Not such a Happy New Year for Citadel as funding slashed

Local MSP slams ‘drastic and nonsensical cut in funding’

Funding award grants for voluntary sector organisations is invariably difficult – for cash-strapped councils there is never enough money available to meet ever-growing demands.

There are winners and losers, but the latest round of funding decisions has caused particular anguish for Leith’s Citadel Youth Centre, who have learned that their annual award will by slashed by a swingeing £125,000.

Citadel’s Willy Barr (above) explained: “The city council’s Education, Children and Families meeting that took place on Monday 18th December to recommend grant awards to third sector organisations across the city.

“In the lead up to their meeting the Committee had not published a table of grant awards as they normally do, instead they contacted us on the Monday afternoon to inform us we had been recommended for a “partial award” of 50% of what we applied for, equating to £50,000 per year. We had applied for the maximum capped amount of £100k to fund our work with children and young people.

“This news has come as a huge disappointment, as although we expected a cut from our current annual grant of £175,000 per year, this reduction of £125,000 has been way more than we anticipated and will now seriously impact on the services and supports we offer to the local community, many of whom are already impacted by poverty and related issues affecting their mental health and well-being.”

In an appeal for their support, Willie Barr raised his concerns over the scale of the cut with local MSP Ben Macpherson, MP Deidre Brock and Leith councillors, making them aware of the size of the disinvestment in the Citadel, and the potential implications this could have on local services for local children, young people and their families.

As well as contacting Citadel’s local Leith politicians Willy will also be pressing Council Leader Cammy Day – who was himself once a youth participation worker in North Edinburgh – to rethink the scale of the cut, which is due to come into effect from 1st April.

In total 68 community-based organisations will benefit from the Connected Communities Edinburgh Grant Programme 2024-27 which was approved by the Education, Children and Families Committee on Monday 18 December.

Organisations were invited to apply for a grant of £10k minimum and £100k maximum per year to one of three funding strands – Learning Outcomes, Health and Wellbeing and Youth Work.

Both NHS Lothian and Police Scotland also contributed funding to the awards.

Eighty nine applications were assessed with total bids totalling £16.7m over three years for an available budget of £10m.

This was carried out by trained assessors before going to a moderation panel consisting of the Edinburgh Voluntary Organisations Council (EVOC), Lothian Association of Youth Clubs (LAYC) and an independent chair.

Sixty eight organisations had their bids approved either in full or partially with the new grants programme running from 1 April 2024 through to 31 March 2027.

Councillor Joan Griffiths, Convener for the Education, Children and Families Committee, said when the awards were announced: “The Connected Communities Edinburgh grants programme aims to support vulnerable and disadvantaged young people and their families right across Edinburgh.

“The three different funding strands mean we can direct resources to deliver outcomes that best support those most impacted by poverty.

This new programme is a really good example of partnership working at its best. We listened to third sector and voluntary organisations about their first-hand knowledge of what the need was in our communities and where funding should be directed.

“Getting to today’s decision has involved a lengthy and really robust assessment process and I want to thank everyone who has contributed. We will of course continue to monitor the progress of the funding over the coming three years to ensure the outcomes promised for our communities are being delivered.”

A really good example of partnership working at it’s best? Willie has pointed out concerns over the funding process:

Lack of Transparency:

“In the first instance, the whole process of applying for our grant has been suffered from a lack of transparency and has had a feeling of secrecy about it.

“There has been no consultation with us or the wider sector, similar to what has happened in previous years. Instead, there has been a short briefing opportunity for organisations to attend, facilitated by L.A.Y.C. and E.V.O.C. who have both been paid £120,000 and £100,000 respectively from the grant fund. (No application from them required!)

“Although this is public funds, there is still a refusal to share information about who has been awarded a grant and how much they are recommended to receive. This veil of secrecy surrounding this committee’s business doesn’t feel like an open democratic process.

“If you check the practice of other committees, such as the 5th December Housing, Homelessness and Fair Work Committee, which published a full list of agencies recommended (and not) for No One Left Behind funding prior to the meeting (pp106-107)

Lack of Impact Assessment:

“By the Committee’s own admission, there has been no impact assessment carried out on their decisions relating to these grant proposals.

Apparently, any impact assessment process will take place once organisations are told the level of their award which seems a bit late to me. What is really lacking is asking for an impact assessment specifically focusing on the implications of withdrawing financial support from organisations in a sudden manner.

“There may be ways the city council could support organisations in a way to avoid drastic service cuts, or even closure, by a graded reduction in funds.

(note that this goes against one of the central recommendations from the Lessons Learned from previous third-party grant processes that “An Equalities and Rights Impact Assessment should be completed prior to the report going to Committee so that Members are able to make decisions that take account of that information and recommendations for action.” (3.26)

Willie concluded: “Our normal activity for everyone at the Citadel at the start of any new year is around planning and positive thoughts about what opportunities lie ahead, but to be honest, I anticipate this decision will have a huge impact on current morale.”

Urging a rethink, local MSP Ben Macpherson appealed to funders ‘to reconsider this drastic and nonsensical sudden cut in funding, which will negatively affect a well-known respected and impactful organisation’.

Leith MP Deidre Brock said: ““I’m very concerned by this news. A funding cut of this size will have profound effects on the ability of the Citadel Youth Centre to continue to provide anything like the level of amazing services and support to vulnerable individuals and families in Leith they provide now.

“I find it shocking there has been no dialogue with any of the organisations involved, no impact assessment of the consequences of this cut in funding and by the wholesale lack of transparency throughout the grant process.

“This will, I greatly fear, have long term impacts and consequences wider than the organisations involved, impacting communities already reeling from Westminster Tory cuts.”

The Spirit of Leithers Facebook page also commented: “We try not to do current affairs too much on the Spirit of Leithers page, but come on CEC – the Citadel Youth Centre has been a Leith institution for decades.

“It is a shocking blow for Leith and many individuals and groups in the community. This project has supported so many Leithers over decades by delivering a superb service and saving the Council significant funding as a result of its preventative and direct work.

“I hope we will hear much more about the thinking behind this and a change of heart from City of Edinburgh Council.”

CashBack supports 28,000 young people over last year

Criminals’ ill-gotten gains re-directed to support young people to make positive choices 

A unique programme funded from seized criminal assets has helped to provide new opportunities for more than 28,000 young people in the past year.

CashBack for Communities used £19 million recovered from criminal activity to support 24 organisations during Phase 5 of the programme, which ran from April 2020 to March 2023, to support young people, including those who may be at risk from being drawn into antisocial behaviour or criminality.

Projects supported included the Vow Project, run in partnership with Police Scotland, which uses peer mentors with experience of the criminal justice system to support young people to break the cycle of criminality and offending.

The Access to Industry project, which provides employability support to young people in HM Prison and Young Offenders Institution (YOI) Polmont, and Action for Children who support young people at risk of involvement in offending or antisocial behaviour, were also supported through CashBack.

A new evaluation of activity support in 2022-23, has found that of the young people who took part in projects:

  • 75% reported an improvement in their wellbeing
  • 75% reported an increase in their confidence
  • 59% gained new jobs, skills or qualifications

Since its inception, Cashback for Communities has committed up to £130 million to fund a range of projects, delivering more than 2.5 million activities and supporting around 1.3 million young people across Scotland.

Community Justice Minister Siobhian Brown said: “The success of the Cashback for Communities projects show what can be achieved when young people are given the right opportunities.

“It is important that we support and encourage young people to make choices that allow them to develop their aspirations and potential.

“CashBack for Communities is a valued programme that everyone involved should be rightly proud of.  I am grateful to all those who have helped to make the past three years such a success, and supported so many young people in such a positive way, particularly in a period impacted by COVID-19.

“For the past 15 years, Cashback has helped well over a million  young people across the country to find better futures.

“This unique initiative underlines our commitment to support all of Scotland’s young people to live full, healthy lives and to help address some of the underlying causes of crime and antisocial behaviour.”

New ‘Hatch’ Youth Employability programme launched in Edinburgh

New figures reveal worsening employment outlook for Scotland’s young people  

  • New ‘Hatch’ programme will help 16-24 year olds in Scotland who have faced barriers to employment to build their work skills, confidence and land their first job
  • Number of young people not in employment, education or training on the rise, as two in three (62%) young people in Scotland say that the cost-of-living crisis has increased barriers to finding work
  • Two in five (43%) employers in Scotland say they are less likely to hire a young person now, due to the current economic climate

KFC, UK Youth and Youth Scotland have launched a new youth employability programme in Scotland to help 16-25 year olds who have faced barriers to employment, to build their work skills, confidence and land their first job, as new research reveals the cost of living has significantly worsened work and training opportunities for young people in Scotland.

The Hatch programme, which was piloted in Manchester last year, is currently being rolled out across Glasgow, Edinburgh, Aberdeen and surrounding areas. Working with UK Youth and Youth Scotland to identify young people most in need, the programme will offer participants 1-2-1 training, support, and practical work experience, with an interview at KFC on graduation. 

The launch of the programme comes as new research from KFC, UK Youth and Youth Scotland reveals the stark impact the cost-of-living crisis has had on young people’s employment outlook in Scotland. This follows recent reports from the Office for National Statistics that the number of young people not in education, employment or training (NEET) increased in April to June 2023, to a current estimate of 794,000 or 11.6%.

Two in three (62%) young people in Scotland say the cost-of-living crisis has increased barriers to finding employment, as two in five (43%) employers in Scotland say they are less likely to hire a young person now, given the current economic climate.

The research lays bare the impact the cost-of-living crisis is having, not just on young people’s immediate job and training opportunities, but also on their confidence and longer-term employment outlook.

One in three (33%) young people in Scotland feel anxious about their employment, training and education prospects.  One in four (26%) of Scottish young people say they do not feel confident about finding a job in the next 5 years, with this figure rising to 28% when asked how they feel about the future in general.

For employers in Scotland the difficult economic climate means hiring young people has taken a backseat to other priorities.  Increasingly, employers in Scotland were found to be reducing training and development opportunities available for young people in a bid to reduce costs: half (49%) of employers in Scotland say they are less able to invest in upskilling young people now, while 77% of employers are worried about the future for young people given the current state of the economy and job market.

Nonetheless, employers in Scotland recognise the important role they can play in supporting young people into employment, as 89% believe that employers have a responsibility to help young people into the workforce and 88% say they want to do more to help them develop their skills.

Both employers (83%) and young people (69%) in Scotland agree that the Government needs to do more to help young people into employment and support businesses to hire and train the next generation of talent. With Greater Glasgow being home to several of the poorest areas of the country, the cost-of-living crisis is a huge barrier for young people to finding employment. 

To help reduce the barriers young people face across the UK, KFC, UK Youth and Youth Scotland are calling on government to work more closely with businesses to ensure young people are being equipped with the skills that will help them thrive in the workplace.

They are also calling for a joined-up strategy that brings together businesses with local authorities, job centres and youth work organisations to better connect young people with job and training opportunities in their local area. 

Meg Farren, General Manager, KFC UK & Ireland, said: “Young people today are facing greater challenges than ever before. The pandemic took away crucial skills and career development opportunities – now, they’re faced with a cost-of-living crisis and uncertain economy, making it so much harder to land their first job. 

“As one of the biggest youth employers in the country, we see first-hand how difficult it is for young people to build the skills and experience they need to enter the world of work and our latest research demonstrates how today’s economic climate is only making this harder for young people.

“There are buckets of talent across the UK, but all too often young people are cut out of accessing opportunities. That needs to change. That’s why we’re excited to be bringing our employability programme Hatch to Scotland, to invest in the next generation and help unlock some of this untapped potential.

“Working with UK Youth and Youth Scotland, Hatch, will help young people across Scotland to build their skills, confidence and land their first job.”

Jacob Diggle, Director of Strategy, Research and Impact at UK Youth, said: “The lingering effects of the pandemic and the ongoing cost of living crisis are having a damaging impact on the employment prospects of young people. We cannot ignore the concerns of the next generation as they attempt to enter the world of work – their success is crucial to the success of our economy and our country.

“Youth work can play a huge part in tackling the rise in youth unemployment. However, these life changing services are under strain and need more support – as highlighted by our cost of living campaign. The partnership between youth work and businesses is vital to meeting the scale of need.

“We are proud that our Hatch programme with KFC will help thousands of disadvantaged young people develop the confidence and skills they need to secure stable employment.”

Mike Strang, Youth Scotland Chief Executive said: “The Hatch programme is a fantastic opportunity for young people in Scotland who are facing multiple barriers to entering the workforce. Youth work meets young people where they are at and Hatch does that while offering tangible skills, support and opportunities for young people to realistically set their sights on employment.

“Youth employability programmes like Hatch offer pragmatic solutions and real prospects to some of the most disadvantaged of Scotland’s young people.”

Jordan McQuade, participant of the Hatch programme, said: “There are loads of barriers I faced when looking for employment. Prior to the Hatch programme, I’d spent two years trying to find a job that worked for me and my disability. The cost-of-living crisis had made the situation even worse, which made me feel anxious about my future and ability to find a job.

“However, my experience on the Hatch programme has been really positive and helped me to manage my mental health. The training has grown my confidence, and it’s been great to meet so many other young people working at KFC – I feel like I’ve made friends for life!

“Since completing the Hatch programme, I’ve been given a permanent part-time job at KFC, which is supporting me financially whilst I continue to study at college.”

Since piloting Hatch in Manchester last year, 80 young people have successfully graduated from the programme, with more than 50% finding full time employment as a result. By 2024, KFC is aiming to have upskilled 1,100 young people, ensuring they’re ready for future work, training or education through the Hatch programme.

It’s that time of the year again! We need all children and young people to have new consent forms completed – this must be done by the child/young person’s parent or legal guardian if they are under 16. A young person 16+ can complete their own form.

It is incredibly important that these forms are filled out completely and accurately. Even if you filled one out during the summer holidays, you need a new one to come along to our clubs and unfortunately no young person under the age of 5 can attend.
