Plans for new supported bus services in west Edinburgh

Proposals for five new supported bus services in the west of Edinburgh are set to be discussed at the Transport and Environment Committee tomorrow (Thursday 23 May).

Under the plans the routes would be The Gyle to Hermiston Park & Ride via Ratho; Queensferry to The Gyle; Cramond to Balerno; Wester Hailes to Chesser and The Gyle to Clermiston. 

There are currently three existing bus services operating in the west of the city that are fully financially supported by the City of Edinburgh Council – services 20, 63 and 68 – operated by McGill’s Bus Services but these are to be withdrawn on 14 July this year. 

Four of the new routes would be run by Lothian with the The Gyle to Clermiston route being operated by Handicabs Lothian. 

Before the revised contracts went out for tender the Council consulted with local communities and operators to help develop route specifications and help balance community requirements within the available budget. 

The new services will improve bus provision in the west of the city with some of the routes amended and a new connection to Cramond being provided by utilising a developer contribution from new housing in the area. 

Cllr Scott Arthur, Transport Convener for the City of Edinburgh Council, said: “This is fantastic news for residents in the west of the city as it’s really important to make sure the areas they live in are connected with the rest of Edinburgh. There are some parts of the city that are just not well-connected which is why these supported bus services are so important.

“I’m pleased that the community and bus operators also fed into the proposed routes allowing us to amend some services, which should improve reliability and connections to the wider public transport network.

“I’m delighted to be proposing that these services will be operated by Lothian Buses and Handicabs. Once these contracts are awarded better connecting Lady Nairne and Dumbiedykes will become our top priority.”

If the proposals are approved next week then the Council will immediately move to award contracts so the new services can be registered with the Traffic Commissioner and be ready to operate as soon as McGill’s services stop. The proposed contract lengths are for two years, with two one year optional extensions.

The Council will also work with the successful operators to update all available passenger information on each route and keep community groups updated on the changes to services in their area.  

Tendering for the new service provision for the Lady Nairne and Dumbiedykes areas will now start to be progressed.

Council to consider framework to shape development in west Edinburgh 

Following consultation with residents and interested organisations in and around the west of the city a final framework for development will be considered by the Planning Committee on 19 December.

Development in the west of Edinburgh forms part of the draft City Plan 2030, currently being considered by the Scottish Government. Therefore, if approved by committee, The West Edinburgh Placemaking Framework and Strategic Masterplan (WEPFSM) will be implemented when City Plan 2030 is adopted. The masterplan would then be used as a material consideration as non-statutory guidance for future planning applications. 

The framework was informed by previous work on this area and a 12-week consultation from July to October last year for land extending from Eastfield Road in the west to Maybury junction in the east, with Edinburgh Airport and Turnhouse Road to the north.

There are a range of new opportunities for new homes and other uses in this area as set out in City Plan 2030. The aim is to create new 20 minute neighbourhoods to help Edinburgh toward its housing and net zero ambition, with a range of facilities which people will need to live well locally such as schools and medical centres. 

Hundreds of people took part in the consultation either online or in person at drop in sessions or focus groups we held. Meetings also took place with key developers and landowners. 

A major theme from the consultation was having excellent transport links in the area including active travel routes and public transport. These objectives are all at the core of the proposed WEPFEM and tie in with the wider  Broxburn to Maybury Transport Improvements – a major transport improvement project for area.

The project is funded through the Edinburgh and South East Scotland City Region Deal. The plan is to have better connected communities with major employment, education, healthcare and leisure opportunities easily accessible. This will also make it easier for more people to make a greater number of journeys by bus or by cycling, walking or wheeling. 

An overarching vision on how the west of the city could be developed over the next 30 years – Towards West Edinburgh 2050 –  was also published for discussion last year. 

Planning Convener Cllr James Dalgleish said: “I’d like to thank everyone who took part in the consultation last year. The feedback was really valuable in helping us to finalise our draft framework for committee to consider next week. 

“When City Plan 2030 is adopted developers will be able to use this framework as a guide to help us create new thriving 20 minute neighbourhoods to the north of Gogarburn.

“We’re hoping to see more than 3,500 quality energy efficient affordable homes delivered. This will help us address the city’s housing emergency as well as significantly contributing to Edinburgh achieving net zero. The development will have a mix of uses such as retail, schools, healthcare and office space.

“Like other neighbourhoods in west Edinburgh these new communities will need to be well connected to the rest of the city, the wider region and beyond through improved public transport links.

“To help to reduce car use the high density 20 minute neighbourhoods created will need to be supported with a number of new bus and active travel routes and as well as the existing tram line which runs through the area.”

Have your say on the future of West Edinburgh

People living in and interested in the future of the west of Edinburgh can take part in THREE public consultations just launched.

The city council is asking residents as well as those working and visiting the area how they think it could grow sustainably for future communities to be better connected, cleaner, greener and fairer for all.

Over the next few months there will be an opportunity to comment on three separate but linked key proposal documents:

Available to view together, these proposals could substantially develop the experience of living and moving around communities in the west of Edinburgh, helping the Capital to shape future planning policy and become a net zero city.

Towards West Edinburgh 2050 proposes how we could develop the area over the next 30 years. At this stage there are no detailed proposals but instead an overarching vision to be used as a starting point for discussion.

This has been informed by the city’s current City Plan 2030 (used to guide physical development and planning applications) and City Mobility Plan (for transport infrastructure) and, as the document develops, it will be used to evolve these plans over time.

The West Edinburgh Placemaking Framework and Strategic Masterplan is a consultation on development to the north of Gogarburn, extending from Eastfield Road in the west to Maybury junction in the east, with Edinburgh Airport and Turnhouse Road to the north.

Feedback on this document will be used to finalise a masterplan for this area which will go to the Planning Committee later this year for approval. The masterplan will then guide future planning applications.

Travel connections for those living, working and visiting west Edinburgh need to be improved, and to support future growth the Capital’s local authority is working with West Lothian Council to look at public transport and active travel links in the area along the A8/A89 between Broxburn to Maybury.

Known as Broxburn to Maybury Transport Improvements this is a major transport improvement project. The project is funded through the Edinburgh and South East Scotland City Region Deal.

The plan is to have better connected communities with major employment, education, healthcare and leisure opportunities easily accessible. This will also make it easier for more people to make more journeys by bus or by cycling, walking or wheeling.

Council Leader Cammy Day said:The west of the city is an area of strategic importance locally, regionally and within Scotland and beyond.

“It has three waterways, major rail and tram routes running through it and is home to the city’s busy airport which has more than 11m passengers passing through it every year. Leisure plays a big part in the community too.

“Every year the Royal Highland Centre in Ingliston hosts many prestigious international and national concerts, conferences, and other events. There are also several major educational establishments serving students locally and from all over the world. This all makes it a popular place to live, work and study and we need to take action to respond to the opportunities and challenges this presents.

“We’re looking to create a new neighbourhood to the north of Gogarburn and so we’ve produced a proposed masterplan with a range of new opportunities for much needed affordable housing.

“We’re also using 20 minute neighbourhood principles as in the rest of the city to make sure future residents live well locally with schools, healthcare and leisure facilities nearby. Like other neighbourhoods in west Edinburgh this new community needs to be well connected to the rest of the city, the wider region and beyond through improved public transport links.

“It’s an exciting time for the west of Edinburgh and I’d encourage you all to give us your views, whether that is online or at one of the drop in events we’ll be promoting in the coming months.”

City Council and West Town Edinburgh Ltd agree joint approach for the sustainable expansion of Edinburgh

Proposals for a new £2 billion, sustainable ‘20-minute neighbourhood’ on 205-acre West Town site ‘set to transform Scotland’s Capital’

West Town Edinburgh Ltd, the development consortium which owns more than 200 acres of prime development land to the west of Edinburgh, has agreed a joint approach with the City of Edinburgh Council to deliver a major new ’20-minute neighbourhood’ for the city. 

Both parties have agreed a ‘Memorandum of Understanding’ which sets out how they will work closely together to prepare a delivery strategy for the sustainable expansion of Edinburgh at the West Town site. 

The agreement was announced by Cammy Day, Leader of the City of Edinburgh Council and Graeme Bone, Group Managing Director of Drum Property Group, developers of West Town, at the UK Real Estate Investment & Infrastructure Forum (UKREIIF) in Leeds

The 205-acre West Town site – located between Ingliston Park and Ride and the Gogar Roundabout at the western gateway of Edinburgh – is one of the most strategically important development areas in Scotland.

The £2 billion project presents the opportunity to help meet the housing needs of the nation’s capital whilst delivering a significant sustainable urban expansion for the city.  

The area is identified in the City of Edinburgh Council’s City Plan 2030 as having the potential to become a vibrant, high-density city extension with a capacity for 7,000 homes, along with the commercial and community facilities required for a 20-minute neighbourhood.

The proposals for West Town also align with the ambitions of the Scottish Government’s National Planning Framework 4, which was approved in February 2023. The Edinburgh Tram route runs directly through the site, and a new station will be created to ensure the whole development has access to quick and efficient public transport.

Subject to the development of a delivery strategy as set out by the joint Memorandum of Understanding, as well as the approval of City Plan 2030 and in accordance with all relevant Council policies and the appropriate planning consents, it is hoped that work will start on site next year with the first phase of homes and community amenity being ready for occupation from early 2026. 

Welcoming the agreement, City of Edinburgh Council Leader Cammy Day said: “Edinburgh is quickly becoming a trailblazer for the type of affordable, sustainable homes our residents need and this overlooked land at West Town could pave the way for thousands more. 

“We are leading the way as a city to harness new technologies to make developments greener and fairer – building low and zero carbon homes which are energy and cost efficient – so I’m looking forward to working with West Town Edinburgh to build on our net zero ambitions. 

“Wherever you are in Edinburgh and wherever you choose to go, everyone should feel connected to all of the amenities they need to live well locally, so I’m pleased to see their vision for a 20-minute neighbourhood approach.

“As a Council we’ve been modernising planning and procurement policies so that we can maximise the amount of affordable and social housing and community benefits each new development brings. 

“Currently, over 150 households bid for every council and housing association home that becomes available, so we must set our sights on this development unlocking a huge amount social housing. With demand for affordable homes higher than ever before, this is what our city desperately needs.”

Graeme Bone, Group Managing Director of Drum, added: “This agreement is a major step forward in realising the ambition we share with the Council for the area and for the city, further strengthening the long-term collaborative process that is set to deliver a positive and high-quality  transformation of the west of Edinburgh. 

“The amount of space on the site combined with its superb location allows for a natural extension for the city providing 7000 mixed-tenure homes and new jobs in a new 20-minute neighbourhood.

“West Town has direct access to some of the best public transport in Scotland – the tram line travels through the site and there are integrated rail, cycle and road connections, creating a strategic gateway to Edinburgh. 

“We look forward to continuing to work with the Council to advance our shared vision to create a new, sustainable urban quarter for the city.”

Have your say on constituency boundary changes

YESTERDAY the Boundary Commission for Scotland released its proposals to redraw the boundaries of Scottish Parliamentary constituencies (writes Edinburgh Western MSP Alex Cole-Hamilton).

As Scotland changes, this review is mandated of the commission, so that population growth in some areas and decline in others is reflected in how areas are represented in the Scottish Parliament.

The proposals for West Edinburgh redraw our constituency entirely, with the communities of Kirkliston, South Queensferry, Cramond, Cammo, Barnton, Davidson’s Mains and Muirhouse all removed from Edinburgh Western Constituency and combined with the towns of Linlithgow, Broxburn and Uphall to create the new constituency of Edinburgh Forth and Linlithgow.

Corstorphine, East Craigs, Craigmount and Drylaw and Blackhall will remain in Edinburgh Western and the seat will expand East to include Inverleith, Stockbridge, Murrayfield and Ravelston. Part of South Gyle will now move to Edinburgh Pentlands.

The Commission has now embarked on a 4 week consultation of the proposals. I’m keen to reflect the views of my constituents as best I can so please let me know what you think in the comment thread below (Mr Cole-Hamilton was posting this information on local community council Facebook pages).
