Urgent action needed to prevent air pollution rising as Covid restrictions end

  • Air pollution fell in the Spring but now exceeds pre-pandemic levels in 80% of places despite continued lockdown restrictions.
  • Councils must not delay measures to prevent air quality significantly worsening next year.
  • Public transport, cycling and walking should be encouraged over car usage.

Toxic air is set to rise significantly as lockdown restrictions end warns Centre for Cities as it urges councils to press ahead with their stalled pollution reduction plans.

The new analysis shows that, while the spring lockdown reduced NOlevels by 38% on average across 49 cities and large towns, they rose again in the second half of the year as activity increased.

As a result, NOlevels have now hit or exceeded pre-pandemic levels in around 80% of places studied during the second half of 2020. This is despite 98% of the country remaining under significant lockdown restrictions – raising concerns that air quality will significantly worsen once life returns to normal next year.

In some cities such as Barnsley, Bournemouth and Portsmouth, NOlevels in September were already even higher than they were before the spring lockdown.

As the risk from Covid-19 reduces and life returns to normal next year, policy makers must urgently revisit stalled pre-pandemic plans to reduce air pollution – which has been linked to 40,000 UK deaths per year.     

Since March many councils – including Leeds, Bristol, Sheffield – have postponed their pollution reduction plans. This new data makes the case for them look again at implementing air pollution reduction measures.

Data shows that increased post-pandemic home working will not keep air pollution down. It is estimated that more than half of people in London worked from home at the peak of the pandemic, yet NOlevels in the capital have returned to near pre-March levels. This is because commuting is not biggest cause of pollution and remote workers are more likely to use their car for leisure purposes.

Private vehicle usage is the main generator of toxic air: pollution has increased since May in line with the return of private cars to the road. Meanwhile, public transport usage has remained low. Because of this, mayors and council leaders must press ahead with plans to reduce private vehicle-related emissions.

They should:

  • Discourage car usage by introducing clean air zones that charge drivers
  • Encourage more public transport usage through improvements to bus, rail and tram systems
  • Improve cycling and walking infrastructure to encourage more active forms of travel

Centre for Cities’ Chief Executive Andrew Carter said: “Toxic air has contributed to the deaths of thousands of Covid-19 victims this year and, even after the pandemic ends, will remain a big threat to health – particularly for those living in urban areas.

“City leaders can reduce threat of air pollution, but it will take political will. Discouraging car usage will be unpopular in the short-term but, if coupled with the necessary improvements to public transport, the long-term benefits to public health and the economy will be huge and our cities will become better places to live. Now is not the time for politicians to delay on this.”

The Centre for Research on Energy and Clean Air’s Data Lead Hubert Thieriot said: “With the Covid-19 pandemic came immense suffering both on sanitary and social fronts. Incidentally but importantly, it also reminded citizens that air pollution is not a given, and that bold actions on transportation could significantly improve people’s health and quality of life.

“The role of transportation in UK cities’ air pollution has become apparent to everyone during the COVID-related lockdowns. That shared awareness offers policy makers an historical chance to implement bold transportation policies, as many other cities overseas have shown.”

Thanks again to my team! Just a bit sad that we couldn’t invite everyone this year. Here are some of the nasties we found washed up and added to our beachwatch survey #17 (writes KAREN BATES).

We found dozens of metal bands and wires from industrial packaging, a syringe, small fragments of disastrous polystyrene which resemble seafood for sea creatures and #nurdles!

I went back to do a #NurdleHunt as we saw dozens during our litter survey.

I counted 331 in under an hour. There was some huge litter such as a gas canister and a tyre, but we mostly recorded #plastic fragments under 2.5cm which are highly dodgy for #marinelife.

Car use is rising despite the lockdown

  • Figures show a steady increase breakdowns and average miles driven per day
  • More than a third of drivers say they are using their vehicles more for food shopping as well as trips to DIY stores

Ahead of this weekend’s announcement on how the UK might begin to ease the current lockdown restrictions, an RAC study confirms drivers are already using their cars more than they were earlier in the coronavirus lockdown.

The study analysed RAC ‘black box’ driving data, breakdown numbers and route planning figures since the lockdown began. Comparing the second week of lockdown with last week, 11% more cars were on the road and 23% more daily miles were driven, based on analysis of hundreds of thousands of trips taken by RAC Black Box Insurance customers with telematics units fitted.

Vehicle breakdowns are also up, with those attended by RAC patrols up by nearly a fifth (18%) across the same period.

The number of routes planned via the RAC Routeplanner is also increasing, suggesting a rise in trips being taken by drivers. More routes were planned on Monday 5 May 2020 than on any other day during the lockdown, with 16% more planned on this day than just a week earlier.

Comparing lockdown week two (w/c 30/3/20) with lockdown week six (w/c 27/4/20), there were:

11% more cars on the road

23% more daily miles driven

18% more RAC breakdowns

The data is supported by the findings of a new survey by the RAC which suggests that four-in-10 drivers (41%) admit they are now using their vehicles more frequently than earlier in the nationwide coronavirus lockdown.

The survey of 1,500 drivers found that the top reason for using a car more was for food and grocery shopping (almost a quarter, 23% of drivers), while 9% said that they were doing so to pick up essential supplies or for trips to a pharmacy.

But worryingly, a small but appreciable 5% said they were using their vehicle more now to specifically purchase alcohol, while the same proportion (5%) said they were going out in the car specifically to visit DIY stores as Britons look to make home improvements while spending more time at home.

A slightly smaller proportion of drivers (4%) said they were using their car more to drive somewhere to do exercise, and the same percentage said they were using their vehicle more for work purposes.

A fraction of drivers (1%) said they were taking their car solely to give it a run, with the same proportion citing the reason as driving to a beauty spot. The same percentage (1%) said they driving to see relatives or friends though it is unclear whether these relatives are vulnerable and require assistance.

RAC head of roads policy Nicholas Lyes said: “There is now mounting evidence that people are venturing back out in their vehicles for more essential, as well as arguably non-essential journeys.

“This perhaps is being driven by lockdown fatigue and boredom while the sunny spring weather might also be enticing drivers back into their vehicles. Additionally, some who are indoors might have chosen to carry out home maintenance and DIY, so have taken an opportunity to visit DIY stores that are now open.

“Our own data clearly shows a slight, but nonetheless steady, rise in the number of drivers using their vehicles, and the distances they are travelling in them on a daily basis, compared with earlier in the lockdown. As we near the end of the seventh week of the lockdown, all eyes are on what the Government announces this weekend in terms of how and when movement restrictions might be lifted.

“Until anything concrete is confirmed, the current advice remains to only go out when necessary for essential purposes, or where you cannot work from home. Even where drivers need to head out to pick up food shopping, this should be done as infrequently as possible to help stop the spread of the virus. The question drivers should ask themselves before venturing out is ‘do I really need to?’

“By only using the car for essential journeys at this time, we’re not only helping prevent the virus spreading, but are also reducing the risk of being involved in a road collision and avoiding putting any further pressure on the NHS.”

Pollution causes 157 deaths in Edinburgh in just one year

  • Proportion of air pollution-related deaths highest in Edinburgh, and lowest in Aberdeen
  • Estimated 628 air pollution-related deaths in Scotland’s cities in just one year
  • Councils need more money and power to reduce killer air pollution

More than one in 29 deaths in Scotland’s largest cities and towns are related to long term exposure to air pollution, according to new estimates in Centre for Cities’ annual study of the UK’s major urban areas – Cities Outlook 2020.

The proportion of deaths related to the deadly toxin PM2.5 are highest in Edinburgh, with the latest data linking it to 157 deaths in just one year, or 3.7% of all adult deaths in the city.

But Glasgow has seen the most deaths overall in Scotland – 354 in just one year.

In total, an estimated 628 people were killed by PM2.5-related deaths in Scottish cities in just one year.

Aberdeen has the smallest proportion of deaths related to PM2.5 Scotland. There, PM2.5 caused 63 deaths – or 3.0% of all adult deaths in the city.

The proportion of deaths in Scottish cities linked to PM2.5 toxins is lower than the rest of the UK due to their distance from London – by far the biggest emitter of PM2.5 in the UK – and from continental Europe, as some emissions are blown over the English Channel.

But action can still be taken in Scotland to reduce air pollution-related deaths. Transport is a significant, but not sole contributor to air pollution; burning fuels is also a major cause. For example, half of deadly PM2.5 toxins generated in cities and large towns come from sources such as wood burning stoves and coal fires.

 Half of local authority leaders polled by Centre for Cities highlighted the environment as a major concern, but progress has been slow and they must do more to prevent more avoidable deaths from air pollution. Cities in Scotland should:

  • Introduce Ultra Low Emission Zones to charge car and van drivers in city centres.
  • Ban the use of wood burning stoves and coal fires in areas where air pollution exceeds guidelines (in coordination with the Scottish Government).

Meanwhile, the Scottish Government should do more to help local politicians in Scotland act by providing financial incentives for cities to improve air quality through the establishment of an Environmental Impact Bond.

Finally, the UK Government should make securing plans with the EU to tackle cross border air pollution a key component of the future relationship. It should also adopt the World Health Organization’s stricter guidelines on PM2.5 – as the Scottish Government has already done – and make a legally binding commitment to meet this by 2030 at the latest.

Andrew Carter, Chief Executive of Centre for Cities, said: “More than half of people in the UK live in cities and large towns. And while they offer people good employment and lifestyle opportunities, Cities Outlook 2020 shows that they also having a damaging effect on their health, with air pollution killing thousands of people living in cities every year.

“Politicians often talk tough on addressing air pollution but we need to see more action. People in Scotland should be at the centre of the fight against its toxic air and councils should take the steps needed, including charging people to drive in city centres and banning wood burning stoves.

“To help the Government needs to provide the Scotland councils with extra money and introduce stricter guidelines. Failure to act now will lead to more deaths in Scotland.”

Streets of Shame

Friends of the Earth Scotland has ranked the country’s most polluted streets for 2019, and the results show Scotland is failing to improve air quality. Once again, Auld Reekie’s streets of shame include Nicholson Street, St John’s Road and Salamander Street.

Open Streets: ‘a signal of our intent’

Transport and Environment Convener, Councillor Lesley Macinnes, writes about the inaugural Open Streets event and how it will inform plans for the city centre:

Last weekend we made history in Edinburgh. On Sunday we became the first city in the UK to join the international ‘Open Streets’ movement.

The High Street is free of cars, vans and buses and thronging with visitors throughout August, but to experience the Canongate, Victoria Street or Cockburn Street as peaceful, pedestrianised spaces is something else entirely.

I’m sure anyone who ventured into the Old Town will have been struck, like me, by the noticeable sense of calm that had descended upon the loop of Open Streets, even though thousands were strolling through the area. Instead of traffic-dominated thoroughfares they became places for conversation, enjoyment and play.

The beautiful, colourful backdrop of Victoria Street was revivified in the absence of queues of traffic, the Canongate, usually filled with cars and buses, was the site of open-air yoga and the Lawnmarket became a place to stroll and enjoy the beautiful, historic buildings.

Of course, this was a wonderful experience to which so many have responded very positively. Over the next year and a half these monthly events will bring a new vibrancy to Edinburgh’s Old Town, letting people experience our historic centre in a completely new way. But what does it mean to the future of the city?

This is about so much more than closing roads to cars. Open Streets is a signal of our intent to create a people-friendly environment, taking a holistic rather than purely transport-led approach, incorporating placemaking, well-being and economic growth.

Over the next 18 months we will be able to monitor the changes that will gradually develop in response to the initiative, learning from that understanding as we grow and develop our vision for the city centre.

Later this week we will publish a suite of reports which significantly moves forward our ambition for change, in particular reports on City Centre Transformation, Low Emission Zones and the City Mobility Plan, all of which are designed to re-negotiate the contract we have, as citizens and businesses, with the Capital.

We want to step into the future with confidence, a future where transport and environmental choices help to support continued economic success at the same time as improving people’s lives.

We know, from extensive consultation, that many understand clearly that the status quo is no longer an option, that radical change is needed to build resilience.

Like other cities, we face enormous challenges from population growth, air pollution, increased car use and the fast-paced tempo of modern life.

I want to be clear that the forthcoming changes are for the people of Edinburgh – we want to equip future generations to face these challenges, to improve quality of life and to conserve the city’s heritage for centuries to come.

As part of this we want to ensure a truly inclusive, accessible centre. This isn’t about putting up walls – we know that many people with mobility issues rely on cars and taxis and, as was the case with Open Streets, we want to make sure that this continues.

But, for our own sakes, we can no longer ignore increasingly urgent conversations around the climate change, air pollution and public health – and we want to be part of the solution.

Sunday’s Open Streets event was an illustration, an initial sketch, of what we want to do, and it’s thanks to the extremely hard work and support of Council officers, partners, community groups and residents that it was able to take place.

Over the coming months I look forward to many more citizens and visitors joining us to reclaim the streets, helping us to better understand how we can reshape and transform the city for everyone’s benefit – and for other cities to follow suit.
