New learning resource to support young people’s mental health

The Scottish Government has unveiled a new online learning resource to help school staff support young people’s mental health.

Staff can learn more about factors influencing mental health and wellbeing; prevention-based approaches in schools and tips on how to end mental health stigma and discrimination.

The Mental Health Foundation, Children in Scotland and training provider Digital Bricks developed the resource that is open to all school staff in primary, secondary and special schools.

Education Secretary Shirley-Anne Somerville said: “Children and young people’s mental health and wellbeing is of vital importance and this resource is a significant addition to the suite of resources that school staff can access. It will provide essential learning and knowledge on mental health and wellbeing that schools can adopt and embed across all aspects of the school environment.

“Although aimed primarily at school staff, it can also be accessed and used by anyone who wants to learn more about mental health and how to support children and young people.”

Councillor Stephen McCabe, COSLA spokesperson for Children and Young People, said: “The mental health and wellbeing of our children and young people must be a priority as we recover from the Covid-19 pandemic and beyond.

“Ensuring those working with young people, in all capacities, have access to resources that develop their understanding of, and equip them to appropriately support mental health would be crucial; I welcome this comprehensive resource providing training and information for all school staff.”

‘Substantial reform’ for Education Scotland

The Organisation for Economic Co-operation and Development Organisation (OECD) has backed Scotland’s school curriculum in its independent review.

The Scottish Government last year commissioned the OECD to carry out a review of Curriculum for Excellence (CfE). The remit of the review was to help the government better understand how the curriculum is being designed and implemented in schools and to identify areas for improvement across the country.

Education Secretary Shirley-Anne Somerville today announced that all 12 of the review’s recommendations will be accepted in full, including recommendations on curriculum, assessment and qualifications which will see the Scottish Qualifications Authority (SQA) replaced and Education Scotland substantially reformed.

The Scottish Government will actively consider what changes are required to our qualifications and assessment system. This work will be heavily informed by the next OECD report, expected in the autumn, and by consultation with young people, parents, teachers and the wider education system.

Education Scotland will no longer undertake inspections, with this work becoming a separate, independent role. The Scottish Government will engage widely on the options for the future of inspection.  

The OECD also suggests that the curriculum work currently undertaken by Education Scotland might best sit with any new curriculum and assessment body which will replace the SQA.

Publication of the OECD report into Scotland’s curriculum system, known as Curriculum for Excellence (CfE), meets another of the Scottish Government’s commitments for the first 100 days since the First Minister was elected.

Ms Somerville said: “The last few years have accelerated a debate about the future of Curriculum for Excellence and senior phase education in particular. The OECD report is crystal clear – Curriculum for Excellence is the right approach for Scotland.

“In fact, despite all the criticism here at home, the OECD tells us it is viewed internationally as an inspiring example of curriculum practice.

“However, 10 years on from CfE being introduced, it is right and proper that we review how it is being implemented. 

 “We accept in full all 12 recommendations from the OECD. We will replace the SQA. We will talk to young people, parents and teachers to build a system that works in line with CfE – exactly as the OECD recommends.

“Responsibility for inspection will no longer sit with Education Scotland and we will look at what further reform of the agency’s functions is required.

“Everyone across the education system, including at the SQA and Education Scotland, has worked tirelessly this year under very challenging circumstances. They are owed a debt of gratitude.

“What comes next is a period of change. But it is change in order to improve, to achieve more and to deliver for Scotland’s pupils.

“Our commitment is to do exactly that and we will work with everyone and anyone willing to help to make that a reality.”

EIS welcomes decision to axe SQA

The EIS has welcomed today’s announcement by the Cabinet Secretary for Education that the Scottish Qualifications Authority (SQA) is to be scrapped.

The announcement came following the publication of the OECD Review of Curriculum for Excellence (CfE), which identified a ‘disconnect’ between the core aims of CfE and Scotland’s qualifications system.

Commenting, EIS General Secretary Larry Flanagan said, “The EIS welcomes the publication of the OECD report, and the announcement by the Cabinet Secretary that the SQA is to be scrapped and replaced by a new body.

“It is essential that any new body is properly configured and is accountable to the profession through a model of governance based on educational, rather than political, considerations and with a teacher voice at its heart.”

On the OECD report, Mr Flanagan said, “The OECD report highlights some of the strengths of the Scottish Education system, not least being Scotland’s place in the top 5 nations in the world regarding global competency, but it also confirms what the EIS has been saying for a number of years, which is that there is a disconnect between the BGE (Broad General Education 3-15) and the Senior Phase (15-18). 

“There is massive assessment overload in the senior phase, which squeezes out the time needed for both depth and breadth of learning – two of CfE’s big ambitions. This overload is also the driver of excessive workload, and that has been exposed clearly during the pandemic.

“The comparatively high level of teacher class contact time was another area highlighted, with the OECD highlighting the need for reduction in class contact time – a key priority for the EIS – if teachers are to be able to collaborate around curriculum and assessment. We welcome that EIS lobbying in this area has already had some impact, with the Scottish Government pledging to deliver an early reduction of 1.5 hours per week in teachers’ class contact time to bring Scotland closer to OECD norms.”

Mr Flanagan continued: “The report also seems to confirm that the Government’s focus on Standardised National Assessments has been a monumental distraction with little impact other than adding to the bureaucracy that bedevils teachers’ working lives.

“The absence of any comment on the pre-5 sector is both disappointing and worrying. CfE runs from 3-18 but we are seeing a continuing reduction in the number of nursery teachers deployed in early years, which is a betrayal of the Scottish Government’s previous commitment to protecting the role of the teacher in pre 5 provision.”

Edinburgh College offers Skills Boost for Data Science course

New course to help students develop in-demand Data Science skills

Edinburgh College has launched a new Skills Boost for Data Science course which promises to equip attendees with vital Data Science skills which are becoming even more in demand with employers.

Data Science is becoming an essential part of how we all live, learn and work. It is about how we get actions from insights – and now more and more employers are searching for Data Science skills among candidates for jobs.

Data Science combines Digital and Data skills, specific knowledge about a particular topic or subject area, and numeracy skills to extract insights and knowledge from data. The ability to identify the problem to solve, the correct data to use, carry out the analysis and then implement the outcome requires all three areas to be brought together.

The new five-week course provides students with the essential knowledge and analytical skills needed for a Data Science role as well as providing a pathway to further learning within the industry.

The course is fully funded, which means students do not have to apply for funding, and it is open to candidates of all ages and capabilities.

The first Skills Boost for Data Science cohort will begin the course on Monday 28 June 2021, with applications for places open now. 

Upon completion of the five-week course, students will gain a National Progression Award in Data Science – a SCQF level 4 qualification.

Curriculum manager David Hiddleston said: “We’re thrilled to be launching this new Data Science course which will see students at beginner level learn and develop the basic skills they need to enter the world of Data Science.

“The course is open to applicants at any stage of their career journey – those leaving school, or completing an existing college course, and those simply thinking of learning something new, or considering a career change.

“The short programme has been designed to give students a taster of the skills and tasks involved when working with Data Science, and can act as a springboard to a new career or further study within the Data Science arena.”

Education agencies to be reformed

Key national agencies Education Scotland (ES) and the SQA will be reformed as part of ambitious plans for Scotland’s education recovery, Education Secretary Shirley-Anne Somerville has announced.

The Education Secretary said the role, remit and purpose of both organisations will be considered, as well as their functions and governance arrangements. 

Ms Somerville announced the reforms as she outlined wide-ranging plans for education recovery in the first 100 days of government and beyond.

These include:

  • investing over £1 billion to close the poverty related attainment gap
  • recruiting 3,500 additional teachers and classroom assistants
  • ensuring every schoolchild has access to the technology they need to support their education
  • making free school lunches available to all P4 children before extending to all primary school children, all year round
  • expanding free early learning and childcare and developing the provision of wraparound care and after-school clubs
  • increasing the school clothing grant and the Best Start Food grant
  • providing interim support – including a £100 payment near the start of the summer holidays – for eligible children before the formal expansion of the Scottish Child Payment next year
  • offering a £20 million Summer Programme to help restore the wellbeing of children and young people, particularly those worst hit by COVID-19
  • removing charges for core curriculum activities and music and arts education
  • working with colleges and universities to ensure they remain sustainable and at the forefront of global education and research.

Laying out the Scottish Government’s visions and ambitions for education, the Education Secretary said the priority was to continue to deliver excellence and equity, despite the pandemic, with the health and wellbeing of pupils at the forefront of the plans.

This next phase of recovery activity builds on almost £400 million of investment committed in this area to date.

Ms Somerville said: “I hope this programme outlines our determination to deliver improvements with pace and urgency. I am open to considering what further reform is necessary, with the clear purpose of doing all we can to improve outcomes for children.  This includes reducing variability in the outcomes children and young people achieve across the country.

“I want to look at options for reform which ensure that schools get the best possible support and challenge to enable them to improve further and to do the very best for the children in their care; to enable them to focus relentlessly on providing the highest quality of learning and teaching for our children, and to ensure that those working in education outwith schools are fully focused on doing everything they can to provide the highest quality of support.

“I want to signal my intention to start this process by considering how to reform the SQA and Education Scotland. This will be a key priority for me.”

Ms Somerville said the reform plans would be informed by the findings of the OECD review into Curriculum for Excellence, which is due to be published on 21 June.

The EIS has welcomed the review. EIS General Secretary Larry Flanagan said, “We have for some time been arguing for reform of the SQA and, in particular, the need for a stronger governance model which would see the qualifications authority more accountable to the Education system and the profession, rather than to the Scottish Government or an opaque, Government appointed, Board.

“Our members have often found the SQA to be too remote from classroom practice and a significant generator of additional workload for teachers. Reform of the qualifications body should be matched by changes to the senior phase, which focus on creating time for deeper learning, breadth of study and parity between ‘academic’ and vocational’ qualifications.”

Mr Flanagan added, “With regard to Education Scotland the key issue is to create more independence for this body and move it closer to its role of supporting schools and teachers rather than being under the direction of the Scottish Government.

“Education Scotland should be free to challenge Government rather than being an extension of the civil service. There also needs to be a significant review of the usefulness of the current inspection process in what is meant to be an empowered education system.”

Extended school days should focus on children’s play, socialisation and wellbeing, say educational psychologists

Educational psychologists are urging the government to re-think the way it approaches the so-called ‘catch up’ programme for children in schools, with a focus on play, socialisation and wellbeing as opposed to just adding more hours of lessons to the timetable.

With an extended school day being suggested as part of the Covid recovery plan, members of the British Psychological Society’s Division of Educational and Child Psychology are advocating for a holistic approach to learning within these hours, saying that this is an opportunity to re-set our priorities for our children and their education.

They are also highlighting the need for school to be the heart of the community, with the opportunity of longer school days providing safe spaces for children to play, socialise, and engage in activities such as music, crafts and sports.

Vivian Hill, vice-chair of the DECP said, “If the school day is to be extended, it’s important is that we don’t just fill those extra hours with more and more formal teaching sessions.

“It is about developing a balanced offer and recognising that learning is a dynamic process. We urge the government to use this as an opportunity to re-set the approach we take to education and our children within schools.

“Children don’t have to be sat at desks in a classroom to learn, giving them space to play sports, paint, try different crafts, and socialise will all lead to learning and the development of important life skills.

“We have an opportunity now to re-think what we view as ‘good outcomes’ for children. By having schools as the centre of the community they can be used to help tackle social inequalities and give all children access to the resources and support they need.

“For example, for children who have no safe spaces to play outside at home, having access to the school playground to play football with their friends would be invaluable. For children living in overcrowded accommodation it could give them space to read and do their homework, or find their passion such as music or other forms of art.

“If we create the right environment for our children to thrive, then good academic achievement will be a by-product of this. These plans must be psychologically informed, and children must also be consulted on what they want and what they need to thrive. It is important as well that these services are properly resourced, we cannot expect teachers to just do more and more after an incredibly difficult 15 months.”

Star of West Lothian nursery wins Bookbug Hero Award

Scottish Book Trust, the national charity changing lives through reading and writing, has announced that the recipient of the 2021 Bookbug Hero Award is Kylie Watt, Nursery Practitioner at Longridge Nursery, West Lothian.

Nominated by her colleagues, Kylie has been recognised for dedicating her working career of over 20 years to children and early years education.

The Bookbug Hero Award was announced during Bookbug Week, an annual celebration of Scotland’s national book-gifting programme and Song and Rhyme Sessions.

This year’s theme is Bookbug’s Big Splash, and events include: a brilliant story and craft and session from Bookbug Week illustrator Helen Kellock, and an online Splish Splash Bookbug Session (this will open in a new window)via Facebook. The full programme can be viewed here, and events will be available to watch on demand.

Bookbug has been central to the nursery’s inclusive and nurturing approach as they returned after a prolonged lockdown due to COVID-19.

Kylie’s work helped transition the children back into the nursery environment and also helped make parents feel involved and valued. She delivered reading sessions in small groups, using books to introduce and consolidate learning objectives such as exploring and recognising rhyme, counting syllables in words, letter recognition, story sequences and retelling the story.

The stories also linked in with health and wellbeing, supporting children in their return to nursery. Kylie’s sessions explored emotions and feelings to enable children to express their own during a difficult transitional period of settling into the new routine of COVID-19 nursery life.

Kylie has been praised for using Bookbug as a consistent point of involvement and contact for parents, to build a bridge between the home and nursery setting. She has equipped the parents with information on how to use Bookbug Bags well and spend quality reading and bonding time with their children. She also maintained online communication with parents during the pandemic.

The nursery also uses a self-developed book-borrowing scheme, which became more important than ever with the closure of libraries during the pandemic. Kylie has provided parents with resources so they are able to explore and address many issues with their children that they may have been anxious about or lacked the knowledge or skills to discuss at a stage appropriate level.

These resources supported the parent-child bond by dealing with events cooperatively and holistically in a method that a child can comprehend. Kylie also fostered a nursery bedtime read initiative as an addition to the Bookbug Explorer Bag gifting.

The Bookbug Hero Award is run in association with Walker Books and seeks to honour someone working with Bookbug who has used the programme to make a real difference to the lives of the young children, families and the communities they work with. As the winner of the Bookbug Hero Award, Kylie will receive a bundle of picture books worth £500 from Walker Books.

Capital’s employability commitment hits 10 year milestone

Edinburgh’s youth employability commitment, the Edinburgh Guarantee, marks a decade while expanding its support to help people of all ages and backgrounds:

Celebrating its 10th year, the Edinburgh Guarantee, originally the Capital’s youth employability commitment, is expanding to help people of all ages access fair work, training and employment opportunities with a new look website launched today by the City of Edinburgh Council.

Recognising the impact the pandemic has had on businesses and training providers, and the ripple effect this has on people’s prospects, there will also be a particular focus on those facing additional barriers to employment with the overall aim to give equal access to job and education opportunities.

The website will be a one stop shop to connect and sign up employers across the city, while offering people a quick and easy access point to job boards, information on training opportunities and additional support routes available.

Under the banner of the Edinburgh Guarantee there are many recognised and successful employability programmes and initiatives including JET AcademyEdinburgh Project SEARCH and at national level the Young Persons Guarantee. Jobseekers also have access to a number of projects that offer free advice and ongoing support including Next Step EdinburghAll in Edinburgh and Encompass.

Through the Edinburgh Guarantee team and network of employability partners, employers are incentivised to get involved by getting access to additional recruitment support, information on possible funding available and ongoing assistance for their business and new hires where required. All of this makes it easy and rewarding for employers to pledge their support.

“And it is exciting to see that network grow to welcome new and smaller organisations and businesses like Basketball Scotland, JAD Joinery and The Wee Book Company – a small business that recently added to its workforce with a new recruit, made possible through Edinburgh’s Employer Recruitment Incentive, which is a funding package for private SMEs and third sector organisations to help fill vacancies and create new and additional jobs.

Gavin Keddie, Publishing Assistant at The Wee Book Company was recruited thanks to the Edinburgh’s Employer Recruitment Incentive

The Wee Book Company, a new publishing business in the city, became aware of Edinburgh’s Employer Recruitment Incentives and as part of the Edinburgh Guarantee offer, employers who recruit someone with barriers to employment can secure up to £6,000 to help with the costs.

With the funding available to them they have been able to create a Publishing Assistant post for Gavin Keddie which he started in March 2021.

Andrew McAllister, Head of Sales at The Wee Book Company, said:As a small business, the Edinburgh Guarantee has literally made the difference in us being able to give Gavin an opportunity, who has been a revelation. In a matter of only a few weeks he has been really helpful to the development of our publishing business.

“Gavin has come in and we have been really impressed with his commitment, effort and excellent knowledge of modern technology. As a result of being made aware of Gavin’s Aspergers condition, we were able to recognise that he had great talent, but during the interview was a little shy and reserved and was definitely very modest about his previous achievements including the fact that he has been successfully published and written at least five books to date.”

Established in 2011 to address the needs of school leavers who were unable to move into a positive destination following the last economic downturn, the Edinburgh Guarantee has since worked with over 550 employers to get over 3,500 young people into apprenticeships or training opportunities. 

Many partners have come together to support this initiative’s continued success including colleges, voluntary sector organisations and national programmes, while also making it easy and rewarding for private sector businesses and organisations to play their part in helping people across the city.

Edinburgh College lecturers to strike this week

Edinburgh College lecturers are scheduled for further industrial action this week, Tuesday 20th and Wednesday 21st April in defence of the Further Education sector and the professional status of qualified lecturers. This follows previous strongly supported strike action taken prior to the Easter holidays.

Colleges Scotland’s refusal to ratify their own agreed definition of the lecturer’s role, a definition the union accepts, has so far prevented a settlement. Their refusal threatens to undermine the delivery of quality education to Edinburgh College students, many of whom have over the years seen unqualified staff on poorer pay, terms and conditions deliver qualifications up to HN level.

EIS FELA members will this week also be balloted on Action Short of Strike Action. This constitutes an escalation of the dispute incorporating a withdrawal of good will. 

Edinburgh College Branch Secretary Penny Gower described what is at stake: ‘Our members are losing money by striking, but this action is not for personal gain. It is to make sure our students get the quality of education they deserve.

“All we ask is that the employers ratify their own proposals which we have already accepted. If they care about students they should do that immediately.”

EIS General Secretary Larry Flanagan said, “Our members are continuing to stand firm against the practice of replacing lecturers with less qualified, lower paid staff. Colleges claim that there is no plan to do this, yet they continue to refuse to ratify an agreement that would halt this practice.

“If colleges are not seeking to replace lecturers with lower qualified staff, why are they so reluctant to ratify the agreement – incorporating their own proposals – that would stop it from happening?”

A spokesperson for the Colleges Scotland Employers’ Association, said: “Colleges will do everything they can to ensure that students are supported during this difficult time, and that any disruption is minimised.

“The EIS-FELA has refused repeated requests to suspend the strikes while meaningful discussions carry on – national industrial action is wholly unnecessary.” 

Project investigating the effects of COVID-19 on blood vessels and blood pressure receives Heart Research UK grant

A University of Glasgow project that is aiming to better understand the effects that COVID-19 infection has on blood vessels and blood pressure has received a grant of £250,000 from Heart Research UK.

Research has shown that people who are older, obese, male or those who have other medical problems including high blood pressure, heart disease, diabetes, cancer, or chronic lung conditions, have a higher risk of developing severe COVID-19. High blood pressure is a major risk factor for cardiovascular disease and is very common with more than one quarter of adults in the UK affected.

The virus causing COVID-19 enters the body’s cells through a receptor called ACE2 which is found in the lungs, heart, blood vessels, kidneys, liver, and bowel. ACE2 is very important for maintaining many of the body’s important processes including blood pressure, inflammation, and wound healing.

COVID-19 can also cause damage to the walls of the blood vessels which makes the risk of blood clots higher and this has been seen more often in people with high blood pressure. The reasons for this are not yet known which is why we need to understand more about the links between COVID-19 and high blood pressure.

This study, which will be led by Professor Sandosh Padmanabhan, Professor of Cardiovascular Genomics and Therapeutics, aims to answer whether:

  • High blood pressure makes COVID-19 infection worse and if so, why.
  • COVID-19 infection makes high blood pressure worse and if so, why.
  • Monitoring and management of high blood pressure needs to be a greater priority during the pandemic.

The study will look at routinely collected health records for people in the West of Scotland who attended hospital or had a positive test for COVID-19 between April 2020 and April 2021. This will be compared to the records of patients who attended hospital during 2019, for another reason. They will also look in detail at a group of people with high blood pressure.

Prof Padmanabhan’s team will also study a group of people that have recovered from COVID-19 infection. They will undergo blood pressure monitoring, and tests of heart and blood vessel health. These tests will be repeated after 12 and 18 months to see if there have been any changes. They will be compared to a group of people who have not had COVID-19.

Finally, the study will look at markers in the blood (biomarkers) with the aim of identifying any which are linked with high blood pressure, cardiovascular disease, or death in COVID-19.

This study will give us a better understanding of the links between COVID-19 infection and high blood pressure, and help to improve the long-term outcomes for survivors of COVID-19. Also, the findings may lead to recommendations on the monitoring and management of blood pressure during the pandemic.

Prof Padmanabhan said: “The current COVID-19 pandemic, caused by the SARS-CoV-2 virus, has exposed unexpected cardiovascular vulnerabilities at all stages of the disease.

“The mechanism by which the SARS-CoV-2 virus causes infection is believed to directly and indirectly affect the cardiovascular system potentially resulting in new-onset hypertension, heart failure and stroke and represents an insidious feature of long-COVID.

“The burden of hypertension as a consequence of the COVID-19 pandemic is unknown, but given the scale of the infection especially among the young this will be a major concern for the future. In this project, we plan to generate valuable evidence that will inform hypertension management strategies and reduce cardiovascular risk for survivors of COVID-19.”
