Building up talent: GRAHAM welcomes graduate apprentices

GRAHAM has welcomed the “next generation of talent” from its Graduate Apprenticeship Programme, which gives company employees the opportunity to gain higher education via the workplace.

Under the programme, delivered as part of the GRAHAM Academy Scotland, four employees have completed their studies at Heriot Watt University – the top university in Scotland for construction and civil engineering*.

The graduates are Thomas McGoran from Cardonald, Karen Jeffrey from Bishopbriggs, Jos Mackie from Lenzie and Shams Rahimi from Maryhill – all have completed degrees in Construction Built Environment and Civil Engineering.

Hosted and funded by Skills Development Scotland, the programme provides a new route into degree level education for those currently employed, or those who want to go straight into the workplace.

The courses have been designed around the needs of the construction industry to ensure employees are learning skills that contribute to business needs.

The new graduates will have the opportunity to apply the knowledge gained from their degree courses on some of GRAHAM’s most high-profile projects, such as Central Quay and Buchanan Wharf, Glasgow.

Karen Jeffrey (25), who has been working on site at Buchanan Wharf, said: “I’ve always had an interest in construction, particularly buildings and how they are constructed and maintained. When I left school, I originally pursued a degree in building surveying, but I desperately wanted to develop my practical experience.

“I applied for an apprenticeship with GRAHAM and started their programme to gain a technical apprenticeship at HNC level. From there, GRAHAM has been fantastic at continuing to develop my skillset and further my potential by putting me forward for the Graduate Apprenticeship.

“When the pandemic struck, our mentors at Heriot Watt University and the team at GRAHAM were supportive throughout and ensured we all stayed on track, achieved our outcomes and produced the appropriate evidence.

“The course has provided me with a great blend of theory andon-the-job experience on the Buchanan Wharf projects – expertise which I’m excited to take forward into the next chapter of my career.”

The Graduate Programme is part of the GRAHAM Academy, which is an in-house training and development initiative which offers a range of graduate programmes, industrial and undergraduate placements, part-time university study, apprenticeships, work experience, and trainee opportunities.

Since 2015, the GRAHAM Academy has seen more than 215 graduates successfully through its programme, with 11 new technical apprentices joining GRAHAM in the last year.

A member of the “5% Club”, a group of companies committed to ensuring 5% of their workforce over the next five years is comprised of young people on structured learning schemes, GRAHAM is already ahead of the curve, with 13% of its workforce fitting the criteria.

GRAHAM is also a member of the Fairness, Inclusion and Respect (FIR) Programme, an industry-wide initiative that aims to make workplaces better for everyone.

Search is on for Bookbug Hero

Scottish Book Trust, the national charity changing lives through reading and writing, has announced that nominations for the Bookbug Hero Award 2022 are now open.

Run in association with Walker Books, the award aims to honour someone working with Bookbug who has used the programme to make a real difference to the lives of the young children, families and communities they work with.

Scottish Book Trust is asking people across the country to nominate a librarian, early years worker, volunteer, health visitor, or anyone who uses Bookbug in their work. The winner will receive a special trophy and a bundle of picture books worth £500 from Walker Books.

Marc Lambert, CEO of Scottish Book Trust, said: “Scottish Book Trust is pleased to welcome nominations for the Bookbug Hero Award: a prize that celebrates the fantastic work of our Bookbug practitioners across Scotland.

Herbert Protocol goes nationwide

Police Scotland is encouraging the friends and family of people living with dementia to sign up to the Herbert Protocol.

On Tuesday – International Alzheimer’s Day – Police Scotland adopted a single national process to help officers quickly obtain information about a vulnerable missing person who has dementia, saving vital time in the early stages of an investigation.

The national implementation of the Herbert Protocol has been developed in partnership with Police Scotland, Health and Social Care Scotland, Alzheimer Scotland and the Scottish Government.

Carers or family members can download the Herbert Protocol form from the Police Scotland website, or request a copy from local Health & Social Care Partnership staff, or other agencies, including Alzheimer Scotland.

The form is completed in advance and generally kept in the person’s home or with relatives. It holds personal details, a description, a recent photograph, languages spoken, as well as previous addresses, places of employment and other significant locations in someone’s life. This can include their old school, a church, or a favourite walking route, plus their medical history and information about past incidents of going missing.

While the Herbert Protocol is in use in a number of Scottish policing divisions, a single form is now available nationwide to optimise the police response to locate the person and return them home, safe and well, as quickly as possible.

The Herbert Protocol form can be used together with Alzheimer Scotland Purple Alert, a free app designed to help finding missing people with dementia. If someone is missing, users will get notified via the app and can help with local searches. 

Assistant Chief Constable Gary Ritchie (Partnerships, Prevention and Community Wellbeing) said: “When a person goes missing, the first hour is vitally important. Previously, we would have spent a significant amount of time gathering information from family, friends or carers, but being able to give officers a completed Herbert Protocol form saves valuable minutes and hours.

“We hope that families who choose to complete a form will never have to use them. But if they do, having that completed form to hand gives relatives or carers peace of mind that they’re providing the police with detailed, relevant information to enable us to send officers to places where your loved one may be.

“We are completely committed to protecting vulnerable people from harm and having the Herbert Protocol in place Scotland-wide is a significant step towards keeping people safe.

Morag Francis is a carer for her mum, who has a dementia diagnosis. Her family has already completed a Herbert Protocol form.

Morag explained: “We did it as a little project with Mum, because it was about her life, so it turned into a bit of a reminiscence session, so we could pinpoint areas that were still important to her.

“We could guess most of them because she did talk a lot about the past, but we wanted to make sure we’d thought of all the areas she might turn up at because that’s where she remembered.

“To me it’s my insurance document, because I appreciate if we couldn’t find her the levels of stress would be incredible and we wouldn’t really be able to think straight.

“Everyone in the family who’s on the form as a contact has the Herbert Protocol saved in their emails, so if something did happen we would have very quick and easy access to it on our phones and we could email it to whoever needed it.

“Having that ready to go is very reassuring to me as her daughter. It’s really important to have it there, just in case.”

Alzheimer Scotland Deputy Director Joyce Gray said: “Alzheimer Scotland is fully committed to our partnership with Police Scotland, and delighted to endorse any opportunities to support families to use the Herbert Protocol. 

“The Herbert Protocol and Purple Alert will help us to make people living with dementia safer in Scotland.  We are proud of the partnership and in these world leading initiatives which help support our communities.”

“The Herbert Protocol is a straight-forward way for families and carers to provide all the necessary information easily and efficiently in one form which will save vital time in missing person enquiries.

“I welcome the national roll-out of this partnership which is being taken forward by Police Scotland, Health and Social Care Scotland, Alzheimer Scotland, Scottish Care and the Scottish Government.”

Scottish researchers investigate new treatment for diabetes to combat sight loss

Researchers in Scotland are investigating a new treatment for diabetes which they hope could reduce one of the most common complications of the condition – sight loss.

The team of scientists, funded by the British Heart Foundation (BHF), are aiming to find new ways of preventing diabetic retinopathy (DR) and have been given a grant of £286,000 for the study, which is being led by Professor Mirela Delibegovic in collaboration with clinical colleagues Professor John Forrester and Dr Lucia Kuffova at the University of Aberdeen.

People living with cardiovascular disease and high blood pressure can develop a condition called retinal microvascular disease and this is increased in the presence of diabetes.

Diabetic retinopathy is one of the most common complications of diabetes. Those with DR develop damage, often permanent, to the retina – the light-sensing layer inside the eyeball – and as a result, are at risk of losing their sight.

People in the UK known to have diabetes are offered retinal screening once a year to detect signs of changes in the retina caused by DR. This new project aims to identify physical signs of DR when they occur, but before they lead to loss of vision, and to help find treatments to prevent it from developing.

Professor Delibegovic (above), who is the Director of the Aberdeen Cardiovascular Disease Centre at the University of Aberdeen, explains: “Given its nature, DR is a significant and worrying complication of diabetes and so it is important that we understand more about it and find ways to reduce and prevent it.

“In addition, as Type 2 diabetes – the most common type of diabetes – can often go undetected and undiagnosed for many years, up to 40% of people with Type 2 diabetes already have signs of DR when they are first diagnosed with the condition. Being able to intervene sooner could make a real difference for people living with diabetes.”

Over the next 3 years, the team will investigate if inhibition of an enzyme, called PTP1B, will lead to protection against retinal microvascular disease and diabetic retinopathy.

The BHF is the largest independent funder of research into heart and circulatory diseases in Scotland and this project is one of more than 100 research projects currently underway in ten universities across Scotland.

James Jopling, Head of BHF Scotland, said: “This is an important project which could benefit patients living with heart and circulatory disease and diabetes. As such, it is vital we understand more about diabetic retinopathy.

“Research projects like this one in Aberdeen help inform how we treat patients, identify those at particular risk and ultimately find new ways to save and improve lives.”

UK Government’s desperate appeal to HGV drivers

  • Up to 4,000 people will be trained as new HGV drivers to help tackle skills shortages and support more people to launch careers within the logistics sector.
  • Package of measures includes using MOD examiners to help increase immediate HGV testing capacity by thousands over the next 12 weeks.
  • Nearly 1 million letters to be sent to all drivers who currently hold an HGV driving licence, encouraging them back into the industry.
  • 5,000 HGV drivers and 5,500 poultry workers added to existing visa scheme until Christmas 2021 to ease supply chain pressures in food and haulage industries during exceptional circumstances this year.

The UK Government is taking belated action to tackle the shortage of HGV drivers. Industry leaders have warned the government of an impending crisis since before Brexit.

Up to 4,000 people will soon be able to take advantage of training courses to become HGV drivers, as part of a package of measures announced yesterday by the government to ease temporary supply chain pressures in food haulage industries, brought on by the pandemic and the global economy rebounding around the world.

The Department for Education is investing up to £10 million to create new skills bootcamps to train up to 3,000 more people to become HGV drivers. The free, short, intensive courses will train drivers to be road ready and gain a category C or category C&E licence, helping to tackle the current HGV driver shortage.

An additional 1,000 people are expected to be trained through courses accessed locally and funded by the government’s adult education budget.

Fuel tanker drivers need additional safety qualifications, which the government will work with industry to ensure drivers can access as quickly as possible.

To help make sure new drivers can be road ready as quickly as possible, the Department for Transport (DfT) have also agreed to work with Driver and Vehicles Standards Agency (DVSA) to ensure that tests will be available for participants who have completed training courses as soon as possible.

The Ministry of Defence (MOD) has also announced the immediate deployment of their Defence Driving Examiners (DDEs) to increase the country’s testing capacity. MOD examiners will work alongside DVSA examiners, providing thousands of extra tests over the next 12 weeks.

The package comes as the DfT, along with leading logistics organisations have worked with the DVLA to send nearly 1 million letters to thank HGV drivers for their vital role supporting our economy, and to encourage those who have left the industry to return.

The letter, which will arrive on doormats over the coming days, sets out that the steps the road haulage sector is taking to improve the industry, including increased wages, flexible working and fixed hours.

Alongside this, 5,000 HGV drivers will be able to come to the UK for 3 months in the run-up to Christmas, providing short-term relief for the haulage industry. A further 5,500 visas for poultry workers will also be made available for the same short period, to avoid any potential further pressures on the food industry during this exceptional period.

Recruitment for additional short-term HGV drivers and poultry workers will begin in October and these visas will be valid until 24 December 2021. UK Visas and Immigration (UKVI) are preparing to process the required visa applications, once made, in a timely manner.

However, we want to see employers make long term investments in the UK domestic workforce instead of relying on labour to build a high-wage, high-skill economy.

Visas will not be the long term solution, and reform within the industry is vital. That’s why the government continues to support the industry in solving this issue in the long term through improved testing and hiring, with better pay, working conditions and diversity.

Transport Secretary Grant Shapps said: This package of measures builds on the important work we have already done to ease this global crisis in the UK, and this government continues to do everything we can to help the haulage and food industries contend with the HGV driver shortage.

“We are acting now but the industries must also play their part with working conditions continuing to improve and the deserved salary increases continuing to be maintained in order for companies to retain new drivers.

“After a very difficult 18 months, I know how important this Christmas is for all of us and that’s why we’re taking these steps at the earliest opportunity to ensure preparations remain on track.”

Separately, the government is also bringing in legislation to allow delegated driving examiners at the three emergency services and the MOD to be able to conduct driving tests for one another. This will give the emergency services greater flexibility and help increase the number of tests DVSA examiners can provide HGV examiners.

The government will also provide funding for both medical and HGV licences for any adult who completes an HGV driving qualification accessed through the Adult Education Budget in academic year 2021/22.

Previously, adults who took these qualifications had to pay for their own licences. This change will be backdated and applied to anyone who started one of these qualifications on or after August 1st 2021.

Education Secretary Nadhim Zahawi said: “HGV drivers keep this country running. We are taking action to tackle the shortage of drivers by removing barriers to help more people to launch new well-paid careers in the industry, supporting thousands to get the training they need to be road ready.

“As we build back from the pandemic we’re committed to supporting people, no matter their background, to get the skills and training they need to get good jobs at any stage of their lives, while creating the talent pipeline businesses need for the future.”

Environment Secretary George Eustice said: “It is a top priority to ensure that there are enough workers across the country’s supply chains to make sure they remain strong and resilient.

“We have listened to concerns from the sector and we are acting to alleviate what is a very tight labour market.”

The government has been able to bring forward these solutions in response to a global issue made worse by coronavirus thanks to our existing work in this area. We have already taken a range of steps to support the industry, including streamlining the process for new HGV drivers and increasing the number of driving tests. Our measures provided a rapid increase in capacity and allow for an extra 50,000 tests to take place per year.

Progress has already been made in testing and hiring, with improving pay, working conditions and diversity. We continue to closely monitor labour supply and work with sector leaders to understand how we can best ease particular pinch points. Through our Plan for Jobs we’re helping people across the UK retrain, build new skills and get back into work.

The Food and Drink Federation’s Chief Executive, Ian Wright CBE, said: “We welcome the government’s pragmatic decision to temporarily add HGV drivers and poultry workers to the existing visa scheme.

“This is something UK food and drink manufacturers have asked for over the last few months – including in industry’s Grant Thornton report – to alleviate some of the pressure labour shortages have placed on the food supply chain.

“This is a start but we need the government to continue to collaborate with industry and seek additional long term solutions.”

Elizabeth de Jong, Logistics UK’s Director of Policy, said: “Logistics UK welcomes the government package of measures aimed at improving the ongoing driver crisis. The government’s decision to grant 5,000 temporary visas for HGV drivers to help in the short term is a huge step forward; we are so pleased the government has listened to our calls and has made this bold decision to support the UK economy.

“We are also delighted that DfT have agreed to jointly send nearly 1 million letters to all drivers who currently hold an HGV driving licence. With fantastic HGV driving opportunities available in the logistics industry, now is the perfect time to consider returning to the occupation.”

The Road Haulage Association says there is a shortage of around 100,000 drivers across the UK, with this particularly impacting the food and drink supply chain.

The Road Haulage Association’s Rod McKenzie said: “This is a major win for ⁦@RHANews⁩ in our long campaign on #lorrydriver shortage – but temp visas won’t solve it. Much more needs to be done on training, apprenticeships, testing and welfare facilities for truckers.”

British Chamber of Commerce President, Baroness Ruby McGregor-Smith CBE said: “Government has made clear its priority is to transition from a reliance on EU workers to a focus on the domestic workforce, and businesses have been ready to participate in this, but it is a long-term project.

“A managed transition, with a plan agreed between government and business, should have been in place from the outset. Instead, the supply of EU labour was turned off with no clear roadmap as to how this transition would be managed without disruption to services and supply chains.

“Now some action has been taken, but additional testing will take time and the low number of visas offered is insufficient. Even if these short-term opportunities attract the maximum amount of people allowed under the scheme, it will not be enough to address the scale of the problem that has now developed in our supply chains.

This announcement is the equivalent of throwing a thimble of water on a bonfire.

“Government should be prepared to significantly expand the number of visas issued within this scheme and convene a summit that brings business and government together to find both immediate and longer-term solutions to the many challenges facing firms throughout the UK.

“Without further action, we now face the very real prospect of serious damage to our economic recovery, stifled growth as well as another less than happy Christmas for many businesses and their customers across the country.”

Hannah Essex, Co-Executive Director of the British Chambers of Commerce, said: “Chambers of Commerce have been warning Government about critical labour shortages for months now – not just in the food and haulage industries but in hospitality, construction, the care sector and elsewhere in the economy. Whilst businesses will welcome that government is finally taking action, this scheme does not go far enough.

“BCC data has shown that 76% of hospitality businesses, and 82% of construction firms have faced recruitment difficulties in recent months. At the same time, we found 3 out of 4 exporters reporting no growth in sales in Q2.

“Businesses are facing the most difficult environment for a generation. On top of labour shortages – border delays, increased debt and the rising cost of materials, shipping and energy are all putting huge pressure on firms struggling to recover from the pandemic. All of these issues are hitting smaller firms the hardest.

“Attempts to address the deficit of HGV drivers and poultry workers is a step forward, but these industries are only the tip of the iceberg when it comes to the huge impact of the current labour shortages. Without a comprehensive plan to tackle this issue across the board we are facing a winter of lost opportunities for our businesses, hampering the UK’s economic recovery.”

Further fire incidents in North Edinburgh

Second weekend of arson attacks in local area

Police are appealing for information following a number of fires in West Pilton in the early hours of Saturday morning.

At around 1.40am on Saturday, 25 September, officers received reports of bins on fire on Jansch Place, Inchcolm Court and West Pilton Grove.

The fires are being treated as suspicious and no-one was injured.

Detective Sergeant Alan Sharp, of Costorphine CID, said: “Thankfully no-one was injured as a result of these fires.

“Enquiries into each of these incidents are ongoing and we are appealing for anyone with information, or who may have seen any suspicious activity on these streets, to please come forward.

“Anyone with information is asked to contact police on 101, quoting incident 0436 of 25 September. Alternatively, you can call Crimestoppers on 0800 555 111, if you wish to remain anonymous.”

The latest fires follows similar incidents last weekend in Drylaw and Pilton on 18 September – these also took place in the early hours of the morning.

Scottish print industry apprentices honoured at Apprentice of the Year Awards

Print Scotland, the trade association and voice of Scotland’s graphic communication industry, has honoured four outstanding young apprentices in its sixth annual Scottish Print Apprentice of the Year awards.  

The occasion is part of its mission to represent the Scottish print community and to highlight the profile of future leaders of the industry. 

Garry Richmond, Director of Print Scotland, said: “Fighting and overcoming the impact of the COVID-19 pandemic has been at the heart of Scotland’s print businesses over the last 18 months. As essential workers, they have performed superbly. 

“We continue to believe that the industry needs to employ more apprentices to sustain Scotland’s print sector by encouraging more apprentices from an increasingly diverse range of backgrounds.  

“These awards recognise outstanding achievement amongst the young people who represent the next generation of our leaders of Scotland’s print sector. While we have been unable, again, to hold our usual annual Apprentice Awards as an occasion, the certificates were mailed and presented to the winners by their respective managers and mentors.

“Our members have demonstrated throughout the COVID-19 lockdown that print is an essential element in a civilised society. The print industry in Scotland has a real future across a range of skillsets and needs a constant flow of high-quality and motivated apprentices in even greater numbers, and from an increasingly diverse range of backgrounds, to fulfil its potential.” 

Print Scotland provides training for Modern Apprentices through the Scottish Training Scheme, which provides a grant from the Scottish Government to cover the cost of the training. It also provides a range of Scottish Vocational Qualifications (SVQs) as well as Modern Apprenticeship (MA) certification.  

Dentist say seize the moment, as CMOs back water fluoridation

The British Dental Association has welcomed the new joint statement from all four UK Chief Medical Officers highlighting the benefits of water fluoridation in reducing tooth decay.

The BDA fully supports community water fluoridation as a safe and effective public health intervention, as part of a package of measures to improve dental health, where technically feasible and appropriate for local needs. The Health and Care Bill, currently before Parliament, is set to simplify the rollout of the policy in England. Dentist leaders are now urging all 4 UK administrations to restate their positions on water fluoridation in light of the statement.   

Public Health England modelling shows water fluoridation more than pays for itself in medium term, owing to reduction in treatment need. £1 spent equates to £12.71 savings in five years, rising to £21.98 in ten. The BDA has stressed that upfront investment by Government is vital to unlock these benefits. 

In their statement, the four UK CMOs recognise water fluoridation should be seen as a complementary strategy, and not a substitute for regular dental check-ups and other effective methods of increasing fluoride use. 

The BDA backs a joined-up approach in which tried and tested policies like water fluoridation and supervised tooth brushing in early years settings are expanded, with parallel effort applied to rebuilding high street dental services.

Oral health inequality is anticipated to widen, given combination of unprecedented access problems, the suspension and ongoing disruption to public health programmes and changes to dietary habits since the start of the pandemic. Over 30 million appointments have been lost in NHS dentistry since lockdown, in England alone.  

Around 5.8 million people in England receive fluoridated water, the lion’s share artificially added, but in some locations the appropriate level exists naturally within local water supplies.

British Dental Association Chair Eddie Crouch said: “Every dentist will thank the CMOs for recognising the lasting benefits water fluoridation could bring to the nation’s oral health.

“However, these gains are purely theoretical without upfront investment. Spending here will pay for itself, and Ministers need to show they are willing to seize the moment.

“We need a joined-up approach. COVID has left millions unable to access care, and deep inequalities are now set to widen. The four Governments must double down on tried and tested policies while rebuilding the services millions depend on.” 

Team GB medalist joins capital Cancer Charity at the starting line on World Cancer Research Day

Team GB 1500m runner Josh Kerr has joined Worldwide Cancer Research at the ‘starting line’ to help highlight how discovery research can lead to life-saving advances. 

Josh, who returned from the United States to his hometown of Edinburgh this week, took time out of his schedule yesterday to back the charity’s World Cancer Research Day drive, sharing his hope that continued investment in science will help those affected by cancer.   

Edinburgh-based charity Worldwide Cancer Research aims to end cancer by starting new cures across the world – and has funded over £200m of pioneering discovery research in over 30 countries to help with the prevention, diagnosis and treatment of cancer.

The charity is currently funding 70 active research projects – charting numerous breakthroughs, including research which resulted in a clinical trial that will aim to repurpose a psychiatric drug available on the NHS as a preventative treatment for bowel cancer.

Josh said: “With the average cancer research project taking around 20 years, it’s definitely a marathon not a sprint. But without that important first step in the research process, there can be no end to cancer. 

“That’s why I’m joining Worldwide Cancer Research at the starting line today and would encourage others to get involved too.”

Josh clocked a spectacular new Scottish Record for the 1500m at 3:29.05 when in Tokyo this summer. Next, he wants to make his Commonwealth Games debut for Team Scotland at Birmingham 2022.”

Josh continued: “The start is such an important part of running; from mindset, the stance, and timing. The same goes to cancer research.

“Without charities like Worldwide Cancer Research believing in scientists all over the world and backing their bold new ideas, we wouldn’t be where we are today. Survival rates have doubled, but still 1 in 2 of us will get cancer. We can do better.”

Dr Helen Rippon, Chief Executive, Worldwide Cancer Research said: “World Cancer Research Day is a chance for us to shine a light on the incredible global effort to drive forward advancements that will change, and ultimately, save lives.”

Since it was established in 1979, the Edinburgh-based charity has funded over £200million of research in over 30 countries to start new cancer cures.

Proposed City Plan 2030 sets out sustainable future direction of development in Edinburgh

The proposed City Plan 2030 will address

– Climate change
– Affordability
– Providing more homes
– Providing more jobs
– How people move aroundge

The proposal is a ‘comprehensive and bold plan’ to make sure future development in Edinburgh is sustainable, meets the needs of Edinburgh’s growing population and communities and helps the city achieve its Net Zero 2030 ambition.

The report on the proposed City Plan 2030 will be considered by the City of Edinburgh Council’s Planning Committee next Wednesday (29 September).

This proposed plan for the next ten years sets out how areas of the city will be linked together building on existing transport networks as well as making full use of education and healthcare facilities already embedded in communities across the Capital. Resetting the direction of development to bring about a joined-up city rather than spreading outwards also provides a positive and sustainable step for future decades to come.

Edinburgh’s population is rising, and people are making huge changes in the way they live their lives due to the global climate emergency and the current health pandemic.

This is how the plan proposes to address these challenges:

  • Future development would be managed through the preferred approach set out in the ‘Choices for City Plan 2030’ document, which went through a major consultation exercise with Edinburgh residents and stakeholders.
  • The proposed plan will support the Scottish Government’s 20-minute walkable neighbourhood plans as well as directing development to and maximising the use of brownfield rather than greenfield land.
  • In the west a new mixed-use neighbourhood is to be created, well served by existing infrastructure, with the tram line running through as well as an adjacent station, in an area previously designated largely for business development in the 2016 plan.
  • New neighbourhoods on brownfield land at the Forth Waterfront will also be taken forward.
  • Land has also been designated for new developments at Seafield, Redford Barracks, Astley Ainslie, Edinburgh BioQuarter, Liberton Hospital, Bonnington, Fettes and other major sites across the city.

The draft plan also sets out how the Council will deliver land to meet Edinburgh’s housing needs over the next decade, securing a minimum contribution of 35% affordable housing from any new development as well as policies to help manage the number of short term lets (STLs) operating in the city.

In addition to the plan, a consultation is running separately at the moment asking for views on ‘the whole of Edinburgh becoming a ‘STL control area’.  If agreed by the Council and the Scottish Government, it would mean all residential properties in Edinburgh, which are not an owner’s principal home, being let as STLs in their totality would require approval of a ‘change of use’ to operate them.

Councillor Neil Gardiner, Planning Convener, said: “This proposed development plan can recalibrate how development happens in this city, positively shaping how our Capital grows and changes over the next 10 years and beyond.

“Rather than growing forever outwards, the proposed plan focuses on developing new communities on brownfield land which mix living, working and leisure uses. These locations utilise and add to already existing infrastructure. This plan is about us as a city collectively making the right decisions now so that our residents can make reasonable and informed choices about how and where they live and how they get around in the future.

“City Plan 2030 has been developed taking on board the views of residents, businesses, and other stakeholders from across the city to help us meet our core priorities for Edinburgh: making Edinburgh a sustainable city, which supports everyone’s wellbeing and enables our residents to access homes they can afford.

“The plan also facilitates travel options and networks so that residents won’t have to own a car to move around, while having every opportunity to share in their city’s success.

“Our proposal of mixed-use communities in the plan aligns to Scottish Government’s 20-minute neighbourhood vision, which is especially relevant now as the global pandemic continues to make massive changes to the way people live their lives. This includes how we all use and appreciate green spaces with the health and well-being benefits they bring.

“Community resilience also includes easy access to facilities and neighbourhoods need a mixture of services within easy reach such as shops, health and education, as well as the potential to find a job near where you live.

“We also need to rethink how we accommodate our growing population and I believe that our emphasis on prioritising brownfield land and making the best use of the limited space we have is the right approach.

In the west a new neighbourhood with a mix of uses within easy walking distance is to be created. This is also well served by existing infrastructure, with the tram running through the community as well as a mainline station. This area was previously designated largely for business development in the 2016 plan.

“Other significant sites across the city will all require masterplans ensuring that in each case the whole is much more than the sum of the parts, better meeting the needs of new and existing communities.

“Going forward we need to work with developers asking them to rise to the challenges of rapid climate change and finite resources. Developers need to think more carefully about location, using the land we have available effectively, with sustainable design. This proposed plan better connects existing communities through development of underused brownfield land.

“We need to protect Edinburgh’s beautiful green setting from the Pentlands to the Forth, increase biodiversity, physical and mental wellbeing, reduce flooding and other climate impacts, and improve air quality.

“Developers will need to make sure that one third of their houses in residential developments are affordable. We will also continue the city’s own programme to build affordable housing.

Edinburgh currently has almost a third of all STLs in Scotland, policies included in the plan help us to take further action and manage these. This quantity of commercial use puts pressure on house prices and rents and takes much needed houses out of supply as well as causing issues such as anti-social behaviour, leaving hollowed out communities.

“Last year, we set out bold preferred options in ‘Choices for City Plan 2030’, alongside other viable alternatives which were considered during the public consultation. This had a massive response with around 1,800 contributions. I’d like to thank everyone again who submitted their views.

“We’ve listened carefully to the feedback provided and through regular meetings working with colleagues across all political parties throughout this process, I’m hopeful through this proposed plan we can agree on a positive way forward for Edinburgh at committee next week.

Councillor Maureen Child, Planning Vice-Convener, said: “To meet our ambitious climate change target and become a carbon neutral city by 2030, as the city continues to grow, we must develop differently in the future and our proposed plan sets out how all houses and other buildings will need be much more energy efficient.

“We’re already committed to building 20,000 affordable and low-cost homes by 2027 but the city desperately needs more housing. That’s why our proposals put particular emphasis on land for housing and affordable homes.

“We’ll also make sure that we protect people’s homes by making sure appropriate flood defences are in place for all new developments as we’re fully aware of the risk of flooding and the other impacts of climate change.

“Our rising population and the climate emergency were already posing huge challenges for us as a Council and the current health pandemic has greatly accelerated many changes to our lives – I believe our proposed plan takes account of these major societal transformations we’re currently experiencing.

“Connectivity is of course central to our success and our other aim is to guide development towards areas where facilities such as schools and healthcare centres already exist. Where these need to be developed we’ll listen to the needs of communities, taking them with us, as new neighbourhoods develop.

“Our Transport and Environment Committee has also already agreed our City Mobility Plan designed to improve sustainable transport over the next decade.”

Councillors on the Planning Committee will consider the proposed City Plan 2030 next Wednesday (29 September) before final representations are sought.

These will be considered by the Council before it is submitted to the Scottish Government for Examination. The Council can then consider adopting the plan to shape how the city develops over the next 10 years.
