Edinburgh Poverty Commission publishes Annual Progress Report

Our End Poverty in Edinburgh Annual Progress Report has been published on the Council website ahead of Committee today, 24th October 2023. We would also like to share with you an opinion piece written by our End Poverty in Edinburgh group members, in response to the report:

End Poverty Edinburgh (EPE) welcomes this third annual report on the progress of ending poverty in our city. Despite there still being a great deal of work yet to be done, we would like to begin by acknowledging areas of progress.

Firstly, we see early signs of a change in attitudes regarding user-led services and seeking the advice of those with lived experience of poverty. One example of this can be shown through the Edinburgh Partnership meetings; bringing together third and private sectors, public agencies, and local communities to talk about community planning. We have contributed to several of these and similar meetings; there seems to be a real desire to involve people living on a low income in how the council does its business, and we very much welcome this.

We have also been encouraged by new and developing services and schemes, such as the Regenerative Futures Fund, which sought out the views of people with lived experience early on while developing their intervention, as opposed to improving what they do later. We believe that including those with real-life experience is key when attempting to develop new or better services, whether that be improving housing conditions or tackling food poverty. Those with experience have already identified several cracks and gaps, so why not involve them in further adapting whatever the service or intervention may be? We are hopeful this change in attitudes will take root.

Regarding attitudes, End Poverty Edinburgh members have had much more positive experiences with frontline staff; those who speak to us face to face or on the other end of the phone. Treating people with dignity and respect should be the very least expected of staff on the frontline, and we are pleased to not only see efforts being made to ensure this is the case through implementation of training, but also in the delivery of services themselves.

We also welcome steps taken to implement the Living Hours Scheme in Edinburgh. This scheme is committed to providing at least 4 weeks’ notice for every shift, with guaranteed payment if shifts are canceled within this notice period.

This would also guarantee a minimum of 16 working hours every week (unless the worker requests otherwise) and a contract that accurately reflects the hours worked. We acknowledge that these are steps in the right direction in order to tackle in-work poverty, however we are looking forward to a wide and broad implementation of Fair Work principles (Effective voice, Respect, Security, Fulfillment and Opportunities) in all workplaces in Edinburgh.

Similarly, we understand the significance of Edinburgh becoming a Living Wage City. Although this is a long-term commitment, we understand that especially in the current cost-of-living crisis, more and more people are pulled into the cycle of poverty, whether they are in work or not; the importance of paying a real living wage is more crucial than ever. Although we understand there is much more work to be done, we believe it is important to highlight and celebrate this area of progress as it is perhaps a key step in the right direction.

Despite there being progress to celebrate, there are many areas we have still to make an impact on. Though we acknowledge a nationwide housing problem, we believe Edinburgh’s housing situation has an identity of its own.

With a high volume of short term lets and student accommodation, coupled with a severe lack of social housing, Edindex wait times are long and private rent prices are sky high, driving up poverty rates in the city.

There are still far too many families in temporary accommodation. It is just unacceptable that around 5,000 households and 9,000 people are in limbo living in temporary accommodation. It is not just the insufficient number of homes that is the problem, however, but also the quality.

Be it damage, mold or out of order elevators; repair times can be long, and communication often lacking. We have much experience of this and have heard many more examples.

We have been encouraged by what we have seen by working with the council in recent months, however, but we still feel the pace needs to step up as more and more people are struggling.

Edinburgh desperately needs an increase in quality social housing, accessible social housing, and genuinely affordable housing. We believe the housing situation in Edinburgh is crucial to tackle, and that more support is needed from the Scottish Government. Improving the housing situation in Edinburgh would undoubtedly have one of the biggest impacts on those experiencing poverty, so this must remain a priority.

Another suggestion we believe could have positive impact regards the Council Advice Line. The frontline staff on the advice line are very helpful and knowledgeable, but the limited opening hours of this service are a major barrier people in need. The line is only open on the mornings of Monday to Thursday, which is absolutely no good for those who work during these times. 

Having the advice line available at more accessible times, such as some afternoons or evenings perhaps, would enable more people to utilise this extremely useful service and potentially make a big difference to their lives.

Despite initial difficulties in signing up, one scheme that seems to have made a big difference to some people’s lives is free bus travel for everyone under 22 years of age. We would like to see this scheme extended to everyone struggling on a low income.

Free travel would immediately eliminate barriers stopping many from getting around the city, whether that be related to getting to and from work, seeking help and advice services, or simply enjoying leisure time in places that would not have been possible without. We believe this could greatly improve our lives, financially, emotionally, and mentally, whilst supporting our journey to net zero.

Mental health is such an important factor in relation to combating poverty. Every barrier people on low-income face, be that food insecurity, fuel related worries, rent and housing issues, damages and repairs, bills, debt, unforeseen costs, childcare, travel – every barrier impacts mental health, adding to the immense pressure that people experience.

Those caught in the tight grasp of poverty are not living, they are surviving, if lucky, and that is truly unacceptable in our society.

So, as we welcome and celebrate the aforementioned areas of progress towards eradicating poverty from our city, we call to capitalize on this emerging momentum and step up our efforts for the years ahead.

Efforts to tackle poverty in Edinburgh have put more than £20 million into the pockets of residents who need it most, according to a report considered by the Policy and Sustainability Committee.

The third annual end poverty report looks at how Edinburgh is responding to the recommendations put to the city by the Edinburgh Poverty Commission in 2020.

Alongside ramped up work to help local people access grants and national welfare advice services, this year’s report details positive collaboration between the council and partners which has led to:

  • Supporting 4,150 people into work or learning
  • Recording an improvement in positive destinations from schools and a reduction in the poverty related attainment gap
  • Increasing the number of young people supported through Free School Meal and Uniform Grant programmes by 61%
  • Delivering £2.2m of Scottish Welfare Fund payments for people in crisis, alongside £300k of council support for local foodbanks
  • Introducing a new tenant hardship fund, alongside wider support like benefits checks, to support council tenants who are struggling to pay their rent
  • Securing £206k in savings for council tenants through Energy Advice Support
  • Investing over £119m in new affordable homes and improving existing homes and neighbourhoods; delivering 54 new homes for social rent plus 148 for mid market rent
  • Delivering poverty and homelessness prevention training to housing officers, community centre workers, librarians, parent and family support workers, health visitors, police officers, midwives, family nurses and other public sector employees
  • Working with employers to encourage take up of the real living wage, exceeding target to see 677 employers signed up in Edinburgh.

Council Leader Cammy Day said:We have shown in the last three years that when we come together as a city, we can make a real difference. And this difference really can be life changing.

“We’ve achieved a lot, and we’re committed to carrying on this work with our partners. But these last few years have also been a time of financial crisis. The cost of living remains high, we’re hurtling towards another winter where households will face money worries and we’re at risk of the city’s wealth divide growing.

“For all our combined efforts I remain concerned that poverty in Edinburgh could rise again. Without additional urgent action, one in five children in this city – Scotland’s most affluent city – will continue to grow up in poverty.

“I’ll be calling on the Scottish Government to join us in taking action to eradicate poverty, and to support our efforts to create the additional affordable housing we desperately need. We must work together to deliver the great deal of work that is needed, to ensure the very best future for Edinburgh’s children and young people.”

Four Square’s Springboard Project

The Springboard programme is for young adults aged 16-25 who are currently either at risk of homelessness or accessing homelessness services across Edinburgh.

Participants will be able to gain qualifications in Emergency First Aid at Work as well as Elementary Food Hygiene.

We will support the group with employability skills such as CV writing, Job Interview Skills and Job Applications. We also run workshops focused on mental health and wellbeing as well as weekly social outings to encourage participants to form lasting friendships.

The programme also includes a 3-day Residential trip with the Scottish Outdoor Education Centre to allow the participants to try their hand at some adventurous outdoor activities like rock climbing, abseiling, archery and much more!

Bus fare can be covered by Four Square and lunch will be provided on each day of the course.

Lothian Pension Fund investing at least £350 MILLION in fossil fuel companies

Lothian Pension Fund has at least £350 million invested in the fossil fuel industry, according to new analysis by Platform and Friends of the Earth Scotland.

The Lothian Pension Fund, administered by Edinburgh City Council, is the second biggest fossil fuel investor of all the council pension funds in Scotland.

The City of Edinburgh Council voted to divest the fund from fossil fuels in November 2022, yet the fund managers have not enacted this request. It invests in some of the world’s biggest climate polluters, including Exxon Mobil, Shell, Equinor, TotalEnergies and BP.

With virtually all oil and gas companies set to expand their operations, campaigners are calling on the Lothian Pension Fund to listen to councillors and stop funding fossil fuels.

Lothian Pension Fund administers the pension funds of almost 90,000 members from the four councils in the Lothians and 59 other employers, including Scottish Water, Edinburgh Napier University, VisitScotland and Heriot-Watt University.

Sally Clark, divestment campaigner at Friends of the Earth Scotland, said: “It’s unbelievable that despite clear direction from councillors, the Lothian Pension Fund is still investing this obscene amount of money in fossil fuel companies that are driving climate breakdown.

“Councils must play their part in protecting the long-term future of their employees by ending their support for oil and gas expansion and investing in building a cleaner, safer future for us all – but their attempts to do this are being blocked.

“The money moved away from fossil fuels could instead be invested in ways that support local communities and protect the planet for everyone, like renewable energy. As skyrocketing energy bills are plunging millions of people into fuel poverty across the UK, this transition is more important than ever.”

Joan Forehand, campaigner with Divest Lothian, said: “The economic and moral arguments against continuing investment in fossil fuel companies by the Lothian Pension Fund are overwhelming.

“In 2023 oil and gas companies doubled down on investing in the development of new fossil fuel projects, despite the stark warnings from climate scientists and the UN that this paves the way to catastrophic climate destabilisation and the resulting collapse of the economic systems on which future pensions depend.

“To protect the pensions of its members, the Lothian Pension Fund must join the growing number of pension funds divesting from these companies.”

Stephen Smellie, depute convenor at Unison Scotland, said: “Fossil fuels are bad for the environment and our retirement.

“These dirty deals threaten the future of our environment, and needlessly risk the retirements of the hundreds of thousands of Unison members that pay into local government pension schemes. To secure a future worth retiring into, schemes should respond to members’ calls to action and dump these dated fossil fuel assets.”

Across the UK, £16 billion of council pension funds is invested in the fossil fuel industry. Over 20% of UK councils now invest less than 1% of their fund into fossil fuels – a 10 fold increase since 2020, the last time analysis was conducted. Lothian Pension Fund was found to invest over 4% of its fund into fossil fuels.

Celebrating Edinburgh’s care experienced community

A series of activities are taking place across Edinburgh next week to showcase and celebrate the care experienced community in Edinburgh.

Care Experienced Week takes place annually at the end of October with this year’s theme being Lifelong Rights.

The City of Edinburgh Council and partners have come together, in recognition of their role as corporate parents, to host a number of events which highlight the successes and the various avenues of support available for Edinburgh’s care experienced community.

There are challenges experienced too and this week allows us connect with the care experienced community and reflect on what works and what we could do better.

Activities being planned for the week, which runs from Monday 23 until Sunday 29 October, include: creative arts, a children and carers bookbug session, mental health support, a family cookbook event and the launch of a Corporate Parenting e-learning module for council staff. 

One of the main events during the week is a special remembrance service in West Princes Street Gardens on Tuesday (24 October, 5.30pm to 6pm) to mark the passing of members of the care experienced community and the official unveiling of a remembrance bench.

It’s an opportunity for people to pay their respects and spend time together remembering the importance of those that have passed away.

The week’s events build on the success of the Edinburgh Champions Board which provides a platform for the care experienced community to talk directly to their corporate parents, local Councillors and service providers. This means they can ensure that decisions which affect their lives are informed by their own experiences leading to improvements in services and support available to them.

“It’s really important that we listen to the children and young people in our care ,and people who are care experienced, treat them with respect and make positive changes when they speak up.

“Care Experienced Week is a great opportunity to showcase and celebrate their successes and inspire the care experienced community to achieve their full potential.”

Edinburgh ‘leads the way on Climate Action’

The City of Edinburgh has claimed the top spot of councils in Scotland on climate action, it has been announced this week (Wednesday 18 October) by Climate Emergency UK.

The Council Climate Action Scorecards cover 7 sections, ask 91 questions, and were created in consultation with over 90 different organisations and key individuals. 

Collectively this provides some of the most in-depth analysis of climate action in UK local authorities to date.

With a total score of 58%, the City of Edinburgh Council ranks joint 4th overall in the UK, and 1st in Scotland. Edinburgh was also the only council outside of London which placed in the top six of the table.

Edinburgh scored highest in the sections for Collaboration & Engagement (78%), Planning & Land Use (70%) and Waste Reduction & Food (67%).

Disappointingly, only 41 of the UK’s 388 local and combined authorities scored above 50%, with the average score being just 32%.

The Council will use the Scorecards to understand where it can be bolder, and where it needs to make faster progress on climate action.

Council Leader Cammy Day said: “Whilst I welcome this excellent news about Edinburgh’s ranking from Climate Emergency UK, we still have a long road ahead to reach our goal of Edinburgh becoming a net zero city by 2030 and addressing the other key challenges in our 2030 Climate Strategy.  

“It is important though that we highlight the good progress we’re making. From pioneering our sustainable active travel and public transport networks, to combatting food waste, and making our Council houses and buildings more energy efficient, alongside flagship projects like our Granton Waterfront net zero redevelopment (above), I’m inspired by what I see around the city.

“I’d add that in the next few months reports on our Council Emissions Reduction Plan (CERP) and progress on city-wide emissions, and delivery of our 2030 Climate Strategy will be heard at committee.

“I’m conscious that whilst local government has a key role to play in our just transition to net zero, but this must be done alongside wider society with coordination and cooperation alongside government, private sector, third sector and our citizens.

“This was underlined in January of this year, when the Scottish Parliament’s Net Zero, Energy and Transport Committee stated clearly in their report that Scotland will not meet its climate targets without a more empowered local government sector, and the removal of key barriers facing not only our Council but many across the country.  

“We’re bold and ambitious in our approach and aims, but this is absolutely essential if we are to properly confront the climate emergency, which is undoubtedly the key existential challenge of our times. “

Climate Emergency UK Co-Director Annie Pickering said: “The low scores across the board shows that there are national barriers for local authorities that make it harder for most councils to deliver the necessary climate action.

“A lack of funding and government policy U-turns are some of the barriers to effective local climate action.”

Edinburgh Schools HETV Inspire Sessions Launch

Screen Education Edinburgh (SEE), Film Edinburgh (City of Edinburgh Council, Culture Service), ScreenSkills’ High-end TV Skills Fund, and Arts & Creative Learning (City of Edinburgh Council, Children, Education and Justice Services) are proud to launch the Edinburgh Schools HETV Inspire Sessions.

These workshops are designed to inspire Edinburgh’s young workforce to consider careers in High-End TV Drama Production. The sessions will take place from October 2023 – February 2024 in City of Edinburgh Council High Schools across Edinburgh.

Edinburgh’s screen industries have grown considerably in recent years, with an annual value of £23.8 million. However, with the UK screen industries requiring an estimated 10,000 new entrants each year to sustain the current workforce, the shortage of young talent entering the field presents a significant challenge to the sector.

The HETV Inspire Sessions aim to address this shortage. Created with S4-6 pupils taking a wide range of subjects in mind, these workshops provide an opportunity to find out about the wide range of jobs available in the television industry. The workshops will connect with an estimated 500 pupils in at least 17 schools around Edinburgh. 

Workshops are led by industry professionals working in a diverse range of jobs within High-End TV Drama Production, who can offer a unique perspective on the industry. Pupils will gain hands-on practical experience, learning about the day-to-day responsibilities of different jobs. They will leave the sessions signposted to active opportunities in the field, such as SEE courses, e-learning from ScreenSkills’ High-end TV Skills Fund, career maps and more.

Emphasis has been placed on ensuring representation of roles with a shortage of entrants, empowering pupils to consider roles they may not have considered suited to their skillset. This programme aims to inspire pupils and guide them towards a rewarding career in this dynamic, growing field.

Laura Findlay, Creative Engagement Officer at SEE said, “There are a wealth of jobs in the industry that young people may not even know about or have considered before.

“We understand how important it is to support and develop pupils in a number of ways in and out of school – whether it’s courses and programmes we run, giving them hands on experience in film, or signposting them to internships, training programmes, or online courses, such as those run by ScreenSkills’ High-end TV Fund.

“Working in partnership allows us to pull together our resources, giving young people the tools and opportunities they need to get a start in the industry.” 

City of Edinburgh Council Culture and Communities Convener, Councillor Val Walker said, “It is fantastic news that the new HETV Inspire Sessions are going to be coming to our schools and giving pupils an insight into the sort of career pathways available to them.

“Here in Edinburgh and across Scotland we have an enviable film and television industry and it’s our responsibility to make sure that we nurture and enhance this. I’m looking forward to seeing our pupils get involved in this scheme and I’m sure it’ll be a great success.”

Vicki Ball, HETV First Break and Careers Outreach Manager at ScreenSkills said: “HETV production is growing in Edinburgh, and it’s important that we invest in the local talent that will help the industry continue to thrive.

“That’s why we’re working with local people and partners to help inspire the next generation of talent and help them find their pathway into one of the many roles available”.

The first HETV Inspire Session was held at Firrhill High School, led by industry professional Jackie McCraith-Smith. Running an interactive workshop, she provided pupils with valuable insights into her role as a Locations Manager.

From spill kits to blue shoes and more, they had the opportunity to see up-close some of the kit Location Managers use in their work, highlighting a potential pathway for pupils to enter the industry.

Calum McAlpine, teacher at Firrhill High School said, “The event did more than just provide information; it ignited a genuine interest and passion for the industry. Every school should have them visit!”

Saving Pride Bridge: Sustrans support gives hope to campaigners

Efforts to save Leith’s much-loved Lindsay Road Bridge (also known as Pride Bridge) have moved a step closer thanks to a funding award through Sustrans’ Places for Everyone programme.

The 1930’s bridge, originally built for vehicular traffic, was closed off to motor vehicles in 2008 and has since served as a key walking, wheeling, and cycling route over Hawthornvale Path. In 2021 community members painted the bridge in rainbow colours, leading to it being named locally as the ‘Rainbow’ or ‘Pride’ Bridge.

In December 2021 the bridge, which is at the end of its lifespan, was closed due to concerns around health and safety.

Council officers have since made a successful application for Transport Scotland funding through Sustrans for the design of a replacement bridge deck, with £232,700 awarded. A designer will now be appointed to progress the design, to be developed in consultation with stakeholders and the community.

This process is expected to last a year and, once it’s complete, officers intend to apply to Sustrans for 70% of the construction funding required to build the bridge.

The work will be delivered alongside the Leith Connections project which is making improvements to community spaces and providing better connections for anyone walking, wheeling or cycling through the streets of Leith.

The Leith Connections project was awarded funding through Places for Everyone, an active travel infrastructure programme backed by Transport Scotland and administered by Sustrans.

Councillor Scott Arthur, Transport and Environment Convener, said: I’m delighted that this funding award gives new hope for the future of Pride Bridge.

“This structure is a local landmark, a link to Leith’s industrial past and a reminder of the pandemic, but above all else for me it is a celebration and commemoration of lesbian, gay, bisexual and transgender pride. It also provides a safe and convenient walking and cycling route between North Fort Street and Newhaven area.

“Thanks to all those involved who have campaigned for its preservation.”

Kasper Schwartz from Sustrans said: “The Pride Bridge serves as a vital walking, wheeling, and cycling connection for the people of Newhaven.

“It not only provides a direct and accessible link to local shops, businesses, and public transport in the area, but also stands as a vibrant symbol of community resilience.

“We’re excited to be able to support the design and development of a new bridge deck, and in due course, see this important link reinstated.”

Róisín Thérèse from the Save the Pride Bridge campaign said: “We are delighted to hear that Sustrans has agreed to fund a full design with community consultation.

“We believe the Pride Bridge to be a very important piece of local history and heritage, an essential safe and accessible active travel route, and a much loved community space.

“We also believe that, especially in light of rising hate crime statistics, it is really important for us to show both our solidarity with the LGBTQ community and our commitment to their safety and inclusion.

“The Save The Pride Bridge group is looking forward to working closely with the council to find a suitable solution to restore this important local landmark.”

How Edinburgh’s Family and Household Support Service works to ‘get it right for everyone’

Edinburgh’s Family and Household Support Service has prevented at least 350 households from becoming homeless, a council report has revealed.

At a meeting of the Housing, Homelessness and Fair Work Committee this week, councillors heard how the service is providing a citywide approach to ‘getting it right for everyone’ – with the aim of helping vulnerable residents before it’s too late.

Through referrals from sources such as teachers, housing officers and social workers to police officers and politicians, it has been possible to intervene early in many cases to help households in Edinburgh access the right advice and support.

Around £300,000 in welfare has been sourced to support families referred to the service, alongside advice on issues as varied as parenting, addiction, employment and health and wellbeing, according to the council report.

Working directly with teams which handle antisocial behaviour complaints and neighbourly disputes, the service is also working to prevent repeat instances of antisocial behaviour by working holistically with those involved to assess any support needs.

The Committee also heard how the service is successfully helping tenants sustain their tenancy once they move into a new home. Edinburgh’s ‘Keys and a Kit’ programme as it has been dubbed features sessions on finances, health and local community resources and activities to help new tenants settle in, which can be particularly important following a long period of homelessness.

By making the best use of limited resources by working collaboratively with charities and others, it is also estimated that this preventative approach has provided a saving to the council of close to £6m since 1 April 2022.

Councillor Jane Meagher, Housing, Homelessness and Fair Work Convener, said:Every day, our tenants are interacting with council services – be it for health care, school, or welfare. These services need to be joined up so that we can better support the whole life of a tenant and it’s great to see the difference this ‘getting it right for everyone’ approach is making.

“Thanks to early intervention from council workers and from our partners, we’ve prevented homelessness for hundreds of households. Families entitled to benefits have been helped and tenants moving into new homes have been supported.

“Plus an extra advantage of this has been £4.5m of costs associated with homelessness avoided in the last year alone, at a time when our finances are under immense pressure.

“I hope to see us build on this even further now that the Family and Household Support Service reports into the Housing, Homelessness and Fair Work Committee.

“I’m confident that we’ll be able to draw this work together even more and build in other measures, such as noticing when a tenant’s home may be suffering from damp or is in need of an essential repair.”

Preparations underway for LEZ enforcement in Edinburgh

Contractors will start installing signage around the LEZ city centre boundary from October to help drivers plan their journeys in advance of enforcement beginning on 1 June 2024.

Automatic Number Plate Recognition (ANPR) cameras, which support enforcement, will be installed in late 2023/early 2024 and a mobile enforcement vehicle will be active from June 2024 onwards.

In early 2024 there will also be changes made to some street layouts and signals around the LEZ boundary to cut congestion and improve safety for everyone.

Independent market research carried out in June indicates that a majority of drivers in Edinburgh continue to support the LEZ and think protecting public health is important. Awareness and understanding of the LEZ has improved since 2022, highlighting the success of the local and national communications campaigns.

Councillor Scott Arthur, Transport and Environment Convener, said: “It may seem some way off, but we are beginning to approach the start of enforcement of the LEZ, and we want to make sure drivers are prepared.

“Air pollution harms both our physical and mental health, so by restricting the most polluting vehicles in the LEZ we will create a healthier place for everyone, reducing inequalities and making the city centre a more welcoming place.

“I’m pleased that compliance with our emissions standards continues to increase, driven by the upcoming LEZ restrictions and support funds, and that support remains high. Lothian Buses are now LEZ ready, and the Council fleet will be soon.

“There’s still work to be done though to ensure everyone else who enters the zone is compliant. As we begin preparations for enforcement, I would encourage all drivers to check if their vehicle is compliant through the online vehicle checker tool, and find out more about the support funds available.”

A city centre LEZ was introduced in Edinburgh on 31 May 2022, along with LEZs in Glasgow, Aberdeen and Dundee, restricting the most polluting vehicles and benefiting everyone’s health. In Edinburgh, a two-year grace period is in place, meaning no penalty charges will be issued during this time.

Earlier this year, data analysed by the Scottish Environment Protection Agency (SEPA) revealed that overall compliance with Edinburgh’s LEZ emissions standards had increased from 48% to 78% over the last six years.

Compliance is particularly high amongst the local buses (97%), with Lothian Buses being 100% compliant. Petrol cars (95%) and lorries (86%) also have high compliance rates yet diesel cars are only 50% complaint.

Restricting the most polluting vehicles will significantly reduce harmful emissions of nitrogen oxides (NOx) from vehicles by up to 50% within the LEZ. Further air quality improvements are expected beyond the boundary, improving public health around the city.

LEZ restrictions will apply to motor vehicles, except motorcycles and mopeds. Vehicles must meet the minimum emissions standards to drive within the zone, though national exemptions apply including for blue badge holders and emergency vehicles.

Edinburgh’s LEZ will issue penalty notice charges, or fines, in line with Scottish regulations, from 1 June 2023. Penalties start at £60, for non-compliant vehicles driving within the Zone though this is reduced by 50% to £30 if paid within 14 days.

Penalties escalate and surcharges will be issued if drivers repeatedly enter the LEZ within a 90 day period. These surcharges are capped at £480 for cars and vans, and £960 for buses and lorries.
