Lifeline: Further £2 million to support outdoor education 

Outdoor education centres facing financial challenges as a result of the COVID-19 pandemic can apply this month to a new £2 million fund.

Available for private sector and third sector centres, the support will help with running costs and enable staff to deliver more outdoor learning for schools.

The funding brings the Scottish Government’s support for the sector during the pandemic to £4.5 million.

Minister for Children & Young People Clare Haughey said: “For many organisations that provide residential outdoor education, the pandemic has caused significant challenges and it’s been a really hard time for them.

“The experiences provided by these centres are vitally important for our children and young people. This additional £2 million will help outdoor education centres through what we hope will be the final phase of this pandemic.

“It will mean more opportunities for children and young people to get the engaging, enriching and exciting outdoor education experiences they deserve.”

Martin Davidson, The Outward Bound Trust, said: “Outdoor Centres warmly welcome the additional emergency funding from the Scottish Government. Whilst technically outdoor residential experiences have been able to resume since August, coronavirus continues to make the return to financial sustainability challenging.

“The funding will help ensure that outdoor centres do not close, and that the transformative experiences they offer remain available to future generations of young people.”

The £2 million in funding is on top an initial £2 million provided in early 2021 and a further £500,000 provided for a range of outdoor learning projects during summer of that year, bringing the Scottish Government’s total additional investment in outdoor learning to £4.5 million.

Gove: Levelling Up invitation to ‘join forces for the common good’

The Secretary of State for Levelling Up Michael Gove has written to the First Ministers of Scotland, Wales and Northern Ireland following the publication of the Levelling Up White Paper.

In the letters the Secretary of State for Levelling Up:

  • discusses the publication of the Levelling Up White Paper
  • calls for the First Ministers of Scotland, Wales and Northern Ireland to work with the UK government to overcome shared challenges

The Scottish Government is yet to respond.

Responding to the publication of the levelling up white paper, TUC General Secretary Frances O’Grady said: “If we don’t level up at work, we won’t level up the country. 

“But the government has failed to provide a serious plan to deliver decent well-paid jobs, in the parts of the UK that need them most. 

“Insecure work and low pay are rife in modern Britain. And for far too many families hard work no longer pays.  

“With the country facing a cost-of-living crisis, working families need action now to improve jobs and boost pay packets – especially after more than a decade of lost pay.  

“Ministers should have announced a plan to get real wages rising – starting with a proper pay rise for all our key workers and the introduction of fair pay deals for low-paid industries. 

“And they should have delivered the long-awaited employment bill to ban zero hours contracts – as well as new, meaningful investment in skills and good green jobs of the future. 

“Without a plan to deliver decent work up and down the country, millions will struggle on, on low wages, and with poor health and prospects.” 

Recent polling published by the TUC found the British public’s number one priority for levelling up is more and better jobs.  

The TUC polling, conducted by YouGov, reveals that the most popular priority for levelling up, chosen by one in two Britons, is increasing the number and quality of jobs available.   

Increasing the number and quality of jobs is popular across the political spectrum. Half (49 per cent) of those who voted Conservative in the 2019 general election picked it as their top priority, along with more than half of Labour voters (56 per cent) and Lib Dem voters (54 per cent). 

Matthew Fell, CBI Chief Policy Director, said: “The Levelling Up White Paper is a serious assessment of the regional inequalities which have hamstrung the UK’s economic potential for generations.

“It offers a blueprint for how government can be rewired and an encouraging basis for how the private sector can bring the investment and innovation to start overcoming those deep-rooted challenges, and power long term prosperity for every community, wherever they live.

“The picture it paints of a reinvigorated 2030 UK can inspire public and private sector partners to unite on shared missions for improving health, wealth, growth and opportunity across the country.

“Crucially, it accepts the CBI view that business-driven economic clusters – enabling every region and nation to build its own unique competitiveness proposition – can be a catalyst which brings levelling up ambitions to life.”

University of Birmingham’s John Bryson on the Levelling Up announcement: “The UK has always suffered from uneven development and this is reflected in all measures of well-being – from salaries to place-based differences in mortality rates and morbidity.

“There is no country on this planet that does not suffer from some form of uneven place-based outcomes. The implication is that any attempt to remove place-based uneven outcomes will and must fail. The policy outcome might mean some alteration in the extent or degree of unevenness, but unevenness will continue to persist.

“No political party will be able to develop effective solutions to create a level playing field. Nevertheless, this does not mean that policies should not be designed to support and facilitate some form of more even development. However, the outcome will still be the persistence of uneven outcomes.  

“The key to any levelling-up agenda is to accept that every place is different and that there are multiple alternative place-based pathways; London can never become Newcastle and Newcastle can never become London.

“The levelling-up agenda needs to be positioned around a debate that is not based on closing the gap between the richer and poorer part of the country, but instead must be framed around facilitating place-based responsible inclusive prosperity.

“This must be the focus as any policy targeted at economic growth can never be sustainable. The levelling-up policy initiative ultimately must be designed to encourage inclusive carbon-light lifestyles. One implication is that levelling-up might also require some degree of levelling-down.” 

Campbell Robb, Nacro chief executive said: “We know tackling poverty and inequality is key to levelling up. For over 50 years Nacro has been embedded in communities helping some of our nation’s most vulnerable people through our housing, education, and justice services.

“We see a huge amount of unmet need in our country. We need radical change to the systems that support people and significant funding to address this need, not just ambitions and slogans.

“Until there is right support, opportunity, and funding in place for everyone to succeed regardless of the circumstances, we cannot truly claim to be levelling up”

Torsten Bell, Chief Executive of the Resolution Foundation, said: “We now know what levelling up is – George Osborne plus New Labour.

“The White Paper is all about combining the devolution of the former Conservative Chancellor, with the bigger and more activist state focused on deprived areas of the last Labour government.

“There is a strong case for both. Whether they can be delivered very much remains to be seen.”

Responding to the publication of Government’s Levelling Up the United Kingdom White Paper, Social Mobility Commission Chair Katharine Birbalsingh and Deputy Chair Alun Francis said: “We welcome the publication of the Levelling Up White Paper, and the fact that it gives a clear framework to address disparities between regions and communities.

“These communities are full of talented individuals and we must do everything we can to empower them to thrive. Each of the missions the paper sets out are hugely important, and it is crucial that checks and balances are in place to ensure that local government bodies, both existing and new, are held to account for their delivery.

“The Commission has been clear that social mobility must be a core objective of levelling up. We are pleased to see that equipping young people with the tools they need to succeed in life is at the heart of this strategy, and that it includes measures that can contribute to social mobility through every stage of a young person’s journey, from early childhood through education, training and employment.

“The missions are aspirational and pose the right questions, but are also hugely ambitious. The test will be in the detail and the implementation – not just boosting skills, but which skills will be taught and how; not just aiming for essential literacy and numeracy, but defining the most effective ways to achieve them.

“Ultimately, levelling up will be judged on how well it creates opportunities in places they did not exist before. A key test will be how we help those with the fewest opportunities find decent work – this is not just about stories of rags-to-riches. More still needs to be done to stimulate the creation of much-needed quality private sector jobs in the most deprived areas.

“As the Social Mobility Commission we stand ready to work with the government to flesh out that detail, advise on the best ways to make these missions a reality, and ensure that levelling up empowers people up and down the country to stand on their own two feet.”

Finally, after months of delays, the levelling up White Paper is out! So was it worth the wait?

Levelling Up White Paper leaves low paid workers behind

As the TUC has argued, you can’t level up without levelling up at work. In-work poverty, driven by the prevalence of low-paid and insecure work, is sky-high in every region and nation of the UK. This reflects the fact that low-paid sectors, such as retail and social care, are major employers in every area of the country (writes TUC’s JANET WILLIAMSON).

And more and better jobs is the public’s top priority for levelling up, with recent polling for the TUC conducted by YouGov finding that increasing the number and quality of jobs is seen as a priority for levelling up by one in two people from right across the political spectrum. Does the White Paper deliver this?

The White Paper sets out 12 missions – or aims – spanning living standards, R&D, transport, digital connectivity, education, skills, health, well-being, pride in place, housing, crime and local leadership. There is not a specific mission on work, but the living standards mission is “By 2030, pay, employment and productivity will have risen in every area of the UK, with each containing a globally competitive city, and the gap between the top performing and other areas closing.”

So, what is the plan for achieving this?

In a nutshell, it is to grow the private sector and improve its ability to create new and better paid jobs. There are five strategies to support this aim, all of which fall under a typical ‘industrial strategy’ umbrella: improving SME’s access to finance; boosting institutional investment, including from the Local Government Pension Scheme (LGPS) and the recently established National Infrastructure Bank; attracting foreign direct investment and using trade policy, in particular freeports, to boost investment; improving the diffusion of technologies and innovation; and supporting and growing the manufacturing sector.

There are some important questions to be answered in relation to some of these strategies; for example, it is vital that the LGPS is invested in the long-term interests of its members, without its funds being diverted towards other purposes. And each deserves proper examination in its own right.

But what they have in common is that all of them aim to create a better distribution of well-paid and highly skilled jobs around the country. This is needed – but what about the jobs that people are already in? There is no plan to address inequality within the labour market and nothing to level up work that is low paid and insecure.

The experience of London shows that the prevalence of high-paid jobs does not automatically lead to rising incomes for the wider community. Indeed, London has the highest rate of in-work poverty in the country, with people in low-paying service sector jobs priced out of housing and local amenities.

To level up, we must tackle low pay and insecurity head on, and focus on those sectors that need it most.

We need to strengthen the floor of employment protection for all workers by raising the minimum wage and tackling zero hours contracts. And the government should lead by example, giving public sector workers a proper pay rise and reversing the devastating cuts that public services have suffered in the last decade. Decent jobs should be a requirement of all government procurement, so that the power of government is used to drive up employment standards.

But we also need to change the way our economy works to hardwire decent work into business models and economic growth. Relying on the private sector to level up without changing how it works will fail. We need corporate governance reform to rebalance corporate priorities and give working people a fair share of the wealth they create. And we need a new skills settlement to give working people access to lifelong learning accounts and a right to retrain.

Levelling up at work means addressing the imbalance of power in the workplace

Working people need stronger rights to organise collectively in unions and bargain with their employer. Collective bargaining promotes higher pay, better training, safer and more flexible workplaces and greater equality – exactly what we need to level up at work. Unions should have access to workplaces to tell people about the benefits of unions, following the New Zealand model.

And to level up we must tackle entrenched low pay and poor conditions within sectors head on, bringing unions and employers together to set sectoral Fair Pay Agreements for low paid sectors, starting with social care.

Creating new and better jobs is important; but this Levelling Up White Paper has left those in low paid, insecure work behind.

Crackdown: Fireworks and Pyrotechnic Bill published

Reducing the negative impact of fireworks and pyrotechnics on communities across Scotland is at the heart of new legislation. The Fireworks and Pyrotechnic Articles (Scotland) Bill proposes tougher action on the sale and use of fireworks and the misuse of pyrotechnics.

The Bill follows the report of an independent Firework Review Group which recommended tightening legislation to reduce the harm fireworks can cause.

An analysis of the public consultation, published in December 2021, showed strong support for key measures in the Bill amongst those who responded.

The Bill’s proposals include:

  • the introduction of a fireworks licensing system
  • a new power for local authorities to designate firework control zones, where it is not permitted for the public to use fireworks
  • restricting the days fireworks can be sold to and used by the general public
  • a new offence to criminalise the supply of fireworks and pyrotechnics to under-18s to ensure adults do not purchase such products on behalf of children
  • a new offence of being in possession of a pyrotechnic while at, or travelling to, certain places or events, without reasonable excuse

Community Safety Minister Ash Regan said: “This Bill will ensure appropriate action is taken over the sale and use of fireworks as well as reducing the misuse of pyrotechnic devices such as flares.

“We have undertaken a significant programme of engagement and evidence gathering which has demonstrated strong public support for tougher action.

“We have already moved quickly to introduce regulations restricting the times of day and the volume of fireworks that can be supplied to the public – as well as the times fireworks can be set off.

“This Bill demonstrates our absolute commitment to further improve safety for communities across Scotland.”

Police Scotland Chief Superintendent Linda Jones of Partnership, Prevention and Community Wellbeing said: “Pyrotechnics in the wrong hands can be lethal. They are inherently dangerous and their ongoing misuse is a matter of serious concern to Police Scotland. This is not only due to the risks faced by those who may discharge them, but to those around them.

“There is no safe way to operate pyrotechnics unless you are properly trained – leave it to the experts at organised events.”

Director of Service Delivery for the Scottish Fire and Rescue Service Assistant Chief Officer Stuart Stevens said: “It is clear the inappropriate use of fireworks and pyrotechnics such as flares can cause harm and serious injury as well as distress people, pets and the wider community.

“In some cases, fireworks have also been linked to anti-social behaviour which can put our crews and our partners at risk whilst drawing unnecessarily on our emergency service resources. We therefore welcome measures to help keep our communities, staff and partners safe.”

Clinical Research Fellow at the NHS Greater Glasgow and Clyde Canniesburn Department of Plastic Surgery Eleanor Robertson said: “We are delighted this Bill is being introduced.

“Firework safety campaigns raise awareness of the hazards and provide risk-reduction strategies, but pediatrics and adult patients continue to present with severe hand and eye injuries. We believe the proposed legislation will substantially reduce both direct and indirect harm from fireworks.”

Head of Education, Policy and Research at the Scottish Society for Prevention of Cruelty to Animals Gilly Mendes Ferreira said: “We realise people still want to enjoy fireworks and we always ask that they do it responsibly.

“Misuse of fireworks and pyrotechnic devices can have a negative effect on people and animals across the country and we will always support the introduction of any preventative measures that will help keep Scotland’s people and animals safe.”

Looking after wellbeing of Scotland’s social work and social care staff

A new £1 million fund has been established to support projects which look after the wellbeing of staff working in social care.

The Workforce Wellbeing Fund for Adult Social Work and Social Care will be managed by Inspiring Scotland and provide grants of up to £10,000 until December 2022.

Minister for Mental Wellbeing and Social Care Kevin Stewart said: “Everyone working across social work and social care has shown an invaluable commitment to delivering a first class service and compassionate care through the most difficult of times.

“This fund is about giving staff anything which makes them feel better and supports their resilience. Applications can be as creative as possible, as long as they focus on our most valuable asset, our people.

“Grants could be given for activities or to purchase equipment that will improve the wellbeing of the workforce. Ask your staff what they most want or need, and please take advantage of this fund to help them get it.

“Workforce wellbeing must remain a priority as we continue to move through this pandemic and recovery. We will overcome the challenges ahead if we look after our people.”

Head of Funds at Inspiring Scotland Kaylie Allen said: “We are delighted to be working with the Scottish Government on this programme. The importance of the people providing frontline care and the challenges they have faced delivering the most essential services over the last 18 months cannot be overstated.

“This fund will provide a flexible and easy way for adult social care and social work staff to access support for their own wellbeing.”

The Scottish Government has made £12 million available to support the wellbeing of the health and social care workforce. This new fund, which is open to applications until 29 July 2022, will ensure £1 million of targeted support towards the wellbeing of staff in the social work and social care sector, which faces unique challenges in accessing available funding since it consists of a mix of local authority, private and voluntary sector provision.

Scottish Government: Exams on track

Contingency measures and support in place

It remains the Scottish Government’s ‘firm intention’ to hold National 5, Higher and Advanced Higher exams this Spring, Education Secretary Shirley-Anne Somerville restated yesterday.

Taking into consideration ongoing disruption within schools, the Scottish Qualifications Authority (SQA) has decided to invoke its Scenario 2 contingency and will provide revision support in early March to aid learners in preparing for their exams. 

It complements the significant modifications SQA has already made to reduce the volume of assessment and ease the workload of learners, teachers and lecturers.

SQA also announced a series of measures that will support delivery of the qualifications this year and that acknowledge the disruption caused by the pandemic:

  • exceptional circumstances back-up for learners who are unable to attend their exam or exams due to illness or bereavement
  • grading exams this year will look to factor in the impact of the pandemic on learners
  • once the results have been published, learners will have free direct access to appeal

Ms Somerville also confirmed that £4 million will be used to support schools and colleges provide targeted exam preparation sessions for learners who need it most over the Easter break.

In a statement delivered in the Scottish Parliament, the Education Secretary said: “It remains my firm intention that exams will take place as planned – they will only be cancelled if public health advice says it isn’t safe.

“While the number of full and partial school closures has been small, it is clear that many secondary schools have experienced extreme disruption as a result of the Omicron variant – particularly in the first half of January – in relation to both student and teacher absences. 

“This package of measures is designed to ensure our learners are fully supported in their learning and preparations for the exams this year.”

The Scottish Qualifications Authority (SQA) has confirmed that a package of support services – including some further help with exam revision – will be available for learners who are taking National 5, Higher, and Advanced Higher courses in 2022.

It is still the clear intention for SQA exams to take place during April to June.

The additional support being announced today follows the significant modifications already made to course assessments at the start of the school year to help reduce the volume of assessment and ease the workload of learners, teachers and lecturers, whilst maintaining the credibility and integrity of the qualifications.

SQA has been closely monitoring the levels of disruption to learning and teaching across the country, including learner and staff absences.

Following discussion with partners across the education system, and agreement by the SQA Board of Management, SQA is now moving to ‘Scenario 2’. This means that some revision support will be published for learners during week beginning 7 March to help them with their revision in the final run up to their exams.

SQA will provide revision support for all courses that have an exam. This will be tailored to reflect different types of question papers, any modifications to the question papers that are already in place, and the type and volume of content that is assessed in each question paper.

Fiona Robertson, SQA Chief Executive and Scotland’s Chief Examiner, said: “I fully understand that there remains significant disruption to learning and teaching caused by the pandemic.

“Teachers and lecturers across the country are working exceptionally hard to ensure learners receive all the support they need. I am also aware that learners may be feeling apprehensive or anxious about sitting formal exams for the first time this year.

“The substantial package of additional support SQA is announcing today is the fairest and best way we can help support all learners to demonstrate their level of knowledge, understanding and skills for each course, while also maintaining the integrity, credibility and standard of the qualifications.

“With the support of the education system, we will continue to do all we can to deliver for Scotland’s learners this year.”

Jim Thewliss, General Secretary of School Leaders Scotland, said: “Given the significant disruption to learning and teaching as a consequence of staff and pupil absence, and the resultant level of anxiety which young people are experiencing in the lead up to National examinations, it is important that as comprehensive support as is possible to provide is made available to them.

“This wide-ranging support package will go a long way to enabling exam candidates to better demonstrate the true level of their knowledge and skills.”

Stewart Nicolson, from the Association of Directors of Education in Scotland said: “Given the level of disruption, it’s important that additional support has been identified for learners taking National 5, Higher and Advanced Higher exams this year.”

The other support services now available to learners are:

Exam exceptional circumstances service (available while exams are taking place)

This service is available for learners who are unable to attend an exam due to a reason beyond their control, such as a medical condition (including Covid-19 related absence) or bereavement, or who are affected by disruption on the day of the exam as reported by the Chief Invigilator.

The exam exceptional circumstances service will involve SQA appointees – practising teachers and lecturers – reviewing alternative assessment evidence that learners have completed through the year. Schools, colleges and training providers will need to send the evidence to SQA. This evidence will be judged against the national standard.

Grading (takes place once exams have been sat and marked)

In recognition of the disruption that learners have faced over the last two years, and the different approaches to assessment, this year we are prepared to be more generous in our approach to grading than in a normal year to factor in the impact of the pandemic on learners. In line with the approach being taken across the rest of the UK, SQA therefore expects that the overall outcomes in 2022 will represent an intermediary position between 2021 and pre-pandemic years.

SQA’s approach to grading the exams in 2022 will be based on its established awarding processes. Using ‘grade boundaries’ – the marks needed to achieve an A, B or C grade in each course – SQA will check that each assessment was set at the right standard or level of difficulty, making sure learners are treated fairly and that their grades accurately reflect what they know and can do.

During the grade boundary setting process, SQA appointees – practising teachers and lecturers who are subject experts in each course – will determine the 2022 grade boundaries by looking at all the available assessment evidence and course information, including the impact disruption has had on how learners have performed in the assessments.

This process also maintains the integrity and credibility of the qualifications and ensures learners are awarded the results they deserve. This is of vital interest to all those who hold qualifications now, for those who will achieve them in the future and for further and higher education establishments and employers.

Appeals service 2022 (after results have been published)

All parts of the Scottish education system agree that, as in any year, it is important that there is an appeals process available for learners who want to question their SQA results. In 2022, all learners will continue to have free direct access to the appeals service and a priority service will also be available for those applying to university, college, training or employment.

This year’s appeals service will involve SQA appointees – practising teachers and lecturers – who will review alternative assessment evidence that learners have completed through the year. This will be the same evidence as that used for an exam exceptional circumstances request, which will be judged against the same national standard for that course. SQA will also conduct a clerical check on the exam script. Schools, colleges and training providers will need to send the alternative assessment evidence to SQA.

Learners’ grades through the appeals process will be based upon the higher grade of the two types of evidence.

More information, including criteria for using the exam exceptional circumstances and appeals services, will be published over the coming weeks.

These measures have been developed in close consultation with members of the National Qualifications Group, including the Association of Directors of Education in Scotland (ADES); Colleges Scotland; Education Scotland; Educational Institute of Scotland (EIS); National Parent Forum of Scotland (NPFS); School Leaders Scotland (SLS); Scottish Council of Independent Schools (SCIS); Scottish Government; Scottish Qualifications Authority (SQA); Scottish Youth Parliament (SYP).

Edinburgh STEM graduates wanted for fifty fully-paid work placements made available across Scotland

The National Manufacturing Institute Scotland (NMIS) has established fifty fully-paid work placements within manufacturing and technology businesses across the country with the launch of the second round of its Manufacturing Skills Academy’s graduate training programme.

The placements are set to provide graduates with the opportunity to build in-demand skills and experience in the worlds of digital and advanced manufacturing, with positions now available across the Edinburgh region.

Each up to six months in duration, the placements are aimed at recent university and college graduates of a STEM related subject who are unemployed or struggling to find meaningful work due to the impact of Brexit and the COVID-19 pandemic.

Based within new and emerging markets such as green energy, space and renewables, placements are being offered within innovative companies across Scotland.

For example, successful applicants could find themselves working for Edinburgh based Shapespace Ltd, specialising in engineering and manufacturing analytics software, or Mask Logic, using additive manufacturing within product design.

Graduates could also look further afield to the likes of Scotmas Group, specialising in design, development and manufacture of environmentally sustainable disinfection equipment for water treatment, healthcare and food industry, with positions available in a number of companies across Scotland.

This new round of graduate training follows on from the success of the pilot programme launched early last year.

The programme saw thirty graduates recruited and placed with companies across Scotland and the NMIS Group giving valuable on-the-job work experience. A number of graduates have now gone on to secure extended contracts, or full-time employment.

Funded by the Scottish Government’s £20 million National Transition Training Fund (NTTF), the programme has been developed by the NMIS Manufacturing Skills Academy and is one of a number of initiatives designed to support Scotland’s economic recovery, and the transition to net-zero.

Minister for Youth Employment and Training Jamie Hepburn said: “The National Manufacturing Institute Scotland’s Manufacturing Skills Academy is delivering excellent work-based training to help graduates move permanently into high quality jobs in manufacturing.

“Building on the success of last year’s National Transition Training Fund pilot, this is an important opportunity for STEM graduates to access high quality training opportunities right across Scotland.”

Stewart McKinlay, Skills Director at the National Manufacturing Institute Scotland’s Manufacturing Skills Academy said: “We’re delighted we’ve received further support to provide an opportunity to fifty more graduates, now including those from colleges as well as Universities.

“The support from the Scottish Funding Council for the National Manufacturing Institute Scotland’s pilot graduate training programme last year allowed us to place 30 graduates within thriving businesses across the country and the specialist technology centres at NMIS. 

“It was a real success, with a significant number of the employers making permanent job offers to the graduates and other graduates going on to receive multiple offers from other companies based on the strength of their work experience. The aim is to replicate, and improve on this further, in 2022.”

The graduate training programme is now open for applications. Candidates are asked to submit an application form and short video before being matched to potential opportunities with an industry partner.

Speaking about his experience from the 2021 graduate training programme, Mina Hanna, who has now secured a further contract with Opportunity Cromarty Firth and the University of the Highlands and Islands said: “The National Manufacturing Institute Scotland’s graduate training scheme was truly a life changing experience, and I would encourage all manufacturing and engineering graduates to apply. 

“The time that was given to me by so many experienced professionals was an incredible opportunity and I am so grateful to NMIS Manufacturing Skills Academy for allowing me to embark upon a career that I am passionate about.”

NMIS, which is operated by the University of Strathclyde, is also encouraging expressions of interest from companies across Scotland that are interested in being part of the programme and placing a recent graduate.

Renewable Parts placed three graduates within its company last year. Michael Forbes, General Manager of Refurbishment Engineering at Renewable Parts, said: “We were delighted to work with the National Manufacturing Institute Scotland on the graduate training scheme, and with the high standard of applications.

“The business is growing, and the scheme allowed us to recruit for positions where otherwise we may have held off until a little later.

“The placement was almost like a 6-month interview, allowing us to see how the graduates integrated with the existing workforce.”

The applications process for the NMIS Manufacturing Skills Academy graduate training programme closes in early February.

An NMIS Insights online event is also taking place in the coming weeks offering an opportunity to find out more about the programme and hear from previous graduates and companies as they share their experiences.

Battered: Storms impact update

Power companies working at pace to reconnect affected households

First Minister Nicola Sturgeon chaired a further meeting of the Scottish Government’s Resilience Room (SGoRR) last night to co-ordinate the response to Storm Malik and Storm Corrie.

As the weather situation improves across the country, the amber warning for Scotland has now come to an end. A yellow warning is still in place covering Lewis, the Orkney Islands, much of the Highlands, Grampian and Tayside areas.

Of the 115,847 households that lost power as a result of both storms, all but around 7,000 are expected to be reconnected this evening. Power companies are confident that the vast majority of those affected should be reconnected by tomorrow, but recognise that there may still be some outages going into Wednesday.

Deputy First Minister John Swinney said: “Today we have seen an improving situation across Scotland following the two very serious storms over the weekend. The power companies have drafted in a large number of additional engineers and are making significant inroads into reconnecting customers, with work continuing at pace this evening.

“I want to thank all those who are working in difficult conditions to keep people safe and maintain our lifeline services.

“For those who will unfortunately not have power tonight, support with alternative accommodation is available to anyone who needs it. Those who have found their own accommodation can seek reimbursement from their suppliers.

“Special arrangements remain in place for vulnerable customers and local resilience partnerships continue to work together to provide welfare support.”

Transforming transport investment in Scotland

The Scottish Government published its blueprint for future transport investment last week. 

The second Strategic Transport Projects Review (STPR2) makes 45 recommendations under six key themes which seek to make transport in Scotland more sustainable and support people to make better, more informed choices on how they travel.

When implemented, the changes and measures will play a key role in helping to make the country fairer and greener – by tackling tackle climate change, reducing inequalities and improving our health and wellbeing.

The recommendations include:  

  • Mass transit in our biggest city regions of Glasgow, Edinburgh and Aberdeen: Clyde Metro represents a multi-billion investment which, when complete, could better connect over 1.5 million people to employment, education and health services in and around the Glasgow city region. Plans for Edinburgh & South East Scotland Mass Transit and Aberdeen Rapid Transit will also be developed.
  • Rural transport and island communities: Continuing investment in ferry renewals, improving port infrastructure and connections from ferry terminals to other types of public transport to reduce car reliance, enhancing island connectivity and making safety improvements on rural trunk roads where accident rates and severities are typically higher. 
  • Decarbonisation of public transport: Transport is Scotland’s biggest carbon emitter and the recommendations emphasise decarbonisation and behaviour change for ferries, rail and buses as well as increasing the shift to zero emission vehicles.
  • Improving active travel infrastructure: encouraging more people to walk, wheel and cycle more often; cutting carbon emissions and improving health and wellbeing, particularly of children, while supporting sustainable economic growth.
  • Transforming freight: developing a net zero freight and logistics network for Scotland that would encourage the switch from road to rail or water and reduce the overall distance travelled, including a review of rail freight terminals/ hubs.

These investments will help reduce overall demand for private vehicles; improve accessibility to employment, education, healthcare and leisure amenities; and strengthen strategic transport connections to, from and within rural areas, as well as across the UK.

Cabinet Secretary for Net Zero, Energy and Transport, Michael Matheson said: “The investment decisions we make now have never been more important. A green recovery from COVID-19 will set us on a path to delivering a fair and just transition to Net Zero.

“The pandemic has led to fundamental shifts in travel behaviours and we want to ensure that people continue to make sustainable travel choices, that they return to public transport and our economic recovery does not overly rely on road-based travel.

“The STPR2 recommendations support the measures set out last week in our route map to reduce car kilometres by 20% by 2030 and represent a major piece of work by this Government to make Scotland – all of Scotland – more sustainable.

“This review represents a repositioning of our transport investment priorities – the focus is firmly on how transport can help us protect our climate and improve lives. It takes a balanced and fair approach to all modes of transport, and all areas of Scotland.

“The recommendations set out in STPR2 will help deliver the four priorities of our National Transport Strategy – reducing inequalities; taking climate action; helping deliver inclusive economic growth; and improving our health and wellbeing.

“They’ll now go out for consultation and I urge individuals, community groups, businesses and public and third sector organisations to share their views with us so that together we can shape a transport system fit for a healthy, fair and green future.”

Cllr Susan Aitken, Leader of Glasgow City Council and Chair of the Glasgow City Region City Deal Cabinet said: “Today’s announcement marks a major step forward in our commitment to creating a modern, sustainable, integrated public transport system for the city of Glasgow and its surrounding metropolitan region.

“Clyde Metro’s inclusion in the STPR2 report is a huge vote of confidence in the work done to date by Transport Scotland and the City Council in advancing the concept and the compelling case for it.

“Metro will be transformational – reducing social and economic inequalities, delivering on economic growth, better connecting outlying and poorly served communities and incentivising large-scale modal shift from private car to public transport.

“Over the past several decades, modern rapid transit systems like Metro are what Glasgow’s comparator cities across the globe have been busy constructing. We cannot continue to be left behind.

“More than arguably any other single intervention, Clyde Metro can help deliver a vibrant, prosperous, inclusive and sustainable city region, a transport system fit for our international standing and ambitions.”

Alex Hynes, Managing Director of Scotland’s Railway said: “I’m encouraged that today’s report recognises the major role rail will play in moving people and goods sustainably as we move towards a net zero Scotland. 

“At Scotland’s Railway we are keenly focused on a number of clearly defined targets to achieve the Scottish Government’s net zero ambitions and we’ve already delivered a 38% overall reduction in carbon emissions in the last eight years. 

“Looking ahead, the financial picture is of course challenging but it’s great to see STPR2 support the potential for even more rail passengers and freight being transported by rail.”

Karen McGregor, Director of Capital Programmes for Sustrans Scotland said: “STPR2 has the potential to shape the places we live in, how we travel, where we live and crucially how we decarbonise our transport over the next decade and beyond. Therefore Sustrans welcomes the prioritisation of sustainable, low carbon, forms of transport in the emerging package of interventions identified here.

“In particular, we welcome the recognition of the strategic role that walking, wheeling and cycling can play in achieving the Scottish Government’s objectives.

“This helps to demonstrate the step change in thinking that is needed to meaningfully tackle climate change, improve Scotland’s health and wellbeing, reduce inequalities and deliver sustainable economic growth.”

Significant waste crime sites targeted by SEPA as BBC Disclosure focuses on serious and organised crime

Scottish Environment Protection Agency staff and their work tackling waste crime will be featured as part of investigative journalism programme BBC Disclosure tonight (Monday 31 January) at 7pm.

The programme titled ‘Dirty Business’ will delve into criminal waste activities – ranging from ‘man with a van’ flytipping and waste being burnt in a drum to large scale illegal activities with links to serious organised crime such as abandoned lorry trailers bursting with up to 41 tonnes of waste and illegal landfills.

The documentary sees BBC presenter Sam Poling shadowing staff on complex investigations including a site visit to an unidentified location, where a criminal gang has buried large amounts of waste underground resulting in environmental impact from the release of harmful gases and liquids as the illegal deposit degrades.

Sam also accompanies SEPA staff to a non-compliant site and on a site visit to a legitimate waste operator to see how businesses should be operating to stay within the law and discovers how criminals undercutting these types of businesses can impact on the industry.

Waste crime has a serious and detrimental impact on the environment, communities and compliant businesses, costing Scottish taxpayers tens of millions a year in clean-up costs, avoided tax and lost revenue.

Dedicated enforcement

As part of its ongoing commitment to tackle environmental crime and as an environment protection agency ready to tackle the challenges of the 21st Century, SEPA launched a dedicated intelligence and enforcement function in October 2019 to deal with those types of growing activities.

SEPA’S investigative waste enforcement work includes the monitoring of over 234 active cases including 31 high priority sites, some linked to serious and organised crime activities.

We work closely with partners such as Police Scotland, the Joint Unit for Waste Crime, Serious Organised Crime Task Force and cross border agencies to share information and work together to use powers that partners have to tackle this behaviour, using the latest technologies to help ensure we detect criminal activity and have the most accurate picture possible.

Working together in this way means that we can make it harder for criminals to get a foot in legitimate waste businesses, and where these sites have appeared it will become easier to require those responsible to clean them up.

Waste crime stifles legitimate businesses’ opportunities to innovate and improve our environment and there is a need to continue attracting the right businesses to Scotland that will contribute to our economic growth while protecting and enhancing our environment.

Members of the public and businesses must start thinking of ways to do things differently to limit opportunities for criminals to operate and gain a greater awareness of what happens to their waste.

SEPA works with businesses to help them achieve compliance and understand their obligations and Digital Waste Tracking is one of the innovations which could help make compliance easier and help individuals and businesses to track what happens to their waste.

Jennifer Shearer, Head of Enforcement at SEPA, said: “We are warning criminals – your activities are firmly in the spotlight and compliance with Scotland’s environmental laws is non-negotiable. Our dedicated enforcement unit is focussing our efforts on tackling the most serious non-compliance and illegal activity.

“Waste crime is best tackled on a preventative level and this involves a ‘Team Scotland’ partner led approach. By taking part in this programme we aim to highlight the extensive work that SEPA does and make everyone aware of duties they have in assisting in the disruption of these types of activity.

“For us deterring waste crime will take more than issuing fines and taking prosecutions where possible. It requires Scotland to realise the potential in developing vacant and derelict land for better use, engage in multi-agency partnerships and nurture urban and rural communities.

“In Scotland, businesses committed to doing the right thing by our environment will find a regulator that supports innovation and excellence. For those who do the wrong thing they’ll find a regulator that won’t hesitate to act. It is vital that businesses and individuals realise their duty of care, as the best way to stop waste criminals is to cut off their routes to make money.

“Criminals are resourceful, inventive and will find new ways to break the law – especially when money is involved, but Scotland’s enforcement agencies are working together to make sure we find them and stop them.”

Cabinet Secretary for Justice Keith Brown said: “The Scottish Government and partners on the Serious Organised Crime Taskforce are fully committed to disrupting those who see waste disposal as a money-making enterprise that sits alongside other crime types such as violence, drugs, weapons and money laundering.

“These criminals will do anything to increase their wealth through undermining legitimate waste businesses and tricking unsuspecting customers. Partners on the taskforce will use every means at their disposal to ensure these illegal practices stop and that those who dump waste illegally are held accountable.”

Phil Davies, Joint Unit for Waste Crime Manager, said: “The Joint Unit for Waste Crime works to disrupt serious and organised waste crime to reduce the impact on the economy, the environment and local communities.

“Our strength lies in bringing together agencies from across the UK, including the Environment Agency; Natural Resources Wales; the Scottish Environment Protection Agency; the Northern Ireland EA; the police; HMRC; the National Fire Chiefs Council; the British Transport Police and the National Crime Agency.

“Working together as the Joint Unit, we share intelligence and enforcement to more quickly identify, disrupt and deter criminals and make them pay for the damage they inflict on communities and the environment.”

Executive Director of the Environmental Services Association, Jacob Hayler, said: “Waste crime threatens the natural environment, costs the public purse millions of pounds a year and severely undermines investment in responsible, legitimate, recycling and waste treatment operations.

“The Environmental Services Association is highly supportive of robust enforcement action, greater deterrents and tougher penalties on these criminals, who unfortunately all too often view our sector as a soft target.”

Allan MacGregor a member of the Resource Management Association Scotland (RMAS) Management Committee and Chief Executive of the Binn Group, said: “Unscrupulous operators undermine legitimate businesses, stifle investment, and create an uneven playing field.

“We therefore fully support any efforts to crack down on illegal waste dumping activities and stop waste criminals from operating within our industry.”

How you can help

Everyone can help tackle waste crime by refusing to engage waste service providers who are not licenced by, or registered with SEPA, and by checking that the person offering to pick up their waste is a registered waste carrier. You should ask for evidence of this and then ask where they will dispose of the waste and ensure this is a legitimate licensed site. Failing to make these checks is illegal.

Services that sound too good to be true often are – and could lead to waste being illegally fly-tipped or disposed of by other illegitimate means. For criminals carrying out these activities, illegal waste disposal and fly tipping is a serious offence with significant consequences and those caught risk a criminal conviction and a fine and/or imprisonment. SEPA can also issue Variable Monetary Penalties of up to £40,000 as an enforcement tool.

Everyone can assist by being vigilant and reporting any suspicious activity such as:

  • Trailers left by the roadside or in isolated areas
  • Increased activity at previously unused sites
  • Movements of vehicles late at night or very early in the morning
  • Unusual odours or increased fly activity
  • SEPA also advises that landowners must be alert to the risk of their land or premises being used for illegal waste deposits and trailer or vehicle owners should also be aware of the risk of theft for use in illegal waste disposal activities.

New independent advocacy service for disabled people opens

Disabled people are now able to access a new advocacy service to get help applying for Scottish social security benefits. 

The support is available to disabled people applying for any of Social Security Scotland’s current and future benefits including Child Disability Payment and Adult Disability Payment.

It also covers advocacy support for disabled people to access payments for families with children, people who need help to pay for a funeral, carers and young people entering the workplace.

This service will be delivered by the charity VoiceAbility and is entirely independent of the Scottish Government and Social Security Scotland. 

The Scottish Government has committed up to £20.4 million over the next four years to the provision of the new Independent Advocacy Service. 

To enable them to deliver this service, VoiceAbility will create up to 100 new advocacy jobs across the country over the next four years, with a head office and dedicated training centre in Glasgow. 

Minister for Social Security Ben Macpherson said: “Accessing social security is a human right and we have an obligation to do what we can to make sure disabled people are able to get the help they need to access financial support they are entitled to. 

“This is why we are investing in an independent and free advocacy service for disabled people who need support to engage with us. This new service will help disabled people be aware of their rights, express themselves and feel understood when applying for Scottish social security benefits. 

“The service, which is unique to Scotland, is just one of the ways that we’ve responded to what people have told us they want from our new social security system. It is all part of our work to make sure people applying for benefits have a positive experience and find it straightforward and simple no matter what their individual circumstances are.  

“Our system is designed to adapt to an individual’s needs rather than expecting them to adapt to access it and we start from a position of trust. I am delighted this new independent service is available to disabled people, it highlights how we are ensuring our social security system is based on dignity, fairness and respect.”

Chief Executive of VoiceAbility Jonathan Senker said: “We are proud to have established a new base in Scotland to provide this Independent Advocacy Service. Our team of skilled advocates will cover the length and breadth of Scotland to provide bespoke support to disabled people to apply for benefits from Social Security Scotland. 

“The advocacy we provide will support disabled people to make sure their voices are heard when it matters most and will mean that more people know and understand their rights when applying for Social Security Scotland benefits. We are excited about the difference this service will make to disabled people.”
