Prime Minister Boris Johnson admits guilt at last – but serial liar refuses to resign

Prime Minister Boris Johnson and Chancellor of the Exchequer Rishi Sunak have both been fined by the Metropolitan Police for breaching Covid regulations.

Prime Minister Boris Johnson made the following statement yesterday:

Today I have received a fixed penalty notice from the Metropolitan Police relating to an event in Downing Street on 19th June 2020, and let me say immediately that I have paid the fine and I once again offer a full apology.  

And in a spirit of openness and humility, I want to be completely clear about what happened on that date.

My day began shortly after 7am, and I chaired eight meetings in No10, including the Cabinet Committee deciding Covid strategy, I visited a school in Hemel Hempstead, which took me out of Downing Street for over four hours.  

And amongst all these engagements, on a day that happened to be my birthday, there was a brief gathering in the Cabinet Room shortly after 2pm, lasting for less than 10 minutes, during which people I work with kindly passed on their good wishes.  

And I have to say in all frankness, at the time, it did not occur to me that this might have been a breach of the rules.

But of course the police have found otherwise and I fully respect the outcome of their investigation.  

I understand the anger that many will feel that I myself fell short when it came to observing the very rules which the Government I lead had introduced to protect the public, and I accept in all sincerity that people had a right to expect better.  

Now I feel an even greater sense of obligation to deliver on the priorities of the British people:

strengthening our economy,  

creating jobs and opportunities,  

levelling up the whole United Kingdom,

now, of course, ensuring that Putin fails in Ukraine, and easing the burden imposed on hard-working families caused by higher energy prices.

I will take forward that task with due humility, but with maximum determination to fulfil my duty and do what is best for the country I serve.

Whether this short statement, which addresses transgressions commited on just ONE day during lockdown, will be enough to save his political life is now in the hands of Conservative MPs, and Conservative MPs alone.

If it was left to the people of the country to decide Johnson’s fate – those millions of people who stuck to the Covid rules imposed by this government – there can be little doubt Johnson would be finished.

The Prime Minister said it himself: people had a right to expect better. If he had a scintilla of honour, Johnson would resign without delay.

People in Edinburgh set to be more spontaneous!

Capital’s citizens plan to make up for lost time

Almost three quarters (72 per cent) of people in Edinburgh promise to be more spontaneous now that restrictions have eased, as they say they’re more likely to live life in the moment, and over two thirds (68 per cent) want to make lots of plans while they can.

New research by Fort Kinnaird reveals that people in Edinburgh are planning to make the most of the rest of the summer, having missed out on what is estimated to be almost a month of non-stop quality time with family and friends since the pandemic began last year.

While many admit they took the simple things for granted before lockdown, such as the freedom to go out when they wanted (44 per cent) and spending time with friends (34 per cent), people in Edinburgh are ready to start enjoying some of their favourite things again.

Over half (51 per cent) put spending time with friends at the top of the list of things they’re going to enjoy the most now that restrictions have eased and over a third (39 per cent) said enjoying more days out.

Meanwhile, for over a third (35 per cent) going to the beach or on a staycation is high on the list of priorities, along with going to the pub (28%), eating indoors with friends (24%), going on a shopping spree (19%) and going to the cinema (17%).

Surprisingly, throwing a party (12 per cent) and seeing an unlimited group of people (16 per cent) are lower on the priority list even after restrictions have eased, suggesting people are looking to spend more quality time with those closest to them.

The research also revealed what those in Edinburgh missed the most when non-essential shops and indoor dining were closed. The top three things most missed about shopping in real life were picking up what you need when you need it rather than waiting for an online order to arrive (34 per cent), the joy of window shopping (28 per cent) and having a big shopping day out with friends (27 per cent).

Meanwhile, when it came to indoor dining, having an evening meal out with friends and family (43 per cent), eating food that has been cooked by a professional (33 per cent) and having someone serve your meal to your table (26 per cent) were the things respondents missed the most.

Liam Smith, centre director at Fort Kinnaird, said: “Our research shows that people are gearing up to make up for lost time with loved ones. 

“We’ve seen lots of families and groups of friends visiting the centre to enjoy a day or evening out since restrictions started to ease and we’re looking forward to welcoming more visitors.” 

Fort Kinnaird continues to have extra measures in place to help visitors feel safe. It remains mandatory for visitors to wear a face covering in all indoor settings if they can, and hand sanitising stations remain throughout the centre along with enhanced cleaning regimes.

Latest Centre for Cities’ data shows the high street’s recovery may be stuttering

  • Visitor footfall to city and town centres across the UK drops in June after initial surge– with tourist hubs worse hit
  • Weekend visitors to Blackpool and Bournemouth almost halve in June
  • Big city centres continue to struggle with London seeing the weakest recovery of all centres

New data from Centre for Cities’ High Streets Recovery Tracker shows that the recovery of high streets stuttered in June as footfall fell back across the UK – raising concerns about the UK economy’s bounce-back from Covid restrictions.

Seaside and tourist destinations saw the sharpest drops in visitor numbers between the end of May and end of June, with visitors to central Blackpool and Bournemouth falling by by almost half.

Meanwhile, weekend visitors to other tourist destinations such as Brighton, York and Edinburgh also fell steeply.

Overall weekly footfall numbers fell by the end of June in 62 of the 63 city and town centres studied. On average, overall footfall in large city and town centres fell by seven percentage points.

Pubs, bars and restaurants are also likely to have taken an economic hit as night-time visitors to city and town centres fell by six percentage points between the last weekend of May and last weekend of June.

Despite the fall, small and medium city and town centres continue to have seen the strongest recovery overall since restrictions were lifted, while bigger cities continue to struggle.

Southend, Blackpool and Basildon have come back strongest, with footfall being more than 70 per cent of February 2020 levels but London and other large city centres lag a long way behind – footfall in the centre of the capital was at just under a third of February 2020 levels.

Centre for Cities’ Chief Executive Andrew Carter said: “Much discussion in the lead up to restrictions being lifted was about the amount of pent up demand that lockdowns had created, and the likely splurge in spending as a result. But while there was an initial jump, the data suggests this may have faltered.

“The weather and growing Covid-19 cases may be reasons for this, but with the end of the furlough scheme is in sight, high street businesses and workers will be hoping that the removal of restrictions on 19th July will help to sustain the high street’s recovery and bring more people back to the centre of our cities.”

A ‘modified’ level zero: Covid rules relaxed but masks to remain

Level 0 from 19 July

People should continue to follow public health measures to protect one another as all of Scotland prepares to move to Level 0 at 00:01 on Monday 19 July.

Confirming the change to Level 0, the First Minister urged people to adhere to protective measures and sensible precautions to suppress coronavirus (COVID-19) to help create conditions that allow Scotland to move beyond Level 0 on 9 August.

From 00:01 on Monday 19 July, physical distancing in Level 0 will reduce to 1 metre in all indoor public settings and outdoors. Additionally, informal social gatherings of up to 15 people from 15 households will be permitted outdoors without physical distancing. Gatherings of up to 10 people from four households will be permitted in all indoor public settings with 1 metre physical distancing.

Other easings to Level 0 taking effect at that time include:

  • under-12s will no longer count towards the number of households that can gather indoors in public spaces and homes
  • hospitality settings can open till midnight, if their current licence permits that, and customers will no longer be required to pre-book a two-hour slot to go to a pub or restaurant but will still be required to provide contact details to assist Test & Protect
  • up to 200 people will be able to gather at weddings and funerals

Employers are asked to continue to support home working where possible until we move beyond Level 0.

From 04:00 Monday 19 July, travellers who are fully vaccinated through a UK vaccination programme and children arriving into Scotland from Amber List countries will no longer be required to self-isolate and take a day eight test, but adults and children over 12 will still take tests before travelling and on day two after arrival. Anyone testing positive for or experiencing symptoms of COVID-19 will still require to isolate for 10 days.

A survey is being launched for those at highest risk from COVID-19 to gather views on what additional support might be needed as restrictions ease. Later this week, the Chief Medical Officer will also write to this group with advice on what moving to Level 0 will mean for them.

First Minister Nicola Sturgeon said: “While Scotland will move to Level 0 from next Monday, we will do so with certain modifications to our original indicative plans. This is intended to ensure that our pace of easing restrictions is sensible in light of the challenge we continue to face from the Delta variant.

“There is no doubt that Delta has become, unfortunately, something of a game-changer – even for countries on course to achieving full vaccine protection – so COVID does remain a threat that we must treat seriously.

“The Scottish Government understands the temptation to lift more restrictions more quickly. In our view, and in line with clinical advice and modelling, a gradual approach stands the best chance of minimising further health harm and loss of life – and also because a gradual approach stands the best chance of being a sustainable approach, it will be better in the long term for the economy as well.

“We are easing restrictions next week – but we are not abandoning them. We will also keep in place for now certain other measures – such as the requirement to wear face coverings, co-operate with test and protect teams, and comply with advice on good hygiene and ventilation.

“If we do all of this, frustrating though it all continues increasingly to be, we will help protect ourselves and our loved ones. As we continue to complete the vaccination programme, which does offer us still the route back to greater normality, we will make it easier for more restrictions to be gradually and sensibly lifted in the weeks ahead.”

Statement given by the First Minister Nicola Sturgeon to the Scottish Parliament on Tuesday, 13 July 2021:

Presiding Officer,

I will update parliament today on the decisions the government has reached in relation to the current Covid restrictions.

In doing that, I will reflect on the mix of positive and more challenging developments we have experienced recently.

And I will emphasise that this is a time for continued caution – for government to take the tough decisions necessary to help safeguard the health and wellbeing of the country.

That means that while Scotland will move to level 0 from next Monday, we will do so with certain modifications to our original indicative plans.

This is intended to ensure that our pace of easing restrictions is sensible in light of the challenge we continue to face from the Delta variant.

And I will confirm that certain mitigations – such as the mandatory wearing of face coverings – will remain in place not just now but, in all likelihood, for some time to come.

It is important to stress that measures like the continued wearing of face coverings are important, not just to give added protection to the population as a whole, but also to give protection and assurance to those amongst us who are particularly vulnerable and who previously had to shield.

Lifting all restrictions and mitigations right now would put all of us at greater risk – but in particular it would make it much more difficult for the most clinically vulnerable to go about their normal lives. It would risk the imposition of shielding by default and, in my view, that is not something we should do.

Before I turn to the detail of all of this, let me summarise today’s statistics.

The total number of positive cases reported yesterday was 2,529 – 11.5% of all tests.

The total number of confirmed cases is now 318,566.

There are currently 506 people in hospital – 37 more than yesterday.

And 41 people are in intensive care – 1 more than yesterday.

Sadly, 4 more deaths were reported in the past 24 hours, taking the total number of deaths registered, under this daily definition, to 7,761 .

As always, my condolences go to everyone who has lost a loved one.

3,941,571 people have now received a first dose of the vaccine – an increase of 7,163 since yesterday.

And 10,286 people got a second dose yesterday, bringing the total number of second doses to 2,903,557.

The continued success of the vaccination programme continues to give us real hope.

We are in the final stages of offering first doses to all adults.

More than 80% of 30 to 39 year olds have had a first dose, along with around two thirds of 18 to 29 year-olds.

All 18 to 29 year olds have now had a first dose appointment scheduled.

Turning to second doses.

Virtually all over 60 year olds have now had both doses – uptake is 96% among 55 to 59 year olds, 89% in 50 to 54 year olds, and 61%, so far, in 40 to 49 year olds. 

Second dose appointments are being scheduled for 8 weeks after the first dose – so in the next couple of weeks, coverage of 40 to 49 year olds will get much closer to the levels achieved for older age groups.

Walk-in vaccination centres are now open in all mainland health board areas for anyone over 18 who has not yet received a first dose, or who received a first dose eight weeks or more ago.

I appeal to everyone due to receive a first or second dose to get it as quickly as possible. It is the single most important thing we can all do to protect ourselves and each other.

As I said earlier, in coming to today’s decisions, the government has had to weigh up both positive and more challenging developments. The continued progress of the vaccination programme is obviously positive.

Also encouraging is that case numbers – which were rising sharply two weeks ago – now appear to have levelled off. In fact, they have fallen in recent days.

In the week to 4 July, an average of 3,300 positive cases per day were recorded. 

That is now just under 2,700 – a reduction of more than 15%.

However, cases are still high – more than twice the level when I last updated parliament.

And not all cases are confirmed by testing. So although the current fall is encouraging, we continue to monitor all data – including, for example, on wastewater sampling – to get the fullest possible picture.

Another positive is that vaccination is definitely weakening the link between case numbers and severe acute illness.

In January more than 10% of people who tested positive for Covid had to go to hospital. That is now around 3%. It is also the case that people admitted to hospital with Covid are being discharged more quickly.

All of this reflects the fact that a much greater proportion of cases now are in younger people who are much less likely to become seriously ill.

However, for all the welcome signs, there are still reasons to be concerned – and certainly not complacent – about the current level of infection.

Firstly, if case numbers are high, even just 3% ending up in hospital puts pressure on the NHS.

We can see that already.

Three weeks ago, there were 171 people with Covid in hospital, and 18 in intensive care.

Today, it is 506 and 42 respectively.

Hopefully, with new cases starting to fall, we will also see hospital admissions fall over the next few weeks.

But at the moment, the pressure on the NHS is of concern.

First and foremost, it means a significant number of people suffering illness. It also means more pressure on a workforce that has already given so much.

And it holds back NHS recovery. Every hospital bed occupied by a Covid patient is one less bed available to tackle the backlog of non Covid care.

Another reason to take the current level of infection seriously is the risk of long Covid.

Many people, including young people, who get the virus but never need hospital care will still suffer long Covid.

This is a condition that experts still don’t yet fully understand – but we do know that it is causing misery for many.

Indeed, it is one of the main reasons that, in my view, we cannot be complacent about young people getting this virus.

To say that it just doesn’t matter – when we don’t yet fully understand what the long term consequences might be for some young people – would risk treating them as an experiment and it won’t surprise anyone to hear that i don’t think we should do that.

These are just some of the reasons for continued caution – even as our optimism about the impact of vaccination continues to grow.

That sense of caution is reinforced by looking at the international situation and listening to the WHO.

Several countries across Europe – for example Portugal and Spain – are now dealing with very sharp rises in cases. Holland has just reintroduced restrictions that were lifted at the end of June.

Israel has also seen a significant rise in cases as a result of Delta – despite its very high level of vaccination.

And some countries which did well in suppressing the virus last year – for example in the Asia and Pacific region – are now seeing cases rise. Japan, for example, has decided not to allow spectators at the Olympics.

As the Delta variant becomes more dominant in more countries, we are likely to see resurgences elsewhere too.

There is no doubt that Delta has become, unfortunately, something of a game-changer – even for countries on course to achieving full vaccine protection. 

So Covid does remain a threat that we must treat seriously.

The Scottish Government understands, I understand, the temptation to lift more restrictions more quickly – of course we understand that.

But in our view, and in line with clinical advice and modelling, a gradual approach stands the best chance of minimising further health harm and loss of life.

And also because a gradual approach stands the best chance of being a sustainable approach, it will be better in the long term for the economy as well.

So we will continue to ease restrictions, we are not slamming on the breaks, but we will do so carefully.

Let me turn then to the detail of our decisions.

From Monday 19 July, all parts of Scotland not currently there will move to level 0.

However, this move will be made with certain modifications – applied consistently across the country – to ensure that we are not easing up faster than is sensible.

Full details are on our website.

However I will highlight some key points just now

In level 0, up to 8 people from up to 4 households can meet indoors at home – compared to 6 people from 3 households in levels 1 and 2.

Up to 10 people from up to 4 households can meet in a public indoor space – such as a pub or restaurant.

And up to 15 people from up to 15 households can meet outdoors – whether in a private garden or public place.

Children under 12 already don’t count towards the total number of people. From Monday, they will not count towards the total number of households ether.

In level 0 up to 200 people can attend weddings and funerals.

Soft play centres can open – as they could at level 1, but not at level 2.

And for hospitality businesses, at level 0 – unlike in level 2 – there is no requirement for customers to pre-book a two-hour slot to go to a pub or restaurant.

However, customers will still be required to provide contact details to assist Test & Protect. And they will still be required to wear face coverings except when seated.

There will still be limits on the size of events and stadia attendances – but these will increase outdoors to 2000 seated and 1000 standing, and indoors to 400.

As of now, organisers will be able to apply to stage larger events.

Let me turn now to the modifications to our indicative plans.

Firstly, hospitality venues in level 0 – in all parts of Scotland – will require to close at midnight. This is a change to what we had previously indicated for level 0 – that venues should follow local licensing rules.

This reflects the fact that indoor hospitality – despite the sector’s sterling efforts – remains a relatively risky environment, particularly later at night when people may be less likely to follow rules. A midnight closing time represents progress from level 1 and 2 but it will help mitigate some of this risk.

The second modification is to physical distancing. Let me be clear, what I am about to set out applies to public places. We have already removed the requirement to distance for groups of family and friends meeting in private houses or gardens – as long as these are within the permitted limits.

In indoor public places – as indicated previously – where there isn’t already a 1m rule in place, the physical distance requirement will reduce from 2m to 1m and will apply between different household groups.

The main modification is in relation to outdoor public places.

We had hoped to lift physical distancing outdoors completely and, by extension, remove any limit on the numbers who can gather together outdoors.

However, for precautionary reasons at this stage, we intend to keep in place a limit on the size of outdoor group gatherings – as indicated earlier, this will be up to 15 people from up to 15 households.

Because meeting outdoors is less risky than indoors, there will be no requirement to distance within these groups of 15. However, for the next 3 weeks at least, there will be a requirement for 1m distancing between different groups of 15.

The Economy Secretary intends to work with the events sector on guidance to explore how events already organised might still go ahead, with appropriate modifications.

The final and perhaps most substantial modification to what we had indicatively planned relates to working from home.

We had indicated that a gradual return to the office could begin from level 0.

However, given the current situation we intend to postpone this until we move beyond level 0 – which we still hope will be on 9 August.

Until then we will continue to ask employers to support home working where possible.

I know this will be disappointing for many businesses – and also some employees who are finding home-working hard.

But this will reduce the extent to which people are meeting up in enclosed environments or travelling together, and so will help to contain transmission during this phase.

I hope that the move to level 0 – albeit in a modified form – will be welcomed.

It is not a complete and wholesale lifting of all restrictions – it was never intended to be.

However, it does restore yet more freedom to all of us.

Indeed, it is worth emphasising that we are no longer in lockdown – nothing like it. Life is much more normal than at any time since the start of this pandemic.

However, the gradual approach we are taking means that sensible precautions will remain in place to limit transmission while we make even more progress on vaccination.

To that end, as I indicated earlier, we will also keep in place for now certain other measures – such as the requirement to wear face coverings; co-operate with test and protect teams; and comply with advice on good hygiene and ventilation.

On the issue of mandating mitigations like face coverings, let me say this.

It is my view that if government believes measures like this matter – and we do – we should say so, do what is necessary to ensure compliance, and take any resulting flak from those who disagree.

We shouldn’t lift important restrictions to make our lives easier and then expect the public to take responsibility for doing the right thing anyway.

I have addressed today the move to level 0.

We previously indicated that we hope to move beyond level 0 on 9 August. That remains our expectation.

By then almost everyone over the age of 40 will have had their second vaccine dose at least two weeks previously.

However, as with today’s decisions, we will assess the data before coming to a final decision nearer the time, and I will provide a further update to Parliament in the week before 9 August.

Finally, today I want to confirm our future intentions in relation to the requirement for close contacts of positive cases to self isolate. We know how onerous and disruptive this is.

So, firstly, when we move beyond level 0, we intend to remove the blanket requirement for close contacts to self isolate, as long as they are double vaccinated – with at least two weeks having passed since the second dose – and take a PCR test that comes back negative. We will publish guidance on the practical operation of this shortly.

Secondly, as part of our wider preparations for the new academic term, we have asked our education advisory group for advice on whether, to what extent and with what mitigations we can remove the self isolation requirement for young people in education settings who are close contacts of positive cases. We will set out our conclusions well in advance of the new term.

We are of course still waiting for advice from the JCVI on whether children over 12 should be vaccinated.

Lastly, from next Monday, 19 July, self-isolation will no longer be required for people arriving from countries on the amber list, provided they are fully vaccinated through a UK vaccination programme and take a PCR test on the second day after arrival.

We will continue to take a precautionary approach to the inclusion of countries on the amber list.

And, notwithstanding this change, we continue to advise against non essential overseas travel at this time.

For the avoidance of doubt, let me be clear that anyone testing positive for, or experiencing symptoms of, Covid will still require to isolate for ten days.

The decisions I am setting out today show that – despite the impact of Delta – vaccination is allowing us to continue easing restrictions, albeit cautiously.

That will be a relief to the vast majority. But it will be a source of anxiety to some.

So let me address again those at the highest clinical risk – many of whom previously shielded.

I know that many of you feel anxious about any easing of restrictions – particularly if you cannot have the vaccine; or have conditions, or are on treatments, that suppress your immune system.

The Scottish Government is very aware of that. We will not abandon you.

For as long as necessary we will ask people to take sensible precautions – like the wearing of face coverings – to allow you, like everyone else, to enjoy more normal life again.

We are also launching a survey this week for those on the highest risk list to tell us what additional support you need.

And the Chief Medical Officer will write to you this week with further advice.

Lastly, we know that there are around 13,000 people at high clinical risk who haven’t yet had both doses of vaccine.

If you are one of them – and if you are able to get the vaccine – please do so.

That final note of caution explains again the careful balance at the heart of our decisions today.

The vaccination programme is working, it definitely is working, and that gives us confidence to ease restrictions further.

But case numbers are still high. Covid still poses a risk to the health of many.

In the race between the vaccine and the virus, we believe the vaccine will win. But we cannot allow the virus to run too far ahead.

So we must stick to a cautious approach.

We are easing restrictions next week – but we are not abandoning them.

And even when we move beyond level 0, we will continue to require some baseline measures such as face coverings for a period longer. 

I will end by emphasising again what we can all can do to protect each other.

First, get vaccinated. If you are over 18 and haven’t had a first dose appointment – or if you are 8 weeks or more from your second dose – register on the NHS Inform website for an appointment or go to a drop-in clinic.

Second, please get tested regularly.  

Free lateral flow tests are available by post through NHS Inform, or for collection from test sites and local pharmacies.

If you test positive through one of these devices – or if you have symptoms – make sure you self-isolate, and book a PCR test as quickly as possible.

Third, stick to the remaining rules, and follow basic hygiene measures.

Meet other people outdoors as much as possible.

If you are meeting indoors, stick to the limits on group sizes. And open windows – the better ventilated a room is, the safer it is.  

And remember physical distancing, hand-washing, the cleaning of surfaces, face coverings – all of these basic measures are as important now as ever.

If we do all of this, frustrating though it all continues increasingly to be, we will help protect ourselves and our loved ones. And as we continue to complete the vaccination programme which does offer us still the route back to greater normality, will make it easier for more restrictions to be gradually and sensibly lifted in the weeks ahead.

STUC General Secretary, Roz Foyer, stated: “We welcome the more cautious approach set out today by the First Minister. The trade union movement has consistently called for a cautious approach to easing restrictions, based on the data in conjunction with vaccine uptake.

“Many workers will be breathing a sigh of relief at the continuation of mandatory use of face masks. However, for hospitality staff, many of whom will not yet be fully vaccinated, the announcement of larger indoor events may understandably cause fear and worry.

“When planning for the return to office working, we need employers to work with trade unions and employees to consider a phased and flexible approach for their return to work, ensuring workers’ health and wellbeing is protected while working from home or in the office.”

Scotland’s biggest operator of visitor attractions, Historic Environment Scotland (HES), has set out its plans for the reopening of its sites as Covid restrictions ease.

HES is adopting a phased approach to reopen its properties, with over 70% of its free to access and ticketed properties reopening on Friday 30 April following the Scottish Government’s proposed dates for the reopening of the tourism sector and mainland Scotland moving to covid protection level 3.

This will see some of Scotland’s most iconic heritage sites, including Edinburgh Castle, Stirling Castle, Fort George and Caerlaverock Castle, reopen to the public in line with Scottish Government guidelines.

This will also include access to over 200 unstaffed and key-keeper sites across Scotland where HES can provide free and safe access and where physical distancing can be readily maintained. *

HES also plans to re-open further sites across Scotland as part of a rolling programme of re-opening over the coming months.

The approach to re-opening has taken into consideration the requirements of each site as well as the regional picture to ensure that, as much as possible, HES’ reopening plans appropriately consider the circumstances in each local area, whilst providing a diverse range of experiences for visitors to enjoy.

As part of the reopening, visitors, including members, will be required to pre-book tickets online and to use contactless payment where possible; one-way systems will be implemented in some locations; and some areas of sites, such as enclosed spaces, will be closed off to visitors. Visitor numbers will also be limited for safety reasons.

Technology is also being used to tell the sites’ stories in innovative ways, with QR codes being adopted at a number of different sites.


Alex Paterson, Chief Executive of HES, said: “Scotland’s heritage attractions are a key part of our tourism sector both nationally and at a local community level, and contribute to our individual wellbeing, so we’re delighted to once again be opening sites up across the country.

“This will see us reopen all of the sites we reopened last year on the 30 April as well as further sites across the country on a phased based over the upcoming months.

“As always, the safety of our staff and visitors has been at the forefront of our planning, enabling safe access to our properties in line with Scottish Government guidance and our minimum operating standards which underpin our approach.

“We’re also pleased to tell the story of the sites through technology so visitors have the opportunity to experience the old and the new when they are exploring some of our most iconic sites and enjoying a piece of 5,000 years of history.”

All sites will follow the HES minimum operating standards, which were developed to set a benchmark for the safe reopening of historic sites and resumption of operational activities.

Tickets for all sites reopening on the 30 April will be available on a pre-booked basis next month. 

* This includes Jarlshof in the Shetland Islands which will reopen initially on an unstaffed basis.

Swinney sets out reasons for Capital’s Level 3 status

Deputy First Minister John Swinney has written to Council Leader Adam McVey to explain Tuesday’s controversial decision to keep Edinburgh in Level 3 of coronavirus restrictions.

The letter comes after Council Leaders reacted with ‘anger and dismay‘ to the news that the Capital would not be moving to Level 2, contrary to what had been anticipated and it follows a meeting between Mr Swinney and Cllr McVey on Tueday evening.

Fiirst Minister Nicola Sturgeon and National Clinical Director Jason Leitch also explained the rationale behind the decision during questions following yesterday’s daily media briefing.

In his letter, Mr Swinney says: ‘A move to Level 2 in Edinburgh would mean opening up significantly more services in our second biggest city in the two weeks before Christmas. So we wanted to have as much confidence as possible that the situation is as stable as possible before we make that move.

In that context, the recent rise in cases, while relatively slight, was a cause for concern when seen against the backdrop of a much slower reduction in cases and test positivity for Edinburgh over the last two weeks than for Scotland as a whole.

By the same token, while Scotland as a whole has seen declining test positivity, the test positivity for Edinburgh is rising. So, weighing the data in the wider context, we decided it was prudent to keep Edinburgh in Level 3 this week, monitor the position closely, and to review the level again next week.

Council Leader Adam McVey and Depute Leader Cammy Day had been pressing the case for Edinburgh’s restrictions to be eased, in recognition of the city’s relatively low COVID case numbers and the care taken by residents and businesses keeping to the rules.

Responding to the First Minister’s announcement on Tuesday, Council Leader Adam McVey said: I’m extremely disappointed. Our numbers are stable and have now been consistently within the rates of level two for some time.

“We know what a dire situation local businesses continue to face and the latest news will be yet another blow in the lead-up to the Christmas period – which should be their busiest time of the year. I’ve been strongly pressing for Edinburgh’s case to move to a lower level of restrictions when safe to do so. The data suggest that time should have been now.

“It’s thanks to everyone following the guidance that our numbers have fallen and it’s why the Capital’s expectation was rightly that we would be moving to level two. I’ve asked to meet the Government as a matter of urgency to ensure they give a full explanation to the people of Edinburgh of the public health advice that they have based their decision on. I’ll also be pressing the case for additional financial support for our businesses who will need additional help following this decision.

“Despite this situation we need to continue to do everything we can over the coming week to continue to make progress – that means following the guidance, maintaining social distancing and washing hands and using sanitiser regularly.”

Depute Leader Cammy Day said: “This is an outrage and slap in the face for the many businesses, individuals and families who have so carefully stuck to restrictions over the winter so far, suffering significant losses and missing out on seeing one another over the festive period.

“It’s down to them that our cases per 100,000 are lower than many areas around the country, including some already in level two, so we completely understand those who are questioning today’s decision to retain the current restrictions in Edinburgh.

“We will continue to do everything in our power to ensure this is recognised by the Scottish Government, and will be calling for them to reconsider and reverse their decision.”

Councillors will debate an Emergency Motion by the ‘Capital Coalition’ at today’s Full Council meeting, calling on Council to agree to continue to lobby the Scottish Government and “insist the government follow scientific evidence and advice” that indicate that Edinburgh has been consistently in Level 2. 

It’s expected that Edinburgh will move to Level 2 when restrictions are reviewed next week.

Local lockdowns and remote working stifling potential high street jobs recovery

Deserted high streets and city centres are hampering Britain’s jobs recovery with urban areas in Scotland and south England bearing the steepest declines in vacancies.  

New research by the Centre for Cities think tank and global job site Indeed found that seven months after the nationwide lockdown was imposed, job vacancies have failed to return to pre-Covid levels in all 63 towns and cities they analysed. 

Aberdeen recorded the steepest fall with a -75% year-on-year decline followed by Edinburgh (-57%), Belfast and the West Sussex town, Crawley (both -55%). London has seen the sixth biggest fall in job postings (-52%).

Chatham (-7%), Stoke (-17%) and Burnley (-18%) saw the shallowest declines while overall UK vacancies are -46% behind last year’s level.

The stuttering jobs recovery is closely linked to the collapse in local service jobs. These are roles that involve selling directly to local consumers, including sectors like food, retail, arts and leisure, which are exposed to Covid-related restrictions.

The rise in people working from home has dried up demand for local services in big cities, with London, Manchester and Edinburgh – cities where remote work has been most feasible during the pandemic – among the places with the slowest recovery in job postings in local services businesses compared with last year.

In London 10.7% of job postings mention ‘remote work’ and in large cities with a population of over 600,000 the rate is 9.7%.

While no place or sector has escaped the labour market crisis, those where high street footfall returned to normal more quickly – Birkenhead, Chatham and Hull – have seen a faster recovery in posted job vacancies. Public sector jobs have also been relatively sheltered from the crisis compared to private sector ones.

Andrew Carter, Centre for Cities’ Chief Executive, said: “While unemployment continues to rise, the number of jobs available to people who find themselves out of work is far below its level last year in every single large city and town in the UK. This could have potentially catastrophic long-term consequences for people and the economy.

“The Government has told us to expect a tough winter and, while local lockdowns are necessary to protect lives, it is vital that ministers continue to listen and reassess the level of support given to help people and places to cope with the months ahead.

“The Chancellor made welcome amendments to the JSS which should help save jobs, but many places across the country didn’t have enough jobs before the pandemic hit so creating more will be vital to prevent long-term economic damage to their local economies.”

Pawel Adrjan, EMEA head of research at the global job site Indeed, said: “The timid recovery in job vacancies is a portent of the distress towns and cities could face if restrictions continue to spring up in parts of the country already reeling from imposed lockdowns and reduced footfall.

“With the remote work trend showing no sign of abating – and entire regions being placed under stricter control – service jobs in large towns and cities could become scarcer still and pull the UK into a jobs spiral. That could mean a very long winter ahead for the millions of people currently unemployed.”

Extension of measures ‘cataclysmic’ for hospitality industry

Statement given by First Minister Nicola Sturgeon at a media briefing in St Andrew’s House on Wednesday 21 October 2020:

Good afternoon, thank you for joining us. I will start with the usual daily report on the COVID statistics. The total number of positive cases reported yesterday was 1,739.

That represents 19.8% of people newly tested, and 9.7% of the total number of tests carried out.

The total number of cases in Scotland since the start of the pandemic therefore now stands at 50,903.

Of yesterday’s cases 605 were in Greater Glasgow and Clyde, 520 in Lanarkshire, 250 in Lothian and 105 in Ayrshire and Arran. 

The remaining cases were spread across nine other health board areas.

Now I would remind you that an element of today’s cases will be catch up on the past few days given the backlog in testing that we’ve had over the weakened, and that I have spoken about earlier in the week.   

I can also confirm that 873 people are currently in hospital which is an increase of 49 from yesterday.

And 73 people are in intensive care, that is three more than the figure yesterday, although again, for them who follow these figures very closely,

Let me point out that yesterday’s figure was revised in the course of the day from 69 to 70. So today’s 73 is an increase of three.

I very much regret though, to report that in the past 24 hours, 28 additional deaths have been registered of patients who first tested positive over the previous 28 days. 

That is the highest number of deaths we’ve reported in the daily figures since the 21st May.  And it takes the total number of deaths, under this measurement, to 2,653.

National Records of Scotland has also just published its weekly update, which you will recall includes cases where COVID is a suspected or contributory cause of death.

Today’s update shows that by Sunday just passed, the total number of registered deaths linked to COVID, under that wider definition, was 4,376.  

75 of those deaths were registered last week, that is 50 more than in the week before – and that is the highest weekly total since early June. 58 of the 75 deaths took place in hospitals, 12 in care homes, and five at home or in other non-institutional settings.

Every single death, of course, represents the loss of somebody who was special and loved and I want, again today, to send my deepest condolences to all those families and networks of friends across the country who have been impacted in this most extreme and cruel way by the impact of this virus.

I want, though, to just give a point of context though, and it doesn’t in anyway take away from the very upsetting nature of the statistics I have just reported to you.

Today’s figures on hospital and ICU admissions and the figures I’ve just reported on deaths are obviously clearly concerning – and we take them very seriously as we consider our response and our next steps in the fight against the virus – however, as Jason will touch on briefly as well, these figures, it must be remembered, relate to people who could have been infected with the virus perhaps two to three weeks ago.

So they should not be taken as an indication that the current restrictions we are all living under are not having any impact.

I’ll say a little bit more about the early indications that the impact that is having later on.

My main update for today though concerns the temporary restrictions on hospitality which we introduced two weeks ago, and which legally took effect on Friday 9th October.

As I said yesterday, we will publish, and I can tell you now that we will do this on Friday, a new strategic framework for managing the virus, and indeed living with the virus through the winter and into the early parts of next year.

That strategic framework will include different levels of restrictions that can be applied, either nationally or regionally, depending on the level of infection across the country or in different parts of the country.

Subject to parliamentary approval of the broad framework, it is intended that the levels will be applied from the 2nd November and reviewed regularly thereafter.

The detail of what level will initially apply to each part of the country will be assessed in the coming days and set out in advance of 2nd November.

It is important for me to be clear at this stage that given the nature of what we are dealing with, and given some of the numbers I’ve just reported, all be it with the caveats attached to them that I did.

We can’t rule out that this new approach will entail further extension of existing restrictions, or perhaps even tougher restrictions for all or parts of the country, if we think that is necessary to safeguard health and life.

But that will depend on up to date assessments of the impact of our current restrictions, and it’s also important to be very clear that all of our decisions will be balanced by an assessment of the wider harms that COVID and the measures we are taking to tackle it are having, and that includes the wider harms to health and wellbeing and to jobs and livelihoods.

The timescale for introducing the new levels system leaves us with a short term decision about the current temporary restrictions on hospitality. These are currently due to expire on Monday coming, the 26th October.   

However, following a meeting of the Cabinet this morning, I can confirm that we have decided to extend these measures for a further week. 

This is first and foremost a public health decision. Although we have grounds for cautious optimism that the restrictions are having an effect, the clinical advice to Cabinet is that it would not be safe to lift them as early as Monday.

But, secondly, the extension allows us to transition more smoothly to the new levels system that we hope that will be introduced on 2nd November.

So I can confirm that the current temporary restrictions will now apply until 6am on Monday 2nd November.  And that of course includes the tighter restrictions that are currently in place across the Central Belt.

Let me run through what those restrictions are.

But before I do so, let me take the opportunity to remind everyone that the rule against visiting other people’s houses also remains in place for now.

Because that is best way of limiting transmission from one household to another.

Let me run through the wider restrictions.

Firstly – and with the exception of the five Central Belt health board areas that I’ll come onto in a moment – the restrictions mean that pubs, bars, restaurants and cafes can only operate indoors from 6 am to 6 pm.

These premises cannot serve alcohol indoors at any time, although they can serve alcohol outdoors up until 10 pm.

In addition, hotel restaurants can serve residents indoors beyond 6pm, but not with alcohol.

We also introduced much tighter restrictions in the five health board regions where case numbers have been especially high those are Greater Glasgow and Clyde, Lanarkshire, Ayrshire and Arran, Lothian and Forth Valley.

In these areas, all licensed bars and restaurants must remain closed indoors and outdoors, although takeaways are permitted.

And again there is an exception for hotels serving food and non-alcoholic drinks to guests. And cafes – whether licensed or unlicensed – can stay open until 6 pm to prevent social isolation. But they must not serve alcohol.

In addition in these areas, snooker and pool halls, indoor bowling alleys, casinos and bingo halls will remain closed for an additional week.

Contact sports for people aged 18 and over will also remain suspended – with an exception for professional sports.

Indoor group exercise activities will not be allowed for people aged 18 and over for that further week – although gyms and pools can remain open for individual exercise.

And outdoor live events are not permitted in those five regions.

Finally, we continue to advise people very strongly who live in these Central Belt areas, not to travel outside the health board area that they live in, if they do not need to do so.

Similarly, people in other parts of Scotland should not travel to those areas unless it is absolutely necessary.

I know all of this is really unwelcome and these restrictions are harsh. They are harsh financially for many individuals and businesses, and they are harsh emotionally for all of us.

So I want to stress again, firstly that none of these decisions are being taken lightly. This is all about trying to save lives and minimise the health damage that this virus we know is capable of doing.

But I also want to stress that we do believe that these restrictions do make a difference, and indeed we believe they may already be making a difference.

Even allowing for today’s figures, though it is and I must insert this note of caution, it is too early to be certain about any of this this.

But even allowing for today’s figures we think that we may be starting to see a reduction in the rate at which new cases are increasing.

So the early data underlines the importance of all of us sticking with the restrictions that are in place.

Now given that today’s Cabinet decision today requires many business to stay closed or continue to restrict their trading, I also want to confirm today that we will extend the support, the financial support available to them, to cover the additional week.

Full details of that support and how it applies to different sizes of business will be published online. But there will be extensions to both the Business Support Grants that we offer, and the support we are providing at this stage for the job furlough scheme.

All businesses will receive, proportionally, the same level of support over the extension 7 days – for each day of closure – as they did in the first 16 days of restrictions.

And, for this limited period, as I say, we are also extending the Scottish Governments furlough support scheme for an extra week as well.

Now later in the week, when we publish the new Strategic Approach to managing COVID, we will also set out our planned levels of support for the future in the event of further restrictions.

It is important to be clear at this stage, and this is a point that I will speak more about in days to come, but I want to be clear about it now.

That while the level of support we set out in the strategic framework will be the maximum level of support that the Scottish Government is able to provide within the resources available to us at this time, it is the minimum that we think is necessary.

In common with other devolved administrations and indeed many councils now across England, we will continue to pursue urgent discussions with the Treasury about the provision of adequate support and funding to support businesses and individuals through the kinds of restrictions that are likely to be necessary in the period ahead.

Now I’ve spent, for good reason, a bit of time talking about the extension to the temporary restrictions, but I want to draw my remarks to a close by just giving my usual reminder of the general rules and guidelines that we are asking everybody to follow right now. 

Again let me remind people living in Lothian, Lanarkshire, Forth Valley, Ayrshire and Arran and Greater Glasgow and Clyde not to travel outside their own health board area unless they really need to do so.

Let me remind everybody, all of us across the country that we should not visit other people’s homes right now except for very specific purposes. If you are providing childcare or looking after a vulnerable person.

And when we do meet people from other households – outdoors, or in indoor public places that are open, for example cafés, we shouldn’t be meeting in groups of more than 6, and those 6 people should not be from more than two households.

Please don’t share cars with other people outside your household if you can avoid it.

Work from home if you can and download the Protect Scotland app, if you haven’t already done so.

And finally;

  • remember to wear Face coverings when you are out and about
  • remember to Avoid crowded places.
  • remember Clean your hands and hard surfaces
  • remember keep Two metres away people in other households.
  • and remember Self isolate, and get tested, if you have any of the symptoms of COVID.

It will make a difference, I know it is hard but we must stick with it in order to continue that process of getting COIVID under control.

Extra week of closures and new tiered restrictions could be end of Scotland’s pubs as we know them: CAMRA

Responding to the First Minister’s announcement for further restrictions for pubs, CAMRA’s Director for Scotland Joe Crawford said: “The First Minister’s announcement of an extra week of pub closures and the prospect of further lockdowns and restrictions from 2nd November has come as a hammer blow to pubs and breweries across the country. 

“These businesses feel like they are being offered up as a sacrificial lamb without sufficient evidence that pubs – who have done everything they have been asked to track and trace customers and make their venues COVID-secure – are responsible for transmission of the virus. 

“The Scottish Government must urgently review and improve their support package to make sure all our pubs and breweries get the financial compensation and support they need to get through this extended closure period – and, crucially, also during the tiered restrictions that will follow. 

“In addition, ministers need to give breweries and pubs enough notice about their plans so people can plan and re-stock for opening their doors again. 

“Without a longer-term support package to make up for lost trade and reduced consumer confidence I fear that this could be the end for the beer and pub sector as we know it.” 

The Scottish Licensed Trade Association has expressed “extreme disappointment” at the decision by the Scottish Government to extend current restrictions on hospitality across Scotland ahead of the “tier” approach to local lockdowns that is expected to be introduced next month.

Paul Waterson, media spokesman for the Scottish Licensed Trade Association (SLTA), said:We expected this so we are not surprised. However, yet again there has been no consultation with the industry and as we said earlier this month, we believe these measures to be cataclysmic for hospitality operators.

“Hundreds of businesses are facing permanent closure and with that thousands of jobs will be lost – the damage could be irreparable.”

A recent survey highlighted that nearly 40% of hospitality businesses were considering closure or business exit. In September, an SLTA survey of 600 on-trade premises highlighted that within the pub and bar sector, 12,500 jobs could go.

Mr Waterson added: “We estimate that two-thirds of hospitality businesses could be mothballed or go under in the coming months. Over 50% of jobs in the pub and bar sector could also be lost which will have a particularly deep impact on the employment of young people as over 40% of staff employed are under the age of 25.”

Reiterating that responsible operators continue to run safe, carefully monitored establishments, he said: “Our industry is in serious trouble and it is only going to get worse. The £40 million financial support package is nowhere near enough to save jobs and prevent operators from going under. And once again we do not have details of other financial help promised by the Scottish Government.

“Once again it is the licensed trade that is suffering and the current measures affect not just our industry but the wider economy.”

COVID: Students ‘unfairly blamed’

Students caught up in serious Covid outbreaks in Scotland’s university cities have questioned why university halls were allowed to open. The students have been told not to visit pubs or restaurants this weekend or to return home after hundreds of students across the country tested positive for coronavirus.

Following the outbreak of positive cases of coronavirus in student accommodation in parts of Scotland, university Principals met with the Minister for Further Education, Higher Education and Science, Richard Lochhead, to discuss what further measures and messages could be emphasised to stop the spread of the virus.

Commenting after the meeting, Convener of Universities Scotland, Professor Gerry McCormac said: “University leaders share the Scottish Government’s complete commitment to keeping the student population and the wider community safe. 

We have already implemented strict measures to ensure the safety of the university environment, both for teaching and for student residences. We have seen the majority of students live up to our expectations of responsible behaviour, but a minority have not.  Everyone across the nation shares the concern at seeing students in residences test positive for the virus and we will act decisively to deal with this.

“The additional actions we will take to drive down the transmission of the virus in student accommodation build on the wide-ranging measures already agreed with Scottish Government. Taken together, we are confident that these will help significantly to control the virus in student accommodation and impact on the number of positive cases; after the inevitable time-lag caused by some existing cases not yet being symptomatic.

“Our top priority to making sure that students that have tested positive and those quarantining are well-supported and ready to return to their studiesWe appreciate this isn’t what students would have expected from their first few weeks at university, but it is critical that they play their part in suppressing the virus.

The Minister for Further Education, Higher Education and Science, Richard Lochhead MSP, said: “This is a welcome package of additional actions, building on the clear guidance that is already in place,  to support all students and staff adhere to the rules and stay safe as they make a welcome return to study.

We expect everyone to comply with public health advice and, as new laws come into force tomorrow, it’s even more important institutions make every effort to ensure the rules are understood and followed – and appropriate actions are taken if not. We know that these are difficult times for many students and we are grateful to them for the sacrifices they are making to protect themselves, their fellow students and the wider community.”

Universities have agreed that:

  • All universities will make absolutely clear to students that there must be no parties, and no socialising outside their households – communicating and reinforcing these messages on a regular basis using our full range of media channels. Breaches will not be tolerated.
  • This weekend, the first of the new tighter Scottish Government guidance, we will require students to avoid all socialising outside of their households and outside of their accommodation. We will ask them not to go to bars or other hospitality venues.  We will be clear that this is a necessary step at this crucial moment of managing the virus in the student population, to protect students and the wider community.
  • We will increase the staff presence in student accommodation, to be vigilant against any breaches of guidance and also to offer welfare and practical support to students who are experiencing isolation.
  • We will engage further with private providers of student accommodation, especially those with significant numbers of bedspaces, to follow our lead and strictly enforce guidance.
  • We will intensify our institutions’ liaison with Police Scotland, to ensure vigilance about student behaviour off-campus and in private accommodation.
  • We will take a strict ‘Yellow Card/Red Card’ approach to breaches of student discipline that put students and others at risk. While we first want to advise students about breaches of discipline, we will not hesitate to escalate this to disciplinary action including potential discontinuation of study.
  • We will commit to further agile staff responses to immediately respond to cases, to help manage the pressures on the public health authorities.
  • We will require all students to download the Protect Scotland app.

Taking forward these actions we will work very closely with the students’ association of each institution.

Every student who needs a test is able to get one. To further develop the testing system we will continue to work closely with the Scottish and UK Governments on the roll-out of walk-through testing centres in major centres of student population. Where these have been established, they have been a great help to having fast and accessible testing and quick action to contain the spread of the virus.  We will are also in discussion with the UK and Scottish Governments about increased availability of home testing in universities.

Responding to updated guidelines for students announced last night by university principals and endorsed by the Scottish Government, Matt Crilly, NUS Scotland President, said: “The announcement by Universities Scotland, and endorsed by the Scottish Government, unfairly blames students for the spread of coronavirus and takes the unjustified step of applying different rules to students over and above the rest of the adult population.
 
“These measures are deeply concerning – not least to those students who rely on income from hospitality jobs. Having different rules for students makes it even more confusing to stay within guidance, which could make things less safe. And the rules show a complete disregard for students’ mental health and wellbeing. We need better.
 
“To protect students and communities, we’re calling for targeted support for students who are isolating, for online learning to be the default position, and for students to be given the opportunity to return home without penalty when it is safe to do so.
 
“The recent outbreak is extremely concerning, and like everyone we students must comply with the public health guidance. It is important to remember that students were strongly encouraged to return to campus, leaving families and support networks behind.

Like everyone else, students are anxious. We ask the university principals and the Scottish Government to refrain from singling out students and to provide urgent clarity on these measures and their impact on students.”
