The Edinburgh Festival Fringe Society launches its review of the year 2022

Summary of the Society’s work over the past 12 months accompanied by headline findings from surveys

This morning the Edinburgh Festival Fringe Society launches its review of the year: an in-depth look at the work it has accomplished over the past 12 months.

With unease caused by a new wave of COVID in early 2022, there was still uncertainty that a fully formed Fringe could take place this August. However, against what felt like impossible odds at times, the Fringe re-emerged in glorious technicolour, with local performers joined by artists from across the UK and 63 nations.

In June, Fringe Society President Phoebe Waller-Bridge launched the Fringe Society’s new vision – to give anyone a stage and everyone a seat. This was followed in August with the announcement of new alumni Patron, Eddie Izzard, who started her career as a street performer on the famous Royal Mile.

As the festival approached,activities to celebrate the Fringe’s 75th anniversary took place, through memories collected from audiences and artists over the years.

The popular street events programme expanded into new areas of Edinburgh’s city centre, with over 3,200 performances taking place, and the Fringe Central participants’ hub opened its doors to over 2,100 arts industry, media, producers and visiting delegations.

Projects such as Fringe Days Out and the Children and Young People ticketing scheme returned as the Society continued with local schools and community groups.  These vital initiatives supported children, young people, and those across Edinburgh who might not otherwise get to experience the Fringe.

By the end of August, over 2.2m tickets had been issued, and artists from 63 countries had performed in over 3,400 shows across Edinburgh.

Following a year of heightened interest in the Society’s work, today the Society also announce the headline results from a mass feedback project, launched in September.

A significant part of the Society’s annual evaluation is surveying a broad group of stakeholders.  This year was no different, with the largest listening drive since 2019.  The Society commissioned Scotinform to facilitate surveys to registered artists, audience members, venues, workers, arts industry and media, who combine to create the Fringe ecosystem.

More than 10,000 responses across the surveys were received, with results now being used to support the development of new projects, and to target our future plans. These vital data insights also give us the evidence base we need to advocate for focused support and address some of the challenges identified by the Fringe community.

The positioning of the festival continues to be strong: 76% of audience members agreed that the Fringe is one of the most important cultural events in the world. When asked for motivations for attending the 2022 Fringe, respondents cited seeing a variety of events/performances (76%) and enjoying live performance after the pandemic (49%).

Edinburgh’s residents continue to be vital to the festival: 65% feel the Fringe makes the city a better place to live, alongside 75% who feel it makes Edinburgh a better place to visit.  With the cost-of-living crisis likely to extend into 2023, 66% of audiences would like ticket offers or discounted tickets, with 91% of Edinburgh residents interested in a discount for EH postcodes.

The live experience continues to be a major motivator, with only 7% agreeing that they would like to see more online shows at the Fringe. As we look ahead to 2023, there is continued optimism from audiences, with 81% of respondents stating they are likely to come to the Fringe in 2023.

Unsurprisingly, following the intense interest in a Fringe app for 2023, 46% of audience respondents said they felt an app would have improved their Fringe experience, with 66% stating they would use an app in the future. This aligned with artist feedback, with 71% stating a Fringe app is very important to them. Work on the 2023 app is already underway and details on its functionality and launch timings will be announced in the new year.

For artists, the Fringe continues to be a core platform for artists’ careers, with 82% of those attending the Fringe for the first time doing so for professional development reasons. For returning Fringe artists, experiencing the Fringe was the biggest motivator, with 82% citing this as the main reason.

Accommodation continues to be a concern for many performers: 87% of artists felt that affordability of accommodation and living costs will be a barrier to future participation in the Fringe; however 70% of artists said they are still likely to bring a show to the Fringe in the future.  Interestingly, 17% of artists did not engage directly with the Society, and as such were not aware of the full offering of services available to them such as Fringe Connect and Fringe Marketplace.

While a small sample of workers responded to their survey, the Society continues to review how we reach and support this group more.  Recognising work undertaken in support of the Real Living Wage, 77% of Fringe workers said they were paid on or above this benchmark at this year’s festival. 91% were also satisfied that they had a line manager to seek help from, if and when they needed it.

In addition to the statistical information, Scotinform evaluated free text responses across the surveys.  In general, there was an appetite for more information to be shared with all respondents, at more regular points of the year. 

Advance detailed information was clearly sought, and as such The Society is refining its communications strategy to ensure first time, and returning artists, have the year-round support they need to attend the Fringe in the future.

“The fact that it did is a testament to the concerted effort and support of a cast of thousands, including artists, audiences, venues, media, staff, volunteers, crew, sponsors, elected officials and the city of Edinburgh itself.

“Improvements can always be made, and the insights and data gained from our recent listening exercise are already being taken forward.

“We recognise that there are ongoing challenges, and our team are working hard behind the scenes to continue to advocate for our artists, and to support audiences as they plan for Fringe 2023.

£150,000 Award for Civic Arts Organisations open for applications

Calouste Gulbenkian Foundation opens applications for £150,000 Award for Civic Arts Organisations

Cultural organisations across the United Kingdom have been invited to apply for the £150,000 Award for Civic Arts Organisations, run by the Calouste Gulbenkian Foundation. 

This year’s award is themed around ‘Co-Creating the Future’. It spotlights organisations that are helping to transform communities, even in the most challenging of contexts – whether by igniting joy, hope, compassion and energy, improving wellbeing, forging new connections, or developing solutions.

The Award for Civic Arts Organisations began in 2020, as a response to the Covid19 pandemic. This year, many arts organisations still face difficulties: according to Arts Council Wales, the costs of staging cultural activities have risen by as much as 40 per cent. The Award offers prize funding of £150,000, one of the largest amounts for an award in the arts.

Louisa Hooper, Director of the Calouste Gulbenkian Foundation (UK Branch), said: “The Award for Civic Arts Organisations is designed to support cultural projects that put community at their hearts. In difficult times, it’s more important than ever that art and culture are available to everyone.

“By prioritising co-creation, this year we’re looking to recognise organisations that create lasting change by working with and in communities to address their needs and concerns, deepen relationships, and use arts and creativity to enable positive change.”

Previous recipients of the award include The Art House in Wakefield, which created the first studio sanctuary for asylum seekers in the UK, Project Art Works, a collective of neurodivergent artists and activists based in Hastings, and Heart n Soul and the Museum of Homelessness, both based in London.

Baroness Bull, chair of the Award panel, said: “The Award for Civic Arts Organisations is vitally important in encouraging and rewarding genuine engagement and co-creation with local communities.

“In the years since the award was founded, we’ve seen hundreds of entries from organisations across the UK demonstrating a commitment to changing lives through art.”

Sydney Thornbury, CEO of The Art House in Wakefield, highlights the impact the award can have for organisations themselves: “The stability the Award provided combined with these new funding opportunities has deepened the work we were already doing and has opened up new opportunities for how we can further extend our civic impact.”

The independent panel of judges are Darren Ferguson, CEO/Founder, Beyond Skin; Ica Headlam, Founder, We Are Here Scotland; Philipp Dietachmair, Head of Programmes, European Cultural Foundation; Rachel Noel, Head of Programmes and Partnerships, Tate; Rhiannon White, Co-Artistic Director, Common Wealth Theatre; Saad Eddine Said, CEO/Artistic Director, New Art Exchange; and Sydney Thornbury, CEO/Artistic Director, The Art House (main recipient of 2022 Award).

The Calouste Gulbenkian Foundation UK Branch, founded in 1956, was one of the earliest champions of community engagement in the arts.

In 1959, it published the seminal report Help For The Arts, which pioneered ideas including artists and writers in residence in non-artistic institutions, and arguing for more focused and sustained funding for arts organisations outside London and the major cities.

‘Perfect storm’ of financial pressure facing Scotland’s cultural sector

A ‘perfect storm’ of financial pressure is being faced by Scotland’s cultural sector. This is the warning from the Scottish Parliament’s Constitution, Europe, External Affairs and Culture Committee.

In a report published this week, Holyrood’s Committee looks ahead to the Scottish Government’s 2023-24 budget and the impact of budgetary decisions on Scotland’s culture sector. It calls on increased urgency to address budget pressures through innovative approaches to funding.

The report underlines recommendations made by the Committee during previous budget scrutiny. It calls for these innovate approaches to be accelerated in order to address the difficulties being faced.

During its consideration, the Committee heard the challenges facing that sector have become more acute as it struggles to recover from the COVID-19 pandemic, and further compounded by the cost of living crisis following on from longer term budget pressures. The Committee has recommended taking an innovative approach to budgeting including greater use of public and private investment as well as multiyear funding.

The Committee also repeats its call from last year for the mainstreaming of the culture budget. It also asks the Scottish Government for updates on embedding culture more broadly as part its plans for a wellbeing economy.  This would take into account the contribution which preventative spend in areas like the arts and other cultural activities makes towards health and wellbeing.

Speaking as the report launched, the Committee Convener Clare Adamson MSP said: “Scotland’s cultural sector plays a vital role in Scottish life. But we heard blunt warnings from those within the sector that stark choices lie ahead.

“Increased operating costs come at a time when most cultural venues are still struggling to recover from the pandemic, and without truly innovative approaches to funding, there is a real danger that Scotland’s skilled cultural workforce will be lost along with some of our best loved cultural icons.

“There are no doubt considerable pressures across all areas of the Scottish Government budget, and there are no easy choices. But the current situation provides an opportunity to accelerate these innovative solutions. The Scottish Government must take action to protect this fundamental part of our society.”

National Trust for Scotland announces ambitious ten-year strategy

The conservation charity launches ambitious 10-year strategy, aims include:

  • Commitment to become carbon negative by 2031, as Scotland’s largest independent conservation charity
  • Expanding the number of people welcomed to Trust sites across Scotland to more than 6 million people per year by 2032
  • Investment of £38 million in the care of the Trust’s places within the next three years, and £100 million across the lifetime of the strategy
  • Commitment to increasing the Trust’s learning work, through developing skills and new learning and research programmes

Today conservation charity, the National Trust for Scotland, has unveiled a new strategy – Nature, Beauty & Heritage for Everyone, as it refocuses its vision of caring for, sharing, and speaking up for Scotland’s magnificent heritage.

The bold strategy will be delivered over the next ten years as the Trust works towards its centenary in 2031, by which point it intends to be carbon negative.

Chief Executive Philip Long OBE says the strategy is a ‘firm renewing’ of the charity’s commitment to its founding principles of caring for Scotland’s special places and working to make these places as accessible as possible and inspirational for all.

The charity also revealed for the first-time figures which show the scale of its social and economic impact on Scotland. Economically, the direct and indirect impacts of the National Trust for Scotland in 2019-20 are estimated at 7,430 jobs, which can also be expressed as £148 million Gross Value Added.

However, the study went further, using feedback from member and visitor surveys to identify the proportion of visitors who gain strong positive wellbeing benefits that they are unable to obtain elsewhere. When these proportions were applied, it equates to an additional £73 million of annual social value. 

And these figures are set to grow further, as the charity is currently recruiting for around 300 seasonal and permanent roles to deliver its new ten-year vision, which has been created to ensure the Trust’s places are cared for and bring benefit to Scotland’s people and communities for years to come.

Recognising the integral role that members play in the future of the charity, from championing Scotland’s heritage through to speaking up for the invaluable work the Trust does, the new strategy also outlines the Trust’s commitment to grow its diverse membership base to over half a million people across Scotland over the next ten years.

At the heart of the strategy is a programme of projects and investment, with a spend of £38 million planned for 2021 – 2024, and with the intention to invest £100 million across the lifetime of the strategy, supported by the Trust’s fundraising work.

Hundreds of individual projects are planned and on top of that there will be many new initiatives to create opportunities to get more people involved in, and learn from, Scotland’s heritage.

Projects include:

  • On the Isle of Canna, the Trust is continuing to work in partnership with the community, restoring Canna House to better care for its collections as well as developing new visitor and community facilities.
  • On Staffa, one of Scotland’s most important islands for seabirds, geology and cultural heritage, the Trust is improving the island infrastructure and further conserving and protecting this special place of natural beauty that has influenced artists, musicians and writers from around the world since its ‘discovery’ in the 18th century.
  • The Corrieshalloch Visitor Gateway in Ross-shire will be a new addition to the National Nature Reserve with one of the deepest and most spectacular gorges of its type in the British Isles. It currently has no visitor facilities, so the Trust is improving access with a much needed, sensitively designed visitor gateway building, to help visitors enjoy and find out more about Corrieshalloch’s wonderful nature. This project is supported by the Natural and Cultural Heritage Fund which is led by NatureScot and funded through the European Regional Development Fund.
  • In Dumfries and Galloway, the Threave Landscape Restoration Project is transforming 81 hectares of land at Kelton Mains into rich habitats for flora and fauna, restoring the site’s wetlands and native woodlands.

The new strategy is the most collaborative in the National Trust for Scotland’s 90-year history and has been shaped by its employees, volunteers, members, supporters, partners and communities, through consultation which has aimed to find out what the Trust’s places need and what people want from the National Trust for Scotland in the coming years.

This feedback informed three ‘pillars’ of activity:  conservation, engagement and sustainability, which combine to deliver the Trust’s charitable purpose.

These pillars are served by eleven strategic objectives which will support the Trust in its work to protect and share Scotland’s special places and minimise the charity’s environmental impact.

Our new strategy is a response to all that our charity has achieved over its long history, and to the current health, economic and environmental challenges which affect everyone.

“In creating our new strategy we’ve set out a framework that charts our ambitions for the Trust’s tenth decade, describing our intended achievements: from becoming carbon negative by 2031, through to championing Scotland’s heritage for everyone, restoring and protecting habitats, historic buildings and landscapes and uncovering and sharing more of our nation’s stories to a larger and more diverse audience of 6 million annual visitors.

“We’re also recruiting colleagues to bring even more experience to our dedicated and passionate team throughout the country, to allow us to realise these ambitions.”.

Holyrood committee to investigate the future of Scotland’s town centres

The future of Scotland’s town centres, and how the changing nature of retail and ecommerce has impacted them, is to be investigated by the Economy and Fair Work Committee.

The Parliamentary Committee is looking to identify the current challenges for high streets, and the barriers to their success, and to explore the extent to which an increasing use of ecommerce is impacting on Scotland’s town centres.  It aims to propose action needed to support modern and thriving town centres.

The Committee’s inquiry has three areas of focus:

  • Keeping town centres alive – including how they have changed over recent years, their strengths and weaknesses, and who or what can drive positive change in Scottish town centres.
  • The new realities of Scottish retail – including how this sector has evolved over the last decade, the impact of these changes on town centres and what role fiscal policy levers should have in supporting this sector.
  • Ecommerce in Scotland – including the implications for businesses of increased online shopping and digital activity, and the role of Scottish SMEs in the ecommerce sector.

Speaking as the inquiry was launched, Claire Baker MSP, Convener of the Economy and Fair Work Committee said: “Scotland’s town centres have traditionally been the heartbeat of our communities bringing people together to live, work, shop and socialise.

“However, traditional town centres are under pressure and under threat, with too many shops closing and too many high streets dominated by ‘to let’ signs.

“Changing retail trends, including the growth in ecommerce and the expansion of retail park alternatives, combined with the impact of the COVID-19 pandemic, continues to create a difficult trading environment.”

The Convener continued: “We want to find out how to diversify and grow high street activity, and are particularly keen to hear from businesses and members of the public on what makes a successful and thriving town centre.

“Our inquiry is seeking to bring forward recommendations to demonstrate how Scotland’s town centres can thrive in this post pandemic world, and be vibrant, resilient and accessible places which meet the economic, social and environmental needs of our communities.”

New report highlights poverty target challenges

The Fraser of Allander Institute has tday published a new report, jointly authored with @MMUPolicyEval & @PovertyAlliance, that explores some of the challenges and opportunities that the Scottish Government faces in meeting its Child Poverty Targets:

Around 1 in 4 children in Scotland live in relative poverty. This means they live in a
household with an income 60% below the UK median income after housing costs
have been deducted.

Child poverty can have serious and lifelong impacts across a range of outcomes,
and the Scottish Government have stated their aim to reduce significantly the
incidence of child poverty. The Child Poverty (Scotland) Act 20172 includes a target
to reduce relative child poverty to 10% by 2030/31.

Meeting this target would represent an unprecedented reduction in child poverty to levels not seen in Scotland certainly since the early 1990s when the current statistical series began.

The purpose of the analysis in this report is to look at some of the large, national level, devolved policy levers that the Scottish Government could use to meet the
targets. We have focussed on childcare, employability programmes and social
security.

By analysing variations of these types of policies, and different combinations, this
analysis illustrates the scale of the impact on poverty and the associated costs and
benefits of different options.

We envisage that this will be helpful for policymakers and stakeholders who will be focused on developing actions for the next Tackling Child Poverty Delivery plan, due to be published by the Scottish Government by the end of March 2022.

Joint pledge to ensure essential support for social care prioritised

Support for social care is to be intensified as a national priority alongside the NHS and emergency services, as staffing pressures and increased demand reflect the extent and nature of the spread and effect of Omicron.

As a result of staffing availability due to Covid,  the Scottish Government and COSLA, working with local partners across the public services in Scotland, have agreed a joint approach to maximise social care support to ensure people receive the care they need, dignity and human rights are upheld, and to avoid further pressure falling on the NHS.

Some local public services report that pressure is very significant with some health and social care partnerships being asked to prioritise capacity and identify staff who can be deployed to sustain and maintain support for some of the most vulnerable people in society. This may mean some other services are temporarily paused or reduced to redeploy capacity and expertise.

Deputy First Minister John Swinney said: “In order to protect life preserving services, and protect the vulnerable, local authorities and public services will prioritise what they deliver in the weeks ahead as a result of staffing availability due to Covid.

“That may mean some services being closed for a period or operating on reduced hours or service levels. This will free up resources to make sure we can deliver core, essential services. As soon as demands and resources allow, any affected services will resume normal operation.

“People across public services and critical national infrastructure are working hard to keep essential services going. In a lot of cases they are already being asked to be flexible to cover for absent colleagues.

“I am grateful to everyone who is helping us through this difficult period. The Third Sector has a huge amount to offer while the private sector and employers can contribute, either by releasing staff who can help in this effort,  or by supporting carers leave for family and friends who might need it.

“Local public services are delivering national priorities and programmes such as testing and vaccination programmes, delivering business grants, self-isolation grants and support, and much more.

“They have played a key role throughout the pandemic in supporting vulnerable people and key workers. That partnership between local and national government is, and will remain, essential.”

COSLA President Alison Evison said: “Once again, no matter the ask, councils along with other public services will rise to the challenge in terms of providing an appropriate local response. As the sphere of government closest to our communities across Scotland, once more Local Government will play our part in the Covid response. 

“Where pressures on staffing levels are identified, help and support for those most vulnerable as well as the life and limb services in our communities will be prioritised.  As it has been throughout the pandemic, Health and Social Care and keeping people safe will be front and centre of local prioritisation.”

Police Scotland reorganises staff to tackle Omicron challenge

Police Scotland is increasing the number of officers deployed in local policing divisions to support communities during the latest phase of the COVID pandemic.

More than 300 officers from specialist functions throughout Scotland will move to support colleagues in local policing divisions temporarily from Monday, 10 January, 2022.

At the same time, 258 probationary constables currently undergoing training at the Scottish Police College will also be deployed to local policing divisions.

The use of probationers and officers from specialist functions was successful both earlier in the pandemic and during the COP26 climate conference.

Assistant Chief Constable Alan Speirs said “We are working hard to maximise the availability of officers and staff in frontline duties to ensure that we continue to provide a highly effective policing service to our local communities.

“Omicron is having a significant effect on the country and Police Scotland is included in that. The welfare of our officers and staff is paramount and has been throughout the pandemic.

“As a national service we can quickly flex resources and move people to where they are needed and respond to increased demand and high absence levels.

“By deploying these extra resources we can support local policing and keep people safe during this critical time.”

Business leaders seek tax, trade and skills support to meet the challenge of the next twenty years

Almost half (47%) of UK businesses said taking on new staff is their key ambition in the medium-term, according to new research to mark the 20th anniversary of Bank of Scotland Business Barometer.

The survey asked 600 businesses about the major challenges and opportunities faced in the last two decades and anticipated challenges up to 2040 and beyond.

Companies also highlighted developing new products and services (36%) and increasing online sales (30%) as major ambitions and priorities.

The survey found that businesses expect online purchasing (20%) and demand for instant products and services (18%) to be the biggest changes in consumer behaviour in the next 20 years, forcing them to be more creative and innovative in order to adapt to deliver quickly.

These predictions mirror the factors which businesses cited as having had the biggest impact on their operations in the past 20 years – chiefly greater access to information (24%) and more online purchasing (22%) changing customer behaviour. 

However, firms are optimistic about further changes to consumer behaviour, with 38% reporting that advances in technology have had the biggest positive impact on their business in the past 20 years.

Challenges ahead

Despite a clear drive towards growth, a net balance of 83% of firms anticipate the next 20 years will be more challenging than the past two decades – which included the financial crisis and resulting credit crunch, recession, the Brexit referendum and the global pandemic.

Some of the challenges that businesses see themselves facing can be linked back to the pandemic, including rising costs (23%) and the ability to recruit staff (11%). In addition, one in ten (11%) businesses see the need to keep up with technological developments as their biggest challenge in the next two to three years.

Government provision of greater access to more vocational-based learning was seen by 44% of firms as being a way to help mitigate these challenges. However, companies believe that future growth opportunities will need to be supported by more favourable taxation to encourage sustainable business practices (52%) and new trade agreements with major trading partners (48%).

Paul Gordon, Managing Director for SME and Mid Corporates, Lloyds Bank Commercial Banking, said: “The Business Barometer has provided unique insights into the views of British businesses for 20 years. 

“In that time, we have seen a seismic shift in the economic context in the UK, as well as the extraordinary ability of business leaders to adapt and evolve to meet changing market needs.

“Perhaps it is not unsurprising that, having faced a quite unprecedented period of late and enormous change over the last twenty years, the majority of business leaders feel the next twenty years will be more challenging. 

“To help them through this, businesses are looking for support on skills, finance, trade and taxation to navigate in this environment. One thing that is clear is that our businesses and business leaders are incredibly resourceful and resilient and are adept at facing into constant change.

“They tell us they are gearing up for growth and expect to increase headcount, enhancing their service offering or utilising new technologies. We’ll be by their side over the months and years ahead as they deliver on their ambitions.”

Public Health Scotland publishes First Annual Report

Public Health Scotland (PHS) has published its first Annual Report and Accounts.

Since opening on the 1st April 2020, PHS has played a significant part in the country’s response to the COVID-19 pandemic, working in collaboration with NHS Boards, the Scottish Government, Local Authorities and many others to tackle the virus, improve and protect health, and reduce health inequalities.

Public Health Scotland, Chief Executive, Angela Leitch, said: “The publication of this, our first, Annual Report, records what has been a year of great challenge and significant achievement.

“I would like to thank all PHS staff for their professionalism and commitment during this extraordinary year. In addition to our contribution to managing the response to the pandemic we have continued to produce a wealth of data, intelligence and evidence that is supporting decision making to address the public health priorities we have in Scotland.

“Our work relies on strong partnerships with many organisations across Scotland, the UK and beyond and I look forward to building on the strong foundation that has been established in our first year.

“I’m very conscious of the impact of the pandemic on the lives of so many of our communities and we remain committed to doing our part in keeping Scotland as safe as possible.

Support targeted at most vulnerable as Scotland recovers from Storm Arwen

Deputy First Minister John Swinney has chaired a meeting of the Scottish Government’s Resilience Room (SGoRR) on the continuing impacts of Storm Arwen and has been briefed that the recovery is going to be greater and more challenging than first anticipated.

Last night’s update focused on the scale and severity of the adverse weather which will see a number of homes across the country remain without power overnight and continuing telecommunication and water issues.    

Significant efforts are ongoing to restore power as soon as possible and welfare support is being concentrated on the people and households who are most vulnerable and have the greatest need.

Mr Swinney said: “The scale of the damage caused by Storm Arwen is worse than we first feared and as a result our recovery will take longer than anticipated.

“We know this will create significant challenges for communities and households still affected by the storm’s impacts and I want to reassure them we are doing everything we can, liaising with local resilience partnerships, to focus efforts and resources. 

“We have been working closely and at pace with power companies who are maximising efforts to restore services to households currently without power.

“Plans are being put in place for further assistance to respond to the longer than expected recovery and we are concentrating getting power restored for vulnerable people and those who need it most.

“In extremely challenging circumstances we have seen an outstanding response from local resilience partnerships who have been providing vital support to local residents and I would like to thank them for their continuing efforts.”
