 Councillors have set Edinburgh’s budget after a marathon meeting at the City Chambers yesterday. A raft of deputations from across the city urged the council to reject a budget package of cuts and service reorganisation aimed at saving £22 million this year, but councillors voted to approved the budget.

Leading the deputations was Royston Wardieburn Community Centre’s Women’s International Group (WIG). Royston Wardieburn was the city’s very first purpose-built community centre – it first opened in 1965. Two years ago – after years of hard work by the management committee – a brand new centre was opened, but members fear that all that good work could be undone by proposals to change the way community centres are operated.

WIG’s Anna Hutchison told councillors: “We are very concerned about these proposals. We have achieved a great deal in our Centre in recent years, but there is still a great deal of work to be done and we cannot build on our achievements when everything keep changing.

“Cutting CLD (community learning and development) staff and removing them from centres seems very short-sighted given that the Scottish Government is now requiring all councils to produce a CLD plan stating how they intend to build stronger, more influential and inclusive communities and improve life chances through learning and active citizenship.”

She warned that voluntary management committee members would ‘walk away’ if proposals to change the role of CLD staff in the running of community centres is implemented.

WIG’s Linda Garcia added: “We do not accept the proposed budget. We do not accept the way Edinburgh’s finances are being run. We do not accept that inequality, poverty and powerlessness are inevitable in our communities.

“We have been ‘trained’ to believe that no alternative (to cuts) is possible and that achieving a decent and fair society is just too damn complicated, so best not to try! We do not accept that this is the case. We want a council which puts citizens at it’s heart”.

“We believe that this budget is unacceptable to the citizens of Edinburgh. Unfortunately, despite a string of scandals, the Council seems unable to change. It is a broken Council which is failing it’s people and this budget must be rejected”.

“We demand that you join the campaign to secure additional funding from the Scottish and Westminster governments to safeguard our public services.

“We demand that you support Unite’s campaign to restructure the £1.2 billion debt owed by the Public Works Loan Board – paying £56 million in interest charges each year is completely unacceptable.

“We demand that the Scottish Parliament orders a Public Inquiry to examine the mismanagement of this Council, the numerous scandals and cover-ups by successive administrations.

She concluded: “We demand that you return power to the people.”

Following that musical interlude, WIG were followed by a succession of deputations from across the city, each one urging the city to think again. EVOC, Edinburgh East Save Our Services, Edinburgh Tenants Federation, Edinburgh Trade Union Council, UNITE Edinburgh Not for Profit Branch, Edinburgh Anti-Cuts Alliance, Friends of the Meadows and Bruntsfield Links, UNISON and the EIS: each one advanced powerful arguments – but ultimately each one was unsuccessful as councillors voted to press ahead with the cuts.

Protecting frontline services in Edinburgh for young, old and vulnerable residents was a priority at the budget meeting, according to senior councillors. Investment in roads and pavements, investing in school infrastructure and working towards the redevelopment of Meadowbank Sports Centre and Stadium were other key priority areas. 

Councillors say public opinion expressed during the recent budget consultation helped to influence key decisions as they attempted to balance the city’s books.

Cllr Alasdair Rankin, Convener of the Finance and Resources Committee, said: “Given the financial challenges all local authorities are facing over the next few years, we want to invest in the areas that are essential to Edinburgh and so it is important that the public continue to tell us what is important to them.

“This year we published the draft budget in October and 3,525 people gave us their views – five times the number of responses compared to last year. We also used a new online planner to give respondents the opportunity to express what they feel the Council’s priorities should be. The planner allowed us to show where we will incur costs in 2017/18, to demonstrate the impacts of increasing or decreasing spending in all of our services. This was extremely popular and 1,719 of those people took Edinburgh’s Budget Challenge.

Cllr Bill Cook, Vice-Convener of the Finance and Resources Committee, said: “We used the feedback received during the consultation process to help us make many key decisions such as maintaining funding for homelessness services, not increasing allotment charges and putting an extra £5m towards improving roads and pavements.”

The eight successive year’s Council Tax freeze maintains Edinburgh’s band D rate as the lowest of Scotland’s four major cities. 

The council tax band levels for Edinburgh in 2015/16 will be:

The total revenue budget is £949m for 2015/16. Council Tax funds 25% of this with 75% coming from Government grants and business rates. The total capital budget (including the HRA) is £245m.

– More than £4m invested in Early Years Change Fund for services for the very youngest children

While the council argues that front line services are being protected, campaigners believe city councillors have let the capital down.

One Unite member who attended the lobby said: “This is a sad day for Edinburgh. You might have thought that a Labour-led council, supported by the SNP, would stand up for workers and communities – well, today’s vote shows you can think again. You can’t cut 1200 jobs without it having a huge effect on services and the people who will suffer most are the people in the poorest communities, the people who depend most on council services. People are angry – and rightly so, because these cuts will do real damage. Edinburgh is a rich city, yet our politicians vote through cuts on this scale? It’s shocking – they should be ashamed.”

A member of the Anti-Cuts Coalition added: “Deputation after deputation urged the council to reject this budget but it’s clear the councillors had already made their minds up. They blame Westminster, they blame Holyrood but at the end of the day our councillors have got to take a long, hard look at themselves.

“They have got to make a stand – if local councillors won’t support and fight for their communities, who will?

“Communities are being treated with contempt and remember – these cuts are just the start. We are facing another two years of austerity budgets, with more services slashed and hundreds of jobs lost – and when members of the public wake up to that it will be too late.”

Budget cuts could be avoided, say Edinburgh Greens

Budget cuts of £28.5 million could be avoided if Edinburgh had similar powers to councils elsewhere in the UK and Europe, according to the capital’s six-strong group of Green councillors. The city council sets it’s budget tomorrow and councillors look likely to approve swathing cuts to public services.

The Greens have published an alternative budget paper which shows how £25.7 million of extra income could be raised by giving the council modest extra powers such as a visitor levy and greater flexibility with council tax.

This, say the Greens, would mean extra priority for care for older people, funding for charities and community learning as well as new investment in school conditions and sports facilities.

Green Finance Spokesperson Cllr Gavin Corbett said: “Less than a year ago the Commission for Local Democracy showed that, across Europe, councils with comparable responsibilities to Edinburgh typically control 50-60% of their income, through local taxes and charges.

“In Edinburgh, those powers have been reduced to almost nothing, with dire consequences for local services. Indeed, the council’s biggest-ever budget consultation exercise showed that residents are well aware of the cuts that come from the council tax freeze and general reduction in council funding.

“So what I propose today is modest and affordable – less than 4% of overall spending – asking for the right to put to Edinburgh residents a choice to raising a bit more income in order to strengthen budgets for swimming pools, care services, community centres, homelessness charities and schools.

“I’m confident that, given that choice, investment in services would come ahead of an austerity-driven race to the bottom.”

The City of Edinburgh Council budget is set on 12 February 2015. A package of £28.5 million of cuts or savings has been proposed from a £962 million budget. Of the£28.5 million package, £5.2 million non-frontline cuts have already been approved last October.

Services under threat include:

– £4.3 million cut to charities and other third-party service providers

– Over £5 million cut to health and social care at a time of increasing demand

– £1.4 million cut to Edinburgh Leisure which runs swimming pools and sports facilities.

– £0.6 million cut to community learning and development

Other likely cuts include the closure of public toilets, reduction in library hours, nursery and childcare funding.

Mortonhall baby ashes: compensation scheme approved

mortonhallThe City of Edinburgh Council has approved proposals for a settlement scheme developed with the solicitors representing 129 parents who have raised legal claims in relation to past practices at Mortonhall Crematorium.

The scheme reached with Thompsons Solicitors, who are representing those parents, was put to councillors at a meeting of the City of Edinburgh Council yesterday. It provides for payments of £1,000 and £4,000 depending on circumstances, together with payment of legal expenses.

Sue Bruce, Chief Executive of the City of Edinburgh Council, said: “The agreement reached today allows us to settle the claims from parents represented by Thompsons, and means they do not need to pursue their cases through the courts.

“The issues that have emerged in relation to practices at Mortonhall have understandably been distressing for affected families. I want to reiterate my apology on behalf of the City of Edinburgh Council and give reassurance that we are taking forward all of the recommendations made by Dame Elish Angiolini in her report to ensure nothing like this ever happens again.

“We have been working closely with parent representatives on the Mortonhall Multi-Agency Working Group which is progressing well. Designs have now been produced for potential memorials which are available to view on the Council website.” (see below)

Mortonhall: Memorials

Designs for potential Mortonhall memorials have been revealed in a new report by the City of Edinburgh Council.

In line with parents’ wishes two memorials are being proposed, one at Mortonhall Crematorium and another at a location still to be identified in the city.

The draft designs are detailed in theMortonhall Action Plan: Update report which was discussed by city councillors yesterday.

The report also outlines the progress made by the Mortonhall Multi-Agency Working Group which was set up by the Council to take forward the recommendations set out in Dame Elish Angiolini’s Mortonhall Investigation Report.

That report was commissioned by City of Edinburgh Council to investigate practices involving infant cremations at Mortonhall Crematorium, and findings were published in April 2014. A further report by Lord Bonomy on behalf of the Scottish Government, was published in June 2014 and made national recommendations on these issues.

The multi-agency working group, chaired by Sue Bruce, Chief Executive of the City of Edinburgh Council, has met six times and made positive progress on all of the recommendations.

These include: immediate improvements in record keeping including adopting the nationally agreed definition of what constitutes ashes, consistent use of cremation trays and positive dialogue with affected parents around memorials.

The Council has been working with SANDS Lothian, SiMBA, MACC and affected parents since the summer of 2014 on suitable ideas for a memorial. Parents have been consulted over potential sites and a number of those affected selected Mortonhall as the preferred option.

However, the group also acknowledged that some families expressed strongly that that they did not wish to return to Mortonhall so it has been agreed an additional site would be identified elsewhere in the city.

The Mortonhall Multi-Agency Working Group has been working closely with independent garden landscape designers to develop a range of initial design options, on which parents are being asked to give their views. The designers have waived their initial consultation fees in support of this project.

Sue Bruce said: “I am personally very encouraged with the progress made by the working group in dealing with both Dame Elish and Lord Bonomy’s recommendations. I would like to pay tribute to the willingness of all the participants, especially the parent representatives, for all their efforts.

“I’d also like to acknowledge my appreciation of the ongoing contribution in various forms from all affected parents. This continuing dialogue will ensure that we continue to focus on their needs.

“We now have potential memorial designs and we are asking the parents to consider which ones they would like us to take forward. We want to make sure the designs reflect their wishes and I would ask families to let us know their thoughts.

“The families’ dedicated campaigning has made a major contribution to the Council’s action plan and the Infant Cremation Commission report by Lord Bonomy which will result in legislative change across Scotland.

“We will continue our work on the group to ensure that nothing like this can happen again and that the highest possible standards are adhered to at Mortonhall.”

Sara Fitzsimmons, Executive Charity Director of SiMBA, has been a member of the multi-agency group since it first met last year.

She said: “Sitting on the group has reassured me that parents’ views and considerations are first and foremost throughout all discussions. You can see the progress being made implementing Dame Elish’s recommendations, one of those being the memorials. It was the parents’ decision that there should be one at Mortonhall and a second one away from the grounds.

“A sub group was set up so the voices of parents who chose to be involved at this time could be heard and their suggestions have been included in the proposed garden designs. It’s really good to see this progressing and for the first memorial to be completed this year – a tangible place for parents and their families.”

The multi-agency group consists of representatives from the Scottish Government, NHS Lothian, SANDS Lothian, Sands UK, SiMBA, Mortonhall Ashes Action Committee, funeral directors, Edinburgh Crematorium Ltd and council officials.

The Mortonhall Investigation report was commissioned by Sue Bruce on behalf of the City of Edinburgh Council in January 2013 after concerns were raised about practices at the crematorium. The remit was to establish the facts regarding practices relating to the cremation of babies at Mortonhall Crematorium and to learn lessons that will ensure best practice for the future.

Dame Elish interviewed bereaved families, current and former members of crematorium staff, representatives from funeral directors, staff from other crematoria, support groups and health professionals and took opinion from experts in the field of human anthropology, law and forensic accountancy. The report, with annexes, extends to over 600 pages in total.

Scheme to identify harmful drinking goes citywide

A successful pilot scheme that helps frontline staff identify problem drinking amongst elderly people in the west of Edinburgh is set to be rolled out across the city.

An advice toolkit was drawn up after alcohol-related harm was identified as a significant concern amongst those aged 65 years and over and living in the Almond and Western Edinburgh areas of the city.

A report about the scheme will be made to members of the Communities and Neighbourhoods Committee when it meets on Tuesday (10 February).

Staff training and the toolkit, which includes a unit measuring glass, phone numbers and information leaflets, has been well received and it is anticipated that similar training may be received by Police Scotland, Scottish Fire and Rescue and third sector partners in the future.

The scheme was created by the joint Almond and Western Edinburgh Neighbourhood Partnership Health and Community Care Sub-Group in collaboration with NHS Lothian who had concerns about drinking habits; these were supported by local health care partners and local GPs.

The next step is to roll the training programme out to third sector partners, equality groups and local businesses. Information sessions are also planned for GP surgeries, pharmacies, libraries and shopping centres.

wine_1423468cCouncillor Maureen Child, Communities and Neighbourhoods Convener, said: “Many elderly people enjoy the occasional tipple, and there is nothing wrong with that. This toolkit is aimed at those whose drinking habits are causing harm to their health and are in need of advice.

“Staff have been very positive about the pilot scheme and have welcomed the support it gives them to approach residents who may be struggling. It makes sense to roll it out to other areas of the city, and it’s fantastic that other organisations are also interested in using it.

“The health and well-being of our residents is the most important factor, especially with our ageing population. Anything that helps to reduce health inequalities should be welcomed.”

Lesley Taylor, Neighbourhood Support Service Manager for the Council, has taken part in the training. She works with vulnerable adults through the housing support service. Lesley said: “Our priority is to support the people we visit to make the best choices regarding their health and lifestyles. This toolkit has been extremely helpful by giving staff the confidence to talk to clients where there is a concern about their drinking habits. We’ve found that people are open to the advice and have been able to dispel some of the myths surrounding alcohol use.”

Eleanor McWhirter, NHS Lothian Lead in Alcohol Brief Interventions, said: “This pilot is a great example of community groups, NHS Health Promotion Service and the Council working together to promote the health and well being of the local population.

“It revealed that intervening early and focusing on the needs of local people can be effective in reducing alcohol consumption. We look forward to potentially expanding this work to other areas of the city.”

Scars on the City: new exhibition at Museum of Edinburgh

eflyerThe hardship and horror of a war that reached beyond the front line to our own doorsteps has been captured in a new exhibition at the City of Edinburgh Council’s Museum of Edinburgh.

On display from today until 27 June, Scars on the City: Edinburgh in World War I draws on the Capital’s extensive collection of objects and oral archives to recall what it was like to be in Edinburgh while the war was raging.

Documenting the stories of local munitions workers, nurses and children – and including an account of war recruitment drives that thronged the city’s streets – the display homes in on the tragic zeppelin raids of April 1916 which destroyed local buildings and scarred the Capital.

Councillor Richard Lewis, Culture and Sport Convener for the City of Edinburgh Council, said the exhibition offers a stirring glimpse at life on the home front during WW1. He said: “Scars on the City reveals the will of Edinburgh’s home front and how people coped with the hardship and dangers of the war. Most of the objects and photographs on display are from the city’s own archives, and have been based on fascinating accounts from those who lived through the unrest.

“Over the last year the Council has provided a programme of free exhibitions and events across the city which commemorate the centenary of WW1 and life on the front line. This free to visit display brings it back ‘home’ and recalls what life was like for those left behind. It’s hard to imagine Edinburgh’s skyline being attacked from the air by zeppelins, and it is stirring to see how the city was destroyed, but also how it survived and was rebuilt.”

Exhibition curator Vicky Garrington said she was spoilt for choice when it came to selecting objects for the exhibition. She commented: “We’ve got some wonderful objects that will really transport visitors back to wartime Edinburgh. There are pieces of shrapnel collected after the zeppelin raids on Edinburgh in April 1916. A Braille pocket watch used by a blinded ex-servicemen shows the sacrifices made to defend Britain, and younger visitors will enjoy seeing the toys and games children played with during the war, drawn from the Museum of Childhood collection.

“I was surprised to find out how clued up young people at the time were about the details of the War. Cigarette cards taught them about ranks, Army signals and artillery, while board games challenged them to evade mines and bombs en route to Berlin.”

Citizens have their say on council budget

Five-fold increase in public response to budget proposals – but only 3500 take the opportunity to have their say

es more responses than last year have been received through the City of Edinburgouncil’s budget engagement and consultation exercise.

The results are detailed in a report which will be considered by the Finance and Resources Committee on Tuesday, 3 February. The Council received comments on topics such as allotments, early years and adult education, Edinburgh Leisure, library opening hours, public toilets, homelessness and third party grants.

For the first time the Council used a new online tool enabling residents to have their say on how the Capital invests and saves over the next three years.e report includes feedback from around 3,525 Edinburgh residents, key stakeholders and local businesses including 1,719 people who used the online planner.

The city’s population is around 490,000.

The Council also received 782 telephone calls, emails and letters,145 budget leaflets were returned and 524 comments were made through social media.

A budget question time event was also attended by over 40 people, viewed by 200 people on the live webcast and watched another 862 times using the archive.

In order to meaningfully engage with a larger and more diverse group, the online planner allowed the Council to show where it expects to incur costs in 2017/18, to demonstrate the impacts of increasing or decreasing spending in all of its services, and to give respondents the opportunity to express what they feel the Council’s priorities should be. Impacts shown in the planner were indicative of what might happen as a result of budget changes. The Council also asked for public views on this year’s 2015/16 budget proposals.

Cllr Alasdair Rankin, Convener of the Finance and Resource Committee, said: “I would like to thank the thousands of residents and businesses who took part in this open and democratic 11-week engagement and consultation process. A broad range of channels were used to ensure that everyone had the opportunity to have their say as an individual and or as a group to influence how the Council should invest and save money.

“The Council received five times more feedback through this year’s budget engagement and consultation than last year. The online planner was extremely successful and we ensured it was promoted to all age groups and people from all walks of life to help us understand more fully where Edinburgh residents think Council money should be invested and saved. We will be taking this success and working with people right through the year to develop a more participatory process throughout the city.

“The comments and the results of the budget planner are now being carefully considered along with all the other feedback we received. This will help us to make the right decisions for our residents now and in the future when setting our budget. I would encourage people to watch councillors making these important decisions for the city live, via our website, or catch up afterwards on the webcast archive.”

The budget for 2015/16 will be set at a meeting, which will be webcast, on Thursday 12 February.

Improved recycling for city’s tenements

blockRecycling will be made easier for people living in tenements and flats around Edinburgh as part of two pilots launching next month. Streets involved will see the capacity for recycling increased, as well as the range of materials that can be recycled expanded.

Aiming to encourage recycling participation, as well as improving the service for residents, the two six-month pilot projects target areas served by on-street waste containers, namely around Montgomery Street, Hillside and Bellevue.
The first pilot will simplify the mix of materials that can be recycled by combining paper with cardboard, cans and plastic bottles in one bin instead of two. Where possible, remaining bins will be converted into glass recycling bins.
The second pilot will take place in areas where large 3200 litre bins are currently used for landfill waste, and will increase the capacity for recycling while reducing the space for residual waste.
Here, the mix of recycling materials will be changed as in the first pilot, but in these areas around a quarter of the larger 3200 litre bins will be used for mixed dry recyclables with the rest remaining as landfill. The smaller 1280 litre paper and packaging banks will, where possible, be replaced with glass banks.
It is anticipated that the scheme will be extended to the rest of the city’s flats and tenements following the pilots.
Environment Convener, Councillor Lesley Hinds, said: “Improving recycling rates is a real priority for the Council as we aim to drive down landfill and the associated costs, as well as making a positive impact on the environment.
“A similar approach to simplified recycling elsewhere in the city has already seen a significant drop in rubbish being sent to landfill, and I know that many people living in flats and tenements want to contribute to this.”
The pilot comes alongside the city’s new kerbside recycling service, currently being rolled out to 140,000 homes, which also aims to simplify recycling, expanding capacity for different materials. Initial figures show the redesigned service is already reducing the amount of waste sent to landfill.
Proposals to introduce the scheme were approved last year by the Council’sTransport and Environment Committee, based on public consultation by both Zero Waste Scotland and City of Edinburgh Council on residents’ attitudes to recycling in flats and tenement areas.
Findings include a general appetite to reduce the size of landfill waste bins while maintaining or even increasing capacity for recycling. Survey results also highlight a demand for more information on what to recycle where as well as a lack of facilities, particularly for glass.

Council strategy aims to balance safe drinking with economic development

A report that highlights the need to reduce alcohol-related harm in Edinburgh while supporting economic development will be presented to councillors next week.

The report to the City of Edinburgh Council’s Health, Social Care and Housing Committee on January 27 2015 will state that in the capital:

• the cost of alcohol-related harm to the Council’s social care services is £29 million;
• the impact on economic productivity is an estimated £85m;
• alcohol-related deaths doubled between 1991 and 2004;
• 47% of adults drink more than recommended guidelines;
• 26% of serious assaults committed in public places are aggravated by alcohol;
• Edinburgh’s alcohol-related hospital admission rate is higher than the Scottish average.
The report highlights a proposal to develop a local strategy on alcohol that reduces related harmful impacts while, at the same time, supports the capital’s aspiration for continued economic development. If approved, it will be developed through the Edinburgh Partnership.
It will also highlight ongoing work to deal with these issues by officers from the public and third sectors within planning, economic development, social work, licensing, public health, the police and the fire service.
Committee members will be asked to note the harm caused across the city, note that effective interventions need to focus on reducing harm across the population, and support further talks between Council services, Police Scotland, NHS Lothian and the third sector to develop the strategy.
A presentation on alcohol-related harm within the city will be made to Committee members by the Edinburgh Alcohol and Drugs Partnership, the NHS and the police.
Councillor Ricky Henderson, Health, Social Care and Housing Convener, said: “The negative effects of the misuse of alcohol, on the city as well as on individuals is laid bare in this report. It is clear that these issues have a far-reaching effect on people of all ages and social backgrounds.
“The Council has a duty to promote citizens’ health and well-being, but at the same time, a desire to encourage business development and to support financial growth of the city as a whole.
“Talks are at the early stages between services within the Council about how we reduce alcohol-related harm and support the economic development of our city at the same time.”

‘It’s made a huge difference to my life’ – 94 year old William Amcotts

Edinburgh’s newest web surfers celebrated their computing achievements at a special event in the City Chambers on Monday when learners, volunteers and staff who contributed to the Council’s Get Online initiative toasted its success.

Among the participants was 94-year old William Amcotts, who attended sessions at Blackhall Library and is living proof that it’s never too late to learn something new!

Over the last five months more than 140 people have benefited from the scheme, run in libraries and community venues, which helps develop digital skills for those who aren’t confident using the internet. Organisers are now looking at ways to expand the project across the city.

The service also assists members of the public to use a wide range of online services offered by the Council, including council tax payments and car permit renewals.

The Council recently launched a new responsive website, which was co-designed by residents, ensuring people’s experience is adapted to their needs. By moving services online, it aims to open up more ways to access support, allowing  people  to carry out transactions from the comfort of their homes.

Culture and Sport Convener, Councillor Richard Lewis, said: “This is a great example of volunteer working in our libraries and is clearly having a positive effect on those involved. We are proud to offer a range of digital services to library users, building on recent investment which put wi-fi access into every library in the city.   Get Online will help introduce these to a whole new group of people.”

Councillor Alasdair Rankin, Finance and Resources Convener, added: “As part of our plans to make the Council more efficient we aim to offer more services online. Not only will this deliver financial savings but will save customers time and money by providing access to a range of transactions at their fingertips.

“That’s why initiatives like Get Online are so important, as they open up this potential to even more people.”

Led by co-ordinator Kenny Sharkey (above), along with a team of dedicated volunteers, Get Online involves a series of planned and drop-in sessions where participants are introduced to the internet using different devices, including tablets and smartphones.

Amongst the volunteers were S4 pupils from Castlebrae High School, who assisted the East Neighbourhood Get Online group throughout November, advising on everything from Skype to email.

On Monday, Councillors Lewis and Rankin congratulated participants and volunteers of all ages.

William Amcotts, 94, who attended Get Online sessions in Blackhall Library, said: “It’s an excellent service, very valuable. I was given a laptop but didn’t know how to use it. Now I’m able to send emails and listen to music – it’s made a huge difference to my life.”

Valerie Crombie has been learning about the internet at Morningside Library. She said: “I’ve been looking at email and sending photo attachments. I’ve been using the Council’s library service to borrow books too. It’s great to be able to do all of these things without going out the door.”

Get Online launched in February 2014 and has delivered sessions in Central, Newington, Blackhall, Morningside, Stockbridge and Leith Libraries, East Neighbourhood Local Office and Craigmillar Library and Moira Park Sheltered Housing in Portobello. The Get Online team are ready to extend the service to more libraries, social housing associations and other local venues.

Customers are now able to access Council services 24/7 on all devices including Smart TVs, tablets, mobile phones and smartphones, with more than 30 different types of digital transactions available, including reporting missed bins or problems with street lights. By carrying out transactions online, members of the public will be able to avoid queuing in offices or waiting on the phone, saving time and money.
