Work to regenerate Livingston housing estate reaches highly anticipated completion of the first homes

The transformation of a once condemned housing estate in Livingston is celebrating a historic milestone with the official handover of the first few new homes.

Leading housebuilder, Springfield, has presented the keys to the first new residents of Deans South, many of whom have waited over 20 years for this moment. After a fault was identified in the concrete of the original homes, the estate was earmarked for demolition in 2004 and the area fell into disrepair.

The first handovers have taken place within a highly anticipated regeneration project from Springfield to deliver high-quality affordable and private new homes across the 2.9 acre site, giving the community a new lease of life.

To mark the milestone moment, Deans South veteran, Kerry Macintosh was joined by the Springfield team and Hannah Bardell, MP for Livingston as she collected her keys and took the significant step over the threshold into her brand-new home.

Kerry bought her three-bed home on the estate in 2002 but in 2004, West Lothian Council condemned the site and earmarked it for demolition.

Unable to move, Kerry remained on the site to fight for a fair deal for herself and the remaining homeowners. Now, 20 years later and with the transformation of the site well under way, Kerry has received the keys to her long-awaited new home.

Kerry Macintosh said: “Having waited for this day for over 20 years, I can’t quite believe this is actually happening. It’s hard to put into words how it felt to be handed the keys and to take the very first steps into my brand new home, it was a mixture of relief and pure joy.

“The whole team at Springfield have been amazing. They have been an enormous support over the last eight years and have been determined to find a way forward even when we were all frustrated and things seemed bleak. A safe and secure home in a thriving community is all I’ve ever wanted and we’re finally in a position to make this happen.

“I can’t wait to get settled into my new home!”

Springfield and one of the UK’s largest builders of social rented homes, Wheatley Group, signed a deal worth £9.7 million in June 2023 to drive the regeneration of the site. Construction is underway for 55 high-quality new homes, of which 46 are affordable homes while the other nine private homes will be built for existing homeowners.

All of the private homes will be handed over to residents along with the first affordable homes next month.

The properties have been built by Springfield using sustainable timber kits constructed off-site at their timber kit factory and are extremely energy efficient, using air source heat pumps. The homes for social housing have been delivered for tenants of Wheatley Homes East, part of Wheatley Group.

Henderson Place: Former tram depot on track for luxury living

Historic’ New Town development taking shape ahead of 2024 launch

THE HISTORIC site of one of Edinburgh’s original tram depots is set to become the city’s latest high-profile housing development, with a sales launch on track for early next year. 

Construction is well underway at Square & Crescent’s Henderson Place development, which is set to bring 42 contemporary homes to the previous Silvermills Tram Depot site in the New Town.

Bordering Edinburgh’s World Heritage Site, the development located between Stockbridge and Canonmills will comprise of a mix of homes – from studio flats to four-bed apartments.

Council ramps up housing investment

Living standards will be improved for thousands of residents in Edinburgh after Councillors agreed a £173 million spending package to upgrade and build new homes.

At a meeting of the Housing, Homelessness and Fair Work committee on Thursday (9 March), decisions made during February’s budget meeting were built upon to agree a comprehensive spending programme for the year ahead.

Under the plans for the 2023/24 Housing Revenue Account (HRA) Capital Programme an extra £50m will be invested compared to last year. This will continue the city’s pipeline of new builds and ramp up capital investment into existing homes, including innovative energy efficiency upgrades.

The council is one of the first local authorities in Scotland to pilot a ‘whole house retrofit’ approach and this will be adopted fully in 2023.

This will focus on improvements to the fabric of buildings and energy performance including design and development work for at least four multi-storey blocks.

Retrofitting will not only help with issues like damp but help to lower tenants’ fuel costs and support Edinburgh’s net zero carbon by 2030 commitment, with largescale rewiring, roof replacements, new kitchens, bathrooms, windows, and doors due to be identified.

The spending programme is also set to involve improvements to common areas and stairwells, adapting homes in response to people’s health needs and transforming derelict sites and void properties into much needed new homes for tenants and people experiencing homelessness.

Councillor Jane Meagher, Convener of the Housing, Homelessness and Fair Work Committee, said:More than 3,000 older homes all over the city are set to benefit from improvements – making them greener, safer, and more accessible for generations to come. Our capital housing programme is about spending money where it is most needed so that we can help as many residents as possible live well in safe, warm homes.

“That means making council homes more energy efficient which will help to drive down bills. It means building brand new homes in response to the huge demand we’re seeing, and we need to keep listening to our tenants so that we can invest in those areas which will make the biggest difference to people’s lives.

“Post-pandemic, Brexit and in the face of a cost-of-living crisis and war in Ukraine, it remains a challenging time for residents, for council budgets and for construction at large. Like everyone else we’ve seen our running costs rise, but we must remain committed to tackling Edinburgh’s twin housing and homelessness crises. We also need to improve the standard of the housing we provide.

“I’m proud that, despite many pressures, we’ve had agreement from the Chamber to invest so substantially this year. As we move forward, we’ll need to continue to work with partners and make our case to the Scottish Government to maximise funding opportunities and keep our longer-term plans on track.”

The capital budget is prepared annually, following consultation with tenants and regular review of the council’s Housing Revenue Account (HRA) Business Strategy. It is shaped by tenants’ and elected member priorities, the most pressing maintenance and improvements needed to keep homes modern and safe, statutory requirements and the commitments outlined in the council’s Business Plan.

Family move into new Barratt home for Christmas

A young family’s Christmas dreams are coming true after managing to take a step up the property ladder with Barratt Homes.

The Casey/Malone family; mum Dawn, dad Jamie and sons Jamie (10) and Thomas (4) along with two-year-old Jack Russell Duggee, were already no strangers to a Barratt home. They’ve been living at the homebuilder’s ‘The Strand’ development in Portobello for the past three years in a three-bed apartment a stone’s throw from Edinburgh’s only beach.

After initially being drawn to The Strand because of the location, the beach, surrounding amenities and great schools, after moving in, it was the sense of community within the development that cemented the family’s desire to really make a home there after forming a close-knit group of friends and socialising at the communal green space.

Barratt Homes to transform disused land in Leith

Derelict brownfield land in Leith is set to be transformed into two new five-star housing developments by Barratt Homes.

The UK’s largest housebuilder has started construction of 212 homes on Baltic Street and plans for a 115 home development on South Fort Street are well underway. Named Merchant Quay and Heron Bank respectively, the new developments are expected to generate nearly 60 new jobs and create positions for at least five apprentices.

The construction of Heron Bank and Merchant Quay will also serve to boost the local economy; an economic footprint calculation predicts the developments will add more than £30m in financial output over their build period.

Both developments will also revitalise brownfield sites, with Merchant Quay previously housing a builders yard and Heron Bank home to a steel fabrication company. The regeneration these developments provide will only add to the already booming metropolitan progression of Leith.   

Building in these areas will also provide a significant contribution of much needed Affordable Housing units; Merchant Quay will deliver 43 plots, a mix of one, two and three-bed apartments, in collaboration with Port of Leith Housing Association, and Heron Bank will provide 24 units, the mix of which will be determined throughout the planning process.

Barratt Homes has established itself as one of the biggest contributors to Edinburgh’s Affordable Housing Policy, with over 1,000 units constructed to date.

A hundred new affordable waterfront homes for Granton

Port of Leith Housing Association (PoLHA) and its subsidiary Persevere Developments Ltd (PDL) are marking Scottish Housing Day 2021 today by celebrating the opening of 104 affordable homes on Edinburgh’s waterfront.

The properties at Heron Place, Heron View, Heron Lane and Hesperus Crossway are situated at Granton Harbour and make up a stretch of the city’s large-scale waterfront regeneration programme. 

The development has been designed with existing and new communities in mind and has a sunlit central courtyard which residents will be able to enjoy together. In total there are 46 homes for social rent, including two wheelchair accessible flats, and 58 homes for mid market rent.

The completion of this development brings the number of affordable homes provided by PoLHA in north Edinburgh to over 3,000.

Sarah Watson, 25, a Clerical Officer working with NHS Lothian, is moving to one of the new mid market properties from the Saughton area of the city. Sarah said: “I immediately fell in love with the area and the picture of the flats were to die for!

“I can’t fault anything in regard to the process of applying for a mid market property and would highly recommend anyone to have a look at some for yourself. I can’t wait to move in and make my new flat a home.” 

John Donald, 47, is an Accounts Assessor for the Scottish Legal Aid Board. He is moving from Great Junction Street in Leith and says: “I am delighted to have found this mid market rental property in such a great location. I have lived in private rentals since moving to Edinburgh 16 years ago.

“With my youngest heading to university this year I had been thinking I would probably have to move out of the city to find something more affordable. Artisan starts homes construction at Rowanbank Gardens

Artisan Real Estate has started construction on the much-heralded Rowanbank Gardens new homes development in Corstorphine, marking a significant step forward in meeting the capital’s ambitious targets for low carbon housing.  

Piling has now begun on site, following the granting of planning approval for 126 energy efficient homes by The City of Edinburgh Council in December 2020, with Artisan set to benchmark new standards in sustainable homes development on a site of a former care home.
