UK Government reveals plans to improve disabled people’s lives

New plans to improve the lives of disabled people have been set out by the Government today (Tuesday 18 July).

  • Government launches consultation on Disability Action Plan, which brings together ideas and action across Government to make disabled people’s lives easier
  • Plans include raising awareness of life-changing tech for disabled people, mandatory disability awareness training for taxi drivers, autism-friendly programmes for cultural and heritage sites
  • Plans designed by Ministers to make the UK a more inclusive society in the long term

Immediate and practical measures proposed in the fully accessible consultation include ensuring businesses are aware of disabled people’s needs – including Guide Dog access needs – to allow all disabled people to live, work and shop freely and support for local authorities to ensure the playgrounds they build or refurbish are accessible for disabled children.

The proposals will inform the Government’s Disability Action Plan later this year, laying the foundations for longer term change.

Other measures in the proposed Plan include:

– Raising the profile of assistive technology to ensure more disabled people have access to life-changing tech

– Legislating for mandatory disability awareness training for taxi and private hire drivers to unlock greater travel freedom for disabled people

– Encouraging more autism-friendly programmes in the cultural and heritage sectors to drive greater inclusivity

– Improving reasonable adjustments in the courts system so more disabled people can be on juries improving diversity and breadth of experience

– Implementing the British Sign Language (BSL) GCSE, over a year after the BSL Act was introduced, giving thousands of pupils communication and visual memory skills that will be an advantage to them for the rest of their lives

– Exploring the feasibility of Great Britain hosting the Special Olympics World Summer Games in 2031.

The Disability Action Plan sits alongside the Government’s National Disability Strategy which sets out our longer-term vision to improve disabled people’s lives for the better.

Minister for Disabled People, Health and Work, Tom Pursglove MP, said: “Our Disability Action Plan will lay out practical measures we can implement here and now to improve the lives of disabled people.

“From leading the way globally with assistive technology to improving inclusivity and accessibility across sport, travel and culture, the Plan will also be important in setting the stage for longer term change.

“We want disabled people to be at the heart of decision making and I would encourage anyone interested to respond to this consultation so the views of disabled people across the country are front and centre of our final Disability Action Plan.”

The Plan builds on the Government’s achievements over the last year on education, work, leisure, and rights for disabled people. This includes supporting the passage of landmark legislation: the Down Syndrome Act and British Sign Language (BSL) Act – and a consultation to support the introduction of a new BSL GCSE.

The overarching focus on disability has also ensured over 2,000 miles of King Charles III England Coast Path is accessible, while the government has delivered an additional £1 billion for the education of children and young people with more complex needs.

The consultation will run for 12 weeks and be open for anyone to comment. This will ensure the Plan is informed by the experience and views of disabled people, disability organisations and charities as well as other interested parties.

Financial support for disabled people

Disabled people are being urged to find out if they are eligible for Scottish Government disability benefits as part of a new campaign to increase benefit take-up. 

The nationwide campaign aims to raise awareness about financial support available to help with the extra costs that disabled children and adults may face.

Child Disability Payment provides financial support to help families and carers with the extra costs of caring for a disabled child or young person or a child or young person with a long-term health condition. Adult Disability Payment is available to   people aged between 16 and state pension age who are disabled, have a long-term health condition or a terminal illness.

These benefits are administered by Social Security Scotland and replace the Department for Work and Pensions’ Disability Living Allowance (DLA) for Children, DLA and Personal Independence Payment.

People already getting disability benefits from DWP will see their award transfer automatically and they do not need to apply separately. 

Social Justice Secretary Shirley-Anne Somerville said: “Being disabled or having a long-term health condition can come with a variety of extra costs, such as paying more for accessible transport. We want to make sure that disabled children and adults get all the extra financial support they are entitled to, to ease the impact of those costs.

“This campaign is not just about raising awareness but also has an important role to play in helping to remove any stigma that people may be worried about when applying for social security. We believe social security is a human right. It is here for any of us should we need it and we want to make sure people are accessing what they are due.

“This is the first time that we are proactively promoting disability benefits as part of a national advertising campaign, including adverts on TV. We are not aware of the UK Government running a campaign on the equivalent UK benefits for over 30-years. I want to actively encourage people to check if they are eligible for Child and Adult Disability Payments and make sure they get extra financial support to help them live full and independent lives.”

The campaign features Piper, 9, who has Down’s Syndrome. Her mum Caroline Milburn, says disability benefits have helped cover extra costs as well as give Piper opportunities she’d never have had without them.

Caroline, from Edinburgh, said: “Piper is such a unique character. When she was born we were told she wouldn’t walk until she was around six, but she was walking at two. She’s so determined and knows her own mind. If she wants to do something she’ll do it.

“Disability benefit allowed me to buy her a sensory swing and a tablet that gives her access to games that help her learn. She just thinks she’s having fun but the games have taught her so much. She plays them with her five-year-old brother sitting beside her and he learns with her.

“Child Disability Payment helps cover the costs of buying Piper new clothes and duvets as she is always chewing holes in them  It also allows me to send her to holiday clubs. She loves them and they’re really good for her, but they cost about £40 a week.

“Piper is such an amazing girl and she makes everyone’s lives better. Without disability benefits we’d not have been able to give her all the experiences and opportunities she’s had to learn and connect with the world.”

Independent Advocacy Service celebrates one year anniversary

A free independent advocacy service to support disabled people to access Scottish Government benefits has marked its first year in operation.

The Scottish Government is investing more than £20 million to deliver this service over the course of four years. This independent service is available to people with a disability who may need extra support. This could include people with a sensory disability, mental health condition or learning disability. The service is also available to parents or carers who need support to access benefits for a child.

The service, which was introduced in January 2022, enables disabled people to be more involved in the processes and decisions which affect them and advocates will provide the most appropriate form of support to each individual based on their circumstances.

Minister for Social Security Ben Macpherson said: “I am delighted that, in its first year, the Independent Advocacy Service has supported over 550 people applying for Scottish Government social security benefits.

“The service is a key part of our human rights approach to social security and how the values of dignity, fairness and respect in our social security system work in practice.

“The service helping disabled people to access the financial support they are entitled to, and is delivering on our commitment to make our system as inclusive as possible.

“With the Scottish Government’s commitment to invest more than £20 million in it, the advocacy service will be able to assist even more disabled people access the help they are entitled to over the coming years.”

CEO of VoiceAbility, Jonathan Senker said: “Over our first year of delivering the Independent Advocacy Service, people tell me that it enabled them to apply for social security benefits when before they felt daunted by the process. They say that advocates supported them to express themselves openly, when previously they felt obliged to ‘put on a brave face’ or underplay their needs.

The independent service was introduced in January 2022, ahead of a pilot for Adult Disability Payment – which replaces Personal Independence Payment (PIP) in Scotland. Adult Disability Payment was introduced across Scotland in August 2022.

Views sought on disabled peoples’ experience of the labour market

What are the barriers that disabled people face in finding their ideal job is the question that MSPs on the Economy and Fair Work Committee will be asking as part of work into the issue.

Statistics show that people with a disability in Scotland have a lower employment rate than non-disabled people. The Scottish Government also has a target to half the disability employment gap by 2038 within the Fairer Scotland for disabled people – employment action plan. This work will try and identify what barriers exist and what more can be done to help disabled people and employers.

Claire Baker MSP, Convener of the Economy and Fair Work Committee said: “There have been some really good examples of where employers have put in place measures to make sure that everyone, regardless of their background, is able to get and keep a job.

“But we know that this is unfortunately not the case for every disabled person  who is actively looking for employment.

“We want to hear directly from people about these barriers and what more we as policymakers can do to help make looking for a job a more equitable experience for everyone.”

The Committee is asking for those interested in this issue to give us their views. We’ll be asking for views on the following issues:

Almost 6 million £150 Cost of Living Payments processed for disabled people, says DWP

As of today (30 September) the Department for Work and Pensions has processed almost six million £150 Disability Cost of Living payments worth around £900 million.

This follows the government’s announcement on 20 September that those who had confirmed payment of their disability benefit for 25 May will receive the £150 automatically, with the vast majority to be paid by early October.

The vast majority of eligible claimants who were due to receive the one-off £150 payment from the DWP by early October have now had their payment processed.

The payment will help disabled people with the rising cost of living, acknowledging the higher costs they often face, such as for care and mobility needs.

There will be some cases – such as those who gained entitlement to this payment at a later date or where payments were rejected due to invalid account details – who will not be paid by the beginning of October. These will be paid automatically as soon as possible.

The £150 cost of living payments for disabled people from the government are part of a £37 billion package of support, which will see millions of low income households receive at least £1,200 this year to help cover rising costs.

This also follows the Prime Minister’s announcement of a new Energy Price Guarantee for the next two winters, saving households on average £1,000 a year on their energy bills.

  • The Energy Price Guarantee (EPG) will apply from 1 October and will discount the unit cost for gas and electricity use. This guarantee, which includes the temporary suspension of green levies, means that from 1 October a typical household will pay no more than £2,500 per year for each of the next two years. This is in addition to the £400 Energy Bill Support Scheme.
  • On top of the EPG and £150 Disability Cost of Living Payment, there is an extra £150 for properties in Council Tax bands A-D in England. On top of this, disabled people on low incomes may also be eligible for the other Cost of Living payments totalling up to £650 – households in receipt of a means-tested benefit received the first of the two automatic Cost of Living payments of £326 from 14 July. The second means-tested payment of £324 will be issued later this year.

Eligibility

  • Those who receive the following disability benefits may be eligible for the one-off payment of £150 in September: Disability Living Allowance, Personal Independence Payment, Attendance Allowance, Scottish Disability Benefits (Adult Disability Payment and Child Disability Payment), Armed Forces Independence Payment, Constant Attendance Allowance and War Pension Mobility Supplement.
  • The majority of those who had confirmed payment of their disability benefit for 25 May have now been paid. For those who have still to be paid, are awaiting confirmation of their disability benefits on 25 May, or who are waiting to be assessed for eligibility to receive disability benefits, the process may take longer but payments will still be automatic.
  • You must have received a payment (or later receive a payment) of one of the qualifying benefits for 25 May 2022 to get the payment.

Adult Disability Payment now open for new applications across Scotland

Adult Disability Payment is now open for new applications across Scotland. The national rollout follows successful pilots in 13 local authority areas, which began in March.

It is the twelfth and most complex benefit to be delivered by the Scottish Government. It replaces the UK Government’s Personal Independence Payment.

The benefit provides financial support to people aged between 16 and state pension age who are disabled, have a long-term health condition or have a terminal illness.

People already receiving the UK Government’s Personal Independence Payment and Disability Living Allowance do not need to apply for Adult Disability Payment.

These existing awards will transfer automatically from the DWP to Social Security Scotland. Cases will transfer in stages starting from this summer and this process is expected to be completed by the end of 2025.

Minister for Social Security Ben Macpherson said: “The national launch of Adult Disability Payment is a significant milestone in the development of our new social security system, that will treat everyone with dignity, fairness and respect.

“This is the twelfth and most complex devolved benefit to be introduced and, once all the awards have transferred from the DWP, this new payment will be supporting more than 300,000 people.

“We are offering a range of ways to make an application, including online, by post, over the phone or face-to-face. Social Security Scotland local delivery teams are also available to provide assistance in communities across the country.

“In creating our new system, we have worked extensively and collaboratively with people who will use this service. Their input, and their direct experience of the DWP system, has significantly informed our policy development and resulted in the number of improvements that we are making to the way in which we are delivering our new service.

“The Scottish Government is focused on providing a positive and compassionate experience for people applying for and receiving our Adult Disability Payment. 

 “In our Scottish system no one will be subject to DWP style assessments or degrading functional examinations, and we will never use the private sector to carry out health examinations.

“People will only be invited to a consultation on occasions when we require more information so we can make a decision. This will be a conversation with a health and social care professional to understand how a person’s disability or health condition impacts them.

“Social security is a shared investment in building a fairer Scotland. It is a human right and we encourage those who may be eligible for support to apply.”

Moira Tasker, Chief Executive of Inclusion Scotland said: “Inclusion Scotland warmly welcomes today’s launch of the Adult Disability Payment. Many disabled people are being disproportionately hard hit by the UK economic crisis and are deeply worried about just surviving this winter.

Those being paid a qualifying disability benefit will be paid automatically from 20 September, with the vast majority of those eligible expected to receive their one-off payment within a couple of weeks by the beginning of October.

The payment will help disabled people with the rising Cost of Living acknowledging the higher disability-related costs they often face, such as care and mobility needs.

For those disabled people on low-incomes, this payment comes on top of other Cost of Living payments totalling £650, £400 for all households to help with energy bills, and an extra £150 for properties in Council Tax bands A-D in England.

Over eight million eligible households in receipt of a means-tested benefit received the first of two automatic Cost of Living payments of £326 from 14 July. The second means-tested payment of £324 will be issued later this year.

Minister for Disabled People, Health and Work Chloe Smith said: “We know disabled people can face additional costs, which is why we are acting to help reduce the financial pressures on the most vulnerable.

“This £150 disability payment is on top of the £1,200 most low income benefit claimants will also receive and alongside wider support targeted at disabled people, including help with transport and prescription costs.

“We know it’s a worrying time for some people and I’d urge them to check they are getting all the support on offer by searching Help for Households.”

The Cost of Living payments from the government are part of a £37 billion package of support, which will see millions of households receive at least £1,200 this year to help cover rising costs.

The government has also expanded support for the Household Support Fund in England – which helps people with food and energy bills – with an extra £421 million – for October 2022 to March 2023, and topped up funding by £79 million for devolved nations; the total value of this support now stands at £1.5 billion.

This is all in addition to changes to the Universal Credit taper rate and work allowances worth £1,000 a year on average for 1.7 million working claimants, a rise in the National Living Wage to £9.50 an hour, and a tax cut for around 30 million workers through a rise in National Insurance contribution thresholds.

UK Chancellor of the Exchequer Nadhim Zahawi said: “We know that rising prices faced by many countries around the world are a significant worry for many people here in the UK, especially those most vulnerable to additional costs.

“Today’s announcement that disabled people will begin to receive an additional £150 payment from the end of September reinforces our commitment to help UK households through the challenging times ahead.

“This payment is in addition to further help households can expect over the coming months – including a second cost of living payment of £324 for households on means-tested benefits, £300 for pensioners this winter and £400 discount on energy bills for every household. This is all part of our significant £37 billion support package.”

New independent advocacy service for disabled people opens

Disabled people are now able to access a new advocacy service to get help applying for Scottish social security benefits. 

The support is available to disabled people applying for any of Social Security Scotland’s current and future benefits including Child Disability Payment and Adult Disability Payment.

It also covers advocacy support for disabled people to access payments for families with children, people who need help to pay for a funeral, carers and young people entering the workplace.

This service will be delivered by the charity VoiceAbility and is entirely independent of the Scottish Government and Social Security Scotland. 

The Scottish Government has committed up to £20.4 million over the next four years to the provision of the new Independent Advocacy Service. 

To enable them to deliver this service, VoiceAbility will create up to 100 new advocacy jobs across the country over the next four years, with a head office and dedicated training centre in Glasgow. 

Minister for Social Security Ben Macpherson said: “Accessing social security is a human right and we have an obligation to do what we can to make sure disabled people are able to get the help they need to access financial support they are entitled to. 

“This is why we are investing in an independent and free advocacy service for disabled people who need support to engage with us. This new service will help disabled people be aware of their rights, express themselves and feel understood when applying for Scottish social security benefits. 

“The service, which is unique to Scotland, is just one of the ways that we’ve responded to what people have told us they want from our new social security system. It is all part of our work to make sure people applying for benefits have a positive experience and find it straightforward and simple no matter what their individual circumstances are.  

“Our system is designed to adapt to an individual’s needs rather than expecting them to adapt to access it and we start from a position of trust. I am delighted this new independent service is available to disabled people, it highlights how we are ensuring our social security system is based on dignity, fairness and respect.”

Support package to help more disabled people into work

Thousands more disabled people are set to benefit from a new package of support designed to help them into the work they want.

Minister for Disabled People, Chloe Smith, has today announced that 15 Jobcentre Plus sites will be testing an autism framework, designed with the National Autistic Society (NAS), to transform the service available to jobseekers on the autism spectrum. The framework pilot will aim to help people with autism find, retain and progress in fulfilling jobs.

This comes as 26,000 work coaches in jobcentres across the country are undergoing specialist accessibility training, delivered in partnership with Microsoft, in a further effort to help more disabled jobseekers secure employment.

The work coaches will look at how they can support disabled jobseekers with tools including immersive readers, magnifiers and automated captions, which will not only improve their daily work but will also help with the completion of job applications and interviews.

One in 100 people are autistic and there are around 700,000 autistic people in the UK, according to the National Autistic Society. Not all autistic people will be able to work, but the charity’s research found that the vast majority want to.

Working age autistic people are often locked out of employment due to a lack of understanding and knowledge from employers and colleagues, and anxiety-inducing environments that can be distressing. It is hoped that the framework will help to break down these barriers and see more autistic people in jobs they love.

The Minister for Disabled People Chloe Smith said: “Everyone deserves an equal opportunity to find a job they love and to progress in their career, but we know we must do more to help people with autism.

“By testing this autism framework and offering new specialist training to our jobcentre staff we are helping to deliver more employment opportunities for those who would otherwise feel locked out, as we work towards seeing one million more disabled people in work by 2027.”

The framework explores how best to support autistic people into employment, including ensuring jobcentre appointments with autistic ‘customers’ take place in the right environment and educating local employers in the additional requirements of autistic workers.

For example, many autistic people become distressed in busy, bright or noisy environments. As part of the pilot, jobcentre staff will therefore be asked to carry out appointments with customers triggered in this way in quieter rooms, with more appropriate lighting.

Work coaches will also be able to help providers and employers in the local communities understand the additional needs required by autistic employees, which should in turn create more opportunities for autistic jobseekers in settings where they can thrive.

If successful, the framework could be rolled out to more jobcentres in England, Scotland and Wales, benefitting thousands of people with autism.

Christine Flintoft-Smith, Head of Autism Accreditation at the National Autistic Society, said: “We are pleased to be working in partnership with the DWP to make sure autistic people get the support they need delivered in the way they need it, when they visit Jobcentres. We both want to work to close the autism employment gap and make sure autistic people are getting the help they need to get jobs.

“Our framework of best practice has been developed with input from autistic people, specifically for Jobcentres. We want all Jobcentre staff to understand autism, be able to think about their practice and make the necessary changes to the support and environment that autistic people need.

“We look forward to our continued work with the team at DWP to get jobcentres working better for autistic people, and to get more autistic people in the jobs that they want and deserve.”

Hector Minto, Lead Accessibility Evangelist (Eh? – Ed.) at Microsoft, said: “Technology has the potential to greatly empower disabled people in the workplace, but awareness is often low, people don’t know that there is support built into modern digital experiences.

Euan’s Guide officially opens Changing Places toilet in Johnnie Walker Princes Street

International Day of People with Disabilities

Today, on the International Day of People with Disabilities (Friday 3 December), representatives from disabled access charity, Euan’s Guide, officially opened the new Changing Places toilet facility in Johnnie Walker Princes Street.

Situated on the ground floor, the toilet features a ceiling hoist, changing bench and provides additional space for disabled visitors who are unable to use conventional accessible toilets.

With less than 2,000 Changing Places toilets across the UK, of which less than 250 are in Scotland and only 10 in Edinburgh, the opening of this new facility will connect with the 250,000 Changing Places users in the UK and their friends and families who rely on these facilities to take part in everyday life.

Building a modern visitor experience that was inclusive was one of the core aims at Johnnie Walker Princes Street from the outset. Throughout the planning stages, Euan’s Guide was involved and consulted, looking at plans, meeting architects and testing out the building’s access before opening to the public in September 2021.
