Teaching union welcomes school re-opening plans

Following the announcement from the First Minister on the reopening of Scotland’s schools, EIS Assistant Secretary David Belsey said: “The EIS welcomes the Scottish Government plans for schools to reopen with broadly the same mitigations in place as when they closed earlier this year.

“We agree the continued wearing of facemasks, physical distancing measures, effective ventilation of classrooms and good hygiene regimes need to remain in full force.

“The Scottish Government’s acknowledgement of the importance of  strengthening the guidance around ventilation and the additional funding to close any gaps in this provision is extremely welcome and a significant improvement to the current mitigations.

“The completion of vaccination programmes for all school staff is vital and the EIS believes that voluntary vaccination of 12 – 17 year-olds would be sensible and may go some way towards making schools safer places and help to address the anxieties of some young people.

“The six week period of no changes to mitigations will provide a degree of reassurance to school staff and some certainty as to what to expect when returning to classrooms.

“This will also allow for meaningful consultation between Scottish Government, Local Authorities and teachers’ unions before any further changes. The EIS will study the new guidance and seek to address any emerging issues with the Scottish Government and employers.”

Two-thirds of Scots worried they will catch COVID at work

Two-thirds of Scottish employees (66 per cent) are worried about contracting Coronavirus when they return to their place of work, a new survey has found. 

The findings follow a UK-wide survey, carried out by JD Cooling Group, the UK’s leading independent supplier of environmental control systems with offices in Kelty, which revealed that despite the extensive vaccine roll out, many people across Scotland and the rest of the UK remain cautious about the prospect of a return to the office.

Lack of space and ventilation

Almost half (47 per cent) of all respondents cited the possibility of catching Coronavirus through airborne transmission indoors as their biggest concern, followed by 40 per cent who said poor air quality is a worry for them about returning to their workplace.

Two in five said they are concerned their co-workers might not be vigilant enough with handwashing, while 37 per cent of people admitted to being concerned about others not wearing masks. Lack of space is also an issue, with 35 per cent concerned about meetings in smaller rooms with limited ventilation, and a third (33 per cent) concerned about social distancing not being possible.

Providing reassurance

Despite these worries, there are a number of solutions that would help reassure employees about returning to work, with three in five (62 per cent) saying they would like a ventilation system installed to improve air quality, circulation and flow.

Social distancing measures being in place and enforced would reassure two in five (42 per cent), while a third (33 per cent) would be reassured by regular cleaning of surfaces. Two in five (39 per cent) would be reassured if the majority of the company had been given a coronavirus vaccine – slightly higher than the 32 per cent who would be reassured if they had been given the coronavirus vaccine themselves.

Changes to the workplace would also help to provide reassurance, as three in ten (31 per cent) support changes to allow them to have their own office or workspace, 26 per cent supporting Perspex screens being added to their workspace, and a fifth (18 per cent) feeling reassured if gloves and PPE was provided.

Mike Gould, HVAC Manager at JD Cooling Group said: “This data clearly shows that while there are measures in place, such as face masks and social distancing, people remain concerned when it comes to the next stage of restrictions lifting, and it won’t be enough to simply open doors and windows to encourage better air flow.

“Even with the vaccine roll out, proper ventilation is coming out as the top way to help employees feel comfortable about returning to the office.

“Good ventilation can rid a workplace of contaminated and stale air. As people are still clearly concerned about catching the virus at work, it’s important that employers do what they can in order to protect, reassure and ultimately keep their workforce safe.”

The study also found a significant minority (42 per cent) said that they would be likely to consider looking for another job if their employer did not put in adequate measures to minimise the spread of Coronavirus before they returned to their normal workplace. This highlights the importance of employers taking steps to protect their workforce.

Beyond this, the pandemic will undoubtedly have far-reaching long-term impacts on workers’ attitudes, as a third (35 per cent) say that they will be more concerned about catching common colds and flu viruses at work than they were before the pandemic, even after the vaccination programme has been fully rolled out.

Are Scotland’s Businesses Ready to Return to Work?

A LEADING employment lawyer is warning businesses that complying with COVID health and safety workplace guidance to allow employees to return to work is much more than a box-ticking exercise.

With employers looking to begin a return to work for staff over the next few weeks and months, it is imperative they comply with the latest health and safety guidance or risk potential claims against them.

The advice comes as the firm launches what is believed to be the first product of its type to help both employers and employees understand what is required to work safely out of lockdown

Graham Millar, Employment Law Partner at Gilson Gray, said: “The perception might just be that we all need to wash our hands, use hand sanitiser and maybe wear masks – but in reality, these rules will change the entire workplace.

“This isn’t just a box-ticking exercise, it’s up to employers to consider how their business operates and look at where there could be a transfer of infection.

“This involves looking at all the things that would have been overlooked before: if you have the same ten people in the office with only two toilets, using the same printer and kitchen, coffee machine – how are you going to deal with this? The masks and hand sanitisers are the easy part.”

Breaches could lead to fines or, at worst, claims for compensation if an employee contracts COVID-19 in the workplace and becomes seriously ill or dies.

Graham believes the best way for employers to ensure they have a good plan in place is to have a very clear understanding of the new rules and what they realistically mean for their employees – and to have those employees fully signed up to them.

Graham said: “The mindset the courts have taken over the past six or seven years is that it’s no longer good enough to just have a policy in place. The focus is now on how well your employees understand and appreciate your policies.”

The training course depends on the size of the company, ranging from £25 per person to £15 per person. For businesses with more than 100 staff, Gilson Gray can ensure this is adapted into existing online training, if appropriate.

The 80-minute course can be undertaken at an individual’s desk and ends with an online exam, after which they receive an email confirming their results and certification. There are also separate sections tailored to specific sectors.

Each employee will be given a separate link and the managers are given details on completion and whether or not the employee has passed the assessment.

Six in ten nervous about returning to work following lockdown

A nationwide YouGov survey, commissioned by One Year No Beer, has revealed that 60% of the UK workers who are no longer travelling to their usual place of work and now working from home  are nervous about returning to work following lockdown.

The survey also identified that women surveyed appear to be considerably more nervous with 70% of them opening up about their fears of returning to the workplace, opposed to 49% of men.

 61% of 18-34 workers who are not currently in their usual place of work agreed that they were nervous about returning and surprisingly fears were lowest amongst those aged 55 years and over.

Geographically, Midlands came out on top with 72% of all workers no longer travelling to their usual place of work nervous about returning to work, and those most relaxed about getting back to old routines were workers residing in the South (51%).

Whether people had children in their household or not seemed to have little impact on their attitudes towards returning to work with 63% of those with children in the household  opening up to anxiety around returning to the workplace, compared to 60% of those with no children in their household.

“In hard times it’s easy to let things creep in that you wouldn’t normally do and if people are anxious about returning to work, the concern here is that they will start to lean more so on alcohol as a coping mechanism.”

EIS welcomes clarity on school re-openings – but warns challenges remain

Teachers union the EIS has welcomed the clarity provided by the planned re-opening of Scotland’s schools in August but has highlighted that significant challenges remain over managing this effectively.

The EIS has consistently called for three conditions to be met before schools re-open: full test trace and isolate capacity to be established; a programme for implementing operationally in schools all public health advice e.g. physical distancing; and demonstrable evidence that the virus is under control e.g. a lower R figure and steady reductions in new cases.

These remain the yardsticks which must be applied.

EIS General Secretary Larry Flanagan said, “The COVID-19 crisis has had a significant impact on schools, pupils and teachers over the past months.

“Our members will welcome the clarity provided by the First Minister’s announcement today, and the clear statement that schools will not re-open until after the summer and only if health conditions allow.

“This will provide valuable time to allow schools to prepare for what will be a very different learning environment, with physical distancing requiring smaller class sizes and schools delivering a blended approach of part time in-school learning and part time remote learning for most pupils.”

Mr Flanagan added: “The EIS has worked constructively with the Scottish Government and with local authorities throughout this crisis and will continue to do so in the best interests of learners and teachers.

“There is a strong shared commitment to protecting the health and wellbeing of everyone in the school community. Delivering a new blended learning approach is potentially the biggest curriculum challenge of this century, however, and it will require significant commitment from all parties to make it work.”

Mr Flanagan referred to the initial analysis of a recent EIS survey, which more than 26,000 teachers across Scotland responded to, which highlights some of the challenges that schools continued to face.

93% of teachers believed that clarity over how teaching and learning will be delivered in the next academic year was crucial.

77% believed that there was a critical need for adequate time to prepare for the delivery of a more ‘blended’ approach to learning – an acute challenge if staff are also supporting remote learning and hub provision.

Teachers also warned of some of the challenges associated with home learning, particularly for those pupils from disadvantaged backgrounds.

The majority cited digital poverty as a barrier for pupils: 63% cited the lack of access to suitable technology and 57% the lack of internet access at home as issues creating barriers for pupils.
