Legislation to establish a National Care Service for Scotland (NCS) will ensure the best possible outcomes for people accessing care and support and end the ‘postcode lottery’ of care, says the Scottish Government.

The National Care Service Bill will make Scottish Ministers accountable for adult social care in Scotland – a change strongly supported by those responding to the recent consultation on the plans.

The Bill provides the foundation for the NCS, and enables the fine detail of the new  service to be co-designed with people who have direct experience of social care services.

Plans have also been published to explain how that collaboration will work.

The aims are to:

  • support people in their own homes or among family, friends and community wherever possible, with seamless transitions between services;
  • create a charter of rights and responsibilities for social care, with a robust complaints and redress process;
  • introduce rights to breaks for unpaid carers
  • introduce visiting rights for residents living in adult care homes, giving legal force to Anne’s Law
  • ensure fair employment practices and national pay bargaining for the social care workforce;
  • focus on prevention and early intervention before people’s needs escalate;
  • create a new National Social Work Agency to promote training and development, provide national leadership and set and monitor standards in social work.

On a visit to Aberdeen-based charity VSA, which supports people with a wide range of social care needs, Cabinet Secretary for Health and Social Care Humza Yousaf said: “This is the most ambitious reform of public services since the creation of the NHS.

“People have told us they want a National Care Service, accountable to Scottish Ministers, with services designed and delivered locally. That’s exactly what we are going to deliver.

“The design of the NCS will have human rights embedded throughout, and the actual shape and detail of how the NCS works will be designed with those who have direct experience of accessing and providing social care.

“We are going to end the postcode lottery of care in Scotland. Through the National Care Service we’re going to ensure everyone has access to consistently high-quality care and support so they can live a full life. This is our ambitious goal and while it will not be easy to achieve it is vital that we do.”

Social Care Minister Kevin Stewart said: “One of the key benefits of a National Care Service will be to ensure our social care and social work workforce are valued, and that unpaid carers get the recognition they deserve.

“When this Bill passes we will be able to have the new National Care Service established by the end of this parliament. In the interim we will continue to take steps to improve outcomes for people accessing care – working with key partners, including local government, and investing in the people who deliver community health and social care and support.”

Chief Operating Officer of VSA Aberdeen John Booth, said: “We welcome the announcement that the National Care Service Bill has been published. With this being the biggest reform since the creation of the NHS we will now take the time to properly review the bill to understand the opportunities and challenges that lie ahead.

“We look forward to working with the Scottish Government to co-design the NCS to ensure the voices and needs of the vulnerable people who rely on our vital services are heard.”

Capital Theatres is looking to appoint three key individuals to its team – Director of Finance & Business Services, Director of Development & Head of Creative Engagement.

Under the leadership of a new Chief Executive Fiona Gibson, Capital Theatres is moving into an exciting new strategic phase as it spearheads the cultural and economic regeneration of its communities in the aftermath of the COVID-19 pandemic.

It is now recruiting for three key positions to help it move successfully forwards, including a new post for Head of Creative Engagement, further developing its increasing focus on community engagement and developing artistic talent, and a new Director of Development who will lead the fundraising campaign to support the redevelopment of the King’s Theatre as well as a variety of creative projects.

It’s current Director of Finance, Iain Ross is set to retire after 11 years with Capital Theatres and so the third role is set to steer the organisation financially as it charts its way through recovery and seeks to expand its creative vision.

Director of Development; an important role in the future strategic direction of the organisation, the post will be responsible for devising and implementing a creative and innovative fundraising strategy, of which a key priority will be the King’s Theatre Redevelopment Campaign.

Building on the success already achieved in the early phases of the capital appeal, the new Director will lead the public launch of a high-profile capital campaign, which will see the century-old, iconic landmark in Edinburgh transformed and restored it to its former glory, ensuring its future for generations to come.

Head of Creative Engagement; a new role for a special person who can grow and develop all aspects of the Creative Engagement programme, centring on Capital Theatres’ strategic ambition to co-create high quality projects that make a real difference inside the local communities it serves.

The role will also lead on increasing community engagement around the King’s Theatre Redevelopment Campaign, develop the Studio as a ‘go-to’ venue for emerging artists and new work, pioneer alternative performance experiences for audience members whose needs are not met by traditional models and evolve the organisation’s award-winning engagement activity with people living with dementia.

Director of Finance and Business Services: Resilience and longevity of the theatres is paramount and the Director of Finance & Business Services is pivotal to ensuring the long-term sustainability of the organisation.

The role will manage the financial business case for delivery of the King’s Theatre redevelopment project, along with financial decisions support for the broader organisational strategy including collaboration and co-production with cultural consortia and artistic partners, revenue growth through trading and the cashflow planning and reporting requirements of public and private fundraising.

Council makes BOLD case for ‘transformation and cost savings’

Restructure aims to deliver a ‘leaner, more agile council’

Detailed proposals have been unveiled to make Council services more efficient and customer focused, while addressing a budget gap of £67 million over the next three years.

As one of fastest growing local authority areas in Scotland, Edinburgh is facing an ever increasing demand for Council services, while the funds available to meet this demand are set to stay the same over the next few years.

The proposals follow a blueprint for the future organisation of the Council which was agreed in December 2014, subject to consultation. This report highlighted key areas where future cost savings and service improvements could be achieved. They included: improved neighbourhood and locality working; a more efficient corporate centre; improvements to the way the Council interacts with residents (Channel Shift); working with third sector partnerships and managing Council property effectively (property rationalisation).

The Council has an agreed pledge of no compulsory redundancies and it is envisaged that some reduction in roles will be addressed through natural turnover of staff.

The Council will also look to improve its approach to how staff are redeployed across different service areas, engaging and consulting with employees and Trades Unions as appropriate during this process.

At the same time, we want to make services for residents more efficient and effective.

“We set the direction of travel last month when Council agreed proposals for a new organisational structure, enabling more effective decision making at neighbourhood level and improved partnership working with third sector organisations. We are now considering detailed proposals around this and how we plan to improve the way we interact with residents.

“We believe these priority areas for change will enable us to achieve service improvements as well as cost savings. Of course change on this scale brings challenges but we need to take decisive action now to meet our targets and create a stronger, leaner, more agile Council to better serve the people of Edinburgh.”

The latest proposals will be considered by the Finance and Resources Committee on Thursday 15 January. Further detail on proposals around Council property and workforce controls will be provided in the Spring.

WIG call public meeting to debate council budget crisis

Last week public spending watchdog  the Accounts Commission expressed concern over Edinburgh’s budget control – the city council must find savings of of £138m by 2017.

The Accounts Commission said Edinburgh needs to develop a comprehensive strategy for managing its staff – and on Friday it was revealed that city councillors are to discuss radical new proposals for service provision at Thursday’s full council meeting.

The council’s last major internal reorganisation in the 2000s saw the creation of ‘super departments’ – Education and Social Work were merged to become Children and Families, while roads and pavements, environmental services, housing, refuse collection and trading standards all became part of the remit of a huge new Services for Communities department.

As well as delivering a ‘joined-up’ approach, those new structures were introduced to devolve more power and decision-making to front-line staff to address new community planning arrangements.

Now, following a comprehensive review and facing severe budget pressure, Chief Executive Sue Bruce has produced a new blueprint to restructure the Council’s operations and it’s thought that hundreds of middle manager posts could be under threat as part of the proposed reorganisation.

Councillors will debate the proposals on Thursday before they go out to consultation with unions – the council currently operates a policy of no compulsory redundancies.

cityskylineCouncil Leader Councillor Andrew Burns said: “It’s essential that we transform how we deliver council services to an ever growing number of residents, focusing more on their priorities while addressing the significant financial challenges we face.

“A further report from the Chief Executive makes the case for delivering services through four ‘localities’, or neighbourhoods, giving front-line staff the ability to make decisions more suited to the local community and their particular needs. It also outlines a proposal for creating a ‘Business and Customer Services’ corporate centre which would provide the necessary guidance and support.

“Councillors will be asked to select one from three models outlined in the report, following which consultation with staff, Trades Unions and relevant partners will begin.”

Councillor Burns also urged citizens to have their say on Edinburgh’s budget. He said: “Over the past two months, we’ve been inviting views on how we invest and save money. The consultation has attracted significant attention, with over 1,400 people completing our budget planner online, and a further 300 submitting comments by post and email. This is already more than four times the number of responses we received last year.

“Last week, attention turned to our Question Time event, giving members of the public the opportunity to quiz our panel of senior councillors on the budget proposals that mattered to them. It was a lively debate with the Chair, Evening News editor Frank O’Donnell, taking contributions from the floor and from those watching at home.
