Investment in landmark cycle routes delivering record share of journeys by bike in Scotland

— Record proportion of journeys being made by bike on Edinburgh’s new City Centre route and Glasgow’s South City Way —

New traffic data collated by Cycling Scotland, Scotland’s national cycling charity, has revealed the growing success of two new landmark cycle routes in Glasgow and Edinburgh, and their impact in supporting more people to travel by bike.

Over a 48-hour period in September 2024, traffic surveys recorded 5,457 bikes on the South City Way cycle route on Victoria Road in the south of Glasgow. This was out of a total of 36,417 travel methods recorded, meaning that 15% of people cycled their journey – a new record cycling modal share for an urban street in Scotland.

Overall, 1,718 more bike journeys were recorded on the South City Way over the two-day survey period in September 2024, compared to the same period in September 2023. This is a 46% year-on-year growth in the number of people cycling along the route.

Illustrating the wider impact of the route, cycling was recorded as accounting for 4.3% of journeys on nearby Nithsdale Road, which has no safe cycle lanes, but which connects the nearby area of Pollokshields to the South City Way.

The number of people cycling on Nithsdale Road increased by 45% from September 2023 to September 2024, with nearby Allison Street also recording a 22% increase in cycling over the same period.

Edinburgh’s City Centre West to East Link (CCWEL) – which connects Roseburn to the city centre – recorded a cycling modal share of 8.3% in September 2024, just nine months after it was completed.

A 48-hour traffic survey conducted in January 2025 on the CCWEL recorded a total of 2,199 people cycling on the West Coates section – 1,000 more bike journeys compared to the same two-day period in January 2024, shortly after construction of the route. This is a 83% year-on-year growth in the number of people cycling along this route.

Glasgow’s South City Way is one of the most ambitious urban cycle routes in the country, showcasing what investment in a good quality network of safe cycling routes can achieve. Running for 3km, the route’s fully separated, on-street cycle lanes provide a high-quality, direct link between communities in Glasgow’s Southside and the city centre.

The route was developed by Glasgow City Council and Sustrans, with cross-party support and funding from Sustrans’ Places for Everyone Programme. Glasgow City Council continues to expand it further, with new connections planned through development of the citywide network of active travel routes.

Officially opened in early 2024, Edinburgh’s 4km City Centre West to East Link (CCWEL) provides a high-quality west-east cycling route connecting Roseburn in the city’s West End to Picardy Place, via Haymarket Rail Station.

The project included improved road crossings, footways, street surfacing and greening improvements along the route, and was delivered by City of Edinburgh Council, with funding from Transport Scotland through Sustrans’ Places For Everyone programme, alongside additional funding from the Scottish Government and the Council’s transport budget.

At Picardy Place, the CCWEL now connects to the 2km Leith Walk cycle route, which saw a total of 580,000 cycle journeys in 2024 – a 40% increase on the number of cycle journeys recorded in 2023.

Cycling Scotland organises traffic surveys across Scotland to monitor changes in travel behaviour, working in partnership with all 32 local authorities at over 100 locations. Conducted biannually in May and September each year, these nationwide traffic surveys help to track changes in modal share, highlighting how new high-quality cycle routes such as this are supporting more people to make sustainable journeys.

Annalise, a commuter who cycles with her son to school along Glasgow’s South City Way several times a week, shared her thoughts on the route: “It’s brilliant to have this and it makes such a difference.

“I’ve lived in other parts of the city that don’t have anything like this, and I didn’t cycle as much as I do now. We cycle together to school a few days a week, and I then use the route the rest of the way to get to work in the centre.

“It saves me so much time.”

Julie, who uses the CCWEL to cycle to work in Edinburgh city centre said: “This is a route I take every day. It makes a huge difference in terms of how safe you feel.

“The biggest difference I’ve noticed are the different types of people on the road as well as regular commuters. So many school kids using it and people with cargo bikes. It’s joyful to see more people using their bikes.”

Cabinet Secretary for Transport, Fiona Hyslop MSP, said: “I’m pleased to welcome this latest evidence from Cycling Scotland.

“It confirms what cities around the world and here in Scotland already know – where you create a safer environment for cycling through quality infrastructure and support to use it, you see more people cycling.

“In turn, this means more people living healthier lives, saving money, leaving their car at home and reducing their emissions.

“To support the continued ambitions and leadership of our towns and cities – and to make walking, wheeling and cycling easier for shorter everyday journeys, in 2025-26 the Scottish Government will invest £188 million to make it even easier for people to choose sustainable active travel.”

Councillor Angus Millar, Convener for Transport and Climate at Glasgow City Council said: “The continued growth in the number of people using the South City Way demonstrates that when we build safe, segregated and accessible active travel infrastructure, Glaswegians will come and make use of it.

“It’s clear that rebalancing our roads by adding active travel infrastructure helps people feel more at ease when cycling and leads to a roads network that’s fairer for everyone. We know that many people only feel comfortable choosing the bike for everyday journeys where they have confidence that they can make use of safe, segregated cycle infrastructure for most or all of their route.

“With the recent completion of the final phase of the South City Way to Candleriggs in the city centre and ongoing work to extend the active travel network with the Connecting Battlefield project, the success of this key corridor is a great blueprint for Glasgow as we work to deliver our plans for a comprehensive City Network of segregated cycle infrastructure to connect communities across the city.”

“It’s clear that by providing these amenities which allow active travel in a safe, simple and integrated way we’ll see an uptake in use. In order to fulfil our climate objectives and goals for mobility in the city, we have a responsibility to our residents and visitors to maintain, improve and expand this infrastructure.

“Indeed, just a few months ago we saw the opening of the Roseburn to Union Canal route and with ongoing projects like Leith Connections and Meadows to George Street I’m really optimistic looking forward.”

Edinburgh sees record number of people travelling by bike

More than 2,000 daily bike trips on Leith Walk in May, following completion of cycle lanes between Leith and Picardy Place

New traffic data collated by Cycling Scotland, Scotland’s national cycling charity, has revealed how the growing network of cycle routes in Edinburgh is encouraging record numbers of people to travel by bike.

Through May 2024, a daily average of 1,812 bikes were recorded travelling on the cycleway on Leith Walk, with a peak of 2,107 journeys on 30th May.[1]

Demonstrating the significant year-on-year growth in cycling on Leith Walk, a total of 219,070 bike journeys were recorded along the route between January 2024 and the end of May 2024 – almost double the number recorded over the same time period in 2022 (117,969). Data shows that cycling volumes are at their highest during commuting times, indicating many people are using the route for everyday journeys.

Data was captured by an automatic counter located on the cycle path at Picardy Place, one of Cycling Scotland’s nationwide network of counters, funded by Transport Scotland to help measure cycling levels across Scotland.

In addition, a survey organised by Cycling Scotland to monitor traffic over a 48-hour period between 15th and 16th May, recorded that bikes accounted for 9.1% of all journeys on Leith Walk: a level of modal share rarely seen in Scotland.

On the other side of the city centre, Melville Street also recorded a high cycling modal share of 6.4%. The number of cycling journeys in Edinburgh is up 12% compared to May 2023, and up 19% compared to May 2022.

The sustained growth in bike journeys seen on Leith Walk comes after the completion of fully separated two-way cycle lanes along the 2km route, as part of the Trams to Newhaven project, connecting communities in Leith and Edinburgh’s city centre. The route was developed by City of Edinburgh Council, with funding from the Scottish Government.

The route has also recently connected to the newly opened 4km City Centre West to East Link (CCWEL), which runs from Roseburn to Picardy Place via Haymarket Train Station, and is already seeing increases in cycling.

The results in Edinburgh follow on from an autumn 2023 traffic survey in Glasgow, which similarly revealed record levels of cycling along the newly completed South City Way.

Leith resident Elspeth, who uses the Leith Walk and CCWEL routes to cycle to work in Edinburgh Park several times a week, said: “I use the Leith Walk cycle lanes regularly – for travelling to work but also for lots of other shorter journeys, like popping into town or visiting friends.

“The separated cycle lanes have made my bike journeys so much more relaxed, and thanks to CCWEL, it’s now almost completely on separated cycle lanes. It means I can go whatever pace suits me without feeling rushed with traffic on my tail.”

“I love how it gives me independence and allows me to get about town. I find getting around by bike is great for my physical and mental health, and I love the passing waves and nods from other people on bikes in the morning!”

Waterfront housing developments among Scottish projects to benefit from new cycle storage

More than 1,300 residents of new housing development on Granton’s waterfront expected to benefit from access to residential cycle storage

A major new mixed tenure housing development at Granton waterfront is set to benefit from dedicated, secure cycle storage, supporting more than 1,300 future residents to travel by bike more easily.

Secure cycle storage is to be provided at locations across the development, at Western Villages, Granton Gas Holder, Waterfront Avenue and Silverlea.

The City of Edinburgh Council project aims to help more people choose cycling as an affordable and sustainable way of travel for everyday journeys, and has been developed in partnership with the nation’s cycling charity, Cycling Scotland and supported by Transport Scotland grant funding.

Having nowhere safe or convenient to store a bike is a big barrier to cycling, with Cycling Scotland research showing that a third of Scottish households are likely to be living in accommodation without access to suitable cycle storage.

In total, supported projects are estimated to benefit 160,000 people by providing better access to secure cycle storage and parking where they live across Scotland: from new on-street cycle storage in Dundee, to storage for residents of high-rise properties in Aberdeen, through to bike parking at rural bus stops in Perth and Kinross.

Katharine Brough, Head of Grant Funding & Partnerships, at Cycling Scotland, said: “It’s been so positive to work in partnership with local authorities to increase access to essential, secure residential cycle storage across Scotland.

Case study: The impact of new on-street cycle storage in Dundee

Newly installed on-street cycle storage units in Dundee are helping make it easier for more people to travel by bike for everyday journeys across the city.

Nick Toner, a community development worker and resident of Blackness, Dundee, has found his new on-street bike storage space has made a big difference to how he travels around the city:

“Having the bike storage space has removed a mental and physical barrier for me. Just facing the idea of looking for somewhere safe to store my bike and lock it up, it was such a hassle. But now I come to work, and I have a parking spot nearby. It’s so much more convenient and it’s given me the freedom to use my bike to get around the city more often.”

Martim Mas, a resident of Stobswell, Dundee, cites his storage space as enabling him to combine cycling with public transport to travel to work: “I actually got my bike after I got my storage, because I had no space in my flat. I would’ve had to keep it inside and there was just no space.

“I use my bike now to cycle to the bus station, then to work at St Andrews. My bike is my main mode of transport across the city. Having this storage space is super convenient for me, and it’s good to know I can leave my bike there and it will be safe.

Children’s cycle training hits new record in the Lothians

Schools in the Lothians have helped to contribute to a new national record in on-road cycle training in the last academic year, with East Lothian coming out on top in the area.

Figures collated by Cycling Scotland reveal that in the 2022-23 academic year, East Lothian successfully delivered on-road cycle training in every primary school in the area; one of only nine local authorities in the country to achieve 100% delivery.

Overall, almost two-thirds of Scottish schools participated in on-road cycle training in the last academic year, setting a new national record.

In total, figures collated by Cycling Scotland reveal that in the 2022-23 session, more than 60,000 children took part in Bikeability Scotland training. This is in stark contrast to the nearly three in four adults in Scotland who have never received any formal cycle training.

Bikeability Scotland, the national cycle training programme for school children, helps to increase road safety awareness in young people, equipping them with the skills and confidence to make everyday trips by bike more safely. The programme is free for pupils and is funded by Cycling Scotland, the national cycling charity, through grant funding from Transport Scotland.

When Bikeability Scotland was introduced in 2010 only 31.5% of primary schools delivered on-road cycle training. Since then, the programme has grown significantly, with the last academic year seeing a 20% increase in participation from the previous year.

Apart from Glasgow, every participating local authority in Scotland has increased or maintained their delivery of school cycle training in the last year. Nine local authorities delivered Bikeability in every school.

David Collins, Bikeability Scotland Manager, said: “Learning to cycle is an essential life skill so it’s phenomenal to see record numbers of young people gaining the skills and confidence to travel by bike. It proves that investment delivers results, and we really hope to see these numbers continue to grow into the future.

“The training that schoolchildren receive through Bikeability Scotland unlocks a whole range of benefits that will serve them throughout their lives, creating greater transport independence and supporting healthier, more environmentally friendly lifestyles. The positive impact of Bikeability Scotland on bike ownership and amount of cycling is greatest in schools with a higher proportion of pupils eligible for Free School Meals.

“Our research highlights the importance of teaching at school, to maximise the number of people reached who can use the training now and later in life. Countries with the highest levels of cycling, such as the Netherlands, still provide national cycle training schemes for school children.

“Together with building a network of safe, dedicated cycle lanes and preventing dangerous driving, Bikeability Scotland training is essential to support children to cycle.”

Burnbrae Primary School in Midlothian were Highly Commended in the Bikeability Scotland ‘School of the Year’ category earlier this year.

Primary six children at St Marnock’s in Barrhead participate in Cycling Scotland’s Bikeability programme to increase their cycling skills ability and road safety awareness.

Harry, a P7 pupil from Williamston Primary School, West Lothian, commented on the training: “I thought we would just be doing different games or different activities on the bikes.

“It was more like what you would actually do on the road or in real life. Teaching you those skills that you actually need. And I think that’s what we really did when we did Bikeability.”

Jon Purdie, class teacher at Burnbrae Primary School said: “Bikeability has been a fantastic way for our pupils to learn and grow outside of the classroom environment and is a superb opportunity for those who struggle with academic learning to achieve and see themselves in a positive light.”

Most drivers admit driving too close is a risk to life

97% of drivers agree that people who drive too closely to people cycling are putting lives at risk – however over a third admit that they don’t think of someone cycling as a person, being more focused on getting past and getting on with their journey.

These are the findings from a new study of over 500 drivers commissioned by Scotland’s national cycling charity – Cycling Scotland – to mark the launch of its annual nationwide campaign (Thursday 4 May).

On average, four people cycling per week in Scotland suffer serious, potentially life-changing, injuries from a vehicle collision – and close passes can be a daily experience for people cycling.

The research also found that:

  • 8/10 drivers worry they could seriously injure someone cycling if they don’t give them enough space.
  • 96% of drivers acknowledged that a vehicle getting too close would be frightening for someone cycling.
  • 83% confessed to feeling frustration when trying to pass people on bikes.
  • 30% of drivers didn’t agree that people cycling have equal rights on the roads as drivers.

Supported by Police Scotland, Cycling Scotland’s annual ‘Give Cycle Space’ campaign aims to reduce close pass incidents and make Scotland’s roads safer for people cycling, by raising awareness of the legal passing distance and the responsibility of drivers to safely overtake.

Drivers in Scotland face a £100 fine or conviction, and penalty points on their licence for passing within 1.5m of people cycling when overtaking, and a conviction for a more serious offence. However, findings from this study show that a quarter of drivers (23%) are unaware that driving closer than 1.5 metres is an offence that could result in a charge of careless or dangerous driving.

For 2023, the ‘Give Cycle Space’ campaign message is ‘Leave Space for a Life’. Visuals of people cycling from a driver’s viewpoint humanise the person on the bike, with the television ad showing footage of the friends, family and loved ones of the person cycling. A dangerous overtake shows the risk that drivers take when they don’t give the required passing distance stated in the Highway Code of at least 1.5 metres.

Cycling Scotland’s campaign – which runs on television, radio, online and on buses until 19 June – is funded by Transport Scotland.

Chief Superintendent Hilary Sloan, Head of Road Policing, said: “Every driver has a responsibility to safely overtake cyclists and understand how their actions can impact the life of that person riding a bike.

“As we approach the summer months, there will be more people using Scotland’s roads. All road users should take care, plan their journey and be aware of cyclists who are more vulnerable.”

“Over the summer, Police Scotland will conduct Operation Close Pass in locations across Scotland to improve road safety.

“Enforcement is key to preventing road danger and dashcam and helmet cam footage can provide vital evidence to support this. Introduction of a dashcam portal, now in use throughout England and Wales, is critical to allow people to report dangerous driving behaviour and keep everyone safer on our roads.”

Shgufta Anwar, Founder of Glasgow-based charity, Women on Wheels added: “I experience so much joy from cycling, but being closely overtaken is an all too familiar occurrence.

“My worst experience was when out cycling with my then primary school aged children, when a car came extremely close to my daughter and revved the engine, frightening her and making her almost fall in front of the car. Fortunately, she regained her balance, but it was a really scary experience for us all and she could have been seriously injured.

“As a person who cycles and drives, I think about both when I make choices on the road. Scotland’s roads would be a lot safer if all drivers had this perspective – especially if they knew how frightening it was when a car passes too closely.”

Police Scotland and partners launch safer roads initiative

Road users in Edinburgh are being asked to consider how safe they are as part of an initiative launched yesterday by road policing officers in the city.

Police Scotland is working with a number of partners, including Lothian Buses, Road Safety Scotland, David Philp Commercials, Cycling Scotland, and Cycle Law Scotland, to encourage everyone to be more aware.

As part of ongoing operational work, it is aimed at helping all road users, including cyclists and pedestrians, and is focused on thinking about distances, blind spots and visibility.

Sergeant Jill Kirkpatrick, of Police Scotland’s Road Policing Team in Edinburgh, said: “We are encouraging everyone to think about how visible and safe they are. I believe that many people are unaware just how much the driver of a large vehicle, such as a lorry or a bus, cannot see because of blind spots. Even a small vehicle has blind spots.

“Visibility is very important in terms of making our roads safer and I would like everyone, including pedestrians, to think about how they are seen, especially if a street is poorly lit after dark. From the cab of a lorry visibility is very different to that of a bus, car, motorbike or cycle.

“I cannot emphasise enough the need for all road users to look out for each other and give each other space. Unfortunately, when a collision happens it is often a pedestrian, cyclist or motorcyclist who come off worse.”

Sarah Boyd, Operations Director, Lothian Buses, said: “We are delighted to be working in partnership with Police Scotland and other key stakeholders to raise awareness around visibility and potential blind spots on our roads.

“Our driver training covers all aspects of road safety including the awareness of cyclists, pedestrians and other road users and we welcome the opportunity to be involved in this campaign.”

Every day we speak to individuals who have been injured as a result of a road traffic collision, often caused by drivers who have failed to observe the pedestrian, cyclist and motorcyclist at junctions.

“All road users should be looking out for each other at these pinch points and so anything we can do to help educate people has got to be a positive thing.”

Ageing Well and Keeping Active

The award-winning project, Ageing Well, run by Edinburgh Leisure in partnership with NHS Lothian, will be starting two new activities in July, to support people to become, and remain active in later life.

Starting on Thursday, 8th July, there will be a regular Walk around Saughton Walled Garden with a volunteer walk leader. 

The walk is suitable for people who have not walked much before, and are looking to be more active, or are returning from injury or illness. The walk will take up to 30 minutes on flat ground or gentle slopes with firm surfaces and generally no steps.

Register your interest with active@edinburghleisure.co.uk. Participants should meet at the Garden Bistro, at 10.50am for an 11am start.  A contribution of £1 is welcomed towards the activity.

There will also be an 11 weeks’ Cycle Skills Course, starting on Monday, 12th July. This will meet at Saughton Sports Centre initially, with a further 4 weeks on the cycle paths leaving from Ainslie Park Leisure Centre and a further 4 weeks leaving from Meggetland. Good quality bikes and helmets are supplied to trainees so there is no need to own your own.

This course is suitable for those who wish to take up cycling again after a lengthy absence but lack confidence. The course will give participants an opportunity to improve confidence on a bike; increase bike-handling skills; put in to practice the skills they are learning; and the introduction to cycle paths, on the last two weeks of the course.

The course is very relaxed, sociable, and fun and is based on the Cycling Scotland Bikeability material adapted for adults. A contribution of £2 per week is asked from trainees to help towards the running costs of the programme.

Ageing Well also has a walking programme, which has eight health walks across the city on different days, aimed at different fitness levels.

Since their activities reopened after COVID-19 restrictions lifted again at the beginning of April, they have been supporting 120 older adults to be active again. The emphasis is on meeting new people and making physical activity accessible and enjoyable. All activities are either led by or supported by fully trained volunteers, who are all older adults themselves.

47% rise in Scots cycling

Scotland has seen a surge in the number of people cycling in the past 12 months, according to data from the nation’s cycling organisation.

Statistics released today (Tuesday 6 April) by Cycling Scotland show 47 per cent more cycling journeys were recorded between 23 March 2020 and 22 March 2021 compared to the same period 2019­–2020.

Since Covid-19 restrictions first came into force on 23 March 2020, the nation’s cycling organisation has released regular updates on the number of people cycling in Scotland, using its nationwide network of automatic cycle counters to compile the data.

Increases of 68 per cent in April, 77 per cent in May, 63 per cent in June, 44 per cent in July and 33 per cent in August were recorded, compared to the same months in 2019.

September saw a rise of 32 per cent, followed by October (22 per cent), November (7 per cent) and December (4 per cent). During bad weather in January this year, cycling numbers decreased 14 per cent before rising 20 per cent in February.

And today (Tuesday 6 April 2021), Cycling Scotland also announced its latest monthly figures, using data from 47 automatic cycle counters nationwide.

The statistics reveal a 52 per cent increase in the number of people cycling across the nation between 1 and 22 March 2021 versus the same three weeks in 2020 – before the first Covid-19 restrictions were introduced in Scotland.

Twenty counters saw a year-on-year increase of more than 100 per cent, with counters in Girvan (Victory Park Road), Callander (Glen Gardens) and Dunoon (Victoria Parade) showing hikes of 256, 179 and 113 per cent respectively.

The information was collected as part of the National Monitoring Framework, managed by Cycling Scotland, to monitor cycling rates across the country.

Latest figures from the Bicycle Association show sales of bikes, bike parts, accessories and services increased by 45 per cent across the UK in 2020, with the trend set to continue.    

Cycling Scotland Chief Executive Keith Irving said: “It has been a horrendous year, but one of the few bright spots has been more people getting back on their bikes.

“Cycling has a key role to play in people getting exercise and fresh air, managing the ongoing pressure on our transport system and, crucially, tackling the global climate emergency we face.

“We’re delighted at the massive increase in cycling and it’s vital we see it continue and expand. 

“To get even more people cycling, we need to invest more in infrastructure so people feel safe to cycle. We need more dedicated cycle lanes, separated from vehicles and pedestrians. We need to reduce traffic, especially on residential and shopping streets. And we need to increase access to bikes and storage to tackle the barriers too many people face so anyone, anywhere can enjoy all the benefits of cycling.

“Helping far more people to cycle is key in delivering a green recovery from Covid and supporting a just transition towards a net-zero Scotland. Every journey cycled will make a difference.”

Claire Sharp is a charity worker who lives on Glasgow’s south side. She started cycling again last year. “I live next to a main road that leads into the city centre to my work; it’s an easy route but the traffic there is so heavy. I was too scared to attempt it in the past,” she said.

“I knew lockdown was going to happen and thought it would be good to get a bike. Partly as the roads would be quiet, which would be good for a beginner, and also for exercise as the gyms would be closed. Luckily, I managed to get one the weekend before lockdown started.

“Apart from being able to get out and exercise, it’s improved my mental health as it’s given me confidence to do something I didn’t think I could do. It’s made me feel empowered. I’ve also found going for a cycle after work helps me process things that have happened during the day and makes me less stressed.”

She added: “I’m hoping to be brave enough to start cycling to work when all the Covid-19 restrictions are removed, although I might need some more persuasion in the winter. I’m looking forward to more cycling for exercise and bike-ride day-trips with my friends.”

Asif Sattar (45) is an IT worker from Motherwell. He said: “I played football all my days and as there was a lockdown I took up cycling. Cycling was a way for me to break free of the lockdown gloom. 

“As I was working from home, getting out on my bike helped me exercise, clear the mind and refocus on my health during the pandemic. 

“Me and a group of friends now go out every week and have even planned a cycling holiday once the restrictions ease.”
