Surgeons launch campaign to tackle sexual misconduct in healthcare 

NHS Education for Scotland and NHS England Education & Training back awareness raising work 

The Royal College of Surgeons of Edinburgh (RCSEd) has launched a powerful UK-wide campaign to raise awareness and encourage zero tolerance of sexual misconduct in healthcare. 

The ‘Let’s Remove It’ (#LetsRemoveIt) campaign has been activated in response to the alarming findings uncovered by the Working Party on Sexual Misconduct in Surgery (WPSMS) and the Surviving in Scrubs group, which highlighted the harassment and sexual abuse faced by many in surgery. 

The campaign will be driven by a newly formed action committee within RCSEd, The Hunter Doig Group, named after two pioneering women in surgery and consisting of 30 female representatives dedicated to wiping out sexual misconduct and serving as mentors, advocates, and guardians of a new era of respect within the medical profession. 

It comes as a report by the WPSMS highlighted how a staggering 89% women and 81% men have witnessed sexual misconduct in the surgical profession in the last five years. 

The ‘Let’s Remove It’ campaign will include: 

·       An online hub of resources and signposting for support 

·       Hard-hitting posters and billboards around UK hospitals 

·       An updated Code of Conduct developed for members of RCSEd  

·       A series of webinars on dealing with sexual misconduct, women in surgery and related topics 

Clare McNaught, Vice President of RCSEd, who is leading the campaign, said: “This behaviour simply must not happen and the culture that has allowed it to happen must be wiped out. 

“Our campaign says ‘Let’s Remove It’ – we are all in this together and can unite to eliminate sexual misconduct in surgery.  

“Sexual misconduct in any form is an assault on dignity and encompasses a range of unwanted actions that create an intimidating, hostile or offensive environment for survivors.   

“This can include sexual comments or jokes, displaying sexualised pictures, inappropriate emails, texts or WhatsApp messages, unwelcome physical contact, enhanced career opportunities offered for sex, sexual assault, and rape. 

“It’s also important to understand that although sexual misconduct is predominately experienced by female staff, it can affect any healthcare worker.” 

RCSEd President, Professor Rowan Parks, said: “We’re acutely aware of our role as a College in supporting cultural change to ensure a safer, more inclusive workforce where respect is non-negotiable. 

“By launching our ‘Let’s Remove It’ campaign, we say ‘No more’. No more turning a blind eye. No more accepting the unacceptable. This must be a watershed moment for our profession.”  

NHS England Education and Training and NHS Education for Scotland (NES) are backing the campaign’s roll-out.  

Sheona MacLeod, Director of Education and Training in NHS England, said: “We are working hard to improve the learning and working environment in the NHS and are very supportive of this campaign that aims to remove sexual misconduct from surgical teams.

“The NHS needs to welcome surgeons from all backgrounds and genders and harmful cultures must change.”  

Professor Emma Watson, Executive Medical Director at NES, said: “We are very supportive of this important campaign that aims to remove sexual misconduct from surgery in Scotland.

“Education and training in our NHS are about more than technical skills – respectful, safe, inclusive conduct is just as crucial and a culture that does not support this must be wiped out.” 

The campaign focussing on sexual misconduct builds on RCSEd’s ongoing work to eradicate bullying and undermining in surgery and highlight the destructive impact such unacceptable behaviours have on clinicians and patient care.   

Diplomats condemn settler violence and school demolition in Palestine

Representatives from the United Kingdom, European Union, France, Germany, Italy, Spain, Finland, Belgium, Sweden, Canada and Norway visited the Palestinian community of Burqa and the site of the recently displaced community of Ras at-Tin amid accelerating rates of settler violence and following the demolition by Israeli authorities of donor-funded humanitarian structures, including a school in the nearby community of Ein Samiya. Ireland and Denmark also support this statement.

In Burqa, diplomats learned how the community have endured harassment and intimidation from settlers. They also observed the aftermath of Ras at-Tin’s displacement due to settler attacks and how these attacks intensified after the establishment of an illegal outpost near the community.

The delegation was extremely alarmed by the growth of settler violence, which alongside demolitions has displaced over 400 Palestinians this year and resulted in several casualties across the West Bank, most recently the death of 19 year-old Qusai Maatan, who was killed in Burqa earlier this month.

The diplomats strongly condemned settler violence. While they noted some steps taken by the Israeli authorities, including arrests, they urged Israel, as the occupying power, to do more to hold to account and prevent those who have made the lives of Palestinians – such as in the communities of Al Qaboun and Al Mughayyir – intolerable.

They underlined the prohibition of forcible transfers in International Humanitarian Law, in particular article 49 of Geneva Convention IV. They reaffirmed their opposition to settlements, which are illegal under international law, result in increased settler violence, and undermine the two-state solution and prospects for a lasting peace.

Additionally, diplomats strongly condemned the recent demolition of Ein Samiya school, which was funded by donors as humanitarian relief, emphasizing Israel’s breach of international humanitarian law.

They called on Israel, as the occupying power, to halt all confiscations and demolitions and to give unimpeded access to humanitarian organisations in the occupied West Bank. They reaffirmed their commitment to Palestinian rights and assisting vulnerable populations in Area C. Through official channels, the consortium of donors have called on Israel to return or compensate for all humanitarian items which they have funded.

The abovementioned representatives condemned the killing of Palestinians and Israelis alike, while stressing the record high number of individuals killed this year in the West Bank, including East Jerusalem.

Police Scotland’s Strategy to tackle violence against women and girls

Police Scotland’s strategy to tackle violence against women and girls was presented to the Scottish Police Authority Policing Performance Committee yesterday (Monday 17 April).

The strategy is subject to final discussion by the full SPA Board next week.

Based on wide-ranging and unprecedented engagement with the general public, women and girls, survivors of violence, key partners, academics and experts, the strategy builds on the Service’s commitment to improve and future-proof its response.

Proposals within the strategy include:

  • tackling and diverting incel culture through education
  • expanding the use of sexual offences liaison officer (SOLO) led visually recorded interviews (VRI)
  • delivery of trauma-informed training to all police officers and staff

Launching the strategy, Deputy Chief Constable Jane Connors, Police Scotland, said: “We are committed to creating a society where women and girls live free from violence, abuse, exploitation and harassment.

“Women, girls, and men, have shared their experiences, their thoughts and their views on how we can tackle violence, create a service that is responsive to victims and how we prevent violence against women and girls.

“We have listened and their voices and experiences thread through our strategy.

“They have informed and influenced our approach, our commitment to act and to improve how we tackle the sexual violence and domestic abuse that disproportionately affects women and girls.

“We will work with our partners across criminal justice, and support services, to improve the opportunities and support for women to report.

“It is up to us to improve how we respond at that first point of contact. To be compassionate, to listen, to signpost to help, and to ensure women are kept informed from the moment they report.

“We are committed to continually improving the service we provide, to build confidence in reporting and in policing more widely. Our service must be trauma-informed, we will prioritise the needs of victims and survivors.

“As an organisation we are not immune from the sexism and misogyny that is at the root of this violence. Our strategy recognises the work that needs to be done internally.

“Our role is crucial, but policing alone cannot stop violence against women and girls. Our strategy outlines the actions we will take as a service, together with our partners.

“We will continue to engage, to work with our partners, to improve our response and to drive the change needed to end violence against women and girls.”
