Investment drives major improvement

A record number of pupils in Scotland are being taught in schools in “good or satisfactory” condition, official figures show.

The 2024 School Estate Statistics show that a record 91.7% of school buildings, with a total of 647,773 pupils, are in a good or satisfactory condition.

This is an increase of 29 percentage points since April 2007. Since then, 1,139 school building projects have been completed.

Education Secretary Jenny Gilruth said: “This government is determined to deliver high quality learning environments for all pupils in Scotland – and a key part of that is delivering a world-class school estate.

“Positive school environments play a huge role in the education of Scotland’s young people and our investment is paying dividends, with a record high number of schools being in good or satisfactory condition.

“The Scottish Government is continuing its investment in the school estate through the £2 billion Learning Estate Investment Programme. As set out in our Programme for Government, construction will begin on a further eight school building projects over the next year.

“This means that by the end of 2027-28, Scotland will have seen 47 modern, state-of-the-art school buildings open, thanks to our investment.”

Improving relationships and behaviour in schools

Guidance published to support pupils and teachers

New guidance to empower schools to take action on mobile phone use and next steps in ongoing work to improve relationships and behaviour in schools has been published.

The ‘Behaviour and Relationships in Schools’ action plan, and targeted guidance for teachers to manage mobile phone use in schools, set out steps to be deployed at the national, local and school level over the next three years in response to concerns about relationships and behaviour in schools, including:

  • supporting the effective recording and monitoring of inappropriate behaviour
  • encouraging schools to reinforce a positive ethos and culture
  • providing guidance and support to ensure schools can embed relationships and behaviour policies which set clear expectations of relationships and behaviour

The new guidance on mobile phone use makes clear that while it is for individual schools to determine what action to take, head teachers are empowered to take the steps they see fit, including a full ban on mobile phone use in school if that is their judgement.

Aside from impacting behaviour, a growing body of evidence shows mobile phone use also impacts on learning. The Programme of International Student Assessment (PISA) 2022 data showed that almost a third of 15-year-olds in Scotland and across all Organisation for Economic Cooperation and Development (OECD) countries reported being distracted using digital devices in most or every maths class – and around a quarter reported being distracted by others using digital devices.

During a visit to Stonelaw High School in Rutherglen, Education Secretary Jenny Gilruth said: “Since the last action plan on relationships and behaviour in Scotland’s schools was published in 2017, our children and young people have experienced periods of significant challenge, including a global pandemic and a cost-of-living crisis which is causing real difficulty for families across the country. There is no doubt this has had a major impact on their schooling and how they learn.

“Improving relationships, behaviour and attendance in schools is one of my top priorities as Education Secretary. We have been working jointly on this with key partners such as COSLA and SAGRABIS since I was appointed and this new action plan contains a series of steps to be taken which will ensure that both pupils and staff are safe and supported.

“It takes an evidence-based approach to responding to the relationships and behaviour challenges faced in our schools and has been informed by the Behaviour in Scottish Schools Research (BISSR), which heard from nearly 4,000 teachers and support staff, as well as discussions with a wide range of stakeholders including teaching unions at the three behaviour summits.

“While it is clear that the vast majority of pupils in our schools continue to behave well, there are undoubtedly growing behavioural issues associated with mobile phones.

“This new guidance empowers head teachers to take the steps they see fit for their school to limit the use of mobile phones, including a full ban on the school estate if they feel that is required and I would encourage teachers to take all the steps they feel necessary to combat these issues.”

“We have worked closely with the Scottish Government and our partners across education system to develop the action plan and guidance published today.

Acting Stonelaw High School Headteacher Vicki Rice said: “We were delighted to welcome the Cabinet Secretary for Education and Skills to our school. The Cabinet Secretary took part in discussion groups with our staff and pupils who were given a valuable opportunity to talk with her about these important issues as part of their work and study on personal and social education.

“We discussed our work earlier this year with our parents and pupils about excessive phone use and the impact that this can have on learning. This work helped inform our plans for this session to protect the learning environment by limiting phone use in certain areas of the school.

“We will continue to work with our pupils and their families to ensure that this remains supported.

“This fits with our wider efforts to create positive relationships and behaviour right across our school. We know that getting this right for our learners means that they feel safer, more included, respected and supported.

“This in turn helps create strong relationships between our learners and staff and helps improve everyone’s wellbeing.”

Commenting on the publication of the National Action Plan on Relationships and Behaviour in Schools and mobile phone guidance by the Scottish Government, Mike Corbett, National Official Scotland for NASUWT – The Teachers’ Union, said: “While NASUWT is frustrated with the length of time taken to produce this National Action Plan, we have nevertheless engaged in good faith with the Scottish Government, shared our members’ current experiences on managing pupil behaviour and advocated strongly around how they might be addressed.

“We are encouraged by the recognition that a range of approaches and consequences are required given that restorative approaches to poor behaviour do not work for all pupils and cannot be the only tool available to schools when responding to incidents of abuse and violence.

“We need to see better recording and monitoring of behaviour incidents in schools as an essential part of ensuring consistency and measuring progress and improvements over time.

“We very much welcome that the principle of serious consequences for serious misbehaviour, up to and including exclusion, where necessary, has been accepted.

“The Scottish Government must make it clear that serious misbehaviour will carry serious consequences if any plan is to secure a safe and orderly environment for teachers and students.

“Given the recent riots in other parts of the UK, the acknowledgement that more work is needed to support schools in addressing racism and racist incidents, along with other forms of discrimination such as misogyny, is welcome.

“We know that mobile phones can be used as a tool to bully and harass fellow pupils and teachers, as well as distracting pupils from their learning. We therefore welcome the guidance from the Scottish Government that school leaders can take steps to limit or ban the use of phones in their schools if they see fit. However, to be effective, addressing the use of mobile phones should form part of joined up whole-school strategies on managing pupil behaviour.

“While we are pleased to see that the Action Plan intends that schools will be offered support to adopt the recommendations within it, including suggested approaches and exemplars, it is disappointing that the Scottish Government has not as yet committed any additional funding, time or resources to schools to support this work.

“Teachers and school leaders are already dealing with excessive workloads and constrained budgets. Implementing the recommendations of this action plan is too important a task to be simply added to schools’ already lengthy to do lists. Ring-fenced time and funding is needed.”

Enhanced opportunities for people of all ages

Independence would allow Scotland to further improve its education system, including a proposal to enshrine the government’s policy on free tuition in Scotland’s permanent constitution, according to a new paper published by the Cabinet Secretary for Education and Skills Jenny Gilruth.

Education and Lifelong Learning in an Independent Scotland’, the latest paper in the Building a New Scotland series, sets out the Scottish Government’s policy proposals for education following independence.

Independence would allow future Scottish Governments to:

  • propose that the government’s policy on free university tuition becomes part of an independent Scotland’s permanent constitution, subject to the deliberations of a future Constitutional Convention
  • use all the powers of an independent nation to fully tackle child poverty, helping to ensure every child in Scotland has the opportunity to reach their full potential
  • incorporate – in full – the United Nations Convention on the Rights of the Child into Scots law, further enhancing children’s rights
  • consider enhancements to the length and level of paid maternity leave and extending the current statutory two week leave and pay provision for partners as well as providing additional weeks of shared parental leave taken at the end of the 52 week maternity period
  • rejoin EU exchange programmes that benefit students such as Erasmus+ as part of the EU and foster good global connections by promoting international research exchange

Ms Gilruth said: “Our education system shows why making decisions in Scotland, for Scotland, is better for people who live here. 

“Since 1999 we have been able to take choices to improve opportunities for our young people – including abolishing tuition fees, expanding free school meals and investing in transformational early learning and childcare.

“But the outcomes for our children and young people continue to be harmed by decisions taken by the UK Government – particularly in terms of social security cuts, which are impacting children and families the most.

“Independence puts the full powers to tackle child poverty in Scotland’s hands, and would allow us to build on our existing policies. Modelling published last month estimates that Scottish Government policies will keep 100,000 children out of relative poverty in 2024-25.

“As we have already set out, we would enshrine economic, social and cultural rights – including the right to education – in the interim constitution, effective from day one of independence.

“The Scottish Government would propose that our policy on free university tuition is enshrined in the permanent constitution of an independent Scotland, subject to the deliberations of the Constitutional Convention.

“Independence would put significant economic and legislative levers in Scotland’s hands and give future Scottish Governments a range of opportunities to do things differently on a range of key issues, like children’s rights, tackling child poverty, reserved childcare support schemes and parental leave.

“This paper sets out just some of the opportunities open to future independent Scottish Governments to build a successful and thriving Scotland.

“It shows the potential that can be unlocked for our children, young people and families – the best start in life in a fair and prosperous independent nation.”

Updating the maths curriculum

Specialist to lead improvements

Maths will be the first subject area to be updated as part of a new approach to improvement to ensure that Scotland’s curriculum remains engaging, forward looking and supports high quality teaching and learning.

Beginning in 2024, a maths specialist will lead on this work, alongside the National Response to Improving Mathematics (NRIM), which will include looking at curriculum relevance and transitions between primary and secondary.

The 2022 Programme for International Student Assessment (PISA) study, which published last week, showed that in Scotland performance in reading was above the OECD (Organization for Economic Cooperation and Development) average, with results in maths and science in line with the average. This was also the case in the previous survey, in 2018.

Updating Parliament, Cabinet Secretary for Education & Skills Jenny Gilruth said: “While the latest PISA stats showed Scotland has maintained our global standing, every country in the UK has seen a reduction in its PISA scores across maths between 2018 and 2022. I was clear there will be key learnings for us to address reflecting on the latest statistics covering education in Scotland.

“Wider evidence from both the 2023 national qualification results and the most recent literacy and numeracy data for primary, show clear evidence of an ongoing recovery which we are determined to build on. My view is that maths education requires to be a central focus for Government, councils and schools alike.

“I want this work nationally to be led by a maths specialist working alongside the National Response to Improving Mathematics. They will also provide a key role in driving the improvements required to improve Scotland’s performance in maths.” 

A maths national thematic inspection, with a focus on teaching and learning will also be carried out by the interim Chief Inspector in 2024, to support this work.

Schools: Action to address behaviour and attendance issues

Funding to address problems at the root

Education Secretary Jenny Gilruth has announced £900,000 in new funding for staff to tackle poor behaviour and attendance in schools. 

The funding will be provided directly to local authorities to train support staff to respond to new challenges and develop behaviour management strategies in schools post COVID.

It comes as part of a multi-year plan that is being developed in conjunction with key stakeholders and will set out actions at national, local and school level to improve behaviour and support better relationships.

Actions include:

  • the new Interim Chief Inspector being tasked with ensuring HMI inspections are accurately recording behaviour to ensure any issues are tackled as soon as possible
  • a call for more accurate and robust recording of any incidents of poor behaviour in schools
  • a dedicated approach to responding to issues regarding misogyny

Ms Gilruth said: “It is important we keep the big picture in mind, with research published yesterday showing staff reporting generally good behaviour amongst pupils. However, the status quo is not an option and the plan I am setting out today will provide the support necessary to help tackle these problems at the root.

“I am absolutely clear that our schools should be safe and consistent learning environments for all. No teacher, or support assistant should face violence or abusive behaviour at work. We cannot suggest that the pandemic has not exacerbated inequity and nor must we blame it for these challenges.

“Schools, equally, can’t do this all alone; they need help. We have to enact a national plan which better supports our teachers and support staff in the workplace; recognising the role of Local Government as employer.

“And that plan has to better protect the learning outcomes for our young people – the vast majority of whom are well behaved. That is the prize that better behaviour in our schools can deliver – and I look forward to working with our partners to deliver just that.”

Headteachers, teaching unions, local authorities, parents, carers and children and young people will help inform the national action plan to improve behaviour and support better relationships in schools. 

The plan will be developed in the coming weeks and published in the new year.

Exam Results Day: Pass rates above pre-pandemic levels

Students getting their exam results today should be very proud of their achievements, Education Secretary Jenny Gilruth has said, with pass rates remaining above pre-pandemic levels.

Data published by the Scottish Qualifications Authority (SQA) showed the overall pass rate for National 5, Highers and Advanced Highers has increased from the 2019 pre-pandemic level, with a record number of passes in an exam year achieved at National 5.

The number of vocational and technical qualifications achieved has also grown to a record high this year – with more than 72,000 qualifications awarded in 2023, an increase of 12.3% from 2022.

The poverty-related attainment gap remains narrower than it was in 2019 across National 5s, Highers and Advanced Highers.

Education Secretary Jenny Gilruth said: “I want to offer my congratulations to all of you who have worked so hard and demonstrated so much resilience not just this year but over the course of your studies.  Today is all about celebrating your achievements and you should be incredibly proud of all you have accomplished. 

“I would also like to send my sincere thanks and gratitude for the continued dedication and commitment of those in our education system – thank you to all of Scotland’s teachers, lecturers, support staff as well as parents and carers for supporting our young people. 

“There is much to celebrate in what is another strong set of results showing a clear and continuing recovery from the pandemic – with pass rates at National 5, Higher and Advanced Higher above the 2019 pre-pandemic level, a record number of passes at National 5 and the highest number of vocational and technical qualifications ever awarded.

“While we know that the pandemic has disproportionately impacted young people from more disadvantaged backgrounds, these results show that the gap in attainment levels between the least and most deprived areas remains narrower than it was in 2019. We are determined to build on the progress that has been made and we are investing a record £1 billion in the Scottish Attainment Challenge during this parliamentary term.

“For those who don’t get the results they were looking for, a free and direct appeals service will give all young people the right to request a review of their marked exam papers or coursework for their National 5, Higher and Advanced Higher results this year. Additionally, as you consider your next steps there is help available to guide you.

“The Skills Development Scotland Careers Helpline can offer practical information and careers advice as well as support for wellbeing. The SQA helpline is also open and can help students and their families with queries relating to the Scottish Qualifications Certificates.”

As exam results arrive this morning students are being assured that things may not be as bad as they seem – and that help and advice is at hand:

Adeniyi Alade, Service Head Helplines (Childline), Scotland, said: “At Childline we know that results day and the period running up to it can be a really stressful time for young people and it is vital they feel supported and listened to.

“Young people often tell us they are worried they will get lower grades than they need to get into their preferred course or University, and they feel anxious and unsettled because it’s out of their control.

“Often, they have high expectations for themselves, or they feel their family is putting them under pressure to perform well.

“Some young people think their whole future depends on these results and this is their last chance to get into the further education course of their choice, or an apprenticeship that they have applied for. But it is important they know there are many options, whatever their grades are.

“It’s possible the young person could appeal their results or resit their exams the following year. They could also look at alternative courses or universities through clearing, and there’s the option of taking a gap year. Speaking to a teacher could be very helpful in assisting a young person to decide on which is the best option to take.

If any young person is feeling apprehensive and worried about their results, I’d urge them to talk to someone about it.

“It can be very upsetting for a young person not to get the grades they had hoped for or expected, and it can affect their confidence. But it’s important for them to know that many others are going through the same thing and there are a range of options to explore. 

“There are also lots of trusted adults they can turn to for help and support, whether that’s a teacher, careers advisor, parent, carer or Childline.

“Every year our specially trained counsellors carry out counselling sessions with hundreds of children across the UK who are worried about their exams and results. They listen to the young person’s concerns, offer advice about dealing with anxiety and help explore the different options available for those who don’t get their desired results.

“The conversation is confidential and no worry is ever too small.”

One student said: It’s my first results day this week and I’m so nervous. I don’t want to let my parents down. They push me so hard to study and excel that I can’t even imagine how they’ll react if I get bad grades.

“I worry everyone at school will see me as a failure. I try to distract myself but when I remember results day is coming, I’m overwhelmed by anxiety and fear. I just wish someone would tell me it’ll all be ok. (Gender unknown, aged 16, from Scotland)

Another explaned: “I don’t know what will be of me if I don’t do well on my exams. I feel so stupid I didn’t prepare enough for them.

“My parents told me I shouldn’t stress too much, but I can feel the pressure since my siblings all did super well in their exams and are off to great careers. I didn’t have a good night sleep in over a week, and I worry I may pass out when the results are out.” (Girl, aged 16, from Scotland)

Education Minister writes to Scotland’s teachers

Education Secretary Jenny Gilruth has written to teachers, education leaders and staff across Scotland setting out her priorities for the sector.

These include reforming education for the benefit of all learners, and continuing to close the poverty-related attainment gap.

The letter reads:

To Scotland’s teachers and school leaders,

It is a great honour to have been appointed to the role of Cabinet Secretary for Education and Skills. As you may know, I spent a decade working in education before entering politics. I recognise first-hand how dedicated and committed our teachers and support staff are to giving our children and young people the best opportunities to succeed in life.

The Covid-19 pandemic was a sharp reminder of just how important education is to our communities. I know how challenging it was for our young people – just as I know how challenging it was for our teachers and staff in school. I want to thank you all for your hard work and professionalism throughout that time. You stepped up when Scotland’s young people needed you most. Thank you.

We need to now focus on rebuilding, together, for the benefit of Scotland’s children and young people – and I firmly believe that post-pandemic we have a unique opportunity to do so.

There are many strengths in our education system which we must use as our foundation; equally I know of the challenges that the Covid legacy has created in our classrooms and school communities. I want to work with you on how we can address those challenges and opportunities together.

Undeniably, we are at a crucial point in setting out the future through a comprehensive programme of education reform. The National Discussion on Education and the Independent Review of Qualifications and Assessment (Hayward Review) will conclude soon. This work includes the reform of our national bodies as we work to establish the new agencies.

These new organisations will need to work better to meet the needs of our young people – but they also need to work better to support you, our educators.

The educational landscape which existed when the Scottish Attainment Challenge launched in February 2015 is markedly different. The cost of living crisis has deepened inequity; but it further necessitates our relentless focus on closing the poverty related attainment gap.

High quality learning and teaching is crucial to help disrupt the impact of poverty in our education system. Our schools have a key role to play in driving ambition and attainment; through promoting a culture of high expectations and excellence for all. Excellent teachers are fundamental to that endeavour – I want to make sure you have the necessary support and opportunity to fulfil that expectation.

Furthermore, I am committed to delivering excellence and equity in school education through empowering and supporting our teaching profession and putting learners’ needs at the centre. We will ensure that teachers and practitioners across the education system can access the high-quality support and professional learning they need. Our new national education bodies will be central to this, with clear roles and responsibilities to support this work collaboratively across the sector.

Scottish education is at an important juncture. The future for Scotland’s next generation depends on those of you who work in our education system. From our school janitors to our secretaries in school offices; from our catering staff to our Headteachers; from our classroom support assistants to our teachers – all of you make up the myriad of support provided to Scotland’s children and young people in our schools. All of you are valued.

As the Cabinet Secretary for Education and Skills, I am committed to working with you to make sure the next steps on reform deliver real improvements, with partnership with our teaching profession as my guiding principle.

I look forward to working with you all, for the benefit of Scotland’s children and young people.

CAPITAL THEATRES SECURES £6.5 MILLION GRANT CONTRIBUTION FROM SCOTTISH GOVERNMENT TOWARDS THE £25 MILLION REDEVELOPMENT OF THE KING’S THEATRE

Minister for Culture and International Development, Jenny Gilruth MSP, has confirmed total grant funding of £6.5 million from the Scottish Government for the King’s Theatre Redevelopment Project.

Opened in 1906, the King’s Theatre, Edinburgh is an important venue for touring drama, musicals and children’s shows. It is home to Scotland’s biggest Panto production and each year plays a pivotal role in hosting the Edinburgh International Festival.

The King’s has a unique place in the hearts and minds of many Edinburgh residents, and is a theatre of national and historical importance.

The redevelopment will modernise the existing facilities and transform the experiences of visitors, local communities, performers and staff, whilst preserving its unique heritage.

The plans will ensure the theatre remains a vital part of Edinburgh and Scotland’s cultural provision, as well as functioning as a community hub for years to come. The redevelopment project is set to start in September 2022, with the theatre planned to reopen in mid-2024.

This grant from the Scottish Government joins £4 million already secured from the City of Edinburgh Council along with additional loan funding. The rest of the budget is made-up of generous donations from individuals, grants from trusts and foundations, support from companies and Capital Theatres’ own contribution from ticket income.

Alongside this an application to the National Lottery Heritage Fund is currently moving into its second stage. The grant from Scottish Government consolidates a robust mixed funding model and paves the way for a public campaign to fundraise for the remaining £3 million.

Fiona Gibson, CEO of Capital Theatres said: “We’re overjoyed with this show of support and confidence in the King’s Redevelopment Project from the Scottish Government.

“As COVID 19 hit in March 2020, Capital Theatres announced that the redevelopment of the King’s would be paused for a year whilst we dealt with the impact of the pandemic. Far from lose momentum on the project, 15 months of closure has made us all the more determined to ensure the King’s Theatre can honour its illustrious past with a thriving future at the heart of Edinburgh and Scotland’s cultural life. 

“Not only a wonderful venue for joy and inspiration, the King’s will also offer a thriving hub by day for the many communities situated in and around Tollcross.  Scottish Government’s grant, along with the grant and loan funding from City of Edinburgh Council, makes this project viable.

“This funding stands alongside the National Lottery Heritage Fund grant we are working so hard to secure, and the tireless efforts of our Development Team. There is, however, still a way to go to reach our financial target and we’ll be launching a public fundraising campaign later in the year.  

“This last push will build on the generous support shown during our period of closure, so the people of Edinburgh and Scotland can continue to play their part by helping us secure the future of the King’s as a historical and cultural treasure.”

Culture Minister Jenny Gilruth said: “The King’s Theatre has been a jewel in Edinburgh’s cultural crown for more than a 100 years, with generations of audiences enjoying a rich diversity of shows from its annual pantomimes to world premieres at the Edinburgh International Festival.

“The Scottish Government is pleased to support the redevelopment of the grade A-listed theatre and enable the King’s Theatre to reach out to a wider range of audience and increase its community engagement.”

City of Edinburgh Council Culture and Communities Convener, Cllr Donald Wilson said: “The King’s has been a beloved Edinburgh theatre for over a century, programming the best in touring drama, hosting some of the most talented community and non-professional groups; and certainly the best in pantomime, as well as bringing all kinds of theatre experiences to the city from all over the country, including London’s West End. 

“The ‘Grand Old Lady of Leven Street’ has always been Edinburgh’s theatre for everyone.” 

Cllr Amy McNeese-Mechan, Culture and Communities Vice Convener said: “The King’s is in need of this capital project to bring the theatre back to a standard fit for the 21st century whilst acknowledging the incredible history. 

“This capital funding contribution is great news and a fantastic achievement for the theatre and will substantially strengthen its redevelopment ambitions, ensuring that we will all be able to continue to enjoy a great night at the King’s for many more years and generations to come.”
