Joint pledge to ensure essential support for social care prioritised

Support for social care is to be intensified as a national priority alongside the NHS and emergency services, as staffing pressures and increased demand reflect the extent and nature of the spread and effect of Omicron.

As a result of staffing availability due to Covid,  the Scottish Government and COSLA, working with local partners across the public services in Scotland, have agreed a joint approach to maximise social care support to ensure people receive the care they need, dignity and human rights are upheld, and to avoid further pressure falling on the NHS.

Some local public services report that pressure is very significant with some health and social care partnerships being asked to prioritise capacity and identify staff who can be deployed to sustain and maintain support for some of the most vulnerable people in society. This may mean some other services are temporarily paused or reduced to redeploy capacity and expertise.

Deputy First Minister John Swinney said: “In order to protect life preserving services, and protect the vulnerable, local authorities and public services will prioritise what they deliver in the weeks ahead as a result of staffing availability due to Covid.

“That may mean some services being closed for a period or operating on reduced hours or service levels. This will free up resources to make sure we can deliver core, essential services. As soon as demands and resources allow, any affected services will resume normal operation.

“People across public services and critical national infrastructure are working hard to keep essential services going. In a lot of cases they are already being asked to be flexible to cover for absent colleagues.

“I am grateful to everyone who is helping us through this difficult period. The Third Sector has a huge amount to offer while the private sector and employers can contribute, either by releasing staff who can help in this effort,  or by supporting carers leave for family and friends who might need it.

“Local public services are delivering national priorities and programmes such as testing and vaccination programmes, delivering business grants, self-isolation grants and support, and much more.

“They have played a key role throughout the pandemic in supporting vulnerable people and key workers. That partnership between local and national government is, and will remain, essential.”

COSLA President Alison Evison said: “Once again, no matter the ask, councils along with other public services will rise to the challenge in terms of providing an appropriate local response. As the sphere of government closest to our communities across Scotland, once more Local Government will play our part in the Covid response. 

“Where pressures on staffing levels are identified, help and support for those most vulnerable as well as the life and limb services in our communities will be prioritised.  As it has been throughout the pandemic, Health and Social Care and keeping people safe will be front and centre of local prioritisation.”

Police Scotland reorganises staff to tackle Omicron challenge

Police Scotland is increasing the number of officers deployed in local policing divisions to support communities during the latest phase of the COVID pandemic.

More than 300 officers from specialist functions throughout Scotland will move to support colleagues in local policing divisions temporarily from Monday, 10 January, 2022.

At the same time, 258 probationary constables currently undergoing training at the Scottish Police College will also be deployed to local policing divisions.

The use of probationers and officers from specialist functions was successful both earlier in the pandemic and during the COP26 climate conference.

Assistant Chief Constable Alan Speirs said “We are working hard to maximise the availability of officers and staff in frontline duties to ensure that we continue to provide a highly effective policing service to our local communities.

“Omicron is having a significant effect on the country and Police Scotland is included in that. The welfare of our officers and staff is paramount and has been throughout the pandemic.

“As a national service we can quickly flex resources and move people to where they are needed and respond to increased demand and high absence levels.

“By deploying these extra resources we can support local policing and keep people safe during this critical time.”

Business leaders seek tax, trade and skills support to meet the challenge of the next twenty years

Almost half (47%) of UK businesses said taking on new staff is their key ambition in the medium-term, according to new research to mark the 20th anniversary of Bank of Scotland Business Barometer.

The survey asked 600 businesses about the major challenges and opportunities faced in the last two decades and anticipated challenges up to 2040 and beyond.

Companies also highlighted developing new products and services (36%) and increasing online sales (30%) as major ambitions and priorities.

The survey found that businesses expect online purchasing (20%) and demand for instant products and services (18%) to be the biggest changes in consumer behaviour in the next 20 years, forcing them to be more creative and innovative in order to adapt to deliver quickly.

These predictions mirror the factors which businesses cited as having had the biggest impact on their operations in the past 20 years – chiefly greater access to information (24%) and more online purchasing (22%) changing customer behaviour. 

However, firms are optimistic about further changes to consumer behaviour, with 38% reporting that advances in technology have had the biggest positive impact on their business in the past 20 years.

Challenges ahead

Despite a clear drive towards growth, a net balance of 83% of firms anticipate the next 20 years will be more challenging than the past two decades – which included the financial crisis and resulting credit crunch, recession, the Brexit referendum and the global pandemic.

Some of the challenges that businesses see themselves facing can be linked back to the pandemic, including rising costs (23%) and the ability to recruit staff (11%). In addition, one in ten (11%) businesses see the need to keep up with technological developments as their biggest challenge in the next two to three years.

Government provision of greater access to more vocational-based learning was seen by 44% of firms as being a way to help mitigate these challenges. However, companies believe that future growth opportunities will need to be supported by more favourable taxation to encourage sustainable business practices (52%) and new trade agreements with major trading partners (48%).

Paul Gordon, Managing Director for SME and Mid Corporates, Lloyds Bank Commercial Banking, said: “The Business Barometer has provided unique insights into the views of British businesses for 20 years. 

“In that time, we have seen a seismic shift in the economic context in the UK, as well as the extraordinary ability of business leaders to adapt and evolve to meet changing market needs.

“Perhaps it is not unsurprising that, having faced a quite unprecedented period of late and enormous change over the last twenty years, the majority of business leaders feel the next twenty years will be more challenging. 

“To help them through this, businesses are looking for support on skills, finance, trade and taxation to navigate in this environment. One thing that is clear is that our businesses and business leaders are incredibly resourceful and resilient and are adept at facing into constant change.

“They tell us they are gearing up for growth and expect to increase headcount, enhancing their service offering or utilising new technologies. We’ll be by their side over the months and years ahead as they deliver on their ambitions.”

Public Health Scotland publishes First Annual Report

Public Health Scotland (PHS) has published its first Annual Report and Accounts.

Since opening on the 1st April 2020, PHS has played a significant part in the country’s response to the COVID-19 pandemic, working in collaboration with NHS Boards, the Scottish Government, Local Authorities and many others to tackle the virus, improve and protect health, and reduce health inequalities.

Public Health Scotland, Chief Executive, Angela Leitch, said: “The publication of this, our first, Annual Report, records what has been a year of great challenge and significant achievement.

“I would like to thank all PHS staff for their professionalism and commitment during this extraordinary year. In addition to our contribution to managing the response to the pandemic we have continued to produce a wealth of data, intelligence and evidence that is supporting decision making to address the public health priorities we have in Scotland.

“Our work relies on strong partnerships with many organisations across Scotland, the UK and beyond and I look forward to building on the strong foundation that has been established in our first year.

“I’m very conscious of the impact of the pandemic on the lives of so many of our communities and we remain committed to doing our part in keeping Scotland as safe as possible.

“I commend this report to you and as we move forward into the future we remain committed to our key aims of helping to create a fairer and more equitable Scotland for all of our citizens.”

Support targeted at most vulnerable as Scotland recovers from Storm Arwen

Deputy First Minister John Swinney has chaired a meeting of the Scottish Government’s Resilience Room (SGoRR) on the continuing impacts of Storm Arwen and has been briefed that the recovery is going to be greater and more challenging than first anticipated.

Last night’s update focused on the scale and severity of the adverse weather which will see a number of homes across the country remain without power overnight and continuing telecommunication and water issues.    

Significant efforts are ongoing to restore power as soon as possible and welfare support is being concentrated on the people and households who are most vulnerable and have the greatest need.

Mr Swinney said: “The scale of the damage caused by Storm Arwen is worse than we first feared and as a result our recovery will take longer than anticipated.

“We know this will create significant challenges for communities and households still affected by the storm’s impacts and I want to reassure them we are doing everything we can, liaising with local resilience partnerships, to focus efforts and resources. 

“We have been working closely and at pace with power companies who are maximising efforts to restore services to households currently without power.

“Plans are being put in place for further assistance to respond to the longer than expected recovery and we are concentrating getting power restored for vulnerable people and those who need it most.

“In extremely challenging circumstances we have seen an outstanding response from local resilience partnerships who have been providing vital support to local residents and I would like to thank them for their continuing efforts.”

Latest GDP figures show some growth but challenges remain

Scotland’s onshore GDP grew by 0.9% in June, according to statistics announced today by the Chief Statistician. Output remains 2.1% below the pre-pandemic level in February 2020.

Services sector output grew by 1.2% in June, with increases in seven of the 14 subsectors. The largest contribution to growth was from accommodation and food services for the third month in a row as activity continued to pick up after the easing of restrictions.

Output in the production sector increased by 0.5% overall, with growth in the electricity and gas supply subsector offset by falls in manufacturing and water and waste management. Output in the construction sector is estimated to have fallen by 1.4%, broadly in line with the UK as a whole over the course of the latest quarter.

Using the experimental monthly statistics for Quarter 2 as a whole (April to June), GDP is provisionally estimated to have grown by 4.9%, reflecting a recovery in output after the fall of 1.8% during the lockdown restrictions in Quarter 1.

Scottish Secretary Alister Jack responds to June figures

Scottish Secretary Alister Jack said: “While today’s figures show some resilience, we still face challenges. A strong, sustainable recovery remains our priority.

“The UK Government put unprecedented measures in place from the very beginning of the pandemic to protect lives and livelihoods. That’s included supporting the jobs of nearly a million people in Scotland through furlough and with unprecedented financial help for the self-employed.

“More than 90,000 businesses have benefited from business loans and VAT cuts have kept firms in the hardest hit sectors afloat.

“We’ve provided the Scottish Government with more than £14.5 billion in additional funding, £1.5 billion has been invested in growth deals across Scotland and our new Levelling Up and Community Renewal Funds will benefit communities right across the UK.

“In driving our economy into recovery, our Plan for Jobs will help more people get back into work and the success of the UK Government-funded vaccine programme is paving the way for us to build back better and stronger.”

Scottish Munro record holder, Donnie Campbell, joins Venture Trust as new ambassador

Venture Trust is delighted to announce Donnie Campbell as our latest ambassador. 

Donnie is the record holder for a complete round of all 282 Scottish Munro’s in 31 days and is one of Scotland’s top running coaches. His main sport is ultra mountain running and has won races all over the world, representing team GB at the world trail running championships and also running across the Namib desert in 9 days. 

Donnie has an incredible amount of motivation, stamina and self-belief and he wants to push others to be the best they can be. 

Mike Strang, Interm CEO at Venture Trust, said: “Donnie is a shining example of what hard work, motivation and self-belief can achieve. As an ex-marine turned ultra-mountain runner, Donnie is well placed to inspire the people we work with who may not have had the best start in life. Donnie says: “My achievements are about building mental stamina as much as physical stamina; once you reach difficult circumstances, you know you have been through it before, and you can get through it again. 

“The circumstances I’ve faced in life might be different, but by offering the right support and opportunities to learn out in the wild, I believe everyone working with Venture Trust has the chance to rise from their challenges and become the best version of themselves”.   

Growing up in the Isle of Skye, Donnie is used to being in the countryside and surrounded by nature. He joined the Royal Marine Commando at age 17 and went to Iraq at age 18, facing many challenges at a young age. Donnie left the marines to study Sports Coaching and Development and wanted to use his enthusiasm and coaching skills to encourage other people to reach their goals.  

Mike concludes: “We are really excited about working with Donnie and hope that together we can really inspire people to try new experiences, especially in the outdoors, and push themselves to achieve their goals and reach their potential”.  

Double payment for unpaid carers

Thousands of unpaid carers will receive a double payment this winter under legislation recognising the additional pressure they face as a result of the pandemic. 

If approved by Parliament, the Bill, published today, will mean more than 91,000 carers in receipt of Carer’s Allowance Supplement will receive an extra £231.40, doubling their December payment to £462.80.

This extra investment, forecast to be £21 million, will be the second time the Scottish Government has doubled the Carer’s Allowance Supplement.

The Carer’s Allowance Supplement (Scotland) Bill, a priority for action within the first 100 days of this government, will also give Ministers powers to provide eligible carers with additional financial support in future if the need arises.

Social Security Minister Ben Macpherson said: “Unpaid carers provide essential support to family, friends and neighbours. Their roles have been even more important during the pandemic, with many taking on additional tasks and facing higher costs of looking after people staying at home to prevent the spread of Coronavirus (COVID-19).

“The Scottish Government is grateful to all carers for their dedication during this most difficult of times.

“We introduced the Carer’s Allowance Supplement in 2018 in recognition of the vital role unpaid carers play in our society, and because the UK Government’s Carer’s Allowance is the lowest of all working age benefits. The supplement, paid twice a year, is only available in Scotland and has already helped thousands of carers in recent years.

“Like we did last year, this December we want to provide a double supplement of £462.80 to support unpaid carers with the additional pressures they’ve experienced because of the pandemic. This will benefit carers on low incomes who already have some of the most intense caring roles. This financial assistance adds to the other ways we are helping unpaid carers, who can also access support through their local carer centres, such as information, advice, counselling and advocacy services.”

Paul Traynor, Head of External Affairs at Carers Trust Scotland, said: “There is significant evidence that unpaid caring impacts upon physical and mental health and this has been exacerbated by COVID-19, resulting in many unpaid carers having to significantly increase the hours of care they provide.

“This additional payment of Carer’s Allowance Supplement, which will provide additional financial support, has the potential to reduce some financial pressure and goes some way in continuing to recognise the immense contribution of unpaid carers in Scotland.”

Sebastian Fischer, VOCAL Chief Executive, said: “Unpaid carers have faced enormous challenges during the pandemic. They continue to prop up the health and social care sector and shoulder the impact of additional caring responsibilities through this difficult period.

“Creating measures of support which deliver real impact to carers’ daily lives is much needed. We believe the Carer’s Allowance Supplement is a positive step towards valuing the role of carers as equal partners in care and recognising their crucial contribution to Scotland’s economy.”

Winning SMEs to take the stage at national innovation summit

Scotland’s CAN DO Innovation Summit takes place tomorrow and there’s still time to book your seat at the virtual event. The national event for innovation in business will be live from 8am on Wednesday 3 February.

The three winners of the competition, open to all small and medium sized Scottish businesses, were chosen from high-quality entrants who were asked to submit a short video demonstrating how they are building innovation into their daily practices.

The winners are rising stars from across Scotland – Edinburgh-based Scene Connect, Aberdeen-based Recycl8 and Edinburgh-based Space Intelligence. Getting a spot on the Summit’s SME stage gives the businesses exposure to a global online audience of over 800 investors, academics, entrepreneurs and innovators.

Covid-19 makes improving Scotland’s economy almost four times harder

 Dundee faces the biggest challenge in Scotland

  • Glasgow also faces a big challenge.
  • Better adult education, transport investment and improvements to Scotland’s urban centres needed.

Covid-19’s economic damage makes the task of improving Scotland’s economy and spreading prosperity almost four times harder according to Centre for Cities’ annual study of the UK’s major urban areas – Cities Outlook 2021.

30,900 people in Scotland’s largest cities now need to find secure, well-paid jobs to rebuild and improve the economy – compared to 8,600 last March.

 In Scotland, Dundee faces he biggest challenge, followed closely by Glasgow.

In addition to hitting some Scottish cities and the rest of the UK as a whole badly, Covid-19 has also hit many previously prosperous places such as Edinburgh, Aberdeen and London disproportionately hard.

The Government must act fast to prevent a levelling down of these places that the whole UK depends on to create jobs and fund public services.

The UK and Scottish Governments should announce how they will use their respective powers to deal with Covid-19’s short-term damage to cities and large towns. The plans should include:

  • Making permanent the £20 rise in Universal Credit.
  • Supporting jobless people to find new good jobs.
  • Consider the merits of a renewed Eat Out to Help Out scheme for hospitality and non-online retailers once it is safe.

Acting to prevent further economic damage by Covid-19 is not the same as levelling up. Once the health crisis ends, the Scottish Government will need to spend additional money on further measures to level up, including:

  • Further education to train jobless people for good roles in emerging industries.
  • Making city centres better places for high-skilled businesses to locate.
  • Improvements to transport infrastructure in city-regions.

Centre for Cities Chief Executive Andrew Carter said:  “Covid-19 has made the task of improving Scotland’s economy and spreading prosperity around its cities and towns much harder.

“Rebuilding and strengthening the economy of Scotland and its cities will not be cheap and will require more than short-term handouts. Government support and investment for new businesses in emerging industries will be essential, as will spending on further education to train people to do the good-quality jobs created.”
