Edinburgh Council’s Senior Housing Staff meet North Edinburgh Parents Action Group at Royston Wardieburn Community Centre

Last Wednesday (27th September), North Edinburgh Parents Action Group met with senior members of the Council’s housing management team and the Chair of the Housing Committee to discuss the issues raised in their report ‘SOS North Edinburgh’s Housing Emergency’ .

The group used the meeting to highlight many of the housing problems which sadly are common in most areas of North Edinburgh including mould and dampness, overcrowding, anti-social behaviour and an unacceptable repairs service. 

Shocking

Group members shared their own personal stories about how these issues were impacting on their familiies’ physical and mental health. The housing staff and the chair of the Housing Committee were visibly shocked at some of the stories shared by members.

Edinburgh Council’s Senior Housing Staff’s Commitment

The senior housing staff gave a commitment to work with the parents group to address these issues as a matter of urgency.  They also agreed to work closely with local families who have been involved in the project to try to resolve their ongoing housing problems and will use this process to identify what needs to change.  

Susan Rowand, Chairperson of the Parents Group, said: “People have been waiting so long to get their housing issues fixed, many of them can’t wait any longer. We really hope that things begin to happen soon.

“A follow up meeting has been planned for the end of November to update the group on progress made.”

A group member added: ” I feel pain and anger at what my family have been through, maybe something will happen now – I don’t know.”

Next Steps

After the October break, group members will meet with Dr Olivia Swann, Clinical Lecturer in Paediatric Infectious Diseases at Edinburgh University. 

Dr Swann worked with the parents group earlier this year on their publication and told group members that “strong scientific evidence has shown that poor housing can affect someone’s physical and mental health throughout their life.” 

This is a very worrying concern for group members and highlights the need to address the area’s housing emergency now.

Crewe Road homes get climate ready as Council improves social housing

Hundreds of homes in Edinburgh are undergoing major energy upgrades – helping to tackle fuel poverty and carbon emissions in some of the city’s most deprived areas.

Edinburgh’s ambitious multi-million-pound retrofitting roll-out and mixed tenure improvements will make council homes ‘net zero ready’ in the coming years, with measures such as external wall insulation and solar panels being installed to improve living standards in many low-rise buildings and multi-storey blocks. 

Marking the Council’s latest set of insulation upgrades, the Housing, Homeless and Fair Work Convener Jane Meagher visited tenants in the North of the city to see how their homes have been transformed.

Along Crewe Road North and Crewe Road Gardens, at least £2.23 million has been invested this year towards making 90 homes in mixed tenure buildings warmer and cheaper to heat. The vast majority of these (70) are Council homes.

Funded by a mix of EES/ABS grants, owner contributions and Council funding, properties in the area have benefited from external wall insulation and in many cases replacement roofing, with all works delivered by Insulated Render Systems (IRS) in partnership with the Council, Changeworks and Home Energy Scotland.

Councillor Jane Meagher, Housing, Homelessness and Fair Work Convener, said: “It’s hard to describe the huge difference these measures will make: to the fabric and warmth of these homes, to people’s fuel bills and to the environment, and of course to the lives of everyone who lives in them now and in the future.

“By bringing these older homes up to a newer energy efficiency standard, we’re not only driving down carbon emissions, we’re clamping down on issues like damp and fuel poverty. It’s complex work but it’s vital because it prioritises our tenants and their living standards.

“It has been a pleasure to meet with some of the residents and to hear their feedback and I’m pleased to see the real difference the building work is making. The works taking place along Crewe Road are an indication of more upgrades to come. Just think what we could achieve if we were to receive the funding we need to roll this programme out even further, to improve even more of our tenants’ homes?

“I’m grateful to the partners involved in supporting this roll-out and to our tenants, whose rents help towards paying for improvements to council homes alongside grant funding. Edinburgh faces a Housing Emergency and we need to tackle it together.”

Josiah Lockhart, Chief Executive of Changeworks, said: “Changeworks has worked in partnership with the City of Edinburgh Council on a number of EES ABS projects and it’s great to see the fabric improvements made to properties here on Crewe Road.

“Ongoing high energy costs mean that these energy efficiency projects make a real difference to householders, helping them stay warm and save energy as well as reducing carbon emissions.”

Green measures have also been installed to homes in Gilmerton, where over 180 eligible private home owners and tenants are benefitting from £2.5 million investment over two years towards solar PV panels and battery energy storage, external wall insulation and upgrades to the look of buildings. Future upgrades with Changeworks are also planned for homes in the Liberton area in the year ahead.

Elsewhere in the city, at least £2.2 million has been invested by the Council to transform a block of 36 homes in Oxgangs into a modern looking, sustainable building with upgrades to the roof and coverings, external walls, stairwells, and common landings.

The Council is now looking to undertake a whole house retrofit of the multistorey blocks May and Gunnet and is carrying out design work for blocks in Leith, Mixed tenure improvements also taking place in Lochend, Restalrig and in Wester Hailes.

Five English social landlords fail to meet RSH’s standards

Today (Tuesday 9 July), the Regulator of Social Housing published regulatory judgements for five social housing landlords in England.

Bristol City Council, Guildford Borough Council, Octavia Housing and Sheffield City Council have each failed to meet RSH’s new consumer standards, which were introduced on 1 April 2024 as part of a series of changes to its role, intended to drive landlords to deliver long-term improvements for tenants.

Cambridge City Council has not met RSH’s rent standard and as a result overcharged around 3,600 tenants.  

Following investigations into each landlord, RSH found that:

  • Bristol City Council could not evidence that it is meeting carbon monoxide safety requirements for over 22,000 homes (out of 26,700 total homes). It also reported 1,900 open damp and mould cases, more than 16,000 overdue repairs and 3,000 overdue fire safety actions. In addition, the council does not have up-to-date data about the condition of tenants’ homes.
  • Guildford Borough Council has around 1,700 homes without an up-to-date electrical condition report (out of 5,200 total homes), and it could not provide evidence that it has completed around 1,300 fire safety actions. In addition, it has not collected Tenant Satisfaction Measures from tenants, which all social landlords are required to do.
  • Octavia Housing currently has 1,200 overdue fire safety remedial actions across its 5,000 homes. It was unable to provide evidence that it is meeting other health and safety requirements and it does not hold complete and accurate records for safety inspections.
  • Sheffield City Council had around 10,000 outstanding repairs across its 38,500 homes and, between January and April 2024, more than 90% of disrepair cases were outstanding for extended periods. RSH also found evidence that the council does not have an accurate record of the condition of tenants’ homes.
  • Cambridge City Council has previously overcharged around 3,600 tenants (half the total number) as a result of rent-setting errors over a prolonged period. The overcharge is estimated to be around £3.2 million.

All of the landlords are working to address these issues and put things right for their tenants, and RSH is working with the landlords proactively as they do this.

Bristol City Council, Guildford Borough Council, Octavia Housing and Sheffield City Council have each been given a C3 grading by RSH, which means there are serious failings and they need to make significant improvements. This is the first time RSH has published consumer gradings for social landlords, following the changes to its role in April 2024. RSH does not give gradings in relation to the rent standard.

Kate Dodsworth, Chief of Regulatory Engagement at RSH, said: “Landlords must provide safe and decent homes for tenants, have an effective complaints process, and put things right when there are problems. The judgements we published today show that each of these landlords have issues which they need to address promptly.

“All landlords need to make sure they deliver the outcomes in our standards and inform us when there are material issues. Our new approach to regulation, which started in April, gives us new tools to scrutinise landlords’ performance and, where there are issues, drive them to deliver long-term improvements for the benefit of tenants.”  

The judgements are a result of RSH’s responsive engagement. This is where RSH investigates information that is referred by landlords, tenants and other stakeholders.

Separately, RSH is also carrying out planned inspections of all large social landlords (those with over 1,000 homes) over a four-year cycle. RSH expects to publish the outcomes of the first inspections later in summer 2024.

Council tenants urged to give their views on new rent proposals

The City of Edinburgh Council is once again asking tenants to give their feedback on rent proposals and the financial pressures they face.

This year’s consultation closes on 17 December, and tenants across the capital are being reminded to share views on the rates rent could be set at next year and how this money should be invested to create more and better housing.

The full scale of the city’s housing challenge was highlighted earlier this month when the council officially declared a Housing Emergency in Edinburgh. This followed news that up to 5,000 households a night are now living in temporary accommodation due to homelessness and a shortage of affordable housing.

budget strategy report published last month also reveals the gap between the amount of funding Edinburgh needs to improve housing and the budget available to achieve this, which is primarily funded by tenants paying rent and government grants.

By raising rent levels, the council could ensure homes meet statutory energy efficiency standards set by the Scottish Government, build hundreds of new affordable homes to help people who are currently homeless and improve the landlord service it provides.

Up to 80% of tenants in Edinburgh receive assistance with their rent, with costs covered by housing benefits or Universal Credit. The council intends to extend its Tenant Hardship Fund to support households who aren’t entitled to this support to access funding if they struggle to afford an increase in rent.

Councillor Jane Meagher, Housing, Homelessness and Fair Work Convener, said: Providing a better service to our tenants, improving their homes, and building more places for people to live is at heart of our housing budget strategy.

“We recognise that this year will be particularly challenging for all residents with rising inflation, spiralling prices, and the wider cost-of-living crisis.

“These price hikes are affecting us too and we’re seeing the cost of running our housing services increase, at a time when we desperately need to invest in new and better homes and tackle rising homelessness. That’s why we have declared a Housing Emergency, so we can work with partners to help everyone who needs a safe place to call home.

“In our last consultation tenants told us they want us to invest in homes to make them more energy efficient and that they need more affordable homes. So, we are looking forward to hearing from our tenants again and hope this consultation allows them the opportunity to have their voices heard.”

Murrayburn

Alongside charging a higher rent for newly built homes and newly modernised homes, the council is considering three possible rent increase options:

  1. 4.1% increase each year for the next five years to deliver the council’s existing plan. This would help to deliver 2,000 new social rented homes and upgrade 5,200 existing homes to modern and high energy efficiency standards in the next ten years.  The average weekly rent would increase by £4.31.
  2. 5.0% increase each year for the next five years to be in line with inflation. It would help to deliver 2,300 new social rented homes and upgrade 5,600 existing homes to modern and high energy efficiency standards in the next ten years.  The average weekly rent would increase by £5.25.
  3. 8.4% increase each year for the next five years to deliver the council’s pre-Covid investment plan. It would help to deliver 3,560 new social rented homes and upgrade 12,400 existing homes to modern and high energy efficient standards in the next ten years.  The average weekly rent would increase by £8.83.

No decisions on rents or how the council spends the Housing Revenue Account in the next financial year will be made until February 2024, when the council sets a housing revenue budget as part of a wider budget setting process.

Fountainbridge set for new council housing

Over 100 new council homes have been approved as part of Edinburgh’s major regeneration of Fountainbridge.

Formerly the site of the Fountain Brewery, the huge number of new homes for social rent will feature in a 49,000 square metre redevelopment overlooking the Union Canal.

The area will be transformed as part of a development called Leamington Square – a joint venture between the City of Edinburgh Council as landowner and a partnership between Cruden Homes (East) Ltd and Buccleuch Property. They will deliver around 464 homes alongside landscaping and infrastructure improvements, over 2,700 square metres of retail space supporting the creation of a 20-minute neighbourhood approach and new local jobs.

The Council will own 115 homes for social rent and 71 homes for mid market rent as part of the plans and support the delivery of additional, affordable new homes. It will also spearhead the creation of a community growing space and new integrated cycle ways. Over 1,000 cycle parking spaces are planned for the development in total.

The Union Canal is a Local Nature Conservation Site and landscaping is planned to create a biodiverse area in harmony with the character of the waterway. Generous use of trees of varying species is also planned while the development will be designed to minimise greenhouse gas emissions and incorporate low carbon technologies, in line with Edinburgh’s ambitious net zero aims. Historic elements of the adjacent North British Rubber Factory will also be preserved and incorporated into the designs.

It is envisaged that work will begin in 2024 and be fully built-out by 2027.

“The demand we are seeing for affordable and social homes is only going to increase as our city grows. And, while the future is challenging, together with developers and others we are doing everything within our powers to make it fairer on residents and on our environment with high quality, affordable, sustainable homes.”

400 new homes promised as Council buys Liberton Hospital site

‘significant number’ will be accessible and affordable for social or mid-market rent

The City of Edinburgh Council has successfully secured a major new site for accessible affordable housing in the South of the city.

A successful £14.8m bid for Liberton Hospital and its grounds, including the former Blood Transfusion Centre, has been accepted by NHS Lothian – paving the way for around 400 hundred homes in the area, a ‘significant number’ of which will be accessible and affordable for social or mid-market rent.

The NHS will continue to occupy the premises until March 2025 to allow the hospital’s remaining services to be gradually relocated. During this time, the council plans to appoint a development partner and consult with the local community to draw up plans for an accessible green neighbourhood – making sure to retain many original features of the historic hospital, gatehouse and gardens facing Lasswade Road.

The council’s vision for the site is to focus on supporting a range of housing needs while delivering homes at scale to help meet the city’s growing demand. It is anticipated that the regeneration will deliver at least 380 energy efficient mixed tenure homes for sale and rent, all of which could be fully accessible, with up to 50% affordable. This would exceed the council’s commitment of at least 35% affordable homes on residential developments.

The area already has a significant level of public amenity due to existing woodland and original hospital gardens, creating a fantastic opportunity for a range of high-quality public spaces as part of a wider green network.

The regeneration of the land will retain as many of the existing trees as possible and incorporate them into green routes throughout the site, allowing for active travel connections to Burdiehouse Burn Valley Park, St Katharine’s Park and Liberton Park.

A Prior Information Notice (PIN) seeking interest from potential development partners has been issued and work will be carried out to prepare for construction, including developing detailed designs and agreeing a net zero carbon energy solution for the site, contributing to the council’s ambitious target to reach net-zero emissions by 2030.

“By demolishing the 1960s built extensions, including the disused Blood Transfusion Service, we’ll be able to design an accessible green neighbourhood of low-carbon housing from scratch. This will help lots of people with specialist needs to live comfortably and with independence. Plus, it will allow us support people who are in desperate housing need as we’re looking for a developer who can commit to our vision of at least half of these new homes being affordable.

“We’re committed to putting care-based housing at the centre of this redevelopment and I’d like to thank our partners at the NHS for working with us to secure the land. It has been many years in the making.

Foysol Choudhury MSP: “Too many Scots live in dangerous housing”

Speaking after his Members’ Business Debate on Damp Housing in Scotland at the Scottish Parliament last week (20/04/23), Foysol Choudhury MSP said: “The tragic death of two-year-old Awaab Ishak, who died after exposure to extensive mould in his home in England, was a stark warning of the dangers that mould can cause when not dealt with properly.  

“That’s why it was so important for me to bring this Members’ Business Debate to the Scottish Parliament, to highlight that we must act now to stop preventable deaths like Awaab’s from occurring in Scotland. 

“Unfortunately, too many Scottish residents today live in dangerous housing.  

“The Scottish Government’s recent House Condition Survey supposedly found that 40,000 homes in our nation fall below tolerable standards, with a third of these being due to rising or penetrating damp.  

“Given there are on average two people per household, that’s 80,000 Scottish residents living in homes that their own Government considers to be intolerable, with 27,000 of these due to damp.  

“One of my constituents lives with their partner and four children in a council house in Edinburgh.  

“Two of the children have asthma, which has gotten worse, and another has developed a constant hacking cough as a result of damp and mould.  

“My constituent has told me they fear for their children because of their prolonged exposure to mould and has even had to call an ambulance at one point due to their child having severe chest pains. 

“The ambulance report actually cited mould as an environmental factor at their property.  

“Another of my constituents has been living in a mould infested house for 16 months with their 21-month-old son, leading to a disastrous effect on their mental health.  

“Many constituents are left feeling helpless and like nothing is being done to ensure they have permanent, safe accommodation.

Negligent behaviour of private landlords must be tackled, especially as almost half of private-sector-rented homes in Scotland supposedly failed the Scottish Housing Quality Standards. 

“The experience of my constituents, who have had to move out of their privately rented accommodation because of fears the effects of damp and mould would have on their very young child, speaks for itself.  

“Letting agents and private landlords must ensure tenants are aware of the ways in which mould and damp occurs and how to prevent it.

“In addition, landlords should not be renting out houses or flats that need structural repairs to avoid mould forming.  

“Ultimately, housing providers should be held responsible for ensuring that the accommodation they provide is clean and safe for every resident or tenant that moves in there.  

“The Scottish Government need to do more to help them and hold them accountable when crucial repair work is not being done properly.  

“How many trips to the hospital, long-term illnesses, or deaths caused by damp housing is it going to take for the Scottish Government to take this seriously?  

“I am asking for the Scottish Government to consider setting up a grant scheme to tackle dampness problems in council, housing association and private sector properties. We need to address both the long and short-term problems with damp housing and consider extra investment for a whole house retrofitting programme, across Scotland.

“Too many of our citizens are living in dangerous accommodation and landlords are getting away with doing nothing about it.  

“We, as the Scottish Parliament, have to do more. “

Council ramps up housing investment

Living standards will be improved for thousands of residents in Edinburgh after Councillors agreed a £173 million spending package to upgrade and build new homes.

At a meeting of the Housing, Homelessness and Fair Work committee on Thursday (9 March), decisions made during February’s budget meeting were built upon to agree a comprehensive spending programme for the year ahead.

Under the plans for the 2023/24 Housing Revenue Account (HRA) Capital Programme an extra £50m will be invested compared to last year. This will continue the city’s pipeline of new builds and ramp up capital investment into existing homes, including innovative energy efficiency upgrades.

The council is one of the first local authorities in Scotland to pilot a ‘whole house retrofit’ approach and this will be adopted fully in 2023.

This will focus on improvements to the fabric of buildings and energy performance including design and development work for at least four multi-storey blocks.

Retrofitting will not only help with issues like damp but help to lower tenants’ fuel costs and support Edinburgh’s net zero carbon by 2030 commitment, with largescale rewiring, roof replacements, new kitchens, bathrooms, windows, and doors due to be identified.

The spending programme is also set to involve improvements to common areas and stairwells, adapting homes in response to people’s health needs and transforming derelict sites and void properties into much needed new homes for tenants and people experiencing homelessness.

Councillor Jane Meagher, Convener of the Housing, Homelessness and Fair Work Committee, said:More than 3,000 older homes all over the city are set to benefit from improvements – making them greener, safer, and more accessible for generations to come. Our capital housing programme is about spending money where it is most needed so that we can help as many residents as possible live well in safe, warm homes.

“That means making council homes more energy efficient which will help to drive down bills. It means building brand new homes in response to the huge demand we’re seeing, and we need to keep listening to our tenants so that we can invest in those areas which will make the biggest difference to people’s lives.

“Post-pandemic, Brexit and in the face of a cost-of-living crisis and war in Ukraine, it remains a challenging time for residents, for council budgets and for construction at large. Like everyone else we’ve seen our running costs rise, but we must remain committed to tackling Edinburgh’s twin housing and homelessness crises. We also need to improve the standard of the housing we provide.

“I’m proud that, despite many pressures, we’ve had agreement from the Chamber to invest so substantially this year. As we move forward, we’ll need to continue to work with partners and make our case to the Scottish Government to maximise funding opportunities and keep our longer-term plans on track.”

The capital budget is prepared annually, following consultation with tenants and regular review of the council’s Housing Revenue Account (HRA) Business Strategy. It is shaped by tenants’ and elected member priorities, the most pressing maintenance and improvements needed to keep homes modern and safe, statutory requirements and the commitments outlined in the council’s Business Plan.

Council to build homes for social rent

More than 200 affordable homes have been given the green light this week, allowing the Council to create more much-needed affordable housing.

At least 130 of these new homes will be for social rent at key sites in Greendykes, Wester Hailes and Dreghorn.

It follows decisions by the Development Management Sub Committee on Wednesday (25 January) to grant permission for newbuild sites and agreement by the Finance and Resources Committee on Thursday (26 January) for the Council to purchase empty homes from the Ministry of Defence.

Of the 140 new homes agreed for Greendykes, 74 will be Council homes.

They form the final phase of the Council’s 15-year Greendykes masterplan, which is delivering 2,200 new homes in total alongside four new schools, a new public park, a brand new town centre and 300,000 sq ft of retail space.

The project is also the second pilot for the Edinburgh Home Demonstrator (EHD) programme, meaning innovative construction methods will be used to build these homes offsite before delivering them to Greendykes where they will offer residents’ net zero carbon homes. This is a significant milestone for the EHD programme and the Greendykes area as we look to accelerate the delivery of affordable housing that is aligned with the current Net Zero Carbon approach of the Council.

Of the 73 new homes granted for Wester Hailes, 41 will be Council homes.

They will be built at a derelict site in Murrayburn Gate where the Wester Hailes Health Centre once stood. The site is next to the Westside Plaza shopping centre and close to rail links, with the community to also benefit from a new public footway to the nearby Canal View Primary School.

All 23 empty homes agreed to be bought in Dreghorn are currently owned by the Ministry of Defence and are based along Dreghorn Place and Dreghorn Drive. The homes will be made available for social rent from the Council.

Councillor Jane Meagher, the Council’s Housing, Homelessness and Fair Work Convener, said: “Never has our need for affordable housing been greater as we face a cost-of-living crisis and a climate emergency. The decisions made this week demonstrate our Council’s commitment to urgently creating the homes Edinburgh needs.

“I’m particularly pleased that we’ll be able to deliver so many homes for social rent. We want to provide everybody with a safe and warm place to live but we’re facing growing homelessness in Edinburgh. This remains a challenge, but these new properties that we’re buying and building are going to help many people in desperate housing need.

“And, as we build these new homes, we’ll create well designed places. Innovative offsite manufacturing of net zero homes such as those planned for Greendykes will help tenants and residents to keep their fuel bills down. This work will be taken forward alongside retrofitting many of our existing homes, so that older Council properties are also brought up to a better standard.”

Solving the housing crisis: council looks to private sector for ideas

The City of Edinburgh Council has this month invited the private sector to bring forward proposals to deliver affordable housing on sites not owned by the Council.

As agreed at the Housing, Homelessness and Fair Work Committee in November, through a Prior Information Notice (PIN), published on the Public Contracts Scotland website, the Council is looking to encourage the private sector, particularly investors, landowners and developers, to consider what ways they could work with the Council to accelerate the ambition to deliver 20,000 affordable homes by 2027.

The PIN focusses on three key areas: purchase of development sites, purchase of completed homes and an opportunity to propose innovative solutions such as leasehold proposals and partnerships.

The PIN also sets out a range of outcomes that the market must consider when putting forward proposals and overall gives the market an opportunity to tell the Council what they can do.

It will also help to inform the next steps, including whether there needs to be a procurement exercise and what that should look like. Establishing a structured approach to market engagement will allow the transparency and assessment of best value that the public sector needs but there is also a desire to make the process as accessible as possible and allow the Council to react to opportunities over the coming years.

Released through Public Contracts Scotland it is open for everyone to take a look, consider the options and register interest in this engagement process. The PIN will close on 31 January 2022.

Housing Convener, Councillor Kate Campbell, said: “Edinburgh needs more affordable homes. We’re doing everything we can through the Council’s own housebuilding programme, and working with housing associations, to provide social and mid-market homes. But we need to look at every possible way to create additional affordable housing – so I am really keen to see what ideas come from the private sector.

“I hope this process will create new and innovative ways to provide even more affordable homes that are so needed in our city.

“By going out to the market we’re asking the question of housing developers or landowners about what they could deliver now. But we’re also inviting them to start thinking about what might be possible, and how they can contribute to helping us deal with one of the biggest challenges facing our city.”

Vice Housing Convener, Councillor Mandy Watt, said:We are looking forward to seeing what comes back in through this process. It’s an opportunity for the private sector to consider what they might be able to contribute to Edinburgh in terms of affordable housing.

“We expect any proposals submitted to fit with our strategy of providing affordable, good quality, sustainable homes that deliver value for money. We are open to both traditional and innovative ideas which achieve the outcomes that our citizens need.

“Some landowners or developers maybe interested in this but are unfamiliar with this process, so we’d encourage them to come forward and speak to our procurement team to find out more.”
