Scotland’s new Low Emission Zones: RAC guidance for drivers

AS Scotland’s new Low Emission Zones come into force across Aberdeen, Dundee and Edinburgh, the RAC has issued fresh guidance for drivers.

RAC head of policy Simon Williams said: “Drivers in Dundee should be prepared for Low Emission Zone (LEZ) enforcement from this Thursday, while those in Aberdeen and Edinburgh will be impacted from Saturday.

“Drivers with a diesel car registered before 2016 need to check if their vehicle is liable for the daily charge. Meanwhile, most petrol cars registered prior to 2006 will also have to pay the fee. The best advice to drivers is to use Scotland’s Low Emission Zone checker to see if their vehicle is compliant.

“There are some exemptions, for instance for Blue Badge holders and owners of historic vehicles, although it may be necessary to apply for the exemption to avoid having to pay the charge.

“All Scotland’s LEZs use the same penalty charge structure, which means that if motorists fail to pay the daily charge, they’ll instead face a fine which starts at £60 but gets progressively higher for future breaches. 

“While motorists were given a two-year grace period to prepare for these new LEZ enforcements, it’s important to realise they’ve had 24 months of extremely high fuel prices, an ongoing cost-of-living crisis and insurance premiums at an all-time high, making it very challenging for drivers of older vehicles to upgrade. 

“Those on low incomes who live within 12 miles of a LEZ boundary may be eligible for a grant of up to £3,000, so it’s well worth checking the Energy Saving Trust’s website.” 

1 in 3 Scots don’t understand Low Emission Zones ahead of new charges coming into force 

  • New research from Carwow reveals almost half (45%) of Scottish motorists don’t know where the current Low Emission Zones (LEZ) are operating, while almost 1 in 4 (24%) aren’t sure if their own vehicle is LEZ compliant 
  • More than half (55%) of Scots also think now is the wrong time to introduce new LEZs and 59% think there are ‘better ways’ to combat air pollution
  • However, most are in support of LEZs, think EVs are the future and would buy a cleaner vehicle if they could afford to switch

Ahead of the launch of three new Low Emission Zones (LEZ) inAberdeen, Dundee and Edinburgh,* new data from Carwow reveals almost a third (30%) of Scottish motorists are not sure they understand LEZ rules.

Carwow’s survey also reveals that only half (55%) of drivers in Scotland are confident they know where the current zones are operating while almost one in four (24%) are not sure if their own vehicle is LEZ compliant or not.

Even in the cities where the LEZs are due to be introduced, understanding is low; in Dundee, for example, 29% of drivers are not sure if they know how LEZs work, rising to 33% in Edinburgh and 34% in Aberdeen while four in ten drivers in Aberdeen (44%) and Dundee (42%) – and half in Edinburgh (50%) – are not sure where the current zones are.

Furthermore, a quarter of drivers in all three cities worryingly do not know if the car they are driving is LEZ compliant, despite the fact the charging rules are coming into force in the coming weeks.

Broad support for Low Emission Zones but ‘now is not the time’

Carwow’s figures show that while the majority (52%) of Scottish drivers are in support of LEZs and think electric vehicles (EVs) are the future, most (53%) think now is the ‘wrong time’ to introduce new LEZ or expand current ones, rising to 56% of drivers in Aberdeen.

However, the data suggests that this lack of support for the imminent introduction of new LEZs is driven by cost rather than willingness; most (54%) Scottish drivers say they’d like to own an EV in the future – and 61% would switch now if they could – but can’t afford to. 

In fact, of those Scots who currently own a non-LEZ compliant vehicle, a third (33%) say they cannot afford to upgrade, rising to almost one in four (37%) drivers in Dundee.

Sally Foote, Chief Commercial Officer – Sell my Car at Carwow said: “There are two clear issues that have come to light here; firstly, that more needs to be done to educate and inform drivers about LEZs, and secondly, it is cost and not lack of willing that is preventing drivers from making the switch to cleaner vehicles such as EVs and hybrids.

“We therefore need to tackle the lack of understanding amongst motorists about Low Emission Zones in Scotland – where the current ones are, where the new ones will be and which cars are compliant, because, without better knowledge, millions of drivers are at risk of being fined.

“There is also much more that needs to be done in terms of affordability. Most drivers want to do what they can to drive more cleanly – in fact, most want to own an EV –  but it is just not economically viable at the moment.

Low Emission Zone enforcement begins in Edinburgh tomorrow

A scheme that restricts the most polluting vehicles entering the city centre of the Capital will be enforced from tomorrow (1 June).

Low Emissions Zone (LEZ) was introduced in Edinburgh on 31 May 2022, along with LEZs in Glasgow, Aberdeen, and Dundee, restricting the most polluting vehicles and benefiting everyone’s health. In Edinburgh, a two-year grace period was in place, meaning no penalty charges were issued during this time.

The LEZ ensures that all vehicles driving within Edinburgh’s LEZ must meet the less-polluting emission standards or face a penalty charge. A map of the LEZ is available on the Council’s website.

It is anticipated that the LEZ will significantly reduce harmful emissions of nitrogen dioxide from vehicles. Furthermore, air quality improvements are expected beyond the boundary, which will further improve public health. 

LEZ restrictions will apply to motor vehicles, except motorcycles and mopeds. Vehicles must meet the minimum emissions standards to drive within the zone, though national exemptions apply including for blue badge holders and emergency vehicles. Individuals can check whether their vehicle is compliant on the LEZ Scotland website.

For contraventions of the LEZ, the Council will issue Penalty Charge Notice (PCN) fines, in line with Scottish Government regulations, from 00:01 on 1 June 2024. Full details of LEZ penalties are available online.

The Scottish Government is also providing £5m across Scotland to reopen the LEZ Support Fund for 2024-25 where residents and businesses can apply for support to ease the transition through retrofitting, disposal and other grants. Over the past three years people in the Edinburgh region benefited from £2.4m of grant support to prepare for the LEZ.

Changes have also been made to roads to allow drivers with vehicles that don’t meet the standards to avoid the entering the LEZ. These include key junctions in the Old Town (junction of Pleasance with Holyrood Road), and Tollcross, as well as changes to Morrison Street.

The LEZ forms part of the city’s wider ambitions under our 2030 Climate Strategy and other schemes such as the City Mobility Plan and the 2050 Edinburgh City Vision.

Transport and Environment Convener, Councillor Scott Arthur said:I’m proud that we’ve reached this important milestone in our journey to become a healthier, greener, and more sustainable city. For the past two years we’ve run a positive information campaign to give people time to get ready for the LEZ, and to make sure they avoid penalties once enforcement begins.

“We have ambitious plans to achieve net zero, accommodate sustainable growth, cut congestion, and improve air quality, amongst other commitments to create a safer and more people-friendly city; and the LEZ is a key component of these.

“Public attitudes towards LEZs are improving across Scotland, with a recent poll indicating that 60% of respondents were in favour of the zones, with just 21% opposed. This is clear evidence that people are seeing the many benefits of LEZs, and how they link in with our wider aims to make our city cleaner, greener and healthier for everyone.

“Alongside Aberdeen, Glasgow, and Dundee we’re sending a clear message that our major cities are united in pursuing a better future for all.

“And as Scotland’s capital city, we have a duty to lead on these key climate issues which will define our country for generations to come.”

Cabinet Secretary for Transport, Fiona Hyslop said:I’m pleased that Edinburgh is protecting public health and improving air quality through their Low Emission Zone.  

“This bold action mirrors the decisive measures we’ve seen in towns and cities right across Europe. There are now over 320 similar schemes in effect which respond to the latest medical understanding concerning the dangerous effects of air pollution from vehicle emissions.

“To help those that need it most, the Scottish Government has provided over £16m to help people and businesses to comply with LEZs. Support remains available and I would encourage anyone who wants to know if their vehicle is compliant, or to find out more about funding, to visit www.lowemissionzones.scot.”

Consultant in Public Health at NHS Lothian, Flora Ogilvie said:Reducing air pollution has clear long and short-term health benefits for everyone but is especially important for vulnerable groups. NHS Lothian welcomes the introduction of the Low Emission Zone and wider actions to encourage walking, wheeling, cycling and public transport use.

“We encourage our staff, patients and visitors to travel sustainably wherever possible, for the benefit of their own health and that of the wider community. We have been working to get our fleet of vehicles ready and make sure our staff are aware of the enforcement date.”

Policy and Public Affairs Manager at British Heart Foundation Scotland, Jonathan Roden said: “Air pollution is a public health emergency. Our research has shown that air pollutants can have a damaging impact on people’s heart and circulatory health.

“Each year up to 700 deaths from heart and circulatory disease in Scotland are attributable to particulate matter pollution. That’s why BHF Scotland welcomes the implementation of Edinburgh’s LEZ, which will help to improve the capital’s air quality and help to protect people’s health.”

Chair of Healthy Air Scotland, and Policy and Public Affairs Officer at Asthma + Lung UK Scotland, Gareth Brown said: “With 1 in 5 Scots developing a lung condition like asthma and chronic obstructive pulmonary disease (COPD) in their lifetime, for them, air pollution can trigger life-threatening asthma attacks and flare-ups.

“Children are more susceptible to air pollution as their lungs are still growing, and they also breathe faster than adults. As they grow, toxic air can stunt the growth of their lungs, making them less resilient into adulthood and placing them at greater risk of lung disease in the future. 

“Public health focussed policies like LEZs are seen as the most effective tool, but we would like to see policies that go further, helping to clear up pollution hotspots throughout the country, not just in our four main cities. It is vitally important that we protect the lungs and health of our communities, no one should be forced to breathe in toxic air.”

One Year to Go: Capital counts down to LEZ introduction

As Glasgow introduces Scotland’s first LEZ today, Edinburgh is counting down to the introduction of our own Low Emission Zone, which will restrict the most polluting vehicles from driving in the city centre, benefiting everyone’s health.

The City of Edinburgh Council and NHS Lothian have joined together to highlight the positive impact clean air can have on health and wellbeing.

Restricting the most polluting vehicles will significantly reduce harmful emissions of nitrogen oxides (NOx) from vehicles by up to 50% within the LEZ. Further air quality improvements are expected beyond the boundary, improving public health around the city.

While Edinburgh is moving closer to consistently meeting the minimum air quality standard set by the Scottish Government, it has some way to go before it meets the World Health Organisation’s targets.

Reducing air pollution is especially important for those most vulnerable to the impacts of air pollution, including children, older people and those with underlying health conditions.

Councillor Scott Arthur, Transport and Environment Convener, said:As Glasgow begins to enforce its LEZ, and with one year to go until our own LEZ comes into force, it’s a chance to reflect on the reasons for introducing an LEZ in Edinburgh.

“Research has shown that air pollution negatively affects everyone’s health and we have a responsibility to address this. In two weeks, we’ll mark Clean Air Day, which this year focuses on the fact that poor air quality not only affects our physical health, but our mental health too.

“By restricting the most polluting vehicles in the city centre the LEZ will create a healthier, more welcoming place to be – and we’re expecting benefits to spread across the wider city. I’m encouraged by the fact that compliance with our emissions standards continues to increase, and I’d like to thank people making the switch to cleaner modes of transport.

“However, there’s still work to be done, and over the next year we’ll be supporting even more people to consider greener, more sustainable ways to travel. I want to use the extra year Edinburgh has to get ready for this change, and ensure residents and businesses are fully prepared.”

Dona Milne, Director of Public Health, NHS Lothian, said:The links between transport and health are clear and the LEZ will help to improve health and wellbeing and reduce inequalities for the people of Edinburgh.

“Tackling air quality, alongside commitments in the City Mobility Plan and associated draft Action Plans, will have multiple benefits. Health and wellbeing will be improved as a result of reduced levels of air and noise pollution; improved road safety; more inclusive opportunities for people to travel by walking, wheeling, cycling and public transport; and the increased vibrancy of local communities and economies.”

Earlier this year, data analysed by the Scottish Environment Protection Agency (SEPA) revealed that overall compliance with Edinburgh’s LEZ emissions standards had increased from 48% to 78% over the last six years. Compliance is particularly high amongst buses (97% – Lothian Buses is 100% compliant), petrol cars (95%) and Heavy Goods Vehicles (86%).

However, more than half of diesel cars and a third of light goods vehicles (including vans) travelling on the main routes into Edinburgh don’t comply with the requirements of the LEZ.

Environmental campaigners have welcomed the start of Glasgow’s low emission zone.

Gracie Bradley, director at Friends of the Earth Scotland, said: “The beginning of Glasgow’s low emission zone is a moment to celebrate real progress in the city. Glasgow has persistent air pollution problems caused by transport, and people who live and work here have been breathing toxic air for many years. Finally, after years of promises, the council is taking action.

“We know that low emission zones work because they’ve been successful in hundreds of places across Europe. Glasgow’s zone has already had a positive impact since it began restricting the most polluting buses, but there is no safe level of air pollution.

“Changing the way we get around the city needs to remain a priority – we want to see better public transport, the end of developments that require cars, and safer cycling routes to tackle toxic air, reduce our impact on the planet and make Glasgow a better place to live.”

One month until Glasgow breathes clean air

As Glasgow’s Low Emission Zone is due to start in a month’s time (1 June), campaigners and air pollution experts are highlighting how the city’s residents can look forward to breathing less toxic air.

The Low Emission Zone will restrict the most polluting vehicles, with drivers receiving a fine – similar to a parking or speeding fine – if a non-compliant vehicle enters the zone.

Glasgow has been slowly restricting more and more of the most polluting buses over the last few years, and this has already brought some big improvements to air quality in the city. Restrictions on cars and other vehicle types will begin on 1 June, which will bring the pollution levels down further.

Air pollution cuts short over 2,500 lives in Scotland each year and puts the population at risk of serious health conditions, like asthma, heart attacks, and strokes. It’s especially harmful to children, the elderly, and people living in poverty or made vulnerable from other health conditions.

Glasgow has higher rates of hospitalisation than the rest of the country for both children and adults with asthma, and people with COPD. Meanwhile it has the lowest level of car ownership, with only 31% of lower-income households having a car.

Gavin Thomson, Transport Campaigner at Friends of the Earth Scotland, said: “Glasgow has been breathing toxic, illegal fumes for years and that’s finally coming to an end. From June 1st, anyone in Glasgow’s city centre can breathe easier due to the Low Emission Zone which restricts the most polluting vehicles.

“We know that LEZs work because they’re in place across Europe, and Glasgow’s zone has already had a positive impact. We know the LEZ has a lot of support, as people are worried about the impact of air pollution on their health. And we also know that the zone will help the city address climate change, as we move to more sustainable modes of travel.

“With the Avenues project, which will introduce bike lanes, benches and street trees across the city, the changes to George Square and now the Low Emission Zone, Glasgow is changing. The city is becoming greener and healthier, and leading the way for Scotland’s cities.”

Gareth Brown, Chair of Healthy Air Scotland and Policy and Public Affairs Officer, Asthma + Lung UK Scotland said: “Air pollution can cause new lung conditions like lung cancer and worsening existing ones. With 1 in 5 Scots developing a lung condition like asthma and chronic obstructive pulmonary disease – COPD – in their lifetime, for them, it can trigger life-threatening asthma attacks and exacerbations.

“Communities want bold action on toxic air and for governments to help them protect their health and their families. No one wants to see their loved one fight for breath just because the air they breathe is toxic.

“We need to make tackling air pollution a national priority. Low Emission Zones are just the start. We all need to think about how we live, how we work and how we travel. We need to incentivise the behavioural change needed to create a world of clean air and healthy lungs.”

Leanne McGuire, chairperson of Glasgow City Parents Group, said: “As parents, we are always concerned about any risks to our children’s health, and that includes air pollution.

“The introduction of the Low Emission Zones in Glasgow means that whether our children are walking or cycling to school, or enjoying a family day out in the city, we can feel more confident in the reduced levels of pollution they are exposed to.

“There are a number of schools in the city centre adjacent to a busy road. The LEZ will reduce the health risks to those schools, improving air quality, and creating a positive impact on pupils’ health.”

Dr Ruaraidh Dobson, Senior Research Analyst and air quality lead at Trilateral Research, said: “Glasgow has high levels of traffic pollution, particularly nitrogen dioxide. Low emission zones play a key role in changing that – they work to get cars off the road. That helps protect children from developing asthma and keep our communities healthy.”

Low Emission Zones introduced across Scotland’s biggest cities

Low Emission Zones (LEZs) to protect public health and improve air quality have now been formally introduced across Edinburgh, Glasgow, Dundee and Aberdeen.

Plans have been agreed at the local authority level and have now also been approved by Scottish Ministers, as required in legislation through the Transport (Scotland) Act 2019.

With the shape and scope of LEZs now agreed across the four cities through this introduction, local grace periods until enforcement commences have now begun.

  • In Glasgow, the LEZ already applies to buses. For other vehicle types, enforcement commences on 1 June 2023 (1 June 2024 for residents within the zone)
  • Edinburgh will commence enforcement TODAY 1 June 2024
  • Dundee will commence enforcement on 30 May 2024
  • Aberdeen will commence enforcement on 1 June 2024

LEZs set an emissions limit for certain road spaces, restricting access for the most polluting vehicles to improve air quality. This helps protect public health within our towns and cities, making them more attractive places in which to live, work and to visit. LEZs also encourage people to think about leaving the car at home and to consider public transport or active travel – supporting climate action by helping to meet Scotland’s world leading commitment to reduce car kilometres travelled by 20% by 2030.

Vehicles that do not meet the emission standards set for a Low Emission Zone will not be able to drive within the zone. A penalty charge will be payable by the registered keeper of a vehicle when a non-compliant vehicle enters the LEZ.

The minimum emission standards for vehicles permitted within the four LEZs are:

  • Euro 4 for petrol cars and vans (generally vehicles registered from January 2006)
  • Euro 6 for diesel cars and vans (generally vehicles registered from September 2015)

A number of vehicles are exempt from LEZ requirements, including any vehicle driven by a blue badge holder. Funding remains available to help people and businesses that need it most to comply with Low Emission Zones. Full information is available at www.lowemissionzones.scot

The introduction of Scotland’s LEZs marks the completion of the Scottish Government’s landmark Programme for Government commitment.

Welcoming the introduction, Minister for Transport Jenny Gilruth said: “The introduction of Low Emission Zones is a truly significant public health moment for Scotland. Our air quality is generally good – but for too long air pollution has exceeded legal limits for health in our city centres as a consequence of unrestricted vehicle emissions.

“We have a moral responsibility to act. Air pollution often disproportionally impacts those with the least in our society. It causes the most damage to the youngest, the oldest and those with pre-existing medical conditions.

“LEZs are the biggest change we’ve ever seen in how vehicles will access our cities – and they need to be, in order to best protect public health and improve air quality.

“With a year to go until the earliest point of enforcement in Glasgow and two years to go until enforcement in Edinburgh, Dundee and Aberdeen, I encourage everyone to visit www.lowemissionzones.scot to find out more about the schemes, including the Scottish Government funding on offer.”

Councillor Scott Arthur, Transport and Environment Convener, the City of Edinburgh Council said: “By introducing an LEZ, Edinburgh is joining cities right across the UK in working towards a healthier environment and a better quality of life for everyone. We all have the right to breathe clean air and it’s our responsibility to tackle air pollution to protect the health and wellbeing of the most vulnerable members of society. 

“The LEZ will restrict the most polluting vehicles from entering the boundary, reducing harmful traffic-related nitrogen oxide emissions by a predicted 55% in the zone.

“The LEZ is one of a number of tools to reduce harmful emissions and is being delivered alongside a range of projects to support sustainable travel, including Edinburgh City Centre Transformation, Trams to Newhaven and City Centre West to East Link. Together, these will help achieve our vision of a clean, green and net zero European Capital.”

Joseph Carter, Head of Devolved Nations at Asthma+Lung UK said: “Air pollution is the biggest environmental threat to public health. It is causing new lung conditions like lung cancer and worsening existing ones. With 1 in 5 Scots developing a lung conditions like asthma and COPD in their lifetime, for them, it can trigger life-threatening asthma attacks and exacerbations.

“Children’s lungs are also more susceptible to air pollution as they are still growing, and they also breathe faster than adults. As they grow, toxic air can stunt the growth of their lungs, making them less resilient into adulthood and placing them at greater risk of lung disease in the future.

“More than 70,000 children have asthma in Scotland and for them, peaks in toxic air can put them at risk of a potentially life-threatening attack. 

“The gradual roll out of Low Emission Zones is going to be a huge step forward to start tackling this major health problem. Starting in Glasgow in 2018 and then extended to our core cities with the Transport Act 2019, LEZs are one of the most effective way of reducing pollution.”

John Bynorth, who leads Scotland’s Clean Air Day for Environmental Protection Scotland said: “We welcome the milestone introduction of LEZs to Scotland’s four main cities as it will lead to vast improvements in air quality in the city centres where the zones operate.

“Outwith the LEZs, we would also expect to see potential benefits to the surrounding areas as people consider their travel options and consider cycling or walking instead of taking the car.

“This will lead to improvements in the health of people who live, work and go to school in these cities and make them cleaner and more sustainable as they strive to achieve net-zero climate change targets in the coming years.”

Neil Leckie, Senior Programme Manager at the Energy Saving Trust said: “The expansion of Low Emission Zones in Scotland’s major cities will play a key role in improving air quality and in the transition to a net zero carbon society.

“The zones will encourage the use of low carbon transport and active travel, and available funding to prepare for the changes will support the individuals and businesses who need it most – including additional support for taxi drivers.

“We look forward to continuing to work closely with Transport Scotland to shape the future of low carbon cities and sustainable travel in Scotland as part of our commitment to address climate change.”

Using the powers under the Transport (Scotland) Act 2019 (and accompanying regulations), local authorities will introduce, operate and enforce their LEZ schemes using Automatic Number Plate Recognition cameras. All four cities propose schemes operating 24 hours a day, seven days a week.

Penalty charges are also consistent across the four cities. For non-compliant vehicles found to have been driven within the zone the initial penalty is set at £60, with a subsequent doubling for each contravention, capped at £480 for cars and light good vehicles, and £960 for bus and HGV.  The penalty charge is reduced by 50% if paid within 14 days.  Where there are no further contraventions detected within the 90 days following a previous contravention, the penalty is reset to £60.

There are a limited number of specific vehicles that are exempt from LEZ regulations as follows: 

·  Police
·  Ambulance
·  Scottish Fire and Rescue
·  Her Majesty’s Coastguard
·  Military vehicles
·  Vehicles for disabled persons (including blue badge holders)
·  Historic vehicles
·  Showman’s vehicles

Motorbikes and mopeds are also not within the scope of Scotland’s LEZs.

The Scottish Government is committed to helping those who will have most difficulty preparing for the introduction of LEZs across the four cities.

Our LEZ support fund offers three main packages of funding for households, micro-businesses, and a separate retrofit fund including support for taxi drivers.

Having been fully subscribed in 2021/22, funding is again available in 2022. Information is available on the Energy Saving Trust website.

For bus operators, a fourth round of BEAR funding has awarded £6.2 million to 20 operators to retrofit a further 379 buses and coaches in 2022. Between 2018-2021 the BEAR Phases 1, 2 and 3 awarded funding grants of £12.4 million to Scottish bus and coach operators to upgrade 762 vehicles to the latest Euro VI emission standard to help reduce pollution levels. This is in addition to funding for new zero emission buses.

Several major cities in the UK have schemes in place, but where the zones begin is often unclear – and can catch drivers out. Alex Kindred, car insurance expert at Confused.com explains what they are, where they are, and how you can avoid an accidental fine. 

What are Low Emission Zones (LEZ) or Clean Air Zones (CAZ)?

A Low Emission Zone (LEZ), or Clean Air Zone (CAZ) is put in place with the aim of reducing pollution levels and to improve air quality in the area – usually towns and cities. 

In most cases, you’ll only pay to travel through these zones if your vehicle doesn’t meet minimum emissions standards. If you don’t pay the fee, you may have to pay a Penalty Charge Notice (PCN). 

Why do we have Low Emission Zones (LEZ) or Clean Air Zones (CAZ)?

The latest IPCC report has been named a ‘code red for humanity’, meaning our attempts to tackle CO2 emissions are vital in order to keep the rise in global temperatures well below 1.5C in the next century.

The report shows that humanity emits approximately 40 billion tonnes of CO2 every year. 

With such high numbers, the IPCC report authors believe we are destined to hit a global temperature increase of 1.5C by 2040 if emissions aren’t slashed in upcoming years, highlighting the importance of measures such as Low Emission Zones. 

Will my vehicle trigger a fine? 

Most fees apply to diesels built before September 2015. Usually these vehicles don’t meet emissions standards and in some cases the fees don’t apply to petrol cars built after January 2006. 

Which cities are creating Low Emission Zones?

Birmingham, London, Oxford, Bristol and Scotland are all planning to have Low Emission Zones (LEZ) or Clean Air Zones (CAZ) in the near future. 

Birmingham’s Clean Air Zone

On 1 June 2021, Birmingham launched its Clean Air Zone. It’ll operate 24 hours a day, 365 days a year. 

You can enter the zone with no charge if your vehicle is one of the following:  

  • A moped or a motorcycle
  • A diesel vehicle minimum standard Euro 6A 
  • A petrol vehicle minimum standard Euro 4
  • A vehicle with zero emissions (electric, hydrogen)
  • A low emissions vehicle

The charge: 

  • Cars that don’t meet emissions standards will pay £8 per day. 
  • Residents with a car registered within the CAZ will be exempt from the charge for two years. 

Support available: 

  • The Birmingham local authority has support available to help people adjust to the CAZ. For example, a £1,000 mobility credit or £2000 scrappage scheme.

London’s Ultra Low Emission Zone

The Ultra Low Emission Zone (ULEZ) is in central London within the same area of the congestion charge zone and it covers all vehicles that don’t meet emissions standards.

In 2020, they announced that the ULEZ would extend to create a single larger zone bounded by the North Circular Road (A406) and South Circular Road (A205).

The charge: 

If your vehicle doesn’t meet the emissions standards, then you’ll receive a daily fee. This can be up to £200 for some vehicles.

Oxford’s Zero Emission Zone

Oxford’s Zero Emission Zone will now run in summer this year. The zone will cover five streets in the centre of Oxford to begin with and a larger Green Zone will expand and cover the rest of the city centre. 

You can enter the zone with no charge if your vehicle is one of the following:  

  • A cars that emits 50 g of CO2/km and can drive 70 miles without any emissions 
  • A van that emits less than 75 g of CO2/km and can drive 10 miles without any emissions
  • Motorcycles and mopeds that don’t emit any CO2

The charge: 

  • Vehicles that don’t meet emissions standards will face a charge of £10 between the hours of 7am and 7pm. 
  • There’ll be a discount for blue badge holders until December 2024. 
  • Oxford residents will receive a 90% discount until 2030.

Bristol’s Clean Air Zone

According to Bristol.gov.uk, 71% of vehicles in Bristol are already compliant and so only a minority of vehicles driving in the CAZ could be charged. The scheme implemented in Bristol is exactly the same as the one in Birmingham, which means you can use the tool here to check your vehicle’s registration.  

You can enter the zone with no charge if your vehicle is one of the following:  

  • A moped or a motorcycle
  • A diesel vehicle minimum standard Euro 6A 
  • A petrol vehicle minimum standard Euro 4
  • A vehicle with zero emissions (electric, hydrogen)
  • A low emissions vehicle 

The charges: 

Non-compliant vehicles would only be charged once in each 24-hour period, and they would apply 24 hours a day, seven days a week.

  • Private petrol cars: £9 per day
  • Private diesel cars: £9 per day
  • Taxis: £9 per day
  • LGVs: £9 per day
  • HGVs: £100 per day
  • Buses: £100 per day
  • Coaches: £100 per day

Scotland’s Low Emission Zones

LEZs were proposed for Aberdeen, Dundee, Edinburgh and Glasgow but these plans have been delayed due to coronavirus. All being well, the zones should go ahead between February and May 2022.

Edinburgh’s plans

The Edinburgh LEZ will apply to the city centre for all vehicles that don’t meet emissions standards. 

Glasgow’s plans

Glasgow introduced a LEZ in 2018, but it only applies to local service buses. In 2022 it’ll apply to all vehicles entering the zone that don’t meet emissions standards.

Aberdeen’s plans

Currently Aberdeen are still consulting the public on their Low Emission Zone, but more progress will be made this year. 

Dundee’s plans

Dundee’s low emission zone should be implemented between February and May 2022. It will apply to all vehicles that don’t meet emissions standards.

  1. Upgrade to a low-emissions vehicle using a manufacturer scrappage scheme to help with the cost

“Upgrading to a newer vehicle that meets the standards could mean opting for an electric vehicle. The government no longer runs an official scrappage scheme to encourage drivers to upgrade to a low-emission vehicle, but many car manufacturers do, including Citroen, Dacia, Hyundai, Kia, Renault and Toyota. 

  1. Consider retrofitting your current vehicle, but this can be costly

“Some older vehicles may be able to be retrofitted with emissions reduction technology such as selective catalytic reduction (which reduces NOx emissions) or even converting the vehicle to electric power. 

“But any retrofitting would have to be approved. If you’re able to show a booking with a CVRAS-approved fitter or an approved retrofit solution, you get a three-month grace period and might not have to pay the LEZ driving charge if driving in the zone

  1. Use Google Maps as your SatNav

“Google Maps will now notify drivers that they’re about to enter a low-emission zone that could incur a hefty fine. So if you’re driving in one of the areas that has emission zones in place, it’s worth having this installed and working to alert you if you’re close to a zone.“
