Tynecastle School student accomodation plans unveiled

LOVE Gorgie Farm and People Know How will operate community facilities

S1 Developments has submitted a planning application for an ‘exciting new student residential development’ at the former Tynecastle High School site.

The developers say ‘this high-quality student development will regenerate a site that has lain vacant for over a decade and fallen into a state of disrepair. The careful restoration of the original Category B-listed school building, designed by John Alexander Carfrae, forms an integral part of the proposals. The development will far exceed amenity standards for similar student developments and has sustainability at its heart.’

Charities LOVE Gorgie Farm and People Know How have also been revealed as preferred operators for community facilities on the site should planning permission be granted.

Edinburgh offers shelter to people from Afghanistan

Capital will offer a haven to Afghans escaping the turmoil in their homeland

The City of Edinburgh Council has been asked to offer shelter to a number of people fleeing Afghanistan.

The capital will offer a number of places for permanent resettlement, as well as responding to the Home Office’s urgent request to accommodate a cohort of people on a temporary basis, as the security situation in Afghanistan deteriorates.

Due to the speed with which plans are being developed, details – including exact numbers and location – are still to be confirmed. Work will continue with the Home Office and partners and particularly services such as education and health to coordinate arrival and support planning.

Council Leader Adam McVey said: “Nobody can fail to be shocked and appalled to witness the desperate situation unfolding in Afghanistan. As a city we stand ready to help in whatever way we can.

“We’re in contact with both the UK and Scottish Governments to develop plans for how best we and our partners can offer support and housing to as many Afghans in need as possible. Edinburgh stands ready to welcome people to ensure they are immediately safe as well as welcoming new citizens to live in our city.

“We hope to be a position to confirm the level of Edinburgh’s involvement very soon. Meanwhile we continue to work rapidly with partners in the city to ensure that support is in place for people fleeing for their lives.”

Council Depute Leader Cammy Day said: “Scotland’s Capital has a long and proud history of welcoming people escaping desperate circumstances such as this.

“Our highly skilled team has an excellent track record over the last five years, successfully welcoming, supporting and settling more than 500 new residents displaced by the Syrian civil war into our city.

Scottish Government launches fire safety law change awareness drive

Campaign urges homeowners to install interlinked alarms to protect lives

Homeowners are being urged to install interlinked heat and smoke alarms in a nationwide media campaign launched before new fire safety laws come into effect next year.

From February all homeowners will be required to have interlinked alarms under legislation brought forward after the Grenfell Tower tragedy in 2017. These alarms significantly reduce casualties by alerting everybody in a property to a fire. Most homes will also require a carbon monoxide alarm.

Private rented and new-build homes must already meet these standards, but from February they will apply to every home in Scotland, regardless of age or tenure.

The cost for an average three bedroom house which requires three smoke alarms, one heat alarm and one carbon monoxide detector is estimated to be about £220. This is based on using the type of alarms that can be installed by the homeowner, without the need for an electrician. The Scottish Government is providing £500,000 to help eligible older and disabled homeowners with installation, in partnership with Care and Repair Scotland.

Housing Secretary Shona Robison said: “One death from a house fire is one too many, and improving fire safety remains our utmost priority.

“In February Scotland will become the first UK nation to require every home to have interlinked fire alarms, which significantly reduce the risk of injury or death. If there is a fire in one room it will set off alarms throughout the property, giving residents more time to escape.

“Homeowners are generally responsible for paying for works to protect their property, but we know some may not be able to meet the cost of fitting these alarms. That is why we are providing £500,000 to help disabled and older people, on top of the £1 million we have already provided to the Scottish Fire & Rescue Service to install alarms in owner-occupied homes identified as being at highest risk.”

Alasdair Perry, Head of Prevention and Protection at the Scottish Fire and Rescue Service, said: “Having the earliest possible warning of a fire in the home can and has saved lives and property. Having interlinked alarms installed will allow everyone, anywhere in the house to take action as quickly as possible.

“The Scottish Government has provided financial support to our Home Fire Safety Visit programme, which will allow us to fit to the new standard in the homes of those identified through our robust criteria as being at higher risk. However, if we go to any property that has no detection, we will still provide a battery-operated stand-alone smoke detector and advise the occupant about the new standard for the fire and smoke alarms required by the legislation in all Scottish homes.”

Robert Thomson, National Director of Care and Repair Scotland, said: “Care and Repair Scotland has assisted older and disabled homeowners in repairing and adapting their homes since 1988.

“Therefore, we are pleased to be administering the fire alarms assistance package for lower-income older and disabled homeowners. This funding will support our overall aim to help homeowners live independently and safely at home for as long as possible.”

Should Edinburgh be a short term let control area?

A consultation is set to begin next month following consideration of a new report outlining a draft proposal to designate the whole city as a short term let (STL) control area.

If, following the consultation, the Council gives the go ahead and the proposal is approved by the Scottish Government, the new powers would mean all residential properties, which are not an owner’s principle home, being let as STLs in their totality throughout the local authority area would require approval of a ‘change of use’ to a STL from Planning.

Around a third of STLs in Scotland are in Edinburgh.  At the moment, in addition to planning applications made for STLs, to establish whether or not planning permission is required for properties where this is disputed, the Council’s enforcement team looks at each case individually, which is a very lengthy and time consuming process.

The introduction of powers to make a control area, follows the Council calling for new legislation to tighten up the control of STLs to help manage high concentrations of secondary letting where it affects the availability of residential housing or the character of a neighbourhood.

Also, it will help to restrict or prevent STLs in places or types of buildings where they are not appropriate as well as making sure homes are used to best effect in their areas.

If a home has been changed to secondary letting and continually operated as a STL for more than 10 years before a STL control area is designated and no enforcement action has been taken during that time, planning permission is not required. Also, generally, renting out a room/s in your house or letting your property whilst on holiday would also still be allowed if Edinburgh became a STL control zone.

The Scottish Government is currently consulting on legislation to introduce a new licensing regime next year, which the Council also called for, to address the issues of safety, anti-social behaviour and noise. These issues have all had a detrimental effect on communities as the number of STLs has greatly increased across the city in recent years.

The proposal is that all Scottish councils will have to adopt a STL licensing system by October 2022.

In terms of the Government’s proposed new licensing regime, if Edinburgh becomes a control area it will be a mandatory condition of any licensing application to have made a planning application or to have planning permission already when providing accommodation that requires it.

Cllr Neil Gardiner, Planning Convener, said: “Last year we welcomed that our call for new Scottish Government legislation to control STLs was successful. If the proposals are approved by the Planning Committee, we’ll be in a position where we can push forward and ask our residents, the industry and other interested groups, for their views on making the whole of Edinburgh a STL control area.

“We’ll be looking carefully at this feedback before the proposal is finalised as the impact of STLs can be felt in communities across Edinburgh.

“If the Scottish Government approve the whole city as a STL control zone, we’ll be able to manage the number of STLs in the city as properties being let out in these areas would automatically require to have ‘change of use’ planning permission in place.

“It’s also good news that the Scottish Government is proposing that when people apply for a licence we can ask for evidence that they have that planning permission. This is something we’re very keen to do and our ‘Choices’ consultation responses for our next local development plan – ‘City Plan 2030’ – showed overwhelming support for control zones.

“Combined with the proposed licensing regime due to be introduced next year, if approved, this step forward is in direct response to our hard work in pushing for the powers we know we need to deliver for our communities city-wide.”

Maureen Child, Vice-Convener of the Planning Committee, said: “It’s great to see so much progress being made to tackle this issue we have campaigned so hard to address.

“This is so important as STLs have reduced the city’s housing stock, hollowed out communities and caused numerous issues for residents such as noise and other anti-social behaviour.

“I look forward to seeing these new powers being used to improve the lives of many of our residents throughout the city.”

Background on numbers of STLs

There are a significant number of short-term lets in Edinburgh, with the Airbnb platform providing a useful indicator of the scale of this in the city.

In the period 2016-2019 there was a substantial rise in the number of both entire properties and rooms registered with Airbnb.

Relative to other areas in Scotland the number of Airbnb listings is high making the impact on the city disproportionate.

In 2019, 31% of all Airbnb listings in Scotland were in the city of Edinburgh. The next greatest proportion was 19% in Highland followed by 7% in Glasgow City. This illustrates the magnitude of STLs in Edinburgh in comparison to other areas of Scotland.

Buyers give developer top marks for new home

A RESTORED Edinburgh landmark has welcomed another happy buyer, a local couple who made their dream move into one of Boroughmuir’s incredible top floor vaulted apartments.

After making the decision to move, Edinburgh-born Alison Murphy and her husband Mark set out to find a home in the heart of the city that had the perfect combination of character and style.

With a move hampered by the COVID-19 pandemic, the couple found their dream home at the refurbished former Boroughmuir High School, where they purchased a light-filled, three-bedroom corner apartment with original feature beams and beautiful crescent windows.

Shop local? Telford housing application faces local opposition

An application to build new homes in Telford is facing opposition.

Port of Leith Housing Association has lodged plans to build eleven flats on the site of the shops on Telford Drive, but one resident has appealed to Drylaw Telford Community Council to challenge the application.

At one time there was a row of shops on the site at the heart of the scheme – older readers may recall a fish and chip shop, a haberdashery and a general store there – but the last remaining convenience store closed last year.

The nearest shops for Telford residents are at Ferry Road ‘shopping centre’ in Drylaw or over the busy Telford Road at Craigleith Retail Park – and at least one Telford woman thinks this is wrong.

She told Drylaw Telford Community Council: “When the shop closed in January 2020 it was to make way for flats and a convenience store included, but with covid that all fell through.

“We have waited on the same plans to re-emerge, only to find out that the council are giving planning permission according to a report in Edinburgh live yesterday , for the flats only.

“I am outraged as our nearest shop is the Today store in Drylaw and it is a long journey for most and to carry shopping is very hard.

“I have lived in this street for over 50 years and we have always had a shop here – Sohil the shop owner was reluctant to give up this land but he was promised a new shop would be built and he would have a choice to come back and run it.

“The residents of Telford Drive need a shop in our street – not everyone has a car.” 

Drylaw Telford Community Council will discuss the application at their August meeting.

£64 million for local heat and energy efficiency projects

A programme to tackle fuel poverty and improve energy efficiency will receive an extra £9 million of funding this year to support a reduction in greenhouse gas emissions and help fuel poor households save money on their heating bills.

The Scottish Government’s Area Based Scheme (ABS) programme will provide over £64 million in 2021/22 – up from £55 million the year before – to enable every local authority in Scotland to deliver energy efficiency measures to fuel poor households and communities.

The work forms part of a £1.6 billion investment over the next five years to transform the heat and energy efficiency of buildings. The Scottish Government’s draft Heat in Buildings strategy sets out a vision for more than one million homes to be using low and zero emissions heating systems by 2030.

ABS projects have helped deliver energy efficiency improvements to more than 100,000 homes since the programme launched in 2013. That has generated cumulative savings for household fuel bills worth over £900 million while reducing CO2 emissions by over 3.4 million tonnes.

Local ABS projects plan to install low and zero emissions heating systems in more than 500 homes this year, as well as insulation and other improvements such as solar panels and battery storage.

Net Zero and Energy Secretary Michael Matheson visited Hillpark in Glasgow to announce this year’s ABS funding plans.

Mr Matheson said: “We are wholly committed to ending Scotland’s contribution to climate change and, crucially, doing so in a way that is fair for everyone and leaves no-one behind.

“Reducing emissions from heating our homes is one of the most important things we can do to ensure we become a net-zero society by 2045. It will require us all to take action and everyone across Scotland will need to play their part in making sure our homes and buildings are fit for a net-zero future.

“We are committed to rapidly scaling-up action, but doing so in a way that ensures that our fuel poverty objectives and our commitment to tackling climate change work together, ensuring a fair and just transition to net zero.

“I am pleased to confirm increased funding for this year’s ABS programme, which continues to support on-the-ground delivery of projects making a tangible and positive difference – not just to greenhouse gas emissions, but to people’s lives.”

Councillor Kenny McLean, City Convener for Housing, Neighbourhoods and Public Realm at Glasgow City Council, said: “The ABS programme in Glasgow has made a huge impact in many households in Glasgow, lowering energy bills and reducing carbon emissions.

“The increase in funding will allow continued economic, environmental and social benefits to be delivered as a result.”

Area Based Schemes are delivered by local authorities targeting fuel poor areas and communities. ABS funding also targets the `hardest to treat’ properties requiring external wall or complex cavity wall insulation, making homes warmer and less expensive to heat.

By leveraging investment by private and social landlords, ECO finance and Scottish Government funding, ABS projects have been particularly successful in delivering improvements for multi-occupancy properties such as flats and tenements, as well as whole streets.
