Tackling Frozen and Burst Pipes

The winter months often pose significant threat to heating and water systems, as extreme cold can lead to plumbing disasters.

As temperatures across the UK plummet, it’s important to know: When do pipes freeze, how can you keep it from happening, and who do you call when you have a burst pipe?

Here, Kevin Wellman, CEO at the Chartered Institute of Plumbing and Heating Engineering, answers some of the most commonly asked questions about frozen and burst pipes:

Why do pipes freeze?

Your pipes are likely to have some water in them, even if your taps aren’t turned on. When temperatures drop, the water within exposed or uninsulated pipework is susceptible to freezing. This could leave you without running water.

Why is it bad for pipes to freeze?

If pipes freeze, water supplies to taps, showers and toilet cisterns, or your boiler could be limited. Frozen water in the pipes may also lead to boiler damage, cracked or burst pipes, and substantial leaks. Damage caused by these can be incredible costly to put right. In fact, the average cost of remedying the impact of burst pipes in domestic properties was £9,300, according to 2021 statistics from the Association of British Insurers.

When should I be worried about pipes freezing?

Pipes are at risk of freezing when temperatures drop below 0°C.

How do you know if pipes are frozen?

Here are some of the warning signs that your pipework is frozen or burst:

  • Lack of water coming out of your taps
  • Central heating making a gurgling sound or in lockout
  • Your boiler won’t switch on
  • The toilet will not flush

Can pipes freeze in one night?

Yes, pipes can freeze in as little as six hours.

How do you keep your pipes from freezing?

To help avoid problems with freezing pipes, you should identify where your internal stopcock/stop-valve is and ensure it’s in working order – try to check it still functions every six months. Also, be sure to have regular boiler services. If you’ve not done so already, it’s a good idea to insulate all pipes in locations vulnerable to the cold, too.

If you have plans to leave your home unoccupied for a prolonged period, you may wish to turn off the water supply via your stop-valve as this will significantly reduce the risk of any pipes freezing. Open the taps and run off any remaining water. If you are able, try draining the pipes out to make sure they are completely empty. It is also recommended that repairs on dripping taps are prioritised because doing so will prevent ice forming.

Advice for those with a smart thermostat in their home is to use the anti-frost setting to prevent pipes from freezing. While we appreciate rising energy bills may deter you from putting your heating on, the cost of frozen pipes is significantly higher. Therefore, heating your home is a recommended investment for reducing the disruption, distress and expense that could be caused by freezing pipework this winter.

In addition, if your radiator valve has a snowflake symbol, this allows you to control the water temperature and flow. To prevent freezing, set it to a minimal flow between pipes and radiators.

How do I know if my boiler condensate pipe is frozen?

If you hear gurgling noises coming from your heating system and the boiler shuts down during freezing temperatures, it is possible that your condensate pipe has frozen. This is part of a failsafe mechanism to protect the boiler from water going back up the pipe and inside the boiler, causing damage to the electrics etc.

Look for a plastic pipe connected to your boiler that runs outside. If safe to do so, pour warm (not boiling) water along the pipe to gently thaw it. Reset your boiler and, if the pipe has been successfully defrosted, the boiler should start normally again. If you are unable to do any of this yourself, call a professional for adviceand assistance.

What should I do if my pipes freeze?

In the first instance, turn off your water mains using your stop-valve. The stop-valve regulates and controls the flow of mains water, allowing you to shut off the water for repairs or to avoid disasters. 

Then, locate the frozen pipe and thaw out pipes slowly. Only ever attempt to thaw pipes that are easily accessible and/or at ground level, and always start thawing at the end nearest the tap. Recommended methods include hot water bottles or towels soaked in hot water. 

You could also try wrapping heated cloths around the pipework. Be careful because even if water is flowing from taps, other parts of the system may still be frozen.

Avoid using boiling water for thawing as this can be problematic if there are splits in the pipe that you haven’t spotted – since they’re not always noticeable. 

Avoid using a naked flame as this could damage your pipes or start a fire from flammable material.

What should I do if my pipes burst? / What to do if you have a burst pipe?

In the instance of a burst pipe, once you have turned off the water supply, you should seek the assistance of a plumbing professional. 

Do not touch electrics if these have been affected by water and turn them off via the fuse box /consumer unit box.

There is also a higher risk of boiler damage if the boiler (or other heat source) is kept alight, so make sure to switch off electric immersion heaters etc.

What can cause a burst pipe?

When water freezes it expands and puts pressure on whatever is containing it. In this case, frozen water may cause the pipes to split or crack.

Can pipes freeze and not burst?

They can. Frozen pipes do not always burst, particularly if the expanding ice can push water out through an open tap. However, pipes freeze rapidly so the time between freezing and bursting can be very short.

What happens when a pipe bursts?

A burst pipe means the structural integrity of the pipe is lacking. Therefore, when the ice in the pipes thaws it is likely to leak through the cracks or splits.

What are the signs of a burst pipe?

The main sign of a burst pipes are puddles or damp patches. Small puddles could simply be a leak, whereas large pools of water in multiple areas usually indicates a burst pipe and possibly noisy from the pressure loss.

How serious is a burst pipe?

Leaks, puddles or flooding caused by burst pipes could lead to serious structural or electrical damage in your home. Unless they are remedied, leaks can also create breeding grounds for mould and mildew which can be a health risk.

Should I call a plumber if my pipes are frozen or burst?

Yes. In most cases you should consult with a professional plumber to tackle known burst or frozen pipes. Similarly, if you don’t know where the frozen pipes are or you can’t access the area but suspect that you may have frozen or burst pipes, it is best to call a plumber for assistance.

Health and social care crisis: Sturgeon and Sunak host emergency meetings

Clinical leaders, health experts and ministers will convene in Downing Street for an NHS Recovery Forum today. Scotland’s First Minister hosted a meeting of the Scottish Government’s Resilience Committee yesterday to discuss ongoing pressures on Scotand’s struggling health service.

In addition to his regular meetings on the health service, the Prime Minister will host the Forum to bring together experts from across the health and care sector to identify opportunities to go further and faster on improving performance and outcomes.

The Forum will major on four crucial issues: social care and delayed discharge; urgent and emergency care; elective care; and primary care.

Some of the best health and care minds in the country will use the session to share best practice and to understand whether any innovations developed at a local level could be applied to other regional areas or on a national basis.

As the Prime Minister set out in his speech earlier this week, innovation is at the heart of the UK government’s approach and will be a vital aspect of the solution, and so Forum attendees will include representatives from both the public and independent sector to ensure we’re harnessing a wide spread of expertise and talent.

The Forum is the next step in the significant action that the government has taken to improve outcomes and relieve the immediate pressures on the NHS and in social care caused by the pandemic, with further pressures due to the recent rise in covid and flu cases.

On improving capacity in the NHS, the government has provided an extra £500 million to speed up hospital discharge this winter and we’re also increasing bed capacity by the equivalent of 7,000 more beds.

The NHS is rolling out virtual wards across England, with an ambition to establish 40-50 virtual ward beds per 100k population, by December 2023. Virtual wards are where people, for example, who have acute respiratory infections can actually be treated at home with telemedicine or pulse oximeters and there is also a new fall service which can save about 55,000 ambulance call outs a year by treating people with falls at home.

In total, the government will invest up to £14.1 billion additional funding over the next two years to improve urgent and emergency care and tackle the backlog – the highest spend on health and care in any government’s history. £7.5 billion of this support is for adult social care and discharge over the next two years, which will also help deal with immediate pressures. 

91 Community Diagnostic Centres have been opened so far and they have delivered over 2.7 million tests, checks and scans to help diagnose patients earlier.

The government is also continuing to grow the NHS workforce, with around 42,000 more staff than a year ago, including over 10,500 more nurses and almost 4,700 more doctors.

The government is investing at least £1.5 billion to create an extra 50 million general practice appointments by 2024, while the NHS is accelerating the rollout of new state-of-the-art telephone systems to make it easier for patients get through to their GP surgeries.

Earlier this week, the Prime Minister set out one of his key promises that NHS waiting lists will fall and people will get the care they need more quickly. He also pledged to make sure the NHS is built around patients.

The Forum will run for the majority of Saturday and attendees will include chief executives and clinical leaders from NHS organisations, local areas and councils from across the country, clinical experts from Royal Colleges and independent sector organisations working with health and social care services to deliver services for patients. 

The Health and Social Care Secretary, the Chief Secretary to the Treasury, the Chancellor of the Duchy of Lancaster and Chief Executive Officer (CEO) of NHS England will attend the Forum.

A Downing Street Spokesperson said: “As the Prime Minister made clear this week, easing the immediate pressures whilst also focussing on the long-term improvement of the NHS is one of his key promises.

“That’s why we’re bringing together the best minds from the health and care sectors to help share knowledge and practical solutions so that we can tackle the most crucial challenges such as delayed discharge and emergency care.

“We want to correct the unwarranted variation in NHS performance between local areas, because no matter where you live you should be able to access quality healthcare.”

First Minister Nicola Sturgeon has chaired a meeting of the Scottish Government resilience committee (SGoRR) to discuss the response to ongoing winter pressures on the health and social care system.

In addition to the FM, yesterday’s meeting was attended by Deputy First Minister John Swinney, Health Secretary Humza Yousaf, other Cabinet ministers, and key partners from across the system including senior representatives from NHS Boards, COSLA, Integration Joint Boards and the Scottish Ambulance Service.

The latest situation with flu and COVID-19 infections was covered, along with the increased demands on acute sites and social care which have been experienced over the Christmas and New Year period.

A number of measures are being taken to alleviate pressures on the system, improve patient flow and ensure people receive the right care in the right setting. These include the use of Flow Navigation Centres as part of the redesign of urgent care, Hospital at Home and ambulance service staff providing treatment, where appropriate, to help avoid hospital admission.

The Health Secretary will update parliament at the earliest opportunity on ongoing work to support the system, and further resilience meetings will be held to monitor the situation in the coming days and weeks as required.

The First Minister said: “It is clear that health and social care is currently experiencing a period of intense and indeed unprecedented pressure. Staff are working exceptionally hard and have been doing so throughout the Christmas and New Year period.

“This comes after nearly three years of pandemic-related demands on the system, and we are all incredibly grateful to them for their efforts.

“I am clear that the Scottish Government must and will do everything it can to support our health and care service throughout the next few weeks. We remain in daily contact with Health Boards and there is already a huge amount of work being done, but we will leave no stone unturned to explore and implement any additional measures that could be taken to help alleviate pressures.

“With that in mind we will continue to work with all partners to implement actions that can help ensure the workforce is supported to deliver the high standards of care that we want everyone to receive.

“This will include actions to reduce unnecessary attendances at A&E – ensuring people get care in more appropriate settings, and those who need hospital care get it quickly, and also on effective discharge arrangements to reduce pressure on hospital occupancy. My thanks go to all those working incredibly hard across the whole health and care system during this period of exceptional pressure.”

Sarah Boyack calls on UK Government to deliver cost of living support

Scottish Labour MSP, Sarah Boyack, has called on the Tory UK Government to get on with delivering their cost of living support package as who do not have a domestic electricity contract are still waiting for details of the support they will receive, despite payments already being made to residents with a domestic energy contract.

In a policy paper, the UK Government confirmed that the support will be provided to those who do not have a direct relationship with an electricity supplier – however, there is still no clarity about the process.

Sarah Boyack, Scottish Labour MSP for Lothian, said: “While there is revolving door for Prime Ministers and Ministers, the Tories are failing to deliver for local residents here in Edinburgh.

“Local residents who do not have a direct relationship with their energy supplier are still waiting for the clarification on how and when they will receive the £400 Energy Bill Support, as the winter weather starts to come in. 

“The cost of living emergency is already starting to bite as more and more families are having to make the choice between heating and eating.

“I have written to the Secretary of State for Business, Energy and Industrial Strategy to announce details as soon as possible which will provide certainty to families.”

Welcome Centre reopens its doors for people facing homelessness this winter

The city council and national homelessness charity Bethany Christian Trust announced the re-opening of the Welcome Centre earlier this week.

The Welcome Centre, which provides accommodation of last resort, tailored support and positive move on options for people who would otherwise be sleeping on the streets, opened on 4 October. It will operate until 2 May 2022 in the Haymarket Hub Hotel in Edinburgh’s West End.

Founded by Bethany Christian Trust in partnership with the Council, and supported by the Scottish Government, the Welcome Centre was pioneered last year in an emergency response to the outbreak of Covid-19, providing en-suite rooms as a deliberate move away from congregate shelter provision, and has since helped to establish a new model of tailored support for people rough sleeping.

Ahead of World Homeless Day (10 October), the Council’s Convener and Vice Convener for Housing, Homelessness and Fair Work, Councillor Kate Campbell and Councillor Mandy Watt, together with Bethany’s Chief Executive, Alasdair Bennett visited the Welcome Centre to meet some of the front-line staff from both the Council and Bethany Christian Trust that manage, work and volunteer at the facility and offer vital support for its service users.

The Welcome Centre takes an innovative and person centred approach, providing 24 hour tailored support for individuals all in one place. Guests receive their own en-suite room and 3 meals a day, including a hot evening meal prepared by volunteers.

Crucially, they are also able to work with dedicated staff and visiting professional services with support to access longer term accommodation as well as on site assistance with mental health, addiction, wellbeing, health needs and accessing benefits.

Councillor Kate Campbell, the Council’s Convener of Housing, Homelessness and Fair Work, said: “It’s been inspiring to meet staff at the Welcome Centre. Everyone is united in a strong desire to end rough sleeping and the Welcome Centre plays a crucial role. It’s somewhere that anyone who is at risk of rough sleeping can go and have a place to stay that night.

“But it can’t stop there. Which is why it’s been so good to see so many partners working together, from the third sector, health and social care and the council, to make sure that anyone who stays at the centre has support wrapped around them. From advice to health care and support to register as homeless.

“Bethany’s Welcome Centre has to be a first step on resolving people’s homelessness long term. And the warm welcome and support they are given here is vital to building trust and relationships that enable that journey to begin.”

Councillor Mandy Watt, the Council’s Vice Convener of Housing, Homelessness and Fair Work, said: “It’s been fantastic meeting everyone here at the Welcome Centre and seeing the vital work that they do. But on World Homelessness Day it’s important to say that our long term goal is to prevent homelessness in the first place.

“Which is why our Rapid Rehousing Transition Plan is not just focussed on how we resolve rough sleeping, or improving temporary accommodation, but on long term actions we can take.

“It’s crucial that we prevent homelessness by supporting people early on when they’re at risk of losing their home.

“Ultimately I think we all want to get to a place where there isn’t a need for the Welcome Centre, because we’re able to intervene to make sure that in the future no one faces being without a home or having to sleep on the streets.

Cameron Black, Director of Crisis Intervention, Bethany Christian Trust said: “People need genuine support when they are having the worst day of their lives and that is what they find at the Welcome Centre.

“The staff are there for people 24 hours a day to offer professional and real care. We are so grateful to the Edinburgh Collection Hotel’s accommodation and our partner agencies who go the extra mile to bring their expertise to where people are.

“All of the support from volunteers from the local churches and all who help fund this innovative project saves lives. We just couldn’t do it without you!”

Relying on the financial support of the general public, local churches, trusts, businesses, the City of Edinburgh Council and the Scottish Government, the Welcome Centre shows what can be possible when the people of Edinburgh come together to create change.

With a large professional staff team, over 1,000 Bethany volunteers and more than 20 visiting partner services, the Welcome Centre saw remarkable success in 2020 – 2021 in helping people recover from the crisis of homelessness and move on to a more stable situation.

The service accommodated and supported over 860 individuals who had fallen into homelessness because of a wide range of circumstances as well as those rough sleeping, with 97% of known outcomes positive.

“The World is on Fire”

Climate action central to Greens and SNP cooperation deal, says Green’s Lorna Slater

Action on tackling the climate emergency is central to the draft cooperation deal agreed between the Scottish Greens and Scottish Government, according to Lorna Slater the co-leader of the Scottish Greens and an MSP for Lothian.

The draft policy programme, published last week, would see two Scottish Green MSPs taking ministerial posts, marking the first time Green politicians have taken a role in government anywhere in any of the UK nations.

They would work to deliver a shared broad policy agenda that will tackle the climate crisis, create thousands of quality jobs, including many in Lothian, and make Scotland fairer.

If the deal is ratified by party members, Greens in government would decarbonise the transport network and the way buildings are heated, as well as creating thousands of jobs expanding Scotland’s renewable energy capacity.

Under the proposals, the parties would work together on legislation to grow onshore wind, invest in active travel, public transport and a green industrial fund, and bring in new protections for nature, including the establishment of at least one new national park. There would be a decisive shift away from spending on major road projects.

Scottish Greens would also lead on a new deal for tenants, including a national rent control system and better rights for tenants in the private rented sector. This would be particularly welcome in Lothian.

The parties would collaborate to bring forward overdue equalities and land reform legislation, as well as a joint bill on a new referendum on independence for Scotland. The Scottish Greens will also work in cooperation to deliver a National Care Service and on Education reforms.

Lorna Slater, the Scottish Greens MSP for Lothian said: “The world is on fire, and we have to act now. This deal would put Greens at the heart of decision-making at a crucial time for Scotland, particularly in areas like transport and heating where emissions are high. Scotland can step up efforts to decarbonise homes and transport and accelerate investment in renewable energy.

“This is a cooperation agreement, rather than a coalition. The Greens and SNP are very different parties, and we would maintain those different policy agendas, but, if approved by our members, this deal would see Green MSPs taking the lead on a broad legislative programme for Scotland.

“With Greens in government we would be able to deliver the kind of investment and legislation that people in Lothian want to see. This will allow us to tackle Scotland’s emissions, protect nature, advance tenant’s rights, bring forward overdue equalities legislation and deliver a referendum on independence.”

The deal would see two Scottish Green MSPs appointed as Ministers, with further details on portfolios and individuals due to be published later this week.

The leaders and MSPs are engaging with members on the deal before the Scottish Green Party holds an EGM on Saturday (28 August) to decide whether to proceed.

Government agrees measures with energy industry to support vulnerable people

The UK Government has agreed new emergency measures with the energy industry to protect the domestic energy supply of those most in need during the disruption caused by COVID-19.

From today, customers with pre-payment meters who may not be able to add credit can speak to their supplier about options to keep them supplied. This will benefit over 4 million customers.

This could include nominating a third party for credit top ups, having a discretionary fund added to their credit, or being sent a pre-loaded top up card so that their supply is not interrupted.

More broadly, any energy customer in financial distress will also be supported by their supplier, which could include debt repayments and bill payments being reassessed, reduced or paused where necessary, while disconnection of credit meters will be completely suspended.

Secretary of State for Business and Energy, Alok Sharma, said: “While friends and family will play a role in helping people impacted by the Coronavirus, we recognise there will be many customers who will need additional support and reassurance, particularly those who are financially impacted or in vulnerable circumstances.

“The government has committed to do whatever it takes to get our nation through the impacts of this coronavirus pandemic. Today those most in need can rest assured that a secure supply of energy will continue to flow into their homes during this difficult time.”

The government and energy industry have agreed to prioritise those existing customers most in need, while identifying customers whose circumstances may have changed as a direct or indirect result of COVID-19.

Chief Executive of Citizens Advice, Dame Gillian Guy, said: “This is an uncertain time for many people. Energy suppliers need to play their part by communicating clearly and supporting their customers as much as possible.

“Keeping people on supply, making sure they have warm homes and don’t face additional financial or other stresses about their energy supply will be essential.

“Suppliers will need to put in place support measures for people on prepayment meters, people and families who need to self-isolate or take steps to reduce social contact, and people who may otherwise be in vulnerable situations.”

The measures set out and agreed will be implemented immediately by energy suppliers to alleviate pressure on energy customers.

Chief executive of Energy UK, Audrey Gallacher, said: “As providers of essential services and critical infrastructure, the energy industry has well-practised contingency plans in order to ensure the delivery of services and is working closely with the Government on a daily basis to ensure there is no disruption to the generation and supply of energy to customers during these extraordinary circumstances.

“The sector is very conscious of the potential consequences for customers confined to their homes for prolonged periods and in particular those customers in vulnerable circumstances or on prepayment meters who may need additional help. Suppliers will be doing all they can to identify such customers and provide additional support wherever possible.”

Ofgem will continue to ensure suppliers meet their regulatory obligations. However the government also recognises this will be a challenging time for many supply businesses.

The Chancellor has this week set out a package of targeted measures to support businesses through this period of disruption caused by COVID-19. This includes £330 billion for companies to access loans, a business rates holiday, and help for small firms without insurance. In addition, a new temporary Coronavirus Business Interruption Loan Scheme is to be launched in days to support businesses access £1 billion of additional bank lending.

Chief Executive of Energy Networks Association, David Smith, said: “These are unprecedented times but the energy industry is working hard to keep gas and electricity flowing, look after our vulnerable customers and keep customers and staff safe.

“The UK’s electricity and gas network is one of the most reliable in the world and over 36,000 employees are working flat out to continue to provide a safe and reliable supply of energy during this time.”

Customers that are unable to top up their pre-payment meter are advised to contact their supplier immediately to discuss how they can be kept on supply.

Ofgem recommends consumers leave the meter box unlocked if they need someone else to top up the meter. Smart meter customers should be able to top-up remotely, such as by phone, mobile application or online.

Natalie Hitchins, Head of Homes Products and Services, Which?, said: “Hardup energy customers will breathe a sigh of relief that these new emergency measures will protect them from steep bills and losing their energy supply during these uncertain times.

“If you are worried about your ability to pay your energy bill because of the impact of coronavirus on your circumstances, it’s important to talk to your supplier as soon as possible to discuss your situation and find out what kind of support they can offer you.”

The UK government is working in lock step with the Devolved Administrations, World Health Organization, and international partners to keep the whole of the UK safe. Its approach is clinically led, based on the expert advice of the UK’s Chief Medical Officer for England, the NHS and Public Health England.

Woman rescued from icy water off Gypsy Brae following boys’ prompt action

Officers in Edinburgh have commended the actions of five 11 and 12 year-old boys after they saved a woman’s life.

Last Sunday, at around 4.30pm,  a woman entered the very cold waters at Gypsy Brae and started to swim out towards Fife, despite advice from Wacka Ceesay (11), Andrew Bell (11), Tyler Jay Anderson (12), Aleks Czernecki (12) and Kian McGee (11) not to do so.

When the boys were unable to persuade the woman against swimming, one of the lads raised the alarm with an adult and asked for the Coastguard be called.

Police and Coastguard arrived and the boys were able to identify the area where the woman was and provided footage of the woman entering the water to assist the emergency team.

The woman was rescued from the water and taken for treatment and is now recovering from her ordeal.

The boys were very helpful to police and they were taken for a tour of Drylaw Police Station as a reward – officers then took them home and praised them in front of their parents.

The boys told police that they knew what to do due to what they learned at The Risk Factory, a Police Scotland-sponsored interactive safety centre. The Edinburgh-based initiative is sponsored by local authorities and emergency services in the Lothians area, and is available to all local children in Primary 7.

Police Sergeant John Brock said: “This incident could have quite easily had a tragic ending.
