KING’S NEW YEAR HONOURS 2026 CELEBRATE COMMUNITY CHAMPIONS

First Minister John Swinney has paid tribute to Scotland’s recipients of The King’s New Year’s Honours.

In recognition of exceptional contributions to public life, this year’s awards aim to celebrate community champions.

The Rt Hon Adam Ingram receives a knighthood for Parliamentary and Political Service. Also receiving a knighthood is Professor Simon Milne, Regius Keeper and Chief Executive Officer of the Royal Botanic Garden Edinburgh for services to Botany, Conservation and Horticulture.

Professor Lorna Dawson, head of the Centre for Forensic Soil Science at the James Hutton Institute has been appointed a Dame Commander of the Order of the British Empire for services to innovations in soil and forensic science

Among those receiving the CBE are Professor Susan Rigby, Principal and Vice-Chancellor of Edinburgh Napier University, for services to higher education, Mr William Watt, chair of the Scottish National Investment Bank, for services to the Economy and Professor Jill Belch, Professor of Vascular Medicine at Ninewells Hospital and Medical School, for services to Medicine and Public Health.

Those being awarded an OBE include Ann Budge, businesswoman and lately Chair and Chief Executive Officer of Heart of Midlothian Football Club, for services to sport and to the community in Midlothian, Dr Kirsty Darwent, Chair of the Scottish Fire and Rescue Service and Chair of Redress Scotland for services to the people of  Scotland and Dr James Craig who receives an OBE for services to Scottish Association Football and to Charity.

Speaking about the honour, Ann said; “This is an incredibly proud moment, not just for myself but for my family too, because their support across the years allowed me to focus on doing the very best job that I could for Heart of Midlothian Football Club.

“Although sport has been such a big part of my life over the past decade, so too has community. Transforming Hearts’ relationship with the local community, and driving it forward, has been a passion of mine. To therefore be recognised for services to both sport and community is a very rewarding feeling.

“I must also thank the staff at Hearts. Without their involvement, we would not have been able to achieve what we set out to do, returning the club to the top of Scottish football. This honour is as much theirs as it is mine.”

Other recipients of the OBE include Celine Sinclair, Chief Executive of The Yard, for services to Children and Families, Kathleen Murray, for services to Children’s Hearings in Scotland, John Burns, Chief Operating Officer at NHS Scotland and Carol Copstick, Head of Inspection at HM Inspectorate, Education Scotland.

Those receiving MBEs include Mohammed Shaukat, a volunteer at Glasgow Central Mosque, for services to the community, Dr Nelson Ashmole, co-founder of Borders Forest Trust, for services to Nature and Evelyn Graham, founder member of the ‘New Seekers’ for services to the music industry.

Among those honoured with the British Empire Medal are Pipe Major Raymond Peace, for services to music and culture in Orkney and squadron leader Stewart Norris, for services to young people in Aberdeenshire.

Chief Constable Joanna Farrell and Chief Superintendent Stephen Dolan, both of Police Scotland and retired Assistant Chief Constable Andrew Freeburn receive The King’s Police Medal. The King’s Fire Service Medal is awarded to Firefighter Alexander Muir and Chief Officer Stuart Stevens, both of the Scottish Fire and Rescue Service. The King’s Ambulance Service Medal is awarded to Lead Consultant Paramedic David Lee Bywater of the Scottish Ambulance Service.

The First Minister said: “The King’s New Year’s Honours list recognises exceptional individuals – from unsung heroes to well-known names. Each recipient is worthy of their award and has made a significant difference to their community or excelled in their field.

“My congratulations to our emergency services members awarded The King’s Fire, Police or Ambulance Service Medals. Throughout Scotland people benefit from the skills and expertise of our ‘blue light’ services personnel whose skills and expertise keep our communities and people safe, in often challenging circumstances.

“These honours celebrate the best of Scotland’s courageous spirit and sense of community. Congratulations and my personal thanks to every worthy recipient.”

Those receiving honours in Scotland include Roland Christian Douglas Schau Engebretson, who established Macaulay College on the Isle of Lewis to address a critical gap in post-school opportunities for young adults with learning disabilities and additional support needs. 

Louise Gough receives a BEM for services to Foster Care, after serving as a Foster Carer for 28 years and providing a stable and supportive environment for 63 children. 

In total, 1157 recipients have been awarded this year for their exceptional achievements, with a particular focus being on those who have championed their communities.

This year’s recipients include dedicated foster carers, role models in women’s sports, committed health workers, champions of the arts, and supporters of young people. 

Every part of the UK is represented in the List, from the Western Isles to Liskeard in Cornwall. 

Recipients from Scotland make up 9% of the total number of recipients receiving honours this year. 

Prime Minister Keir Starmer said: “This year’s Honours list celebrates the very best of Britain – people who put the common good ahead of themselves to strengthen communities and change lives.

“Their quiet dedication speaks to the decent, compassionate country we are proud to be. On behalf of the whole nation, thank you – and congratulations to everyone recognised today.”

Secretary of State for Scotland Douglas Alexander said: “My warmest congratulations go to all of the Scottish recipients of His Majesty’s New Year Honours. Scots the length and breadth of the country have been recognised for their contribution to politics, business, the arts, science and to their communities.

“Veteran politician Adam Ingram is Knighted for his huge contribution to our public life. Those of us of a certain vintage will welcome the perfect harmony of Eve Graham being recognised for her decades of service to the music industry.

“Also recognised is Jimmy Buchan, for his tireless dedication to championing the interests of Scottish fishermen.

“The list is packed with local heroes who strive every day to tackle disadvantage. I congratulate all those who work so hard day in day out to make our communities better places to live and work.”

Edinburgh’s Lord Provost has congratulated all those named in the 2026 King’s New Year Honours list, including Edinburgh Award recipient Ann Budge. 

Edinburgh’s Lord Provost Robert Aldridge said: “My warmest congratulations go to all those recognised in this year’s King’s Honours, whose dedication, achievement and service have made a lasting and positive impact on our city and beyond.
 
“This year, 18 people from across Edinburgh have been named in the King’s New Year Honours List for 2026. From scientists and carers to NHS staff and charity leaders, each honouree reflects the very best of public service and community contribution.
 
“I’m particularly pleased to recognise Edinburgh Award recipient Ann Budge, who has been awarded an OBE for services to sport and the community in Midlothian. Ann’s leadership in her 11 years as Chair of Heart of Midlothian FC transformed both the club and Tynecastle Stadium into a thriving, family-friendly and community-focused institution.

“Her pioneering work to introduce the Living Wage to professional football in UK, while investing in youth skills and securing a sustainable future for the club, has set a benchmark for sporting and civic leadership. 
 
I also extend my sincere congratulations to Carol Colburn Grigor on her appointment as Dame Commander of the Order of the British Empire for services to the arts, culture and women in the UK. Although she does not live in Edinburgh, her contribution to the city has been profound.

“Through her leadership of the Dunard Fund, Dame Carol has made an extraordinary impact on Scotland’s cultural life, supporting many of our most treasured institutions, including the Edinburgh International Festival and National Galleries of Scotland.

“Her substantial support for the Dunard Centre, Edinburgh’s first purpose-built concert hall in a century, and the revitalisation of the former Royal High School to accommodate St Mary’s Music School will leave a lasting legacy for our city.
 
“These honours celebrate individuals whose vision, generosity and commitment enrich our communities and inspire others. On behalf of the City of Edinburgh, I offer my heartfelt congratulations and thanks to all those recognised for their exceptional service.”

More notable recipients across Scotland include:  

  • Marion Lindsey Foster receives an MBE for services to Scottish Craftsmanship. Marion recognised the danger of losing the heritage craft of kilt tailoring, and created an accredited training programme, going on to establish The College of Master Kilt Tailors in 2017.
  • Robert Harold Sharp receives an MBE for services to Mountain Rescue. Robert has dedicated over four decades to mountain rescue and safety in Scotland and the UK, transforming practices and helping to save countless lives. 
  • Gilbert Feron receives a BEM for services to the community in Cambuslang, Lanarkshire. Gilbert has dedicated himself to improving the welfare of older people and the wider community in Cambuslang for over 30 years. 

Ann Budge announces intention to step down as Hearts chairperson

Ann Budge has advised the Board that she will be stepping down from her role as Chair of the club in December of this year, following the 2025 AGM.  The search for a new Chair is now underway. 

Working with the Foundation of Hearts, and with the backing and commitment of the fans, Ann played a vital role in rescuing the club, enabling it to exit from administration in 2014. Since then, she has spent more than a decade driving Hearts forward and has been a pivotal figure in the club’s resurgence.

Under her leadership, and with the financial backing of fans, sponsors and benefactors –  once again proud to be associated with Hearts – the club has reestablished itself both on and off the pitch.

We have seen the delivery of a number of major infrastructure projects, including the Museum, the Memorial Garden, a new state-of-the-art pitch, and, of course, the magnificent new Main Stand incorporating the Tynecastle Park Hotel.

Investment in infrastructure has not stopped at Tynecastle, with substantial investment in facilities for our players, at all levels, up at Oriam.

Hearts has also reaffirmed its position as a community champion during Ann’s time in charge. With the saving of our charity, Big Hearts, coupled with the creation of our Community and Heritage Department, Hearts sits firmly at the very heart of the community.

Fans and the local community alike have access to community football for all ages, amazing educational opportunities through our Innovation Centre and a whole range of family support services through Big Hearts.

On the football front, Ann has also overseen the redevelopment of our youth academy, including the creation of our own performance school. She has also been totally committed to helping establish the Women’s game here in Scotland, ensuring comparable facilities for both men and women at Oriam.

During her tenure, our fans have had numerous visits to Hampden to support not just our men’s first team but also our women’s team. They have seen multiple third-place finishes in the league and have enjoyed many memorable European adventures, including the men’s first team securing European football for a historic three years in a row.

Reflecting on her decision to step down, Ann said; “This is something I have thought long and hard about. Having discussed this with the Board, I feel now is the right time to confirm that I intend to step down later this year.

“When I first got involved with the Foundation of Hearts in 2013, I could not have envisaged the journey it would take me on. Initially, the aim was to stabilize the Club before even thinking of growth. Now, 12-years later, as I look at where the club stands, I can allow myself to feel a sense of pride at what we have achieved.

“With Tony Bloom’s investment now complete, and the supporters ensconced as custodians of the club, I believe I have done what I set out to achieve.

“The appropriate time for reminiscing and saying goodbye will come after the AGM in December but until then, my full focus will remain on what it has always been, and that is doing my very best for Hearts and our fans.”

Chief Executive Officer Andrew McKinlay said; “It cannot be overstated just how much Ann has done for Heart of Midlothian and on behalf of everyone at the club, I extend both my thanks and my gratitude.

“As we get closer to December’s AGM we will update our supporters on our succession plans, but for now we will continue to enjoy and benefit from working with Ann until the end of her tenure as the club’s Chair.”

Foundation of Hearts Chairman Gerry Mallon said; “Ann will leave a remarkable legacy when she departs the club and we are extremely fortunate to have had 12 years of her knowledge and experience at the helm of Hearts.

“In particular, her participation during the birth of the Foundation of Hearts can never be downplayed, neither can the instrumental role she played in saving the club from the abyss and taking it back up to the top end of Scottish football.

“For that, I will be forever grateful to Ann, as I’m sure Hearts fans everywhere will be too.”

Heart of Midlothian FC: a statement from Ann Budge

Firstly, I hope you are all well and coping with the changes to daily life and challenges we all are facing in these unprecedented times. Please do continue to follow the latest government advice and stay safe.

There are obviously far more serious concerns in the world at this time and other matters I and those at the Club would rather be focusing on.

I feel, however, for the sake of our supporters I need to address the enormous amount of ill-informed and self-opinionated commentary coming from some sections of the media at the moment (in particular from The Sun and their usual pundits).

Please find below an accurate statement regarding how we at Hearts are dealing with the current crisis caused by the Coronavirus global pandemic.

Financial Position

Firstly, let me reassure all Hearts’ supporters that our financial position is no worse (nor better) than almost every other senior football club in Scotland, despite the recent continuous supply of mis-information and malicious speculation.

In line with most other Clubs, we aim to hold sufficient cash reserves to cover 2-3 months of normal trading operations.  The reason we are implementing cost control measures is because we could be facing up to 6 months of totally abnormal operations.

Given that we all know we have to plan for that eventuality, I see absolutely no reason for sitting back and waiting either on a miracle or for the Government to bail out every company in the country….in a timely enough manner.  Neither of these options is likely to happen and, therefore, I make no apology for putting immediate plans in place to mitigate the problems heading our way.

Nor do I make any apology for being open and transparent with staff, players and supporters about the potential scale of the issue.  Faced with this unprecedented set of circumstances, it is incumbent upon all employers to be totally upfront and open with their staff.  They, too, have to be able to plan.

In light of so much uncertainty, let me remind all of our supporters of a few important financial principles to which we, at Hearts, subscribe. 

Over the last 6 years:

·      We have always lived within our means and have never spent what we did not have.

·      We have not been building up cash reserves beyond the normal levels mentioned above.  Instead we have been investing to secure our long-term future.  I am hopeful that these investments will help us to recover quickly when this crisis is over.

·      We have managed cashflow very tightly during these years of investment.

·      We have NO external debt. While we do have some loans on the books, they relate entirely to money that I, either directly or through Bidco 1874, have provided to the club.  These loans have enabled our investment programme to continue apace.  Let me assure you that I have never had any expectation and nor does the club have any commitment that these will be repaid until the Club’s financial position is secure.

In short, despite the unsubstantiated claims in recent media articles, the financial management of our Club is as tight and professionally sound as any in the country.

Cost-cutting plans

Let me move on to explain the approach we are taking to managing down our costs over the next few months.

·      Clearly, Riccarton and Tynecastle are now closed down in line with the Government restrictions.  Equally clearly, however, we have a large number of fixed overheads, the costs of which we still have to cover.

·      The Government has announced a number of packages aimed at helping companies to stay in business during this period of close down.  We are following up on all of these initiatives.  However, in every case the devil is in the detail and none of these packages are as straight-forward as they might seem when reported in the headline announcements.  As an example, although it was announced that Banks would be able to help businesses of our size, having approached our Bank we have been formally advised that their policy towards Football Clubs hasn’t changed and they remain unable to lend to us!  I would stress that we are not alone in this.  This is not a Hearts problem; it is a Football problem.  We will continue to pursue this but it is indicative of the fact that Football is not very high on the list of priority sectors for support.

We are, of course, following up on all other packages including Rates relief and Job Protection schemes.  However, I repeat that there is a dearth of detail available as yet and it is incredibly difficult to be clear on what level of support we can get.

·      Payroll, as with all Clubs of our size, is by far our biggest monthly cost.  Notwithstanding the Job Retention scheme mentioned above, there is little doubt that we will have to implement a salary reduction programme across the Club.  We simply will not survive a 6-month close down, unless we implement this.

I have been roundly criticised for even suggesting such a thing.  However, as you will read below, our staff have been amazing.

There is wide-spread recognition that to get through this period, everyone has to stand together and do what they can.  This is the approach most likely to allow us to avoid redundancies and to save jobs and contracts.

Standing Together

Since announcing the proposed implementation of a substantial wage cut across all staff, coaches and players, the media pundits have been scathing in their criticism of apparent financial mis-management; clear indications of panicking; and the very suggestion that players should take a cut in wages is clearly a concept they don’t even begin to grasp.  (Possibly, because so many of them are themselves, former players.)  Fortunately, our players do not appear to have this same sense of entitlement.

I have detailed below where we are in our discussions.

·      On Monday, 16th March, I addressed a full gathering of players, coaches and back-room staff and explained the severity of the situation following the shut-down of football on 13th March.  I explained the immediate/short-term implications in financial terms, and stressed that despite what was being said publicly, the consensus, among most people involved in running football clubs in Scotland, was that football was not likely to start again until late July/early August.

I emphasised the importance of maintaining regular dialogue to enable us to provide as much clarity as possible during these uncertain times.  We set up a Communications Group to facilitate this.

·      On Tuesday, 17th March, I met with a large group of Senior Managers to discuss the full implications of the close down and to consider options.

Our over-riding principles were:

1.     To implement any changes at the end of April to give staff the chance to consider their own personal situations, while awaiting any Government interventions, the benefits from which would be used to limit any wage reductions.

2.     To avoid redundancies and protect all jobs and contracts.

3.     To treat all employees, regardless of status or roles, fairly and equitably.

4.     To take steps to protect staff and players on the lowest earnings.

5.     To ensure everyone knew that they should not panic and that they should discuss any personal financial challenges with their manager, HR or myself.  We would do everything possible to help people meet their financial commitments.

6.     Anyone who wanted to move on from the Club for whatever reason (e.g. disgruntlement, desire to go home/back to families, etc) should talk to us and we would try to help.

·      On Wednesday, 18th March, I arranged meetings at Riccarton and at Tynecastle to explain the proposed way forward to all.  I also spoke to Steven Naismith and asked him to relay the message to all players, who were already at home, via the aforementioned Communications Group.

Where are we now?

In a very short space of time, we were able to reassure a number of individuals who were worried about meeting their financial commitments; we were able to re-assure others who were worried about being out of contract; and we were able to expedite arrangements for those who wanted to get home as quickly as possible.

I received numerous emails, messages and visits from staff assuring me of their support and their belief that we will get through this by standing together.  A number of staff and managers offered to take no salary or a larger wage reduction to enable us to better support those who needed it more.

To summarise, I asked all employees to stand together to ensure we can survive the next few months.  Their response has been amazing.  Most of the staff agreed immediately. 

Given the added complexities around players’ contracts and the wide range of personal circumstances, a number of players are still reviewing their situations.  However, I believe we will reach a good outcome as I know they want to do what they can to support the Club.

Much has been made of an email, sent by our Head of Player Recruitment, to agents with regard to potential recruitment requirements once football resumes.

We must continue to plan for football returning and make sure we are in the strongest possible position possible when that happens.  I would however like to make it clear there is no pot of money sitting in the bank that could be going towards player or employee wages and there is certainly no intention of paying transfers fees under the current circumstances.

To summarise, we have consulted with a wide range of senior employees and managers and we have communicated fully to all staff in an open and transparent manner.  I did so quickly, not to create panic, but to give everyone time to plan and consider their own circumstances.  Cost-cutting is going to come and I see no point in sugar-coating this news.

What about Revenue Generation?

Clearly, opportunities to generate revenue are minimal.  We have kept our on-line store open to receive orders but, for reasons of social isolation, we are restricted in our ability to fill these orders.  Thank you to everyone who is supporting us in this manner.  We will, of course, fill all orders at the earliest opportunity.

We will be putting Season Tickets on sale as soon as we can.  Obviously, we are constrained in a number of ways, not least the uncertainty surrounding which Division we will be playing in, when this season will end and when next season will start. 

We will, however, put maximum protection and maximum flexibility into any terms and conditions surrounding the purchase of season tickets or hospitality packages.  I want to thank all of those supporters who have indicated that they are keen to support us in this way.

I have been overwhelmed by the support we have received from our sponsors and want to thank all who have been in touch and offered their backing at this time.

I also want to give special mention to the FOH Pledgers who are continuing to pledge, knowing how reliant the club is on this source of funding.  Once again, we can demonstrate that we have the best supporters in Scotland, given that pledger numbers and pledged amounts have increased since the scale of the difficulties facing the Club in the wake of the corona pandemic have become known.

Celebrations as LOVE Gorgie Farm opens its doors

LOVE Gorgie Farm, formerly Gorgie City Farm, opened its doors yesterday with a huge celebration and range of family-friendly activities.

Depute Lord Provost, Cllr Joan Griffiths, joined with a number of local celebrities including radio presenter Grant Stott, Hearts CEO Ann Budge and Hibs footballer Ryan Porteous, as well as Edinburgh and Scotland rugby players, politicians and council representatives.

Children (and adults too!) got the chance to feed the animals on the farm, which included pigs, sheep and goats, and took some newly arrived alpacas for a stroll.

There was also face-painting and a henna tattooist on hand, as well as entertainment for all, including tombola, music, a photo booth and much more.

Education and social care charity, LOVE Learning, took over the site of the former Gorgie City Farm in January after it went into liquidation in November last year.

LOVE Learning also organised a community consultation event, where visitors had the opportunity to tell the new operators about their hopes for the future of the urban farm.

The farm had been opened earlier than expected thanks to the assistance of hundreds of volunteers who assisted in the two weeks running up to the reopening.

The farm remains open seven days a week and will be free for visitors. LOVE Learning will keep using the site as an urban farm as part of its portfolio of environmental projects.

In addition, LOVE Gorgie Farm provides educational services to children through animal and forest therapy. It also provides a range of professional apprenticeships and Scottish Qualifications Authority awarded qualifications, as well as looking to be involved in organising social prescribing and wellbeing therapies in partnership with the NHS in the future.

Lynn Bell, CEO of LOVE Learning said: “We are incredibly excited to be opening LOVE Gorgie Farm much earlier than we anticipated, would like to thank those who came today and look forward to welcoming many more visitors through our doors.

“I would like to thank the hundreds of volunteers who have given up their valuable time to help get the farm up and running earlier than anticipated. We could not have done it without their crucial role.

“Not only will the farm remain open seven days a week and remain free, but we will provide a range of exciting education, environmental and social care programmes supporting vulnerable individuals.”

Hand on Heart: Ann gets set for Edinburgh Award

Impressions of the Heart of Midlothian Football Club owner’s hands have been cast in clay, pictured, by Leigh Bradley of the Colin Braid Stone Workshop, ready to be carved into stone.

The hand prints will be gilded and laid outside the City Chambers next to the prints of previous Edinburgh Award recipients and unveiled by the Lord Provost at a special ceremony in December.

Edinburgh’s Lord Provost Frank Ross said: “If feels apt that Ann’s hand prints will be laid so close to the Heart of Midlothian when they are immortalised in stone along our own ‘walk of fame’.

“As an inspiring business woman, entrepreneur, philanthropist and community champion, she really is a role model. The Edinburgh Award 2019 will be the ideal way for our city to recognise all that she has achieved.”

The West Pilton-born entrepreneur was the first woman appointed to the senior management grade in brewing company Scottish & Newcastle, before co-founding Newell & Budge, a bespoke software and IT company, headquartered here in Edinburgh.

Amongst many academic and business recognition awards, Ann was listed as a role model by the Women’s Engineering Society and inducted into the Entrepreneurial Exchange Hall of Fame in November 2013.

Ann bought Heart of Midlothian Football Club out of administration in 2014 and within five years has successfully transformed Tynecastle into an exemplar family and community-friendly stadium, doubling revenue and building a solid and sustainable future for the business in the process.
