Government urged to reform the planning system to reach net zero

Centre for Cities: Planning and transport changes in cities would bring UK 26% closer to its target

  • Make it easier to build energy efficient low-rise flats and terraces in city centres and suburbs
  • Improve public transport and charge polluting drivers to halve urban car emissions
  • Encourage people to ditch their cars post-pandemic

The Government needs to press ahead with planning reform to meet its net zero target according to Centre for Cities’ research in partnership with HSBC UK.

Its campaign should begin in cities which, despite being big carbon emitters, have the best chance of leading the UK to net zero. The report finds that the right policies targeted in cities will being the UK a quarter of the way closer achieving a carbon neutral future.

Doing this this will require the Government to progress its planned reforms as the current system is a barrier to reaching net zero. They encourage housing development in isolated areas over better-connected inner-city and suburban brownfield sites.

Houses emit more carbon than flats, but they accounted for nearly eight in ten homes built in 2019 – an increase of 12 percentage points since 2013. Therefore, providing a more balanced mix of low-rise flats and terraced houses close to city centres would therefore help the UK reach net zero.

Building new homes centrally would also reduce car dependency. If the share of journeys made by public transport rose from one third to two thirds then urban carbon emissions would halve. Therefore, providing good public transport in all cities is essential to reaching net zero.

The number of people using public transport fell sharply during the pandemic and has not yet reached pre-Covid levels. Reaching net zero will be impossible while so many people continue to shun public transport in favour of cars. Policy makers therefore must encourage the public back onto public transport.

They should also introduce charges to disincentivise non-electric car usage and improve the public transport system in all cities. Doing these together could reduce total urban transport emissions by 87% by 2035.

The report argues that, to help cities reach net zero, the Government should:

  • Make it easier to build new energy efficient homes in city centres and suburbs.
  • Reintroduce the £2 billion Green Homes Scheme to retrofit existing homes. This would reduce carbon emissions by around 30% across England and Wales’ largest cities and towns.

And local government leaders should:

  • Improve public transport by bringing buses under public management
  • Introduce Clean Air Zones that charge drivers of the most polluting vehicles.
  • Encourage walking, cycling and public transport usage.

Centre for Cities’ Chief Executive Andrew Carter said: “The majority of people in the UK are based in our cities and largest towns. This means that changing the way that we live, work and move around them will be essential if we’re to reach net zero by 2050.

“Because 64% of the UK’s total carbon emissions come from homes and transport, it will be impossible to reach net zero without changes to our planning and transport systems. If the Government does these together it will help it reach its goals of becoming carbon neutral and levelling up.”

Scotland’s largest ‘net zero’ housing development set for Waterfront

Proposals to create Scotland’s largest ‘net zero’ housing development in Edinburgh have been granted approval by city planners this June.

The 444-home Western Villages is being led by the City of Edinburgh Council in partnership with Glasgow-based contractor CCG (Scotland) and architect Cooper Cromar.

The development will form part of the Granton Waterfront Regeneration, where over 3,500 homes are set to be created over the next ten years, delivering one, two and three-bedroom apartments, including wheelchair-accessible ground-floor dwellings, available in a mix of social (195), mid-market rent (62), market rent (63) and private sale tenures (124).

Designed within a masterplan that will take advantage of stunning parkland and sea views, there will also be greater emphasis placed on pedestrian and cycle movement with electrical car charging, car club accessibility and public transport in favour of traditional car parking which is reduced across the development.

The homes designed to the principles of CCG’s newly launched ‘Net Zero Home’ housebuilding standard. Developed in collaboration with energy and sustainability consultancy, Carbon Futures, the Net Zero Home focuses on enhanced fabric performance, low carbon heating and renewable technology as part of a gas-free energy strategy to reduce Greenhouse Gas Emissions (arising from regulated operational energy use) to a rate less than or equal to zero per year.

With an ambitious target to become a ‘net zero’ city by 2030, this first phase of Granton Waterfront will act as a blueprint for future sustainable development and help Scotland to transition towards a greener economy.

City of Edinburgh Council’s Vice Convener for the Housing, Homelessness and Fair Work committee, Councillor Mandy Watt, said:All of the steps we’re taking to make homes more sustainable will reduce the energy they use once occupied, thereby helping us to tackle climate change and become net zero carbon by 2030. We have incredibly ambitious plans which form the bedrock of our housing strategy over the next ten years. There is a critical need for more affordable homes in Edinburgh and we are responding to that through the commitment to build 20,000 social and affordable homes by 2027.

“Western Villages forms part of the wider Granton Waterfront regeneration project which will create one of Europe’ s largest coastal city parks, providing opportunities for residents and visitors to reconnect with the city’s waterfront by offering more areas for leisure and outdoor experiences, civic spaces and sustainable housing.”

Old Royal High School: council invites development proposals

The former Royal High School has been put on the open market by the City of Edinburgh Council for interested parties to submit development proposals in return for a long lease of the building.

The Council’s Finance and Resources Committee agreed in January in a private session that the historic and iconic building on Calton Hill would be remarketed, signifying the start of a new chapter for the site which lies at the heart of Edinburgh’s original World Heritage Site.

Any proposals need to ensure a sustainable long term future for the Royal High School, be of the highest architectural quality and take into account the conclusions drawn by the Scottish Ministers following the public inquiry.

Councillor Rob Munn, Convener of the Finance and Resources Committee, said: “This an important step forward for the future of this iconic site and means we can identify the best value option for the city and our residents in the future.

“We know there are a number of interested parties and having it back on the market allows them to submit any development proposals.”

Councillor Joan Griffiths, Vice Convener of the Finance and Resources Committee, added: “There was unanimous agreement earlier in the year to remarket the old Royal High School and I look forward to seeing the options presented to us at a future committee which could occupy this very important building, so prominent in our World Heritage site.

Public to be given a say on new development at Sheriffhall South

Buccleuch Property is to bring forward proposals for the construction of an employment development with ancillary uses on land at Sheriffhall South, Gilmerton Road/Melville Gate, Dalkeith, Midlothian. The development will extend to over 10,000 square metres and will create approximately 300 jobs.

The developer has formally submitted a Proposal of Application Notice (PAN) to Midlothian Council, informing that it intends to submit a planning application for the development following a minimum 12-week community consultation period.

The Scottish Government has suspended in-person public consultation events due to COVID-19.

An online consultation event will take place between 3pm and 7pm on Tuesday 22nd June. Final farewell to ‘Sick Kids’ site

NHS Lothian gave a final fond farewell to the iconic ‘Sick Kids’ site as the building was formally handed over to its new owners Downing yesterday.

The site was home to the Royal Hospital for Sick Children until March 2021, when the services moved to their purpose built, state of the art new facilities at Edinburgh’s Little France.

The Royal Hospital for Sick Children was designed by eminent Edinburgh architect George Washington Browne and opened in 1895. From then the hospital expanded and led the way in many aspects of paediatric medicine.

During the war years, women were welcomed onto the medical team and the staff coped with reduced supplies and evacuation.

Between 1895 and 2010 the hospital went through a number of extensions and redevelopments to provide a comprehensive range of dedicated children’s services including accident and emergency, acute medical and surgical care, specialist surgical and medical care, haematology and oncology, day care and critical care.

Despite the building’s incredible history and the amazing work that it supported, the space available was limited and the decision was made to move services to a new home located next to the Royal Infirmary of Edinburgh at Little France.

The first moves, which included the majority of children’s outpatient services took place in July 2020, with Child and Adolescent Mental Health Services and all remaining services including inpatients moving in January and March 2021 respectively.

Allister Short, Service Director, Women’s and Children’s Services, NHS Lothian said: “The Royal Hospital for Sick Children played an incredible role in supporting the health and wellbeing of children and young people across Lothian for over 125 years, and the building will always hold many memories for patients, families and staff.

“Our services are now settled into their incredible new home at the Royal Hospital for Children and Young People, but we will always look back on the colourful and remarkable history of our former building with fondness.”

The building, which has undergone a period of decommissioning to remove final clinical equipment will now pass to Downing who plan to deliver a major mixed-use development comprised of 323 student bedrooms, 95 private residential properties, community space and affordable housing.

Ian Harrison, Projects Director at Downing said: “We are looking forward to beginning works to the former Royal Hospital for Sick Children and associated buildings, ensuring the preservation of the site’s incredible architectural features whilst providing an inspiring space for residents and the surrounding community.

“The sensitive redevelopment of the hospital facility will not only represent an exciting new chapter in the building’s history, but Downing’s commitment to providing first-class residential and student accommodation will help to continue the legacy of what has been an important part of the city for generations to come.”

Council green light for Drum’s Stead’s Place redevelopment

Drum Property Group’s vision for the long-awaited redevelopment of a key development site on Leith Walk is to become a reality following the granting of planning consent. 

Drum’s ambitious proposals for Stead’s Place, near the foot of Leith Walk, were approved by the City of Edinburgh Council today, heralding a major regeneration of the 2.9-acre site and bringing much-needed investment and interest to this important part of the city centre.   

The Stead’s Place site has been earmarked for development by the Council since 2008 and consists largely of an aged industrial estate and office space, together with a two-storey sandstone building facing directly on to Leith Walk. 

Drum will now replace the existing industrial units with 148 high-quality apartments, including 38 affordable homes, as part of an attractive landscaped residential scheme linking to Pilrig Park and beyond.

The sandstone building will be retained and refurbished and made available for commercial occupation, providing a vibrant local retail and business frontage onto Leith Walk.

The planning consent is the culmination of four years of research, planning and local community engagement by Drum since the company first purchased the site in 2017.

The current proposal follows a comprehensive six-month consultation programme with the local residential and business community, with almost three-quarters of those consulted either supportive or neutral about the revised plans.  

Welcoming the planning approval, Graeme Bone, Group Managing Director of Drum said: “Drum has worked hard to ensure our current proposals are aligned with the objectives and plans of local community groups.  

“We listened carefully to their views, enabling us to draw on the positive characteristics of the surrounding area to create a real sense of place that features a mix of private and affordable housing with a refurbished, vibrant and dynamic retail frontage facing Leith Walk. 

“Our proposals will replace old and tired industrial, office and retail space with new, more flexible, higher quality accommodation for people to live, work, shop, eat, drink and to be entertained in – as well as opening up a safe and landscaped thoroughfare connecting Leith Walk to Pilrig Park. 

“We believe we have responded directly to the objectives and vision the community has for the site. Our proposals now offer the optimum solution for all parties, providing a refurbished retail and office parade combined with a new community of housing to the rear, set in landscaped grounds, enhancing the area’s distinctive cultural feel and identity.” 

Drum is now committed to ensuring the shop frontages on to Leith Walk retain the current individual style and size, reflecting and supporting the current local small trader units at the site whilst refurbishing the office suites for rent on the first floor in a revamped business centre offering.  

Mr Bone added: “By retaining and refurbishing the red sandstone buildings facing on to Leith Walk, we are also contributing to the wider regeneration of the local area, providing investment to create an attractive and distinctive destination and focal point which is needed now, more than ever, as the local area recovers from lockdown and the new tram works are progressed. 

“Drum are now looking forward to building on the positive and productive relationships established over recent years to deliver a new development that continues the rich tradition of diversity, independence and interest which makes Leith Walk such an exciting destination in which to live, work and visit.” 

The planning consent follows a previous application submitted by Drum to the City of Edinburgh in 2018.

D-Day for CALA Homes South Queensferry development plans

PLANS for a prime development on land made available from the completion of the Queensferry Crossing will be determined today (Wednesday 19 May).

Recommended for approval by planners, the 176-home South Queensferry development by CALA Homes (East) includes 44 affordable homes, 39 of which will be delivered by locally-based Manor Estates Housing Association.

The remaining five will be ‘golden share, a form of discounted price available to purchase by those on the housing waiting list’. Most of the affordable homes will be constructed early into the build process.

Approval of the Springfield site at the upcoming City of Edinburgh development management sub-committee will confirm more than £2.2million in Section 75 funding. This includes £2.15m towards education, £29,500 to improving transport infrastructure and around £37,000 towards the expansion of the local healthcare centre.

Following extensive engagement with the local community, the plans also include a range of traffic calming measures at the adjoining Bo’ness Road, as well as improved crossings, footpath connections to Society Road and Bo’ness road and a dedicated cycleway.

Keith Giblett, Chair of Queensferry and District Community Council, said: “We’ve welcomed the extent to which CALA has been willing to listen to the community. Pleasingly, it has resulted in material changes to the proposed development and the area around it, including vital works to Bo’ness road in the vicinity of the primary school.

“Go-ahead will provide a major and timely contribution towards facilities in and around South Queensferry – and we’d look forward to getting an understanding from the council on how that money will be spent.”

The development will benefit from exceptional views out to the Forth and its bridges and a broad mix of homes put forward by CALA includes 57 apartments, alongside three, four and five bedroom properties, boosting supply for a wide segment of the market.

The 44 affordable homes will feature a mix of one to three bedroom homes. CALA hopes to be able to begin work at the development as early as autumn 2021.

Derek Lawson, Strategic Land Director at CALA Homes, said: “This development has been years in the making and we must thank the local community for engaging throughout. In particular, the area around the development will be much more pedestrian and cyclist friendly – with extensive footpath connectivity.

“This process has resulted in final proposals that will boost the local area considerably, as well as providing a wide range of family homes to meet the needs of a strong local market.”

Originally identified for housing almost 30 years ago, the site, which extends to 7.5 hectares, forms part of a wider area of land originally owned by CALA, following the grant of residential planning permission dating back to 1991.

The land was then acquired by the Scottish Office in 1994 for the new forth crossing – Queensferry Crossing. With the bridge now complete, the Scottish Ministers have been in the process of disposing of surplus land. The regulations relating to disposal require that surplus land is initially offered to previous landowners, which in this case is CALA Homes.

CALA has a strong history working in the South Queensferry area, recently completing its development at nearby Dalmeny Park, where it delivered 156 private homes on a brownfield site formerly owned by Agilent. This also included the delivery of 112 affordable homes.

New housing planned for Salamander Street

Comprehensive Design Architects (CDA) has filed outline plans to build a mixed-use development with 285 apartments on Leith’s Salamander Street.

Landowner John G Russell (Transport) Ltd said properties on the 3.4-acre site are surplus to requirements and plans to demolish these buildings ahead of the redevelopment of the site.

The redevelopment proposes a residential-led, mixed-use development which would offer approximately 300 new residential apartments of which 25% will be affordable homes in line with council planning policy.

Commercial uses will be provided at ground floor level and other ancillary development will include car parking, access, landscaping and associated infrastructure.

In a planning statement submitted with the plans, CDA wrote: “The varying scale of the proposal looks to add visual interest to the design whilst minimising any potential canyoning effect on the narrow width of Salamander Street.

“By increasing the height of the buildings the overall built footprint on the site can be reduced thus freeing up space for external amenity as well as pedestrian, cycle and vehicle access.

“Although accommodation at ground floor is limited due to flood levels, upper ground floor flats will have private gardens providing amenity as well as defensible zones.”

A WEDDING venue had hi-tech help to survive lockdown, thanks to a Scottish virtual tour pioneer that is enabling desperate brides-to-be to “visit” the venue during the pandemic.

Newhall Estate in Carlops, Midlothian, is a hugely successful choice for couples tying the knot, but it faced a catastrophic loss of business when it had to turn away visits as a result of lockdown.

However, state-of-the-art virtual tours built on Matterport technology have brought betrothed couples flocking back – after experts cleverly adapted technology that is normally used to sell houses. It is believed to be the first wedding venue in Scotland to use the technology.

The project is one of the first successes for newly-launched 360 Virtual Studios, which is rolling out a suite of new products and services for galleries, museums, events spaces and retailers – aimed at helping them recover from the pandemic, which has hit those sectors disproportionately hard.

Patio sets are costly but can be found cheap on local community online selling sites, especially during the spring and autumn.

2. Privacy

Creating a privacy screen is the ultimate easy garden DIY project to gain a concealed area. Apart from nails and a hammer, the quirky yet functional partition can be made solely out of out of old doors or wooden pallets. Another alternative is wire fencing, as it is a quick to install and unbelievably cheap. Growing climbing plants like a colourful clematis or ivy up the wire will create a private space and a great place to nature spot.

3. Game zone

Creating an area where kids can let off steam is ideal for those will little ones. Move old outdoor toys into this space to declutter the rest of the garden.
