Helping young people into work being placed at the forefront of Council’s economic recovery drive

The City of Edinburgh Council is channelling crucial Young Person’s Guarantee funding into 14 employability programmes to help as many young people as possible get into work.

As Scotland’s Capital looks to build a stronger, fairer and more sustainable economy, councillors at the Council’s Housing, Homelessness and Fair Work committee this week were given an update on the diverse range of projects and programmes, both new and existing across the city, that will receive grant money.

These programmes will further help young people, aged between 16-24 years old, to prepare or give them the tools to find work.  

They are open to all young people, regardless of background or experience, but will also specifically help and support young people who have additional barriers to securing a job.  The help that young people can expect to receive will include mental health support, early skills training, practical skills training, as well as in-work support and mentoring as they progress into employment. 

The funding supports projects and activities running between October 2021 and March 2022.

The successful providers and their programmes that young people can access are as follows (in no particular order):

The funding is being delivered through the city’s own Edinburgh Guarantee, which earlier this year expanded to help people of all ages access fair work, training and employment, and has been provided by the Scottish Government, through its Young Persons Guarantee ambition.

Councillor Kate Campbell, Housing, Homelessness and Fair Work Convener, said:We’re really pleased that there were so many good ideas and new, innovative programmes put forward by organisations across the city. The pandemic, and then Brexit, have caused so much disruption to people’s working lives and livelihoods, but we’re particularly mindful of the impact on young people and people facing additional barriers.

“We want to make sure that everyone, but especially those at the early stages of their working life or people who already face disadvantage, get fair access to education, training, skills development and good quality jobs.

“The Young Person’s Guarantee grant programme will help to increase those opportunities and will complement the already extensive support provided across the city.

“As a council we spend almost £5million a year supporting people who need a bit of extra help to find work and build skills and confidence. It’s never been more needed.

“Alongside, we’re making Edinburgh a Living Wage City, so that we’re not just helping people to access jobs, but good quality jobs. As we move through to economic recovery it’s vital that everyone can share in Edinburgh’s success, so making sure that work is fair, and people can earn a living wage, is a top priority.”

Councillor Mandy Watt, Housing, Homelessness and Fair Work Vice Convener, said:Our Edinburgh Guarantee promises that no one will be left behind. Through this small grant programme we hope to make sure those who need our help will be given the opportunity to access the support they need so they are ready for whatever training or career aspirations they have their sights on.

“We also want to make sure that this is spread out across the city and that those experiencing the greatest barriers get the most help from these grant programmes.

It is hoped that YPG funding from the Scottish Government will be available in 2022/23 so work with providers to continue projects where the uptake and impact on young person accessing those programmes has been positive.

Edinburgh Guarantee will help business back on its feet

The pandemic has impacted us all in so many ways. As the vaccination programme rolls out, we can start to see a return to a more ‘normal’ way of life. But we can’t just build back to where we were (writes Cllr. KATE CAMPBELL).

This crisis has brought into sharp focus the structural inequalities that are woven through our society. We need to build an economy that offers more stability and, crucially, more equality for everyone.

Sadly, many firms are saying they’ll have no option but to make redundancies once furlough ends. The full impact on employment is still to be fully realised. This is alongside the economic uncertainty caused by Brexit, still largely masked by the pandemic.

So there is much to do.

Supporting business and retaining jobs must be the priority, alongside building an economy with fair work, sustainability and wellbeing at its heart. As your council we feel that we’ve an important role to play.

Together, with partners, we’re working hard to support businesses to get back up and running. So far, we’ve administered over £181.4m in grants to more than 19,000 businesses.

And we’ve been working on plans to bring back the Edinburgh Guarantee – first launched after the last recession, offering training or employment to all young people.

We’ll be relaunching as the Edinburgh Guarantee for All, expanded to support residents of all ages.

We know that people who already faced disadvantage have been more likely to be adversely affected – people on low incomes, in insecure work, women, disabled people, and people from a BAME background. So support will be focussed on those who need it the most.

We’ve been speaking to businesses, colleges, universities, voluntary sector and national organisations. We’ve met with employers from all sectors, gaining valuable insights into how the pandemic has affected different industries.

We’ve been struck by how much our business community wants to work together to rebuild our economy, creating good quality jobs and opportunities for fair work. And we’re looking for more employers to join us.

There are many benefits to being part of the Edinburgh Guarantee. We’ll help employers connect with a diverse and talented pool of potential employees.

With a track record of delivering employment support we can help businesses who want to promote inclusion and diversity in their workforce, with all the benefits this brings.

The Edinburgh Guarantee team will be on hand to help with recruitment processes. And we’ve been pulling together key resources, for example, access to funding to support recruitment. Getting involved will help employers to raise the profile of their business and connect with other organisations across their sector.

Edinburgh Guarantee spells success for school leavers

More school leavers than ever in Edinburgh are moving into work, education, or training, thanks to the strong partnership that has developed between the public and private sectors through the Edinburgh Guarantee.

Figures published by the Scottish Government today show that the success rate of school leavers in Edinburgh achieving and sustaining a positive destination are at the highest rate ever. The figure is up 10 per cent since the Edinburgh Guarantee began four years ago and is now at 93.1 per cent. The Capital is now the best performing city in Scotland and is 12th out of all local authority areas, which puts us well above the national average.

The statistics show that more school leavers in Edinburgh are getting into jobs compared to September 2013 with over one in four of school leavers in employment at the snapshot taken in March. Just over 40% are getting into and sustaining places in Higher Education while over a quarter of school leavers opt for Further Education.

The majority of schools improved their performance since September 2013.

The largest increase was at Craigroyston Community High school up 13.1 per cent (see separate article), Currie performed extremely well with their figure now sitting at 97.9 per cent, and Firrhill and Gracemount were up by 6.8 per cent.

This success has been underpinned by the active support of the city’s employers in recruiting young people into their businesses, with 350 opportunities offered since April 2015.

Sue Bruce, Chief Executive, the City of Edinburgh Council, said: “Today’s figures will be welcomed across the city by young people, employers in the private, voluntary and public sectors and those working in education. Giving young people the best start they can have in life is a key priority and I am delighted that the Edinburgh Guarantee is playing such an important role in securing the future success of our young people in the city.”

Cllr Paul Godzik, Convener of the Education, Children and Families Committee, said: “Whether it’s employment, apprenticeships or training, young people need to move out of school and into a positive destination quickly. It is really encouraging that there has been such an improvement in the figures this year as moving on to make a new start in life is the boost young people really need to raise their self esteem at this critical point in their lives.”

Cllr Frank Ross, Convener of the Economy Committee, said: “Ensuring that Edinburgh’s young people have opportunities is vital for the economic success of our city. These year’s figures demonstrate that initiatives such as the Edinburgh Guarantee are making a real difference to many young lives. I am confident that with sustained investment we’ll continue to drive up this figure and see many more young people taking a positive next step in their lives.”

Stephen Ramsay (pictured top) , panel beater modern apprentice at DSL Motors, said: “When I was at Craigroyston High School I was invovled in a Formula 1 project and I really enjoyed it. My career advisor helped me with an interview for Edinburgh College and I am now a modern apprentice doing a four year course in Automotive Paint Refinishing. As soon as I left school I wanted to get involved in this trade and I want to work in this field until I retire.”

A positive destination is defined as a place in Higher Education, Further Education, a job, paid apprenticeship, or work-focused training.

Additional funding to help develop a world class vocational education system that supports joint working between employers, schools, and colleges is to be made available, the Scottish Government has announced. Local authorities will receive £6.5 million to help ensure young people are ready for work.

The announcement was made by Cabinet Secretary for Fair Work, Skills and Training Roseanna Cunningham ahead of the publication of the Scottish Government’s new youth employment strategy, which will set out plans for implementing the recommendations of the report by the Commission for Developing Scotland’s Young Workforce.

Local authorities will share £6.5 million in 2014/15 to develop vocational and employment pathways open to all young people, strengthen links between schools and employers, and help vulnerable groups towards the labour market.

Ms Cunningham said: “Since the publication of the Commission’s report earlier this year, working closely with our partners, we have made significant progress in planning for a system of vocational education that is better equipped to help more young women and men into work.

“From a total £12 million made available this year, we have already invested £5.5 million in taking forward elements of the report. Pilots for foundation and advanced apprenticeships are already underway, and interest among employers in the new Investors in Young People accolade is steadily building. I will shortly outline in full how the Scottish Government will work with its partners to implement the report’s recommendations.

“Scotland’s local authorities are a central part of this process and I am delighted to be able to provide £6.5 million to maintain momentum at a local level, enabling schools to work more closely with colleges and employers. This approach will build on Curriculum for Excellence, benefiting children from early years onwards, developing their understanding of and skills for work and opening up high quality vocational pathways in their senior phase. That way, they will be better prepared to progress into sustained high quality employment.

“With this investment, pupils, parents and teachers will be supported to better understand the careers and routes open to young people and see opportunities in areas like science and engineering enhanced. Local authorities will also have a responsibility to ensure different routes are open to everyone, including those from vulnerable groups.

“We will not settle for a return to pre-recession levels of joblessness in young people, and the full extent of our ambition will become clear in the coming days with the publication of our new youth employment strategy.”

logo_-_footerEdinburgh has already enjoyed some success in getting our young people into training or employment. At a ‘Celebrating Success’ reception held at the Scottish Parliament last week it was announced that 1252 young people have successfully progressed their careers though the Edinburgh Guarantee, a partnership between the city council, local employers and the voluntary sector. 

Launched three years ago, The Edinburgh Guarantee is a vision that all sectors in the city will work together to ensure that every young person in Edinburgh will leave school with the choice of a job, training or further education opportunity available to them.

It seeks to increase the number of jobs, education, and training opportunities being made available to young people. Over 300 organisations have offered support so far, over 1600 opportunities have been identified including jobs, apprenticeships and placements and over 1,252 of those opportunities have been matched to young people.

The Edinburgh Guarantee has contributed £29m to Scotland’s economy since it ‘s launch, according to a report published by the city council last week. More than £17m of this has added value to Edinburgh’s economy.

This has been achieved by supporting businesses to match 1,252 young people into jobs, apprenticeships, internships or training. A further saving of £3.9m to the Department of Work and Pensions has been made from not having to pay Job Seekers allowance to 18-20 year olds.

A total of 757 jobs have been directly created for young people and as a knock on effect of this a further 575 other jobs have been created.

The findings were announced at a ‘Celebrating Success’ event, held at the Scottish Parliament, which brought together employers, potential employers and young people to celebrate and hear the news.

In addition to this, since 2009/10 the percentage of school leavers going into positive destinations has increased from 82.5 per cent to 91per cent in 2012/13. The most recent figures are due to be published at the end of this month.

Councillor Frank Ross, Convener of the Economy Committee, said: “This is a fantastic achievement and the figures announced today surpass all of our expectations. We must keep up this excellent work, however, as ensuring that Edinburgh’s young people have opportunities is vital for the economic success of our city.

“The year on year improvements that have been achieved since the inception of the Edinburgh Guarantee show that focused collaboration can make a real difference to many young lives. I am confident that with sustained investment and the support of our public, private and third sector partners these improvements will continue in future.”

Sandy Begbie, Chief Operations Officer, Standard Life: “We passionately believe in giving young people a chance to demonstrate their capabilities and helping them to achieve their potential. Since we agreed to take part in the Edinburgh Guarantee initiative we have welcomed over 90 interns into our business, all of whom have performed valuable roles within the organisation, while receiving The Living Wage.

Over two-thirds have been successful in securing full-time employment with us, while the other third have moved on to further education or roles with other employers.

“The young people bring so much enthusiasm, energy and a refreshing new perspective to our business. We are delighted with the outcome, so much so we are now starting to roll out similar programmes to some of our other offices in the UK.”

One success story is seventeen year old Emily Lynch from South Queensferry, who completed a Modern Apprenticeship in Business Administration two weeks ago.

She wasn’t keen to stay on at school but wanted to continue in some form of training, so after hearing about Modern Apprenticeships Emily looked up MyJobScotland on the advice of her parents.

Emily said: “When I went on to the site, there were Modern Apprenticeships on offer for Business Administration in the City of Edinburgh Council.

“I looked up MyJobScotland because my mum knew about it and I remembered my guidance teacher talking about it when we had covered introduction to the workplace in school.

“Although I had been for interviews for Saturday jobs in the past, this was my first experience of a proper formal interview but we had done mock interviews in school so I tried to remember everything we had gone through then.

“Bits of the interview were good, I talked about myself, my interests, my hobbies, what I could bring to this job, so that was all fine. But to be quite honest, some of the questions they asked me about the department went right over my head!

“Let’s just say the phone call I made to my mum right after the interview finished wasn’t an optimistic one!

“The last week before the end of summer term, I get a phone call on the Tuesday offering me the Modern Apprentice Post! Suddenly everything changed, I wasn’t going to be at school anymore!

“The school were absolutely over the moon for me, and my guidance teacher sorted everything out and submitted my leavers form for me right away, so on Friday 28 June, I walked out of the school building, ready to start my professional career.

“Contracts had to be negotiated with the City of Edinburgh Council along with all the usual background checks and I started the post on 5 August last year as a Business Administration Modern Apprentice.

“Over the course of the year, I have learned and developed, been challenged, been frightened and been supported.

“Modern Apprenticeships are not just about the learning and curriculum, they are about every aspect of workplace skills. I had come from a school environment completely surrounded by people my own age, and suddenly, here I am in a team adapting to people of all different ages!

“Over the last year I have had fantastic opportunities to work in different areas of the Council.

“ I have been part of a number of different finance teams and gained a real insight into important functions including working with housing teams, putting through the charges for the repairs and maintenance bills on Council Houses, Assisting the Housing Finance Manager with work on the city wide 21st Century Homes project, which itself supports a number of Modern Apprentices. I have also worked on the Finance Administration of the City Car Club learned about the grant support of charitable organisations.

“I have also been asked on a number of project working groups, bringing a pair of fresh eyes to the table, someone who is fairly new to the Council and has a different outlook on things.

“One working group was BOLD, which is a team looking at creative ways to manage the Council budget. Another, looking at bringing more Modern Apprentices into the workplace.

“I can still hear my mum’s voice now saying “as long as there’s learning, as long as there’s training”. The saying ‘earn as you learn’ also comes to mind when I think about my experiences from the past year.

“I hope I will have the opportunity to apply for a permanent post within the City of Edinburgh Council. It is the organisation that gave me my opportunity, trained and supported me and somewhere I would like to stay. No one knows what the future holds; if that doesn’t happen, I am ready for the workplace. “

The Edinburgh Guarantee

A joint initiative to improve employment opportunities and break the cycle of youth unemployment 

At almost double the adult level, youth unemployment is a growing problem in Edinburgh. Addressing this problem is one of the highest priorities for Edinburgh and the city is meeting the challenge head on with a new political coalition that is working in partnership with business.

The challenge of finding employment is significant enough for those with degrees and good exam results but for anyone without those qualifications that challenge can appear insurmountable.

The numbers tell a bleak story:

  • In the year ending September 2011, 6,000 residents of Edinburgh aged 16 to 24 were unemployed – 36% of the total number of people unemployed in the city
  • In May 2012, there were 2,845 Jobseekers Allowance claimants aged under 24 in Edinburgh – 24% of all claimants
  • Of the 3,423 pupils, who left publicly- funded schools in 2011, 423 – almost 12% – were unemployed nine months later.

So what is the City of Edinburgh Council doing to address this problem and secure a future for our young people?

When Chief Executive Sue Bruce (above) took over as Chief Executive in 2011, one statistic struck her more than any other. She said: “Of the thirty two local authorities in Scotland, Edinburgh was sitting at 32nd for providing positive destinations for its school leavers from publicly funded schools.”

“Scotland’s Capital city was at the bottom of the list when it came to getting its young people into a job, a training course or higher education. That trend had to be tackled, it had to be arrested and reversed.

“It was clear that the problem would not be solved either quickly or by the council working alone. To create an environment where school leavers would have opportunity to realise and fulfil their potential, every sector of the city would need to come together with one purpose, to galvanise business and change the landscape for the better forever.”

The result was the Edinburgh Guarantee, created to drive a cultural change that recognizes the creativity and energy that young people can bring to business, dispel the negative perceptions and unite the public, private and third sectors to achieve a common goal – A positive destination for every school leaver.

On 8 December last year a call went out to city businesses and organisations across all sectors to provide jobs, paid work experience, training or continued education for every school leaver in Edinburgh.

The call was made at a breakfast debate which brought together 120 individuals from Edinburgh businesses and organisations to discuss the ongoing issue of youth unemployment in Edinburgh and to encourage participation in the development and delivery of the Edinburgh Guarantee.

Under the Guarantee, Edinburgh City Council has committed to ensuring that “…all teenagers will have the chance to leave school with a job, work placement or apprenticeship secured in order to drive down youth unemployment to zero”.

What is the Council doing?

As a lead partner in the Edinburgh Guarantee, and as the city’s largest single employer, the Council has fully committed to taking positive action to increase the number of opportunities that it offers to young people and to provide additional targeted support to maximise their take up.

In 2011/12 it created:

  • 50 new apprenticeships in the Council using existing Modern Apprentice Framework
  • 80 new training places in the Council offering support and work experience for young people assessed as not job ready
  • 50 opportunities with Council contractors through the use of community benefit clauses

How are businesses encouraged to participate?

The Council will provide support to other employers who join the Edinburgh Guarantee through the services of a dedicated Economic Development Business Liaison Officer. (pam.peters@edinburgh.gov.uk)

The types of support available include:

  • Marketing of opportunities
  • Briefing of young people’s support agencies
  • Pre-screening of applicants
  • Practical support for young person’s transition into work eg bus passes, food vouchers etc
  • In work support for vulnerable young people
  • Training for staff to be coaches/mentors for young people
  • Sign posting to potential funding sources
  • Sharing success and best practice

  • more than 100 businesses and organisations have joined the Edinburgh Guarantee
  • over 400 additional opportunities have been generated
  • 50 new apprentice posts have been created within City of Edinburgh Council

What does that mean for young people in North Edinburgh? Will this initiative benefit them or pass them by?

From the progress being made it certainly looks like North Edinburgh is benefitting greatly from the initiative and employers are delighted at the choice of talent in the area.

The success of local initiatives has been noticed further afield – so much so that earlier this year Craigroyston Community High School had a very high profile visitor when HRH Prince Charles, Duke of Rothesay joined a number of business leaders on a ‘Seeing is believing’ visit.

As part of the visit, two local business leaders talked about their experiences of taking part in a paired reading programme every Thursday to support the school’s literacy programme.

The Duke heard all about the Employability Course – a course that offers pupils in S4 the chance to develop their skills, make the most of work experience opportunities and business mentoring.

Muirhouse Youth Development Group demonstrated how, having become a Social Enterprise, they ran a Bike Project in the school.

Scottish Champions of the ‘Formula 1 in Schools’ programme demonstrated their winning car and explained how business support had been crucial to their success.

Prince Charles visited each of these projects, and commended the links that the school and business leaders had established. He encouraged business leaders to increase their engagement with schools, and encouraged everyone to continue working towards positive destinations for all leavers.

Edinburgh’s Telford College – Junior College

“There are a huge number of young people who could excel in certain areas of employment if they were made aware of them and given access and opportunity to pursue them.“ says Principle Miles Dibsdall OBE (pictured above). Here at our Junior College students are presented with a range of courses to help them chose a route to further education or employment. The College works together with Children and Families and Economic Development teams at the Council to ensure that course planning is linked to both senior phased in secondary school and employment opportunities being created in the city.

“By understanding the areas of work in need of employees and reflecting this need in the qualifications we provide we have a good chance of making this (the Guarantee) a reality.” added Miles.

Other contributing local initiatives include Barnardo’s Works Edinburgh based close to Granton Square. The established team is about to embark on a fourth successive year delivering employment programmes across the city.

Participants of the programme go through a tailored induction to develop their employability skills before moving on to a placement with an employer whilst still able to claim benefits. Placements give the young people opportunity to demonstrate what they can bring to a business while the employer benefits from dedicated support throughout the placement period.
