City Centre bus diversions

From today (Wednesday 26 January), Lothian Buses are implementing a temporary diversion to stabilise our network and improve reliability for customers around the east side (York Place/Leith Walk/London Road) area of the city until further notice.

As we look to introduce our Monday to Friday timetables from Monday (31 January), we want to ensure operational network integrity, restore customer confidence and give certainty to our already pressured driving teams.

We apologise for any inconvenience caused to customers and continue to work with the City of Edinburgh Council and the Trams to Newhaven project to mitigate the impact of delays on our services.

Revealing the faces of centuries-old Leithers

New images been created showing what people living in Leith up to 700 years ago might have looked like.

Forensic artists have used hi-tech software to reconstruct the faces of remains uncovered during the excavation of the medieval graveyard in Leith, dating back to between the 14th and 17th century, as part of the Trams to Newhaven project.

Masters graduate students from the University of Dundee, working closely with project sub-contractors GUARD Archaeology and as part of an ongoing internship with the Council Archaeologist, used special 3D scanners to build up digital versions of skulls discovered during excavations outside South Leith Parish Church.

These were the basis for lifelike representations created of the former residents, the first step in the aging analysis of bodies.

The first two pictures feature a man and woman both aged between 35 and 50. Early forensic analysis indicates that the woman may have suffered from nutritional deficiencies.

Councillor Lesley Macinnes, Transport and Environment Convener, said: “These images give us a fascinating insight into the lives of the people who lived in our city centuries ago. The work being carried out now will not only shed light on the area’s past but will help to conserve it for many years to come.

“This is all part and parcel of the broader project to bring trams to Newhaven, and I’m glad that we’ve been able to involve residents in exciting developments like this, as we progress with such a major scheme.”

Councillor Karen Doran, Transport and Environment Vice Convener, said: “It’s so interesting to see these images.

“It really makes you think about what life could have been like in Leith all those years ago and I look forward to finding out more from the experts analysing the remains found.”

Council Archaeologist John Lawson added: “These fantastic reconstructions help us connect directly with our forebearers. Often, we as archaeologists just see the physical remains but the work undertaken by Dundee University’s forensic artists helps put the flesh, so to speak, back onto these remains and by doing so I feel brings them closer to us today.”

Excavations were carried out in summer 2020 outside South Leith Parish Church, Constitution Street, where previous investigations showed that in the medieval period the church’s graveyard extended across the road with graves surviving beneath the current road surface.

The team of archaeologists, who were working to remove any human remains that could be affected by the tram works, exhumed more than 360 bodies, dating from between 1300 and 1650, as well as finding the apparent remnants of the original medieval graveyard wall.

The remains are now subject to examination and analysis that will reveal information on the origins, health, diseases and diet of the people of medieval Leith. This has involved partnership work with the University of Dundee and Forensic Art MSc graduate students Viviana Conti and Elysia Greenway, who have created facial reconstructions and have recorded vlogs for the Trams to Newhaven YouTube account, explaining their process.

Lynn Morrison, Lecturer in Forensic Art at the University of Dundee, said: “Elysia and Viviana have done an excellent job reconstructing the faces of these individuals. This internship has given them a great opportunity to develop the skills learnt on the course and gain some valuable experience in the field. I am delighted to see how well they are doing.

The main construction works on Leith Walk from Elm Row to Crown Place are currently underway, with traffic management involving Leith Walk being reduced to one citybound lane between London Road and Crown Place for the duration of the works.

Leith Walk pigeons will be flying home this summer

A sneak peek of the restoration of Edinburgh’s much-loved Elm Row pigeons has been revealed ahead of their reinstatement in the street later this year.

The public artworks, created by sculptor Shona Kinloch, were first removed during the original tram project in 2006. Now, as part of Trams to Newhaven, the seven bronze birds are being refurbished or completely recast before their grand return.

Specialists from Powderhall Bronze have been renovating, sandblasting and applying ‘patina’, which creates the familiar green colouring, to the existing statues, as well as casting three brand new pigeons. This has involved making wax replicas using the original moulds for the sculptures, before pouring in molten metal to produce a finished product.

It is intended to restore the pigeons on Elm Row during the summer, alongside the London Road Pillar Clock. This is being refurbished by clockmaker Smiths of Derby, involving the removal of any rust, preparing the surface for priming and repainting.

They’ve also constructed a new aluminium deer and repaired the Coat of Arms of Edinburgh, which both sit at the top of the clock.

Councillor Lesley Macinnes, Transport and Environment Convener, said: These pigeons are a little piece of Leith Walk history, so I’m delighted that they’ll soon be back in their rightful home as part of the Trams to Newhaven project.

Construction work is continuing apace on the tram line, with tracks being laid along the route. Now, as we begin to welcome some of Leith Walk’s public art back into place, we’re starting to build a picture of what the area will look like once this major project is complete.

Councillor Karen Doran, Transport and Environment Vice Convener, said: Our seven bronze birds are looking beautiful in time for their return to Leith Walk, and it’s been fascinating to see the work that’s gone into their refurbishment.

“I know many people will join me in welcoming them back later this year.”

Kerry Hammond from Powderhall Bronze added: “We were delighted to work on Shona’s cast bronze Elm Row pigeons again after all this time. They have always been very popular and it will be great to see them sited back for the public to enjoy.

Construction on the Trams to Newhaven project continues to progress to schedule, with ongoing track-laying on sections of Leith Walk, Constitution Street and at Ocean Terminal.

Other work underway, or soon to commence, includes the rebuilding of the South Leith Parish Church wall, following a major excavation of the area, and surfacing and public realm works along parts of the route.

A protected cycle lane between the Foot of the Walk and Ocean Terminal, which will complement the Trams to Newhaven project, is also being developed as well as pedestrianising Sandport Place Bridge and creating a bus-only section at the Shore.

City tranport transport projects to benefit from national investment

Edinburgh’s ‘pioneering approach’ to delivering sustainable, accessible transport connections has been recognised under national plans for investment.

Accelerating economic recovery and laying the groundwork for an inclusive, greener transport network will be at the heart of future transport investment in Scotland.

The second Strategic Transport Projects Review (STPR2) will help to deliver the vision, priorities and outcomes for transport set out in the National Transport Strategy (NTS2).  Phase One has been published which, together with conclusion of Phase Two in autumn this year, will set out Scottish Government’s investment priorities for the next 20 years. 

Phase One recommendations for national investment priorities in the short-term include:  

  • Supporting smart and sustainable travel across Scotland, with development of active freeways and expansion of 20mph zones
  • Improving public transport, with reallocation of road space for buses and improved accessibility at train stations
  • Supporting the transition to low carbon transport, with investment in alternative fuels and progression of decarbonisation of rail
  • Enabling larger loads to be carried by our railway network, encouraging freight to shift from road to rail transport.

Cabinet Secretary for Transport, Infrastructure and Connectivity, Michael Matheson said: “As we continue to navigate our way through an unprecedented global health emergency, the investment decisions we make have never been so important.

“We want to lock in the changes to the healthy, green travel options we’ve seen during the pandemic, while supporting interventions that will aid and help accelerate economic recovery.

“We are conducting a thorough, evidence-based review of the performance of Scotland’s strategic transport network across active travel, bus, ferry, rail and the trunk road network and my thanks go to everyone who is engaged in that process, particularly our Regional Transport Working Groups.

“Phase One sets out some of our transport investment priorities for the next few years, which will support a fair and sustainable economic recovery from the pandemic, while working towards our longer term goals of making Scotland more accessible for residents, visitors and businesses; improving connectivity and highlighting the vital contribution that transport investment can play in enabling and sustaining Scotland’s economic growth.

“STPR2 will help us to deliver the vision, priorities and outcomes set out in our National Transport Strategy as well as aligning with other important national plans such as the Climate Change Plan, Infrastructure Investment Plan and National Planning Framework.”

Recommendations for national investment priorities in phase one of Transport Scotland’s second Strategic Transport Projects Review (STPR2) focus on the country’s economic recovery and providing an inclusive, green transport network.

Amongst priorities for spending are the extension of Edinburgh’s Mass Rapid Transit system, including the tram network, and its potential to support the region’s economic growth and carbon-neutral ambitions by providing an attractive travel choice between the city and satellite locations.

Under recommendations, spending on public transport prioritisation measures, reallocating more road space to cycling and walking and the redevelopment of Waverley Rail Station would also be progressed.

The review also highlights the success of Edinburgh’s 20mph roll-out, following which road traffic collisions have been seen to fall in the Capital, and commits to supporting other local authorities to follow suit. 

Transport and Environment Convener Councillor Lesley Macinnes said: “The need to invest in sustainable and accessible transport is essential for our city’s green recovery from the COVID crisis, and to meet our long term goal of carbon neutrality by 2030. 
 
“This report acknowledges the central role clean, integrated transport will play in the city and region’s economic development, improving the environment and progressing social equality amongst the people who live here.
 
“Amongst the schemes highlighted, the progress of mass rapid transit is key to our forthcoming City Mobility Plan, supporting people to make convenient, sustainable transport choices as well as connecting to areas of future growth.

“Support in this Scottish Government report for reallocation of road space for walking and cycling, expanding on work through our Spaces for People project, City Centre Transformation and our ongoing, ambitious active travel programme, will help us create a truly people-friendly city.
 
“I’m very pleased that STPR2 recognises and builds on the importance of these strategic projects, as well as highlighting the effectiveness of our 20mph roll-out, and will be of great support as we work towards a greener, fairer future.” 

Transport Vice Convener Councillor Karen Doran said: “We’re already focusing on a great many schemes to support sustainable transport, from measures to prioritise public transport and investing in Trams to Newhaven to major cycling and walking improvements around the Capital.

Trams to Newhaven: Revised plans for Stevedore Place unveiled

The city council has been working with representatives of the local community to revise concept designs for the area’s development as part of the Trams to Newhaven project.

The updated layout will see a ‘boulevard’ feel retained on Stevedore Place, with trees planted along the south side of the street and a row of hedges on the north.

We need to remove 30 trees to construct the tram, but as part of the landscaping we’ll be replanting between 75 and 80 trees in the area. Around 60 of these will be in the immediate vicinity of Stevedore Place.

Transport and Environment Convener Councillor Lesley Macinnes said: “We have worked closely with local community representatives to develop new designs for Stevedore Place, which will maintain the ‘boulevard’ feel on the street, with trees and hedges lining both sides.

“As well as replanting between 55 and 60 trees in the immediate vicinity, we’ll also be able to plant even more trees in the wider area.
 
“We want residents to feel the maximum benefits of this project, and by locating a stop here we’re providing an attractive and accessible option for all users, especially those with mobility issues. These new designs fulfil this while also retaining trees and green space for the people that live here.”

In addition to the trees on Stevedore Place, more will be planted: 

  • In front of the old casino building
  • On a strip of land next to the development site on Ocean Way
  • At the Fingal car park on Stevedore Place
  • On Ocean Way
  • Around the Ocean Terminal

A tram stop will be located on Stevedore Place to allow local people to easily access the service. The optimal distance between tram stops is approximately 500 to 750m, allowing maximum accessibility to the stop and taking into account the willingness or ability of people to walk.

The forecasted patronage of the new service includes a tram stop at Stevedore Place being in place.

Further discussion will take place on the best species and size of tree to plant in each location, and when the best time to plant them is. 
 
In order to avoid the nesting season, the existing trees will be removed before the end of February 2021.

Trams: ‘Business case remains sound’

First track laid on Trams to Newhaven route

The controversial Trams to Newhaven project passed another milestone this week when the first tracks were laid in Leith – on Friday 13th.

Contractors have begun constructing the 2.91 mile line and are currently working on the sections next to Ocean Terminal and in Tower Street, Leith.

Thursday’s full council meeting approved the continued construction of the line in light of an updated Final Business Case (FBC) reflecting on the impacts of the COVID-19 pandemic on the project.

The report includes a series of scenarios, developed to stress-test the FBC, each of which demonstrate the economic case for the project remains positive, and in all but one scenario the impact on Council reserves if the project is cancelled would be greater than continuing construction.

On Friday, Council leader Cllr Adam McVey visited the site at Ocean Terminal to see work progressing.

He said: “It’s fantastic to see tracks in the ground in Leith – it’s a real milestone for this major project. We’re already beginning to see the route take shape and get an idea of just what a positive impact it will have on the local community.

“It’s particularly encouraging to know that the economic and business cases for Trams to Newhaven remain sound, despite the challenges of this year. Now we can progress with this exciting stage of the scheme safe in the knowledge that it will deliver the maximum benefits for local residents and the city as a whole.”

Despite the council facing mounting financial challenges the Trams to Newhaven project has the full backing of the Labour group, the SNP’s partners in the ‘Capital Coalition’.

Depute Leader, Labour’s Cammy Day, said: “It’s essential that we continue to invest in sustainable, clean transport and Trams to Newhaven is a key example. There is no doubt in the positive effects this scheme will have on the environment, the local economy and in encouraging development along the line.

“I’m delighted that the updated business case supports this as progress with construction continues apace.”

Work on the Trams to Newhaven project was instructed to stop on 25 March following guidance from the First Minister on COVID-19 and recommenced in June. An updated programme shows that the project is still working towards Spring 2023 for completion and is forecast to be delivered within the agreed £207.3m budget.

The council says the project’s completion will play a key role in the future growth and development of the city.

Delivering the tram line to Leith will unlock a large area of the city for housing and economic development, while providing a low-carbon, clean mode of transport to densely populated communities, they maintain.

Meanwhile rumblings persist that all is not well with the project’s finances, and Lord Hardie’s inquiry into the original Edinburgh Trams fiasco – years late, tens of millions of pounds over budget and delivering far less than was promised – rumbles on

Business case for Trams to Newhaven ‘remains on track’

An update to the final business case for the Trams to Newhaven project, which reflects the impact of the ongoing COVID-19 pandemic, concludes that the economic case for the scheme remains positive.

The review aims to assess the impact any changes in public transport demand as a result of the crisis could have on the economic and financial case, first approved in March 2019. On Thursday (12 November 2020) members of the Transport and Environment Committee will be asked to consider the updated final business case (FBC) and to approve continuing with the construction of the project.

The Council’s economic advisers, have developed a series of possible scenarios to stress-test the findings in the original FBC. These range from a return to business as usual to a permanent reduction in demand, taking into account short-term COVID-19 impacts and views on future growth. In each of the scenarios, modelling suggests that the economic case for the project remains, with a benefit-to-cost ratio of above one.

Financial assessment has found that the project can still be delivered within the budgeted £207.3m and that, in all but one of the scenarios, the impact on Council reserves if the project is cancelled would be greater than continuing construction. While it is possible there could be a future call on Council reserves to support financing costs as a result of COVID-19, in each scenario the scheme will finance itself, albeit in different timeframes.

The refreshed FBC also highlights that the completion will play a key role in the future growth and development of the city. Delivering the tram line to Leith will unlock a large area of the city for housing and economic development, while providing a low-carbon, clean mode of transport to densely populated communities.

Transport and Environment Convener Councillor Lesley Macinnes said: “It’s clear that the events of this year have had an unprecedented impact on the way we travel and that we’ll continue to feel the effects for the foreseeable future. In light of this, it’s essential that we assess the potential economic and financial impacts on such a significant transport infrastructure scheme.

“I’m pleased that the economic and financial cases for Trams to Newhaven hold up despite the ongoing pressures resulting from COVID-19. The delivery of this project is essential for the Capital’s green recovery, providing sustainable, low-carbon travel to one of the city’s most densely populated areas. We now have reason to be cautiously optimistic as we progress with construction.”

Transport and Environment Vice Convener Councillor Karen Doran said: “The Trams to Newhaven project is exactly the kind of investment we need post-COVID-19 to ensure Edinburgh is a thriving, forward-looking place for people to live and work in and to deliver much needed housing, jobs and investment into north Edinburgh.”

Work on the Trams to Newhaven project was instructed to stop on 25 March following guidance from the First Minister on COVID-19 and recommenced in June. While the site shutdown incurred costs, these have been covered by the overall budget and delays have been mitigated.

An updated programme shows that the project is still working towards Spring 2023 for completion and is forecast to be delivered within the agreed budget.

Over recent months, Edinburgh has experienced a significant drop in demand for public transport, with long-term consequences expected including a decline in income to the tram service.

The review of the FBC takes this into account, with even the most optimistic of scenarios projecting that passenger numbers won’t return to pre-COVID levels until the mid-2020s. Finally, the review of the FBC acknowledges the impact of COVID 19 on Lothian Buses and does not rely on any further payment of the extraordinary dividend which was anticipated in the original FBC.

Since March 2019 several local and national strategies have emerged to further support the introduction of high capacity, high quality public transport in the city. While Scotland’s National Transport Strategy 2 (NTS2) envisions ‘sustainable, inclusive, safe and accessible transport’, Edinburgh’s draft City Mobility Plan strives for a greener, safer and connected transport system.

The tram will support the delivery of transport policies such as City Centre Transformation, which proposes a series of interventions to provide a more liveable, people-friendly city centre and requires a mode shift to public transport to help deliver a 10-15% reduction in city centre car traffic in the medium term and a 25-30% reduction in the longer term.

While the city council pushes ahead with the trams project, the Inquiry into the Edinburgh Tram project also continues – albeit at a snail’s pace.

The inquiry aims to establish why the original Edinburgh Tram project incurred delays, cost more than originally budgeted and through reductions in scope delivered significantly less than projected.

The inquiry, under Lord Hardie, was set up in June 2014 but is yet to report any findings.

Back in June a spokesperson for the Edinburgh Tram Inquiry told the BBC: “The findings of the inquiry into why the Edinburgh Trams project incurred delays, cost more than originally budgeted and delivered significantly less than planned will be made available at the earliest opportunity.

“Lord Hardie’s remit is to conduct a robust inquiry and it will take as long as is necessary to get the answers required to fulfil the terms of reference.

“We continue to make good progress, including managing more than three million documents on the inquiry’s evidence database for handover to National Records of Scotland.

“A relevant set is also being prepared to be made available on the inquiry’s website to accompany the published report at the appropriate time.”

A scathing review by Audit Scotland in February 2011 noted the original tram project had been undermined by poor planning, cost underestimates, contract disputes and a lack of clear leadership by the council – a lengthy catalogue of calamities which has cost taxpayers £ millions.

Spend £5 get £10 on Leith Walk as business support scheme begins

A voucher scheme encouraging people to visit shops, cafes and restaurants on Leith Walk will launch on Monday (24 August) as part of the Trams to Newhaven project, the city council has announced.

The council is offering shoppers and diners £10 for the price of £5 to spend in a range of participating venues through the itison deal, which is part of our £2.4m Support for Business measures during construction works.

They will also be relaunching the offer for businesses on Constitution Street next month, where vouchers sold out within days when they were first introduced in November 2019.

Main Trams to Newhaven construction work began on Leith Walk in June, following a pause to comply with Government guidance and to protect the safety of workers and residents during the coronavirus outbreak.

The council says they have worked closely with local traders along the route to develop the Support for Business package, which aims to maintain the area’s appeal, drive footfall and minimise disruption throughout construction.

This includes logistics hubs to help businesses get goods into and out of their premises, on-street customer service staff providing advice to customers and businesses and a digital ‘Open for Business’ marketing campaign. They are also working with Sustrans to introduce cargo bikes for service deliveries and moving goods around. 

Transport and Environment Vice Convener Councillor Karen Doran said: “We’re excited to be launching this phase of the itison voucher scheme, which will give an added incentive to visit the range of independent shops, cafes, bars and restaurants on offer in the area.

“We know that any disruption can be challenging for businesses, particularly paired with the trying circumstances in which we find ourselves in now. We want to do everything we can to help them to continue to operate, and flourish, over the years to come.

“This project is critical for the city’s carbon neutral future, where transport is sustainable, connected and accessible. We want its benefits to be felt by everyone and we’re working hard to make this happen.”

Over 70 Leith Walk bars, restaurants, cafes and shops have signed up to the itison voucher scheme, which lasts until 31 August. Customers can buy up to three vouchers at a time to use in any of the participating businesses. Vouchers for Constitution Street must be bought separately, and for specific businesses.

Lothian MSP Miles Briggs said: “This is an excellent initiative to encourage customers to continue visiting businesses on Leith Walk and promote trade.

“Shops on the walk have been hit hard by the double blow of lockdown and the tram extensions, so making efforts to support businesses is very welcome.

“I encourage everyone to make the most of this offer and support local businesses.”

The team are removing any human remains that are likely to be affected by the tram works, and have so far exhumed more than ten bodies, dating from between 1300 and 1650, as well as finding the apparent remnants of the original medieval graveyard wall.

After the excavation the remains will be subject to examination and analysis that will reveal information on the origins, health, diseases and diet of the people of medieval Leith.

Depute Leader Cammy Day said: This is an extremely fascinating, essential part of the broader project to bring the tram to Newhaven, shedding some light on centuries of history here in Leith.

“It’s crucial that we conserve the remains found here, and a team of archaeologists are carrying out the painstaking job of doing this. What’s more, further examination of the excavated graves will give us an invaluable glimpse into the lives of Leithers past.”

Transport and Environment Convener Councillor Lesley Macinnes said: “The Trams to Newhaven project is now up and running again and progressing well, as the main works get underway on Leith Walk.

“This element of the scheme is just as important as track-laying or landscaping and allows us to conserve a small piece of the area’s heritage for generations to come”.

“Although only just started, the excavations by our team from GUARD have already provided important new evidence regarding the history of the graveyard and earlier town with the discovery of what we believe are the remains of its original medieval graveyard wall.

“It is hoped that further new discoveries will be made and that we will learn important new evidence for the lives of Leith’s medieval inhabitants so that we can tell their story to modern Leithers.”

Last month, archaeologists from GUARD Archaeology Ltd, who are undertaking work on the council’s behalf under contractors Morrison Utility Services, shared images of discoveries made during initial investigations on Constitution Street. These include rare whalebones, a cannonball thought to date back to the 17th century and historic drainage.

Archaeological work began on Constitution Street in November 2019 and was stopped at the end of March, along with the wider project, to comply with Government guidance and to protect the safety of workers and residents in light of the coronavirus outbreak.

During the first phase, the team took down part of a wall surrounding Constitution Street Graveyard, dating back to 1790, ahead of excavation of the historic graveyard. Preparatory work led archaeologists to discover what appears to be a large charnel pit which may contain the remains of some burials recovered from the laying of 19th century services in Constitution Street. 

The main construction works on Leith Walk from Elm Row to Crown Place are currently underway, with traffic management involving Leith Walk being reduced to one city bound lane between London Road and Crown Place for the duration of the works.

All works, including archaeological investigations, are being carried out while maintaining physical distancing and with additional measures to protect workers’ and the public’s health in place.

Carry On Tramworks!

Construction site preparation works for Edinburgh’s Trams to Newhaven project will restart tomorrow (Monday, 1 June) in line with the Scottish Government’s Phase 1 pre-start site preparation.

Work on the project was stopped at the end of March to comply with Scottish Government guidance and to protect the safety of workers and residents during the coronavirus outbreak.

Following the First Minister’s announcement on 21 May of a phased return for construction sites, plans have been drawn up in line with Scottish Government safety guidelines and industry best practice to ensure the safety of workers and the public. At a briefing on Thursday the First Minister confirmed that site preparation could begin.

In advance of the main work beginning, works to prepare construction sites and project offices will include the introduction of infection control stations, additional water stations and toilet facilities for workers within the site and in the project office, and ensuring all office workspaces and facilities are set up appropriately.

Other works on site will include the removal of the protective in-fill material that was used to ensure the work site remained safe and protected during the shutdown.

Measures to protect workers’ health will include daily briefings, continuous on-site inspections and health and safety ‘ambassadors’. The numbers of workers on-site will be kept to a minimum and the majority of project office staff will continue to work from home.

Council Leader Adam McVey said: “Following updated advice from the Scottish Government, we will be carrying out site preparatory works on the Trams to Newhaven project from Monday, 1 June.

“The safety of workers and the public is of utmost importance during this time and all works will be undertaken in compliance with the Government’s guidance on construction working and to allow physical distancing.

“The tram team have put in an enormous amount of hard work with our contractors to take us through this challenging period and it will take some time to fully remobilise sites. The implications of COVID-19 are unlikely to be understood for some time but we continue to work to mitigate the impact as we progress with the project.”

Depute Leader Cammy Day said: “The Trams to Newhaven project is being delivered for the future of our city and is one of a number of schemes that are crucial to the sustainable, long-term development of the city, helping decarbonise the way we travel.

It is exactly the kind of investment we need post-COVID-19 to ensure Edinburgh is a thriving, forward-looking place for people to live and work in and will help to encourage much needed affordable housing, jobs and investment into North Edinburgh.”

During this pause period, concentrated efforts have continued behind the scenes to develop and test a series of robust systems and procedures, whilst ensuring the highest level of health, safety and wellbeing can be provided.

“We have used this time to adapt to our new working world and developed new operating procedures that provide information, guidance and site-specific measures that will be implemented when conducting works to mitigate the impact, so far as reasonably practicable, of the virus.”

Mike Thomson, Director of Morrison Utility Services, said: “We are very pleased to be able to begin to prepare to restart this important project for Edinburgh.

” The safety of colleagues and the public is paramount and MUS has been working closely with the City of Edinburgh Council and SFN to ensure that our working practices are fully compliant with the guidance given by the Scottish Government, while also looking at ways in which we can mitigate the impact of the recent enforced shutdown.”

Once the construction industry is given the approval to move to Phase 2, works on the existing sites will recommence and the Leith Walk construction site will be established as planned prior to site shutdown.

Any commencement of main works will be subject to the Scottish Government giving approval to move to Phase 2 of their construction guidelines which states: ‘soft start to site works (only where physical distancing can be maintained)’.

The project team has been working on plans to mitigate the impact of the enforced shutdown as a result of COVID-19 on the programme and budget. Despite the current circumstances, the project continues to operate within its £207.3m budget. The project is paid for by borrowing monies that are repaid over a 30-year period through future revenues from customers.

While work on the latest phase of the Edinburgh tram project gets back underway, SIX YEARS ON there’s still no sign of a long-awaited report on the shambolic first phase.

The Edinburgh Tram Inquiry was commissioned by Scottish Ministers and in June 2014, the Inquiry was formally announced by then First Minister Alex Salmond. The Inquiry is chaired by Lord Hardie.

The Edinburgh Tram Inquiry aims to establish why the Edinburgh Tram project incurred delays, cost more than originally budgeted and through reductions in scope delivered significantly less than projected.

The official terms of reference for the Inquiry are to:

  • Inquire into the delivery of the Edinburgh Tram project (‘the project’), from proposals for the project emerging to its completion, including the procurement and contract preparation, its governance, project management and delivery structures, and oversight of the relevant contracts, in order to establish why the project incurred delays, cost considerably more than originally budgeted for and delivered significantly less than was projected through reductions in scope.
  • Examine the consequences of the failure to deliver the project in the time, within the budget and to the extent projected.
  • Review the circumstances surrounding the project as necessary, in order to report to the Scottish Ministers making recommendations as to how major tram and light rail infrastructure projects of a similar nature might avoid such failures in future.
