The Child Poverty Action Group (UK) – CPAG are carrying out research to understand the impact of the two child policy on children and family life prior to abolition of the policy in April.
This is so they can conduct further comparative research later in the year on the impact of getting rid of the policy.
It would really help them if you can spare a few minutes to answer some questions about your experience of the two child limit.
They want to hear from parents who are not receiving tax credits or universal credit for a child born after April 6 2017.
The survey should take less than 5 minutes to complete.
No information will be used that could identify anyone involved.
Social Justice Secretary urges Chancellor to remove two-child limit and benefit cap
Ahead of a series of meetings in London today with child poverty charities, Social Justice Secretary Shirley-Anne Somerville has urged the UK Government to take action to tackle child poverty in its forthcoming Budget, including immediately scrapping the two-child limit and the benefit cap.
Ms Somerville has called on the UK Government to fully scrap the two-child limit on benefits, which pulls 109 children into poverty every day, while also removing the benefit cap at the same time, which limits the total amount of benefit a person can receive.
Subject to parliamentary approval, the Scottish Government plans to mitigate the two-child limit from March next year, through a new Two-Child Limit Payment worth £292.81 a month for eligible recipients. Estimates show this will keep 20,000 children out of relative poverty next year.
The Scottish Government is spending £100 million this financial year, through the Discretionary Housing Payment scheme, to mitigate the benefits cap as far as possible within devolved powers.
Ms Somerville said: “Once again, I am making it clear that the UK Government must fully scrap the two-child limit and the benefit cap as soon as possible. These policies should be confined to the darkest days of austerity and the UK Budget must bring this period to an end.
“In a country as rich as ours, no child should have to live in poverty. The UK social security system is supposed to be there to ensure a basic standard of living, reduce poverty and inequality and help people through the toughest of times.
“That is why the Scottish Government has made bold decisions – like introducing the Scottish Child Payment and investing in our devolved social security system. Child poverty rates are now lower in Scotland than the rest of the UK and relative child poverty rates in Scotland are at their lowest level in almost a decade.
“I call on the Chancellor to follow our example by scrapping the caps, match the Scottish Child Payment and introduce an essentials guarantee, which would ensure Universal Credit actually covers the costs of life’s essentials, such as food and fuel.”
There have been strong indications that the Chancellor will indeed scrap the Two Child Linit when she announces her Budget later this month.
Social Justice Secretary Shirley-Anne Somerville has written to UK Work and Pensions Secretary Liz Kendall, calling for an urgent change to the UK Government’s “immoral and reckless” social security reforms.
Ms Somerville welcomed the suggestion by Prime Minister Keir Starmer that cuts to winter fuel payment could be eased, but said this was not enough.
In the letter the Social Justice Secretary said: ‘I was pleased to hear the Prime Minister announce plans to ease the Winter Fuel Payment cuts in Parliament last week.
‘I am also aware of various media reports suggesting that a change in the UK Government’s two-child limit may be announced shortly. I welcome these developments and recognise that it is a step in the right direction to delivering a more robust Social Security system.
‘However, deep concerns remain around the UK government’s damaging social security reforms, including those announced in the ‘Pathways to Work’ Green Paper.
‘Given the speculation on the reversal or partial reversal of policies on Winter Fuel Payment and Two Child Cap, I call on you to urgently scrap these immoral proposals on disabled benefits.
‘These plans will only push more into poverty. It is therefore reckless and totally unacceptable for the UK Government to press ahead, not least due to the expected severity of the impact they will have on all our efforts to end child poverty – completely undermining the work of the UK Child Poverty Taskforce.’
TORY GOVERNMENT MUST SCRAP “HEARTLESS” POLICY – SNP
13.1% of the total number of children in Edinburgh could be affected by the two-child cap, according to new research – prompting more calls for the UK Government to scrap the “heartless” policy.
The “two-child policy” allows low-income families to claim child tax credits or universal credit for their first two children only.
New research from the Child Poverty Action Group (CPAG) (see report, below)has revealed that 160,000 families have had their income slashed by the two-child limit to-date. The charity estimates that more than 3 million children across the UK could eventually be affected by the benefit cap.
SNP MSP Gordon Macdonald said: “Social security should be a safety net for all of us, but the two-child limit is having a devastating effect on families up and down the country, with 10,305 children in Edinburgh set to be affected by it.
“All families are valuable and worthy of support, but this heartless policy turns people away when they most need support, and leaves children to grow up in hardship – which can have lifelong consequences for their health and wellbeing.
“The SNP government has been left to pick up the pieces, investing over £125 million to mitigate callous Tory welfare policies.
“In addition, the Scottish Government is introducing a Scottish Child Payment to tackle child poverty. Without the two-child cap, this payment could go so much further.
“We have an aging population and we will be relying on children and young people in the years to come.
“The next Tory Prime Minister should make it a priority to tackle the unacceptable levels of poverty we are seeing as a direct result of the UK Government’s welfare policies, starting with reversing the two-child limit and horrendous ‘rape clause.”
