Phase 2 of schools return announced

All remaining primary school children are set to return to school full-time from 15 March, with all secondary pupils returning on a part-time basis from that date.

Regulated childcare, including breakfast and after-school clubs, for primary pupils will also re-start on 15 March as part of the Phase 2 return.

From 15 March, all secondary pupils will receive both high quality remote learning and some in-school teaching. Councils will decide how to safely balance in-school learning based on local circumstances and needs.

Senior phase students (S4-S6) who are taking national qualifications will have priority for face-to-face lessons in school.

Updated schools safety guidance to support the phased return will be published next week and Education Scotland will develop practical guidance for schools, which will be also published shortly.

Local authorities will be encouraged to support young people’s wellbeing in other ways – for example, by providing more opportunities for outdoor learning.

Colleges, who can have up to 5% of learners on campus at any one time, will also be able to prioritise senior phase pupils.

The plans are conditional on continued progress on suppressing coronavirus. All pupils are expected to return to full-time schooling after Easter, subject to continued suppression of the virus.

First Minister Nicola Sturgeon said: “I can confirm that the next phase of reopening education will take place on 15 March. From that date – unless new evidence or new circumstances force us to reconsider – all children in primary 4 to 7 will go back to school on a full-time basis and all primary school children will be able to return to regulated childcare.

“All secondary school pupils will return to spend some time in school from 15 March  – with a clear expectation that all secondary school pupils will be back in school on a full-time basis after the Easter holidays.

“The phased approach to school return is firmly based on the expert advice that we have received. It is the best and also the most sustainable and enduring way to get as many children back to school as possible, as safely as possible.”

All secondary pupils will continue to be required to observe two metre physical distancing while in school in the period immediately after the Phase 2 return. This is in addition to existing measures, including the use of face coverings. School transport will operate with the same physical distancing rules as public transport.

EIS Writes to Party Leaders Urging Support for Vaccinating School Staff

The EIS has written to First Minister Nicola Sturgeon, Deputy First Minister John Swinney and to the Holyrood leaders of Scotland’s major political parties, calling for their support to vaccinate school staff against Covid.

Last week, the Scottish Government announced that it did not intend to prioritise the vaccination of teachers and the EIS is calling for urgent reconsideration of this position.

In the letter, EIS General Secretary Larry Flanagan says, “It seems short-sighted of the Scottish Government not to utilise the vaccination tool to ensure continuity of education – an action at odds with the political rhetoric about the importance of education to the lives of our young people.”

The letter continues, “Given the caring role that teachers and other education staff undertake, particularly Early Years, Primary and ASN staff, and the difficulties that there are in maintaining physical distance between staff and pupils in these contexts, in omitting to vaccinate teachers, the Scottish Government will have failed to take appropriate mitigating action of the kind that it has undertaken for other frontline care workers.”

The letter also calls on Government to “consider the impact of teacher absence on the education of young people.

In secondary schools, for example, staff absence over the next period through Covid related reasons could seriously impact on the SQA qualifications. On average staff absences in schools has been around 1,500 per week, at one stage last September peaking at over 2,500.

Clearly this is disruptive to education continuity especially for senior phase secondary pupils, already facing a tight timeline around accreditation processes.”

Calling for school staff to now be prioritised, the letter says, “Whilst the EIS very deliberately did not call for education staff priority within Phase 1 of the programme, as that was very clearly predicated on those most at risk of death, we believe there is scope within Phase 2 to take a different approach as 99% of that ‘at severe risk’ group will have been covered in the first phase.

“Within Phase 1 the Scottish Government chose to reorder the JCVI priorities to accommodate its own policy agenda with regard to care homes and we believe a similar approach should apply to schools.”

An online campaign calling for school staff to be vaccinated, launched on Friday by the EIS, attracted almost 5000 signatures over the weekend.

Return to school confirmed – but EIS says safety concerns must be addressed

REMOTE LEARNING TO CONTINUE FOR MAJORITY

First Minister Nicola Sturgeon today confirmed that only strictly limited numbers of children and young people will return to classrooms next week, backed by strengthened school safety guidance and an enhanced testing for staff and senior pupils.

Very limited numbers of S4 – S6 pupils who require to complete practical work in order to achieve an SQA certificate will also return from Monday. Pupils currently in classrooms – primarily the children of key workers and those considered vulnerable – will retain their places.

As part of the move, Ministers announced a package of support and safety steps including:

  • A further £40 million to help councils implement safety mitigations aligned with clinical advice
  • £60m of additional investment in education recovery, including employing more teachers, classroom support staff and facilities management
  • Twice weekly at-home testing to be offered to people who work in schools, early learning and childcare settings attached to schools, and senior phase pupils. Comprehensive testing guidance has been issued to schools and local authorities, and by the start of this week, more than 2,200 schools had received test kits, with deliveries to remaining schools continuing throughout the rest of this week. The programme will be expanded to stand alone childcare settings as soon as possible thereafter
  • All secondary pupils will be required to observe two metre physical distancing while in school and on school transport in the period immediately after the return. This is in addition to existing measures including the use of face coverings

Ministers also confirmed hopes that further detail on the next phase of school return could be provided on 2 March.

Ms Sturgeon said: “In terms of the order in which we exit lockdown, the Scottish Government has always made clear that education should be the priority. I can confirm today that, in line with the advice of our expert group, this first phase of the re-opening of schools will go ahead as planned on Monday.

“We will need to monitor the impact of this change very carefully before taking any further decisions. However, I hope we will be able to set out the second phase of school re-opening in two weeks’ time. I want to be clear, though, that the need to properly assess the impact of this limited re-opening means we do not envisage, at this stage, any further return to school before 15 March.

“As we consider these issues, we are of course doing everything we can to ensure that schools are as safe as possible for children, and for the education workforce. We are also publishing today updated school safety guidance, developed with the Education Recovery Group. This sets out a range of additional safety mitigations.

“And to help implement them, we will be providing local authorities and schools with an additional £40 million, as part of a wider £100 million package to accelerate school recovery. The Finance Secretary will confirm details later this afternoon. The success of this limited re-opening, and the prospect of getting more pupils back later in March, very much depends on all of us continuing to abide by the wider restrictions.

“So, for now – and I really cannot emphasise this point strongly enough – please treat Monday’s important milestone as a return to education for children only, and not as a return to greater normality for the rest of us.”

A further update is being published today on this year’s national qualifications. National 5, Higher and Advanced Higher exams 2021 have been replaced by an alternative certification model based on teachers’ judgement of evidence of each individual pupil’s attainment. The National Qualifications Group 2021 has agreed to extend the deadline for submitting provisional grades from 18 June to 25 June.

In recognition of the additional workload this will bring, teachers and lecturers involved in the delivery, assessment and moderation of National 5, Higher and Advanced Highers will receive an exceptional one-off payment of £400. There will also be two assessment support days available for all secondary teachers to give them extra time to engage with the alternative certification model.

The EIS has responded to the First Minister’s announcement on the return to school for nursery children, P1-P3 pupils and some senior phase secondary pupils and warned that significant concerns over school safety remain to be addressed.

Commenting, EIS General Secretary Larry Flanagan said, “Everyone is supportive of face-to-face teaching returning as soon as possible – that should not override safety concerns, however, and teachers will be understandably nervous around today’s announcement.

“Community infection levels have fallen but still remain high in areas such as North Lanarkshire and at 6% the test positivity rate in Scotland remains above the level that the World Health Organisation recommends as indicative of the virus being under control.”

Mr Flanagan continued, “Against this backdrop, the EIS continues to believe that a blended learning model, with around half of pupils in classes at any one time to allow for physical distancing, would have provided a more cautious and more appropriate basis for pupils returning to schools.”

Mr Flanagan added, “Teachers remain concerned about the increased transmissibility of new Covid variants of the virus, especially aerosol transmission, and it is disappointing that the Scottish Government has not supported the introduction of medical grade face masks for staff, as they offer greater protection for wearers than simple face coverings.”

“It should reconsider its stance as a matter of urgency.  We would also expect that staff with increased vulnerabilities will be advised to continue to work from home during this first phase.”

Mr Flanagan continued, “The introduction of twice weekly testing for staff and senior pupils is welcome, as is the requirement for senior pupils to physically distance.

“Looking forward, however, to any fuller return of pupils it is clear that the prioritisation of teachers and other school staff for vaccination remains a straightforward way to ensure in-school safety.

If having schools open is a priority for the Scottish Government, then protecting school staff should also be a priority.

“Whilst Scottish Government timelines can appear to be self-fulfilling prophecies, there will need to be a meticulous analysis of this first phase and its impact, before any further return is progressed.”

Welcoming today’s news that some children will be returning to school, Mary Glasgow Children 1st Chief Executive said: “Schools must make space for friendships, feelings and fun as they start to reopen to more children from next Monday.

“It’s clear from Children 1st’s survey of over 1700 parents across Scotland that supporting children to cope with the emotional and social impact of lockdown is just as important as helping them catch up with their schoolwork.

“Focusing on children’s wellbeing as schools return was the clear first choice for 58% of parents, compared to 22% who said the top priority should be learning. If we support children with their wellbeing now, their academic learning will follow.”

Cllr Ian Perry, Education, Children and Families Convener for the City of Edinburgh Council, said: This is the news many families across the city were waiting for and it’s great that they now have confirmation their children will be back in school next week.

“There’s very good home learning involving our young people, teaching staff and parents taking place but everyone knows there’s no better place for children than being back in school with their peers and learning face to face.

“For all other pupils home learning will continue and we hope we can welcome more pupils back in school soon as long as the virus continues to be suppressed. It’s really important we all continue to follow the guidance especially now pupils are back at school so parents are advised not to gather at school gates at drop off and pick up times. We all have to work together to help protect the NHS and save lives.”

Cllr Alison Dickie, Education, Children and Families Vice Convener for the City of Edinburgh Council, said: “I’m delighted that our youngest pupils will be able to return to their schools and nurseries next week as these are really challenging times for many families.

“It’s so important for their learning and development that children are back in school where they belong. And very much for their mental health too. Our schools have been working hard preparing for their return and teaching staff are really looking forward to welcoming them back. 

“We will make sure our schools continue to be safe learning and teaching environments for all our young people and staff by following the latest health advice. We very much want to see more pupils back in our schools as soon as it is safe to do so and the Scottish Government will make a further announcement on the phased return of pupils in two weeks time.”

Bak to skool!

A series of new measures aimed at driving down coronavirus (COVID-19) rates in Scotland have been announced.

Current restrictions, including the ‘stay-at-home’ requirement, are set to remain in place until at least the end of February and schools will continue to be closed to most children for the rest of this month.  

Nurseries and Primaries 1 to 3 are, however, now scheduled to return full-time on 22 February, subject to final confirmation two weeks from now that sufficient progress in tackling the virus has been achieved.  

In an update to Parliament the First Minister confirmed that a managed quarantine system for anyone who arrives directly into Scotland regardless of which country they have come from will be introduced as soon as practicably possible.

In addition to guarding against the increased importation of new cases, access to testing to find cases and interrupt transmission already taking place in Scotland will be stepped up:   

  • from the middle of February, routine testing of healthcare workers will be expanded to cover patient-facing primary care workers such as GPs, dentists, optometrists and pharmacists, as will testing for all patient-facing staff who work in hospices
  • from later this month, regular testing will be offered to support the return to schools and nurseries. Senior phase secondary school students, and all staff in primary, secondary and special schools, including school-based ELC staff, will be able to benefit from routine at-home testing two times a week
  • certain workplaces where the risk of transmission is greater and which provide essential or critical services, such as those within the food processing and distribution sectors and staff within emergency service control rooms, will also be supported to introduce routine workforce testing
  • targeted community testing will continue to be expanded – so that testing is available to people locally, regardless of whether or not they have symptoms
  • from mid-February tests will also be offered to all close contacts of people who have tested positive for COVID-enabling Test and Protect teams to identify their contacts and track, and break further, chains of transmission

In order to promote people’s ability to self-isolate when necessary, financial support will be significantly expanded to include all workers earning the Real Living Wage or less, as well as those in receipt of a council tax reduction because of low income.

The £500 Self-Isolation Support Grant will also be extended to people who cannot work because someone they have caring responsibilities for is asked to self-isolate. 

First Minister Nicola Sturgeon said: “As levels of the virus continue to fall in Scotland, it becomes ever more important that we stop the virus from being imported again. The threat of new variants is real and we must be ever-more vigilant.

“That is why we intend to introduce a managed quarantine requirement for anyone who arrives directly into Scotland, regardless of which country they have come from.

We want to work with the UK Government to avoid travellers sidestepping restrictions and arriving in other parts of the UK before travelling to Scotland, however the most effective approach to prevent this and to stop new variants being imported is for the UK Government to introduce a compulsory quarantine for anyone travelling into the UK from overseas.

“Since we still have work to do these measures will not be introduced this week and more detail will follow shortly.

“We believe that targeted community testing can play a particularly valuable role in communities where prevalence is starting to rise rapidly which is why we have expanded our testing programme to identify cases and break chains of transmission.

“Lockdown is starting to slow down the virus. But we also need to pick up the pace in our vaccination programme. We are doing that and will accelerate the programme further over the next fortnight – providing that we have sufficient supplies of the vaccine – as we work towards being able to vaccinate 400,000 people a week by the end of the month. We are making rapid progress in protecting those who are most at risk from COVID-19.”

On schooling, the First Minister added: “I am acutely aware of the pressure school closures is putting on working parents and on family life more generally.

“Our room for manoeuvre, given the current state of the pandemic, is limited. But the government is determined to use every inch of headroom we have to get children back to school.

“Based on the advice of our expert advisers, if we all agree to abide with the lockdown restrictions for a bit longer so that our progress in suppressing the virus continues, we can begin a phased, albeit gradual, return to school from 22 February.”

The EIS has responded to the First Minister’s statement on a planned phased return for schools, welcoming the planned roll-out of regular testing for staff and students – but warning that virus levels must fall ‘substantially’ before the plans for a phased return for pupils can be confirmed.

Commenting, EIS General Secretary Larry Flanagan said, “Clearly, any school return remains contingent upon continued progress on community suppression of the virus and that is not a given so we need to see infection levels coming down substantially before the return date can be confirmed.”

Mr Flanagan continued, “Whilst a phased return is a more cautious approach, we are surprised that the First Minister did not discuss the need for physical distancing amongst P1-P3 pupils, given that she clearly stated the new variant impacts on all age groups, whereas previously younger children seemed to be less directly involved in transmission than adults.

“The EIS believes that a blended learning model, i.e. implementing physical distancing, would be a safer strategy to deploy and we would need to see strong scientific evidence to justify the Government’s approach. Frankly, in the absence of such evidence this model creates unnecessary risk for staff and pupils.”

On the planned rollout of testing for school staff and some secondary pupils, Mr Flanagan added, “The availability of regular testing for staff is something the EIS has called for, so that is welcome, as is its extension to senior phase pupils which will offer some reassurance to their families.”

“The EIS also notes the limited number of senior pupils able to return at any one time, but this must be organised in a way which explicitly enables physical distancing amongst pupils.”

Responding to the First Minister’s COVID-19 update concerning a phased return to schools in Scotland, GMB Scotland Senior Organiser for Public Services Drew Duffy said: “Yet again the Scottish Government failed to acknowledge the role of school support staff in the response to COVID-19.

“This morning over 1,000 of our members in support staff jobs, including cleaners, caterers, and pupil support staff, wrote to the First Minister asking her to strengthen school safety guidelines and the implementation of them across our thirty-two councils.

“This afternoon’s statement said little to these workers, despite the fact support staff are most at risk against the backdrop of more virulent strains of COVID-19 because many continue to work in our schools throughout this lockdown.

“We need full consultation with Ministers on a consistent approach to worker safety in the phased return of schools. That’s the only way we are going to give these forgotten key workers some badly needed confidence their safety is a priority for this government.”

Education leaders in Edinburgh have welcomed the phased return of school pupils announced by the Scottish Government.

Cllr Ian Perry, Education, Children and Families Convener for the City of Edinburgh Council, said: “I know many families across the city will be pleased to hear that a phased return to schooling will be in place by the end of the month.

“Our teaching staff are doing a tremendous amount of great work with home learning but we all know there’s no better place for our children than being back in school with their peers and learning face to face.

“Our schools will now work really hard to put plans in place so P1 to P3 pupils and some senior phase pupils can return on February 22 which will hopefully be confirmed by the Scottish Government in two weeks time.

“In the meantime home learning will continue and we hope to be to welcome more pupils back to school in the coming months as long as the virus continues to be suppressed.”

Cllr Alison Dickie, Education, Children and Families Vice Convener for the City of Edinburgh Council, said: “These are extremely challenging times for families and no one can underestimate the impact the pandemic has had especially for those struggling at home.

“Everyone’s mental health and wellbeing is really important so it’s welcome that early years, childcare and P1 to P3 pupils will be back in school where they belong in a few weeks time.

“Supporting the children who need it most is vital and I’m glad they will continue to attend their schools as we all work together to get through this. With the number of positive cases coming down in Edinburgh and the rollout of the vaccination programme we hope even more pupils will be able to come back to school when it is safe to do so.

“We will continue to follow the latest Scottish Government and health advice in ensuring our schools continue to be safe learning and teaching environments for all our young people and teaching staff.”

Deputy First Minister John Swinney said: “I appreciate only too well the burden being placed on many families as they navigate this COVID pandemic. I am also acutely aware of the need to maintain teaching and learning wherever possible. In doing so, the health and wellbeing of our children, young people and staff is paramount.

“My priority has been to ensure a safe return for children and young people to school and nursery as quickly as possible. That is why the steps that have been announced today are guided by the advice of the Chief Medical Officer and public health experts.

“Children and young people will begin a gradual, phased return to classrooms supported by a testing regime and enhanced guidance. A sense of caution underpins the plans unveiled today, but this is essential as we work to return to full time teaching in schools.”

Scotland woke up to tougher restrictions this morning

The STUC has strongly welcomed the extension of blended learning in schools and extra lockdown requirements but is disappointed at failure to protect all non-essential workers.

  • STUC position on shielding workers has now been heeded
  • STUC calling on all employers to offer furlough to all working parents affected by school closures, who are not classed as keyworkers
  • Measures are short of a full lockdown as many non-essential workplaces in sectors like manufacturing and construction will still remain open

STUC General Secretary Roz Foyer said: “By the government’s own admission the situation is now more serious than it has been at any other point, we are literally in a race to save lives, yet the measures set out are still less stringent than the lockdown last year.

“We welcome the decision to move to blended learning in schools until at least February. It is absolutely vital in the period ahead that education workers are listened to, and that a precautionary approach is maintained. Further changes to the plan for staggered return to universities also seems to be inevitable.

“We are also pleased our position has been heeded that shielding workers should not be required to attend work.

“However, we are deeply disappointed that, despite the severe circumstances, the First Minister, appears to be prepared to allow a range of non-essential workplaces such as construction and manufacturing to remain open.

“As well as posing increased transmission risks. this is a recipe for confusion and will place many workers in an invidious position, particularly those who have caring responsibilities. We intend to raise this as a matter of urgency with the Government.”

Responding to the latest announcements, David Lonsdale, Director of the Scottish Retail Consortium, said: “We recognise the situation with the pandemic is fast moving and are behind the government’s efforts to get on top of the virus.

“Nonetheless these further restrictions are unsettling and come at an incredibly difficult time for the retail industry. Non-food retail as a whole has been thwacked hard by the onslaught of coronavirus, and even before the latest lockdown came into effect was trading almost a quarter down compared to the same period last year.

“Even when stores are eventually permitted to re-emerge from this enforced hibernation, it is likely many will continue to suffer from lower shopper footfall. Prior to the current lockdown footfall was down by a third.

“Whilst a return to trading is crucial, it will not be a panacea for the industry. That’s why we hope to see a recovery plan from government to get retail moving once again, including visibility on the route out of lockdown, early clarity over continued rates relief for the coming financial year, and short term stimulus to boost consumer confidence and spending once shops can re-open perhaps through a high street voucher scheme.”

Responding to the First Minister’s announcement of a new lockdown, Director for CAMRA Scotland Joe Crawford said: “Tighter restrictions under the new national lockdown means that the light at the end of the tunnel still seems months away for Scotland’s beleaguered pubs and breweries.

“With pubs having missed out on any money through the tills over Christmas – which would have been their busiest time of year – and no prospect of re-opening on the immediate horizon, it is clear that the existing financial support on offer won’t be enough to save our pubs and breweries from permanent closure.

“The Scottish Government must recognise that local pubs are a force for good, bringing communities together and playing a key role in tackling loneliness and social isolation. 

“They deserve a new, long-term, sector-specific financial support plan to make sure that they can survive the next few weeks and months and are still around to open their doors again once restrictions start to be lifted.” 

The EIS has expressed its support for the decision to keep schools on a remote learning platform for at least the month of January, as part of the lockdown announced the Scottish Government.

Commenting on the decision, EIS General Secretary, Larry Flanagan said: “There was already heightened concern from teachers in Level 4 areas around school safety and the surge in infection levels, driven by the new variant, will have compounded those concerns especially as it seems clear that children can be as easily infected as anyone by the new strain, with subsequent transmission also occurring.

“Given that social distancing amongst pupils is physically impossible in crowded classrooms, moving to remote learning is the correct decision, therefore, if we are to successfully drive down community infection levels.  Suppressing the virus is key to school buildings safely reopening.”

He added, “Whilst the education system is better prepared to deliver education remotely than during the first lockdown, challenges remain and we need to ensure that all pupils, particularly those from disadvantaged backgrounds, can access learning on an equitable basis.”

Mr Flanagan concluded: “We have raised with the Scottish Government the question of prioritising vaccination of school staff as a mechanism to allow school buildings to reopen for all pupils.” 

EIS: Impact of Covid continues to hit children living in poverty

The EIS has warned that the impact of the COVID-19 pandemic continues to have a disproportionate impact on young people from less advantaged backgrounds.

Without sufficient intervention and support, the consequences of the pandemic could further entrench the disadvantage experienced by young people currently living in poverty.

EIS General Secretary Larry Flanagan said, “The COVID-19 pandemic has had a damaging impact on the education of young people right across Scotland, and it is young people already facing disadvantage who have felt this most acutely.

“Young people from less affluent backgrounds are far less likely to have access to the types of resources that are available to young people in other areas, which has clearly had an impact during the pandemic.

“Young people living in poverty were far more likely to disengage from education during the lockdown period for a wide range of reasons – including lack of access to IT equipment or suitable access to the internet. This has the potential to further entrench, or even widen, the poverty-related attainment gap that persists in many parts of Scotland.”

Mr Flanagan added, “With all schools set to move to a remote learning model, for at least a week, as schools return following the holiday period, it is essential that we ensure that no young person is disadvantaged as a result.

“The move to a temporary online learning model from next week for most pupils was a necessary and correct decision – but this must be properly supported for it to be delivered successfully across Scotland.

“Longer term, to ensure we have an education led recovery from the impact of COVID-19, the Scottish Parliament needs to commit investment into every area of education – pre-5; Primary and Secondary; Colleges; and Higher Education.”

Don’t Stop the Music!

Music provision in schools faces ‘stark challenges’

The EIS has published a new briefing highlighting the stark challenges facing instrumental music provision in Scotland’s schools during the COVID-19 pandemic.

The EIS recently surveyed its Instrumental Music Teachers (IMTs) across Scotland, and their responses have been incorporated into the new briefing paper (copy attached).

The key issues identified include:

  • Inconsistent approaches in the delivery of Instrumental Music Tuition across Scotland, with IMTs in some areas unable to return safely to school and having to adapt and develop new approaches for practical online teaching – often with insufficient resources and support.
  • The damaging impact of the pandemic on young people’s access to music tuition, particularly those currently studying for SQA qualifications and those from disadvantaged backgrounds.
  • Legitimate fears that any reduction in provision could lead to fewer students learning music, with serious implications for the future of instrumental music service and for IMT jobs.

There are also serious concerns that the growing practice of charging for Instrumental Music Tuition is having a direct impact on pupil participation and on equity of provision.

27 local authorities have now introduced some form of charging regime, through the introduction of tuition fees, instrument hire charges or a combination of both, leaving only 5 Councils across Scotland, where there are no costs associated with access to Instrumental Music Tuition.

Even more worrying is the dramatic increase in the level of charging which we have seen in recent years. In some areas of Scotland, annual charges are now in excess of £300 per pupil, with charges reaching £524 per annum in one authority.

The result is that while non-charging local authorities have seen an increase in pupil numbers of 31.4% since 2012/13, charging authorities have had an overall decline of 12.7% in pupil numbers over the same period.

Commenting, EIS General Secretary Larry Flanagan said, “Scotland is rapidly moving towards a scenario where only children from well-off families can learn to play an instrument.

“This is unjust and unacceptable. We must reverse the trend of charging to allow free access to music education for all, particularly those for whom the poverty-related attainment gap has widened as a result of COVID-19.”

COVID: MUTANT VIRUS CLOBBERS CHRISTMAS AS UK FACES NEW LOCKDOWN

Restrictions tightened due to spread of new variant of COVID-19.

Scotland will significantly tighten protections against Coronavirus (COVID-19) to prevent the spread of the new, highly contagious strain of the virus.

Following confirmation that the new variant of COVID-19 spreads substantially more quickly, the First Minister announced that Scotland needs to act now. 

To keep people safe, the First Minister announced:

  • the planned easing of restrictions around Christmas will be limited to Christmas Day itself, and not the previous 5 day window that was planned
  • legal household limits will still apply – a maximum of 8 people from 3 households – however advice is to minimise the numbers. Where possible, people should celebrate the festive period at home in their own household and meet with others outdoors
  • other than for specific exemptions, travel between Scotland and the rest of the UK will not be legal
  • travel within Scotland will be allowed on Christmas Day
  • from Boxing Day, all of Scotland will have Level 4 restrictions applied, including the closure of non-essential retail and hospitality. The only exceptions will be Orkney, Shetland and the Western Isles, and the other island communities where restrictions have been reduced in recent weeks, who will be placed in Level 3
  • from Boxing Day, in line with existing law, travel across local authority boundaries between areas in Level 3 or 4 will not be legal other than for specific exempt purposes

The First Minister also set out new plans for the return of schools in the New Year. Teachers will return to work as planned and children of key workers and the most vulnerable children, will return to schools as planned.

For the majority of pupils the holiday period will be extended until 11 January and learning will begin online from then until at least 18 January.

All these measures will be kept under regular review.

The First Minister said: “Last week it was confirmed that a new variant of the virus had been identified in the UK, and I advised Parliament that a small number of cases of it had already been identified in Scotland.

“While further analysis is required to establish this one way or another, we already have a concern that this strain may be driving what appears to be faster transmission in some hospitals and care homes.

“That’s why we have decided to act and to act firmly.

“Firstly, we are asking everyone to redouble your personal efforts in sticking to the rules and following FACTS.

“Secondly, we intend to maintain a strict travel ban between Scotland and the rest of the UK. This will remain in place throughout the festive period. We simply cannot risk more of this strain entering the country if we can possibly avoid it.

“Thirdly, we now intend to change the law to allow mixing indoors in a bubble on Christmas Day only. The household limits will still apply – a maximum of 8 people from 3 households  – is the law. But the advice will be to minimise numbers as far as possible.

“My message is stay home, stay safe and enjoy Christmas. That is in your own interest and the interest of everyone you love.”

Speaking about beyond Christmas, the First Minister said: “To limit, as far as we can, the risk of this strain spreading further than it has within Scotland, we intend to apply Level 4 measures to all of mainland Scotland for a period of three weeks from one minute after midnight on Boxing Day morning.

“The only exceptions will be Orkney, Shetland and the Western Isles, and the other island communities where we have reduced restrictions in recent weeks, who will go into Level 3 but with strict restrictions on who can travel to and from those islands.

“The situation the new strain presents means that until we are sure it is firmly under control – until we are sure we are not facing the same situation as the south of England today faces, we must slightly change our plans for the way our schools work.

“Schools still open next week will close as planned – we are not changing that. They were then due to reopen from 5 January with all councils areas back by the 7.

“Instead of that, here is what we are going to do – for the children of key workers – such as nurses in our hospitals – schools will open and stay open as normal. They will also open as normal for the most vulnerable children.

All teachers will also return to work as scheduled and planned. For the majority of pupils, however, the holidays are being extended until 11 January. Starting on that date, learning will be online until at least 18 January.

“After that, assuming we are confident we have the virus under control we will aim to reopen schools more fully but at least until then, schools will go online only other than for the children of key workers and the most vulnerable.”

Following the First Minister’s statement, confirming a three week Tier 4 lockdown in Scotland from Boxing Day, Rhea Wolfson of the GMB Scotland Women’s Campaigns Unit said: “The Scottish Government can’t wait until mid-January to roll out workplace testing for home carers – they need to find a way to bring this forward immediately.

“We can’t have 14,000 home carers in Scotland, supported only with PPE, working through a lockdown prompted by a more transmissible strain of COVID-19.

“Failure to act now to protect these key workers and their service users would be an exacerbation of the negligence they have already endured.”

EIS General Secretary Larry Flanagan said: “The EIS welcomes the decision to delay the return of pupils after the Christmas break until January 11th and that for the vast majority of pupils for this return to be to an online platform, with only the children of key workers and vulnerable children being in school.

“With a large number of schools already closed for the break, this late decision will once again create planning challenges for teachers but schools are much better prepared for remote learning than was the case in March. Given that the EIS has been calling for a ‘firebreak’ around the Christmas break, we view this announcement as being the correct one.

“It would make sense for those schools which are still open to move immediately to remote platforms.”

The First Minister’s statement.

Prime Minister Boris Johnson had earlier given a statement at the coronavirus press conference:

Good afternoon, I am sorry to report that the situation has deteriorated since I last spoke to you three days ago.

Yesterday afternoon, I was briefed on the latest data showing the virus spreading more rapidly in London, the South East and the East of England than would be expected given the tough restrictions which are already in place.

I also received an explanation for why the virus is spreading more rapidly in these areas. It appears this spread is now being driven by the new variant of the virus, which we first learned about earlier this week.

Our advisory group on New and Emerging Respiratory Virus Threats – NERVTAG – has spent the last few days analysing the new variant.

There is no evidence the variant causes more severe illness or higher mortality, but it does appear to be passed on significantly more easily.

NERVTAG’s early analysis suggests the new variant could increase R by 0.4 or greater. Although there is considerable uncertainty, it may be up to 70% more transmissible than the old variant.

This is early data. It is subject to review. It is the best we have at the moment, and we have to act on information as we have it because this is now spreading very fast.

The U.K. has by far the best genomic sequencing ability in the world, which means we are better able to identify new strains like this than any other country.

The Chief Medical Officer last night submitted our findings so far to the World Health Organisation and we will continue to be totally transparent with our global partners.

There is still much we don’t know. While we are fairly certain the variant is transmitted more quickly, there is no evidence to suggest that it is more lethal or causes more severe illness. Equally there is no evidence to suggest the vaccine will be any less effective against the new variant.

Our experts will continue their work to improve our understanding of the variant.

So we are learning more about this variant as we go.

But we know enough already to be sure that we must act now.

I met ministers on the Covid Operations Committee last night and again first thing this morning, and Cabinet met at lunchtime to agree the following actions.

First, we will introduce new restrictions in the most affected areas – specifically those parts of London, the South East and the East of England which are currently in tier 3.

These areas will enter a new tier 4, which will be broadly equivalent to the national restrictions which were in place in England in November.

That means:

Residents in those areas must stay at home, apart from limited exemptions set out in law. Non-essential retail, indoor gyms and leisure facilities, and personal care services must close.

People must work from home if they can, but may travel to work if this is not possible, for example in the construction and manufacturing sectors.

People should not enter or leave tier 4 areas, and tier 4 residents must not stay overnight away from home. Individuals can only meet one person from another household in an outdoor public space.

Unlike the November national restrictions, communal worship can continue to take place in tier 4 areas.

These measures will take effect from tomorrow morning.

All tiers will continue to be regularly reviewed in line with the approach previously set out, with the next formal review point taking place on 30 December.

Second, we are issuing new advice on travel.

Although the new variant is concentrated in tier 4 areas, it is nonetheless present at lower levels around the country.

We are asking everyone, in all tiers, to stay local.

People should carefully consider whether they need to travel abroad and follow the rules in their tier.

Those in tier 4 areas will not be permitted to travel abroad apart from limited exceptions, such as for work purposes.

Third, we must, I am afraid, look again at Christmas.

As Prime Minister, it is my duty to take the difficult decisions, to do what is right to protect the people of this country.

Given the early evidence we have on this new variant of the virus, and the potential risk it poses, it is with a heavy heart that I must tell you we cannot continue with Christmas as planned.

In England, those living in tier 4 areas should not mix with anyone outside their own household at Christmas, though support bubbles will remain in place for those at particular risk of loneliness or isolation.

Across the rest of the country, the Christmas rules allowing up to three households to meet will now be limited to Christmas Day only, rather than the five days as previously set out.

As before, there will be no relaxation on 31 December, so people must not break the rules at New Year.

I know how much emotion people invest in this time of year, and how important it is for grandparents to see their grandchildren, and for families to be together.

So I know how disappointing this will be, but we have said throughout this pandemic that we must and we will be guided by the science.

When the science changes, we must change our response.

When the virus changes its method of attack, we must change our method of defence.

As your Prime Minister, I sincerely believe there is no alternative open to me. Without action, the evidence suggests infections would soar, hospitals would become overwhelmed and many thousands more would lose their lives.

I want to stress we are not alone in this fight – many of our European friends and neighbours are being forced to take similar action.

We are working closely with the devolved administrations to protect people in every part of the UK.

Of course there is now hope – real hope – that we will soon be rid of this virus.

That prospect is growing with every day that passes and every vaccine dose administered.

The UK was the first country in the western world to start using a clinically approve vaccine.

So please, if the NHS contacts you then get your vaccine – and join the 350,000 people across the UK who have already had their first dose.

Yes, Christmas this year will be very different, but we must be realistic. We are sacrificing our chance to see loved ones this Christmas, so we have a better chance of protecting their lives so we can see them at future Christmases.

As sure as night follows day, we will beat back this virus.

We will defeat it.

And we will reclaim our lives.

Headteachers and Deputes placed under huge pressure throughout COVID pandemic

The EIS has published a new briefing paper which highlights the views of Headteachers (HTs) and Deputes (DHTs) on the pressures of working in schools during the pandemic.

The EIS recently surveyed members across Scotland on a wide range of COVID-related issues and is publishing a series of themed briefings. Today’s report is based on comments received from HTs and DHTs in response to the national survey.

Key issues identified include:

  • Senior leaders highlighted that they are doing their best to implement the guidance to keep their schools safe, but there are just too many pupils in classrooms and in communal areas.
  • Some members suggested that the transmission within their school is not being reported.
  • There was widespread concern over the wellbeing of school staff who feel under pressure with their workload and are anxious about teaching with so many pupils in class full time.

EIS General Secretary Larry Flanagan said, “Headteachers and Deputes have been under immense pressure throughout the pandemic.

“Many Headteachers and Deputes worked through the summer holidays to prepare schools for return after the lockdown, and have continued to work extremely long hours ever since.

“Added to this, HTs and DHTs have been compelled to take on responsibility for contact tracing in their schools, with little or no additional support. With some school buildings set to remain open right up to Christmas, many HTs and DHTs will be expected to handle track and trace calls throughout the festive period.”

A sample of comments from HTs and DHTs who responded to the survey is included below:

  • “The amount of additional pressure and workload on head teachers is disgraceful. Now working 7 days a week as on call constantly with no time back or recognition. Schools are not safe.”
  • “Quite concerned about the way in which the public health team is dealing with confirmed cases in school. Parent can report that child has tested positive before 9am yet it takes until 3pm for any decision to be made about the class/staff isolating.”
  • “All staff are working in a very stressful environment due to working within guidance and are exhausted.  Many feel vulnerable and would have appreciated being offered the flu vaccine as some protection against illness this winter.  Many are also feeling undervalued as it’s fine for them to work with 30 different families but not for them to visit their own.”
  • “My desire would be that schools remain open and that our pupils get the service they long for. If the public health situation is severe enough for a level 4 lockdown and all non-essential shops are closed, then serious consideration must be given to risk of staff and pupils in schools. I believe that blended learning is a half-way house and pupils would get a better deal by staff being fully committed to remote learning. The remote learning offer is now far better than what it was in April to June.”
  • “We are finding staffing incredibly challenging.  I currently have 50% of my teachers off and while we are able to cover, the lack of supply teachers available is very concerning.  I am concerned about the impact on the staff who are in and the impact long term staff absence is having on our children.”
  • Staff are exhausted and anxious. There may be a limit to how long they can continue under such pressure.”

Today’s briefing (below) on Headteachers and Deputes is the latest publication to support the EIS campaign #NotAtAllCosts, which argues against the government plan to keep schools physically open ‘at all costs’ even in areas with high rates of COVID infection.

Teachers edge towards industrial action over COVID-19 safety

Teachers’ union the EIS has announced that an increasing number of its local associations are now moving towards balloting members on disputes with local authorities over school COVID-19 safety.

At present, six EIS local associations are moving to ballot members with at least four others currently considering whether to take this step towards a formal dispute with employers.

The EIS had called for a move to teaching and learning via remote online platforms for the pre and post-Christmas period, in the interests of minimising infection risk and protecting the health and wellbeing of students, teachers and their families over the festive season.

Despite broad support from many parents, teachers and others this call was flatly rejected by the Scottish Government, which has pledged to keep school buildings open at all costs right up to Christmas.

Following this rejection by the Scottish Government, EIS local associations called on local authorities to utilise their devolved powers to move to remote learning platforms around the festive season.

Subsequently, these pleas have been rejected by local authorities, with many councils citing a recent letter from the Scottish Government which urged them not to utilise their devolved authority to move schools to remote learning.

Yesterday, the EIS also released its latest themed briefing, based on teacher comments in a recent national survey. The briefing highlights teachers’ views on the importance of moving to remote learning around the festive period, as a means to protect staff, students and their families.

The key issues highlighted include:

  • Teachers believe that moving to blended or remote learning would help reduce infection spread in the new year
  • Teachers are concerned about being able to safely mix with family during the holidays, without having the ability to isolate for 5 days beforehand
  • There are concerns that with schools remaining open full time, right up until the 23rd December in some areas, many school staff will have to work over the Christmas period to ensure the track and trace policies are enacted – a fact that was confirmed by the National Clinical Director earlier this week.
  • A small adjustment in the final few days of term would make an immeasurable difference to staff and pupil wellbeing.

EIS General Secretary Larry Flanagan said, “The Scottish Government and local authorities seem determined to keep schools physically open, at all costs, right up to Christmas.

“Scotland’s teachers are clear that this will present a very real risk to their health, their pupils’ health and the health of their families by increasing the risk of COVID-19 spreading through family festive gatherings. Making a very slight change to arrangements around the holiday period, by allowing teachers and students to work remotely from home for a few days, would significantly reduce the risk of pupils or staff taking the virus into their family groups in the festive period.”

Mr Flanagan continued: “It was extremely disappointing when the Scottish Government rejected calls from teachers, and many parents, for schools to move to remote learning to protect families over the festive season. It is quite incredible that the Scottish Government has then placed pressure on local authorities not to use their devolved authority over education to move schools to remote learning in the run up to Christmas.”

Mr Flanagan added: “The number of EIS local associations moving to consultative ballots, together with the number still considering this action, is a clear indicator of the strength of feeling amongst teachers.

“Scotland’s teachers see governments in other countries increasingly taking steps to close school buildings early and move to remote learning in order to protect families over Christmas – this raises the question of why the Scottish Government apparently values its teachers less than governments in England, or Wales, or Sweden or Germany value theirs.”

The briefing paper, published on Sunday, focuses on teacher comments on the value of moving to blended or remote learning.

One teacher said, “It was with disappointment that I heard that the Scottish Government chose not to allow schools to move to a blended model for the 21st and 22nd December and while I welcomed the relaxing of lockdown tiers over the Christmas period, in reality, for me this won’t change the fact that I shouldn’t visit with my 80 year-old mum and other family members who are in the vulnerable category for fear of taking the contacts of the many pupils I work with on a daily basis to them.”

Another teacher said: “I am physically and mentally exhausted at the moment and am looking forward to Christmas as a time to relax a little and recover from the stress. I am now faced with the choice, however, of seeing my family at Christmas and risking the possibility of carrying infection to them or of isolating and not seeing them. Every day I am sitting in a room with 31 upper school children and whilst measures are in place, they are at times impossible to maintain. Should I carry the virus to anyone let alone my elderly in-laws I would never be able to live with myself.”

Another teacher added: “Going to blended learning on the 18th would not have a massive impact on the education of the children … but it would have a huge impact on the mental wellbeing of staff who would be able to isolate, and then confidently visit with their bubble at some point over the holiday period.

It would also be considered a gesture of goodwill in a season where it is supposed to be at its most prominent.

The EIS is continuing to urge its members to share their experiences of working in schools during the pandemic and their views on keeping school buildings open around the festive period using the hashtag #NotAtAllCosts, tagging the First Minister and the Deputy First Minister in their posts.

Recently, the EIS also wrote to all Directors of Education and the Deputy First Minister, calling for an urgent rethink on their refusal to move to remote learning around the Christmas holiday period.

The letters highlight the health & safety implications of the decision and note that governments in other countries are increasingly taking the decision to close their school buildings early ahead of Christmas to protect students, staff and their families.

COVID: Headteachers need “tangible support, not just words” from Scottish Government

Headteachers and Depute Headteachers from across Scotland have shared their extreme disappointment at the Scottish Government’s decision not to allow schools to move to remote learning as a means of protecting the health of staff,  pupils and their families in the final week before Christmas.

A meeting of the EIS Headteacher (HT) and Depute Headteacher (DHT) Network, held on Friday, heard first-hand testimony from HTs and DHTs over the severe additional workload pressure that has been placed on school management teams as a result of COVID contact tracing requirements whenever a pupil or staff member tests positive for the virus.

Headteacher and Network Convener Lorraine McBride said, “The COVID pandemic has had a severe impact in our schools and has created huge stresses on everyone within our communities.

“Quite apart from the impact on the physical health of many teachers and students, there has also been a severe impact on their mental health and wellbeing. Added to this has been the huge additional workload burden generated by the demands of the contract tracing system, which frequently interrupts weekend and evenings on top of taking up swathes of time during the school day that should be being spent on other essential priorities.”

“Whenever there is a positive case linked to a school, this creates a demand on SMTs to quickly track, trace and isolate every pupil and staff member who has come into close contact with the infected person. This is additional workload, over and above the many usual demands on SMT’s time, and it has been imposed upon us with little or nothing in the way of tangible support.”

Ms McBride continued, “It is concrete support that we need – not just fine words from the Scottish Government or our employers telling us how much they appreciate us. Many HTs and DHTs have been left absolutely devastated by the Scottish Government’s decision not to allow schools to close their buildings early and move to remote learning in the final week before Christmas.

“This decision means that, where positive cases are identified late, SMTs may be expected to deliver or support contact tracing work over the Christmas period. The Scottish Government’s decision also significantly increases the risk of pupils and staff taking the virus into their homes, or into the homes of potentially vulnerable family members, during the festive period.”

Ms McBride added, “All we we’re asking for was for school buildings to close a few days early, in order to protect us all and our families. Education would have continued via remote learning and we were absolutely not asking for extra holidays, as has been falsely claimed elsewhere.

“In failing to take a small, common sense, step to protect teachers, pupils and their families, the Scottish Government is risking what little goodwill remains amongst a teaching profession that has been worn down to the point of physical and mental exhaustion over this past year.”
