.
“We are concerned that this sudden change in direction of public safety is likely to increase anxiety among older people, and even cause some to shield themselves and limit daily activities.
“Our research revealed that the challenges faced by those in later life due to the pandemic have worsened many people’s mental health with many people we spoke to expressing fear at catching the virus in public settings. If the requirement to isolate is removed at the same time free lateral flow tests for most age groups stop, this fear is likely to increase as is the likelihood of coming into contact with someone who has Covid.
“Recent polling showed that a majority (56%) of older people thought isolating should always be a requirement for somebody who has tested positive for Covid, and a further 27% said it should at least be a requirement for the next few months.
“It’s essential that older people are able to live their daily lives safely. Now the government has announced the relaxation, it must clarify how it plans to protect those in later life from the virus.”

The UK Government met yesterday to discuss the gathering Omicron crisis – but decided to DO NOTHING following their two-hour meeting.
PM Boris Johnson said the situation will be monitored ‘hour by hour’.
91,743 Covid cases were reported across the UK yesterday – the second highest daily total on record – and this figure is expected to rise steeply over the coming days as Omicron becomes the dominant variant.
The UK public has already voted with it’s feet, with many choosing to stay away from busy venues. This has created a new crisis for the beleaguered hospitality industry …
Weekend hospitality sales plummet by 40%
New figures, from industry body UKHospitality, show December set to be a disaster for a sector which had much riding on this key period and hopes for a better 2022 already lie in tatters.
Over half (54%) of venues were down more than 40% in revenue last weekend, with one in five businesses reporting a crushing sales drop of more than 60%. On top of these bleak trading figures, 88% of operators say they feel negative about the potential of New Year’s Eve trading and four in five operators have already experienced cancellations for bookings in what was already set to be a quiet Q1 next year.
A separate survey, for the Tourism Alliance, showed that a third of pubs, bars and restaurants have no cash reserves and 10% of pubs and 14% of restaurants are therefore very likely to fail, with consequent job losses.
Without any form of Government support a further 40% are at risk of failure. Accommodation businesses are only slightly more resilient with 22% reporting no cash reserves – 47% with less than 2 months’ worth – with 26% at risk of failure in the next year without further support.
UKHospitality Chief Executive, Kate Nicholls, said:“Hospitality operators desperately want to keep their doors open and trade their way to recovery, particularly during the Christmas period, which is not only key for balance sheets but for the communities and people our businesses serve.
“However, these catastrophic figures clearly show that trading levels are now so low that without Government support many businesses will not survive into the New Year and jobs will be lost. Cancellations have annihilated cash reserves.
“The industry urgently needs grants for short-term business survival and an extension to business rates relief and the lower VAT rate to secure longer term survival and planning.
“It is also crucial that the Government lets the industry know as soon as possible if measures are to be imposed and what they might be, to allow for as much damage limitation as possible.”
Scottish Licensed Trade Association managing director Colin Wilkinson said: “Of course, we all want to do what we can to stop the spread of the virus and the licensed hospitality sector has gone to enormous effort and invested millions of pounds in mitigation measures and will continue to do so for as long as it can.
“The shutdown of the licensed hospitality industry, effectively by stealth, puts most businesses in an even worse scenario than last Christmas when there was some finance available via Government grants and the furlough scheme was in place.
“Whilst the restrictions that we feared have not yet been imposed, there still remains a great deal of uncertainty for our industry which was beginning to recover, albeit slowly, and looking forward to reasonably good prospects during the key festive trading period.
“We have not been ordered to close our doors yet but many have no choice when so many bookings have been cancelled.
“Last week’s call from Public Health Scotland not to have festive parties – endorsed the next day by the First Minister – killed Christmas and, I fear, will kill some businesses who will not survive without financial support. Our industry desperately needs additional aid to save it – and it needs it now.
“Our industry desperately needs additional aid to save it – and needs it NOW.
“I cannot stress how serious the situation is – many of our members are in dire straits. There will be no happy Christmas for those who are worried about the future and face the prospect of making staff redundant or, worse, pulling down the shutters.
“It is not only operators who are affected by Government interventions – staff and those in the supply chain are also being dragged into the horrendous situation we are still in without any other restrictions looming on the horizon.”
First Minister Nicola Sturgeon has already confirmed that no further restrictions will be introduced in Scotland before Christmas.
The Scottish Cabinet will meet this morning and any further changes to post-Christmas Covid restrictions will be announced to Parliament this afternoon.
DFM John Swinney spells out Scottish Government concerns

Presiding Officer
I will be providing the update to Parliament today on the latest COVID-19 situation, on behalf of the First Minister.
In giving the update, I will provide:
An assessment of the current course of the pandemic and our ongoing consideration of how to respond.
An update on the pressures on the National Health Service, looking ahead to the Winter.
A report on the progress we are making to deliver the vaccination programme.
An update on changes to international travel rules.
And an update on management of the risks of transmission at or around COP26.
First, though, I will report on the most recent statistics.
2,233 positive cases were reported yesterday – 12% of all tests conducted were positive.
753 people are currently in hospital with COVID – 23 fewer than yesterday.
57 people are receiving intensive care, 4 more than yesterday.
And, sadly, a further 20 deaths have been reported over the past 24 hours. That takes the total number of deaths registered under this definition, to 9,313.
I would like to send my condolences to everyone who has lost a loved one during the pandemic.
More positively, the vaccination programme continues to make good progress. I can confirm that 4,324,440 people have received a first dose; 3,918,528 have had both doses; and 1,017,359 have received a booster vaccination or third primary vaccination.
The vaccination programme is continuing at considerable pace. I am pleased to say that the United Kingdom Government’s Covid data dashboard confirms that our booster programme continues to be the best performing rollout in the UK.
Today is also a major milestone in that programme as we have reached 1 million covid boosters and third doses, totalling 2 million doses of both covid and flu vaccines. This is an amazing achievement and I want to thank everyone involved for their extraordinary efforts. This further demonstrates that the booster programme is performing exceptionally well.
In total, 88% of the over-18 population is now fully vaccinated with two doses. This includes 99% of the over 50s, 88% of those aged 40 to 49, 77% of 30 to 39 year olds, and 68% of 18 to 29 year olds.
In addition, 76% of 16 and 17 year olds, and 55% of 12 to 15 year olds, have had a first dose. For most people in these age groups only a single dose is recommended at this stage.

After the most recent peak in new cases, at around the start of September, the spread of the virus has not reduced to anything like the low levels we had seen following the lockdowns.
At slightly over 2,500, the number of new cases each day is holding at a concerningly high level. The situation is precarious and unpredictable – if the previous pattern, characterised by waves of infection, is repeated, there is a risk that the spread of the virus could, very quickly, increase again during the coming weeks, perhaps over the Christmas period.
Starting from the current high level of infection in the community – and the intense pressure the NHS is already under as a result – some scenarios for what may happen next are very concerning. We need to avoid the most dangerous of those scenarios.
And there are some specific reasons to suspect that case numbers may increase in the weeks ahead. With the onset of colder Winter weather, increased time spent indoors means there will likely be more opportunities for COVID to circulate. COP26 has seen people from all over the world meeting in Glasgow – and that presents a known infection risk. And many of us will wish to spend time visiting loved ones over the festive period.
But we are not yet able to predict with confidence what will happen next. We certainly want to avoid the sort of strict lockdowns we had seen before most of us were vaccinated – we do not want to repeat the sort of disruption to our daily lives, businesses and the economy that had been required at earlier stages in the pandemic. But we do need to take appropriate measures to keep the pandemic under control.
It is because we want to avoid more difficult restrictions that we cannot rule out strengthening the baseline protective measures currently in place as the best way to head off any prospect of future lockdowns. Indeed, all governments in the UK have said much the same, not least, for example, the United Kingdom government’s ‘Plan B’.
We have been considering, for example, whether we may need to extend the Covid certification scheme to bring more settings into scope, such as indoor hospitality and leisure settings.
Among other possible interventions, we are exploring how we can help improve ventilation; what we could do to increase home-working; and whether changes are needed to extend the use of face masks. I would stress though that we have not yet taken any decisions about strengthening the existing baseline measures – and we will be discussing options with business sectors in the course of this week.
As you would expect, Presiding Officer, the Scottish Government has been exploring all options for how it will respond to the evolving situation. We have been reviewing our Strategic Framework, which defines the Scottish Government’s overall approach to responding to the pandemic.
And the next three-weekly review of the existing baselines measures will take place a week today. The First Minister, my Cabinet colleagues, and I are, of course, watching the situation closely and stand ready to respond – at the right time – when the data indicates it is necessary and proportionate.
The challenges we currently face – and the continuing spread of the virus – mean that now is certainly not the time to relax our approach. We all need to redouble our efforts to adhere to the protective measures in place and to follow the guidance.
For that reason, I want to take this opportunity to reiterate the appeal the First Minister, my Cabinet colleagues, and others, have been making to members of the public, to businesses, transport providers and to organisations throughout Scotland:
please do get vaccinated, including booster jabs and flu vaccinations for those that are eligible;
please wear face coverings when required;
ventilate indoor spaces wherever possible;
wash hands and surfaces regularly;
use Lateral Flow Device tests regularly;
and book a PCR (Polymerase Chain Reaction) test if one of the lateral flow tests shows up positive, or if you have symptoms of Covid, or if you are identified as a close contact of someone who’s positive.
Please also continue to give contact details when visiting pubs and restaurants.
And Covid certificates should be shown if visiting a venue where this is required.
And, critically, please do continue to work from home whenever possible.
The Government knows that it is not easy but it is vital that these efforts continue.
Presiding Officer, the entire health and care system remains under considerable pressure. For many months, our health and social care services have been dealing with levels of demand usually only experienced in Winter. Across the country, hospitals are at, or close to, capacity. The social care system is also under pressure and reporting an increase in the number of people requiring care packages.
Indeed, the continued high number of cases of COVID-19 means that the pressure on our NHS is greater than at any time in its 73-year history.
As of today, COVID-related hospital occupancy – the number of patients in hospital with Covid at any given time – is 753, compared to 932 a week ago.
Hospital admissions also remain high, although have decreased slightly. There were 585 people with COVID being admitted to hospital in the latest week, compared to 687 in the first week of October. Admissions to ICU have also decreased slightly over the past month.
NHS staff are dealing with significant numbers of COVID patients, alongside other patient care. They are also preparing for and responding to wider Winter pressures, and dealing with the backlog of care built up in earlier stages of the pandemic.
As I have set out, there is a real risk that the pressure on the NHS could intensify further during the weeks and months ahead, including as we enter the Winter flu season.
The Scottish Government is working closely with health boards as they deal with these pressures. The Cabinet Secretary for Health and Social Care set out last week the measures we are taking to support the NHS in preparing for and responding to the pressures now and the challenges ahead.
As we know, vaccination has proven to be one of our most effective public health interventions against this pandemic.
The first phase of the programme delivered more than 8 million Covid vaccinations in 10 months. With Covid boosters, flu vaccines, and jabs for new groups, we now need to deliver roughly the same number of vaccines again – 7.5 million – by early next year.
The vaccination programme is continuing at considerable pace. We have now administered, in total, more than 1 million boosters and third doses. We are nonetheless continuing to explore how we might increase capacity further, for example by establishing additional clinics, particularly at evenings and weekends.
We are confident that the programme remains on track. We are now sending letters to those aged 60-69 and those with underlying health conditions, inviting them to appointments at local community clinics, which will run throughout November.
We will then, from mid-November, launch the online self-booking portal for: adults aged 50 and over; those aged over 16 who are unpaid carers; and household contacts of immunosuppressed individuals – with the aim of offering vaccines to everyone over 50 by early next year.
This has been a huge job for our NHS.
I would like once again to offer our thanks to the NHS staff working tirelessly to keep us safe. Can I also take this opportunity to reiterate our thanks to the Armed Forces for agreeing to support our vaccination effort by complementing our existing workforce.
We have asked the people of Scotland to help us deliver the vaccination programme by coming to appointments where possible, and rescheduling when necessary. By being vaccinated and having a booster vaccination, we can protect each other and help our NHS through what will be another exceptionally busy winter period.
Turning now, Presiding Officer, to the question of international travel, colleagues will be aware that the UK Government yesterday announced a change to international travel rules for England, recognising a wider range of vaccines.
The Scottish Government will also make this change to regulations for arrivals here.
With effect from Monday 22 November, we will recognise vaccines on the World Health Organisation emergency use list as well as those approved in the UK by the MHRA.
These additional vaccines are Sinopharm and Sinovac, manufactured in China, and Covaxin, manufactured in India. Travellers who have been vaccinated with these products will be eligible for quarantine-free travel if they have a certificate of vaccination status from a country listed in our regulations that meets the data and security standards required at the UK border.
There are now over 130 countries where we recognise vaccine certificates, although China is not yet on that list.
There is a process of engagement led by the Foreign Office to work with international partners so that we can bring more countries in scope as soon as possible, where we are satisfied it is safe and secure to do so. Further announcements on this matter will be made on a four-nations basis.
In addition, we will also simplify rules for children under 18 years of age. All children will now follow the rules for eligible vaccinated travellers, whether or not they are yet fully vaccinated – that means a test on day 2 after arrival, but no isolation and no test before departure or on day 8.
Presiding Officer, the final update I want to give today relates to the COP26 summit in Glasgow.
The summit is one of the most important gatherings of the century so far. The Scottish Government has been doing everything we can to help it make it a success.
The Scottish Government has been working very closely with the UK Government, and partners in Scotland including Glasgow City Council, Transport Scotland, NHS Scotland and Police Scotland, to ensure the Summit is delivered safely.
COVID-19 has presented significant challenges to staging this unique event. The scale and worldwide draw of COP26 poses risk of spread of COVID-19 both within delegates and to or from the local population of Scotland and the UK. A comprehensive and exceptional package of mitigation measures has been in place to ensure the event is delivered safely, helping to protect the welfare of everyone involved and the wider community. In addition to vaccination, measures include: a robust testing regime; contact tracing; hygiene measures; and ventilation.
Of course, while public health measures can mitigate the spread of COVID-19 to an extent, there remains a risk that COP26 could increase the spread of the virus. That is why COVID-19 continues to be closely monitored by all relevant agencies and why the Scottish Government is closely involved in operational decisions during the event.
As of 5 November, the cumulative test positivity results for Blue Zone pass-holders, based on lateral flow tests, was around 0.1%.
However, we are only just passed the midpoint of the conference and we continue to monitor the situation carefully. We will provide a further update following the conclusion of the COP, unless there is a need to do so at an earlier opportunity.

The successful rollout of the vaccination programme has been enabling us to live with far fewer restrictions and mitigations in place than were necessary a few short months ago.
But case numbers remain high – and, looking ahead to the Winter months, there is a real risk they may increase again.
Hundreds of people each week are still being admitted to hospital with Covid. And our NHS is under intense pressure.
COVID remains a threat.
We all need to play our part in keeping the virus under control.
For that reason, I make no apologies for repeating, again, the three things we can all do to help protect each other.
Firstly, please do get vaccinated if you are eligible and haven’t yet done so. That includes going for a booster jab.
It is never too late to get vaccinated. And it remains the single most important thing any of us can do to protect ourselves and the people around us.
Secondly, please take regular LFD tests. These can be ordered through the NHS Inform website, or collected from a local test site or pharmacy.
If an individual tests positive, or are identified as a close contact, or have symptoms of the virus, they should self-isolate and book a PCR test.
And, thirdly, please comply with the mitigations still in place.
Work from home when possible.
Wear face coverings in indoor public places, such as shops, public transport and when moving about in hospitality settings.
Wash hands and surfaces thoroughly.
Meet outdoors if you can. I know that this will be increasingly difficult as we get deeper into winter but outdoor environments are safer.
When meeting indoors, open windows – anything to improve ventilation will help.
And try where possible to keep a safe distance from people in other households.
These precautions make a crucial difference. They will protect individuals and the people around us all, and help to ease the burden on our NHS.
I express once again the thanks of the Scottish Government to everyone in Scotland for what they are doing to help protect each other and I encourage people to continue to take the steps necessary to ensure we all remain safe.
The British Dental Association Scotland has warned new data underlining the scale of the backlogs facing practices demonstrates the absurdity of government plans to return to pre-COVID models of care.
The new figures from Public Health Scotland indicate that the number of treatments delivered in the year to March 2021 was less than 25% of those delivered in previous 12-month period, corresponding to over 3.5 million appointments lost as a result of the pandemic.
Last week Cabinet Secretary Humza Yousaf wrote to all NHS dental teams in Scotland that all emergency support will be withdrawn by 1 April 2022. Since the first lockdown NHS practices have operated under a COVID support package, reflecting pandemic pressures and tight infection control restrictions that continue to limit capacity across the service.
Owing to ongoing disruption dentist leaders stress patients are now presenting with higher levels of need, requiring additional time. BDA Scotland have warned that the return to a ‘business as usual model’ – low margin and high volume – will put practices under unsustainable financial pressure and will likely lead to closures or movement to the private sector.
In light of the SNP’s centrepiece policy of providing free NHS dental care for all, BDA Scotland have stressed the need to develop a new, sustainable model for delivering care. In the interim, a workable interim funding model is needed to support dentists and their teams to care for their patients.
David McColl, Chair of the British Dental Association’s Scottish Dental Practice Committee said:“Dentists are facing an unprecedented backlog, as we continue to work to restrictions designed in the first lockdown.
“This new data underlines the sheer perversity of government plans to pretend COVID is yesterday’s news.
“Withdrawing emergency funding will pull away the life support from hundreds of dedicated NHS practices serving communities across Scotland.”
The Scottish Parliament has approved the use of Coronavirus vaccination certificates to enter some events and higher risk venues.
MSPs voted in favour of the measure, which comes into effect on Friday 1 October, aimed at reducing risk while maximising our ability to keep open certain settings and events where transmission is a higher risk and encouraging uptake of the vaccine.
Coronavirus vaccination certificates will be required to enter events such as nightclubs, music festivals and some football grounds.
Staff at venues affected will be able to download a “verifier app” to a smartphone or device from next week, ahead of the launch, which will allow digital checks on the certification status of those attending.
Guidance will be provided for venues on how to use the app, along with options to integrate it into their own systems as the source code is open.
Health Secretary Humza Yousaf said: “We must do all we can to stem the rise in cases and vaccine certification will form part of a range measures which can help us to do this.
“It will only be used in certain higher risk settings and we hope this will allow businesses to remain open and prevent any further restrictions as we head into autumn and winter.
“We do not want to re-impose any of the restrictions that have been in place for much of this year as we all know how much harm they have caused to businesses, to education and to people’s general well-being. But we must stem the rise in cases.
“We want to ensure that as many people get vaccinated as possible and particularly to increase uptake in the younger age cohort, so anything that helps to incentivise that is helpful.
“I urge anyone over 16 to get vaccinated at their local drop-in clinic or through NHS Inform.
“Public behaviour, including key protective measures like face coverings, physical distancing, hand washing and isolating when necessary, continues to play a vital role in reducing the prevalence of the virus and helping us to emerge from the pandemic.”
The new scheme is not being introduced until all Scottish adults have had the opportunity to receive both doses of the vaccine and two weeks have passed to allow the vaccine take effect. The Scottish Government continues to work with sectors affected to ensure that a workable and proportionate scheme is developed.
Under 18s and adults who are ineligible for vaccination will be exempt.
There are currently no plans to introduce certification for the wider hospitality industry but this will be kept under review over the autumn and winter months.
The Scottish Licensed Trade Association has re-iterated it’s opposition to “Covid passports” for those visiting nightclubs and larger event settings.
SLTA says although the suggestion is that the wider hospitality industry will not be affected, the First Minister has clearly stated on a number of occasions that this is “under review” and therefore Covid passports remain a threat hanging over the whole industry.
The industry body says the Scottish Government has pushed these proposals through without any meaningful consultation with the industry.
SLTA MD Colin Wilkinson said: “The Scottish Government issued a paper on the scheme only this morning, just a few hours ahead of the vote, yet we remain unaware of how it will be implemented.
“Where is the evidence that this action is needed and is proportionate, a word often used by the Deputy First Minister in the debate this afternoon? There has been no assessment of the costs to businesses, nor the impact on the sector.
“The sector has been labelled as being a high risk setting, but the hospitality industry is not the only sector where people congregate.
“There is also the concern that Covid passports could lead to vaccination hesitancy and more entrenched views not to get vaccinated. Experts confirm that vaccination does not stop infection and can give a false sense of confidence.
“We are all aware of the failings of the Test and Protect scheme and yet the Government is proposing another system be put in place.”
“The Deputy First Minister said today: The Government has set out proposals … as part of an approach to protect a very fragile situation that we face in Scotland today of rising infection and hospitality that poses a threat to our National Health Service”
Wilkinson added:- “The Scottish Licensed Trade Association again asks where is that evidence and is concerned on the focus on the hospitality sector as this part of the statement makes no mention of the event sector that this will also impact on or other entertainment venues, just “hospitality”. This only reinforces our concerns that this will be rolled out to the wider hospitality sector.
“We fully support moves to reduce the rate and impact of transmission of coronavirus but these must be proportionate and directed to the sectors or settings responsible for spreading transmission the most.
“The finer details of how this scheme will work should have been discussed with the hospitality industry prior to today’s debate and vote.
“The definition of what constitutes a “nightclub or an analogous venue” must be provided as soon as possible in order to allow premises to put procedures in place for the implementation of the scheme.”

Statement given by First Minister Nicola Sturgeon on Friday 27 August 2021:
Good afternoon. I’m joined today by Jason Leitch, the National Clinical Director. He and I will take questions shortly.
However before that, I’ll give a further update on where we are with Covid, starting with today’s statistics.
We are reporting another sharp rise in cases today. 6,835 positive cases were reported yesterday – that is by the far the highest number in a single day so far. It represents 14.2% of all tests carried out.
479 people are in hospital with Covid – 53 more than yesterday. And 47 people are in intensive care, which is the same as yesterday.
However, for some context, I should also say there was a record number of tests carried out yesterday. That doesn’t entirely explain and account for the rise, but it does give some important context.
Sadly, a further 4 deaths have been reported in the past 24 hours, which means that the total number of deaths registered, under our daily definition, is now 8,103.
As always, my condolences go to everyone who has lost someone as a result of the virus.
As of this morning, 4,095,463 people have received a first dose of the vaccine.
And 3,629,482 people have received a second dose.
The vast majority of people over the age of 40 – 95% of them – have now had two doses of the vaccine.
70% of 30 to 39 year olds have also had both doses. For 18 to 29 years, 74% have had first doses and 46% have had second doses and are ongoing in this age group.
And 44% of 16 and 17 year olds have now had their first jag.
Those rates of vaccination are positive and continue to give us optimism for the remainder of our path through this pandemic.
If we are fully vaccinated, we are somewhat less likely to get Covid – although, as I said on Tuesday, around a third of new cases at the moment are of people who have been vaccinated.
However, even more importantly, we know that being fully vaccinated makes us significantly less likely to fall seriously ill from Covid.
That is why the high number of new cases that we are seeing has not so far led to the same number of hospitalisations that we saw in previous waves of the pandemic.
That said, the case numbers that we are seeing at the moment are still a cause for concern.
In the last 7 days, we have reported more new cases than at any previous time in the pandemic. Case numbers have roughly doubled in that time.
It’s important to point out case numbers are rising across the UK just now – but after a period of slower increases in Scotland, the rise here is particularly sharp at the moment.
That is possibly – at least in part – a reflection of the fact that our schools return earlier, with the increased interactions that come with that.
And although vaccination has significantly weakened the link between a high volume of new cases, and serious harm to people’s health, it has not broken that link.
Even if a much smaller proportion of people who get Covid now need to go to hospital, basic arithmetic tells us that a small percentage of a very large number is still a big number.
Indeed, in recent days we have seen an increase in the number of people in hospital. To provide some context, last Friday, 312 people were in hospital with Covid – today’s figure is 479.
And of course people who do not go to hospital can still suffer serious illness – including through long Covid.
The potential health impact on individuals is a concern in itself.
It will also put our health service under further pressure – at a time when many staff have been working flat out for 18 months, and when we are trying to catch up with a backlog of other procedures.
At the start of the pandemic, “protect the NHS” was one of our key messages – it is still something that all of us need to bear in mind at this stage.
All of this is why, on Tuesday, I described our current position as fragile.
There is no doubt that the vaccines have allowed us to take a far less restrictive approach to dealing with the virus, than we did at earlier stages of the pandemic.
And we know that the measures which have been in place for much of the last 17 months have in themselves caused serious harm. They have disrupted schools, hurt the economy and affected wellbeing.
That is why – even although, if we are at all responsible, we can’t and shouldn’t rule anything out in the face of a pandemic, none of us want to go backwards to even limited restrictions.
But we cannot ignore the current surge in cases either. My job in times like these is not to be popular – it is to take any decisions, no matter how difficult, that are necessary to keep us safe.
In particular, we are currently watching closely to see whether – and to what extent – we might start to see a significant increase in serious illness and people being hospitalized.
I will continue to keep you updated in the days ahead. Though I want to be clear that some of the speculation you might be reading in the media just now is not accurate – for example, we are not currently considering a circuit breaker lockdown.
For the moment, though, I do need to stress the vital importance of everyone playing their part in limiting the spread of the virus. The more we all do this, the more chance we have of avoiding the need to re-impose any formal restrictions.
So we are asking businesses to ensure that they continue encouraging employees and customers to comply fully with Covid mitigations. That includes wearing face coverings in indoor public spaces where required.
Businesses should also, at present, continue to work with staff to support home working where at all possible.
It is of course vital for businesses – as it is for everyone – that we slow the spread of the virus, and avoid the need for further restrictions, and I am grateful to all of the businesses across the country who are doing so much to help achieve this.
In addition, of course, all of us as individuals have a really important part to play. All of us have some control here over transmission.
And there are three steps in particular that we must all take, to help to keep the pandemic under control. So I will close by emphasizing those once again and remind people how important it is that we all abide by these mitigations.
First, if you are eligible and haven’t yet done so, please get vaccinated. This remains the single most important thing we can all do to keep each other safe.
There are drop-in vaccination centres in every mainland health board area – and you can find out details of where they are, on the NHS inform website, or by following local health boards on social media.
So if you haven’t been vaccinated yet – or if you had your first dose 8 or more weeks ago, and haven’t had a second dose – you can turn up at your nearest centre and get the jag.
And if you have any doubts about vaccination, go along to a centre anyway – the staff and volunteers there will be able to answer your questions, and talk to you about the process.
Second, please test yourself regularly. If you do that, then if you have the virus but don’t have symptoms – you have a chance of finding that out before you go out to work or to socialise. Testing yourself therefore makes it less likely that you will inadvertently pass the virus to others.
You can order free lateral flow tests through the NHS inform website. The tests will then be sent to you in the post, or you can collect them from local pharmacies or test sites.
If you test positive through one of these lateral flow devices – or if you have symptoms of the virus – make sure that you self-isolate, and book a PCR test. Self-isolation remains a really important way in which we can all slow the spread of the virus.
And thirdly and finally, please follow the rules and public health guidance which are still in place.
That’s important for all of us. Even basic steps – wearing face coverings on public transport, and opening a window if you have someone in your house to make sure there is good ventilation – can still make a big difference.
So please remember it is still a requirement to wear face coverings in certain indoor public places, such as shops, public transport and when entering and moving about in hospitality settings. That’s a simple but important way in which we can protect each other.
And more generally, it is important in these current circumstances, we think about how often we’re socializing and with how many others, what risks we are running when we go out and about, and the basic steps that reduce those risks.
Meet outdoors as much as possible.
If you are indoors, avoid crowded places. And open the windows – the better ventilated a room is, the safer it is.
Even though it’s not the law any more, keep a safe distance from people in other households if you can – especially indoors.
Continue to minimise physical contact where possible – like handshaking, for example.
And wash your hands and surfaces regularly and thoroughly.
If we all comply with all of these measures, we will help limit the spread of Covid.
We will make ourselves and our loved ones safer.
And we can maintain the progress that we have made, and to keep on living more freely.
So please – get vaccinated, get tested, and tighten up again on following the rules and guidelines.
New TUC analysis shows employment in hard-hit sectors is struggling to recover from the pandemic
Government should delay hiking up business contributions while Covid restrictions are in place – and extend furlough for as long as necessary
Many employers are using furlough flexibly to support a gradual return to business as usual, says TUC
The TUC has warned ministers not to “pull the plug” on the UK’s economic recovery by cutting off support for businesses and workers too soon.
The warning comes as new TUC analysis reveals that employment in hard-hit sectors is struggling to recover from the pandemic.
The analysis shows that just 1 in 8 (110,000) of the 790,000 jobs lost across manufacturing, retail, hospitality and the arts during Covid have been recovered.
By contrast, nearly all the jobs lost in business services and administration – which saw a 220,000 fall in employment – have been recovered.
The union body says ministers must provide ongoing, targeted support for at-risk industries and halt plans to increase furlough contributions for employers while Covid restrictions remain in place.
The analysis also reveals that 6 in 10 workers currently on furlough are working in manufacturing, retail, hospitality and the arts – sectors hit hard by the continuing restrictions.
The TUC fears that if the job retention scheme is ended too abruptly tens of thousands of additional jobs could be lost from these industries.
TUC General Secretary Frances O’Grady said: “Furlough has played a vital role in protecting jobs and keeping businesses running during this pandemic.
“Ministers must not pull the plug on our recovery by cutting off support too soon.
“The government should hold off hiking up employer contributions until all restrictions have been lifted.
“And we need a cast-iron commitment from the chancellor that he will extend furlough for as long as is needed, rather than ending it abruptly in three months’ time.
“Working families need this certainty now – not a rollercoaster approach to protecting livelihoods.”
The TUC highlighted that workers can only be furloughed if their employers decides to use the scheme, meaning that the scheme is well-targeted only to those businesses that need it.
They also note that around two-fifths of furloughed staff (41.6%) are now only furloughed for part of the working week and are working for the rest of it, enabling businesses to use furlough to manage their gradual return to full operations.
17-year-old percussionist Fang Zhang – born in China’s Henan province and a recent student of Chetham’s School of Music in Manchester – has been revealed as BBC Young Musician 2020.
The announcement was made during the broadcast of the competition’s Grand Final on BBC Four and BBC Radio 3 last nght, presented by BBC Young Musician regular Josie d’Arby, organist and conductor Anna Lapwood, and star saxophonist Jess Gillam.
Fang Zhang (above, left) follows in the footsteps of 19-year-old American-born/UK-based pianist Lauren Zhang, who won the competition in 2018 and went on to perform in the UK and beyond, including a debut at the BBC Proms in 2018, and appearances as soloist with the BBC Scottish Symphony Orchestra, European Union Chamber Orchestra, China National Symphony Orchestra, and Adelaide Symphony Orchestra – among others.
Previous BBC Young Musician winners include celebrated classical music stars such as cellist Sheku Kanneh-Mason, violinist Nicola Benedetti, and clarinettist Mark Simpson.
A recent student at Manchester’s prestigious Chetham’s School of Music, which he joined in September 2018, Fang Zhang is a member of China Youth Percussion Orchestra, and thanks to this scheme he has been performing around the world since he was 11 years old.
Despite his young age, he has already won prizes at international percussion competitions all around the world, including USA, Japan, and his native China. Among his tutors are international percussion luminaries such as Royal Northern College of Music Deputy Director of Percussion Le Yu, and Chen ShaoLun, president of the Shanghai National Percussion Association.
Fang Zhang impressed the judging panel with a performance of one of the gems in contemporary marimba repertoire: Prism Rhapsody by Japanese composer and marimba innovator Keiko Abe. He was accompanied by the BBC Philharmonic conducted by Mark Wigglesworth.
The panel was chaired by Chief Executive of Saffron Hall Angela Dixon, and included composer, clarinettist and BBC Young Musician 2006 winner Mark Simpson, composer Errollyn Wallen, Principal Conductor with the BBC National Orchestra of Wales Ryan Bancroft, and experimental composer and turntable artist Shiva Feshareki.
Taking place after a year-long delay due to the global pandemic, the socially-distanced BBC Young Musician 2020 Grand Final was filmed on Sunday 25 April at Manchester’s Bridgewater Hall without an audience in attendance.
The competition’s three finalists performed on stage with the BBC Philharmonic conducted by Mark Wigglesworth, performing with reduced numbers to allow the required social distancing.
Fang Zhang says: “I am honoured and delighted to win BBC Young Musician 2020, and feel so lucky considering the talent of the other finalists.
“The BBC team is amazing and I want to thank them and my schools, Chetham’s School of Music and Qingdao Percussion College, for supporting me through the whole programme in every possible way.”
On Fang Zhang’s performance at the Grand Final, Angela Dixon says: “BBC Young Musician 2020 has been an outstanding competition, the standard has been incredibly high and all three finalists showed exceptional musicianship.
“Fang chose to perform on a single instrument, the marimba, but elicited a kaleidoscope of colours and expression from it that deeply moved the jury and presenters. It was a privilege to be one of the few people to hear his performance live.”
Conductor Mark Wigglesworth says: “BBC Young Musician is always a glorious celebration of the future, but especially this year, it offers a much needed sense of optimism to everyone in the classical music world.
“All three finalists have shown a tremendous passion and determination to maintain their commitment to the competition across a year of uncertain silence. They play with humility and respect but daring and personality too, encouraging all who hear them to look forward to more positive times ahead.”
The BBC Young Musician 2020 Final also featured exceptional performances by the winner of the brass final, 18-year-old French horn player Annemarie Federle from Cambridge, currently in her first year studying at the Royal Academy of Music in London; and 19-year old oboist Ewan Millar from Reading, Berkshire, who won the woodwind category. Ewan is now in his second year reading music at Oxford University.
Jan Younghusband, Head of BBC Music TV Commissioning says: ““BBC Young Musician competition is always a great celebration of incredible young talent. But this year in particular, with Covid restrictions still in place, broadcasting the grand final has had particular poignancy.
