Teaching union welcomes school re-opening plans

Following the announcement from the First Minister on the reopening of Scotland’s schools, EIS Assistant Secretary David Belsey said: “The EIS welcomes the Scottish Government plans for schools to reopen with broadly the same mitigations in place as when they closed earlier this year.

“We agree the continued wearing of facemasks, physical distancing measures, effective ventilation of classrooms and good hygiene regimes need to remain in full force.

“The Scottish Government’s acknowledgement of the importance of  strengthening the guidance around ventilation and the additional funding to close any gaps in this provision is extremely welcome and a significant improvement to the current mitigations.

“The completion of vaccination programmes for all school staff is vital and the EIS believes that voluntary vaccination of 12 – 17 year-olds would be sensible and may go some way towards making schools safer places and help to address the anxieties of some young people.

“The six week period of no changes to mitigations will provide a degree of reassurance to school staff and some certainty as to what to expect when returning to classrooms.

“This will also allow for meaningful consultation between Scottish Government, Local Authorities and teachers’ unions before any further changes. The EIS will study the new guidance and seek to address any emerging issues with the Scottish Government and employers.”

Children’s charity survey reveals emotional wellbeing is the priority when children return to school

  • Responding to a national survey by charity Children 1st, parents and carers say there should be a focus on children’s emotional wellbeing when they return to the classroom
  • Parents and carers also call for more support for children on returning to routines, catching up on lost learning and on rebuilding friendships
  • Chief Executive Mary Glasgow says the voices of parents, carers and children should be at the centre of plans on how best to support children when they return to school

Scottish parents and carers believe their child’s emotional wellbeing should be at the top of the curriculum when the schools re-open, according to a national survey run by charity Children 1st. Parents and carers said they wanted their children to have time to reconnect with their friends, to play and have fun.

The national survey, conducted over social media, found that most parents and carers think a carefully managed transition and emotional support will be key to helping their children cope with a return to the classroom. This is in line with what the charity is hearing from Children 1st Parentline and the parents and carers it works with through its community services.

Over half of parents and carers (57.3%) said they would like schools to reopen with a focus on considering children’s emotional needs as well as their academic ones. Parents and carers believe that supporting the emotional wellbeing of their children is as important as learning, according to the 1515 parents and carers from across Scotland who responded.

Those responding to the charity’s survey also said that the biggest challenges they have faced during lockdown are around balancing their work and children’s needs, and helping their children maintain relationships with friends and family. Returning to routines was the biggest concern about schools reopening, with over 60% of parents and carers citing it as a worry (see tables below for more details).

It comes after calls were made this week for Scottish school days to be extended and school holidays to reduce.

But Mary Glasgow, the charity’s Chief Executive, is calling on the Scottish Government and the Scottish education sector to listen to families by putting children and young people’s emotional and social wellbeing at the heart of Covid recovery, warning that children can’t learn effectively if they don’t feel emotionally safe and secure.

She said: “With all the discussion of longer school days, less holidays and general focus on formal learning as opposed to the wider social and emotional needs of children, it felt like the voices of families and children were being lost in the debate.

“That’s why we directly asked families what they would need to recover from the pandemic so they can cope with a return to school – and they have told us that many children will need support with their emotional wellbeing when they return to school.

“As we move closer to schools fully reopening, I urge the Scottish Government and the Scottish Education sector to listen to the voices of these families who are telling us that children’s wellbeing and self-confidence must be at the heart of the school’s response to Covid recovery.”

“We know that this year has been hard for all of us, but with the right support in place parents and carers are telling us that children can overcome any negative effects of lockdown.”

One respondent to the survey said: “I want my children to feel safe and wellbeing has to be priority. One whole academic year has been lost from education, but I feel a slow approach to learning should be made, not a rush to catch up.”

Another told us “Let them have time to play, forge friendships and space to emotionally recover from the pandemic.”

Another parent / carer told Children 1st “We need to focus on wellbeing. The impact all of this uncertainty has had on children is immense, even if they aren’t necessarily outwardly upset.

“Catching up on missed education is so important but we need to recognise the level of disruption they have all been through and support them positively to transition back into yet another change of routine.”

Bak to skool!

A series of new measures aimed at driving down coronavirus (COVID-19) rates in Scotland have been announced.

Current restrictions, including the ‘stay-at-home’ requirement, are set to remain in place until at least the end of February and schools will continue to be closed to most children for the rest of this month.  

Nurseries and Primaries 1 to 3 are, however, now scheduled to return full-time on 22 February, subject to final confirmation two weeks from now that sufficient progress in tackling the virus has been achieved.  

In an update to Parliament the First Minister confirmed that a managed quarantine system for anyone who arrives directly into Scotland regardless of which country they have come from will be introduced as soon as practicably possible.

In addition to guarding against the increased importation of new cases, access to testing to find cases and interrupt transmission already taking place in Scotland will be stepped up:   

  • from the middle of February, routine testing of healthcare workers will be expanded to cover patient-facing primary care workers such as GPs, dentists, optometrists and pharmacists, as will testing for all patient-facing staff who work in hospices
  • from later this month, regular testing will be offered to support the return to schools and nurseries. Senior phase secondary school students, and all staff in primary, secondary and special schools, including school-based ELC staff, will be able to benefit from routine at-home testing two times a week
  • certain workplaces where the risk of transmission is greater and which provide essential or critical services, such as those within the food processing and distribution sectors and staff within emergency service control rooms, will also be supported to introduce routine workforce testing
  • targeted community testing will continue to be expanded – so that testing is available to people locally, regardless of whether or not they have symptoms
  • from mid-February tests will also be offered to all close contacts of people who have tested positive for COVID-enabling Test and Protect teams to identify their contacts and track, and break further, chains of transmission

In order to promote people’s ability to self-isolate when necessary, financial support will be significantly expanded to include all workers earning the Real Living Wage or less, as well as those in receipt of a council tax reduction because of low income.

The £500 Self-Isolation Support Grant will also be extended to people who cannot work because someone they have caring responsibilities for is asked to self-isolate. 

First Minister Nicola Sturgeon said: “As levels of the virus continue to fall in Scotland, it becomes ever more important that we stop the virus from being imported again. The threat of new variants is real and we must be ever-more vigilant.

“That is why we intend to introduce a managed quarantine requirement for anyone who arrives directly into Scotland, regardless of which country they have come from.

We want to work with the UK Government to avoid travellers sidestepping restrictions and arriving in other parts of the UK before travelling to Scotland, however the most effective approach to prevent this and to stop new variants being imported is for the UK Government to introduce a compulsory quarantine for anyone travelling into the UK from overseas.

“Since we still have work to do these measures will not be introduced this week and more detail will follow shortly.

“We believe that targeted community testing can play a particularly valuable role in communities where prevalence is starting to rise rapidly which is why we have expanded our testing programme to identify cases and break chains of transmission.

“Lockdown is starting to slow down the virus. But we also need to pick up the pace in our vaccination programme. We are doing that and will accelerate the programme further over the next fortnight – providing that we have sufficient supplies of the vaccine – as we work towards being able to vaccinate 400,000 people a week by the end of the month. We are making rapid progress in protecting those who are most at risk from COVID-19.”

On schooling, the First Minister added: “I am acutely aware of the pressure school closures is putting on working parents and on family life more generally.

“Our room for manoeuvre, given the current state of the pandemic, is limited. But the government is determined to use every inch of headroom we have to get children back to school.

“Based on the advice of our expert advisers, if we all agree to abide with the lockdown restrictions for a bit longer so that our progress in suppressing the virus continues, we can begin a phased, albeit gradual, return to school from 22 February.”

The EIS has responded to the First Minister’s statement on a planned phased return for schools, welcoming the planned roll-out of regular testing for staff and students – but warning that virus levels must fall ‘substantially’ before the plans for a phased return for pupils can be confirmed.

Commenting, EIS General Secretary Larry Flanagan said, “Clearly, any school return remains contingent upon continued progress on community suppression of the virus and that is not a given so we need to see infection levels coming down substantially before the return date can be confirmed.”

Mr Flanagan continued, “Whilst a phased return is a more cautious approach, we are surprised that the First Minister did not discuss the need for physical distancing amongst P1-P3 pupils, given that she clearly stated the new variant impacts on all age groups, whereas previously younger children seemed to be less directly involved in transmission than adults.

“The EIS believes that a blended learning model, i.e. implementing physical distancing, would be a safer strategy to deploy and we would need to see strong scientific evidence to justify the Government’s approach. Frankly, in the absence of such evidence this model creates unnecessary risk for staff and pupils.”

On the planned rollout of testing for school staff and some secondary pupils, Mr Flanagan added, “The availability of regular testing for staff is something the EIS has called for, so that is welcome, as is its extension to senior phase pupils which will offer some reassurance to their families.”

“The EIS also notes the limited number of senior pupils able to return at any one time, but this must be organised in a way which explicitly enables physical distancing amongst pupils.”

Responding to the First Minister’s COVID-19 update concerning a phased return to schools in Scotland, GMB Scotland Senior Organiser for Public Services Drew Duffy said: “Yet again the Scottish Government failed to acknowledge the role of school support staff in the response to COVID-19.

“This morning over 1,000 of our members in support staff jobs, including cleaners, caterers, and pupil support staff, wrote to the First Minister asking her to strengthen school safety guidelines and the implementation of them across our thirty-two councils.

“This afternoon’s statement said little to these workers, despite the fact support staff are most at risk against the backdrop of more virulent strains of COVID-19 because many continue to work in our schools throughout this lockdown.

“We need full consultation with Ministers on a consistent approach to worker safety in the phased return of schools. That’s the only way we are going to give these forgotten key workers some badly needed confidence their safety is a priority for this government.”

Education leaders in Edinburgh have welcomed the phased return of school pupils announced by the Scottish Government.

Cllr Ian Perry, Education, Children and Families Convener for the City of Edinburgh Council, said: “I know many families across the city will be pleased to hear that a phased return to schooling will be in place by the end of the month.

“Our teaching staff are doing a tremendous amount of great work with home learning but we all know there’s no better place for our children than being back in school with their peers and learning face to face.

“Our schools will now work really hard to put plans in place so P1 to P3 pupils and some senior phase pupils can return on February 22 which will hopefully be confirmed by the Scottish Government in two weeks time.

“In the meantime home learning will continue and we hope to be to welcome more pupils back to school in the coming months as long as the virus continues to be suppressed.”

Cllr Alison Dickie, Education, Children and Families Vice Convener for the City of Edinburgh Council, said: “These are extremely challenging times for families and no one can underestimate the impact the pandemic has had especially for those struggling at home.

“Everyone’s mental health and wellbeing is really important so it’s welcome that early years, childcare and P1 to P3 pupils will be back in school where they belong in a few weeks time.

“Supporting the children who need it most is vital and I’m glad they will continue to attend their schools as we all work together to get through this. With the number of positive cases coming down in Edinburgh and the rollout of the vaccination programme we hope even more pupils will be able to come back to school when it is safe to do so.

“We will continue to follow the latest Scottish Government and health advice in ensuring our schools continue to be safe learning and teaching environments for all our young people and teaching staff.”

Deputy First Minister John Swinney said: “I appreciate only too well the burden being placed on many families as they navigate this COVID pandemic. I am also acutely aware of the need to maintain teaching and learning wherever possible. In doing so, the health and wellbeing of our children, young people and staff is paramount.

“My priority has been to ensure a safe return for children and young people to school and nursery as quickly as possible. That is why the steps that have been announced today are guided by the advice of the Chief Medical Officer and public health experts.

“Children and young people will begin a gradual, phased return to classrooms supported by a testing regime and enhanced guidance. A sense of caution underpins the plans unveiled today, but this is essential as we work to return to full time teaching in schools.”

Prime Minister Boris Johnson has today made a direct appeal to parents to return their children to the classroom when schools reopen in England next week.

Prime Minister Boris Johnson said: “I have previously spoken about the moral duty to reopen schools to all pupils safely, and I would like to thank the school staff who have spent the summer months making classrooms Covid-secure in preparation for a full return in September.

“We have always been guided by our scientific and medical experts, and we now know far more about coronavirus than we did earlier this year.

“As the Chief Medical Officer has said, the risk of contracting Covid-19 in school is very small and it is far more damaging for a child’s development and their health and well-being to be away from school any longer.

“This is why it’s vitally important that we get our children back into the classroom to learn and to be with their friends. Nothing will have a greater effect on the life chances of our children than returning to school.”

Chief Medical Officers and Deputy Chief Medical Officers of England, Scotland, Northern Ireland and Wales made a weekend statement on the evidence of risks and benefits to health from schools and childcare settings reopening, which says:

  • We are confident in the extensive evidence that there is an exceptionally small risk of children of primary or secondary school age dying from COVID-19. The infection fatality rate (proportion of those who are infected who die) for those aged 5 to 14 is estimated at 14 per million, lower than for most seasonal flu infections.
  • We are confident that there is clear evidence of a very low rate of severe disease in children of primary and secondary school ages compared to adults, even if they catch COVID-19. The percentage of symptomatic cases requiring hospitalisation is estimated to be 0.1% for children aged 0 to 9 and 0.3% among those aged 10 to 19, compared to a hospitalisation rate of over 4% in the UK for the general population. Most of these children make a rapid recovery.
  • We are confident that there is clear evidence from many studies that the great majority of children and teenagers who catch COVID-19 have mild symptoms or no symptoms at all.
  • Control measures such as hand and surface hygiene, cohorting to reduce number of daily contacts, and directional controls to reduce face-to-face contact remain key elements of maintaining COVID-19 secure school environments and minimising risk.

Children return to school in Northern Ireland this morning, while Welsh children go back next month.

Pupils in Scotland start their second full week of school this morning, and parents are reminded to observe guidelines on social distancing.

Steps include:

  • Limiting the number of family members at drop off and pick ups where possible
  • Following the specific guidance issued to them from their schools
  • Following national advice on keeping two metres apart.

Edinburgh’s Education Convener Cllr Ian Perry said: “We realise it will take time for parents and pupils to get used to the new arrangements around our schools and I want to thank everyone who has been following the advice such as dropping children off away from schools gates so there is no overcrowding.

“We would urge everyone to remember the physical distancing guidelines they have been following so well for the past few months as these also apply outside our schools. Please take on board these simple steps so we can keep everyone safe.”

Education Vice Convener Cllr Alson Dickie said: “Each school is different so specific advice has been issued to parents about the best ways to help with physical distancing at drop off and pick up times.

“Discussions between parents and schools will continue as we find solutions that best support each school. In addition a number of temporary measures have also been put in place as part of our Spaces for People programme to give pupils and their families safer access so they can physically distance using buggies, wheelchairs and other mobility aids.

“We are continuing to encourage parents/carers to travel to school by walking, cycling and scooting where possible so please follow the national guidance so we can keep the virus suppressed.”

Teacher concerns on eve of schools re-opening

TWO surveys by Scotland’s biggest teaching unions have highlighted teachers’ concerns as children return to school this week:

A major study conducted by the EIS, Scotland’s largest teaching union, has confirmed that the majority of teachers retain serious concerns about COVID-19 safety measures ahead of the return of pupils to schools from today.

A total of 29,867 teachers took part in the survey. The clear message from the results is that, while teachers support the decision to reopen schools, they remain unconvinced that sufficient measures have been put in place to ensure the safety of pupils, staff and the wider school community.

Key data from the final survey results includes:

  • A total of 29,867 teachers completed the survey from its launch on Tuesday 4 August to the morning of Monday 10 August – the largest survey return we have ever had – with 60% expressing support for the decision to reopen schools but a similar figure, 66%, expressing anxiety and a lack of confidence that sufficient mitigations would be in place.
  • Only 1 in 5 expressed confidence that schools are currently safe – indicating that much more needs to be done to reassure staff that schools are safe to work in.
  • 53% expressed a lack of confidence that an established capacity to test, trace and isolate is in place to support a safe return, with only 28% of teachers being ‘confident or very confident’ of this.
  • 72% of teachers indicated support for the testing for asymptomatic members of staff to help supress the spread of COVID.
  • 63% expressed support for the mandatory wearing of face coverings by senior pupils in classrooms.
  • 65% indicated that enhanced cleaning regimes would make them feel safer in schools.

Commenting on the findings, EIS General Secretary Larry Flanagan said yesterday: “These findings issue a stark warning to local authorities and the Scottish Government ahead of pupils returning to schools from tomorrow.”

“Our survey findings confirm that, even as they return to schools across the country today, Scotland’s teachers are extremely concerned about the risks associated with potential COVID-19 infection in schools.

“This worry will be particularly acute for the significant percentage of teachers identified as being in an ‘at risk’ category (16% of respondents), as well as those living with a family member who is in a high-risk group.

“There is significant concern amongst all teachers on issues such as the large number of pupils in each class, inability to maintain social distancing, and the need for the wearing of face coverings to ensure safety in some circumstances. These concerns grow more acute based on the age of pupils being taught, with secondary teachers expressing a particularly high level of concern over the potential risks of teaching young adults for long periods of time in an enclosed classroom environment.”

Mr Flanagan continued: “The EIS has consistently said that we support the principle of re-opening schools so that teachers can, once again, offer their full support in a classroom setting for pupils. But we have also been consistent in the demand that schools can only re-open to pupils if this is managed in a way that can assure the safety of those pupils, staff and the wider community.

“The very clear message from these findings is that teachers are far from convinced that all necessary steps have been put in place by the Scottish Government and local authorities to make schools safe. This must be addressed now, with pupils returning this week.”

Mr Flanagan concluded, “The EIS will be sharing the results of our survey with local authorities and the Scottish Government, and continuing talks at national and local level to seek resolutions to the concerns raised by our members.

It is in everyone’s interests for solutions to be found, to ensure that our schools can operate safely as pupils return to the classroom this week.”

TEACHERS NOT TOLD OF CORONAVIRUS SAFETY MEASURES

A majority of teachers are returning to schools this week without knowing what safety measures their schools are taking to deal with Coronavirus, an NASUWT survey of Scottish teachers has found.

Teachers have been given little or no time to prepare for the return of their pupils and have in many cases not been given basic information about what measures will be in place to ensure the health and safety of staff and pupils.

The majority (67%) of teachers responding to the NASUWT survey do not feel prepared to return to their school/college and the vast majority (87%) feel anxious about returning to their school when it is reopened to all pupils.

The NASUWT survey found teachers in Scotland have not been given assurances on social distancing or the provision of PPE. The survey also highlighted major concerns around the lack of consultation with teachers, especially staff who are at greatest risk from contracting Coronavirus.

A majority of teachers (57%) had not been informed of new arrangements for their school for Monday/Tuesday and the majority (60%) were not consulted on any arrangements for opening and also a majority (65%) were not consulted on risk assessments. 

For those who were in extremely vulnerable groups or had characteristics for whom coronavirus would have a disproportionate effect, (69%) had not had any contact from their employer regarding their individual risk assessment.

NASUWT General Secretary Dr Patrick Roach said: “Teachers need to be given the same level of protection as employees in any other workplaces.

“Our survey has highlighted that teachers have not been given assurances that even basic hygiene measures to help supress the virus, such as paper towels and soap and hot water, will be made available to them. This is deeply concerning and must be addressed immediately.

“We have also heard from many cases teachers who have not been told about the safety measures that will be  in place to help prevent virus spread.

“The Scottish Government and school employers have a duty to listen to and address teachers safety concerns and take urgent action to ensure  that schools reopen safely this term.” 

Jane Peckham, NASUWT National Official Scotland, said: “The fact that almost half of teachers have told us they don’t feel their school will be a safe environment for pupils to return to should be a major cause for concern.

“The majority of teachers tell us they are anxious about returning but assurances about routine testing in schools and rigorous monitoring systems for Coronavirus will help provide reassurance that everything that can be done to keep schools safe is being done.

“School leaders and staff have been working phenomenally hard in very difficult and uncertain circumstances to ensure that they can safely reopen and many pupils and staff are looking forward to returning to school and college.

“But ministers and school employers must do more to reassure parents and the schools workforce that everything is being done to minimise transmission of the virus and that rigourous safety measures and procedures are in place should any outbreaks occur.”

COSLA PRAISES HEROIC EFFORT AS SCHOOLS PREPARE TO REOPEN

COSLA’s Children and Young People Spokesperson, Councillor Stephen McCabe, and Resources Spokesperson, Councillor Gail Macgregor, said: “As schools across Scotland prepare to welcome pupils back this week, we would like to pay tribute to our school staff teams – cleaners, janitors, catering staff, teachers, support staff and youth workers – their response during the COVID-19 pandemic has been nothing short of heroic.

“They have continued to work quickly and effectively in unprecedented circumstances to support and guide children through home learning, whilst striving to ensure pupils could return to their classrooms in safe and timely manner.

“This has been no easy task, and we thank them for their unwavering efforts and dedication during the most challenging of times over the past five months.

“We’d also like to take this opportunity to recognise the support and patience from parents and carers as we all navigated uncertain times following the closure of schools back in March.

“And lastly, to our children and young people – we have continued to be impressed by your resilience and we are sure your teachers are incredibly proud of your attitude and efforts through this pandemic.

“We hope you enjoy returning to your classrooms with your friends and settle back into the routine quickly.”

Edinburgh’s children begin the return to school tomorrow with a phased return to begin on Wednesday 12 August, with all pupils back full-time from Monday 17 August. There are in-service days on Monday 10th and Tuesday 11th (today).

Safety must be the priority as schools and colleges prepare to reopen, says teachers’ union

Robust safety measures, monitoring, testing and swift information sharing must all be in place in every school and college in Scotland in order to ensure that they can open their doors and keep them open whilst minimising the risk of a rise in COVID-19 transmission in the wider community, says teachers’ union NASUWT.

As schools and colleges prepare to reopen, the NASUWT-The Teachers’ Union is highlighting the need for robust systems of monitoring and enforcement to be in place in every local authority to ensure schools are taking all necessary steps to keep pupils and staff safe.

Teachers who are preparing for the full reopening of schools remain anxious that everything that can be done should be done to make sure that schools are Covid-safe.

The NASUWT is also calling for effective systems of information sharing from employers about local infection rates and clear protocols about the arrangements to be adopted by schools and colleges in the case of any local outbreaks or lockdowns.

While the Scottish Government says its test and protect system will be sufficient to protect school staff and pupils, the NASUWT is urging the introduction of regular, routine testing of all school staff and pupils in order to ensure cases are not missed, particularly given that children and young people are more likely to be asymptomatic for COVID-19

Dr Patrick Roach, General Secretary of the NASUWT-The Teachers’ Union, said: “While the vast majority of schools and colleges are doing everything they can to minimise the risks to staff and pupils when they reopen, it will be important to ensure that where appropriate safety measures are not fully in place, plans to reopen any individual school are paused to enable the necessary safety measures to be put into place.

“Teachers and other staff working in schools want to be assured that when they return to the workplace they will be afforded the same level of protection as staff in other occupations and workplaces.

“The Government and employers need to demonstrate that schools are ready to reopen safely and must not leave the safety of children, teachers and the general public to chance.

“Regular inspections of schools and colleges and public health communications to all staff, parents and in the wider community will be vital to guard against the risk over time that fatigue or complacency over safety could result in new outbreaks of the virus.

“It is important to remember that we remain in a public health emergency and the Scottish Government and employers must do everything they can to ensure that reopening schools does not lead to an increase in cases of COVID-19.

“This is why routine, widespread, testing systems, coupled with effective information sharing measures are so important, along with the mitigation and safety measures schools and colleges are being asked to take.

“There is a fine balance involved in fully reopening schools and easing other lockdown measures whilst trying to keep the virus under control. Ministers and employers must ensure that health and safety remain the paramount priority and that schools proceed with caution to safeguard the health and safety of pupils and their staff.”

Jane Peckham, NASUWT National Official Scotland, said: “School leaders and staff have been working phenomenally hard in very difficult and uncertain circumstances to ensure that they can safely reopen and many pupils and staff are looking forward to returning to school and college.

“However, many also remain anxious about their health and welfare and the provision of routine COVID-19 testing in schools, along with monitoring systems to ensure the safety of staff and pupils, would go a long way to providing extra reassurance that all steps which can be taken to keep schools safe environment are in place.

“Staff and parents also need to be clear about what safety provisions are in place in the event of any school-based or local outbreaks of COVID-19.”
