City Centre Low Emission Zone proposed for Edinburgh

A preferred Low Emission Zone (LEZ) scheme for Edinburgh will be put to Transport and Environment Committee members for decision on Thursday (17 June), ahead of a public consultation.

A City Centre LEZ, broadly following the boundary first proposed for consultation in 2019 and applying to all motor vehicles except motorcycles and mopeds, has been recommended for approval.

This has been appraised against two other options – a City Centre LEZ with a revised boundary and a scheme incorporating both City Centre and Extended Urban Area (formerly known as Citywide) LEZs.

An evidence-led approach was taken when appraising the schemes, adhering to the National Low Emission Framework and based on detailed traffic and air quality modelling and data. Each option was assessed against a series of principles and objectives including the reduction of harmful NO2 and greenhouse gas emissions and minimising the displacement of traffic as a result of the LEZ.

If approved, a 12-week public consultation would be carried out seeking views on the preferred scheme. This would inform a report back to committee in autumn before the statutory process to introduce the LEZ begins, with the aim of implementing the scheme in spring 2022.

Once the LEZ is in place, vehicles must meet a minimum emissions standard to enter a zone freely, and those that don’t will be considered non-compliant and subject to penalties. Penalty charges are set nationally at £60 for non-compliant vehicles (though halved if paid within 30 days), with the penalty rate roughly doubling for subsequent contraventions within a 90-day period.

However, there will be a proposed two-year grace period for Edinburgh’s LEZ, meaning enforcement will begin in spring 2024.

Councillor Lesley Macinnes, Transport and Environment Convener, said: “As we approach Clean Air Day, which aims to tackle air pollution and its harmful effects on our health and wellbeing, it’s fitting that we’re progressing our own plans to significantly improve air quality in the city.

“A great deal of analysis and monitoring has gone into the latest proposals for a Low Emission Zone in Edinburgh. This takes into account the urgent need to lower emissions for the good of our health, while remaining aware of the impact on local businesses, residents and on traffic patterns.

“We know from our consultation in 2019 that lowering air pollution matters to everyone, so I look forward to hearing from the public on the preferred option, if approved by committee.”

Work to introduce an LEZ in Edinburgh began in 2018 in line with the Scottish Government’s commitment to implement LEZs in Scotland’s four largest cities – Edinburgh, Glasgow, Aberdeen and Dundee – to tackle air pollution and protect public health.

It was originally intended that LEZs would be in place by 2020 but, due to the COVID pandemic, this date has been pushed back to 2022.

In 2019 the council carried out a public consultation on initial LEZ proposals for a City Centre LEZ applying to all vehicle types, introduced with a one-year grace period, addressing the worst concentrations of air pollution in the densely populated area.

In addition, the Extended Urban Area boundary was put forward to apply to all commercial vehicles – buses, coaches, Heavy Goods Vehicles (HGVs), Light Goods Vehicles (LGVs), vans, taxis, and private hire cars – with a longer time to prepare (three years).

Responses to the consultation showed that cleaner air is important to everyone but demonstrated mixed views on the suitability of the proposed LEZ. Since then the council has worked with stakeholders including SEStran, Transport Scotland and the Scottish Environment Protection Agency (SEPA) to develop the current proposal.

Officers appraised the options using the National Modelling Framework (NMF) developed by SEPA, along with other modelling and data analysis and feedback from the 2019 consultation. As a result, the City Centre LEZ alone has been recommended over the alternative City Centre LEZ and the Extended Urban Area LEZ.

This is due to various factors including the expected limited impact of the Extended Urban Area zone, with commercial fleet already improving in emissions standards, and predictions that the alternative City Centre zone would have a more negative impact on air quality at its boundary than that of the proposed City Centre LEZ.

While it is not expected that air pollution will get worse elsewhere in the city due to diversions around the boundary, and with cleaner vehicles expected to use the surrounding area, a Network Management Strategy is being developed to mitigate any impacts. This is likely to include junction reconfigurations, improvements to signage and optimised signalling, amongst other measures.

Drivers support wider use of average speed cameras on motorways

… despite more than half admitting to breaking the 70mph limit

More than half of drivers (56%) admit to breaking the speed limit on motorways with a third (34%) of those confessing to having travelled at speeds in excess of 80mph, research from an RAC reveals.

Three per cent say their fastest speed on a motorway was over 100mph while 4% believe their top speed was 91-100mph. While the vast majority – two-thirds (66%) – state their highest speed on a motorway was 71-80mph, a quarter (27%) claim to have driven at 81-90mph.

When asked why they broke the speed limit on a motorway, most drivers (39%) said they were simply following the example set by other motorists, although three-in-10 (31%) say it was because they thought it was safe to travel faster than 70mph.

Other common reasons for speeding on a motorway were: nothing else being on the road (28%); the speed limit being inappropriate (27%) and feeling pressure from other drivers behind (26%).

In terms of what form of speed enforcement drivers think is best for ensuring speed limit compliance on high speed roads where the speed limit is 60mph and 70mph, 58% of the 3,000-plus motorists surveyed for the RAC Report on Motoring said they favoured ‘average speed cameras’ which measure speeds between cameras rather than at a single, fixed location like traditional speed cameras.

Nearly a fifth (18%) felt fixed position cameras are most effective while 12% said it was mobile speed traps, with a similar proportion not offering an opinion.

While average speed cameras are used on a number of A-roads, on motorways they are currently only used in sections of roadworks. More than half of drivers (54%), however, said they would like to see them used in general motorway conditions enforcing the 70mph-limit. Only a quarter (26%) disagreed with this idea, with 18% unsure.

Average speed cameras were also preferred by the majority of drivers for use on 40-50mph limit roads with 46% saying this, compared to 29% for fixed position cameras. On 20-30mph limit roads however, fixed position cameras came out top with 43% of drivers saying they were best and a quarter (25%) opting for average speed cameras, only just ahead of police officers operating mobile speed traps (21%).

While compliance on roads with lower speed limits is far better than the 54% who admit to exceeding the 70mph-limit, an alarming four-in-10 (39%) still admit to frequently disobeying 20mph limits. This rises to a third (33%) on 60mph country roads – statistically some of our least safe roads – and to 36% on 30mph urban roads.

Very worryingly, 11% of limit-breakers claim to have driven above 40mph in a 30mph zone while 10% have exceeded 30mph in a 20mph zone. In the case of the latter, 45% of those who speed at least occasionally say this is because they believe the limit is ‘inappropriate’ for the area or stretch of road in question.

RAC road safety spokesman Simon Williams said: “Despite more than half of drivers admitting to regularly exceeding the 70-mph speed limit, road safety statistics clearly show that motorways are our safest roads.

“With so many motorists admitting to driving much faster than they should on the motorway, it was interesting to see such strong support for average speed cameras to be used more widely to enforce the 70-mph limit as opposed to just in roadworks, as is currently the case.

“We believe drivers see these cameras as being very effective at reducing speeds over longer distances and controlling traffic flow as well as being fairer than fixed position ones as they aren’t instantly punished for a momentary transgression.

“Our research shows speed limit compliance on all types of road has improved on previous years, but as our study was carried out during the pandemic we suspect this has partly been brought about by the reduction in the number of journeys carried out for the purposes of commuting – or for other business purposes – where drivers feel greater time pressure and may be more tempted to break the law by speeding.”

92,000 UK motorists at imminent risk of losing their licence

92,000 motorists are at risk of losing their driving licence with just one more motoring offence resulting in a ban, a Freedom of Information request to DVLA by IAM RoadSmart has revealed.

There are some 92,000 drivers currently with 9, 10 or 11 points on their licence who face the real risk of losing their licence with another 3 points pushing them on or over the 12-point ban threshold.

This could be through everyday driving habits, ignorance or judgement errors – such as speeding, overtaking on a double white line, parking in a dangerous place, not stopping at a school crossing, carrying too many passengers or overloading the vehicle.

Many drivers may also be unaware that a lack of basic vehicle maintenance could also land you with points – such as defective tyres, blown headlight or brake light bulbs, cracked light covers, smeary windscreen wipers or worn suspension components.  

Specifically, at present there are 80,484 motorists in the UK with 9 points on their licence, 7,804 with 10 points and 4,313 with 11 points.

Meanwhile, there are nearly 8,800 motorists still driving with 12 points or more on their driving licence, with IAM RoadSmart once again renewing its call for a full review to ensure that drivers with multiple points are always treated in the same way. Until these anomalies are removed confidence in the simple “12 points and you are out” system will continue to be undermined.

Reasons that these drivers can keep their licence include exceptional hardship, such as loss of employment.

Neil Greig, IAM RoadSmart Director of Policy & Research, said: “The number of motorists still driving on UK roads with more than 12 points, or just under the driving ban threshold, is alarming.

“It is also an opportune occasion to educate motorists on some motoring laws that they might be unaware can result in licence points, so that motorists can change their driving habits and carry out regular basic checks of their vehicle to help make the roads safer for all users.”

Further data revealed by IAM RoadSmart’s Freedom of Information request also highlighted the postcode areas with the highest number of drivers with penalty points. These include Birmingham with 74,397, Sheffield with 56,876 and Nottingham with 56,245.

New drivers should take extra care as they can amass points very quickly in their first two years of driving. This rule came into force on 1st June 1997.  Anyone of any age passing their first driving test is ‘on probation’ for two years.

A total of six or more penalty points during that time will mean they have to go back to learner status, apply for a new provisional licence and take the test again.

Green light for self-driving vehicles on Britain’s roads

Motorists could see self-driving vehicles on British roads for the first time later this year, the Department for Transport has announced today.

Following a landmark call for evidence, the government has set out how vehicles fitted with Automated Lane Keeping System (ALKS) technology could legally be defined as self-driving, as long as they receive GB type approval and that there is no evidence to challenge the vehicle’s ability to self-drive.

Designed for use on a motorway in slow traffic, ALKS enables a vehicle to drive itself in a single lane, while maintaining the ability to easily and safely return control to the driver when required.

The technology could improve road safety by reducing human error, which contributes to over 85% of accidents. The driver will be able to hand control over to the vehicle, which will constantly monitor speed and keep a safe distance from other cars.

Today’s announcement comes as a consultation on The Highway Code rules is launched to ensure the first wave of this technology is used safely and responsibly. This consultation will conclude on 28 May 2021.

Transport Minister Rachel Maclean said: “This is a major step for the safe use of self-driving vehicles in the UK, making future journeys greener, easier and more reliable while also helping the nation to build back better.

“But we must ensure that this exciting new tech is deployed safely, which is why we are consulting on what the rules to enable this should look like. In doing so, we can improve transport for all, securing the UK’s place as a global science superpower.”

The UK Government says self-driving technology in cars, buses and delivery vehicles could spark the beginning of the end of urban congestion, with traffic lights and vehicles speaking to each other to keep traffic flowing, reducing emissions and improving air quality in our towns and cities.

Not only are automated vehicles expected to improve road safety, the technology could also improve access to transport for people with mobility issues and lead to more reliable public transport services, helping to level-up access to transport in historically disconnected and rural areas.

As we ‘build back better’, connected and autonomous vehicle technology could create around 38,000 new jobs in a UK industry that could be worth £42 billion by 2035. Over 80% of these jobs are expected to be in professional, technical and skilled trade occupations.

Society of Motor Manufacturers and Traders (SMMT) Chief Executive, Mike Hawes, said: “The automotive industry welcomes this vital step to permit the use of automated vehicles on UK roads, which will put Britain in the vanguard of road safety and automotive technology.

“Automated driving systems could prevent 47,000 serious accidents and save 3,900 lives over the next decade through their ability to reduce the single largest cause of road accidents – human error.

“Technologies such as Automated Lane Keeping Systems will pave the way for higher levels of automation in future – and these advances will unleash Britain’s potential to be a world leader in the development and use of these technologies, creating essential jobs while ensuring our roads remain among the safest on the planet.”

The UK is already a world leader in connected and self-driving vehicle innovation, and British companies are working on and developing the next generations of automated vehicles.

COVID-19 causes motorist anxiety and stress levels to rocket while confidence drops

  • IAM RoadSmart study finds that one-in-five drivers and riders are more anxious about being on the road since lockdown
  • More than four-in-five motorists felt they weren’t getting the mental health support they needed and admitted to ‘suffering in silence’
  • Almost two thirds of people are worried about giving someone a lift from the fear of catching COVID-19
  • Further periods off the road, such as a local lockdown or a second national lockdown, could have road safety implications, warns the road safety charity

One-in-five drivers and riders are more anxious about being on the road since the start of lockdown, a study by IAM RoadSmart has discovered.

With local lockdowns becoming increasingly common and the ever-present risk of a further national lockdown over the coming months, the UK’s largest independent road safety charity is concerned that increased anxiety, stress levels and diminished confidence levels in day-to-day driving could be triggered by a second prolonged period off the road, which could have road safety implications.

More than eight-in-10 motorists surveyed admitted to ‘suffering in silence’ after feeling they weren’t getting the support they needed to deal with feelings of anxiety brought on by the lockdown. This figure may rise in the event of further lockdowns, presenting an even greater road safety risk after a second spell of limited travelling.  

Of the 1,000 people surveyed, 65 per cent felt worried about offering someone, like a friend or colleague, a lift in their car or on their motorcycle, from fear of catching COVID-19.

The anxiety findings reflect insight from a leading expert in driver and rider behaviour Professor Alex Stedmon, a cognitive psychologist who works as an independent transport consultant at Open Road Simulation Ltd.  His expertise has highlighted how the skill of driving or riding is unlikely to have disappeared over lockdown, but that confidence and familiarity might.

Professor Stedmon said: “Simply put, the brain works on two levels. It has short-term or working memory, which has a small capacity and focusses on what you’re doing at that precise moment, and everything else is long-term memory, the place where we transfer the processes that make up our skills – such as driving.

“The mechanics of driving or riding aren’t going to evaporate over lockdown, but the confidence and familiarity of driving a car or riding a motorcycle might, which could lead to increased levels of anxiety.”

Richard Gladman, IAM RoadSmart’s Head of Driving and Riding Standards, said: “Confidence is a major factor in how we drive or ride, particularly for those who have been driving or riding less in recent months.

“A loss of confidence can increase anxiety which in turn puts us at greater risk of being involved in an incident on the road.

“The good news is there are some simple things we can all do to make sure we maintain our confidence and minimise the risk of anxiety creeping in when we are driving or riding. As the foundation to all safer driving and riding, these reflect a common-sense approach that is easy to make part of your everyday driving and riding.

“Through planning and preparation before your journey, staying focused on the road and avoiding distractions and by sharing the road considerately with all other road users, being mindful of our limits and taking time to get the basics right, we can all stay sharp and keep safe.”

Further findings from the survey also reveal the different attitudes towards stress and anxiety levels in the UK regions.

The increased number of cyclists on the road is causing motorists in Scotland the most stress, with almost half (46 per cent) of people admitting this, followed closely by 41 per cent of people in the South East.

While 39 per cent of people in Northern Ireland have found more pedestrians on the roads and pavements the greatest source of stress and increased anxiety levels since the start of lockdown.

In the West Midlands, 54 per cent of motorists were most concerned about the standards of other people’s driving following a long break off the roads throughout lockdown, followed closely by 44 per cent of motorists in the South West who also had the same concerns.

In Wales, 75 per cent of motorists, and in London 67 per cent of motorists, were most worried about catching COVID-19 from giving someone a lift in their car or on their bike.

IAM RoadSmart offers a range of driver and rider assessments and skills refreshers as well as Advanced Driver and Rider courses.

Richard added: “Anyone who feels they have lost confidence or feels more anxious about taking to the roads will find a refresher of the basics now could help reduce stress and prepare them for whatever the future holds in terms of driving and riding.

“It could also improve wellbeing and mental health, something that is more important than ever in these uncertain times. All in-car training adheres to government social distancing guidelines.”

Be Bright, Be Seen winter road safety campaign launch tomorrow

City police we will be joining The City of Edinburgh Council at the launch of a  campaign to raise awareness of issues experienced by those who cycle and those who drive on Edinburgh’s road network tomorrow. The launch is taking place at Middle Meadow Walk at North Meadow Walk between 4pm and 6pm.

It is important that we share road space responsibly and ensure that all road users “look out for each other”. Everyone should take extra care and look properly when turning at road junctions.

• Cyclists can help by wearing bright clothing or reflective accessories and making sure they use lights during the hours of darkness, which must be lit!
• Drivers can help by keeping an eye out for cyclists and allowing them plenty of room – at least as much room as they would for another vehicle.

Pedestrians can also benefit from wearing brightly coloured clothes or using high visibility items so they can be easily seen and we can all benefit from looking properly, without distractions such as mobile phones.

Police issue warning to motorists

Road Policing Officers are warning motorists of the consequences of driving on restricted carriageways.

At around 2.30pm on Saturday 31st August, police responded to a road collision on the A720 (city bypass) westbound carriageway between Gilmerton and Lasswade.

During this incident a temporary road closure was put in place, but police  officers observed a number of individuals opting to drive the wrong way on the slip-road towards Gilmerton, to avoid the stationary traffic.

Ten motorists were charged with dangerous driving as a result and others are now being reminded that they will face similar action if they drive in a manner, which puts themselves or others at risk.


Inspector Roger Park from the Road Policing Unit in Edinburgh said: “While we fully appreciate the frustration caused when you are stuck in traffic, be it as a result of an accident, or general congestion, it is entirely unacceptable to drive the wrong way or on un-permitted areas, in an attempt to avoid delays.

“Such action increases your chances of being involved in a collision and it will not be tolerated.

“We are out on patrol, monitoring the road network on a daily basis and if you are found to be committing such an offence, you can expect to be charged.”

Letters: drivers should take a hard look at themselves

Drivers who are moaning and groaning about a restriction on ‘them’ having to observe a speed limit should take a hard look at themselves and their reasons for objecting.

Driving in a city can be one of potential risk to pedestrians and drivers alike – except that drivers have a two ton object in their hands travelling at speed.

There are very few times whilst driving in the city when one is able to travel more than a few hundred yards before having to stop, yet some drivers feel it is their personal right to travel those few hundred yards as fast as they wish, causing hazardous conditions for all, just to save a few seconds of their precious time.

That is why I say: those drivers should take a hard look at themselves and their attitude to others.

Bus Lanes: all change!

Life in the fast lane? Changes trialled to make life ‘simpler’ for city drivers

Changes to the city’s bus lanes are to be trialled from TODAY.

One trial will see most all day bus lanes changed to peak period lanes in order to standardise operating hours while another will open the majority of bus lanes to motorcyclists at all times.
Changes follow a review of Edinburgh’s 65km of bus lanes, 60% of which are currently peak period only, which took into account the views of a variety of organisations representing bus lane users.
Transport Convener, Councillor Lesley Hinds, said: “The different operating hours that apply to bus lanes can cause confusion. We are therefore running a trial to have 90% of bus lanes operating at peak periods only. The purpose of this is to see if standardised operating hours will make it simpler for drivers, without impacting adversely on bus journey times or compromising the safety of cyclists and pedestrians.

“By allowing motorcyclists to use bus lanes we will also be making their journeys both safer and quicker, with little or no impact on buses. Both trials will be closely monitored throughout to assess the impact on all road users.” 

Since the 1990s, the Council has invested heavily in bus lanes, which improve journey reliability and save time for buses, encouraging people to travel by bus rather than car.

However, following the introduction of bus lane camera enforcement in 2012, it was found that many drivers were confused over operating hours of bus lanes in the city.

Proposals for the trials are based on a subsequent review of Edinburgh’s bus lane network, which took into account the views of a variety of organisations representing bus lane users.

The review proposed allowing motorcycles into bus lanes and changing around a third of the city’s bus lanes from all day to peak period operation.

Final plans were approved by members of the City of Edinburgh Council’sTransport and Environment Committee last month, making Edinburgh the first city in Scotland to allow motorcycles in bus lanes.

Under the trial, all day bus lanes, which currently operate: 

  • 7:30am – 6:30pm on Mondays to Fridays; and 
  • 8:30am – 6:30pm on Saturdays.

Will be changed into peak periods bus lanes which operate:

  • 7:30am – 9:30am and 4:00pm – 6:30pm on Mondays to Fridays.

All vehicles will still not be able to use 24 hour bus lanes and bus gates (stretches of road which only buses, taxis, cyclists and emergency vehicles can use).

These trials are expected to last at least nine months. This will allow comprehensive data to be collected to assess the actual impact of the changes on all bus lane user groups prior to making any decision on permanent changes.

Further consultation with major user groups will be undertaken as part of the assessment of the trials. A report on the outcomes of this assessment will be presented to the Council’s Transport and Environment Committee in Autumn next year.

Motorists: Waverley Bridge diversions from Tuesday

Waverley Bridge one way only for four weeks

Vehicles heading south will be diverted away from Waverley Bridge from next week so that further work can begin on pedestrian access improvements around Waverley Station. For four weeks from 6am on Tuesday (24 February), Waverley Bridge will become one way to northbound traffic only.

This is to allow the construction of a setted raised table, or an elevated section of road, on Waverley Bridge between the north and south ramps of Waverley Station.

The works are part of a £1 million programme to improve pedestrian access around Waverley Station.

The first phase of works on Market Street was completed in mid-2014 and included the creation of a temporary taxi rank, new loading areas and a cycle lane.

The second phase, which is ongoing, involves carriageway resurfacing and the widening of footways on Waverley Bridge, as well as the installation of upgraded drainage, kerb realignment, laying of sandstone and Caithness paving and improved pedestrian crossing facilities.

The raised table is designed to act as an informal or uncontrolled pedestrian crossing, encouraging traffic to slow down and making it much easier for pedestrians to cross the Bridge to and from the Station ramps.

Councillor Lesley Hinds, Transport Convener, said: “We appreciate that these works will inevitably cause some inconvenience for traffic heading south and we would ask for the public’s patience while we get this much-needed improvement work completed.

“The new raised section will create an informal pedestrian crossing so that people leaving or arriving at the Station on foot can feel much safer about crossing Waverley Bridge.”

Diversion routes will come into effect for southbound traffic, namely:

Princes Street – North Bridge – High Street – Jeffrey Street – Market Street

or

Princes Street – South St David Street – Queen Street – Hanover Street – The Mound – Market Street

Advance warning signs have been installed on site informing the public of the upcoming works and local businesses have been informed.

The Airlink bus service will remain on Waverley Bridge and the tour buses will be relocated to Market Street.

The taxi rank on Waverley Bridge will remain in its current position with access and egress only in a northbound direction.
