Stronger focus on Maths in schools

Efforts to drive maths attainment in schools and refocus Scotland’s attitude to maths learning are to be stepped up in a new government-led programme.

Cabinet Secretary for Education and Lifelong Learning Angela Constance has announced greater support will be given to secondary-school level maths teachers through a new group established to prepare and share resources.

In addition, a group with responsibility for raising the profile of maths and numeracy as an essential skill for learning, life and work, will be set up.

The establishment of both groups marks the first steps of Making Maths Count, a Government-led programme with the aim of improving maths and numeracy attainment in primary and secondary school.

This work follows the Scottish Government launch of Read, Write, Count campaign last month, to encourage greater parental involvement in supporting early literacy and numeracy skills of P1-3 pupils, and the launch of the Scottish Government’s £100 million Attainment Challenge to support learning in disadvantaged communities.

Earlier this week, the First Minister announced the establishment of a National Improvement Framework, with national standardised assessments in literacy and numeracy for pupils in P1, 4, 7 and in the third year of secondary school.

Ms Constance said: “Maths has a vital place at the heart of our curriculum and maths and numeracy are one of the gateways to success in work, learning and life. As Education Secretary, I want to see attainment in both improve at all ages and stages.

“While we are already investing heavily and taking forward a range of actions to support primary and secondary-level learning, it is clear from our national attainment data that improving numeracy is an urgent area for action.

“That’s why I am launching Making Maths Count. The two groups I am announcing today will have important and distinct remits.

“We have already provided a package of resources to teachers to support delivery of maths teaching within Curriculum for Excellence. Today I am pleased to announce that a teacher-led group will take that work further. They will consult directly with the maths teaching workforce in secondary schools to assess what more can be done to ensure both teachers and pupils get the support they need. The group will be formed next month and will present an interim progress report to me by the end of the year.

“And while the world around us is continually evolving, the role of maths and numeracy in our labour market, our economy and our day-to-day lives will be here forever. It will only become more important as sectors such as digital technologies continue to grow.

“We need to promote greater enthusiasm for and confidence in maths and numeracy amongst young people and their parents and redress some of the cultural assumptions that are holding back our potential.

“I will be setting the new group the challenge of making maths matter more to Scotland. I want them to provide new ideas on promoting the benefits of maths and numeracy and how this can improve the quality of education and raise attainment. It will have a strong focus on understanding attitudes and promoting maths and numeracy and how we can address the myths and assumptions that surround maths and numeracy.

“It will be important that this new profile-raising group for Mathematics and Numeracy will involve partners and engage widely with young people, parents, business and academia as well as teachers.

“I will say more about further work to be taken forward through Making Maths Count in coming weeks, including at the Scottish Learning Festival, but our vision is clear. By building a strong base of robust and consistent evidence, we can take big strides towards improving Scotland’s relationship with maths, strengthening attainment performance in schools and supporting our future economy.”

Letter: Take back our essential services

For six years the Tory government has carried out sweeping cuts to the people’s income and they have decimated social services of all kinds – in the name of dealing with the financial crisis caused by the banks and financial institutions.

These financial institutions – here and overseas – are still creating havoc: buying and selling shares regardless of the effect this has one people’s lives here and overseas.

Yet despite all the evidence of greed and complete mismanagement, political action taken by the Tories is mainly against the people, not the culprits!

Why did the Tories poll 37% of the votes cast in the general election (although this was a minority of the population’s vote, it gave them enough to form a government)? Their access, support and possible control of most avenues of information, newspapers, etc. gave them a tremendous advantage, coupled with their ‘we have a plan’, repeated over and over again, convinced many people to give them another chance – a terrible mistake, and the bad effects of their policies will be increasingly felt.

The Tories always were and always will be the political representatives of the rich, who assume it is their natural right to govern.

As 90% of the population are wage earners, in other words they sell their ability to labour daily, to get the best possible wages and working conditions it is far better to have representation for your interests: the same is very true of political representatives.

To repeat, the Tories always represent the rich, the Liberals are never very sure for whom they speak and that leaves the Labour movement of unions, co-operatives, the Labour Party and SNP.

The Labour movement must now show they have a plan, a plan that works for and benefits the 90% of the population: for example free from private profit making the services that enable the 90% to function – gas, electricity, water, rail and road transport, among others.

Stories with taste: Green Pencil writing competition launched

Tasty treats were on the menu at the launch of this year’s popular Green Pencil Award writing competition yesterday, when Carrick Knowe Primary School pupils were joined by leading children’s author Vivian French for a food-themed story workshop.

This year’s Green Pencil theme is ‘Food for thought: Scotland’s food and drink’. Entrants can write a poem or story about a favourite meal, or a memorable Scottish picnic, a drink they love or hate, or perhaps even invent a new Scottish food!

Or they could think about the journey of a vegetable from being planted as a seed to ending up as part of a delicious, nutritious meal.

Budding writers can get inspiration by visiting local  libraries, which have lots of ideas and books to help, and also by asking in schools, which have resources available to support this award.

All entries can be made by following this link and should be no longer than one side of A4 – entries longer than that cannot be considered.

The closing date is Friday 9 October, with an awards ceremony at the Central Library in late November.

Councillor Richard Lewis, Culture and Sport Convener, said: “The Council has been running this competition for eight years and it grows in popularity each time. We have so many budding writers with fabulous imaginations in our schools, and reading the entries is always a joy for our library staff.

Ms French said: “I love the Green Pencil Award, because it encourages children to look at the world around them, and to think about things they might otherwise take for granted.

“It inspires curiosity, consideration, and critical judgement … essential ingredients for everyone – especially writers!”

Give safely to refugee appeals

Make sure your donations reach registered charities – advice from the Charity Commission

The news is currently dominated by the plight of thousands of men, women and children attempting to travel across Europe, and finding themselves in desperate need.

Many registered charities, experienced in this area, are currently working to give humanitarian aid and support. If you wish to support this work you can find a registered charity through our online search.

Sarah Atkinson, Director of Policy and Communications at the Charity Commission said:

“There are laws around collecting money for charity in public which are there to protect donors and make sure that the money raised goes to a genuine charitable cause. Follow our advice to make sure that whether you give online, by phone or in person you are giving safely.”

Commission’s Top 10 tips to make sure you give safely:

  1. Before giving, check the charity’s name and registration number against the online charity search tool: Find a charity – register of charities.
  2. Fundraisers require a licence from the local authority (or the police in London) to collect in a public place. Check that they have this. If the collection is in a privately owned place, check that they have the owner’s permission.
  3. When approached by collectors, check whether they are wearing a proper ID badge and that any collection tin is sealed.
  4. If in doubt, ask the collector for more information – a genuine fundraiser should be happy to answer questions and explain more about the work of the charity.
  5. Genuine fundraising materials should feature the charity’s name, registered name and a landline contact number. Be wary of those that list only a mobile number.
  6. Make sure when you give to radio and television appeals that the process is secure. Ofcom lists the rules for radio and television charity appeals on its website: Licensing – Ofcom website.
  7. Take care when responding to emails or clicking links to a charity’s website to ensure that they are genuine. Instead, search online for your chosen charity to check you have the right web address. For further guidance see: Guidance for donors – Get Safe Online.
  8. Carefully review collection bags for clothing and household goods to ascertain whether they are from a genuine charity.
  9. After making these checks, if you think that a collection or appeal is not legitimate, report it to Action Fraud on 0300 123 2040 and inform the Charity Commission: Action Fraud – Police.
  10. Don’t be pressurised to give to a collection immediately. If in any doubt, donate directly to the charity.

Sanctuary: Scotland stands ready to support refugees

Scotland’s response to the unfolding humanitarian tragedy in southern Europe will be set out at a summit chaired by First Minister Nicola Sturgeon in Edinburgh today (Friday 4 September).

The First Minister will bring together stakeholders from the refugee community, third sector, local authorities, political leaders and other representatives of civic Scotland in Edinburgh to discuss the situation and set out what Scotland can do to help.

Ahead of the summit, the First Minister has again written to the Prime Minister urging him to sign up to the EU proposals on relocation and refugee resettlement and allow the UK to take its fair share of people fleeing persecution and conflict (see below).

Yesterday, the First Minister told the Scottish Parliament that Scotland stood ready to help refugees in need of help.

She said: “I have taken the step of convening a summit tomorrow to which I have invited humanitarian organisations including the Scottish Refugee Council, leaders of councils and civic organisations and indeed our churches.

“As First Minister of Scotland, I pledge that I will ensure that Scotland does everything possible to help this refuges crisis. I will be far from the only person reduced to tears last night by the picture of a little boy washed up on a beach.

“That wee boy has touched our hearts but his is not an isolated tragedy. He and thousands like him, whose lives are at risk, are not somebody else’s responsibility, they are the responsibility of all of us.

“I am angry, very angry, at the walk on by on the other side approach of the UK Government. I implore David Cameron to change his position and change it today. And I pledge, as First Minister of this country, that we stand ready to help offer sanctuary to refugees who need our help.”

The First Minister’s letter to the Prime Minister reads:

Dear David,

I am in no doubt that we are all horrified by the scale of the refugee crisis unfolding on Europe’s shore. The tragic death of three year old Aylan Kurdi, washed up on Turkey’s beach line, only serves to highlight further the plight of the thousands of people seeking safety and protection.

The scale of such a humanitarian emergency is immense but it is not insurmountable. We recognise the need for long term, coordinated action to tackle the causes of this crisis but this cannot be a substitute for an immediate humanitarian response.

We, with our neighbours and friends across the EU, have a moral obligation to offer a place of safety to these desperate people fleeing conflict and persecution. I welcomed the expansion of the Syrian Vulnerable Person scheme but I would stress that this in itself is not sufficient to address the crisis we are witnessing.

I strongly urge you to reconsider the UK Government’s current response. The Scottish Government believes we must take part in the EU response. We can start by participating in the initial EU proposals on relocation and refugee resettlement. The UK must take a proportionate share of people fleeing conflict and persecution.

I would once again reiterate that Scotland stands ready to support the UK Government in providing an appropriate response to this situation.

SNP MSP Colin Keir has welcomed the launch of the ‘Scotland Supports Refugees’ initiative. The volunteer-led organisation has been set up to raise awareness about the refugee crisis in Europe, campaign for action and raise funds to support humanitarian relief.

Following First Minister Nicola Sturgeon’s comments on the refugee crisis at FMQs Colin Keir SNP MSP for Edinburgh Western said: “Daily we see people driven by desperation drowning in the Mediterranean Sea while the UK government remains unwilling to act responsibly and welcome refugees fleeing Syria and other war torn nations.

“I warmly welcome the formation of the ‘Scotland Supporting Refugees’ initiative and support wholeheartedly their aims. It is a gross dereliction of its humanitarian responsibilities to act in the way the UK government currently is.

“I call on Prime Minister David Cameron to recognise that he is increasingly out of step with public opinion and change the UK position now. He should join Scottish First Minister Nicola Sturgeon in welcoming refugees.”

Earlier today local MSP Malcolm Chisholm also welcomed the Scottish Government’s commitment to support those in desperate need. He said: ” Magnificent leadership from NicolaSturgeon and Kezia Dugdale on refugees at First Minster’s Questions. Shame on David Cameron and the UK Government.”
