Health and Social Care Secretary, Wes Streeting, has ordered a full and independent investigation into the state of the NHS, to uncover the extent of the issues facing the nation’s health service.

Mr Streeting says he wants a ‘raw and honest’ assessment that will deliver ‘the hard truths’. He has appointed Professor Lord Darzi, a lifelong surgeon and innovator, independent peer and former health minister, to lead the rapid assessment, which will be delivered in September.

Its findings will provide the basis for the government’s 10-year plan to radically reform the NHS and build a health service that is fit for the future.

Health and Social Care Secretary, Wes Streeting, said: “Anyone who works in or uses the NHS can see it is broken. This government will be honest about the challenges facing the health service, and serious about tackling them.

“This investigation will uncover hard truths and I’ve asked for nothing to be held back. I trust Lord Darzi will leave no stone unturned and have told him to speak truth to power. 

“I want a raw and frank assessment of the state of the NHS. This is the necessary first step on the road to recovery for our National Health Service, so it can be there for us when we need it, once again.”

Professor Lord Darzi said: “As every clinician and every patient knows, the first step to addressing any health problem is a proper diagnosis.

“My work will analyse the evidence to understand where we are today – and how we got to here – so that the health service can move forward.

“This is an important step to re-establishing quality of care as the organising principle of the NHS.”

Amanda Pritchard, NHS Chief Executive, said: “Frontline NHS staff are doing an incredible job, despite the huge pressures they face, to deliver care to over a million people every day, but we know that they face huge struggles and patients are not always getting the timely, high quality care they need. 

“We will work closely with the government, independent experts and NHS staff to take a detailed look at the scale of the challenges and set out plans to address them – this comprehensive analysis will be an important step in helping us to build an NHS fit for the future.”

The Health and Social Care Secretary’s promise to fix the broken NHS was backed by action last week when he met with key figures across the health service.

This included meetings with junior doctors to discuss ending the strikes, and talks with the British Dental Association about rebuilding NHS dentistry.

He also visited a GP surgery in north London to see first-hand how the practice is delivering a patient-led service providing continuity of care – a key pillar of the government’s ambition to improve primary care.

Mr Streeting also set out his wider commitment to support the government’s growth mission by improving the health of the nation.

The aims are based on 3 key steps:

  • cutting waiting times to get people back to work
  • making the UK a life sciences and medical technology superpower
  • creating training and job opportunities through the NHS to deliver growth up and down the country.

Ensuring Adult Disability Payments meet people’s needs

Edel Harris appointed to chair independent review

Edel Harris OBE, former chief executive of the charity Mencap, has been appointed to chair the Independent Review of Adult Disability Payment.

The Independent Review – a Programme For Government commitment – will consider people’s experiences of the Scottish benefit to ensure it continues to meet the needs of disabled people.

Adult Disability Payment is paid to disabled working age adults in recognition of the extra costs of being disabled or having a long-term health condition. It is currently supporting 137,490 disabled people in Scotland and has provided £461.8 million in payments since it was launched in August 2022.

Social Justice Secretary Shirley-Anne Somerville said: “Edel Harris brings a wealth of experience to this important position, both from her leading roles in third sector organisations and her personal experience as a family carer.

“A year on from the national launch of Adult Disability Payment, we are fulfilling our pledge to have an independent review to ensure it is meeting the needs of disabled people both now and in the future. Ms Harris will ensure the views of disabled people and groups that represent them are heard throughout the review.

“I am committed to continuing to improve the experience of people receiving this benefit – to ensure they are supported in line with the principles of dignity, fairness, and respect at the heart of our social security system.”

Adult Disability Payment was introduced in August 2022 as a replacement for the UK Government’s Personal Independence Payment. It is paid to disabled working age adults in recognition of the extra costs of being disabled or having a long-term health condition.

Audiology review ‘paints a deeply concerning picture’

Recommendations to improve audiology services have been made to the Scottish Government, Health Boards and third sector partners.

An Independent Review of Audiology Services in Scotland sets out 55 recommendations for improving governance and structure, education and leadership.

Professor Jacqueline Taylor MBE conducted the review for Ministers following failures identified in audiology treatment for children.

Public Health Minister Jenni Minto said: “I would like to thank Professor Taylor and her team this thorough report that sets out clear options for improving audiology care across the country.

“We must recognise that many families were badly let down by these services in the past and this report’s recommendations will help ensure that is not allowed to happen again.

“The report is clear in its call for better leadership, structure and governance at all levels. Some of the recommendations are in areas where we are already taking action, such as increased funding for staff training.

“What is abundantly clear in their findings is that good audiology care can be life changing, and patients recognise and value the expertise and compassion of staff. We will fully consider the findings and set out the next steps to Parliament in the coming months.”

Professor Taylor said: “The wide-ranging recommendations in this report provide the foundation for improvements which will ensure high-quality, joined-up, patient-centred services.

“Audiology staff are working incredibly hard, often in challenging circumstances and during the course of the Review process we have seen many examples of good practice.

“We have also identified a range of issues which need to be resolved. I am extremely grateful to the patients, parents, audiology staff and stakeholders who helped to shape this Review. We have listened carefully, and I believe that by working together, we have a real opportunity to develop  excellent services across Scotland.

“The Review Report is not an end in itself: it is the first step in a process of change which will require time, resources and national leadership to deliver. We hope that the Scottish Government will respond positively to the recommendations and will  ensure that the words in this report, are turned into actions.”

Independent Review of Audiology Services in Scotland – gov.scot (www.gov.scot)

Following the publication of the final report and recommendations of the Independent Review of Audiology Services in Scotland, Mark Ballard, Head of Policy and Influencing for Scotland at the National Deaf Children’s Society, said:  “This report paints a deeply concerning picture of the state of audiology in Scotland.

“Parents who rely on audiology services for their children will be shocked to learn there has been an absence of national leadership, strategic planning and workforce planning at audiology departments across Scotland and that there has been no quality assurance of services in recent years.”

The most urgent recommendations in the review are around the quality of auditory brainstem response (ABR) testing, which is carried out to identify deafness in very young children.

Mr Ballard said: “It is alarming that issues were identified in the quality of ABR testing at every single health board across Scotland.

“We know deaf children can achieve anything that hearing children can when they get the right support, but for this to happen their deafness must be identified at the earliest opportunity. This is why it is vitally important that children always receive high quality and effective testing and long-term support.

“Parents need reassurance that issues with the quality of services will be swiftly addressed. This report was commissioned after significant failures were uncovered at NHS Lothian involving more than 150 children over nine years. Some of those children experienced life-changing consequences, because their deafness was identified too late for them to get the surgery or communication support they needed. There must be no more similar failures.”

The report also found there is a lack of consistent data collection, meaning it is difficult to monitor quality and compare how health boards in Scotland are performing. This makes it impossible to know if other deaf children are being failed in the same way as those in Lothian. 

Mr Ballard continued: “Parents told the review about the difference a good audiologist can make and it is clear from this report we need to make sure they always have the resources, training and leadership required to deliver effective support.

“It is now crystal clear to the Scottish Government and NHS health boards what they must do to make sure every child gets the testing and support they need,” Mr Ballard added.

Scottish Government fails to deliver on key recommendations of incineration review

Environmental campaigners have criticised the Scottish Government’s failure to commit to banning the incineration of plastics by 2030, as recommended by the independent review it commissioned.

Last Friday (5 May), the Scottish Government published its response to the second and final part of its independent review on the role of incineration in dealing with waste in Scotland.

In June 2022, the Scottish Government banned new incinerators following the review’s recommendation, and this latest announcement aims to reduce carbon emissions from existing plants – but campaigners say it falls short.

Rather than phasing out existing incinerators, the Scottish Government is supporting the development of expensive heat networks for them. Experts from the Scottish Government’s own advisory body have shown that the carbon emissions from heat generated from incinerators are higher even than gas boilers, so such measures are likely to increase, rather than decrease carbon emissions.

While the Scottish Government has indicated that it supports a ban on burning plastics by 2030 in principle, it has failed to commit to doing so or set out a credible action plan to deliver it.

Kim Pratt, circular economy campaigner at Friends of the Earth Scotland, said: “The failure of the Scottish Government to commit to the main recommendations of its own review is a missed opportunity to phase out existing incinerators and end the harmful practice of burning plastics as soon as possible.

“Plastics are fossil fuels, so burning them is directly contributing to climate breakdown. The independent review showed that incinerators are locking Scotland into a single use system – relying on market forces and promises of future policy changes is not enough to change this. We must take urgent action at every part of the supply chain if we are to stop mountains of non-recyclable plastics being thrown away and burnt.

“The Scottish Government response admitted that plastics often contain toxic chemicals, but the failure today to commit to ending a system which perpetuates their production means it is now more likely that these plastics will continue to harm people and the environment for far longer than they should.

“Instead of committing to a plan to phase out incinerators the Scottish Government has indicated support for the expansion of high-carbon incinerator linked heat networks. Its trust in carbon capture and storage to reduce emissions from incinerators is misplaced.

“Even if cost and technology barriers can be overcome, carbon capture will come too late to be effective for Scotland’s incinerators, which are some of the largest sources of carbon emissions in Scotland right now.”

Supporting Scotland’s women entrepreneurs

Report identifies 31 ways to reduce gender gap and boost economy

The Scottish Government will carefully consider proposals to support more women into entrepreneurship, First Minister Nicola Sturgeon has said following publication of a wide-ranging independent review.

Pathways: A New Approach for Women in Entrepreneurship was commissioned by the Scottish Government to identify ways to unlock untapped potential, close the gender gap and boost Scotland’s economy.

The review – led by Ana Stewart, an entrepreneur and investor, and co-authored with Mark Logan, chief entrepreneur to the Scottish Government – makes 31 recommendations. The steps include:

  • providing start-up training and support in a range of pop-up locations to help more women, and other primary care givers, access services
  • integrating entrepreneurial education into schools and further education
  • clarifying existing access pathways into entrepreneurship
  • improving access to start-up and growth finance
  • tracking and measuring progress towards full representation in entrepreneurship

Commenting on the report,  First Minister Nicola Sturgeon said: “I welcome Ana Stewart and Mark Logan’s work in delivering a powerful review of the barriers facing women in entrepreneurship in Scotland and presenting a compelling set of recommendations aimed at removing them.

“The review’s findings are challenging but underline the need to tackle the root-causes, as well as the immediate barriers, of this inequality.

“Fully realising the entrepreneurial potential of women in Scotland will not only promote greater equality in our society, it will also deliver significant benefits for the economy. 

“The Scottish Government will respond quickly to the review as a whole, and its recommendations.”

Review chair Ana Stewart said: “This review has, through a combination of extensive stakeholder engagement and robust data analysis, revealed that women face many significant barriers to entrepreneurship.

“Only one in five businesses in Scotland are female-led, while start-ups founded by women received only 2% of overall investment capital in the last five years. By taking a root cause and effect approach, our recommendations focus on dramatically increasing female participation rates to drive a vibrant and fairer entrepreneurial economy.”

The First Minister welcomed the publication of the review on a visit to Roslin Innovation Centre, where she met Ishani Malhotra, Chief Executive of Carcinotech, and Dr Kate Cameron, who founded Cytochroma.

‘Leave no one behind’: New reseach shows significant health divide across Edinburgh and the Lothians

The Health Foundation’s review shows over 15% of children in West Lothian are living in relative poverty compared to 11.3% in Edinburgh

The state of health and health inequalities in Scotland

A comprehensive independent review of health and health inequalities in Scotland led by the Health Foundation shows that the health of Scots living in the most deprived 20% of local areas are being left behind the rest of society. 

Data shows that in West Lothian 15.5% of children are living in relative poverty compared to 11.3% in Edinburgh and 12.6% and 13.5% in East Lothian and Midlothian respectively.  The national average is 15.1%.

Furthermore, in East and Midlothian the least deprived 20% of men can expect to live between six and seven years longer than the 20% living in the most deprived areas. In Edinburgh the difference in life expectancy between the richest and the poorest is almost 12 years and in West Lothian the poorest 20% will live nine years less than those in the least deprived areas. 

The review found that trends in the socioeconomic factors that influence health provide little indication that health inequalities will improve in future, underlined by increasing rates of extreme poverty.*

The review consolidates research undertaken for the independent charity the Health Foundation by the MRC/CSO Social and Public Health Sciences Unit at University of Glasgow, the Fraser of Allander Institute at University of Strathclyde, Nesta in Scotland, and the Diffley Partnership.

The findings bring together evidence of trends in health inequalities and wider determinants of health over the past two decades since devolution and outline the consequences of worsening health in the most deprived areas. 

Overall, stalled improvements in health mean that nationally, since 2013, expectations of how long people are expected to live have reduced by 4.4 years, from 90.4  to 86 years.

The findings show that across a range of measures, there is a wide gap between the health of people living in the most and least deprived areas with people living in the most deprived areas increasingly left behind the rest. The report raises a number of areas of concern which need immediate action, in particular, improving the health of children in their early years and the health of young to middle aged men.

Young to middle aged men are the most likely to suffer from deaths related to drugs**, alcohol or suicide, with the exponential rise in drug deaths concentrated among men in their mid-30s to early-60s. This group engages less with health services and is the most likely not to attend hospital appointments.  Being younger, single, white and male is most strongly associated with experiencing severe multiple disadvantages, which are linked to greater risk of poor health.

Commenting on the findings, David Finch, Assistant Director of the Health Foundation, said: “Life expectancy varies greatly across Scotland. In the most deprived areas, men are dying over 13 years earlier than their peers in the least deprived areas– and women almost a decade earlier.

“A healthy community derives from a range of factors: stable jobs, good pay, quality housing and education. Poor health is almost inevitable when some or all of these factors are absent. Scotland’s wide and sustained health inequalities are being driven by the accumulation of severe multiple disadvantages, a lack of improvement in living standards and public service fragility due to the ongoing impact of austerity.

“Understanding the causes are not enough; a radical shift in approach is needed. The Scottish government, local authorities, businesses and the third sector must come together and collaborate closely with communities. Without action, Scotland’s most deprived communities are likely to continue suffering from poor quality of life and die younger.”

Chair of the Health Foundation’s  Expert Advisory Group, Chris Creegan added“This review is the most comprehensive study of health inequalities in Scotland since devolution, and while the findings are complex, what they clearly illustrate is that inequality in health is stubbornly high in Scotland.

“The public is receptive to longer term preventative interventions aimed at tackling the fundamental causes of health inequalities, rather than short term measures. They will support a bold, collective response.

“We need actors across economic, financial, social and health systems in Scotland to take note of these findings and use them to build on the strong policy intent we already have to reverse these trends and improve health outcomes for the future. But there is no need for a new strategy; over the last decade, several policy plans and strategies have focused on tackling health inequalities, most recently, 2018’s Public Health Priorities for Scotland. We have the policies, we now need action.”

Views sought on reform on exam qualifications and assessment

A consultation has been launched on how qualifications and assessment should be reformed to ensure learners’ achievements are fairly recognised.

Young people, parents, carers, teachers, education staff and all learners are among those being encouraged to give their views.

The consultation invites opinions on:

  • the balance between exams and other forms of assessment
  • how a wider range of learners’ achievements can be recognised
  • potential uses of technology in assessment and qualifications
  • how to ensure that qualifications enable all learners, regardless of their circumstances, to demonstrate their strengths and achievements

The consultation, which will close on 16 December, is part of an independent review of qualifications and assessment announced by Education Secretary Shirley-Anne Somerville in October 2021.

The review is being led by Louise Hayward, Emerita Professor of Educational Assessment and Innovation at Glasgow University, who will provide independent advice for Ministers to consider in March next year.

Professor Hayward said: “This Review of Qualifications and Assessment offers Scotland an opportunity to look to the future.

“We want to ensure that the ways in which we gather evidence about all learners’ achievements, awards and qualifications help every learner to transition positively into the next phase of life, be that in college, employment, university or voluntary work.

“By supporting every learner to become a confident, committed life-long learner, we will help Scotland to grow socially, culturally and economically.”

Education Secretary Shirley-Anne Somerville said: “The aim of reforming qualifications and assessment is to ensure that all senior phase learners have the best possible opportunity to demonstrate the breadth, depth and relevance of their learning.

“This consultation and the other work being done by Professor Hayward to gather a wide range of opinions is crucially important and I would encourage anyone who has an interest, particularly young people, parents, carers and education staff, to give their views.

“The review, and our other planned education reforms, have the clear purpose of doing all we can to improve the experiences and outcomes of children and young people in Scotland’s education system.”

The consultation on qualifications  and assessment will run until 16 December.

Changing The Boundaries report: Scottish Cricket ‘institutionally racist’

Plan4Sport, the organisation leading an independent review into racism in Scottish cricket, has today (Monday 25 July) published its final report.

Global Equality, Diversity and Inclusion (EDI) experts, Plan4Sport, were commissioned by Scotland’s national agency for sport, sportscotland, to lead the independent review in December 2021. The review process included almost 1,000 direct engagements from a broad cross-section of all levels of Scottish cricket.

The Plan4Sport Changing The Boundaries report found the governance and leadership practices of Cricket Scotland to be institutionally racist. It confirms 448 examples that demonstrated institutional racism. Reoccurring themes were mapped against 31 indicators of institutional racism, with 29 failing to meet the standard required and only two partially meeting the standard.

As part of the review 68 individual concerns have been referred for further investigation. These relate to 31 allegations of racism against 15 different people, two clubs and one Regional Association. In some instances, multiple concerns have been raised against individuals. Some of these alleged incidents are recent while others were non-recent. These investigations will be concluded in due course.

Other key findings include:

  • 62% of all survey respondents had experienced, seen, or had reported to them incidents of racism, inequalities or discrimination.
  • A lack of any EDI or anti-racist training in place for board, staff, volunteers, players, coaches or umpires.
  • No consistent mechanism or process for handling racist incidents and people who did raise issues were sidelined or ignored.
  • A lack of diversity from board level and Hall of Fame right through the coaching workforce within the talent pathway.
  • Lack of transparency in the selection process in the talent pathway and the absence of a single uniform approach to selection.

Changing The Boundaries includes three immediate high-level recommendations, with associated sub recommendations, including: 

  • Cricket Scotland is placed in special measures by sportscotland until at least October 2023.
    • Cricket Scotland to commence an immediate recruitment process for new independent Board members, with appointments made no later than 30 September 2022.
    • The diversity of Board members should be a minimum of 40% men and 40% women, ensuring that a minimum of 25% of the total Board makeup come from of Black, South-East Asian, or other mixed or multiple ethnic groups.
    • Action Plan to be developed by Cricket Scotland which addresses the immediate actions and short-term KPIs. The Action Plan should be approved by sportscotland not later than 30 September 2022.
  • Western District Cricket Union (WDCU) is placed in special measures by Cricket Scotland with immediate effect.
    • Temporary and immediate suspension of WDCU’s role in managing all disciplinary matters relating to its competitions and clubs. These are to be handed to an alternative organisation to manage.
    • An urgent, independent review into the overall effectiveness of WDCU’s governance, and its culture of inclusion, as a Regional Association of Cricket Scotland, to be completed by the end of September. This does not include the Western District Junior Cricket Union.
  • Cricket Scotland addresses the backlog in referrals generated from the review.
    • All investigations resulting from referrals to be expedited by a third party with the appropriate expertise.

Managing Director of Plan4Sport, Louise Tideswell, said: “We’ve been working on the review since January this year and our view is clear: the governance and leadership practices of Cricket Scotland have been institutionally racist. 

“Over the review period we have seen the bravery of so many people coming forward to share their stories which had clearly impacted on their lives. People who have loved cricket and, despite the many knockbacks, continued to try and make progress, umpires who committed so many hours even though promotion never came, and players who saw or heard racism and hostility, but kept coming back to play.

“The reality is that the leadership of the organisation failed to see the problems and, in failing to do so, enabled a culture of racially aggravated micro-aggressions to develop. It didn’t address the lack of diversity at board and staff level and missed the need to develop transparent reporting, investigation and case management processes to address incidents of racism and discrimination.

“But I also want to add that whilst the governance and leadership practices of the organisation have been institutionally racist, the same should not be said for cricket in Scotland. There are many outstanding clubs and individuals delivering local programmes which truly engage with diverse communities.

“We have heard from grassroots players, volunteers and umpires who were passionate about ensuring cricket was open and welcoming to everyone. Plan4Sport sees this as a real opportunity to invest in and build on the good work already taking place through development programmes and club opportunities to truly create a game for everyone.”

Chief Executive of sportscotland, Stewart Harris, said: “We would like to thank everyone who contributed to the review, particularly those who came forward to share their experiences.

“This will have been a very difficult, and in some cases traumatic experience, and we hope this report provides the victims with some degree of assurance that their voices have been heard and that action will be taken.

“We also want to thank Louise Tideswell and the team of experts from Plan4Sport, who have worked tirelessly over the past seven months. They have shown an incredible degree of professionalism, compassion and empathy when speaking to the hundreds of people who contributed to the Changing The Boundaries report.

“The findings in this report are deeply concerning and in some cases shocking. Sport should be a welcoming place for all and it is unacceptable that anyone has suffered racist abuse and discrimination while playing the game they love.

“As the national agency for sport, we will work with and support Cricket Scotland to help change the culture of Scottish cricket and that must now be the focus. There has been some progress in recent months but we need to see more steps being taken to address the issues raised and importantly that includes the referrals.  

“We will keep all options on the table as we hold Cricket Scotland to account on all of the recommendations contained within this report.  

“Today should also act as a wake-up call for all of Scottish sport. Racism is a societal problem and it is no longer good enough to simply be non-racist, Scottish sport must now be actively anti-racist.”

Publication of Changing The Boundaries follows an in-depth consultation exercise involving hundreds of people from across all levels of Scottish cricket including grassroots players, staff, national squad players, board members, coaches, regional association management committee members and match officials and club members.

Responding to the Plan4Sport report into institutional racism in Cricket Scotland, Foysol Choudhury MSP said: “I am greatly saddened by the institutional racism within Cricket Scotland that has been uncovered by the Plan4Sport report.

“The extent of the racial and religious discrimination, and the seemingly casual disregard for any notion of good equalities practices within Cricket Scotland, are truly shocking.

“I echo the concerns voiced by the lawyer acting for Majid Haq and Qasim Sheikh this week that the resignation of the entire Cricket Scotland board leaves nobody to account for such a damning indictment of the practices of a national sporting body, but meaningful action to clean up Scottish cricket is what will now matter most to players, staff and fans alike.

“Several incidents highlighted in the report remain open to police investigation and it is right that this happens to find if the law has been broken. What is clear from the report however is how many incidents fell short of illegality but were nonetheless motivated by racial animus. This pernicious underlying racism is a problem across society and must be rooted out wherever it is found.

“Lessons need to be learned. Asian players make a massive contribution to Scottish cricket and they should be welcomed at all levels of the game. I would be happy to facilitate constructive discussions that need to happen to progress the future of our beloved sport here in Scotland.

“We must ensure that remedies are promptly and effectively applied in the wake of this shameful episode. Cricket Scotland must clearly be overhauled, and Sportscotland have started this process. But it is now up to the whole of Scottish civil society to ensure that this is not only followed through in a way that makes a tangible change to people within the sport, but also that the warning signs from Cricket Scotland can be recognised and swiftly dealt in future.

“Together we must ensure that the environment that has been allowed to fester in Cricket Scotland is not present in any of our other national sporting bodies, and ensure that such grotesque failures as these are never again allowed to happen within Scottish sport.”

Changing The Boundaries: Independent review into racism in Scottish cricket

New incinerators ban welcomed

The Circular Economy Minister has set out the action that will be taken to deliver on the recommendations of an independent review of the role of incineration.

In a Ministerial Statement to parliament, she confirmed that the Scottish Government has accepted all twelve recommendations, including Dr Church’s recommendation that no further planning permission for incineration facilities should be granted.

New national planning policy will be introduced through National Planning Framework 4, which will be presented to the Scottish Parliament for approval later this year. This policy will make clear that the Scottish Government does not support the development of further municipal waste incineration capacity in Scotland, with very limited exceptions.

In the meantime, a notification direction will remain in place, requiring local authorities to alert Scottish Ministers of new planning applications that involve incineration facilities. A similar notification direction was used previously, and successfully, to give the effect of a moratorium on Unconventional Oil and Gas.

Circular Economy Minister Lorna Slater said: “Reducing waste and recycling what we do produce is key to tackling the twin crises of climate change and biodiversity and ensuring we all enjoy a healthy environment. That’s why we are taking action to create a circular economy, in which materials are kept in use for as long as possible and precious natural resources are not wasted.

“We also need to make sure we manage unavoidable and unrecyclable waste in the short term. By putting in place sensible measures to limit and gradually reduce Scotland’s incineration capacity, we can make sure we can manage our waste today, while ensuring our future waste infrastructure aligns with our climate targets.

“I look forward to working with local authorities and industry to take forward these recommendations.”

Environmental campaigners have welcomed the Scottish Government’s commitment to ban new incinerators as an important step forwards and urged Ministers to next tackle the impact of existing incinerators.

Kim Pratt, Friends of the Earth Scotland Circular Economy Campaigner said: “The Scottish Government’s ban on new incinerators is very welcome news and must mark the beginning of the end for these polluting projects that keep us locked into sending valuable resources up in smoke.

“It is vital the Scottish Government acts now to tackle the impact of our existing incinerators, given their huge climate pollution. Reducing the amount of plastic waste burnt is the only viable option for cutting emissions from existing plants. Carbon Capture and Storage is completely unsuitable for incineration as it is technically challenging, extremely expensive and locks us into a polluting system.

“Scotland will have more capacity than there is waste to burn by 2027 because of those plants already in the pipeline. Incinerator investors and operators now have a choice to buy into a circular economy for Scotland or to burn away that future.”

Friends of the Earth Scotland also warned that the approval last week by West Dunbartonshire Council of an application for a waste plastic-to-hydrogen plant, which could be ; “n incinerator in all but name, risks the development escaping the new ban through a loophole.

Kim Pratt concluded: “We are deeply concerned about the approval of a new waste plastic-to-hydrogen plant, which is an incinerator in all but name, by West Dunbartonshire Council.

“The decision, which has come despite the introduction of the ban on new incinerators, undermines the current approach. The Scottish Government must urgently review the boundaries of the ban to ensure it is being applied fully and effectively.”

Stop, Sort, Burn, Bury: Incineration review published

An independent review of the role of incineration in Scotland, which recommends a  cap on future incineration capacity, has been welcomed by the Circular Economy Minister.

Friends of the Earth Scotland have also welcomed it’s findings but say a clear exit strategy is still needed.

The report, which was authored by waste sector expert Dr Colin Church, reviews the role of incineration in the waste hierarchy, with a focus on aligning national capacity with Scotland’s waste reduction targets.

The report makes 12 policy recommendations for the Scottish Government, local authorities and the wider waste industry, including:

  • no further planning permission should be granted to incineration infrastructure within the scope of this Review, unless balanced by an equal or greater closure of capacity.
  • developing an indicative cap that declines over time for the amount of residual waste treatment needed as Scotland transitions towards a fully circular economy.
  • to strengthen community engagement and trust before, during and after development.

The Scottish Government will set out its initial response to the Review in June.

Public consultations on a Circular Economy Bill and a Waste Route Map will launch this month.

Dr Colin Church said: “The evidence I received shows that, whilst well-regulated incineration does have a role to play in managing unavoidable residual waste in Scotland, the capacity currently being proposed is likely to be more than needed, so a lot of it should not be built.

“For the proportion that is developed, the level and quality of engagement with local communities needs to be excellent, which unfortunately has not always been the case to date.

“There is also more that must be done to reduce the climate impacts of waste incineration, and I look forward to revisiting my provisional recommendations in this area in due course.”

Circular Economy Minister Lorna Slater said: “I would like to thank Dr Church for delivering this work, which will play a pivotal role in shaping Scotland’s future waste policy.

“We want to create a circular economy, where materials stay in use for as long as possible, and nothing is wasted. Only by increasing reuse and recycling can Scotland meet its net zero targets, and we will be publishing ambitious proposals to achieve this soon.

“It is clear from the review that although incineration has a role to play in managing Scotland’s unavoidable, unrecyclable residual waste in a safe way, that role is inevitably limited. As we transition to a circular economy, Scotland will need significantly less incineration capacity than is currently projected and it is vital that we do not have more capacity than we need.

“Dr Church has proposed some valuable recommendations and outlined some important considerations for how we can align the management of residual waste in Scotland with our net zero ambitions. We will consider the recommendations carefully and provide an initial response in June.”

The report from an independent review has been published today (10 May), and shows the scale of the nation’s incineration problem. The report makes 12 policy recommendations for the Scottish Government, local authorities and wider waste industry.

Kim Pratt, circular economy campaigner at Friends of the Earth Scotland, said: “This report shows that the alarming rise in incineration in Scotland must be stopped immediately – rapid action is needed to prevent the loss of valuable resources and stop the climate-wrecking emissions being caused by burning plastics.

“A ban on new incinerators is the first step in turning Scotland’s waste management system around, but it’s only half of the solution. The report makes it clear that more must be done to minimise waste and recycle as much as possible.

“Our current incinerators are some of Scotland’s biggest polluters so they must be phased out if Scotland is to meet its climate goals. It is concerning that the report does not include a detailed carbon assessment, given the direct threat of incinerators to our climate goals.

“Burning plastic releases more carbon than coal and the only way to cut emissions from incineration for good is to stop burning waste. We need to value resources properly, rather than taking from nature, using once then burning or burying the waste.”

The capacity analysis from the report shows that in five years time (2027) Scotland will have more incineration capacity than there is available waste to burn.

One of the first major actions undertaken by Lorna Slater, Minister for the Circular Economy, was to initiate an independent review of incineration of waste. Scotland now joins Wales, which banned incineration in 2021 and has the third highest recycling rates in the world.

Over 1,000 people supported Friends of the Earth Scotland’s calls for an immediate ban of new incinerators and of plastics being sent to incinerators, and a phase out of those already operating.
