New guidance to support mental wellbeing during the coronavirus outbreak

Advice on looking after your mental health during the coronavirus (COVID-19) outbreak is now available on NHS inform, Scotland’s trusted health information site.

As people across Scotland adjust to these unusual circumstances, NHS 24’s mental health practitioners anticipate many will experience anxiety and stress about what’s going on in the world. In particular, those living alone or who are self-isolating, may be struggling with limited social contact as a result of social distancing measures.

NHS 24 Medical Director, Dr Laura Ryan, said: “Everyone deals with this type of situation differently, and it may feel like there is a lot going on which is outside of your control.

“Remember it’s ok, not to feel ok. Understandably, you may need some additional mental health support at this challenging time. Don’t forget that we’re all in this together and that support is available from a wide range of organisations to help you get through this.”

The NHS inform website hosts the national information service for COVID-19 and now provides online information and practical advice on mental wellbeing – www.nhsinform.scot/coronavirus-mental-wellbeing

Guidance is centred on four main areas:

  • Staying informed – having the right information, as news from unreliable sources can make you feel more upset and anxious.
  • Creating a healthy home routine – helping everyone in your home to keep a sense of calm and order.
  • Staying connected – keeping in touch with friends and family online or by phone, to help you feel less alone while staying home.
  • Finding support – just talking to someone can help, phonelines such as Breathing Space and Samaritans are there to offer support.

Breathing Space National Coordinator, Tony McLaren, said: “We are receiving lots of calls to the Breathing Space helpline from people feeling anxious about their health, or concerned about the health of others.

“It’s perfectly understandable to feel this way, and our advisors are here to listen and offer support. Having mental health information available on NHS inform is an additional resource which can be accessed to potentially help ease anxieties.”

Extra funding from the Scottish Government has been made available for NHS 24 to develop additional self-help guides, online resources and mental health services to cope with further demand.

Delay to social security devolution

Social Security Secretary Shirley Anne Somerville has updated Parliament on the impact of coronavirus (COVID-19) on social security services in Scotland.

The majority of Social Security Scotland staff are now working from home to support efforts to slow the spread of Covid-19. The delivery of existing benefits continues with applications being received, processed and payments being made.

On benefits due to be introduced from this year, the Cabinet Secretary advised that, although they were on track to deliver these benefits, plans have had to change as a result of the ongoing pandemic.

The Scottish Government, DWP, local authorities and health and social care practitioners – who are all required to develop and deliver these benefits – are currently focused on the response and recovery from COVID-19.

As a result, the introduction of Child Disability Payment and the Scottish Government’s replacement for Personal Independence Payments will be delayed.

UK Ministers have agreed that they will continue to deliver disability benefits to Scottish clients over a longer transition period.

Scottish Child Payment, which was due to be introduced from this autumn, will also be delayed. The Scottish Government will focus its resources to deliver this as soon as practicably possible. The aim is to start taking applications by the end of 2020 with payments being made from 2021, subject to sufficient staff being in place.

In her statement, Ms Somerville also outlined the markedly different approach that the Scottish Government plans to take in its delivery of disability benefits. The new decision-making process for this in Scotland will mean no face-to-face assessments and decisions will be informed by the professional judgement of health and social care practitioners – not assessors.

The new process will involve the following steps:

  • Social Security Scotland will make decisions using the information provided by applicants and checking this against existing guidance in the first instance
  • where it is not possible to make a decision, applicants will be able to tell Social Security Scotland about the health and social care professionals who already support them. Social Security Scotland will then be able to contact those professionals to collect supporting information
  • when it is the only practical way of collecting the information, a minority of working age clients will be invited to a discussion with a health and social care practitioner. If such a client consultation takes place, it would be arranged to suit the client, and the majority of these consultations are expected to be conducted by phone.

Ms Somerville said: “Our priority is maintaining our front-line services and delivering the seven benefits we have in place to support low income families, carers and people facing a bereavement.

“The Scottish Government, DWP, local authorities and – importantly – our health and social care services are focused on responding to the ongoing pandemic. When we get through this, these organisations will then take time to recover.

“We have had to take this into consideration in our plans for future benefits. Our approach to disability assistance was grounded in the professional judgement of health and social care practitioners and they are rightly needed elsewhere at this time. We also need to factor in that there will likely be further impact on Scottish Government and partner organisations staffing levels due to illness or caring responsibilities.

“As such, I have had to take the difficult decision to halt the introduction of disability benefits that were due within the coming year. These will continue to be delivered by the UK Government. This is the only way to ensure people continue to get the financial support they need. It provides certainty and security of payment at a time of great anxiety.

“While I cannot make guarantees around a revised timeline for the introduction of these benefits, I can guarantee that the work will not stop. And I will provide an update to timelines as soon as I am able to do so.

“We will prioritise delivering the Scottish Child Payment and we will do everything humanly possible to deliver this payment as soon as practicably possible. This new payment will play a major part in tackling child poverty, helping those who may be facing even more hardship as a result of coronavirus, and our remaining resources will be directed at that.”

Good afternoon and thank you for joining us for the daily briefing on our fight against coronavirus. I am joined today by Dr Yvonne Doyle who is the medical director of Public Health England.

Before Yvonne provides an update on the latest data from our COBR coronavirus fact file, I would like to update you on the steps that we are taking to defeat this pandemic.

Our step-by-step action plan is aiming to slow the spread of the virus, so fewer people need hospital treatment at any one time, protecting the ability of the NHS to cope.

Throughout our response to coronavirus, we have been following the scientific and medical advice. We have been deliberate in our actions, taking the right steps at the right time.

We are also taking unprecedented action to increase NHS capacity by dramatically expanding the number of beds, key staff and life-saving equipment on the front-line to provide the care when people need it most.

The daily figures show that a total of 152,979 people in the UK have now been tested for coronavirus. Of those, 29,474 have tested positive.

The number of people admitted to hospital in England with coronavirus symptoms is now 10,767, with 3,915 of those in London and 1,918 in the Midlands.

Of those hospitalised in the UK, sadly 2,352 have died. This is an increase of 563 fatalities since yesterday. The youngest of them was just 13 years old.

All our thoughts and prayers are with the families and loved ones of those who have lost their lives.

This is more tragic evidence that this virus does not discriminate.

The coronavirus pandemic is the biggest threat our country has faced in decades, and we are not alone. All over the world we are seeing the devastating impact of this invisible killer.

We recognise the extreme disruption the necessary actions we are asking people to take are having on their lives, businesses, jobs and the nation’s economy.

And I want to thank everyone across our whole country for the huge effort that is being made, collectively, in tackling the COVID-19 pandemic.

To the frontline workers treating and caring for patients, the people delivering supplies to their neighbours, and the millions staying at home: thank you. You are protecting the NHS and saving lives.

And I want to thank businesses too.

Through your support for your workers and your communities, and through your willingness to support our health service, you are making a real difference.

Whether it’s INEOS building a new hand sanitiser plant near Middlesbrough in just ten days;

Or UCL engineers working with Mercedes Formula One to build new Continuous Positive Airway Pressure machines, which help patients to breathe more easily;

Or broadband providers giving their customers unlimited data to stay connected;

Or indeed London’s ExCel Centre being converted into the NHS Nightingale Hospital with space for 4,000 patients.

These are just a few of the examples of businesses from across our great nation supporting lifesaving work.

There are also thousands of businesses, large and small, which have worked with staff to ensure they are supported in the days and weeks ahead.

Whether that is through ensuring PHE guidelines are followed on site, implementing furlough schemes, carrying over annual leave, or providing the means to work from home.

I want to convey my heartfelt thanks to all of those businesses, up and down the country, which are working to keep our economy going.

So that when this crisis passes, and it will, we are ready to bounce back.

Our businesses are doing all they can to support our people, and I want to make it clear that government, in turn, will do all it can to support our businesses.

We have taken unprecedented action to support firms, safeguard jobs and protect the economy.

From today businesses will start benefiting from £22 billion in the form of business rates relief. And grants of up to £25,000 which are being paid into the bank accounts of the smallest high street firms.

On Saturday, I said that we had provided funds to councils in England for grants to small businesses.

As of today, these local authorities have received more than £12 billion.

This afternoon I held a call with hundreds of local authorities across England and made clear that this money must reach businesses as quickly as possible. And I know that businesses across England have already started to receive these grants.

We know high street banks are working really hard to support the UK through this period, including through mortgage holidays and increased credit facilities.

Loans for businesses are also being issued through the Coronavirus Business Interruption Loan Scheme since it came into operation last week.

The Chancellor, together with the Bank of England and Financial Conduct Authority, wrote to the chief executives of the UK banks to urge them to make sure that the benefits of the Loan Scheme are passed through to businesses and consumers.

And it would be completely unacceptable if any banks were unfairly refusing funds to good businesses in financial difficulty.

Just as the taxpayer stepped in to help the banks back in 2008, we will work with the banks to do everything they can to repay that favour and support the businesses and people of the United Kingdom in their time of need.

Of course, this is a brand new scheme and, as with all new schemes, it will not be perfect from the outset.

We are listening all the time. And in response to concerns that we’ve heard from businesses, we are looking at ways in which we can ensure they get the support they need. The Chancellor will be saying more on this in the coming days.

It is crucial that when we overcome this crisis, as in time we will, that businesses are in a good position to move forward.

Times are tough, and we have harder times ahead of us.

But I know that together, we will pull through.

First Minister to feature in Radio Forth COVID 19 special tomorrow

In a first for Scottish radio, First Minister Nicola Sturgeon is to set to appear in a one-hour special on COVID 19 on Forth 1 and Forth 2 and across the whole Hits Radio Network and Greatest Hits Network in Scotland tomorrow.

The First Minister will be joining Ewen Cameron from 9am to 10am to answer questions from listeners and to respond to their most pressing issues and concerns about COVID 19 as well as providing the latest updates on the Scottish Government’s response.

The ‘Scotland Cares’ campaign will also be under discussion as the First Minister highlights the initiative which was launched this week to encourage people to volunteer to help their communities, public services and voluntary organisations during the pandemic.

Ewen Cameron, host of the interview and presenter of ‘Ewen Cameron in the Morning’ said: “This is an extremely challenging time for everyone and we’re grateful that the First Minister is taking the time to directly respond to questions from our listeners across Scotland.

“We know that people have many different concerns so this is an opportunity to hear from Nicola Sturgeon on the issues that matter to them and we would urge our listeners to send in their questions.”

College students go green with £190,000 Climate Challenge funding

Edinburgh College Students’ Association (ECSA) has been awarded over £190,000 as part of the Scottish Government’s Climate Challenge Fund (CCF), allowing it respond to the Climate Emergency.

Building on a previous project, this funding will lead to the creation of a new climate change project that will run through to 2022.

The new project will offer free support to help Edinburgh College students to travel more sustainably, and to reduce their food and textile waste.

Activities will include cycle training and bike maintenance workshops, continuing the current Liftshare scheme, introducing a Community Fridge at each campus, and running swap-shop events.

In addition, the team will work to increase understanding of climate change among our student community by running workshops during class time and providing opportunities to develop sustainability skills through extracurricular and voluntary activities.

ECSA Director Al Wilson said: “We’re thrilled to receive this funding from the Scottish Government to continue our Go Green project. Our aim is not only to help the College and our students reduce their carbon footprint, but also to increase climate literacy, help change behaviours, and to support the wider community – through schemes like our Community Fridge.”

Edinburgh College Principal Audrey Cumberford said: “I’m delighted that our Students’ Association have been allocated this funding to allow them to continue carrying out their fantastic work in Sustainability. Our students are hugely passionate about the increasing climate challenges facing us all. 

“The team has already achieved so much, inspiring many students and staff to factor climate change into their daily lives, ensuring that we all contribute to a greener society.

“We all look forward to the next project getting underway and seeing the College community come together raise awareness of climate change and take action to protect our planet.”

In April 2018, ECSA became the first college students’ association to be awarded CCF funding, which led to the current Go Green low-carbon travel project. That project is now close to completion and has achieved astounding results – saving 321 tonnes of CO2 equivalent.

This leads to a projected lifetime saving of 1009 tonnes of CO2 equivalent – a 244% increase on the target initially set out by the team.

In addition, ECSA has engaged with more than 1200 students throughout the project, delivering classes focused on Sustainability over the past two years. Feedback gathered found that 54% of students felt their climate knowledge increased through these sessions.

COP26 Climate Change Conference cancelled

The COP26 UN climate change conference set to take place in Glasgow in November has been postponed due to COVID-19.

This decision has been taken by representatives of the COP Bureau of the UNFCCC (United Nations Framework Convention on Climate Change), with the UK and its Italian partners.

Dates for a rescheduled conference in 2021, hosted in Glasgow by the UK in partnership with Italy, will be set out in due course following further discussion with parties.

In light of the ongoing, worldwide effects of COVID-19, holding an ambitious, inclusive COP26 in November 2020 is no longer possible.

Rescheduling will ensure all parties can focus on the issues to be discussed at this vital conference and allow more time for the necessary preparations to take place. We will continue to work with all involved to increase climate ambition, build resilience and lower emissions.

COP26 President-Designate and Secretary of State for Business, Energy and Industrial Strategy Alok Sharma said: “The world is currently facing an unprecedented global challenge and countries are rightly focusing their efforts on saving lives and fighting COVID-19. That is why we have decided to reschedule COP26.

“We will continue working tirelessly with our partners to deliver the ambition needed to tackle the climate crisis and I look forward to agreeing a new date for the conference.”

UN Climate Change Executive Secretary Patricia Espinosa said: “COVID-19 is the most urgent threat facing humanity today, but we cannot forget that climate change is the biggest threat facing humanity over the long term.

“Soon, economies will restart. This is a chance for nations to recover better, to include the most vulnerable in those plans, and a chance to shape the 21st century economy in ways that are clean, green, healthy, just, safe and more resilient.

“In the meantime, we continue to support and to urge nations to significantly boost climate ambition in line with the Paris Agreement.”

Italian Minister for the Environment, Land and Sea Protection, Sergio Costa, said: “Whilst we have decided to postpone COP26, including the Pre-COP and ‘Youth for the Climate’ event, we remain fully committed to meeting the challenge of climate change.

“Tackling climate change requires strong, global and ambitious action. Participation from the younger generations is imperative, and we are determined to host the ‘Youth for the Climate’ event, together with the Pre-COP and outreach events.

“We will continue to work with our British partners to deliver a successful COP26.”

COP25 President, Minister Carolina Schmidt, said: “The decision of the Bureau on the postponement of COP26 is unfortunately a needed measure to protect all delegates and observers.

“Our determination is to make sure that the momentum for climate ambition will continue, particularly for the preparation and submissions of new NDCs this year.”

Vulnerable people struggle to get essentials

Three-quarters of the population have experienced shortages of products when shopping in recent weeks, with vulnerable consumers among those struggling to get hold of essentials, new research from Which? has found.

In a survey of more than 2,000 members of the public on the impact of the coronavirus outbreak carried out between 20th-24th March, three-quarters (76%) reported experiencing shortages of products in supermarkets, shops or online.

A third (34%) said they could not find hand sanitisers while around a quarter could not find toilet rolls (27%) and rice and pasta (25%).

The coronavirus outbreak has also impacted shopping habits, with around a third (32%) saying they have shopped at independent and convenience stores more than usual.

While supermarkets have maintained there is plenty of food available to feed the nation, many stores have struggled to keep their shelves stocked around the clock to meet the sudden increase in demand, while online shopping delivery slots are booked up weeks in advance.

Major retailers have been seeking to address these issues by hiring thousands of extra staff, limiting purchases of some items and prioritising NHS workers and vulnerable customers at certain times, while the government has relaxed competition laws to allow supermarkets to work together on maintaining supplies of essential goods.

The government has also made plans to deliver weekly food parcels to more than a million people who have been identified as medically vulnerable.

Worryingly, in another survey of Which? members carried out in the same time period, thousands said they had experienced food shortages, including reports from some vulnerable customers who said they had struggled to get the products they needed.

One Which? member said they were struggling to get fresh food such as bread, vegetables and milk, particularly as they had been advised to stay indoors due to their age and had been unable to secure an online delivery slot.

Another member from rural Scotland said their local supermarkets, which are nine miles away, were filled with empty shelves. As these stores were relatively small, they had not yet introduced special opening times for older or vulnerable customers but were closing earlier.

Which? found that product shortages were experienced relatively evenly across all regions of the country, suggesting the issue was widespread.

The measures introduced by the supermarkets and the government appear to be having some impact and a number of supermarkets have recently been able to relax some of the restrictions that they put in place. The situation around the country continues to change regularly.

However, more must still be done to ensure effective coordination and clear communication across the country so that people are clear on the best way to access the food they need. This includes people the government has identified as vulnerable as part of its coronavirus guidance, as well as those who may be vulnerable because of their wider circumstances.

The government must also work with the food industry to develop an effective contingency plan to avoid any future disruption to supply chains, as well as addressing these issues of availability and distribution.

Sue Davies, Head of Consumer Protection and Food Policy at Which?, said: “Millions of people have been experiencing product shortages in supermarkets, with all parts of the country affected. While many can adapt their shopping habits, it is particularly concerning that we are hearing from vulnerable consumers who are struggling to get hold of essentials.

“Supermarkets must continue to work with the government to explore innovative solutions that ensure people have access to essential food supplies in the challenging weeks and months ahead.

“With coronavirus restrictions expected to last months, the government must ensure that there is more effective coordination of food supplies and clearer communication. All consumers, but particularly people who are vulnerable, need to have a much clearer route to access the right help and food supplies for their needs.”

Margiotta moves into East Lothian

Specialist business property adviser, Christie & Co, has completed on the sale of Aberlady Village Store to Edinburgh-based small Italian retail chain, Margiotta Food & Wine. The Aberlady Village Store was previously owned by Mrs Iram Amjad-Hiroz.

Margiotta, the family-run business operating eight convenience stores in Edinburgh, has acquired the Aberlady Village Store, its first site in the popular coastal village of East Lothian, located 18 miles east of Edinburgh.

The store is centrally positioned along the main road running through the town. Margiotta offers a vast range of local and organic food, fresh baked goods, food-to-go, drinks, deli and an impressive wine selection.

The story of Margiotta Food & Wine started in 1957, when Pierino, Eleonora and their six children moved from a small village on the Apennine foothills in Lazio, Italy to a flat in Commercial Street in Leith, Edinburgh.

The family worked very hard to try and make a decent living and were able to rent their first shop in 1963.  This was a little sweet and ice cream store located at the top of St Mary’s Street, just off the Royal Mile.

From there, they opened another in the Canongate, and another on Brougham Street, Tollcross and subsequently bought their first shop on Marchmont Road.

It was from then that the family really started to grow and establish the Margiotta brand, enabling them to buy up the whole corner of Marchmont Road and Spottiswoode Road. One of the sons, Franco, set out on his own in 1989 with the purchase of Warrender Park Road, and the rest followed. Even though the business has grown substantially over the years, it has remained a family-run and very personal company.

New owner, Franco Margiotta, comments: “We, at Margiotta Food & Wine, are very excited to be opening in Aberlady. This will be our first venture out of Edinburgh, and I couldn’t be happier than to be heading for East Lothian.

“I have always loved this part of Scotland either playing golf on its many marvelous courses or following in the steps of John Muir. Our aim has always been to make shopping a pleasant experience for our customers and we hope that, despite the current crisis, the good people of Aberlady will be in for a treat.”

It has been a tremendous effort from both sides and their solicitors to pull this deal together.”

Police appeal for info following Harthill Services fatality

Police Scotland is appealing for information following a fatal crash at Harthill Services on the M8.

The incident happened around 2.20am on Sunday (29 March) when a black Renault Laguna was involved in a collision with a stationary lorry in the HGV park at the service station in Shotts.

In particular officers are keen to speak to anyone who has dash-cam footage of the car as it travelled westbound towards Glasgow before taking the slip road to the westbound Harthill services.

Sadly a 36-year-old man died at the scene of the crash.

Sergeant John Tait, of the Road Policing Unit at Motherwell, said: “We are keen to speak to anyone who may have seen the car as it was travelling westbound towards Harthill services and who may also have dash-cam footage.

“The car entered the slip road, mounted a grass verge and crashed into the lorry which was stationary at the time, parked in the HGV lorry park. Enquires are continuing to establish the full circumstances of what happened.

“Anyone with information should call Police Scotland on 101, quoting incident 0218 of Sunday, 29 March.”

EDINBURGH’s FESTIVALS POSTPONED

For the first time in their seventy-year history, the five festivals that transform Edinburgh into the world’s leading cultural destination every August WILL NOT GO AHEAD this year due to concerns around the Covid-19 pandemic. 

Edinburgh Art FestivalThe Edinburgh Festival FringeEdinburgh International Book FestivalEdinburgh International Festival and The Royal Edinburgh Military Tattoo have been postponed.

Together, the five August festivals comprise over 5,000 events across Scotland’s capital each summer, welcoming audiences of 4.4 million and over 25,000 artists, writers and performers from 70 countries, making them the second biggest cultural event in the world after the Olympics.

The festivals’ history stretches back to 1947, where in the aftermath of the Second World War the Edinburgh International Festival was founded to reconcile and reunite people and nations through art, in an event that transcended political and cultural boundaries.

Many years later the International Festival continues to present the world’s leading theatre, dance and music artists in Edinburgh’s magnificent venues.

The Fringe story began when eight theatre groups turned up uninvited to perform on the fringes of the very first International Festival. Since the dawn of this spontaneous artistic movement, millions have flocked to the Edinburgh Festival Fringe to produce, and to enjoy art of every genre.

Conceived in 1950 the iconic major event, now known as The Royal Edinburgh Military Tattoo, brings together a huge cast of international military and folkloric performers to perform live to 220,000 visitors each August, with many millions seeing the show on BBC TV around the world.

The Edinburgh International Book Festival began in 1983 and has grown rapidly in scope and size, welcoming writers from all over the world to exchange ideas on some of the world’s most pressing issues. The youngest of the August festivals, Edinburgh Art Festival was founded in 2004 to provide a platform for the visual arts, each year bringing together the capital’s leading galleries, museums and artist-run spaces to present work by international and UK artists.

Since their visionary beginnings the August festivals have presented the very best established and emerging artists from all corners of the globe and across all aspects of the performing, literary and visual arts in what has become the most significant and important celebration of culture anywhere in the world.

Said Sorcha Carey, Director, Edinburgh Art Festival, said: “It is with deep sadness that today we announce the cancellation of Edinburgh Art Festival 2020.

“Our decision is taken in response to the ongoing risks posed by the Covid-19 pandemic, and the need to prioritise the safety of our audiences, artists, participants, staff and indeed all those working to combat coronavirus.

“While it has become impossible to deliver a festival this year, we remain fully committed to doing all we can to continue to support our visual arts community during what is going to be a hugely challenging time in the weeks and months to come.

“We hope that it will be possible for galleries, museums and production spaces across the city to reopen their doors in the coming months; and in the meantime, we will work creatively to find alternative ways to share the work of artists with audiences.

“We will be back next year – as always working closely with our partner galleries, and alongside our extended network of sister festivals, to celebrate the work of artists with audiences and communities across the city.”

Shona McCarthy, Chief ExecutiveEdinburgh Festival Fringe Society, said: “It’s heart-breaking that the Fringe and our sister August festivals will not take place as planned this summer. “Culture brings out the best in us. It gives the marginalised a voice, it shapes and reshapes how we think of ourselves and, crucially, it unites us. Since their inception in 1947 the Edinburgh festivals have existed to champion the flowering of the human spirit and, in the face of this truly unprecedented global emergency, we believe that this spirit is needed now more than ever.”

Nick Barley, Director, Edinburgh International Book Festival, added: “It is with great sadness that I can confirm that the Edinburgh International Book Festival will not take place as a physical entity in August of this year due to the risks surrounding the Covid-19 pandemic.

This is not a decision we have taken lightly, however the safety of not only our authors, our audiences, our staff and our suppliers, but also that of the people who live and work in our wonderful city, is of paramount importance and we believe that planning to bring large numbers of people from all over the world together in Edinburgh in August is not appropriate this year. We hope to be able to programme a series of online events to take place in the summer.

“We will be back! The Edinburgh International Book Festival is an integral part of the Scottish cultural offering, and we will return next year. We are already looking forward to authors and audiences coming together to celebrate the written word in 2021. In the meantime, please keep reading and please keep supporting your local independent bookshops, many of whom are offering a mail order or door drop delivery service.”

Fergus Linehan, Festival Director, Edinburgh International Festival, added: “We are hugely disappointed to announce this cancellation but given the current outlook we believe it is the correct decision.

“We recognise that Edinburgh’s festivals play a very important role in the cultural, social and economic lives of our city and country, and this decision has not been taken lightly. Our thoughts are with all the country’s key workers and we hope that we can celebrate your heroic efforts when this awful pandemic has passed.

“The Edinburgh International Festival was born out of adversity – an urgent need to reconnect and rebuild. The current crisis presents all at the Festival with a similar sense of urgency. Work begins straight away on a 2021 Festival season that will boost both our spirits and our economy.

“As we observe our essential social distancing we can, I hope, look forward to being back together soon: sharing brilliant music, theatre, dance, literature and art from the greatest creative minds of our time. Until then, thank you for all your good wishes and keep safe in the coming months.”

Edinburgh’s world famous Tattoo is another casualty. Brigadier David Allfrey MBE, Chief Executive, The Royal Edinburgh Military Tattoo, said: “Like most people, businesses and institutions, The Royal Edinburgh Military Tattoo has been working hard to adapt to the unprecedented conditions occasioned by the COVID-19 pandemic. 

“In the first instance, we have sought to comply carefully with Government advice and guidance in looking after our customers, staff, suppliers, stakeholders and all those who rely on our annual success and charity. In addition, we have been looking at how best to make a wider and constructive contribution to the national, regional, municipal and individual effort.

“The pandemic is impacting across the world, the Tattoo – along with other major events and festivals – will need to carefully understand and adapt to whatever is our new normal.

“We are keen to do this as a great many people have come to rely on our annual routines for their livelihood and their entertainment, with an associated benefit that stretches internationally and across Scottish and UK tourism. Now though, we judge it is impractical and undesirable to stage a Tattoo in anything like its normal form in August.

“Accordingly, we have decided – for the first time in our 70-year history – to cancel our 25 shows set previously for the period 7–29 August 2020.”

Edinburgh’s festivals bring millions of visitors to the city in summer, spending much-welcomed cash in the capital. Council Leader Adam McVey and Depute Cammy Day, said: “This was a profoundly difficult decision– leaving a massive gap in our Capital – but clearly it was the right one. Our thoughts are very much with all those fantastic artists, writers, performers and organisations who were working so hard to prepare for another busy festival season.

“The most important consideration is the health of our residents and the safety of everyone in the City. We’re all working closely together as a city and internationally with the common purpose of protecting each other, whilst taking up our shared responsibility for planning towards our recovery.

“With that in mind, we’re looking at every feasible option to help to sustain our key sectors, including the festivals, and have committed to honouring all grant payments due to our cultural partners for the current year, and to the repurposing of these, as required. We’ll do everything we can to assist our world-renowned cultural sector to remain at the centre of the city’s identity going forward.

“We’re incredibly proud to be known as the world’s Festival City and must never forget the positive contribution our festivals make to our lives, bringing art to Edinburgh in a way no other city enjoys.

“We’ll continue to work with all of our citizens, colleagues and stakeholders to do everything we can to make sure we come through 2020 and look forward to again bringing the world to Edinburgh and Edinburgh to the world for our summer festivals in 2021!”

Iain Munro, Chief Executive, Creative Scotland, said: “We understand and support the decision by Edinburgh’s Festivals to cancel this Summer’s activities at this extremely difficult time.

“Our hearts go out to all those involved with the Festivals who work tirelessly every year to deliver one of the highlights of the annual cultural calendar and to the many artists, performers and companies who will miss this year’s opportunity to be celebrated on a global stage.

“We look forward to their return when audiences can once more marvel at the extraordinary art and creativity that will be on offer.”

Adam French, Which? Consumer Rights Expert, said: “While understandable, the cancellation of the Edinburgh festivals will be disappointing news for the millions of people who flock to the Scottish capital to experience one of the world’s great cultural events.

“It’s good to see that some organisers have said they’ll be refunding registration fees, tickets and memberships, so those who planned to attend events may be able to get their money back.

“It could be trickier to get a refund for any related travel or accommodation. The good news is that National Rail has offered to refund tickets booked before 23rd March, but you will need to check the cancellation policies for any accommodation you have booked or any other mode of transport.”
